Abstract:
The article examines and systematizes the order and features of accounting for charitable and humanitarian aid in budgetary institutions of Ukraine. First of all, the essence of charitable assistance and its difference from humanitarian aid were studied, the key characteristics of each type of such assistance were provided with reference to the legislation of Ukraine. The normative and legal regulation of accounting for charitable and humanitarian aid is considered. The procedure for documenting and reflecting in the accounting of a State-based institution the procedure for receiving and using charitable and humanitarian aid is provided. The forms in which charitable and humanitarian assistance can be provided, in particular in the form of cash, tangible assets, such as stocks or fixed assets (reflecting depreciation deductions for received fixed assets), as well as in the form of works and services, are considered. For each form of charitable and humanitarian aid, appropriate accounting entries are provided, used to reflection in the accounting of a budgetary institution. Such correspondences are presented in accordance with the chart of accounts of budgetary institutions, which is currently used in budgetary institutions of Ukraine. The features of the preparation of accompanying documentation for the procedure for transferring and receiving charitable and humanitarian aid are also described. Based on the results of the study, information on the process of accounting for charitable and humanitarian aid is systematized. The importance and relevance of accounting in the receipt or use of charitable and humanitarian aid and its proper documentary support are also described. Emphasis is placed on the importance of such accounting in today’s conditions in which Ukraine finds itself, as well as on the importance of improvement of such accounting.

Abstract:
Social entrepreneurship is becoming more widespread in the world with an increasing economic value it brings to the national markets. Social enterprises can play a key role in tackling societal and environmental challenges and supporting inclusive growth. The main purpose of this study was to determine the relationship between environmental factors and sustainability of social ventures in Kenya. Specific emphasis was on 53 registered charitable institutions in Mombasa County. The specific objectives of the study were; to determine the relationship between donors funding and sustainability of registered charitable institutions in Mombasa County and to assess the relationship between community attitude and sustainability of registered charitable institutions in Mombasa County. The study was based on theory of sustainability and stakeholder. The study used a survey research design. A census technique was used to pick institution managers as respondents. Research questionnaires were used. Descriptive and inferential statistics were used. Results revealed that donors’ funding had a P value=0.002 while community attitudes scored a P value=0.004, indicating a strong relationship sustainability of children charitable institutions. It was concluded that donor funding and community attitudes have positive relationship with sustainability of social ventures in Kenya

Abstract:
The article provides a comparative analysis of public relations related to the organization and regulation of the activities of charitable foundations in the USA, England, and Uzbekistan in educational institutions. Based on the analysis of national legislation, the features of the management of higher educational institutions are disclosed. The issues of granting broad autonomy and freedom in this area were considered. At the same time, proposals were put forward to bring the foundations of higher education financing into line with modern requirements, not only traditional sources of financing, but also the creation of funds based on the study of foreign experience using methods of generality, similarity, identification of features, and comparison. Appropriate conclusions were drawn, as well as suggestions and recommendations that should be applied in the future in scientific research works. As one of the modern means of eliminating problems related to the financial independence of higher educational institutions, applying the experience of universities in foreign countries was proposed to create charitable foundations (Endowment). The author reveals the history of the development of charitable foundations in Western and Eastern countries, their current situation, and the relevance of the organization of charitable foundations for higher education institutions in order to increase the attractiveness of education.

Abstract:
The study examines the role of strategic change on the performance of charitable children’s institutions in Kenya. While studies have been done on the management of charitable children institutions (CCIs), little has addressed the role of strategic change on the performance of these important institutions. This study seeks to analyze the relationship between organizational structure change and the performance of charitable children institutions and the effects of technological change on the performance of charitable children institutions. A descriptive research design was used. Both primary and secondary data were used in this study. Primary data was collected from key informants using a self- administered questionnaire while Secondary data was derived from the children department and CCI records. Data was analyzed usingdescriptive and inferential statistics techniques. Inferential statistics was used to determine the relationship between the study variables and included analysis of variance regression. The study results of the first objective showed that 42.8 percent of the performance of charitable children institutions can be explained by organizational structure (R squared = 0.428). The study results of the second objective revealed that technological changes effect on performance was statistically significant (overall p-value = 0.016). Performance largely depended on the technological changes with 46.9 percent of performance being explained by technological changes (R squared = 0.469). The study recommends that the right structure and technology should be employed for the effective running of the CCIs in Kenya.

