Abstract:
This article is a theoretical study arising from the umbrella research project, Psychoanalytic Investigation of Clinical Phenomena in Depression in the Context of COVID-19, by the Laboratory for the Investigation of Contemporary Psychopathologies (UFF. Volta Redonda Campus), in an inter-institutional partnership with the Graduate Program in Psychology at UFRJ. The aim of the research is to demarcate and define the effects of the contemporary mutation of the social bond on subjectivity, based on the recognition that humanitarian/sanitary emergencies are catastrophic for subjective functioning. In this paper, we will present the Freudian démarche that led us to recognize melancholization as the main impact of humanitarian/sanitary emergencies on subjective functioning. The paper recalls the use of the term catastrophe and its epistemological status within the framework of psychoanalysis. This term is fundamental to our research hypothesis: humanitarian/sanitary emergencies are a catastrophe because they produce the civilizational ruin of guarantees for the affected population and the suspension of the functioning of subjective defences and sublimatory strategies for dealing with the condition of helplessness. By considering humanitarian/sanitary emergencies as a catastrophe, the paper highlights, in the line of argument developed by Sigmund Freud, the emergence of the affect of despondency or melancholization as pathos in dark times of humanitarian/sanitary emergencies.

Microtubules are not like other polymers. Whereas polymers such as F-actin will grow continuously as long as the subunit concentration is high enough, a steadily growing microtubule can suddenly shrink even when there is ample αβ-tubulin around. This remarkable behavior was discovered in 1984 when Tim Mitchison and Marc Kirschner deduced that microtubules switch from growth to shrinkage when they lose their GTP caps. Here, I review the canonical explanation of dynamic instability that was fleshed out in the years after its discovery. Many aspects of this explanation have been recently subverted, particularly those related to how GTP-tubulin forms polymers and why GTP hydrolysis disrupts them. I describe these developments and speculate on how our explanation of dynamic instability can be changed to accommodate them.

This paper tries to reread three masterpieces of Dystopia Literature: E. Zamyatin's We, A. Huxley's Brave New World, and G. Orwell's 1984. First, We is examined as a kind of theoretical manifesto (dialectics of 'freedom and happiness') of this genre. Special attention is paid to the intrigue of Mephi (I-330), D-503's ‘betrayal', peculiarities of 'One State' (Utopia-Dystopia), 'Benefactor,' etc. The third chapter is dedicated to reading Brave New World. The novel shows serious thoughts on how to resolve such three problems as difference (class), sexuality (family egoism), and death. After that is followed the analysis of 1984 as an ideal Dystopia SF novel. This research focuses not only on political system but also on Winston Smith's rebellion and tragic catastrophe. In conclusion, this study hopes to study the 'former' Soviet SF such as the Strugatsky Brothers' novels.

Anita Mazumdar Desai occupies a much privileged place in the Indian Writing in English. She is known as an acclaimed Indian woman novelist who deals with the psychological problems of her women characters. She was born in 24 June 1937 in Mussoorie. Her father D.N. Majumdar was a Bengali businessman and her mother Toni Nime was a German immigrant. Anita Desai is working as Emeritus John E. Buchard Professor of Humanities at the Massachusetts Institute of Technology. Anita Desai got a congenial environment to learn different languages in her own home and neighbourhood. She learnt Hindi from her neighbourhood. They used to speak German, Bengali, Urdu and English at their home. She learnt English at her school. She attended Queens Mary Higher Senior Secondary School in Delhi and she did her B.A. in 1957 from the Miranda House of the University of Delhi. So far is Anita Desai literary career is concerned, she wrote her first novel Cry, the Peacock in 1963. With the help of P. Lal, they founded the publishing firm Writers Workshop. Clear Light of Day (1980) is her most autobiographical work. Her novel In Custody was enlisted for the Booker Prize. She became a creative writing teacher at Massachusetts Institute of Technology in 1993. When she published her novel Fasting Feasting and it won the Booker Prize in 1999, she came to the limelight. She was shortlisted for the Booker Prize three times in 1980, 1984 and 1999 for her novels Clear Light of Day (1980), In Custody (1984) and Fasting Feasting (1999) respectively. She received Padma Bhushan in 2014 also. She has received Sahitya Akademi Award in 1937 for her well-known novel Fire on the Mountain. The present paper analyses the central female protagonist Maya’s materialistic pursuits which turn in a great catastrophe for her in the novel Cry, the Peacock.

