This study explored whether selected client and service characteristics could help predict families' use of other child welfare services after receiving intensive family presentation services (IFPS). Of 192 families, over three quarters did not use out-of-home child placement services for up to 6 months after receiving IFPS. Additionally, well over half of the families ended all service agreements with child welfare in the same period Polytomous logistic regression was used to develop prediction models. The findings of this study have implications for the development and service delivery of IFPS programs. Specifically, the role of IFPS needs to be re conceptualized to more accurately reflect its place on the child welfare services continuum.

A process study was performed on a program that was designed to prevent ineffective foster placement, to determine the match between family problems identified during assessment and subsequent services provided to the family. The individualization and “fit” of services to specific family needs is the foundation of assessment practice, but little research has documented the extent to which fit occurs. This study of 115 families and their services found that fit is best when concrete, rather than clinical, services are provided, but that parenting issues continue to drive the provision of all services.

Abstract:
This article describes the results of a parenting program “Apoyo Personal y Familiar,” (APF; Personal and Family Support program) targeted at parents of families at high psychosocial risk. APF aims at preventing unnecessary placement of children from vulnerable families into foster-care by increasing parental competence in order to improve their autonomous functioning. The program is implemented through group meetings in community centers. The method involves exposing the parents to parental views and practices in specific child-rearing episodes and encouraging them to reflect on their own views and the consequences on child development. In the Intervention group 144 mothers completed the pretest and posttest measures and 155 mothers were in a waiting-list comparison group. Self-report measures on parental implicit theories, child-rearing practices, and personal agency were used to perform the evaluation. Group discourse and the monitor's behavior observed during the sessions were used as predictors of the program's efficacy. Compared to control mothers, program mothers endorsed less simple views on child development, reported positive changes in their child-rearing practices, and had more confidence in their personal resources and a more accurate view of their parental role. Group effect sizes on the outcome measures were predicted by the type of group discourse and the type of group management observed during the sessions. The use of a perspectivist discourse was positive for promoting complex ideas and actions, whereas a self-centered discourse was positive for improving personal agency and for reporting less use of permissive practices. The role of the monitor was particularly relevant for reinforcing the mothers' sense of confidence in their own resources and for facilitating changes in child-rearing tactics.

Abstract:
Latino immigrants have a strong presence in Southern, California. Although the Latino population can be attributed with possessing significant strengths and resiliency, their unique barriers as to legal status, language, and culture, have led to the researchers’ developing an interest on how undocumented immigrant status affects family reunification and service delivery within the child welfare system. The following research study focuses on evaluating how undocumented immigration status affects family reunification and service delivery in child welfare. It seeks to answer how current case work practice addresses the needs of undocumented Latino immigrant families that become involved within the child welfare system and how their undocumented immigration legal status impacts the reunification process and the receipt of services within the community. For the purpose of this study, an urban Southern California child welfare agency servicing a large population of immigrant Latinos was utilized. Using the constructivist paradigm, researchers interviewed ten children’s social service workers that possessed a mixture of knowledge, experience, and insight as to this population. The study found that undocumented Latino immigrants faced barriers related to their poor acculturation, that affected their family reunification. For instance, not understanding the English language, not understanding child abuse laws, limited access to culturally appropriate services, and social workers’ limited knowledge of working with undocumented Latino immigrant clients were barriers faced by this population. The findings in this study can be utilized by the child welfare agency to improve cultural awareness trainings for child welfare workers, work towards increasing culturally sensitive service availability, and advance policy.