This article examines the first years of a charitable institution, the ‘ Ritiro o Opera pia delle Rosine’, led by a mystic woman in the eighteenth-century Sabaudian State. Through the analysis of this particular institution, this essay focuses on the so-called ‘ Opere pie’ in Savoy Piedmont, between the seventeenth and eighteenth centuries: namely, the charitable institutions, under royal patronage and public jurisdiction, yet administrated by clerics and led by women whose sanctity was the subject of controversy, which had a key role in the politics of devotion in the baroque age.

Religious institutions have given much contribution to the society through fund management and social asset. One of the religious institutions is the Church (PAROKI) cathedral in Jakarta. Through the research with a qualitative approach, it is revealed this institution has implemented a system and mechanism for social religious funding management effectively and efficiently, with healthy, transparent and accountable management system. The distribution of collected funds, for the social activities carried out by the church, was done through the Social Section of the Paroki (SSP) or Social-Economic Development (PSE) in the form of charitable/ consumptive aid, and the empowerment of education institutions under the Vincent association. The empowerment through the educational programs are considered successful, because it accomplishes the indicators of empowerment, while another program is merely a stimulant because it was charitable / consumptive.

As higher education continues to internationalize, the United States higher education system remains a predominantly English-speaking entity. This research-in-progress will examine how United States institutions of higher education engage with English-language learning international alumni to explore how these alumni are asked to give back to their alma mater. I hypothesize that many institutions of higher educaiton may be perpetuing academic capitalism by viewing international alumni as sources of financial support and not as sources of rich linguistic capital that could be leveraged to further diversify the institution and facilitate equitable access to higher education.

Abstract:
The existing literature on philanthropic effort during the eighteenth and nineteenth centuries has taken a number of different approaches to the subject. These include general works charting the development of the charitable sector, the exploration of voluntary organisations as a subsidiary topic to broader themes and regional studies adopting a range of perspectives. Most research in this latter category has been conducted on large towns and cities that generally have copious amounts of source material. In contrast, lesser provincial towns have received relatively little scholarly attention, despite the more manageable nature of their documentation. The aim of this thesis is to explore the growth of charitable organisations within Macclesfield, an East Cheshire industrial town that was dominated by the silk industry. This study concentrates on the period from 1750 to 1900, when the silk industry was dominant within the town and philanthropic activity was at its height. The town?s silk manufacturers were renowned for their charitable work and thus this research focuses on the extent to which this occupational group was critical in the development of Macclesfield?s voluntary institutions, the motives that lay behind their contributions, and their achievements. In order to see whether their involvement was typical of other businessmen, comparisons are drawn throughout with the charitable activities of contemporary entrepreneurs in a variety of urban settings.This study investigates the silk manufacturers? participation in Macclesfield?s voluntary institutions in the fields of religion, education, public services and public amenities, together with any additional charitable acts. The evidence from all these areas suggests that in most cases the silk manufacturers were heavily involved in funding and managing these institutions. Their obvious motives reflected altruistic, religious and educational beliefs, but there were also a variety of other concerns that could have been contributory in determining their support for particular institutions. The primary achievement of Macclesfield?s voluntary sector was to provide a network of services that, in conjunction with later state initiatives, improved living standards for inhabitants by the end of the nineteenth century.This thesis gives an insight into the development of charitable institutions in a medium sized industrial town and demonstrates how one group of businessmen were able to dominate this field. Many silk manufacturers were generous in their support of charitable causes in Macclesfield, but the scale of their support did not match that of some other notable philanthropic families, such as the Crossleys of Halifax. The charitable work of the silk manufacturers appeared to be broadly similar to that of entrepreneurs in other small and medium sized industrial towns where they could form a dominant occupational group in public life. In larger towns and cities, this strong manufacturer influence was less evident and a greater range of other people contributed significantly to philanthropic institutions. This type of approach supplements the existing material on philanthropic effort during the long nineteenth century and overlaps a number of related subject areas, such as urban ?lite activity and the growth of the welfare state.

