Full textIn large infrastructure projects, there is a risk that things will not go according to plan. This may be due to unforeseen events and may result in exceeding budget and/or time plan. These unforeseen events can be for example a lack of approval to start a construction, or the weather affecting the plans. This report aims to examine the inter-organizational processes in an infrastructure project with a focus on collaboration, decision making and consequences. The report is based on three questions around this. The infrastructure project chosen to study in this report is Program Roslagsbanans Utbyggnad (RBU). The report is based on a literature study and an empirical study. Initially, a literature study was conducted to build up the theoretical frame of reference for the work. Here, the general organizational structure and decision-making processes in infrastructure projects were examined, as well as how to optimize working methods to ensure quality in large projects. Furthermore, a qualitative semi-structured empirical study was conducted with four respondents. Two respondents are employed within the customer organization and two are employed by one of the companies hired as a contractor within the program. The empirical result was then critically compared with the theory. The empirical study shows that the organization is structured so that the Landstingsfullmäktige makes decisions. Under them is a sponsor/a department head. Then there is a program manager and a subsidiary program manager who are individually responsible for some of the projects. All project managers for each individual project respond to them. The sponsor is responsible for all decisions within the program and changes in the budget go back to the board for a new decision. The entrepreneur, whose rights are regulated primarily through contracts with the customer organization, enters the project via procurement only when the implementation phase is to begin. When planning projects such as Program Roslagsbanans Utbyggnad, a risk analysis is performed, which means that all risks are highlighted and based on this, an action plan is made and a so-called riskpeng is set. Riskpeng is a way of calculating for extra costs in advance in case of the work exceeding budget. There are always changes and within Program Roslagsbanans Utbyggnad there are quite small margins as an exceeded time plan can mean large costs and impact on society in general. Both contractor and customer organization see the same risks and have the same goals but they have different views on which the best and most effective way is to reach them. Regarding preparations for events that occur outside the planned project plan, work is largely done preventively, but there are also situations that could not be prepared for. For other types of events thatare not covered by preparatory measures, new decisions are sometimes required along the way. These are made by the project manager who, to the best of its ability, adapts the work and does the best possible according to the conditions the project manager has to work with. With major infrastructure projects such as Program Roslagsbanans Utbyggnad, it significantly simplifies the process if the customer has insight into the work that is performed.

