Abstract:
Policies to promote renewable electricity are increasingly seen as a way to reduce the negative environmental impacts associated with electricity consumption and meet growing electricity demand. This paper reviews the international experience with one such policy, namely, renewable energy certificates, and considers important design aspects of a national green certificate system. Within a South African context, a green certificate system would provide a mechanism with which to verify compliance with any future renewable energy obligations, and would encourage renewable electricity generation in the current monopoly environment. In terms of a national green certificate framework, international experience has shown that renewable energy certificates must be both accredited and standardized, with enforcement of penalties for non-compliance with renewable energy quotas. Above all, a long-term and stable policy environment is crucial for developing renewable energy markets.

Abstract:
This paper describes local government innovations that are part of the Civil Service and Civil Registry (Dukcapil) reform. Arrangement of birth certificate and death certificate integrated village fund is an innovation policy in West Aceh Regency which is abbreviated as Aklamasi Dansa. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so it impacts all services provided by the government to the community. The policy of integrating birth certificates and death certificates is an innovation that brings government and society closer together. The Aklamasi Dansa has been running since 2017 and operates in the assisted village. This study uses a qualitative method with a case study approach. The informant of this research is the community as the recipient of services, the government of West Aceh as an innovator. The results showed that the Aklamasi Dansa policy have shown that they are capable of significantly increasing the percentage of ownership, as can be seen from the percentage of birth certificates in 2016, only 86% after the Aklamasi Dansa was implemented to be 94% in 2019. The same thing happened with the death certificate issued by Disdukcapil in West Aceh in 2016 only 86 death certificates after the aklamasi dansa went on to 1629 in 2019. The Aklamasi Dansa as one of the innovations in service to the community went very well in improving village data administration and making it easier for citizens to receive services in taking care of birth certificates and death certificates.

The electronic land certificate (e-certificate) policy is supported by the presence of the Regulation of the Minister of Agrarian Affairs and Spatial Land/Head of the National Land Agency Number 1 of 2021 concerning Electronic Certificates (Permen ATR / BPN 1-2021). In the future, everyone who makes a property transaction for the first time will no longer hold a physical certificate. Everything is digital for those who have paper certificates, the government is obliged to immediately switch to electronic. Including when the process of buying and selling property assets occurs. There are indeed concerns about the birth of this new policy. The public does not fully believe in the security of the digital world. Especially for land certificates. Many parents are still conventional, lagging behind technological developments. They still believe in maintaining physical land certificates. Efficient land registration, legal certainty and legal protection, reduce the number of disputes, conflicts and court cases regarding land and increase the value of registering property in order to improve the Ease of Doing Business (EoDB) ranking. The implementation of electronic land certificates will also be gradual considering the large number of land parcels in Indonesia. Then in accordance with the very diverse geographical conditions and the socio-economic conditions of a pluralistic society. Security can also be guaranteed because the entire information security process uses encryption technology such as cryptography by the National Cyber and Crypto Agency.

To ensure that land registration administration runs effectively, the Computerization of Land Activities (KKP) policy is implemented gradually and thoroughly. Even so, the application of a computerized system that is so sophisticated, still finds overlapping ownership of land titles. Overlapping the certificate will result in legal uncertainty for the certificate holder, because the main purpose listed is to get the certificate as valid evidence.. The data analysis pattern in this study is based on qualitative methods. The findings of this study are thatThe implementation of Computerization of Land Activities (KKP) at BPN City of Baubau in preventing the occurrence of double certificates is carried out with all processes from the beginning of land registration to issuance of certificates and stored digitally.The factors that result in the occurrence of a double certificate can be seen from 2 (two) things, namely first, when viewed from the factor of the Community. AbstractAbstraction-Carrying Code (ACC) has recently been proposed as a framework for mobile code safety in which the code supplier provides a program together with an abstraction (or abstract model of the program) whose validity entails compliance with a predefined safety policy. The abstraction plays thus the role of safety certificate and its generation is carried out automatically by a fixpoint analyzer. The advantage of providing a (fixpoint) abstraction to the code consumer is that its validity is checked in a single pass (i.e., one iteration) of an abstract interpretation-based checker. A main challenge to make ACC useful in practice is to reduce the size of certificates as much as possible while at the same time not increasing checking time. The intuitive idea is to only include in the certificate information that the checker is unable to reproduce without iterating. We introduce the notion of reduced certificate which characterizes the subset of the abstraction which a checker needs in order to validate (and re-construct) the full certificate in a single pass. Based on this notion, we instrument a generic analysis algorithm with the necessary extensions in order to identify the information relevant to the checker. Interestingly, the fact that the reduced certificate omits (parts of) the abstraction has implications in the design of the checker. We provide the sufficient conditions which allow us to ensure that (1) if the checker succeeds in validating the certificate, then the certificate is valid for the program (correctness) and (2) the checker will succeed for any reduced certificate which is valid (completeness). Our approach has been implemented and benchmarked within the CiaoPP system. The experimental results show that our proposal is able to greatly reduce the size of certificates in practice.

