Other placards similarly played on multiple meanings for the verb “hacer”—to make or to do: “Taking a census will make the country …” “Hagamos censos y haremos patria…” At the same time, within that collective nation-building, a census jingle affirmed individual importance: “A census is a count. He who is numbered, counts. And he who counts, succeeds.” “Un censo es una cuenta. El que censa, cuenta. This is a republication of the methodological review originally published in 1957, which has been important for the organization of local and regional studies of the mammal fauna, particularly in the identification of species composition and estimates of the relative abundance of small (mouse-like) rodents. The present publication is accompanied by an editorial foreword and contains seven chapters. The first three are titled ‘Rodents as objects of census and monitoring,’ ‘Census of rodents and its components,’ and ‘Census of rodents in the field with attention to relative and absolute census.’ The section on relative census includes such topics as ‘Census by biological indicators,’ ‘Census by analysis of pellets and excrements of predators of mice,’ ‘Census by counting burrows (holes),’ and ‘Cenus on trap lines.’ The section on absolute census includes parts such as ‘Census by complete excavation of burrows and complete capture of their population’ and ‘Census of rodents in various kinds of haystack.’ The other sections are ‘Census of forest-dwelling rodents,’ ‘Census of rats and mice in human settlements’ (includes three parts: the method of dusty areas, the method of trial bait, and the method of almost complete capture), ‘Methods of combating certain species of harmful rodents’ (abridged), ‘Controlling methods of some species of harmful rodents’ (abridged), and ‘Collection and transfer to specialists of rodent materials for scientific purposes.’

Manpower planning is not normally a topic of considerable interest for most psychiatrists. That is, until their trust is faced with recruiting a new or replacement consultant from what may seem to be an ever diminishing pool of qualified applicants. “Where have all the specialist registrars gone?” is often the woeful cry which goes up after increasingly large and ever more expensive advertisements fail to draw in desperately needed recruits. Having an accurate picture of the current state of the psychiatric workforce and seeing the trends in recruitment and retention at all grades is vitally important for the profession. It was the realisation of the gross inadequacy of officially collected statistics some years back which led to the first College census on psychiatric staffing.

Abstract:
Some years ago Paul Bohannan, writing about colonialism in Africa (Africa and Africans, 1964), coined the phrase "working misunderstanding" to characterize the kind of interaction and communication between dominant and encapsulated groups. He argued that the two groups never share "the major elements of their culture[s]," but rather develop "complementary", evaluations of each other's situation, which while allowing for cooperation in certain endeavors are nevertheless marked by mistrust and suspicion; Bohannan argued that communication between groups was therefore "faulty not merely incomplete." This "working misunderstanding" has, consequences not only for the groups involved but for the social scientist trying to determine the nature of the relationships between groups.

A história dos Censos no Brasil mostra que a preocupação com a componente territorial em levantamentos estatísticos, surgiu no recenseamento de 1940, quando, pela primeira vez, o IBGE procurou retratar aspectos da realidade geográfica, de interesse para a operação de coleta, em bases cartográficas, uma tarefa complexa devido à grande extensão do território brasileiro e principalmente no que se refere à qualidade do material cartográfico disponível à época. Atualmente crescem as demandas em nosso país, por informações cada vez mais detalhadas e geograficamente posicionadas. Governadores e prefeitos, órgãos de planejamento municipais e estaduais, investidos de maior autonomia e de novas responsabilidades após a Constituição de 1988, dependem hoje como nunca dos censos para definirem suas políticas públicas, com base em informações atualizadas sobre a população sob suas jurisdições. Entretanto, as demandas por informações agregadas à posição também vêm de outras esferas, que vão do setor não-governamental e privado ao governo federal, fazendo com que muito aumentasse a relevância dos censos e por conseqüência os resultados das pesquisas. Para atender a grande demanda, o IBGE vem continuamente aperfeiçoando o que denominamos de Base Territorial, que é um sistema integrado de informações de natureza geográfica e alfanumérica e se constitui no principal requisito para a garantia da adequada cobertura das operações de levantamento censitário. Face a este novo cenário, o IBGE iniciou a elaboração de mapas da base territorial em meio digital, durante as ações preparatórias para o Censo 2000, se deparando com as dificuldades de integração das áreas urbanas e rurais e a baixa qualidade dos insumos de mapeamento em escala cadastral, disponível nas áreas menos desenvolvidas, pois a Instituição não é produtora de mapeamento em escala cadastral. A metodologia proposta visa melhorar a qualidade dos Mapas de Setores Urbanos MSU, com a utilização de imagens Google Earth, a partir software MicroStation 95, periféricos e aplicativos de conversão disponíveis no IBGE, com o estabelecimento de uma nova rotina de trabalho para produção e substituição dos mapas de setores urbanos, de forma a garantir uma maior representatividade territorial dos dados estatísticos para divulgação.
The history of census in Brazil shows that the worry with the territorial component in statistical surveys appeared in the 1940 Census. For the first time the Brazilian Institute for Geography and Statistics (IBGE) tried to describe aspects of the geographic reality, of interest for the assembling operation in cartographic basis a complex task due to the great extension of the Brazilian territory and mainly in relation to the quality of the cartographic material available at that time. Nowadays in our country the demands for more detailed and geographically positioned data grow governors and majors, planning institutes at municipal and state levels, owners of more autonomy and new responsibilities after the 1988 Constitution depend today as never before on the census to define their public policies based on up-dated data on the population under their jurisdictions.Nevertheless the demands for date linked to the position come also from other areas which range from the non-governmental and private sector of the Federal Government increasing the importance of census and by consequence the results of the researches. To respond to the great demand, the IBGE continuously implement the so-called Territorial Base, which is an integrated data system of geographical nature and alfa-numerical and it is the main requisite for the warrant of the adequate cover of the census operations. Due to this new scenery, IBGE started the elaboration of maps of the territorial base through digital means during the preparation actions for the 2000 Census, facing difficulties concerning the integration of urban and rural areas and the low quality of mapping data in cadastral scale, available in less developed areas once the institution does not produce in a cadastral scale.The methodology proposed aims at improving the quality of Urban Sectors Maps MSU, using the Google Earth images, from the software Micro Station 95, peripheric and applicative of conversion available at IBGE, with the establishment of a new routine of work for the production and replacement of the maps of the urban sectors, in order to guarantee a greater territorial representativeness of statistical data for dissemination.

