Abstract:
Memories of Tiananmen: Politics and Processes of Collective Remembering in Hong Kong, 1989-2019 analyzes how collective memory regarding the 1989 Beijing student movement and the Tiananmen crackdown was produced, contested, sustained, and transformed in Hong Kong between 1989 and 2019. Drawing on data gathered through multiple sources such as news reports, digital media content, on-site vigil surveys, population surveys, and in-depth interviews with activists, rally participants, and other stakeholders, it identifies six key processes in the dynamics of social remembering: memory formation, memory mobilization, memory institutionalization, intergenerational transfer, memory repair, and memory balkanization. The book demonstrates how a socially dominant collective memory, even one the state finds politically irritable, can be generated and maintained through constant negotiation and efforts by a wide range of actors. While Memories of Tiananmen mainly focuses on the interplay between political changes and the Tiananmen commemoration in the historical period within which the society enjoyed a significant degree of civil liberties, it also discusses how the trajectory of the collective memory may take a drastic turn as Hong Kong’s autonomy is abridged. The book promises to be a key reference for anyone interested in collective memory studies, social movement research, political communication, and China and Hong Kong studies.

Cultivating Dynamic Educators: Case Studies in Teacher Behavior Change in Africa and Asia responds to growing recognition by international education professionals, policy makers, and funding partners of the need for qualified teachers and interest in the subject of teacher professional development (also referred to as “teacher behavior change”). The book responds to important questions that are fundamental to improving teaching quality by influencing teaching practice. These questions include: How do we provide high-quality training at scale? How do we ensure that training transfers to change in practice? What methods are most cost-effective? How do we know what works? The book includes case studies describing different approaches to teacher behavior change and illustrates how specific implementation choices were made for each context. Individual chapters document lessons learned as well as methodologies used for discerning lessons. The key conclusion is that no single effort is enough on its own; teacher behavior change requires a system-wide view and concerted, coordinated inputs from a range of stakeholders.

Abstract:
Based on an in-depth case study of a healthcare organization, this chapter shows how paradoxical tensions were transferred between managers and professionals at different levels as they were dealing with them. It adds to the existing literature on nested tensions by showing more precisely how tensions transfer not only through discourse, but through control of specific structures and tools, according to actors’ power and views. The results shed light on how paradoxical tensions undergo transformation and surface, as actors at a higher level mobilize and impact others at a lower level. While previous studies have suggested that managers’ ability to embrace and deal with paradoxical tensions like quality and efficiency favours organizational change and maximizes organizational performance, the findings explained in this chapter question whether this permanent quest for performance could also compromise workers’ experience.

Abstract:
This chapter develops a novel theoretical account of norm translation that is located in-between theories of norm diffusion and norm localization. Translations do not follow linear trajectories from ‘the global’ to ‘the local’. Instead, they unfold in a recursive back and forth movement between different actors located in different contexts. As norms are translated, two interrelated changes occur. Firstly, the meaning of norms changes in ways that make sense to people inhabiting a specific context. Secondly, the social and political dynamics of this context change as well. Both changes depend on the ardent work of translators who, as Walter Benjamin has argued, cannot simply transfer meaning but must recreate it anew. Norm translations therefore need to be investigated through analytical frameworks that capture this creativity and do not simply reduce translations to pathological deviations from seemingly uncontestable originals. This chapter develops such a framework for ‘the rule of law’.

Abstract Archaeologies of Cultural Contact undertakes an exploration of cultural contact and cultural transfer, with a particular focus on the combination and modification of material and behavioural attributes under conditions of contact. From globalization and displacement to cultural legitimization and identity politics, the modern world is characterized by and articulated through dynamics of contact and transfer. The book recognizes that creolization, ethnogenesis, hybridity, and syncretism are analytical concepts and social processes not only of relevance to the postcolonial contexts of the twentieth century but to wide-ranging instances where contact is made between cultural groups. Indeed, in representing the re-working of pre-existing cultural elements, they were crucial and ever-present features of the human past. Characterized as passive, agentless, and unidirectional, this volume exposes and overcomes various limitations of competing models of cultural change. Ranging in their analytical frame, scale, and geographical and temporal location, the thirteen chapters in this volume demonstrate the diverse understandings that can be gained from explorations into the material remains of past contact. The volume permits insights not only into cultural change and difference but also the processes of appropriation, resistance, redefinition, and incorporation. Together, the contributions articulate the perspectives that concern practices in relations to people, places, and things and note how power dynamics mediate social interactions and sustain and constrain forms of cultural contact. This book will be of interest to researchers and students in archaeology and also those from cognate disciplines, particularly anthropology and history.