Health workers human resources is a milestone in the success of health services. Recognition of graduate competence is competence certificate by act No. 12 of 2012. Health workers human resources have been complete national competence test obtained competence certificate which is consitute of quality skill grade for further training and guarantee the school of health science graduate. Regulation No. 12 of 2016; determine supplementary factor and inhibiting factor in national competence test implementation; and create the policy model of national competence test implementation in guarantee of health student. Design of research used qualitative descriptive approach. The respondent is school of health science in Makasar region. The primary data collected through interview, observation, and documentation. Data analysis used qualitative data analysis. Result of this research is : 1) Implementation of competence certificate policy which refers to ministerial of high school regulation No. 12 of 2016 inconsistent with mandate of act No. 12 of 2012 about high school, act No. 36 of 2014 about health workers, and ministerial of high school regulation No. 44 of 2014 about high school national standard. 2) Supplement factor of implementation competence certificate policy is the enachment of competence certificate policy in form ministerial of high school regulation, therefore must be implementing appropriate by the policy. While inhibiting factor of implementation competence certificate policy is refers to variable of Van Meter and Van Horn theory that showed low policy performance, therefore involved on disparity quality of learning has an impact on rate of re-taker increase. 3) Models of competence certificate policy which is still being centralistic implemented, therefore necessary to reconstruct competence certificate policy by exit-exam models with principle of integrated, synergistic, transparent, controlled, and accountable.

In 2003 the European Commission introduced the EC Directive on the energy performance of buildings in recognition of the importance of energy savings in the urban housing stock. The Directive gives the member states freedom to design the different elements in practice. The energy certificate for existing buildings demanded by the EC Directive can be used as a communicative instrument, or combined with economic or regulatory principles. The authors discuss the anticipated efficiency and effectiveness of different policy approaches in the application of the EC energy certificate for the urban housing stock. They argue that, although energy certificates as a communication instrument for household appliances have appeared to be relatively successful, the different nature of the building sector may mean that their effectiveness here will be rather limited. The combination of energy certificates with tax schemes seems promising, but will have to be coupled with general income taxes or in housing-related taxes in order to prevent regressive social effects. Combination of the energy certificate with subsidies should be limited, because of the ‘free-rider effect’, and subsidies should only cover innovative products at the beginning of their ‘learning curve’. Effective results can probably be expected from the introduction of regulations combined with energy-certificate standards, but this requires a rather drastic approach and needs time to receive sufficient commitment, as has been the case for new buildings where there has been a gradual development of energy regulations over the last thirty years. However, an introduction of energy standards for the existing urban housing stock through the EC energy certificate offers great potential in the realisation of CO2 reductions. The introduction of an energy standard, by means of the energy certificate in combination with progressive taxes or other economic measures to reward better and punish worse energy-performance levels, seems an interesting approach that needs further research.

