Abstract:
This exploratory work seeks to shed light on disaster governance by looking into potential linkages between the production of vulnerability and disaster governance in Chile. Our point of investigation is the case of post-disaster Chaitén and the Chilean model of Disaster Risk Management. The work begins by situating disaster governance and the production of vulnerability in a broader context of existing governance system that includes a multiplicity of actors and socio-economic, socio-ecological, and political processes. Coming from a multi-scalar perspective, we use the disaster Pressure and Release (PAR) model to enable a differentiated analysis of the multiplicity of actors, rules, and processes related to DRM that participate in the production of disaster vulnerability in the current Chaitén. With this we address the questions as to ‘why’ the Chilean model of DRM is prominently centralised and ‘what’ are the effects on the production of disaster vulnerability for the case of post-disaster Chaitén.

A partir de experiencias de la comunidad disgregada de Chaitén por la erupción del volcán Chaitén y la que se mantuvo unida en Constitución post terremoto de 2010, se exploró cómo los procesos vividos inciden en niveles de Apego e Identidad de lugar, así como Sentido de Comunidad y Participación. Las comunidades estudiadas presentan diferentes vínculos espaciales y relacionales con respecto a su barrio de origen y actual. Las diferencias presentadas evidencian que vínculos comunitarios como aspectos psicológicos deben ser considerados centrales en la elaboración e implementación de estrategias para desplazamientos o reconstrucción. Given the widespread use of lossless compression algorithms to approximate algorithmic (Kolmogorov-Chaitin) complexity and that, usually, generic lossless compression algorithms fall short at characterizing features other than statistical ones not different from entropy evaluations, here we explore an alternative and complementary approach. We study formal properties of a Levin-inspired measure m calculated from the output distribution of small Turing machines. We introduce and justify finite approximations mk that have been used in some applications as an alternative to lossless compression algorithms for approximating algorithmic (Kolmogorov-Chaitin) complexity. We provide proofs of the relevant properties of both m and mk and compare them to Levin’s Universal Distribution. We provide error estimations of mk with respect to m. Finally, we present an application to integer sequences from the On-Line Encyclopedia of Integer Sequences, which suggests that our AP-based measures may characterize nonstatistical patterns, and we report interesting correlations with textual, function, and program description lengths of the said sequences.

A field experiment was carried out at Ramkrishna Ashram KVK Instructional Farm, Nimpith, South 24Parganas during the pre-kharif season, 2012 to evaluate the performance of 66 numbers of green gram (Vigna radiata L.) genotypes in low to medium saline soil in coastal saline belts of Sundarbans, West Bengal. Almost all the 66 cultivars selected for the experiments took 5-6 days for 75% germination of seedlings and 27-36 days to achieve 50% flowering. Final plant stand count was from 70-80%. The higher value of seed yield was observed in PUSA-2031 (1398 kg), 75.4% higher in comparison to the local check Chaiti moong (797 kg/ha) followed by KM-11-573 (1302 kg; 63.3% more than LC), SM-11-41 (1286 kg; 61.3% more than LC), KM-11-583 (1280 kg, 60.6% more than LC), KM-11-578 (1211 kg, 51.9% more than LC), respectively. The significantly higher values of other yield attributing traits were observed among the green gram genotypes. In case of root length, the above genotypes were found significantly lower (12.33-14.33 cm, 7.8-20.4%) than the Chaiti moong (LC) 15.5 cm. From the above experiment it may be concluded that in the similar situation as well as soil salinity condition the above green gram genotypes may prove to perform better than the local cultivar Chaiti moong for cultivation in the coastal saline regions of Sundarbans, West Bengal.

El texto presenta algunos antecedentes de este término, identifica los estereotipos otorgados a los simpatizantes del pensamiento de izquierda en dicho contexto, los discursos generados alrededor de ellos, el uso de los memes y la nada sutil estrategia de Estado para intentar legitimar un sistema político en decadencia.El texto expone, desde una visión crítica, el impacto generado en México en el período presidencial referido al empleo de las connotaciones del término chairo en las redes sociales. Asimismo, evidencia elementos de la idiosincrasia nacional que retoma el relajo como una característica cultural, a través de la cual los memes se convierten en una de sus principales herramientas para divulgarlos haciendo uso de la internet. Abstract:
Abstract The aim of the paper is twofold. First, it presents the fundamental ideas and results of the “metabiology” created by Gregory Chaitin. Second, it shows why metabiology ultimately fails as a candidate for being a proper mathematical model for the theory of evolution by natural selection. Because of genocentric reductionism and biological oversimplifications, metabiology should be perceived rather as an expression of the philosophical worldview of it’s author.
