Financing drug development has a particular set of challenges including long development times, high chance of failure, significant market valuation uncertainty, and high costs of development. The earliest stages of translational research pose the greatest risks, which have been termed the "valley of death" as a result of a lack of funding. This thesis focuses on an exploration of financial engineering techniques aimed at addressing these concerns. Despite the recent financial crisis, many suggest that securitization is an appropriate tool for financing such large social challenges. Although securitization has been demonstrated effectively at later stages of drug development for drug royalties of approved drugs, it has yet to be utilized at earlier stages. This thesis starts by extending the model of drug development proposed by Fernandez et al. (2012). These extensions significantly influence the resulting performance and optimal securitization structures. Budget-constrained venture firms targeting high financial returns are incentivized to fund only the best projects, thereby potentially stranding less-attractive projects. Instead, such projects have the potential to be combined in larger portfolios through techniques such as securitization which reduce the cost of capital. In addition to modeling extensions, we provide examples of a model calibrated to orphan drugs, which we argue are particularly suited to financial engineering techniques. Using this model, we highlight the impact of our extensions on financial performance and compare with previously published results. We then illustrate the impact of incorporating a credit enhancement or guarantee, which allows for added flexibility of the capital structure and therefore greater access to lower costing capital. As an alternative to securitization, we provide some examples of a structured equity approach, which may allow for increased access to or efficiency of capital by matching investor objectives. Finally, we provide examples of optimizing the Sortino ratio through constrained Bayesian optimization.

Houseman, J. Cary. "An evaluation of a career development program in a government research and development center." Diss., Virginia Polytechnic Institute and State University, 1985. http://hdl.handle.net/10919/54447.

Abstract:
With the increase in employer-sponsored career development programs (CDPs) there has been the need to evaluate the effects of CDP interventions on the both individual and the organization. Previous-follow-up evaluations of participants in workshop oriented CDPs have focused on the effects of CDP intervention services in terms of individual outcomes (i.e., career/life planning, decision making, stress management), but have not dealt directly with the impact of CDPs on the organization, nor compared the CDP participant group with a group of nonparticipants. The subjects for this study were all employees of NASA Langley Research Center, Hampton, Virginia. The CDP services are offered in a neutral on-site area, the Career Development Center (CDC), housed in the Technical Library. Using follow-up questionnaires and interviews, this study replicated many aspects of previously reported CDP evaluations. The results were generally comparable to those studies with respect to the positive impact of the CDP intervention on the individual. Specifically, participants evaluation of the CDC services received were: 1. positive with respect to the CDC process meeting their needs, 2. positive with respect to staff responsiveness, 3. positive with respect to questions they wanted answered, and 4. positive with respect to using the services again if the need arose. The matched groups of nonparticipants and participants scores (fifty in each group) were compared on the dependent variables of job satisfaction, job. commitment, and "actions taken" related to training services offered by the organization. The statistical analyses indicated nonsignificant differences with respect to job satisfaction, and significant differences with respect to job commitment and "actions taken" in the direction of the control group of nonparticipants. This study concluded from the comparative findings, with the equivocation of the job satisfaction measures, the differences noticed in job commitment were an attempt to use the services of the CDP to "self-actualize" their careers and better utilize their skills both on the job and in nonjob related activities. The "actions taken" variable did not show a high degree of involvement of the CDP participants in the organization's training services, but they did become more involved in nonjob related activities. Finally, questions were raised concerning the appropriateness of the dependent variables and matched groups design used in this study for measuring CDP effectiveness. Alternative approaches were suggested for future research.

Major airlines aim to generate schedules that maximize profit potential and satisfy constraints involving flight schedule design, fleet assignment, aircraft maintenance routing and crew scheduling. Almost all aircraft and crew schedule optimization models assume that flights, aircraft, crews, and passengers operate as planned. Thus, airlines typically construct plans that maximize revenue or minimize cost based on the assumption that every flight departs and arrives as planned. Because flight delays and cancellations result from numerous causes, including severe weather conditions, unexpected aircraft and crew failures, and congestion at the airport and in the airspace, this deterministic, optimistic scenario rarely, if ever, occurs. In fact, schedule plans are frequently disrupted and airlines often incur significant costs in addition to those originally planned. To address this issue, an approach is to design schedules that are robust to schedule disruptions and attempt to minimize realized, and not planned, costs. In this research, we review recovery approaches and robustness criteria in the context of airline schedule planning. We suggest new approaches for designing fleet assignments that facilitate recovery operations, and we present models to generate plans that allow for more robust crew operations, based on the idea of critical crew connections. We also examine the impact on robustness of new scheduling practices to debank hub airports.