Abstract:
This study analyzed data from Dallas Public Schools and Dallas Youth and Family Centers (YFCs) to explore variables associated with referrals to and utilization of Youth and Family Centers. Data from students enrolled in third, eighth or tenth grade during the 1996-1997, 1997-1998 and 1998-1999 school years were analyzed to determine the reasons for YFC referral and utilization, and to compare standardized test scores and attendance. Of the 6956 students in third, eighth and tenth grades initially referred to YFCs during those three school years, 5173 (74.3%) made at least one YFC visit. The 5173 students made an average of 2.69 visits and accessed an average of 1.18 services per year. Medical visits accounted for 42.5% of YFC visits, and mental health visits accounted for 46% of YFC visits. Results of logistic regression analyses indicate a significant difference for utilization upon referral and continued use of the YFC when the constant is compared to a set of predictor variables. For both analyses, the predictor variables were Chapter I status, LEP status, reason for referral, gender, special education status, ethnicity, distance from home school to referral YFC, food stamp eligibility and referral source. While outcome data regarding attendance and scores on standardized tests was limited to records available, results suggest that mean reading scores for eighth graders were significantly higher during Year 1 for the group that accessed YFC services. School attendance was better for eighth graders who made continued use of a YFC. Use of medical services by third graders was associated with a gain in attendance rather than a slight loss for the third graders who did not access medical services upon referral. Results of this study were limited by missing data for several records. The competitive atmosphere of health care service delivery and the practical need to know about service delivery at the sites should make data management a priority.

ABSTRACT Background: The Family Hope Program through the Family Development Session (FDS) provides social services on maternal and child health. Social cognitive theory (SCT) may explain how family development session family hope program affects to the integrated health post (posyandu) visit) and child nutrional status. This study aimed to analyze the effect of the FDS Family Hope Program on the child nutritional status. Subjects and Method: This was an analytic observational study with cohort retrospective design. The study was conducted at the integrated health posts, in January 2020. The dependent variable was child nutritional status. The independent variables were family development session, maternal education, family income, social support, maternal knowledge, self-efficacy, complementary feeding, and integrated health post visit. The data were collected by questionnaire and analyzed by a multiple linier regression. Results: Child nutritional status was positively associated with FDS participation (b= 1.12; 95% CI= 1.31 to 7.15; p= 0.010), high maternal education (b= 0.92; 95% CI= 1.09 to 5.83; p= 0.031), high family income (b= 0.96; 95% CI= 1.14 to 6.00; p= 0.023), strong social support (b= 1.24; 95% CI= 1.34 to 7.85; p= 0.009), high maternal knowledge (b= 1.24; 95% CI= 1.50 to 7.96; p= 0.004), high self efficacy (b= 0.92; 95% CI= 1.09 to 5.76; p= 0.030), appropriate complementary feeding (b= 0.96; 95% CI= 1.15 to 6.02; p= 0.023), and active integrated health post visit (b= 1.03; 95% CI= 1.15 to 6.90; p= 0.024). Conclusion: Child nutritional status is positively associated with FDS participation, high maternal education, high family income, strong social support, high maternal knowledge, high self efficacy, appropriate complementary feeding, and integrated health post visit. In Serbia, the foster parent has the right to receive compensations for foster care, social security contributions, certain rights arising from the employment related to foster care and the right to subsidies for utility services. The reasons are continuous efforts to improve education of child and transformation of schools to modern institutions, which are cooperating with it´s surrounding areas and providing quality services to it´s clients (students and parents). Partnership of school and family of student is organical part of these efforts and it becomes the important part of evaluation of school´s quality. Cooperation of family and school is undividible part of teacher´s proffession. At the same time it belongs to areas which make the biggest troubles after entering absolvents to pedagogical practise. This fact is coming not only from researches realized in this area, but also from interviewes which we are realizing with students after attending pedagogical practise in pre-gradual studies. The text is foccused on pre-gradual preparation of future teacher for work with parents. It shows if they are theoretically and practically ready and it´s foccussed on the possibilities of evolving practical skills and applications of theoretical knowledge from the subject´s area.