The most significant tax overhaul bill in over thirty years was enacted in 2017 and expected to have wide-ranging effects. The Tax Cuts and Jobs Act includes numerous policies that directly and indirectly impact the higher education sector and the effect to endowments was not addressed in the public debate leading up to enactment. Unlike expendable gifts, a reduction in endowment contributions has a cumulative effect because a gift to an endowment can benefit all subsequent years. Each year following a contribution, investment income earned on the original gift is available for spending and benefits escalate over time in amount, assuming the value of the original gift continues to grow. The purpose of this study is to analyze precisely the direct and indirect impact of personal income tax regulations on the charitable sector. It will do so by disaggregating data to delineate clearly the differential consequences that distinguish higher education from other components of the broad charitable sector umbrella. A model is developed to predict the erosion of endowment wealth following a decrease in contributions due to tax policy using panel data from a previous ten-year period assuming the tax policy was first effective beginning in year one. The erosion of overall endowment wealth is gradual, and subsectors of higher education are predicted to experience varying rates of attrition. Regression analysis is then used on giving by source data to institutional and endowment characteristics indicative of greater reliance on contributions from individuals to the endowment; the results are suggestive but inconclusive.

Le premier essai utilise une expérience neuro-économique pour comparer l’effet de l’exposition sociale sur deux types de comportements pro-sociaux : faire le bien et éviter de faire le mal. Nous constatons que les gains d’image découlant des actes visibles de générosité sont calculés comme des récompenses dans les deux cas. Les décisions égoïstes sans conséquences d’images négatives sont calculées différemment : ne pas faire le bien (et économiser ainsi de l’argent) est corrélé avec les régions du cerveau liées à la récompense, alors que faire le mal (et donc gagner de l’argent) est corrélé avec les régions du cerveau liées à l’anticipation de la punition et au dégoût moral.Le deuxième essai étudie comment l’information sur la véritable efficacité des organismes de bienfaisance (et sa visibilité sociale) affecte les contributions des petits donateurs. Nous constatons que les individus ignorent les mauvaises performances des organismes de bienfaisance quand le don est couvert par l ?anonymat mais augmentent leurs contributions aux organismes de bienfaisance qui sont plus performants que prévu. Toutefois, lorsque le montant donné et l’efficacité du destinataire sont de notoriété publique, les donateurs motivés par des préoccupations d’image sociale traitent la quantité et la qualité de leurs dons comme des substituts.Le troisième essai étudie les effets du contrôle dans les relations de principal agent où les intérêts monétaires sont alignés. En comparant le contrôle direct avec des règles impersonnelles générales, nous montrons que le contrôle direct génère plus de coûts cachés du côté de l’agent que les règles impersonnelles. En même temps, les directeurs ont tendance à moins exercer leur autorité lorsque les règles sont impersonnelles, car cela les obligent à signaler leur cupidité même lorsque ce n' est pas nécessaire<br>This thesis contains two essays that assess the role of social image concerns in charitable giving decisions and one essay that explores the role of authority in hierarchical relationships characterized by aligned monetary interests.The first essay uses a neuro-economic experiment to compare the effect of social exposure on two types of pro-social behaviors: doing good and avoiding doing bad. We find that image gains deriving from visible acts of generosity are computed by the brain as rewards for both decisions. Differently, selfish decisions with no negative image consequences are computed differently: not doing good (and thus saving money) correlates with reward-related regions, while doing bad (and thus earning money) correlates with regions related to punishment’s anticipation and moral disgust.The second essay studies how information about real charities’ efficiency (and its social visibility) affects small donors contributions. We find that individuals disregard bad news about their own charities when giving happens under full anonymity, but do increase their contributions to charities that perform better than expected. Differently, when both the amount donated and the efficiency of the recipient are public knowledge, donors motivated by social image concerns treat the quantity and the quality of their donations as substitutes.The third investigates the effects of control in principal-agents’ relationships where monetary interests are aligned. By comparing direct control and general impersonal rules, we show that direct monitoring generates significantly more hidden costs of control from the agent side than impersonal rules.At the same time however, principals tend to exercise their authority less when restrictions are impersonal, as these force them to signal their greed also when unnecessary