The research aims to determine the implementation of the digital certificate mapping (plotting) policy in providing legal certainty for land rights. The research is empirical legal research. This research was conducted at the Data and Information Center of the Ministry of Agrarian and Spatial Planning/National Land Agency of Kendari City. The results showed that the implementation of digital certificate mapping (plotting) was carried out by inputting manual data of land certificates (both old certificates and newly issued certificates) into a digital registration map application based on Global Positioning System technology which aims to validate the correctness of certificate data. where the results will show the validity of the land parcel data according to the information in the certificate. In line with the negative land registration publication system with a positive tendency in Indonesia, plotting does not provide absolute legal certainty, but at least plotting can minimize the potential for land disputes that can arise in the future, including double or overlapping certificates Penelitian bertujuan untuk mengetahui implementasi kebijakan pemetaan sertifikat secara digital (plotting) dalam memberikan kepastian hukum terhadap hak atas tanah. Abstract Introduction Identity information is often used to link records within or among information systems in public health and clinical settings. The quality and stability of birth certificate identifiers impacts both the success of linkage efforts and the value of birth certificate registries for identity resolution. Objective Our objectives were to describe: (1) the frequency and cause of changes to birth certificate identifiers as children age, and (2) the frequency of events (ie, adoptions, paternities, amendments) that may trigger changes and their impact on names. Methods We obtained two de-identified datasets from the Utah birth certificate registry: (1) change history from 2000 to 2012, and (2) occurrences for adoptions, paternities, and amendments among births in 1987 and 2000. We conducted cohort analyses for births in 1987 and 2000, examining the number, reason, and extent of changes over time. We conducted cross-sectional analyses to assess the patterns of changes between 2000 and 2012. Results In a cohort of 48 350 individuals born in 2000 in Utah, 3164 (6.5%) experienced a change in identifiers prior to their 13th birthday, with most changes occurring before 2 years of age. Cross-sectional analysis showed that identifiers are stable for individuals over 5 years of age, but patterns of changes fluctuate considerably over time, potentially due to policy and social factors. Conclusions Identities represented in birth certificates change over time. Specific events that cause changes to birth certificates also fluctuate over time. Understanding these changes can help in the development of automated strategies to improve identity resolution.

AbstractEnergy efficiency activities driven by White Certificate Trading schemes (WCT) achieve the objective of conserving energy, and in most circumstances, also that of reducing greenhouse gas (GHG) emissions. The potential therefore exists that both objectives could be targeted by a single policy mechanism. Energy efficiency activities are important from a GHG mitigation perspective as they represent some of the least costly GHG mitigation activities available to economies. However, there are some significant differences between the use of a direct policy instrument to target GHG emissions mitigation, and the use of an indirect instrument such as WCT, whose direct policy objective is to achieve energy efficiency. Most importantly, WCT utilises intensity targets, whereas GHG mitigation is required by science to comprise absolute reductions. International experience does however suggest that white certificates can be fully fungible with a GHG mitigation policy instrument such as an emissions trading scheme, as long as double counting rules are firmly in place, and the design of the schemes are compatible.Given that 80 percent of the South African GHG emissions are energy related, with energy efficiency measures in industry, commerce and the residential sector representing the bulk of negative cost mitigation options available in the economy, energy efficiency has an important role to play in the country’s mitigation strategy.This paper presents results on research into WCT as a policy option for South Africa conducted in 2008 and presented at the Climate Change Summit 2009. It investigates in particular the Electricity Conservation Scheme (ECS) as an option for incorporating a WCT mechanism.There is limited experience and therefore analysis on WCS available to date, and even less on the potential interaction and linkages of WCS and emissions trading schemes. Purpose. Regular physical activity is a cornerstone in the prevention and treatment of cardiovascular disease thanks to its anti-inflammatory effects. Thus, favoring the access to sports is of importance for promoting well-being. The aim of the present study was to investigate how the practice of different sports is distributed among different age groups and between men and women, by taking a picture of the medical certificate request in 2017 for sports in the population of the province of Modena, Italy. Methods. We analyzed the difference in distribution of requested medical certificate from 18 874 males and 7625 females stratified for age (<18 years, 18-40 years, and >40 years) and for different sporting disciplines (athletics, football, bike, swimming, basketball, volleyball, tennis, other team sports, other individual sports, and disabled sports). Results. Men requested medical certificates more than women (more than 2.5 times). The distribution of requested certificates differs significantly (chi-square test P < .0001) at different ages and between males and females of same age. Certificate for men aged less than 18 years were 7550 and for women were 4131 and the difference increase with age. Conclusions. In order to decrease the imbalance between men and women access to sports, it is mandatory to promote a healthy lifestyle and reduce, as consequence, cardiovascular risks, mostly in women after 40 years.