Abstract:
This project investigates how the everyday practices and supporting narratives surrounding personal security for development researchers in Nairobi, Kenya, are communicated, transmitted and replicated among the community of practice. Everyday practices affect development, but are understudied. A Communication for Development approach show us how these practices are communicated, transmitted and replicated. It does so through a case study of one organisation, the Busara Center for Behavioral Economics. 8 interviews have been conducted with Busara staff. The most prominent personal security practices concern transportation and observed security measures at malls and compounds. At work, the main security practices are seeking expertise, community engagement, election-related office closures and improvisation in the field. The most important narratives informing these practices are Kenyanness and local rootedness, the need to balance effectiveness against duty of care, and a lack of information. There is strong variation in all this, evident between Kenyans and expatriates, by gender, and over time. The means of transmission for these narratives and practices have evolved over time in Busara. They presently include formal methods such as update emails and a WhatsApp group, while briefings are rarer. Unofficial means of transmission include conversations with peers, personal experiences, and broadcast and written media.Security practices and narratives are more varied, and the means of transmission more informal, than is commonly understood. Dominant narratives of insecurity and technical best practice are certainly important – but organisations are aware of these, and may deliberately deploy other counter-narratives. Above all, the means of transmission matter, and practices, narratives and means of transmission are intertwined and mutually supporting.

Thompson, Carrie A. "The Development and Validation of a Spanish Elicited imitation Test of Oral Language Proficiency for the Missionary Training Center." BYU ScholarsArchive, 2013. https://scholarsarchive.byu.edu/etd/3602.

Full text
Abstract:
The Missionary Training Center (MTC), affiliated with the Church of Jesus Christ of Latter-day Saints, needs a reliable and cost effective way to measure the oral language proficiency of missionaries learning Spanish. The MTC needed to measure incoming missionaries' Spanish language proficiency for training and classroom assignment as well as to provide exit measures of institutional progress. Oral proficiency interviews and semi-direct assessments require highly trained raters, which is costly and time-consuming. The Elicited Imitation (EI) test is a computerized, automated test that measures oral language proficiency by having the participant hear and repeat utterances of varying syllable length in the target language. It is economical, simple to administer, and rate. This dissertation outlined the process of creating and scoring an EI test for the MTC. Item Response Theory (IRT) was used to analyze a large bank of EI items. The best performing 43 items comprise the final version MTC Spanish EI test. Questions about what linguistic features (syllable length, grammatical difficulty) contribute to item difficulty were addressed. Regression analysis showed that syllable length predicted item difficulty, whereas grammar difficulty did not.

Abstract:

Leadership sets the tone and determines and shapes the organization. The more proficient individuals are in leadership and management skills, the more the organizations will thrive. Technical challenges have and will always be barriers, but competent leadership will always resolve those barriers. There are leaders of organizations who revel in success and those that perish in futility. What is the difference? Is it the organizational structure? Could it be luck? Throughout history there are individuals who have been praised for their leadership abilities. What can we learn from them?

The purpose of this study was to determine the key leadership characteristics of mid-level managers in the business divisions at a Federally Funded Research and Development (FFRDC). FFRDC organizations, as non-profits, have different leadership challenges from those of for-profit organizations.

Managers need to utilize and adapt to changes that provide us with better understanding the generational gaps in organizations considering the particular strengths and weaknesses of individual skill sets and the global impacts of international finance. Leadership skills from prior generations may not provide the necessary dynamics and flexibility that is needed in today's business environment.

History also has proof of poor leadership ability that has condemned countless organizations. What are the differences? Additionally, we must factor in the inevitable change variable since organizations are moving targets, constantly evolving based on the ever-changing technology, workforce and global business landscape. What may have been considered a successful leadership style 50 years ago may not be considered successful in today's world. However, there are constants that withstand the test of time.

The findings suggest that the majority of managers have leadership styles, flexibility range, and adaptability level appropriate to become effective leaders within FFRDCs.

Turpin, Rebecca L. "Psychometric Testing of the Presence of Nursing Scale: Measurability of Patient Perceptions of Nursing Presence Capability of Nurses in an Academic Medical Center." Digital Commons @ East Tennessee State University, 2016. https://dc.etsu.edu/etd/3096.

Full text
Abstract:
Introduction: Nursing presence occurs when nurses expend themselves on the behalf of a unique patient. This phenomenon requires further research to develop instruments. The Presence of Nursing Scale (PONS) measures the patient’s perspective (Kostovich, 2012). Psychometric testing of PONS-Revised using exploratory factor analysis is warranted to further develop a reliable and valid measure of nursing presence. Contextual workplace variables need exploration in inpatient settings for correlation with nursing presence. Method(s): A convenience sample of 122 adult inpatients from ten acute-care nursing units in a Southeastern Magnet hospital were surveyed to conduct the first psychometric testing of this revised instrument using exploratory factor analyses. Seven research questions evaluated potential correlations between the PONS-R, patient satisfaction using nurse-sensitive measures of HCAHPS, nursing unit-specific workforce factors and patient demographic factors. Results: PONS-R demonstrated high internal consistency reliability (r = .974), test-retest reliability (statistically significant at the .01 level) and divergent validity (p=.002). PONS-R compared to nurse HCAHPS measures was statistically significant at the .01 level, (r = .736). EFA revealed one factor (eigenvalues over 1), with a weak secondary factor centered on intimacy factors suggesting addition of items and repeated study with a larger sample size to further psychometrically develop the instrument. Unexpected negative correlations were found with unit-workforce factors including average RN experience level (r= -.185, significant at the .05 level), and average RN age (r = - .218). An unexpected positive correlation was found - percentage of Associate degree nurses (r = .269, statistically significant at the .05 level. The Triangle region was correlated with a higher PONS-R score (p = .038; n=4), otherwise no statistically significant correlations were found for PONS-R and patient demographics nor patient-specific variables such as estimated number of RN providing care, nor length of stay on the unit. Discussion & Conclusions: Further psychometric testing is indicated with larger samples and perhaps with the inclusion of intimacy factor items. Additional correlational studies focused on other patient quality outcomes measures with expansion of nurse demographics is indicated to explore for confounding variables.

