Unconventional threats to the security climate in South-Eastern Europe and, specifically oriented on states openly engaged in the fight against international terrorism,organized crime and the proliferation of WMD (weapons of mass destruction) will persist due to logistical disparities between states. The 11 September 2001 terrorist attacks introduced the United States to domestic and complex terrorism. According to terrorism experts, public and private sector targets are indistinguishable to the perpetrators of this evolved form of terrorism. The global chemical industry’s counteroffensive against international terrorism depends in part on implementation of the Chemicals Weapons Convention (CWC), long supported by the American Chemistry Council (ACC) and its sister associations in the International Council of Chemical Associations (ICCA). This paper describes the U.S. chemical industry’s response to September 11th and how adherence to the letter and spirit of the CWC helps prevent terrorism.

At present, representatives of the scientific, political, military circles and the civil society of the most countries of the world are taking part in the antiterrorist activity.The formation and implementation of the state policy of terrorism prevention in Ukraine provide for realization of the measures package of the legislative and executive power, the society and individual citizens of Ukraine.The article:• identifies problems of terrorism combating policy in the context of research on the causes and economic impact of terrorist activities;• reveals that appearance of evaluation categories in the field of terrorism resulted in a formation of a specific world market - a terrorism market;• considers problems related to the effectiveness of budgetary and extra-budgetary expenditure linked to threats of international terrorism in the countries of the integrated world;• highlights the economic losses incurred by Ukraine because of the terrorist activity in the Donetsk and Lugansk regions in 2014;• defines theoretical aspects of anti-terrorist Ukrainian policy analysis in the con-text of international, especially European and Euro-Atlantic, anti-terrorism cooperation;The conducted analysis shows that one of the priority tasks of the state regarding to improving the efficiency of antiterrorist activity should be the construction of the sys-tem of prevention of terrorism as a complex, multidimensional phenomenon, including by means of creating a system of regulatory actions of authorized authorities and other institutions of civil society in this area.

Abstract:
Although as old as politics itself, terrorism as an international security problem has not yet received its unique definition. The purpose of this paper is to consider the necessity having a generally accepted definition of terrorism in the form of political violence as the basis on which terrorism will find its place in international criminal law. The first part of the paper is dedicated to the general consideration of international criminal law and the International Criminal Court. The second part of the paper examines the existing definitions of terrorism and analyzes terrorism as a crime in international criminal law. Terrorism has long transcended national borders and is no longer a threat only to sovereign states but also to international peace and the security of both the individual and society as a whole. With the expansion of terrorism and increasingly brutal ways of expressing this type of crime, there is a need for even closer international criminal cooperation of sovereign states in the development of legal mechanisms for the prevention and punishment of perpetrators of these criminal acts. By reviewing relevant literature concerning itself with such topics and comparing different understandings of the concept of terrorism from legal, political, and security science sources, we conclude that clarifying the definition of terrorism as an international security problem will, lead to its complete characterization as an international criminal act.

Abstract:
International cooperation in its criminal dimension in combating terrorism is launched to achieve a vital goal, which is to prevent "Avoiding from Punishment” and not providing a safe haven for terrorists in which to be safe from criminal prosecution for terrorist acts committed. Those involved it which constitute a violation of human values and international peace and security, and for the sake of which all parties have been strengthened the concerned countries. In this regards, the United Nations and regional organizations will make their efforts to confront these transnational crimes where its gravity transcends barriers of sovereignty and the sole interest of the victim state or individuals to the common interest for the international community as a whole, its stability and its basic values. These international efforts have manifested themselves in the outright criminalization of terrorist acts in international conventions, which formed standard rules for the conduct of states in their subsequent fight against terrorism at various global, regional and sub-regional levels, supported by the position of the United Nations, which it announced in the direct condemnation of the Security Council for terrorism and the need to deter and defeat it with concerted cooperation among states in decision by (1373) in 2001, and with the unified strategy of the General Assembly that it adopted to combat terrorism in the year 2006, emphasizing the obligations that fall mainly on states regarding to prevention and suppression to confront terrorism. Among these, the most important of which is international cooperation based on the principle known as "either surrender or trial", to be complemented also by another form of cooperation, which is the provision of legal aid, including the provision of legal aid, and here states must remove the obstacles that stand in the way of an effective investigation of international cooperation in criminal matters. Resulting from reasons related to the legal approach taken by states with regard to activating the rules of international law, whose effect applies to cooperation In terms of combating terrorism or because of conditions related to the same crime in which cooperation is requested, or the person sought for terrorist crimes, being a refugee or enjoying immunity, being one of the officials of the state in which collaboration is requested.

