Abstract:
Purpose: Procurement policies implementation has been recognized as the most difficult challenge affecting the government funded four-star hotel hotels in Gaborone, Botswana, and their attempts to attain economic growth of the country. Thus, this study was conducted to assess the effective implementation of public procurement legislation as well as the performances of Gaborone's four-star hotel. A case of Peermont Mondior Hotel. Methodology: The study used descriptive research design, and applied a census design since the target population of 43 respondents was a manageable number. Findings: According to the analysis, payment policies, access to information policies and tendering policies had a positive and significant relation with on the performance of Peermont Mondior Hotel, with a P-value of less than 0.05. However, procurement of consultancy policies was not significant. Unique contribution to theory, practice, and policy: The study recommends 4-star hotels to continually implement public procurement policies from the government in order to improve their performance. Further the government of Botswana should redefine payment policies, increase funding in the procurement of consultancy policies and enhance continuous technology innovation in support of the 4-star hotels performance.

In sixteenth-century Germany, a particular financial operation called widerkaufflicher Zins or five percent contract sparked massive legal and theological controversies. This contract produced effects like a loan and therefore countered the interest-taking prohibition. Martin Luther (1483-1546), Philipp Melanchthon (1497-1560), Johannes Brenz (1499-1570), Johannes Aepinus (1499-1553), Urbanus Rhegius (1489-1541), Martin Chemnitz (1522-1586), Aegidius Hunnius (1550-1603), and Johann Gerhard (1582-1637) addressed this issue. They ended up reformulating the prohibition on interest and mapping out a set of rules for the right use of this contract. This article will survey their opinions paying attention to the points where their teachings resembled the Catholics or where they took a different path.

Fruto de los avances de esta investigación, este artículo estudia y edita también la conocida capitulación de la yerba, ordenanza que complementa a dicho padrón ganadero y que elaborada por los concejos de Morón de la Frontera, Arahal y la Casa de Osuna, venía a regular el aprovechamiento de los baldíos señoriales y su disfrute por los vecinos de ambas localidades.

Abstract:
Objectives Some studies suggested more COVID-19-associated hospitalizations among racial and ethnic minorities. To inform public health practice, the COVID-19-associated Hospitalization Surveillance Network (COVID-NET) quantified associations between race/ethnicity, census tract socioeconomic indicators, and COVID-19-associated hospitalization rates. Methods Using data from COVID-NET population-based surveillance reported during March 1–April 30, 2020 along with socioeconomic and denominator data from the US Census Bureau, we calculated COVID-19-associated hospitalization rates by racial/ethnic and census tract-level socioeconomic strata. Results Among 16,000 COVID-19-associated hospitalizations, 34.8% occurred among non-Hispanic White (White) persons, 36.3% among non-Hispanic Black (Black) persons, and 18.2% among Hispanic or Latino (Hispanic) persons. Age-adjusted COVID-19-associated hospitalization rate were 151.6 (95% Confidence Interval (CI): 147.1–156.1) in census tracts with >15.2%–83.2% of persons living below the federal poverty level (high-poverty census tracts) and 75.5 (95% CI: 72.9–78.1) in census tracts with 0%–4.9% of persons living below the federal poverty level (low-poverty census tracts). Among White, Black, and Hispanic persons living in high-poverty census tracts, age-adjusted hospitalization rates were 120.3 (95% CI: 112.3–128.2), 252.2 (95% CI: 241.4–263.0), and 341.1 (95% CI: 317.3–365.0), respectively, compared with 58.2 (95% CI: 55.4–61.1), 304.0 (95%: 282.4–325.6), and 540.3 (95% CI: 477.0–603.6), respectively, in low-poverty census tracts. Conclusions Overall, COVID-19-associated hospitalization rates were highest in high-poverty census tracts, but rates among Black and Hispanic persons were high regardless of poverty level. Public health practitioners must ensure mitigation measures and vaccination campaigns address needs of racial/ethnic minority groups and people living in high-poverty census tracts.