Abstract:
This dissertation is a case study of an agency attempting to continue to operate in terms of an outmoded paradigm, one whose foundation is based on a reference point for decision and action that does not fit the social, political and organizational conditions of postmodernity. The orientation of the study is toward public administration as political process; a political process which reflects the postmodern condition. Postmodern tendencies in culture and society are characterized by a particularly salient "thinning" of reality or development of hyper-reality where communication has lost the check on authenticity found in dialogue. This thinning of the macro culture exists in dialectical contradiction to more robust communities of discourse developing in enclaves in a tendency referred to as neotribalism. These dialectical tendencies lead to "simulated politics," where political entrepreneurs traffic in symbols rather than deeds and substantive policy making is restrained. This development favors those who benefit from the status quo. The Census Bureau is the focal agency. It is facing a crisis of legitimacy in its standoff with the Republican-controlled Congress over its plan to use sampling and estimation to produce a statistically adjusted apportionment count for Census 2000. The case of the Census 2000 stand-off between technocrats at the Census Bureau, supported by the Democratic Clinton administration and organizations and governmental entities that are adversely affected by census undercounts, and the Republican-dominated Congress, is an example of non-dialogic communication. It is masked by a trafficking in symbols and potentially will most likely lead to maintenance of the status quo in the form of traditional census methodology. This methodology differentially undercounts African Americans, Hispanics, American Indians and Asians, as compared to whites. Republicans compare the Census 2000 plan to use sampling to adjust the census for undercounts to the "Hillary Health Care Model" (a derogatory reference to the First Lady's involvement in public policy), describing it as a "polling technique," while Democrats and statisticians cast the argument of Republicans as one of "politicians trying to preserve their domain," and of playing "racial politics". The strategy of the Republican Congress appears to be to discredit the expertise of the Census Bureau and to rely on the legal process and a conservative Supreme Court to derail and nullify the plan for Census 2000, thus causing the agency to revert to the "status quo." Curiously, the Census Bureau has set itself up for this potential outcome by taking a strategically counterproductive and disastrously adversarial approach to the Congress. The Census Bureau has fundamentally misperceived the contemporary cultural environment and the politics that goes with it. It no longer can represent its own position as nonpolitical, value-free science, representing truth and moral right. This lack of perspective has critically hampered the agency's ability to negotiate in a political discourse appropriate to postmodernity. The goal of the study is to make a contribution to furthering organization-environment theory, with emphasis on the political environment. It is this aspect of organization theory generally that has most relevance to Public Administration but that has been least well developed. The dissertation is designed to conform to the traditional Inter-University Case Program (ICP) case study format. As such, the study addresses the broad issue of agency-environment relationship and the role of the public administrator within that environment. As with all ICP-type studies the research does not lead to an "answer." This is especially appropriate now because in the postmodern condition there is no one answer or truth to be found by rational analysis. Rather, ideas, insights, and various conclusions are offered.

Abstract:
Censuses in Serbia often introduce new methodological solutions, making it increasingly challenging to analyse population changes. Methodological differences in the results of the last three censuses (2002, 2011, and 2022) hinder accurate data comparisons and lead to significantly varied interpretations of census data. Assessing net migration in the inter-census period and generating annual postcensal estimates of the total population, which form the basis for calculating demographic indicators, rely on census-derived data. Annual population estimates can deviate significantly from actual values, particularly when the base year (census year) is distant. As a result, estimates for 2021 and 2022 differ by over 180 thousand due to being based on different censuses. Intercensal estimates have not been conducted in Serbia to date, but they can substantially impact the correction of demographic indicators, especially at lower territorial-administrative levels. Intercensal estimates refer to population estimates between two censuses and are deemed more precise than postcensal estimates as they approximate data between two specific points in time. Leveraging census results (2002, 2011, and 2022), vital events in the inter-census period, and internal migration data, annual population figures at the municipal level and the extent of external migration will be computed. These calculations will enable the estimation of population figures and total net migration for all higher territorial-administrative units, starting from the municipal level. Consequently, the fundamental demographic indicators for 2002–2022 will be reevaluated based on the acquired data. The outcomes are expected to reveal the extent to which population estimates were overstated in official reports due to the exclusion of external migration in their computation. This imprecision led to inaccuracies in basic demographic indicators. By rectifying the data, it is anticipated that death rates and fertility levels will slightly surpass the officially published values during the inter-census period. The data obtained from intercensal estimates should demonstrate how the migration component influences population fluctuations at the municipal level.