Particular emphasis is put ona situation where the hyperfine interaction is so strong that it leads to a qualitative rearrangement of the energy spectrum resulting in the coherent excitation transfer between the electron and nucleus. The strong coupling between the spin of the charge carrier and of the nucleus is realized, for example in the case of deep impurity centers in semiconductors or in isotopically purified systems. We also discuss the effect of the nuclear spin polaron, that is ordered state, formation at low enough temperatures of nuclear spins, where the orientation of the carrier spin results in alignment of the spins of nucleus interacting with the electron or hole.

The age of European high imperialism was characterized by the movement of plants and animals on a historically unprecedented scale. The human migrants who colonized territories around the world brought a variety of other species with them, from the crops and livestock they hoped to propagate, to the parasites, invasive plants, and pests they carried unawares, producing a host of unintended consequences that reshaped landscapes around the world. While the majority of histories about the dynamics of these transfers have concentrated on the British Empire, these nine case studies--focused on the Ottoman, French, Dutch, German, and British empires--seek to advance a historical analysis that is comparative, transnational, and interdisciplinary to understand the causes, consequences, and networks of biological exchange and ecological change resulting from imperialism.

This survey of economic history emphasizes American Indians’ varied and varying responses to profit-oriented economic practices introduced by non-Indians. It depicts aboriginal Indian economies as diverse and dynamic though modeled on kin relations and reciprocity. European colonial settlements and Euro-Americans’ ultimate hegemony, fueled by commercial market relations and capitalist development, eventually undermined every indigenous population’s self-sufficiency. Most Indians consequently fell into poverty, but not for lack of strategic and sometimes rewarding engagement with the new market economy. Indians’ many adaptive strategies have included participation in commercial trade, wage labor, and manufacturing, often in order to supplement traditional subsistence practices and further Indian ideals. The chapter stresses that United States policies and law first facilitated the massive transfer of Indian land and resources to non-Indians, but that more recent policy changes and court rulings have enabled some Indians to recoup wealth by operating tribe-owned enterprises.

Cirrus clouds are high, thin, tropospheric clouds composed predominately of ice. In the last ten years, considerable work has shown that cirrus is widespread--more common than previously believed--and has a significant impact on climate and global change. As the next generation weather satellites are being designed, the impact of cirrus on remote sensing and the global energy budget must be recognized and accommodated. Abstract:
This book explores the origins of political action committees (PACs) in the mid-twentieth century and their impact on the American party system. It argues that PACs were envisaged, from the outset, as tools for effecting ideological change in the two main parties, thus helping to foster the partisan polarization we see today. It shows how the very first PAC, created by the Congress of Industrial Organizations (CIO) in 1943, explicitly set out to liberalize the Democratic Party by channeling campaign resources to liberal Democrats while trying to defeat conservative Southern Democrats. This organizational model and strategy of “dynamic partisanship” subsequently diffused through the interest group world—imitated first by other labor and liberal allies in the 1940s and 1950s, then adopted and inverted by business and conservative groups in the late 1950s and early 1960s. Previously committed to the “conservative coalition” of Southern Democrats and northern Republicans, the latter groups came to embrace a more partisan approach and created new PACs to help refashion the Republican Party into a conservative counterweight. The book locates this PAC mobilization in the larger story of interest group electioneering, which went from a rare and highly controversial practice at the beginning of the twentieth century to a ubiquitous phenomenon today. It also offers a fuller picture of PACs as not only financial vehicles but electoral innovators that pioneered strategies and tactics that have come to pervade modern US campaigns and helped transform the American party system.