Belém of Pará stands out in the Brazilian religious scenario, among other things, for sheltering the largest at present Catholic procession - the Círio of Nazareth; besides being the birthplace of the largest Pentecostal evangelical church in the world - the Assembly of God. Such peculiarities, together with the cultural and religious influence of European, African and indigenous, and religious involvement of institutions and professionals in the care services for mental health, motivated the realization of this qualitative research of phenomenological orientation, in order to understand how happen the unique relationship between religiosity and mental health in a Psychosocial Care Center (CAPS) in Belém of Pará. The participant observation, the experience of Círio of Nazareth and the realization of eleven interviews with professionals enabled us to access the space of care permeated by various components of the religious cultural identity the people of Pará. In CAPS, prayers, hymns, Bible reading, spiritualists impositions of hands, mantras, mentalizations and etc., appears with religious and therapeutic purposes, that is, are developed to improve the clinical symptoms of patients. It is a clinic culturally instituted by people whose ethos of water allows them to take on multiple forms. Net practice, indefinite and without edges, which develops into a place where "men and gods walk together." This particular and transgression mode of mental health highlights the limits of the own clinic. Reveals a process that is organized and shown effective in its own terms, and thus appears as a possibility front of insufficient theories which do not deal with the complexity of human problems
Belém do Pará destaca-se no cenário religioso brasileiro, dentre outras coisas, por abrigar a maior procissão católica da atualidade o Círio de Nazaré; além de ser o berço onde nasceu a maior igreja evangélica pentecostal do mundo a Assembleia de Deus. Tais peculiaridades, somadas à influência cultural e religiosa de europeus, africanos e indígenas, assim como o envolvimento religioso de instituições e profissionais nos serviços de atenção à saúde mental, motivaram a realização desta pesquisa qualitativa de orientação fenomenológica, com o objetivo de compreender como se dá a relação singular entre religiosidade e saúde mental em um Centro de Atenção Psicossocial (CAPS) em Belém do Pará. A observação participante, a vivência do Círio de Nazaré e a realização de entrevistas com onze profissionais nos permitiram acessar um espaço de cuidado permeado por diversos componentes da identidade cultural religiosa do povo paraense. No CAPS, orações, cânticos, leitura da Bíblia, passes, mantras, mentalizações etc., surgem com finalidades religiosas e terapêuticas, ou seja, desenvolvem-se visando melhorar o quadro clínico dos clientes. Trata-se de uma clínica culturalmente instituída por pessoas cujo ethos aquático permite-lhes assumir múltiplas formas. Uma prática líquida, indefinida e sem bordas, que se desenvolve em um lugar no qual os homens e deuses caminham juntos . Esse modo particular e transgressor de atenção em saúde mental evidencia os limites da própria clínica. Desoculta um processo que se organiza e se mostra efetivo em seus próprios termos, e, portanto, surge como possibilidade diante da insuficiência de teorias que não dão conta da complexidade dos problemas humanos

El rey Felipe II se convirtió en el principal deudor de las cajas de comunidad durante el siglo XVI. Desde inicios de este siglo, la Corona hizo uso de los juros como medios de pago al carecer de liquidez; no obstante, lo que en un comienzo fue una venta libre de los juros, con el paso de los años no siempre fue un tipo de contrato de libre voluntad. Los juros se convirtieron en gran parte de la deuda pública española. En este sentido, apenas fundada la Caja General de censos de Indios de Lima, Felipe II estableció contratos de juros con las comunidades indígenas, concentrando el 32% de los egresos correspondientes al patrimonio metálico comunal. El arbitrismo y la Escuela de Salamanca sustentaron la estructura del pensamiento económico de la península, la cual, influenciada por la necesidad de ingresos para el sostenimiento del gasto público de la Corona, definirá la inserción de la economía del Virreinato del Perú a la economía de la Metrópoli. La imposición del nuevo orden buscó yuxtaponer la estructura social, política y económica española sobre la realidad prehispánica y, posteriormente, la reorganización y estabilización virreinal. Ante los inconvenientes del sistema fiscal, se hizo necesaria una reorganización de la administración tributaria, tarea que fue realizada por el virrey Toledo, quien aplicó una política poblacional, ampliando el sistema de reducciones para una mejor administración del tributo indígena (puesto que la política tributaria estaba vinculada a la política poblacional). Estas políticas influyen en el proceso de creación y administración de las cajas de comunidad, y su administración responde a la puesta en marcha de un programa destinado a delinear una estructura económica sostenible en el tiempo a pesar de ser una coyuntura económica en transición, donde las remesas a la Corona no fueron regulares.