This work follows the research line of the "Fortalecimento de Políticas Públicas", from FAPEG - Research Foundation of the State of Goiás, as well as the Post Graduation Program in Law, from the Catholic University of Goiás. Its focus is to analyze the Project of Complementary Law nº 135/2000, which aims the disciplinary measures for the expropriation for social interest, for Land Reform issues, demonstrating its pertinence in the current stage of the National Plan for the Land Reform implementation. The competence of the direct management entities, in other words, the Union (União), States, Federal District and Municipalities; and municipal to legislate, declare and promote expropriation, in this case, were created to specify the division of tasks, and consequently, to understand how the Land Reform is conducted in Brazil. In order to present the reader to the shades of the national Land Reform, some themes were created, together with some relevant institutes, starting with the Brazilian land structure, then going through the concept of the Land Reform and Political Agricultural, establishing, between this last two, its obvious relation. Some official data, found in the IBGE - Brazilian Institute for Geography and Statistics - web site, along with numbers that were used in important paper works presented in seminars about Land Reform, were also highlighted, so as to allow a more critic review of the facts related to rural expropriation, aiming land reform. Another goal was to try to discover if the Project of Complementary Law nº 135/2000, as is was presented in the Chamber of Deputies, meets constitutional purposes, established by the 1988 Federal Constitution or, in other words, if the legislative proposal was analyzed in formal and material constitutional focus, opportunity in which the studies had its start in constitutional concepts, and ended up in the Project of Complementary Law itself. The legal consequences arising from the term of the Project of Complementary Law, in analysis, were also outlined, considering possible constitutional impacts, so, some tacit derogation may occur, and the present study tried to unveil them. In the end, in prognosis, a paradigm was established in the National Land Reform, if the Project of Complementary Law nº 135/2000 is approved, would they be good for the society, or not.
Este trabalho vincula-se à linha de pesquisa da FAPEG Fundação de Amparo à Pesquisa do Estado de Goiás , bem como ao Programa de Pós-Graduação em Direito, Relações Internacionais e Desenvolvimento da Pontifícia Universidade Católica de Goiás. Tem por objeto analisar o Projeto de Lei Complementar n.º 135/2000, que visa disciplinar questões específicas de desapropriação por interesse social, para fins de reforma agrária, desvendando sua pertinência no atual estágio de implantação do Plano Nacional de Reforma Agrária. As competências dos entes da administração direta, ou seja, da União, Estados, Distrito Federal e Municípios; e autárquica, para legislar, declarar e promover a desapropriação em tela, foram levantadas para compreender a divisão de tarefas e, consequentemente, se entender como é feita a reforma agrária no Brasil. No intuito de apresentar ao leitor as nuances da reforma agrária nacional, foram elucubrados alguns temas e institutos jurídicos relevantes, a começar pela estrutura fundiária brasileira, passando pelo conceito de reforma agrária e de política agrícola, estabelecendo entre estes dois últimos a correlação que lhes é inerente. Alguns dados estatísticos oficiais, disponibilizados pelo sítio digital do IBGE Instituto Brasileiro de Geografia e Estatística , bem como números que foram objeto de trabalhos em fóruns sobre reforma agrária, também foram destacados, a fim de se permitir uma visão crítica dos acontecimentos relacionados à desapropriação rural, com o fito de reforma agrária. Procurou-se aferir se o Projeto de Lei Complementar n.º 135/2000, da forma como proposto e levando em consideração sua tramitação na Câmara dos Deputados, atende aos postulados constitucionais estabelecidos pela Constituição Federal 1988 ou, noutras palavras, analisou-se a proposta legislativa à luz da constitucionalidade formal e material, oportunidade em que os estudos partiram do conceito de constitucionalidade, até adentrar nos meandros específicos do projeto de lei complementar em voga. As consequências jurídicas advindas da vigência da lei oriunda da proposta legislativa em análise, também foram delineadas, haja vista que possíveis impactos infraconstitucionais deverão ser considerados, de forma que derrogações tácitas poderão ocorrer, e o presente estudo procurou desvendá-las, antevendo-as. Por fim, em sede de prognóstico, estabeleceu-se um paradigma da reforma agrária nacional, caso seja aprovado o Projeto de Lei Complementar n.º 135/2000, visando prever se seus impactos seriam, ou não, benéficos para a sociedade.

Full textUbiquitous computing, the ability to use computer resources anywhere and at anytime to accomplish tasks, is a capability that is in much demand. The Internet has provided an opportunity to meet this demand. However, access to the Internet is limited by connections to land based wired systems. In order to truly achieve effective ubiquitous computing, technology must be developed that extends internet access to remote and mobile platforms by using wireless access. The SEANET is a proof of concept collaborative project seeking to extend Internet access to the sea for the Oceanographic Research Fleet. This thesis studies how the Internet evolved to draw lessons learned that can be applied to the development of SEANET. It also presents a possible method for more effectively meeting the SEANET goals through use of a Project Management Plan

Full textFörlagsbranschen står för närvarande inför en pånyttfödelse på grund av uppkomsten av informationsteknik (IT), vilket har skapat nya produktions- och distributionskanaler. Papper är inte längre den enda publiceringsformen; tablets, e-läsare, smartphones, och PC-skärmar har börjat få en allt större marknadsandel. Leaf Projektet syftar till att positionera sig i förlagsbranschen genom att skapa ett startup-företag som utnyttjar IT-revolutionen. Vi delar in förlagsbranschen i tre olika delar: Produktion handlar om att skapa och förvärva innehåll. Distribution handlar om att leverera innehåll till konsumenter Tillgång och presentation handlar om hur innehållet presenteras för konsumenterna och hurde kan komma åt innehållet. I Leaf Projektet utvecklar vi ett nytt sätt att distribuera publikationer, samtidigt som vi skapar ett gränssnitt för slutanvändaren att bläddra i och komma åt innehållet. Projektet är indelat i fyra olika magistersavhandlingar. En handlar om att skapa distributionsnät, och en annan handlar om att skapa gränssnittet för slutanvändaren. Denna avhandling ger en marknadsanalys och föreslår en affärsmodell. Den fjärde avhandlingen kommer att sammanfatta hela projektet genom att presentera enaffärsplan. Vår affärsmodell presenterar den tilltänkta gränssnittet för slutanvändaren samt distributionsnätverket genom att jämföra dem med produkter som redan finns på marknaden. Efter detta, kommer avhandlingen att undersöka vilket innehåll skulle bäst kunna distribueras genom vårt nätverk. Den sista delen av denna uppsats kommer att lägga fram en affärsmodell baserad på resultaten av de två första delarna av denna avhandling. Denna avhandling borde bli användbar för den fjärde avhandlingen som måste skapa en rimlig affärsplan och avhandlingen borde också hjälpa den tekniska utvecklaren genom att visa en marknadsanalys som kan användas för att styra tekniska beslut.