Although Digital Certificates provide countermeasures, however, one of the issues that exist, is how to efficiently distribute certificate revocation information among Edge devices. The conventional mechanisms, including certificate revocation list (CRL) and online certificate status protocol (OCSP), are subjected to some limitations in energy efficient environments like SG infrastructure. To address the aforementioned challenges, this paper proposes a scheme incorporating the advantages and strengths of the fog computing. The fog node can be used for this purpose with much better resources closer to the edge. Keeping the resources closer to the edge strengthen the security aspect of smart grid networks. Similarly, a fog node can act as an intermediate Certification Authority (CA) (i.e., Fog Node as an Intermediate Certification Authority (FONICA)). Further, the proposed scheme has reduced storage, communication, processing overhead, and latency for certificate verification at edge devices. Furthermore, the proposed scheme reduces the attack surface, even if the attacker becomes a part of the network.

Land rights are rights granted by the State so that they can be granted by Indonesian citizens by way of land registration. Land registration is carried out to provide legal certainty and protection for every landowner. Abstract Both the production and the use of official statistics are important in the business of government. In New Zealand, concern persists about many government advisors’ low level of statistical capability. One programme designed specifically to enhance capability is New Zealand’s National Certificate of Official Statistics, first introduced in 2007 and originally targeted at government policy analysts and advisors. It now includes participants from many agencies, including the National Statistics Office. The competency-based 40-credit certificate comprises four taught units that aim to give students skills in basic official statistics and in critically evaluating statistical, research, policy, or media publications for their quality (of data, survey design, analysis, and conclusions) and appropriateness for some policy issue (e.g., how to reduce problem gambling), together with an ‘umbrella’ workplace-based statistics project. Case studies are used to embed the statistics learning into the real-world context of these students. Several surveys of students and their managers were undertaken to evaluate the effectiveness of the certificate in terms of enhancing skill levels and meeting organisational needs and also to examine barriers to completion of the certificate. The results were used to both modify the programme and extend its international applicability.

Next form the marriage certificate submitted to publish of birth certificate. The birth certificate which succeeds to be published 107 birth certificate from 162 application birth certificate submitted by society. The failure of submitted certificate because the lack of data, lack of requirement, the discrepancy data, and published the birth certificate.

AbstractIn 1984, among its recommendations for the regulation of assisted conception services in the UK, the Warnock Committee proposed that the birth certificate of a donor-conceived person should record the fact of donor conception. While this proposal was never implemented, over twenty years later, a Joint Committee of the House of Lords and House of Commons recommended the use of birth certificates as a means of enabling donor–conceived persons to learn the nature of their conception. In response, the Government has committed to review the role of birth certificates. This paper represents an initial contribution to this exercise. It provides an overview of the legislative, policy and practice context of disclosure of donor conception, outlines arguments against and in favour of potential changes to birth certificates, and describes and critiques current propositions for revising birth certification. The paper concludes that there is a case for revising birth certificates and outlines a workable model to promote disclosure without compromising privacy concerns.

This paper explores an anomaly in gay, lesbian, bisexual and transgender (LGBT) rights policy, laws allowing transsexual individuals to amend their birth certificates. Unlike most other LGBT rights policies, these statutes are often found in Southern and other conservative states. In fact, these laws are found in half of the Southern states. The array of states with these laws does not conform to the traditional pattern of morality politics laws that is commonly associated with LGBT rights. Using a Cox non-proportional hazards model, we find that the adoption of these laws was influenced by vertical diffusion of the Centers for Disease Control's model vital records recommendations. States with more professionalized bureaucracies, like Virginia and Georgia, were more likely to implement these recommended best practices. However, as transgender rights became more closely associated with the gay rights advocacy movement, this issue likely resembles morality policy. The result being that liberal and conservative elites respond to these policies in predictable manners. Notably, the political opportunity structure in Southern states has not allowed the passage of this type of statute since the incorporation of transgender rights into the LGBT social movement during the mid-1990s.