Murphy, Nancy. "Studying and facilitating the development, installation, and initial implementation of an interdisciplinary buprenorhine treatment/practice with a publicly funded, HIV primary care, designated AIDS center in New York City| A practice-focused, action research, implementation study." Thesis, City University of New York, 2013. http://pqdtopen.proquest.com/#viewpdf?dispub=3561905.

Full text
Abstract:

Using Action Research, Implementation Science, and Institutional Ethnography, this practice-focused research explored inhibiting and promoting factors related to implementing buprenorphine treatment within HIV primary care while simultaneously developing, installing and initially implementing an interdisciplinary buprenorphine treatment/practice. Data was collected and analyzed using constructivist grounded theory method strategies. Data collection/generation included documentary analysis, key informant interviews, field data from collaborative interdisciplinary team processes, researcher reflective practice, a patient focus group, and an interdisciplinary buprenorphine treatment/practice manual.

The research had several achievements. It identified three key implementation inhibiting categories, (1) significant and persistent bias, (2) plaguing and difficult questions, and (3) buprenorphine expectionalism. It also developed countering implementation promoting categories, (1) be an educated advocate and dispel myths, (2) identify core components of interdisciplinary buprenorphine treatment and uniformity of care, and (3) dementionalizing interdisciplinary treatment/practice. It exposed scope of practice issues and mapped out the specifics of the types of services each discipline would provide, the detail of those practices, their coordination, as well as the areas of practice where there was joint responsibility and overlap. It increased the capacity and competences of the research organization and the 18 interdisciplinary buprenorphine team members. It also explicated the many forms of power operating in the study and the importance of power sharing, adapting treatment, leadership support, structural components and resources on the development and implementation process.

This study shed light on the reality that prescribing buprenorphine and taking up the practice of treating opioid dependence/addiction means that clinicians must be prepared and skilled to provide care where issues of life and death, emotional distress, and significant uncertainties are part of the landscape. The study findings also highlight that balancing safety (both patient and staff) with control and authority is an important aspect of buprenorphine treatment. An interdisciplinary focus expanded the concept of treatment and addressed many important aspects of caring for people with opioid dependence/addiction that often go unaccounted for and/or unnoticed. Without an interdisciplinary frame, patients are at risk for receiving substandard care. This study demonstrated that the interdisciplinary practices needed to provide quality care and improve health outcomes are interdependent.

Abstract:
Starting in the everyday life of Söderhamn’s youth, this thesis presents the driving forces that affect youth as they make decisions to stay in or to leave their home region. The research has been done with an interactive approach in close collaboration with youth and adults, and a number of different methods have been used. Based on the interviews, essays, questionnaires, conversations and meetings that underlie this work, the ambition has been to participate and contribute to the formation of knowledge in dialog with the youth and the adults who surround them. The dissertation (thesis) shows that society’s basic structures have great influence on youth’s decision whether to stay or leave. Important factors are actual circumstances, such as the access that youth have to resources – economical, social, and cultural. Society’s gender order has a big impact on the question whether to move or stay. Likewise, the tension between center and periphery plays an essential role – where the power to define what is “right” and “natural” coincides with values on how youth “are” and “should be”. The dissertation (thesis) shows that the interplay between these factors appears different for different individuals and groups, and that the interplay has significance both for the move/stay –decision and for the youth’s desire and possibility to participate in and have influence over society’s development in the region.

If a microhole with diameter less than 50μm is fabricatedby traditional tooling system , the tiny tools are worn out or broken very often , and professional technicians are necessary. Especially ,it is extremel difficult to perform micromachining in some materials , e.g. SUS304 or Tungusten Carbide . The technique of electrodischarge machining E.D.M provides more advantages than traditional machining in this application area. By the heat produced by electrodischarge arc ,localized melting occurs on the surface of working parts.and the andesired mater- ials are removed . E.D.M , has been one of the most important manufaturing techniques for certain materials which are diffi- cult to fabricated . This research has an important contribu- tion in the field of precision micromachining , at the current sytage of progress in Taiwan manufacturing industry . In this research, a multifunctional micromachining center is established , by integrating E.D.M and servo control system , which can operate continuously from the preparation of microtools to the fabrication of micro f elements. The measuring microscope and SEM are used to investigate the parts made in the machine,in order to optimize the the machining conditions . In recent years, the Internet data center (IDC) of the rapid development of the computer room, so need more space to store Information Technology (IT) equipment. As a result of the computer room air conditioners in cooling are large-scale in today’s, coupled with the server set with a high density, the concept of cold and hot channels inadequate, despite the ambient temperature range will be able to achieve the set point. And the actual IT equipment in the cooling effect is often limited so difficult to emit heat, continuing to reduce air-conditioning temperature often results in excessive energy consumption. This study will develop a set of data center cooling rack, the electronic-type heater used in the rack as IT equipment heat generation. The two machines, IT rack and cooling rack, side by side can be reached after the cooling effect from the systemic circulation. The cooling rack functions as spot and closed loop cooling effect on the server rack. The control program was wrote in the Programmable Logic Controller (PLC) to control the internal cooling circuit and system monitoring; also to record rack cooling profile. According to the cooling profile obtained, the parameters of analog control can be calculated through the system identification method, transfer function, and the Z-N rule. The optimum operation condition and the maximum energy efficiency, PUE, of the cooling system were verified through a series of testing conditions including constant condenser cooling water temperature, variable heat load and variable condenser cooling water temperature. The maximum energy efficiency, PUE, is 1.47 under full load and the condenser cooling water temperature per ARI 550/590. This maximum energy efficiency PUE is much better than the average PUE 1.9 of the surveyed data in Taiwan and also better than the PUE 1.5 of design per ASHRAE 90.1-2007.