An important element of ensuring national security in Ukraine is the legal consolidation of practical and real principles in national legislation. One of the main reasons for the low quality of the fight against terrorism is the imperfection of legal acts and the inconsistency of the level of preparation for real threats. Normative acts require detailed study, analysis and substantiation in view of international law and evolution, due to which, changes are made more than once. The growing number of terrorism in the world, gives impetus to international cooperation to combat the most dangerous crime. Research is important to address the challenges of preventing terrorism.To improve the legislation, it is necessary to take into account the degree of ability to anticipate threats and assess risks, to ensure the continuity of the process of activity of bodies and the process of recovery. Improving Ukrainian legislation requires modernizing Cain's anti-terrorism legislation on countering and preventing terrorism.The article analyzes the legal framework for combating terrorism, identifies the relevance of the problem of combating terrorism, the range of regulations, considers the views of scientists on the system of their division by type, proposed its own system of regulations in the table.Specifically, some important legal acts on measures to combat terrorism are analyzed. The international legal documents establishing the general principles of international cooperation in the field of prevention and counteraction to terrorism are studied.The priorities of the state policy in the field of counter-terrorism, the principles of counter-terrorism enshrined in regulations are considered, and some proposals for improving the regulatory framework in the fight against terrorism in Ukraine are identified.

Abstract:
The aim of this thesis is to assess the justifications for various extensions of the criminal law introduced to combat terrorism, in particular those extensions that go beyond the existing remit of inchoate offences and extend liability to earlier acts and intentions. Its method is to begin by exploring the principles of criminal law theory that ought to apply to such extensions; to interrogate the definition of terrorism; and then to examine four recent classes of offence in counter-terrorism legislation that extend the criminal law beyond its legitimate boundaries. These offences are collectively referred to in this thesis as 'preventive terrorism offences' to reflect the fact that the primary rationale for their enactment is to prevent terrorism. The thesis concludes by assessing the place of these offences within the government's overall counter-terrorism strategy, focusing in particular on the Prevent leg of the strategy, which aims to reduce extremism and tackle the root causes of terrorism. The preventive terrorism offences display several very troubling features, most notably that they have the potential to criminalise non-wrongful conduct. It is argued that by virtue of their ability to criminalise non-wrongful conduct the offences under examination diminish the legitimacy and moral force of the criminal law. Furthermore, by extending inchoate liability to very remote acts of preparation, possession, encouragement, and association, the criminal law occupies the same operational space as measures under the Prevent strategy that are intended to be reintegrative. This overlap has the potential to render the offences counterproductive to the larger counter-terrorism endeavour by creating the perception that the Prevent strategy is in fact a covert surveillance mechanism to gather intelligence for future prosecutions. This perception leads to further mistrust and alienation of individuals and communities who feel disproportionately targeted by these measures. Thus, the offences not only offend criminal law principles and values, but also have the potential to offend the very preventive justification that is given for their enactment.

Abstract:
A dearth of pre-existing research in the field prompted this thesis on whether traditional econometric analyses of war deterrent alliances are applicable to modern alliances for counter terror purposes. Apparent foundational and contextual differences between the two types of alliances and the costs and benefits member nations derive from each lead the author to theorize that factors contributing to the formation of each alliance are fundamentally similar. Multiple types of statistical models are used to measure variables from the Correlates of War and Polity datasets combined with custom variables in a new dataset concerning major transnational terrorist attacks and the resultant alliances in testing the effect of traditionally contributing formation factors on alliances against terrorism. The results indicate that some contributing factors are similar, extant analysis tools have utility and that further investigation is justified.

Abstract:
This study examines the role that intelligence will continue to play in the ongoing efforts to mitigate the effects of contemporary terrorism. The role of domestic policing agencies is expanding to meet the challenge of transnational organised crime and also the threat to community safety and cohesion that terrorism entails. The September 11 attacks on the twin towers in New York city showcased the darkest elements of humanity whilst the courage personified by the police, firefighters and paramedics who entered the buildings to save others illuminated al that is best, in an event that was broadcast globally into the homes of millions around the world through television via television and the Internet. Whilst shielded to some degree by distance, Australians were hit even harder by the bombings in Bali on the 12th October 2002, during which 88 Australians died and many more were injured. For many Bali was seen as a place to relax, an idyllic paradise whose peace was forever shattered with the detonation of the terrorist bombs. The traditional intelligence community needed to draw upon the existing capabilities of policing agencies to build partnerships with key community groups in an endeavour to prevent such an atrocity from happening in Australia. No longer was an advanced technical intelligence capability and the access to material obtained enough to guarantee security, material needed to be shared with the police in order to prevent an incident, thus creating the potential for national security classified material to be disclosed in subsequent court proceedings. Culture and practices underwent a paradigm shift and the police now have a role in the national intelligence community in Australia, something that continues to present significant challenges requiring new legislation to keep pace with technology and the dynamically evolving threat. Drawing upon Checkland’s (1999, p.178) Soft Systems Methodology (SSM) this research synthesised text based analytical software called Leximancer, to create a conceptual model with minimal inherent biases. It is believed that this is the first time that such an approach to SSM has been undertaken allowing the research to contribute towards the methodological field as well as the chosen study. Access to interview practitioners was granted and the results provided unique insight into the contemporary and future challenges of police counterterrorist intelligence.