Cette étude s'attache à démontrer comment les écrits satiriques du poète élisabéthain John Donne (1572-1631) lui permettent de développer une esthétique propre, qui ne se cantonne pas qu'au corpus satirique strict mais trouve également une résonance dans le reste de son œuvre. Traditionnellement considérée comme une tendance marginale dans sa poésie, la satire chez Donne s'exprime à travers d'autres textes, laissant ainsi transparaître un « esprit satirique ». Le jeu et la prise de distance du poète vis-à-vis des conventions littéraires, sociales et religieuses de son époque nous permettent de mettre au jour une poétique dominée par le doute et la mélancolie. Cette humeur noire, selon la théorie médicale des humeurs, nous conduit vers l'humour et le comique : fort peu examinés chez Donne, ces concepts transparaissent pourtant à la lecture des textes les moins explorés par la critique, dévoilant ainsi une esthétique qui donne sa cohérence au corpus. John Donne n'est pas que le chef de file de la poésie métaphysique : son statut de satiriste lui confère également celui d'humoriste
This study aims to show how the satiric writings of Elizabethan poet John Donne (1572-1631) display a specific aesthetics, which is also to be found in all his work and not only in his satiric texts. Although it has traditionally been considered as a fringe element in Donne's poetry, satire appears in other writings, thus disclosing a ''satiric spirit''. By playing and distancing himself from the literay, social and religious standards of his time, the poet's work reveals an aesthetics ruled by doubt and melancholy. According to the system of medicine called ''humorism'', melancholy is a black fluid that brings us to humour and comedy : even though they have been rarely examined in Donne studies, these concepts do stand out after a close reading of the least sought-after poems. It thus unites and makes the whole of Donne's poetry coherent. Not only is he the best representative of the metaphysical poets, he is also a satirist as well as a humorist