THESIS ABSTRACT In the business, Call Center is the important unit to contact customers. First, through Call Center, the business can to sell products, to marketing, and to do products service. Second, the business can to catch on marketing information and to care customer relationship. As a result, for some industry, for instance finance, telecommunication, and insurance company, Call Center is become a source of competitive advantage. However, when the business wants to create Call Center eagerly, because of the impact of information technology, a style of Call Center is already change seriously, including the position, the function, the infrastructures, the processes of operation, and the systems of management. Basically, since the information technology enabling, Call Center is more complex and more different than the past, and Call Center has newly style and features. That is to say the business can’t use staffs, processes, and telephone facilities to deal with the planning and development of a Call Center. Therefore, Information Technology Plan theories and Henderson & Venkatraman’s Strategic Alignment Model is combined in this research. The aim of this research is to provide the architecture and the approach in the planning and development of a Call Center. At the same time, the case study research method is used in this research. Then, we choose TransAsia Telecommunications, ABN AMRO Bank, and E.SUN Bank to observe how they plan and develop Call Center. Finally, we hope, by way of case studies, the result of the research can conform to the reality, and the architecture and the approach of a Call Center also can specific and complete.

Taiwan is the world number one leader in PC industry including the design and production of mother board, TFT-LCD, keyboard and so on. Especially in PC server segment which has higher entry barrier Taiwanese companies, through their ODM/OEM arrangements with their clients, enjoy a dominant market share in that relevant segment. In several decades ago Taiwanese government had approached MNC(Multinational corporations) and encouraged them to come to Taiwan to establish so called Taiwan Design Centers(“TDC”), in a hope that new technologies may be acquired by Taiwanese companies. Now Taiwanese companies have developed advanced and state of art technology and have set up R&D centers offshore to better serve their clients or get close to their major target markets. This thesis is meant to discuss the reasons why certain Taiwanese companies need to establish R&D centers in other jurisdictions and to study the factors affecting the internationalization of R&D. By using the Analytic Hierarchy Process (“AHP”), we develop questionnaire in relation to this subject and get feedback from the industry experts who filled out the questionnaire. Based on the responses we received, we find Efficiency-oriented is the most important segment (accounted for about 40%). The second important one is Input-oriented segment (accounted for about 22%). The third one is Political/socio-cultural segment (accounted for about 16%). The fourth one is External segment (accounted for about 11%). The last one is Output-oriented (accounted for about 10%). Among overall factors the Taiwanese companies will consider for the proposed establishment of an off-shore R&D center, the top four considerations are Reduction of development cycle time(9.4%), Lower R&D personnel costs(7.4%), Critical mass(6.1%) and Qualified human resources(5.3%). ODM server design companies and brand name server companies have a little different focus. For example the most important factor of ODM server design companies is lower R&D personnel costs. However brand name server companies are more interested reduction of development cycle time.

In this paper a multi-function high precision tabletop CNC machining center formaking micro parts is developed. All the needed machining processes can be carriedout on the same machine without the need to unload, reload and eadjust the workpiece for subsequent process. Currently the functions of Micro CNC milling,Micro EDMilling, Micro Wire-cutting, and Micro on-line measuring have been accomplished and tested. In the developed machine a dual spindle design for Micro CNC milling, and for the manufacturing of icroelectrode and the following micro hole or die making by EDMilling, respectively is proposed and constructed. The necessary software written in Borland C++ language is developed as well. The Micro CNC milling is tested by the use of a milling cutter of 0.1 mm diameter and by a special design diamond tool. Satisfactory results are achieved. The microelectrode is produced via WEDG process, and it is used for micro hole drilling and 3D micro parts manufacturing by micro EDMilling. In Micro wire-cutting a 20µm diameter fine wire is used. A novel mechanism that allows vertical/horizontal/slant angle wire cutting is designed. Micro parts such as outer gear, internal gear, rack, etc. having no taper angle on the machined part are successfully manufactured. A micro pagoda of size 1.25x1.25x1.7 mm is also produced to demonstrate the machine’s superior ability. Furthermore, based on the “short-circuit principle” and the micro probe manufactured by WEDG process, an on-line micro part measuring system to evaluate the flatness of the machined part, and the circularity and straightness of the micro-hole is developed and implemented.

