Abstract:
The article discusses the main trends in the rotation of the executive (the first) secretaries of the Kalmyk regional party committee in 1921–1943. The study is based on the documents from the fund of the Kalmyk regional committee of the USSR Communist Party kept at the National Archive of the Republic of Kalmykia. The principles of objectivism and historicism were used for the analysis of the archive materials that allowed to examine the problem in its relation to the existing specific historical circumstances. The goal of the article is to investigate the body of the first secretaries of the Russian Communist Party — All-Russia Communist Party in Kalmykia. The use of the common in the historical research methods (the broadside examination of the archive sources, historical description, chronological method) allowed to investigate the historical phenomena in the close relation to the historical situation. The author concludes that the specific feature of the rotation of the first secretaries of the Kalmyk regional party committee was the appointment of people from other regions of the country to this position. Mainly these were formal representatives, supervisors recommended by the Central Committee of the Russian Communist Party — All-Russia Communist Party for the positions of the first or second secretaries of the regional party committee. The analysis of the characteristics of the body of the first secretaries of the Kalmyk regional party in the given time period showed that all these people were from poor peasant families, without high education but with sufficient party service record who combined party and soviet activities.

This essay offers data about China's Central Committee, Politburo, and Standing Committee, e.g., turnover rates, generations, birthplaces, educations, occupations, ethnicities, genders, experiences, and factions. Past statistics demonstrate trends over time. Norms of elite selection can be induced from such data, which allow a broad-based analysis of changes in China's technocracy. New findings include evidence of cooperation among factions and swift promotions of province administrators.

AbstractThe political autonomy of Chinese provinces derives from their economic independence. After the 2008 economic crisis, budget deficits increased significantly in most Chinese provinces, making them more reliant on financial support from Beijing. Provinces suffering high deficits will lose their political clout in both local and national politics. Therefore, provinces with large deficits tend to be less resistant to the enforcement of the law of avoidance and underrepresented in the Central Committee of the Chinese Communist Party. We find that in provincial standing committees, the members who are native or have more birthplace ties are more likely to be ranked behind the outsiders, especially so in provinces with a high level of deficits. We also find that provincial-standing-committee members from high-deficit provinces have a low possibility to obtain seats in the party's Central Committee. These findings confirm the close relationship between economic independence and political autonomy of Chinese provinces. In addition, we find that the logic of economic independence cannot depict the whole picture and that regional pluralism is also an important concern when the party manages its provincial leadership teams.

The documents were written by the kpd leader Paul Levi and their titles and dates are, respectively: ‘Letter to the Central Committee of the Communist Party of Germany’ (16 March 1920) and ‘Open Letter of the Zentrale of the United Communist Party of Germany’ (8 January 1921). The Article is devoted to the secret correspondence of the CPSU (b), which began its existence in the early period of Soviet power. In the USSR, 1922-1923 were secretly carried out of the party and state reform, in which was installed dictatorship of the ruling Communist party. The old model of domination of individual Bolshevik leaders were eliminated. All power concentrated in the hands of few of its leaders at the top. As further development, there is a simple and archaic system of government which is not bound to any laws or control of the company. Whoever was at the top, dispose of everything and governs all. The basis of the Soviet state was the hierarchy of party committees headed by appointed secretaries. In addition, after the entry of Stalin in the post of Secretary General of the relation of the Supreme party organs to the party apparatus on the ground began to carry secret correspondence between them was classified. Circle functionaries who were sent extracts of the minutes of the Central Committee of the CPSU (b), the party committees and individual orders of the secretaries of the Central Committee and party committees, persons carrying out intra-party correspondence was strictly limited.

Abstract:
The study defines the positions of the first secretaries of the Siberian regional committees of the Communist Party of the Soviet Union (CPSU) in the field of economic management in 1965 – 1985. After sector ministries had been restored, regional CPSU leaders declared that management institutions had to be moved to production centers, thus demanding the organization of inter-regional sector bodies on their territories. The paper shows how regional initiatives were supported by the central party-state bodies that introduced public debates and kept sending letters to the CPSU Central Committee, the heads of the USSR Council of Ministers, and the USSR State Planning Committee. The author managed to reveal the conflicts between the first secretaries of the regional committees of the CPSU. The conflicts were caused by the growing need to control the territorial administration bodies of the allied ministries and departments. One may conclude that the regional party bodies intended to strengthen the coordination of the local economic policy. However, the policy was controversial: on the one hand, there was a need to eliminate the redundant management levels of sector ministries and departments; on the other hand, there was a strong motivation to increase the staff of sector departments of regional and regional party committees.