Le droit anglais ne connaît ni propriété publique ni service public, personnalité morale de droit public ou dualisme juridictionnel. À défaut, le droit anglais met en œuvre une "échelle" de publicisation des biens. Pour identifier les biens publics, cette étude s'appuie sur l'existence d'un droit public substantiel, qui n'a pas encore fait l'objet d'une reconnaissance formelle en droit anglais. Ce droit public substantiel doit être distingué du judicial review, qualifié par les juristes anglais d'administrative law, mais qui ne constitue qu'un droit public processuel. La substantialité du droit public anglais réside dans l'exorbitance diffuse de règles par rapport au droit commun, lequel comprend les règles de common law et d'equity, mais aussi les règles issues du corpus législatif. Grâce à ce régime exorbitant, nous identifions deux catégories de biens publics sur le fondement des critères organique et fonctionnel. D'abord, les biens sont publics sur le fondement du critère organique, en raison du caractère public de la qualité de leur propriétaire. En droit anglais, il existe, selon nous, deux catégories de propriétaires publics : la Couronne, propriétaire public par les privilèges dont elle bénéficie par la logique organique inhérente au souverain ; et, en raison de l'acception anglaise de la propriété, le public lui-même. Ensuite, les biens sont publics sur le fondement du critère fonctionnel en raison de l'intérêt public poursuivi par leur affectation. C'est le cas des entités ayant un objet charitable, ou bien encore des sociétés privatisées - étant précisé qu'en l'absence de personnalité morale de droit public, la privatisation ne peut être conçue dans son sens continental<br>Against the backdrop of French public law with its separate administrative and ordinary courts, French lawyers often assume that English law does not have a system of public law. This is inaccurate. This thesis aims to demonstrate the existence of a substantive public law in the English legal system. It does so by identifying a number of public assets. Substantive public law should be distinguished from judicial review, which is not substantive but procedural public law. The substance of English public law lies in a multitude of rules that deviate from the rest of the legal system. These rules are found not only in common law and equity, but also in statute and in delegated legislation. From the analysis of these derogative rules, it appears that public assets enjoy privileged legal treatment. This is triggered either by the "publicness" of the asset, such as the Crown or the public itself, or by the pursuit of the public interest, regardless of the public nature of the owner. My research reveals two sets of substantive public law rules applying to public assets. The first comprise adverse possession when applied to Crown lands and town or village greens. The second set encompasses charities, and assets owned by privatised services

La fondation des quatre ospedali de Venise témoignait de l’influence des idées humanistes et des idéaux de la Réforme catholique sur l’aide à apporter aux pauvres, aux malades et aux orphelins. La structure politique et sociale particulière de la République Sérénissime s’était traduite par une implication particulièrement forte des patriciens et des citoyens dans ces institutions où se nouaient de profitables alliances. Le contexte particulier des années 1630, qui virent s’ouvrir les premiers théâtres d’opéra, s’était ajouté à la présence dans les ospedali de nombreux enfants susceptibles de recevoir une formation musicale de haut niveau pour faire naître de véritables écoles de musique. Limitée à l’origine à l’accompagnement des offices, l’activité musicale prit au XVIIIe siècle une grande importance, la sélection rigoureuse des musiciennes et le choix des meilleurs compositeurs contribuant à faire des chœurs des ospedali l’épicentre de la vie musicale vénitienne. Les « filles du chœur », qui seules recevaient une formation musicale, pouvaient ensuite entrer dans les ordres ou se marier. Bien qu’il leur fût interdit de se produire en public hors de leur ospedale, certaines d’entre elles parvinrent en effet à faire carrière au théâtre. Elles contribuaient ainsi à faire connaître hors des frontières de la République des institutions uniques en Europe, de plus en plus présentes dans les récits des voyageurs et qui participèrent pleinement, jusqu’à la fin du XVIIIe siècle, au mythe de Venise. Avec les conservatoires de Naples, les ospedali offrirent ainsi un modèle italien d’école de musique exportable en Europe.<br>The foundation of the four ospedali of Venice revealed the influence of the humanist ideas and the ideals of the catholic reformation on the philanthropy towards the poor, the sick and the orphans. The specific political and social structure of the Venetian Republic explains the strong implication of the patricians and the cittadini within those institutions, where they could develop profitable alliances. The particular context of the 1630s, when the first theatres of opera opened, added itself to the presence in the ospedali of many children who could be taught music at a high level to give birth to real music schools. Originally conceived to accompagny religious services, the musical activity became very important in the XVIIIth century : as the musician girls were specially selected and the composers were carefully chosen, the ospedali choirs became the epicentre of the Venetian musical life. The "choir girls", who were the only ones to be taught music, could then take the veil or get married. Although they were forbidden to perform in public outside their ospedale, some of them made their career on the stage. Their fame spread wide over the borders of the Republic, and they thus participated to have the ospedali known throughout Europe. These unique institutions were more and more mentioned in the travel diaries and they played a role in the durability of the myth of Venice until the end of the XVIIIth century. Along with the musical academies of Naples, the Venetian ospedali created an Italian model for other European music schools.