A informação geográfica está cada vez mais presente em diversas áreas de conhecimento, sendo que cerca de 80 % das bases das bases de dados inclui informação espacial. Processos de visualização de informação geográfica e aplicação de algoritmos com componente geográfica são já comuns no dia-a-dia de qualquer utilizador da internet. O acentuado desenvolvimento das tecnologias de informação e comunicação tem resultado no aparecimento de tecnologias cada vez mais eficientes, e com capacidade de lidar com grandes volumes de dados com componente geoespacial. Apesar dos esforços dos últimos anos no desenvolvimento das tecnologias de código aberto e licença livre (open source) relacionados com esta área, são ainda escassas as opções que não impliquem instalação de software e que sejam acessíveis a diversos públicos. Os Censos em Portugal representam a maior fonte de informação sobre população, família e habitação disponível, tendo esta um carácter espacial muito definido e compreendendo informação com potencial interesse para diversos tema de investigação. Assim, o que se propõem neste projecto é a criação de um protótipo de plataforma na web que permita ao utilizador fazer análise espacial sobre os seus dados e/ou um conjunto de dados dos censos disponibilizado pela plataforma. Os métodos incluem visualização, análise de autocorrelação espacial e criação de modelos de regressão espacial com base nos dados mencionados. Além da evidente funcionalidade a atingir, pretende-se ainda fazer um levantamento das tecnologias (software e ferramentas) Open Source disponíveis para a construção de um Web Sig (desde a base de dados, ao sevidor de dados espaciais e disponibilização e análise dos mesmos), bem como das suas potencialidades e limitações actualmente. Finalmente, pretende-se fazer uma integração de três elementos: uma compreensão dos métodos estatísticos de análise espacial referidos, uma exploração das tecnologias (ao nível de software) Open Source disponíveis para os fins definidos e a definição de estruturas de arquitectura de acordo com a finalidade proposta.
Geographic information is increasingly more present in several areas of knowledge, resulting in the fact that around 80% (Zhang et al., 2010) of the databases include spatial information. Processes of visualization and application of algorithms to spatial data are already common in the daily routine of any internet user. The accentuated development of information and communication technologies have resulted in the appearance of increasingly more efficient technologies with the capacity of dealing with big data volumes with a geospatial component. Despite the effort over the last years in the development of Open source technologies related with this area, options that do not require the installation of software and that are accessible to a diverse range of publics are still lacking. In Portugal, Census represent the biggest source of information about population, family, housing available having a defined spatial character and comprehending information with potential interest in a wide range of investigation themes. As a result of the above, what is proposed in this project is the creation of a platform on the internet that allows the users to perform spatial analysis over their and/or a default data set from Census made available by the platform. The methods to be applied include visualization, spatial autocorrelation analysis and building spatial regression models over a defined dataset. Besides the evident functionality to achieve it is also pretended to gather an overview over the open source technologies available for the construction of a Web Gis (from the database to the geospatial data server and the display and analysis of the mentioned data) as well as their potentialities and limitations at the moment. Finally it is aimed to integrate three elements: an understanding of spatial analysis methods to be applied to geospatial data in areal sections, an exploration of the technologies available for the proposed goals mainly within the Open Source software area and the definition of system architectures according to the proposed objectives.

Diogo de Sá pode ser considerado um dos humanistas portugueses mais eruditos da centúria de Quinhentos. A pesquisa desenvolvida em torno da sua vida permitiu avançar com novos dados e posicionar este homem numa teia de relações familiares e interindividuais com outras reconhecidas personalidades da cultura portuguesa deste período, nomeadamente: Mem de Sá, Sá de Miranda, Fr. Luís de Soutomaior, D. João de Castro, Fr. Jerónimo de Azambuja, Pedro Nunes, Álvaro Gomes, Fr. Francisco Machado e João de Barros. Da produção escrita de Diogo de Sá continuava por editar a obra Inquisição e Segredos da Fé, que trazemos agora a luz, após a transcrição do Tratado dos Estados Eclesiásticos e Seculares apresentada na nossa dissertação de mestrado, no ano 2000. Além da edição crítica integral deste texto, foi realizado o seu estudo, a partir de um conjunto de tópicos de abordagem e de uma análise quantitativa dos autores que suportam a argumentação do escritor. Esta obra produzida no contexto do Concílio de Trento, uma vez que foi situada a sua redacçao entre os anos de 1557 e 1562, apresenta inúmeras influências erasmianas e inscreve-se no grande debate religioso que se fazia sentir na Europa, aberto pelo movimento da Reforma. A Inquisição e Segredos da Fé e, sem qualquer dúvida, um dos principais textos da literatura apologética anti-judaica produzidos em Portugal no seculo XVI, apesar de permanecer até agora inédito e quase desconhecido. A Inquisição terá sido responsável por este texto se ter conservado manuscrito, uma vez que o mesmo apresenta inúmeras marcas de censura preventiva. Na mesma série de controvérsia religiosa em que se inscreve esta obra de Diogo de Sá situa-se também o Diálogo Evangélico de João de Barros. Sobre estes dois textos traçamos algumas linhas de reflexão, tendo por base as lógicas de afinidade(s) e de distanciamento(s) existentes nas suas unidades discursivas.
Diogo de Sá may be considered one of the 16th century most erudite Portuguese humanists. The present research allowed to set his life in a web of familiar and personal connections with the forefront of the Portuguese culture of his time, namely: Mem de Sá, Sá de Miranda, Friar Luis de Soutomaior, João de Castro, Friar Jerónimo de Azambuja, Pedro Nunes, Álvaro Gomes, Friar Francisco Machado and João de Barros. Having in consideration the written production of Diogo de Sá, there still remained to be edited and published Inquisição e Segredos da Fé, precisely the work that I present now, after the previous transcription of Tratado dos Estados Eclesiásticos e Seculares, presented at my Master’s dissertation in 2000. Besides the critical edition of the whole text, I present a study that has in account a particular number of topics as well as a serial analysis of the authors on which Diogo de Sa supports his argumentation. Inquisição e Segredos da Fé presents a considerable Erasmian influence, and it must be set in the broader context of the religious debate that was taking place in Europe after the Protestant Reform. Therefore, this work must also be contextualised with the Council of Trent, moreover because it was written between 1557 and 1562. The aforementioned work is, undoubtedly, one of the main texts of the anti- Jewish apologetical literature produced in Portugal during the 16th century. Nevertheless, until now it remained unpublished and almost unknown. Probably, the Inquisition was responsible for keeping the text in a manuscript form, since it presents countless signs of censorship. Likewise Inquisição e Segredos da Fé, the work by João de Barros entitled Diálogo Evangélico must be inserted in the same context of religious controversy and debate. Therefore, I also present several guide lines to interpret and study both documents, having in account what approaches and what separates both works.