One out of three women in the world has suffered gender-based violence. Yet from #metoo to Malala to Maria da Penha, women are rising up and pushing back. The purpose of this book is to show how to transform fear to freedom through a combination of international action, legal reform, public policy, mobilization, and value transformation. The Struggle analyzes drivers of violence and strategies for resistance in the semi-liberal countries at the frontiers of globalization. These hot-spots of violence represent the highly unequal middle-income countries, with declining citizenship and surging social conflict that now host two-thirds of the world’s population. The book profiles struggles against femicide, rape, trafficking, and related abuses in Brazil, India, South Africa, Mexico, the Philippines, Egypt, and Turkey in detail, with contrast cases beyond. Using the dual lenses of human rights and feminist theory of “gender regimes,” the book argues that different repertoires of abuse require distinct dynamics of change. Thus, The Struggle profiles strategies for transforming gendered power relations through multi-level campaigns on access to law and impunity, rights-based public policy, promotion of women’s agency, transforming violent masculinity, and reproductive rights. This study of campaigns to end gender violence at the frontiers of globalization expands our understanding of human rights reform pathways worldwide, and the interdependence of women’s rights with all struggles for justice.

This book is about the role of lawyers in the movement to challenge economic inequality in one of America’s most unequal cities: Los Angeles. Covering a transformative period of city history—from the 1992 riots to the 2008 recession—the book examines how law has been used, and what it has achieved, in the struggle to make Los Angeles a more equal place. The backdrop is the dramatic growth of low-wage work powered by global outsourcing, declining unionism, increasing labor contingency, and surging immigration. The book’s narrative focus is on five pivotal campaigns in which lawyers allied with the city’s dynamic labor, immigrant rights, and environmental movements mobilize law to transform key sectors of the regional economy. These campaigns, analyzed through in-depth case studies, reveal how law has shaped low-wage work in Los Angeles—and at times provided a potent weapon to contest it. Drawing upon archival research, extensive interviews with key actors, and a review of court files, this book explores the role of lawyers in defining the city as a space for redefining work. Challenging critical accounts of lawyers in social movements, its central claim is that by advancing an innovative model of legal mobilization, the L.A. campaigns have achieved meaningful regulatory reform, while strengthening the position of workers in the field of local politics. This book reveals how the vast Soviet penal system was reimagined and reformed in the wake of Stalin's death. The text argues that penal reform in the 1950s was a serious endeavor intended to transform the Gulag into a humane institution that re-educated criminals into honest Soviet citizens. Under the leadership of Minister of Internal Affairs Nikolai Dudorov, a Khrushchev appointee, this drive to change the Gulag into a “progressive” system where criminals were reformed through a combination of education, vocational training, leniency, sport, labor, cultural programs, and self-governance was both sincere and at least partially effective. The new vision for the Gulag faced many obstacles. Re-education proved difficult to quantify, a serious liability in a statistics-obsessed state. The entrenched habits of Gulag officials and the prisoner-guard power dynamic mitigated the effect of the post-Stalin reforms. And the Soviet public never fully accepted the new policies of leniency and the humane treatment of criminals. In the late 1950s, they joined with a coalition of party officials, criminologists, procurators, newspaper reporters, and some penal administrators to rally around the slogan “The camp is not a resort” and succeeded in re-imposing harsher conditions for inmates. By the mid-1960s the Soviet Gulag had emerged as a hybrid system forged from the old Stalinist system, the vision promoted by Khrushchev and others in the mid-1950s, and the ensuing counter-reform movement. This new penal equilibrium largely persisted until the fall of the Soviet Union.

Today’s vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past thirty years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. This book addresses the question, Why has United Nations (UN) statebuilding so consistently failed to meet its objectives? It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and the DRC, where the UN has been tasked to implement massive stabilization and statebuilding missions. Far from being ‘ungoverned spaces’, these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author’s work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.