The growing commercialism within Division I big-time athletics has raised the financial stakes for universities, as successful athletic programs benefit from increased opportunities for financial gain. This has contributed to a pervasive "win culture" that drives institutions to seek competitive advantages, and as a side effect, NCAA rule violations have become incentivized. Through the use of neo-institutional and resource dependence theories, this study aimed to further examine the role of institutional self-sanctions as a crisis management strategy in containing financial fallout of athletic scandal. While researchers have addressed scandal and alumni charitable giving in relation to athletics and institutional self-sanctions, respectively, no research exists linking the two bodies of literature. This study employed a two-way fixed effects analysis of 10 years of panel data to address the effect of key variables on alumni charitable giving. Analysis results indicated no significant relationship between institutional self-sanctions and alumni charitable giving. However, alumni charitable giving was mitigated by institutional endowment per FTE, suggesting that larger scale financial structures of an institution serve as the best predictor for alumni charitable giving during athletic scandal.

The growing commercialism within Division I big-time athletics has raised the financial stakes for universities, as successful athletic programs benefit from increased opportunities for financial gain. AbstractIn this chapter I analyze how the ideals of the Finnish welfare state are experienced in the 2020s by people who live in weak social and economic situations. Charitable food aid and public social services are often seen to epitomize the unreconciled ideals of the charitable ethos versus welfare universalism. This chapter voices grassroots experiences of people who use services from both charitable and public social service institutions. By exploring people’s everyday encounters with these services, the demonstrations of agency within these services, navigations of social hierarchy, and expressions of gratitude in the welfare state context, the chapter highlights both contrasts and connections between food aid and the welfare state institutions. It shows how experienced social rights of people in weak positions are entangled with their individual agency.

The article presents the characteristics of the social and charitable activities of religious organizations in Eastern Europe (Western Ukraine and Poland) during the first half of the 20th century. Based on the archival and scientific sources as well as a set of methods (general scientific methods (synthesis and analysis of historical, educational and cultural sources), historical and structural method, comparative method, retro-praxisymmetric method, problem-targeted method), the directions of the social and charitable activities of the religious organizations are revealed. These directions include taking measures to strengthen children�s health (the examinations of children�s health, carrying out vaccinations, implementation of special medical care for babies, expansion of the network of medical institutions for children: dispensaries, sanatoriums, vacation homes); satisfying the financial needs of children, which included: providing them with food, financial and material assistance (money, things, medicine, etc.); organization of social work with orphans and children deprived of parental care, which included registration of children, establishment and maintenance of social institutions, patronage, identification of the reasons for child neglect and prevention of these cases, etc. The types of social institutions have been determined. They are boarding-type institutions (orphanages, shelters), part-time institutions (kindergartens and zachoronky), special institutions (for disabled children), �American kitchens� for the homeless, consultations for mothers etc. The types of orphans in social institutions have been determined. They are natural orphans, half-orphans, social orphans and psychological orphans. The significant role of the religious organizations and the clergymen in solving social problems has been revealed.