Abstract:
abstract: The city of Shanghai is set to become an international financial center (IFC) by 2020. To achieve this goal, it is imperative to clearly define the key characteristics of an IFC. In this study I draw from recent research on the ranking of IFCs to develop an index of these key characteristics that can be used to assess a city’s standings as an IFC. Based on a review of prior research, I first put together a comprehensive list of the indicators that have been used to evaluate IFCs, which includes six first-level indicators and 34 second-level indicators. I then collect information on all these indicators from public sources for the following eight cities each year from 2011 to 2013: London, New York, Paris, Hong Kong, Tokyo, Singapore, Beijing and Shanghai. Next, I conduct a principal component analysis (PCA) on my data, and obtain four primary factors that contain most information of the original 34 indicators. The first factor covers 18 of the original indicators and reflects a city’s level of development in general business environment. The second factor covers 10 of the original indicators and reflects a city’s level of development in financial markets. The third factor covers three of the original indicators and reflects a city’s level of economic vitality. The fourth factor covers three of the original indicators and reflects a city’s level of the costs of living. I further calculate the composite scores for the above eight cities along these four factors, and find that these eight cities can be classified into three tiers on the basis of their scores. The first tier consists of New York and London; the second tier consists of Singapore, Hong Kong, Paris and Tokyo; and the third tier consists of Shanghai and Beijing. I also find that Shanghai has been making progress in its scores along these four factors over the last three years, especially regarding financial market development, economic vitality, and cost of living. What Shanghai needs to focus on next is to improve its business environment so that it can move up to the second tier in IFC status.

This study offers some suggestions on building up a national-level water research center in the aspects of organizational form, accounting system, and future commercial development. Through the analyses of the pros and cons of non-profit organization and public sector-dominated organization, we suggest that the form of corporation provides the water research center with more flexibility in accounting management, financing, and future operations. Nevertheless, we also suggest that government should play an active role in financial support, especially in the initiating period of this center, since the water issue is critical to public interests. To ensure the substantial operation of this center, we suggest developing a knowledge management system to share and transfer the related knowledge for future industrial development.

The theoretic analysis of container-type computer room cooling load is estimated by Cooling load temperature difference (CLTD), Solar cooling load (SCL) and Cooling load factor (CLF) respectively. It is convenient to calculate the overall cooling load of container-type computer room, including indoor heat source (such as servers, lighting equipment, staff, etc.) and ventilating cooling load, as well as environmental cooling load. The analyzed results are written by using the Visual Basic (VB) programming language to show a set of interactive operation interface of cooling load calculation for computer-aided analysis software. The container-type computer room cooling load value of 9 Racks, 9 fan groups, 2 staff members and 9 4ft. T5 lamps are calculated through this software, and the result shows that the overall cooling load is approximately 270kw. Considering the installation of heat exchanger, the 3 sets of heat exchangers are used to carry out the 270kw of heat source, that means cooling load of the each heat exchanger is about 90 kw. Set this value to the heat exchanger design, the 4 rows, 2 passes heat exchanger is designed geometrically for long 1320mm, width 831mm and high 1016mm, and the 128 copper tubes, which are radius of 9.53mm, are adopted in heat exchanger. As regards the specification of the fin, the thickness is 0.12mm, the number of fin is 14 tablets/per inch and the cooling area is 80.4m2. Finally, the three -dimensional model of computer room is simulated by computational fluid dynamics (CFD) for the detailed flow phenomena, including velocity field and temperature field. That may let the design of container-type computer room more completely. The governing equations are solved by CFD in sequence, including mass conservation equation, momentum conservation equation and energy conservation equation, and the k-ε turbulence model is used to describe the phenomenon of fluid turbulence. Via the simulation process, the improvements of temperature field and flow field of the computer room can be discussed.

This research studies and compares the models and concepts of knowledge management from literature review. The basic model of the knowledge management in this research was developed based on the research of Spek and Spijkervet (1997). This knowledge management model includes five basic dimensions: conceptualize, execution, reflection, retrospection and external development. The five basic dimensions construct the application factors of the knowledge management. Seventy evaluation items are developed and applied on the Precision Machinery Research & Development Center (PMC) based on the five basic dimensions. After testifying the reliability, correlation, and item analysis of the seventy evaluation items on the PMC, thirteen evaluation items are excluded due to their low explanations on the knowledge management. By applying the remaining fifty-seven evaluation items to the Departments of Certification Service and Technology Service of the PMC. We found that there exists a significant relationship (p < 0.05) between the yielding rate and the rates of knowledge growing, R&D new growing products, and service reducing time every man-year between the above two departments in the past years. This shows that the knowledge management evaluation items developed by this research can prove the criterion validity on an organization performance. Therefore, the knowledge management evaluation items can be applied by the other R&D organizations on evaluating their knowledge management performances. After analyzing the performance evaluation items, an ANOVA and T-test analyses are performed to find out the differences among the departments of the PMC about the application of the knowledge management. Based on the differences analysis, some concrete suggestions are proposed for PMC for their further application on the knowledge management.