The secret correspondence of the Ventspils District Committee of the Latvian Communist (Bol-shevik) Party (LC(b)P) with the Prosecutor’s Office, the Interior and the State Security Institutions dur-ing the last years of the district’s existence, from 1945 to 1949, shows how the Communist Party man-aged and controlled life in the region. The research is based on the scope of documents dedicated to Ventspils District Committee of the LC(b)P. The secret correspondence covers the following issues: collection of compromising materials on the nominees; abuse of authority performed by officials and military personnel; events organized by the Ministry of the Interior and the Ministry of State Security in Ventspils District on election days of the Supreme Council, local councils and the People's Court; sending the best communists to work in the sys-tem of the Ministry of the State Security and the Ministry of the Interior, as decided by the Central Committee Bureau of LC(b)P; the staff conflicts within the Interior and State Security Institutions; defi-ciencies in the work of people's courts; non-compliance with the fire safety regulations, etc.

Since 1949 the Chinese Communist Party (CCP) had established the political power. The biggest transformation was the modernization of socialism in 1978. It also opened the prologue which the CCP reform. Actually, the most important thing was political regime reform. Because many factors created the CCP unified leadership result, and the unified leadership also appears the ruling party and government not to divide and other disadvantage. Therefore, Deng Xiaoping took reforms the party and the national leadership system as the starting point, to solve the problem the ruling party and government did not divide in his political regime reform conception. Deng Xiaoping's conception also carried out in the 12th and 13th CCP Congress political reports. The most important concept was the separation of ruling party and government. Because there were many unstable factors in domestic and overseas to challenge CCP ruling status after 13th CCP Congress. And the conception separation of ruling party and government was over. To take it over was Jiang Zemin’s conception party's ruling ability in 14th CCP Congress to 16th CCP Congress. From separation of ruling party and government to promote the ruling ability, the problem ruling party and government did not divide still exists. Why were there such of transition, it was worth to investigate. In addition, the political reports from 12th CCP Congress to 16th CCP Congress was active to solve the problem that ruling party and government did not divide and just in different way. In result, the problem that the ruling party and government did not divide still existed. Now we can see the process of reforms and open up period, the relationship between ruling party and government truly changed. But the results could not be very satisfied by all of us.

Operation's purpose was to terminally prevent formation of economical and above all, cultural influence of Roman Catholic Church in recently founded Socialist country. According to unmapped documents from Náboženská matice's archive which is currently placed in National Archive in Prague, I would like to present means in which the communist regime handled monastery property, belongings and people which were interned as prisoners in the monastery. The goal of this thesis is to present profound consequences of monastery abolition using Church archive with roots of legal personality going back to reign of Joseph II. Abstract The thesis presents four resistance fighters from COM D's group in extreme situations. In these situations the thesis monitors their mentality. The term mentality refers to a way of thinking, which shows the behavior of the person concerned. Paratroopers of this group have not yet been given enough attention, work contributes to the detection of pre-war and post- war fates of paratroopers. Thesis offers, based on acquired information on the socio- demographic backgrounds, political orientation, and also on how a parachutist were handled by the Gestapo, comparing their behavior in crucial situations. This diploma thesis focuses on the appropriate and effective use of film and serial adaptations of topics falling into the period of communist totalitarianism in Czechoslovakia (that is between 1948 and 1989, with emphasis on the period 1948-1969). The thesis is divided into four chapters, whereas the main part, which is didactic, is described in the third and fourth chapter. The first chapter describes the basic historical context of the communist government in Czechoslovakia between 1948 and 1989. It also shows and explains the origin of the idea of communism, the further development of the Communist Party of Czechoslovakia during the First Republic, and the postwar Third Republic. This chapter was put together using found edited sources and secondary literature. The second chapter deals with individual film and serial processing of topics related to the period. It presents specific films and series which were produced in the most recent years (or the post-revolutionary period), but also materials produced during the totalitarianism before 1989. In this chapter some works are discussed in greater detail, others are presented as selected alternative options for interaction for educational purposes. Central Asia contains plentiful sources of energy and is the only place where the energy has not been developed yet in the whole word. The reason causes major powers prolonging their influence to control Central Asia countries. After 911, the USA makes excuses of anti-terrorism to send troops into Afghanistan which challenging the deployment of China’s strategy towards Central Asia. Under the circumstance, China has adopted some methods to deal with the threaten of USA, they are as follows : 1、China develops cooperative relation with the USA by using the issue of combating terrorism. It is helpful that the direct conflict of both countries in Central Asia’s interest could be avoided. 2、China uses the method of multilateral diplomacy which includes cooperation and exchange in culture, technical and educational field to enhance relationship with Russia and Central Asia countries. 3、China signed an agreement with Kazakhstan to build an oil pipe which is going to connect with Central Asia’s oil transportation network. And this will bring China to be an irreplaceable strategic position in “Pan-Asia global energy bridge”. Abstract:
What explains the proletarization (the increasing embrace by the blue-collar constituencies) of the radical right vote in the countries of post-Communist Europe? I argue that the centrist shift of the ex-Communist left parties along the economic policy dimension drives the electoral success of radical right parties in the region. I show that the programmatic shift of the ex-Communist left parties (as instrumented by the implementation of austerity reforms) opened up their traditional blue-collar constituencies to the redistributive appeals of the radical right parties. I test my argument using several different approaches. First, I examine the relationship between the support for the radical right parties and the ex-Communist left parties’ policy positions using a quantitative cross-country analysis. Second, I provide an overview of the experiences of the four Visegrád Group countries and trace the blue-collar constituencies’ shift away from the ex-Communist left parties to the populist and radical right parties over time, as the left parties became more economically centrist. I then test my argument using constituency-level and individual-level experimental survey data within Hungary. Both methods help establish that the centrist shift of the ex-Communist left parties along the economic policy dimension boosted support for the radical right party. My argument contributes to our understanding of the dynamics of political systems and the rise of the radical right parties in Europe.