Abstract:
A fundamental driving factor to contemporary international terrorism is the role of religion. Since the 1980s, there have been not only a rise in the number of Islamist terrorist incidents but also of a more globalized and intense dimension. The casualties have risen to unprecedented levels. Africa, and the Horn of Africa, in particular, has experienced its fair share of terrorist activities. For instance, in December 1980 terrorists sympathetic to the PLO bombed the Norfolk Hotel, owned by an Israeli, in Nairobi, Kenya, killing sixteen people and injuring over a hundred. The 7 August 1998 bombings of the US embassies in Nairobi, Kenya and Dar es Salaam, Tanzania, were more deadly: 240 Kenyans, 11 Tanzanians and 12 Americans died, with over 5,000 Kenyans and 86 Tanzanians injured. There was yet another terrorist attack on another Israeli-owned hotel in Mombassa and an attempt on a passenger plane on the runway at the Mombassa International Airport, Kenya. Both incidents happened in November 2002. Al-Qaeda claimed responsibility for the 1998 and 2002 attacks. With rising terrorism in the Horn of Africa and the reality of the Somali state failure, there is a growing concern that the Somali environment is supporting terrorist activities in the region. The activities of the al-Itihad al-Islamiya (AIAI) and later the Islamic Courts Union (ICU), the Somali Islamist fundamentalist organizations, with their feared international connections and the security implications, are of concern not only to the region but also to global security monitors. There is not much debate regarding the level of collapse of the Somali state and the possible security implications of the territory as a congenial terrorist safe haven. Most experts have presented Somalia as a clear example of a completely failed state. Rotberg (2002:131) describes Somalia as “the model of a collapsed state: a geographical expression only, with borders but with no effective way to exert authority within those borders". Jhazbhay (2003: 77) quoted Ali Mazrui as saying that "the situation in Somalia now is a culture of rules without rulers, a stateless society‟. Menkhaus (2003: 27) has singled out protracted and complete state collapse, protracted armed conflict and lawlessness as aptly representing the Somali situation. “Somalia‟s inability to pull together even the most minimalist fig-leaf of a central administration over the course of twelve years places the country in a class by itself.

Abstract:
An intergovernmental agreement on cooperation about chemical weapon destruction was signed between France and the Russian federation on 14th February 2006 in the context of a Global Partnership dedicated to preventing catastrophic terrorism and the proliferation of weapons of mass destruction. It came into effect on 25th April 2007 after ratification by both countries. The present demonstrated project was launched as part of this collaboration on the Shchuchye site (Russia – Kurgan Oblast). The project concerned the environmental surveillance system for the Shchuchye site required for the safe operation of the installation used to destroy chemical weapons. The aim was to implement equipments and methods of analysis for very low concentrations of pollutants in the three environmental compartments: air, water and soil. This has been achieved with the help of industry and other organizations in France (Environment/SA for supplies, INERIS and Antea Group) and Russia (ROST Association and EKROS Engineering). This system takes account of the normal operation of the installation as well as incident management. It includes 11 stationary atmospheric measuring stations constructed by Environment/SA and EKROS Engineering including ASTEK dedicated toxic gas detector: “Terminator FOV-1”, 3 mobile atmospheric measuring stations, 2 mobile soil & water measuring stations, 4 sampling cars constructed by Environment/SA and EKROS Engineering, a complete Chemical analysis laboratory which can handle ppb analysis of toxic gases, organics and minerals pollutants, an information collection center and a meteo station which can retrieve, display and archive all the datas or alarm from the stationary and mobile stations. Antea Group has provided a technical expertise and various negotiations during the negotiation phase, the project initiation files & contracts redaction, the project Monitoring and reporting to stakeholders, the REX. Up to 2009, No other site of the world uses such an innovative system. Antea Group worked on this project for 4 years. It successfully began operating in March 2009, before the start of destruction operations, after 15 months of work on the site.