There are two parts in this thesis. The first part is about In-Rack cooling system, performance analysis and dimensions design. According to the theory of heat exchanger, the software for computer-aided heat exchanger design is programed in Visual Basic software. It can simplify the calculating process and makes the users get the reliable result easily and fast. The software can apply to (A) Rating Problem:Predict the performance such as outlet temperature and pressure drop when the dimensions of heat exchanger are given. (B) Sizing Problem:Determine the necessary size and heat transfer area when the required performance is given. The second part is that there-dimension model is simulated for the velocity and temperature fields by computational fluid dynamics (CFD) software. It makes the design of In-Rack cooling system more complete. The governing equations are solved by CFD. These equations include mass, momentum and energy conservation equations, and the k-ε turbulence model is used to describe the turbulence phenomenon for fluid. Besides, the effect of velocity and temperature fields is discussed by three methods such as using the axial or radial fan, putting the heat exchanger in different places and adjusting the cold aisle distances. The simulation result indicates that the best performance is to use radial fan and to put heat exchanger in the middle place of cabinet when the cold aisle distance is 200 mm.

Abstract:
The current debate about women and gender in development, sustainable development, and the impact of western development systems on Third World countries, has provided the primary impetus for this study. The ongoing debate is between two opposing view points, profit-oriented and people-oriented. This study focuses primarily on the newly independent Eastern Caribbean States, former British colonies referred to as the Organization of Eastern Caribbean States (OECS). The Caribbean as a region has largely been lumped together with Latin America, and these nation states have not attracted many scholars to examine or investigate their intrinsic development and political systems. My intent is not to present a definite or fixed model, but to suggest an alternative development paradigm for the Eastern Caribbean. The specific contours of the transformation process would vary from one nation or area to another, depending on particular individualized circumstances. The broad based principles of the transformation process would nevertheless be applicable to the larger Caribbean region, as well as other Less Industrialized Countries. I drew on grounded theory and qualitative research to describe and analyze the practices and factors that characterize a development project in St. Vincent and the Grenadines. This approach is particularly appropriate for a topic which is multi-dimensional in its investigation. Using multiple qualitative data sources and the involvement of the investigator as a researcher and participant observer to the social environment of the chosen site, allowed for the greatest possible depth and richness in this study. It included opportunities for observations of the formal and informal processes of the project implementation. The proposed alternative paradigm includes factors such as development that redefines growth; development in which women play a central, active and guiding role; development which revitalizes indigenous culture and identity; development that empowers the poor majority and builds a basis for genuine democracy; development that permits a spectrum of political and economic options and experiments. The practical outcome is that Eastern Caribbean Nations and Less Industrialized Countries no longer have to adhere rigidly to one paradigm to guide their development path.

“Guandu Nature Park” is located in southwest of the Kuandu Plain in Taipei Basin, where the Keelung River joins the Tamshui River. On December 1, 2001, the Wild Bird Society of Taipei was entrusted by the Taipei City Government with management of the park, becoming the first nonprofit organization to do so. The Wild Bird Society’s years of care for this wetland were thus officially recognized. This is an excellent example of a governmental organization and a civic organization working together to achieve environmental preservation as well as public education. The purpose of this participant action research is to explore how Guandu Nature Center develops the elementary school outdoor programs, and the meaning of the problem solving process. The research is from April 2002 to May 2003,during about fourteen months. The working group are seven people, consisted of the staffs of Guandu Nature Center, the students of Graduate Institute of Environmental Education of Nation Taiwan Normal University, and researcher went through four stages: problem identification, elementary school outdoor programs development, environmental education teachers workshop, programs implementation, ending and reflection, to proceed the cycle of programs design, implement, reflection, correction, and re-implement. The main concerns of this research were: (1) The problems and meanings of the Guandu Nature Center develop and implement the elementary school outdoor programs. (2) The effectiveness and meanings of the elementary school outdoors programs in Guandu Nature Center. (3) How the staffs of Guandu Nature Center repeatedly reflect and correct in the process of develop and implement the programs in order to make professional development? The research adopted participant action research in order to resolve practical problem rather than to generalize the result. In order to further the understanding of the feasibility of promoting environmental education in the Guandu Nature Center programs and staffs’ professional development during the process of participant action research, the researcher employed in-depth interview, participant observation, and document collection as data collection techniques; checked and analyzed the data from different time and sources, then displayed the whole research process. The findings of this research show that the outdoors programs in Guandu Nature Center are good opportunity to promote environmental education to elementary school. The program is the core element, and will affect the people, facilities, and operations of Nature Center. Before developing the programs, we should to find out the mission and goal of the nature center, compose the professional environmental education programs develop group, realize the customers’ needs, prepare for market plan, train the program teachers and other people who will relate to the programs, and mark sure the valuations are designed in the programs. After the research, the working group makes professional development; they had more understanding of programs development, nature centers, and environmental education. The working group began to concern and take action to the programs in Guandu Nature Center. Because of the prosperous development of national economy and the implenetation of public health programs, the public continuously raises the level of health requirements. The activities of health promotion programs have been considered to be helpful for a healthy quality life. The studies on the performance evaluatuion of workplace health promotion programs have been carried out for many years in foreign countries. However, few studies on the investigating of workplace health promotion programs have been conducted. To understand whether the implementation of a workplace health promotion program can significantly improve the health of employees, this study selected a technology research and development center with approximately 500~600 workers to implement a health promotion program and evaluate the performance of the program on improving physiological and mental health status by using the information collected from a structured questionnaire and annual employee physical examinations. The structured questionnaire mainly collected the information of life habits, health belief and health evaluation for the study subjects in the periods of annual employee health examinations of the workers in two consecutive years. In one year a series of health promotion activities including physical fitness, health diets, health education lectures and propaganda, etc., were introduced. The data collected by the questionnaire was filed by a computer database software and analyzed by the SPSS and SAS statistical software. The results found the life habits of the study subjects did not change much, but the proportion of the smokers of them was decreased. Others, such as alcohol, medication, diet, exercise habits between before and after interventions didn’t have much difference. Regarding the health beliefs, most of the study subjects had positive thinking of their health. With regard to the impact of diseases on the lives of employee, the employees thought that diseases would affect their lives; health-promoting behaviors would be helpful for improving their life quality, increasing their self-confidence, enhancing sleep quality and delaying aging; and were more willing to participate in health education training, lectures and seminars and get health information. The comparison between the results of the health examinations before and after the interventions showed that the items of diastolic blood pressure, cholesterol and fasting glucose for all the employees as well as creatinine and triglyceride for the male employees were statistically significantly different. Based on the results of this study, although the intervention did not make a significant difference for the employees’ health, however, most employees had positive thinking in their health, pursuing better quality lives, and changing their eating and exercise habits.