Full textA college community health improvement plan (CHIP) focusing on the indicators of nutrition and weight status, and physical activity and fitness is designed with the goal of reducing obesity risk, improving health, and preventing chronic disease. The precede proceed model, logic model, innovative care for chronic conditions model, self-care theory, and Bandura’s social cognitive learning theory were used as a research design framework for assessing, planning, and managing sustainability through a two-year college health clinic. The research questions were: what are the current health promotion inputs and activities in terms of environment, ecology, education, and policy and could be supplemented to improve outputs and health outcomes? An integrated review of the literature, observation of the site, regulatory investigation, and focus group sessions were the methods of data collection. The precede-proceed model provided the analytical strategies to assess initiatives and resources, and to determine supplementary initiatives and resources. Results showed that environmental, educational, administrative, and policy resources were available but limited and not well promoted. Conclusions were that health promotion, wellness staffing, and education exist, but are underutilized, under promoted, and funding is necessary. Recommendations include a wellness program, increased activity initiatives, case management, grant funding, and increased community partnerships. The contribution to nursing is to fill a gap-in-practice for health planning in 2-year colleges. The implications for positive social change are improved knowledge, sustained health behaviors, decreased amount of obesity, improved health outcomes and quality of life, decreased chronic diseases, and lower healthcare costs.

E-publicering innehåll är en affär som fortfarande är i ett tidigt skede, vilket innebär att det finns många möjligheter för nystartade företag att komma med innovativa affärsmodeller för att utmana det traditionella sättet att publicera innehåll. The Leaf Project avser att skapa ett e-läsning plattform som kommer att erbjuda möjligheten att strömma e-böcker till datorer, tabletter och smartphones. De flesta alternativ som finns i kundernas marknaden erbjuder möjlighet att köpa innehåll e publicering på individuell basis. Men som framgår av musik och filmer industrin, användarna tenderar att få tillgång till pirat innehåll, om de inte ser extra fördelar i en betaltjänst. Initialt kommer the Leaf Project erbjuder gratis innehåll, till exempel offentliga böcker som är en del av Project Gutenberg. Detta ger oss möjlighet att få verklig marknad feedback och öka användare. Användarna kommer att kunna använda plattformen för att publicera innehåll, har möjlighet att välja mellan "icke-vinstdrivande" och "vinst", beroende på om de vill få pengar för det innehåll de publicerar. Då affärsidé beskrivs och e-behandlingen industrin analyseras för att visa hur attraktiv denna marknad är. This thesis explores the relationship between plans and their implementation through development projects. Specifically, it asks: Do local plans that specify priority sites for development lead to the approvals of those projects? To answer this question, I look at the recent planning initiatives and their associated priority development projects in two cities - Santa Monica's Land Use and Transportation Element (LUCE) and Bergamot Transit Village project, and Newton's Comprehensive Plan and Austin Street project. Specifically, I look at the permitting process of each project to determine if the plans had any role in facilitating project approvals. I conclude that while plans play an important role in defining community priorities, they have a limited ability to facilitate project approvals. Instead, I find that each city's specific legal framework around land use decisions, including state laws on voter referendum and local policy on special permits, play a much more definitive role. In light of underlying legal and political undertones around development, I offer two suggestions to cities aiming to improve plan implementation. First, facilitate direct ideation from community members through the appointment of citizen task-forces that promote citizen leadership and co-learning around community concerns, while maintaining traditional public hearings as a platform for structured support and dissent. Second, build up and maintain confidence in this enhanced task-force process by insulating carefully-vetted outcomes from outright repeal. Together, these recommendations encourage a more politically-strategic and engaged approach to planning, suggesting that plan implementation will occur best when legal mechanisms and community political will align with the vision set forth in a city's best laid plans.