The Convention seeks to amend the social and legal status of persons with disabilities, including children, in a revolutionary way. The main goal is to remove social barriers by adopting a social model of disability in recognizing and exercising the human rights of persons with disabilities on an equal basis with other persons. Therefore, it is understandable that the rules of earlier international human rights treaties, such as the UN Convention on the Rights of the Child or the European Convention on Human Rights, are beginning to be directly adjusted to the this Convention. From the aspect of recognition and exercising of the rights of children with disabilities, the issue of accessibility to health care services is especially important. It insists on the application of the principles of reasonable accommodation, accessibility and non-discrimination so that children with disabilities have access to health care facilities on an equal basis with other children. This implies significant involvement of the state, local community and family in order to remove social and infrastructural barriers. Furthermore, the UN Committee on the Rights of Persons with Disabilities calls for an absolute ban on the forced detention and placement of children in health care facilities, while there is a very negative attitude towards the care of children with disabilities in social protection institutions. In this regard, an amendment to the domestic Law on the Protection of Persons with Mental Disabilities is required. According to the social model of disability, the family environment with the appropriate and effective support of the local community is a necessary environment for the realization of the rights of children with disabilities. When it comes to the consent of a child with a disability to a medical treatment, it is necessary to determine the child's capability to form views, as in the case of other children. In that sense, the mentioned child should be provided with appropriate assistance and support to express his / her views. This support consists primarily in the way in which the child is informed about the proposed medical treatment.

In recent years, many cases of child sexual abuse have been exposed by the media. In addition to unscrupulous criminals and imperfect laws, children cannot correctly understand "sex" and lack of self-protection consciousness, which is also one of the sources of a series of tragedies. Therefore, the social attention of child sex education continues to rise. No matter family, school or society begin to advocate sex education, among which the role of family sex education can not be ignored. Based on the relevant research on the design of child sex education services, many literatures have identified the stakeholders of child sex education, put forward the issue of child sex education from the perspective of behavior design, and put forward the importance of parental participation. The key point of sex education for children is to drive parents' educational behavior and improve children's sexual knowledge acquisition degree. Parents' reasonable and perfect sex education can give children a healthier body and mind and avoid harm. But what kind of education form and content can better achieve the purpose has become the focus of social attention. This paper introduces the way of service design to integrate related resources and construct a service system to meet the needs of parents to carry out sex education for children. Information systems or software that strengthen, change or form a person's behavior, purpose or attitude without coercive means are called persuasion systems. It is proposed by Professor BJ Fogg from Stanford University to use persuasion technology to realize the design purpose of persuasion system, which can also be called "persuasive design". At present, theories of behavior table, FBM behavior model, eight steps of persuasive design, and persuasive web design have been formed, all of which are attributed to the unremitting research of scholars such as BJ Fogg and Andrew Chak. FBM model is a new model established by Fogg to study human behavior. It is a behavior model based on persuasive design. According to THE FBM model, there are three basic factors for individuals to produce behaviors. The first is motivation factor, which requires users to have certain motivation support to realize certain behaviors. Ability factor refers to the user's ability to achieve a behavior, or the difficulty of a behavior itself to the user's ability requirements; A trigger is a point of opportunity for the final completion of the action.Based on these theories, this paper will study the sex education model suitable for parents to realize in the family.With the support of persuasion theory, the behavior and needs of parents and children are analyzed to obtain the behavior table, and the three elements of behavior realization are analyzed according to Fogg behavior model. First of all, this paper analyzes the different behaviors that parents and children may have in the process of sex education, analyzes the relationship between them by using the behavior table, and analyzes the causes behind it. Secondly, this paper constructs the Fogg behavior model of children's sex education. Fogg behavior model is a new model established by Fogg to study human behavior. It is a behavior model based on persuasive design. According to Fogg's behavior model, there are three basic factors for individuals to produce behavior: motivation factor, ability factor and trigger factor. This paper analyzes the basic elements of parents' and children's behaviors in the process of sex education from three aspects of motivation, ability and trigger points, and puts forward some strategies to improve the quality of sex education for children, hoping to better improve the quality of sex education and play a positive role in promoting the development of sex education for children in the future.