This study examines how a public media art center can successfully provide public services and the ways in which media communication might be able to enhance the creative environment in the public space. It looks at the utilization of a media art laboratory, and its research and development approach, to create the opportunity for local regions to develop and create new economic means and achieve industrial reform. It uses the Ars Electronica Center (AEC) of Linz, Austria, a pioneer in this field, as an example to explore a method for achieving symbiosis with local development through macro-perspectives of network structure and strategy of planning and execution. This fusion of art and science becomes a driving force using new media art as an interface to make headway towards the future, innovate the industry, cultivate the local talents with digital media technology and knowledge, and create a city of knowledge creativity in the age of information society. AEC is not unknown in Taiwan, but Taiwan used to focus more on the operational aspects of the individual media art center, which sets off from the interior organizational structure and activity design, and lacks investigation into the exterior social structure. Given the fact that the media art center is an integrated organization, closely associated with the social environment and technological development, rather than being regarded as an individual art activity or event, the study shall observe a series of change processes and their interactive integrated causality relationships and show the importance for a government to place a high premium on the overall structure and other complementary designs. Based on an in-depth case analysis, this study encompasses theory research, in-depth interviews with local individuals and documentary analysis of collected local literature. It is divided into an introduction, an analysis of related discourses and studies, the case introduction, the case analysis and the conclusion of the study. The study explores the following major issues: 1. Understand how to improve the interaction with the local sector by learning from the design structure and operational management of the AEC''s interior mechanism. 2. Given that AEC is a public enterprise owned by the Linz City Government, how does the city government help the enterprise wield its maximum effect? 3. Put forth a network mode combining the Linz''s Ars Electronica Center (AEC) and its local symbiosis in an attempt to lay down general rules as a reference for the establishment and operation of a local public media art center capable of creating a creative impulse for local development.

The tiny 3D components, such as optical fiber connector, micro-die and punch, non-spherical optical lens and tiny gears, are broadly used in the industries with significant add-on value. The micro-EDM technique is appropriate for producing those tiny parts. Thus, various machining properties of micro-EDM technique are researched inthis paper. In micro-EMD, the electrode wear may result in significant loss of machining accuracy. With CAD/CAM technique, this problem is compensated by designing contouring path with different directions in this research. From the experiments in the laboratory, it is shown there exists certain improvement in dimension accuracy, geometry accuracy as well as surface roughness.

The purpose of this study tries to find more cost-effective software development methodology, to bring those into full use under limited medical information and human resources, and to enhance the efficiency and quality of hospital information system. Therefore, this study will explore Scrum and Extreme Programming(XP) these two agile development mythologies apply to import process in case hospital, from the initial stage of identifying, responding, research assessment, set goals, and importing plans of all kinds of medical information problems, to summed up the medical industry to adopt agile development process framework, hoping to provide medical industry can accelerate the development speed and quality in terms of innovative products. The results show that (1) It can solve the case hospital in poor management of software development, inadequate resources of software projects, incomplete demand of software projects, poor user participation, and lack of technical capacity. (2) Scrum and XP both provide clear practice, but if only according to the table drills will not be able to achieve good results, and the role of Scrum instructors are relatively important, mainly because of its importing practice in each process all can so understanding its purpose and spirit, encounter the problems in working process even to put purposes and spirit as the basis, can neither change the practice method nor any cancellation of a practice. (3) It exactly help to form the team through these practices and processes. For example, the development team conducts the Pair programming to discuss together in the beginning to find the best solution to achieve the system function. When the team is authorized to develop the best product requirements premise, the team can decide the method and deadline of completion, began to understand the importance of committing a promise and completing the commitment, and as promised to produce the best products; products manager do trust the development team from originally mistrust the development team.

Precision medicine is a highly sophisticated area that has rapidly emerged in the pharmaceutical world of international advanced countries in recent years. However, the threshold for investment research is quite high, and the industries in which it is located are at a stage of growth. The volatility of new precision medical services will also be quite high. Big. Without the scientific fertile soil accumulated by the Institute for many years and the excellent resource supply environment, it is very difficult for general medical and traditional industries to easily enter this field. Hainan Province has rich and diverse resources. It has been declared a new type of free trade port by the central government. It is different from the past definition of a free trade area with logistics as its main body. In the free trade zone, Hainan does not use logistics to drive capital flow, information flow, and talent flow, but it is a free trade zone where people flow drives characteristic commodity flows, capital flows, and information flows. In China, the country actively leads the policy opening, and draws a number of forward-looking remote projects, combined with Hainan''s natural resources and unique geographical advantages, how to integrate the medical background of the individual''s accumulation for many years, combined with the United States'' successful medical technology, Taiwan Inspecting the advanced technology, in Hainan, making full use of the multi-party conditions of Tiandi people, constructing the regional inspection center to the precision medical park, this is the focus of this paper.