Understanding the composition and evolution of the population is crucial for the development of effective public policies in a rapidly changing world. The need for reliable demographic and socioeconomic data persists to tackle modern societal challenges. The Population Census, amidst fast demographic change, is a vital source of statistical data that provides valuable information for governments, researchers and decision-makers. The purpose of this article is to analyze some results of population censuses important for the development of public policies and to estimate the role of the population census as a factual basis for the development and evaluation of state policies, planning and decision-making, leading to the identification of focused and well-adapted solutions to the real needs of the communities and the country. The research methodology is based on the analysis of the main results of the 2004 Population Census and the 2014 Population and Housing Census, and the degree of use of statistical information in the development of public policy documents, such as national strategies and programs. Moreover, the paper presents concrete examples of how census data has been used to develop public policies. The article concludes that the results obtained in population censuses are not fully utilized by public officials and decision-makers responsible for the development and implementation of public policies. Not all policy documents include essential information collected in censuses, including strategies of significant importance. It is noteworthy that the census is one of the most costly national statistical endeavors, providing data that offers a real and comprehensive picture of the entire population at a specific point in time. Recognizing the value of this information is crucial, and there is a need to promote a more efficient use of census results to guide the decisions and actions of policymakers.

Abstract:
The article reveals the specificity of statistical registration of the Russian Indigenous Peoples of the North, Siberia and the Far East in the period from the census of 1897 and the latest all-Russian census of 2010. Methodological tools of censuses was analysed: programmes and manuals, dictionaries of nationalities and languages. Based on the methodological peculiarities of the censuses, data on the number of the Russian Indigenous Peoples of the North, Siberia and the Far East presented in the censuses was systematised and integrated. The research results show that the lack of particular focus on the list, and, accordingly, the number of the Russian Indigenous Peoples of the North, Siberia and the Far East explains numerous discrepancies in the analytical data for 1897–2010.

En vez de estimar datos para áreas pequeñas partiendo de datos agregados y usando técnicas de inferencia, se ha elaborado una nueva base de datos que proporciona una estimación diferente de la distribución espacial de la renta salarial. La nueva base de datos, se ha obtenido enlazando estimaciones de salarios provenientes de la Encuesta de Estructura Salarial (EES) con datos del padrón de habitantes (1996) y del Censo (2001) desagregados por secciones censales. El resultado es una matriz de ingresos salariales para cada sección censal de los 36 municipios pertenecientes a la AMB y para dos periodos (1996-2002). Se utiliza la familia de Índices de Entropía Generalizada para calcular la desigualdad y su variación. Se presentan los componentes inter e intra-municipales de la medida de la desigualdad. This article puts forward a new approach for the estimation of the spatial distribution of earnings in the BMA. Instead of estimate data for small spatial units leaving from aggregated data and using inferential techniques, we create a new database which provides a different estimation for the spatial distribution of wage income in Barcelona Metropolitan Area (BMA). The database is obtained by matching data from the Wage Structure Survey (WSS) with data from the Census disaggregated by census tracts. It contains data on wage incomes for every census track for 36 municipalities belonging to the BMA in two periods (1995-2002). We use the family of Generalised Entropy Indices to measure the inequality and its variation. Further, we decompose the inequality into inter and intra-municipality measures.

Abstract:
The Social and Economic Survey Research Institute (SESRI) at Qatar University is implementing the agricultural census in Qatar (2021), which is funded by the Ministry of Municipality and Environment. Agricultural census is a statistical process based on collecting, processing, and disseminating data on the structure of agriculture, which often covers the whole country or a large part of it. It usually involves collecting agricultural data such as the size of properties, land usage, cropping areas, irrigation, number of farm animals, resources, and manpower. Censuses are conducted regularly every ten years to provide more recent data for agricultural policy purposes. The data provided by the census is important for food security policies and Qatar National Vision 2030, which aims at the development and expansion of the agricultural sector. This requires the introduction of “finest practices” and an agricultural business model focused on economic efficiency, profitable and sustainable agriculture, optimal use of scarce resources, and a minimal impact on the environment. The objectives of the project are summarized as follows: • Provide sample frame for agricultural surveys. • Provide data of agriculture structure in the State of Qatar, which include properties, resources, production, and cost. • Provide up-to-date data for crops, vegetables, livestock, and used areas.