Quality of services is playing an increasingly important role in many family planning (FP) programs. In 1995, a national Situation Analysis Study of 254 health facilities was conducted in Kenya to assess the status and quality of FP services in the country. An in-depth survey of a subsample of 28 health facilities was conducted the following year. From these facilities, 1,834 women were interviewed about their experiences with services at facilities when they sought antenatal, child health, and FP services. The goal of the survey was to examine the links between quality of care in FP services and contraceptive behavior. A key focus was directed at information and counseling as elements of service quality. Further, the subject of quality was explored in the context of how women switched facilities for the same and different services of antenatal care, child health, and FP. As noted in this report, this study highlights the gap that exists in the provision of quality reproductive health services. Despite the call for client-centered services, there is evidence that a wide gap still remains in providing relevant information to clients.

In 1992, the Population Council established the Family Planning Operations Research and Training (FPORT) Program in the Philippines. It brought together program managers and regional researchers to identify problem areas that might benefit from operations research. From Western Visayas (Region VI), the City Population Office (CPO) of Iloilo City in collaboration with the Social Science Research Institute of the Central Philippine University, identified a problem concerning the poor performance of volunteer family planning (FP) workers and undertook to study it. The study focused on the Barangay Service Point Officers (BSPOs) who assist in the delivery of FP services under the supervision of the CPO, and Barangay Health Workers (BHWs) who concentrate on maternal and child care but have minimal involvement in FP and are supervised by the City Health Office. As this report states, the objective was to compare the FP activities and performance of the BSPOs and BHWs in Iloilo City and determine the factors that influence their performance.

Preventing unintended pregnancy among HIV-positive women is an effective approach to reducing pediatric HIV infection and vital to meeting HIV-positive women’s sexual and reproductive health needs. Although contraceptive services for HIV-positive women is one of the cornerstones of a comprehensive program for prevention of mother-to-child transmission of HIV (PMTCT), a review of PMTCT programs found that implementers have not prioritized family planning (FP). While there is increasing awareness about the importance of FP and HIV integration, data about FP from PMTCT clients are lacking. The Horizons Program is conducting an operations research study testing several community-based strategies to reduce mother-to-child transmission of HIV in a densely settled urban slum in Nairobi, Kenya. Strategies being piloted include moving PMTCT services closer to the population via a mobile clinic and increasing psychosocial support for HIV-positive women. This research update presents key findings about FP at PMTCT sites, including the interaction between providers and clients as well as HIV-positive women’s fertility desires and demand for contraceptives, from the baseline cross-sectional survey and qualitative interviews with postpartum women.

This report shares findings from qualitative research on the impacts of Covid-19 on Cambodian migrant workers in four sites along the Cambodia-Thai border. Government restrictions in Thailand and the border closure in February 2020 led to job losses and reduced working hours, and ultimately to an increase in the rate of return migration. Return migrants were forced to use informal points of entry with the facilitation of informal brokers, facing increased costs and risks and, in the process, becoming undocumented. This report shows an unequal access to health services between documented and undocumented migrants. Even in the context of Covid-19, some migrants continue to travel with young children who support the family, mostly through light agricultural work. URI

The Third Five-Year Plan (1961–66) aimed at reducing the crude birth rate in India to 25 per 1,000 population by 1973, however this goal has not been achieved. Several other demographic goals were set later, to be achieved by specified years, but they were deferred or revised. One major reason for the failure to achieve these goals was thought to be the lack of adequate infrastructural facilities for the family welfare program, thus it was decided to improve the institution–population ratio. The primary objective of this study is to assess the quality of interaction between clients and providers, and the quality of family welfare services. More specifically, the study examines how family welfare program personnel interact with clients in a given setting, the quality of interaction, how frequently such interaction takes place, the provider's view of, and satisfaction with, the information and quality of family welfare services provided, and the client's view of, and satisfaction with, the information and quality of family welfare services received. The focus of the investigation is on the family welfare program—the maternal and child health and family planning programs.