In light of the recent launch of the Minimum Energy Efficiency Standard targeting the energy performance of commercial buildings, this study compares the energy performance certificates of three UK hotels generated by two different software, EDSL TAS and SBEM, both accredited by the UK government for the purpose. Upon finding the results discrepant, the study finds that the two software’s different assumptions for the air permeability rate contribute to the discrepancy. While modifying this value makes the results from the two software more aligned, further issues regarding the validation process arise. The study continues to find that the underlying issue can be found within the National Calculation Methodology’s assumption about domestic hot water consumption in hotels. These assumptions are compulsory to follow when generating a non-domestic energy performance certificate in the UK, therefore, any uncertainties within them can affect all the buildings seeking an energy performance certificate within that sector. Finally, the study discusses that, for meeting the carbon dioxide mitigation goals, it is necessary to make changes to the current procedure of energy performance certificate generating in the UK to increase its reliability.

Over the past decade, enterprises have sought to minimize their ecological footprints through cleaner production strategies. Evidence can be gathered to support either the view that adopting environmental management standards (EMS) is a cost burden on firms and is detrimental to competitiveness, or that adopting standards increases savings giving firms competitive advantage in the long run. To resolve this seeming paradox in an emerging country context, the relationship between adopting EMS certificate and resource efficiency is examined empirically using a panel sample of 1333 manufacturing SMEs in Vietnam for the (2011–2013) period. Applying an instrumental variable approach, the results indicate that certification leads to resource savings reflected by less use of electricity, fuel and water for each unit of output. Additionally, there is a heterogeneous effect of certification on the extent of resource saving depending on the sector of operation. The paper also highlights determinants of certificate adoption among SMEs which should be considered in the promotion of environmental certificates, especially in developing countries. To successfully roll out the adoption of environmental certificates on a larger scale, better knowledge among business owners on potential competitive and environmental sustainability gains from EMS must be disseminated.

We apply Granger Causality and VAR methods on monthly data of Indonesian banking, during the period of January 2003 to December 2009. The result shows that conventional policy rate is transmitted to output and inflation, while Islamic policy rate are not. In addition, the shock of conventional interest rate, credit and interbank rate give a negative and permanent impacts on inflation and output, except for SBI (Certificate of Bank Indonesia) with positive impact to inflation though negatively affect the output. On the other hand, the shock of PLS, financing and Islamic interbank PLS, as well as SBIS (Central Bank Shariah Certificate) give positive and permanent impacts on inflation and output. Purpose Quality assuring elderly care through a viable and feasible standard framework is a major challenge for Asian governments. Although several attempts have been made to tackle foreign care worker (FCW) shortage, assuring the quality of the care they provide has been overlooked. The original framework allowed a better control over service quality to assure the elderly about their care according to the agreed standards. The paper aims to discuss these issues. Design/methodology/approach Through several Japanese Governmental meetings, a new Asian Care Certificate (ACC) program is discussed based on the Japanese Care Certificate (JCC). The governments’ representatives adopted the JCC to form the ACC, which enables the ACC board to evaluate care workers and to intervene whenever the desired quality level is not achieved. Findings The author describes a new program. The findings of this paper will be confirmed when the ACC is implemented. Practical implications Using the ACC framework, the challenge in providing a high-quality care service using FCWs across Asia would be partly resolved. FCWs’ quality of life might also gradually improve especially regarding to their human rights. Originality/value The ACC provides a new framework. Its value is recognized if one considers that many Asian populations are rapidly aging and many governments compromise quality by employing overseas workers to solve care worker shortages.

As an explanation, tertiary legal materials are given.From this study it can be concluded that the background to the emergence of a Marriage Certificate policy is that divorce rates are increasing, women's reproductive health is problematic, the number of stunting children is caused by teenage mothers and increased domestic violence. Reality the number of early marriages in Jepara Regency increased significantly in 2019 3.16% for men and 3.45% for women. From 9041 marital events dominated by the North Jepara region. The reason is also the local cultural factors that are influenced by the social system and the tradition of young marriage which is inherited in the family. While the impact of making children drop out of school, loss of reproductive rights of children due to having to get pregnant and give birth at a young age, the number of LBW that can lead to the stunting of the Marriage Right Certificate Policy as an effort to prevent early marriage, is very welcomed by various parties and religious leaders as marriage requirements for Catholicism and Hindu. Buildings play a central role in the clean energy transition, which is why it is vital to understand how energy is consumed in this sector. Energy performance certificate databases are considered a key source of information on the characteristics of built building stock. Despite a growing portfolio of studies based on information from such databases, little is known about energy consumption in offices. This paper explores the modelled energy performance of existing offices in Spain, using data from 13,701 energy performance certificates collected by the Catalan Institute of Energy (ICAEN) in 2013–2018. Offices were found to consume between 202.66 and 212.10 kWhp/m2·year and were mostly ranked in classes C and D (~64%). Offices with E, F or G labels represent ~28% of the sample while A and B energy ratings are very scarce (~8%). Key drivers of energy consumption variation were found to be the office type, construction period, climate zone, renewable energy use, energy certification procedure and motivation for obtaining an energy performance certificate. Ownership was not found to affect average calculated energy consumption. The results will help policy makers to plan future energy conservation strategies.