Abstract A list of Christian hebraists compiled by Raphael Loewe1 includes the name of Robert Bellarmine (1542–1621). At first glance, the inclusion of Bellarmine seems puzzling. After all, it is usually not with Hebrew studies, but rather with the Counter-Reformation that Bellarmine is associated. Indeed, he is regarded as the architect of controversy theology. A chair was already established in 1561 at the Collegio Romano, the most prestigious college of the Jesuits founded by Ignatius of Loyola in 1551. But a coherent theological system as an adequate tool in the controversies with the heretics was not produced until Bellarmine was appointed professor at the College, holding the chair from 1576 until 1586.

Abstract Lima was established as a Spanish administrative center in the early sixteenth century by removing its Indigenous inhabitants, but it was built and became a major city through the work of Indigenous and Black laborers. Rather than attempting to separate its populations, Lima’s governors tried to attach Black and Indigenous workers to Spanish supervisors, through apprenticeships and service arrangements. These were intended to promote policía, or Christian civic order, among a population that was not only neophyte but considered idle or criminal. GIS maps made using a 1613 census of its Indians demonstrate how occupational networks spread Indigenous servants and artisans across the city, and also reveal their internal hierarchies and forms of social mobility.

Les livres à figures vénitiens de la fin du XVe siècle et du commencement du XVIe (1907-1914), whose author is Victor Masséna, Prince of Essling, is a census of all illustrated books printed in Venice from 1469 to 1525. The bibliographical descriptions are chronologically organised, on the basis of a ‘genealogical’ approach, suitable for studying the iconographical and stylistic evolution of illustration. Almost all copies of Essling’s Venetian collection are now part of the Fondazione Giorgio Cini library. We conceived a digital tool based on the LOD technology that allows easy navigation among the data, connected with the national and international catalogues, and accompanied by facsimiles of the Cini copies.

Abstract Russia’s first really comprehensive census was undertaken only in 1897, and it was not perfect. According to this, the Empire contained 125 million inhabitants (excluding Finland, which had about 2.5 million). Both the birth rate and the death rate were higher than in most other parts of Europe, and the fourteen per thousand excess of births over deaths promised a fast population growth. What this increase amounted to by 1914 is disputed, but a conservative estimate for the 1914 population is 155 million,1 of whom 125 million were in European Russia, 13 million in Central Asia, 13 million in Siberia and the Far East, and 10 million in Transcaucasia.