What is the development of the elites of Taiwan from the authoritarian regime to now? Rested on the theories of Elite Recruitment. The thesis try to explore and analysis the background of the member and the recruitment mechanism of the members of the Kuomintang central committee form 14th to 17th (1993-2008). After The Party Transformation, the KMT legislators gain the most committee seats by their strength of electing and strategic alliance. There also have a transition within Political Family, However, as the more pluralism the member was, the demarcations of internal-party and the mechanism of recruitment wa insufficiency, by the way , the democratically reform of KMT both the mechanism of internal election and recruitment is necessary.

This thesis deals with the regional functioning of the Communist Party of Czechoslovakia at the regional level in the first years after the end of the Second World War, specifically the Regional Committee of the Communist Party in Brno, which at that time was headed by the regional secretary Otto Šling. He was arrested in October 1950 as an enemy of the party and the state. He then became the key figure in the political process with Rudolf Slánský, the Communist Party's general secretary. Otto Šling was a former interbrigadist in the civil war in Spain in the period from 1936 to 1939. During the Second World War, this communist politician of Jewish descent participated in the Czechoslovak anti-nazi resistance movement in the Great Britain. These facts certainly contributed to his arrest in 1950 and his later condemnation and execution in 1952. Otto Šling was one of the first senior officials of the Communist Party to be a target of the policy of seeking "class enemies" in the Communist movement in Czechoslovakia. The inhuman brutal investigation of his person led to the prosecution of the second man in the Communist Party of Czechoslovakia, Rudolf Slánský. Abstract:
University College Cork is committed to the highest standard of Research Integrity (RI). The recently published National Framework on the Transition to an Open Research Environment aims to move Ireland another step closer to an open research environment (National Open Research Forum, 2019). One of the central elements underpinning the framework is Research Integrity and Responsible Research practice. This is also reflective of the international emphasis on not only a more open research environment but on more transparent and robust research practices generally, with a particular focus on data management and availability (​ Wilkinson et al., 2016).​ In 2016 a Research Integrity Pilot was run in the UCC Skills Centre in collaboration with the Office of the Vice President for Research and Innovation (OVPRI) and interested academics from the UCC community. Working closely with the Dean of Graduate studies, this pilot resulted in the development of the module PG6015 An​ Introduction to Research Integrity, Ethics and Open Science for postgraduate students. The new module did not address the needs of staff however, who needed an offering that was more condensed, targeted yet flexible when required. Along this developmental journey, UCC consulted with some leading experts in the field of Research Integrity (RI) by hosting, Prof. Philip DeShong and Prof. Robert Dooling from the University of Maryland via a Fulbright Specialist Award. This award facilitated real insight and a fuller understanding of what RI means together with the need for discipline specific discussion and debate around the topic of Responsible Conduct in Research in its fullest sense. In 2018, access to the Epigeum online course in Research Integrity was enabled through the National Research Integrity Forum. This course provides a good basis for learning in the area of RI but it does not address a need for a blended learning approach around the topics of Responsible Conduct of Research. Through this process began the genesis of an idea which in 2019 resulted in the development of the UCC Digital Badge in the Responsible Conduct of Research. Micro-credentials are a new and innovative learning platform that rewards learner effort outside of traditional pathways, digital badges are an example of these. The Digital Badge in the Responsible Conduct of Research is a research led, team based initiative developed through a unique interdisciplinary collaboration between central research services at UCC. The collaborative process has resulted in an offering that gives an integrated and comprehensive view of three distinct but related areas, Research Integrity, Research Data Management & the Fair Principles and Reproducible Research. Developed by OVPRI, UCC Library and the Clinical Research Facility-Cork (CRF-C), each of the collaborators were already providing training and resources in there own niche but realised a more holistic approach would be greater than the sum of its parts. The purpose of the Digital Badge is to foster and embed best practice and the key elements of Responsible Research in the UCC research community. It offers researchers an opportunity to address significant gaps in their skills and prepares them for the changes in the research landscape occurring both nationally and internationally.