Although investment in staff development is a prerequisite for high-quality and innovative care, the training needs of front line care staff involved in direct care have often been neglected, particularly within dementia care provision. The Care Certificate, which was fully launched in England in April 2015, has aimed to redress this neglect by providing a consistent and transferable approach to the training of the front line health and social care workforce. This article describes the early stages of an 18-month evaluation of the Care Certificate and its implementation funded by the Department of Health Policy Research Programme.

In the concept of agrarian law, it is not something new anymore that the land is getting less and less while the human need for land increasingly day increases. This is what makes the government then make a policy in the construction of housing in the form of horizontally building homes to save land called flats. The development of the flats is expected to meet the needs of the community will be a place to live and can improve the quality of life of the community. but over time, in perkembangnnya development of flats is also not free from various problems. This article examines the legal certainty of the ownership status of apartment units, not only from the land ownership aspect in which the high rise is built, but also includes the initial publication of the master certificate issued on behalf of the developer for the first time. Developers as business actors in trust by the government to get the first certificate of a development of flats, this often affects the inhabitants of apartment units. Although each resident of a flats unit may own / hold property certificates of units from separate flats between joint and individual sections, sometimes ownership status with a title certificate also can not protect the inhabitants of various disputes. Therefore, to minimize the occurrence of disputes, legal certainty becomes important to protect the parties concerned so as not to harm each other. Legal protection in such cases can be done by means of preventive law protection and repressive law protection.

Abstract Purpose We describe the structure, implementation, and initial evaluation of a formal residency research certificate program (RRCP) designed to further advance residents’ knowledge and skills in research in an effort to better prepare residents for research involvement during their careers. Summary Pharmacy residency programs vary in the degree of emphasis on research education and training and the structure of resident research activities. Limited data describing formal research education and training for pharmacy residents are available. To better educate and prepare residents in the research process, State University of New York Upstate University Hospital developed and implemented a formal RRCP designed to educate and train residents in essential areas of the research process. Research seminars are delivered by preceptors with experience and training in research throughout the academic year to align with residency project tasks. Residents are also required to complete at least 1 residency project and submit a manuscript suitable for publication in a peer-reviewed journal. Upon successful completion of the program and project requirements, residents earn a certificate of completion. Initial data collected through formal resident assessments before and after RRCP completion demonstrated significant improvement in research knowledge (from an average score of 61.3% out of 100% to an average score of 84.7%, P = 0.002). Conclusion Post-RRCP assessment showed improvements in residents’ confidence in several areas of research, including but not limited to research project design, ethical and regulatory principles of research, data collection, selection of appropriate statistical tests, manuscript writing, and the publication process. Residents strongly agreed that the RRCP improved their overall knowledge and perceptions of research.

Abstract:
This study aims to examine the effect of monetary policy transmission through conventional and sharia systems to the inflation rate in Indonesia from January 2011 to December 2015. The approach used is Vector Error Correction Model (VECM)quantitative method using Eviews 8 program. The data used was secondary data from the official website of Bank Indonesia and the Financial Services Authority (Otoritas Jasa Keuangan/OJK). The result of the research shows that in the long run, conventional monetary policy transmission has aneffect on inflation rate in Indonesia, namely the interest rate of Bank Indonesia Certificates which has a positive and significant effect to the inflation rate in Indonesia. Interbank money market variables have negative and significant influence on the inflation rate. While the loan to deposit ratio variable doesn't have any effect on inflation rate. On the sharia side, the results show that in the long run, the sharia monetary policy transmission has an effect on inflation in Indonesia, namely Bank Indonesia Sharia Certificate that has significant negative effect and sharia money market has significant positive effect,whilst finance to deposit ratio doesn't.