Abstract:
For the Texas A&M University Nuclear Science Center reactor a fuel depletion code was created to develop real-time fuel management capability. This code package links MCNP8 and ORIGEN26 and is interfaced through a Visual Basic code. Microsoft Visual Basic was used to create a user interface and for pre-and post-processing of MCNP and ORIGEN2 output. MCNP was used to determine the flux for all fuel and control rods within the core while ORIGEN2 used this flux along with the power history to calculate buildup and depletion for tracking the fuel isotopic evolution through time. A comparison of MCNP calculated fluxes and measured flux values were used to confirm the validity of the MCNP model. A comparison to Monteburns was used to add confidence to the correctness of the calculated fuel isotopics. All material isotopics were stored in a Microsoft Access database for integration with the Visual Basic code to allow for isotopics report generation for the Nuclear Science Center staff. This fuel management code performs its function with reasonable accuracy. It gathers minimal information from the user and burns the core over daily operation. After execution it stores all material data to the database for further use within NSCRFM or for isotopic report generation.

After joining the World Trade Organization (WTO), Taiwan will face the competition of market internalization and trade liberalization. To strengthen the self-competitive abilities and to strive for the international approval are the necessary factors for the industrial circles in Taiwan''s export-guided industrial economiy. Besides, to testify and to substantiate the cooperation of service industries are also the indispensable factors to achieve the internationalization. This research is based on the customers of Commercial Testing Laboratories of “Plastics Industry Development Center” as research object. This research also uses the “Service Quality Measurement” (SQ-NEED), which is developed by domestic scholars Lin, Neng-Bai and Qiu, Hong-Chang, as the examining tool and the statistical method to analyze the data. The main purpose is to probe into the relationships among the “service quality”, “total customer satisfaction”, and “customer loyalty” of the Commercial Testing Laboratories. By doing so, we could know the differences between the customers with different features and of different groups, and find the service quality that customers demand; We could propose customized service and trade strategies as references of the industry to increase the total customer satisfaction and customer loyalty. The result of the research discovers that the service quality would affect the total customer satisfaction, and the total customer satisfaction affects customer loyalty. This research concludes three service quality aspects:“reliability of the behaviors”, “goodwill”, and “comfortable convenience”; among which, “reliability of the behaviors” and “goodwill” have significant influences on the total customer satisfaction; however, only “comfortable convenience” has significant influence on customer loyalty. To draw a conclusion, the result of this research has both strategic and developmental meanings to the Commercial Testing Laboratories.

The application of virtual reality had been implemented in many fields due to the drastic development of hardware and software resulting in great impact on the digital world. A virtual CNC system has been proposed in this thesis where a physical three-axis machining center has been simulated in the virtual space by VR software and the concept about the integration of virtual controller and virtual machine tool has been implemented. An NC parser has been integrated to help numerical control and coordinate shift of the virtual CNC. The manual control, edge finding of the workpiece, and the automatic tool changing system has been implemented; the functions of real-time toolpath drawing and objects collision detection have also been accomplished to assist the inspection and verification before real machining. Besides, the incorporation of “sound” effect and the environment texture have made the virtual machine looks more vivid. Since the CNC machine is expensive, it’s insufficient in domestic education organization. The virtual system developed in this thesis has been tested in a CAD/CAM class demonstrating to be a supporting tool in NC lecture, especially in the instruction, operation training, and NC programming. This is to say, the application of virtual CNC machine offers another way to teach NC course.

The present situation of our nation is treacherous. The important responsibility of defense security cannot be slackened at any moment. And theunique institution in national defense, the Ordnance Readiness and Development Center (ORDC), is one of the primary government organizations focusing on the production and maintenance of military equipment., is a non-profitable organization and regards nationalsecurity as its prime responsibility. ORDC is different from other non-governmental organizations in nature, its management performance willdirectly influence the overall national defense development andcomprehensiveness. Like the management of all kinds of enterprises, the effectiveness of organization and manpower are the essential factors of success in ORDC. Under such a sensitive and special environment, the accomplishment of missions in ORDC is mostly determined by the employees’ productivity. This research take ORDC as an exemplary population to explore the relationships among the personal traits; working value;characteristics of job; working pressure;satisfaction of job; productivity. And the former five factors’ influences on productivity evaluated empirically to identify their relative importance. After stratified convenient sampling and statistical analysis, the research findings show that the job satisfaction of individuals who engage in research and developmentin this institute will not be influenced significantly by different kinds of organization design. However, the personal traits、 work value、 characteristics of job、working pressure、satisfaction of job (i.e. the features of missions) are confirmed to have remarkable impacts on individuals’ productivity. The researcher in accordance with the above-mentioned conclusions has synthetically proposedtheoretical and practical suggestions as well.