The experience of assisted employment of young adults with mental disorders who previously lived in neuropsychiatric residential facilities was analyzed based on one-year results of the project of assisted living "Bright Apartment" of Charitable Foundation " Volontery v Pomosch Detyam-sirotam". All project participants are orphans who were brought up in orphanages for children with disabilities. Employment of the residents of the assisted living apartment has been one of the most important tasks of the project. Information is provided on employment opportunities in the open labor market and on the conditions of inclusion. The types of assistance that young people with mental disorders need when looking for work and being assisted at the workplace are described. During the year, all project participants changed from 3 to 5 jobs, an analysis of the reasons for leaving their places of employment was carried out. The problems and difficulties that arise in the process of assisted labor activities are identified, and solutions are proposed

The author of the study analyzes and determines the features of the introduction of new forms of education in the highest historical pedagogical institutions of Ukraine in the early twentieth century. In particular: colloquiums, excursions, rehearsals, the organization of scientific sections of students and societies. Colloquiums were held to discuss the creative work of students. Proseminars prepared students for participation in seminars. Excursions prepared students for scientific work and taught them to collect information about historical monuments. Interviews and rehearsals took an important place in the revitalization of academic activity of students in universities. During the interviews, students learned to express their thoughts freely. Rehearsals were used as a means of monitoring the progress of students. An important component of the preparation of the future teacher of history was the organization of scientific student sections and societies. The main forms of their work were: the discussion of scientific reports, the publication of periodicals, the creation of libraries, museums, etc. The most talented students took part in scientific sections and societies. Thus, higher education institutions created prerequisites for the education of gifted young people. The publication also reveals the specifics of the practical training of students. The practical component included not only pedagogical, but also museum practice. In addition, pedagogical institutions of higher education conducted educational excursions, literary and musical evenings, organized social, sanitary and charitable activities. The author of the publication not only explores the features of various forms of education, but also the possibility of using them in the practice of the modern higher pedagogical institution in Ukraine.

This study analyses published Australian Taxation Office (ATO) data and represents the extent and characterisitcs of tax-deductible donations made and claimed by Australian taxpayers to Deductible Gift Recipients (DGRs) at Item D9 Gifts or Donations in their individual income tax returns for the 2020–21 income year. Analysis of the ATO data showed that the total amount donated and claimed as tax-deductible donations in 2020–21 was $4.39 billion (compared to $3.85 billion for the previous income year). This constitutes a increase of 14.19 per cent or $545.72 million. The average tax-deductible donation made to DGRs and claimed by Australian taxpayers in 2020–21 was $1,047.27 (compared to $886.75 in the previous income year). This is an increase of 18.10 per cent. Not all charitable organisations qualify for DGR status e.g., many religious or educational institutions, and donations to these organisations are not deductible gifts. The data does not include corporate and trust taxpayers. Expenses such as raffles, sponsorships, fundraising purchases (e.g., sweets, tickets to special events) or volunteering are generally not deductible as ‘gifts’.

The global pool for zakat – one of the five pillars of Islam mandating an annual payment typically equivalent to 2.5 per cent of an individual’s productive wealth – is estimated to make up between USD 200 billion and 1 trillion. States have long sought to harness zakat for their own budgets – and legitimacy. To date, however, there has been no systematic empirical discussion of how citizens perceive and engage with state involvement in zakat and how they perceive state-run zakat funds. These perceptions and experiences are central to important questions of how we conceptualise fiscal transfers and the relationship between citizens and states: if it is legally treated as one, does zakat function like a tax? Do citizens engage with it differently? Does its formalisation strengthen or undermine the social norms in which it is embedded? This paper provides, to the best of our knowledge, the first comparative analysis of how citizens in Muslim-majority countries conceptualise zakat, attempting to situate it between religion, charity, and the state. We do so in the context of three lower middle-income countries (LMICs) – Morocco, Pakistan, and Egypt – representing variation in state involvement in zakat, relying on nationally representative surveys covering 5,484 respondents, of whom 2,648 reported that they had paid zakat in the preceding 12 months. Despite heterogeneity in state practice across the three countries, and in contrast to our expectations, we find commonalities in how citizens perceive zakat. Across our cases, citizens understand zakat as existing beyond the state, even where the state is involved in zakat administration and enforcement. Rather than viewing it as a legal obligation akin to taxation or merely as a charitable payment, Muslims across diverse religious and institutional contexts predominately conceive of zakat as a form of informal tax, rooted in social pressures and sanctions in the afterlife, but existing beyond the limits of state authority. This has important conceptual implications for the study of public finance, which has been predominately state-centric, while suggesting that there are clear limits to states’ ability to harness zakat payments into public finance systems. It also suggests clear limits to the ability of states to ‘harness’ zakat as a fiscal tool through centralised administration or mandated enforcement.