The alliance between faith and health in responding to a looming AIDS crisis in South Africa was exemplified in the collaborative work of two Catholic clerics and three nurses. Whereas their work was often eclipsed by the struggle for independence, Archbishop Denis Hurley and Father Ted Rogers envisioned a looming AIDS catastrophe and started warning, training and supporting societies with relevant strategies to minimise its impact as early as 1984. This article analyses their response to the AIDS crisis as witnessed by these nurses and two other contemporary clerics. Archival materials such as the Southern Cross magazine, plenary minutes of the South African Catholic Bishops Conference (SACBC), and correspondence letters shed more light on their difficult operating context.

The use of drone brood to control the Varroa disease (Varroa jacobsoni Ouds) was tested in twenty bee colonies (ten as control) which had a very low Varroa mite infestation. The experiment started in winter 1981-82. Early in spring 1983 the brood was removed from ten hives and later during April, May and June it was replaced by drone combs (trap combs) which were also removed when drone cells were capped. The same treatment was repeated during spring 1984. In July 31, 1984, the adult bee infestation was 0 to 7%, while the worker brood’s infestation was 0 to 17%. The data show that, after two and half years without any acaricidal treatment, six out of the ten bee colonies continued to have a very low mite infestation, while three showed high infestation and had to be treated with acaricide. One of the three colonies was treated by acaricide in the winter 1983-84, that is two years from the beginning of this experiment. On the contrary, in the ten control colonies (with the same low infestation in spring 1982) the mite infestation reached catastrophic levels by August 1983.

Abstract:
Critical sociolegal scholars highlight how the law favors powerful actors in handling the socioenvironmental devastation affecting marginalized populations. What receives scant attention is how the neoliberalization of the world economy has further enabled powerful capitalist firms to shape the legal path in their own favor and to the detriment of the marginalized. Union Carbide’s 1984 Bhopal catastrophe killed 25,000, injured 600,000, and left prolonged consequences. This paper advances our understanding of the political economy of law by analyzing the handling of death and devastation in Bhopal. Drawing data from 60 interviews with Bhopal victim activists and archives, it advances the argument that the law mirrors the interests of the neoliberal actors of capital. Findings suggest that the law has not only proved unable to safeguard the weakest elements of Bhopal society, but also the pursuit of legal solutions under neoliberalism is incapable of addressing the long-term harms affecting marginalized Bhopalis.

Traumatic accidents fundamentally shatter the time-based experience of humans between the present and the past. The poisonous night not only had an intense effect on their way of life, but also had an acute impact on their understanding of how to deal with problems. However, another whammy COVID-19 makes their lives more traumatized, unsustainable, and also the victims of another catastrophe. The researchers of the present study have attempted to focus on the traumatic conditions and lessons faced by the Bhopal Gas Victims. In short, the present study puts the focus on the disputable record of sustainable development of the Bhopal Gas Victims in duration, from 1984 to the COVID-19 period, through an analysis of different studies.

Jusqu'à une période récente, la responsabilité en matière de droits de l'homme n'a été envisagée que sous l'angle de celle des individus. Or, le contexte économique actuel fait apparaître une nouvelle dimension de la question de la responsabilité dans le domaine des droits de l'homme. En effet, les violations des droits de l'homme ne sont pas seulement le fait des Etats ou des individus, mais elles sont aussi celui des entreprises notamment des sociétés transnationales. L'objectif de notre recherche vise à contribuer à l'étude de la responsabilité des sociétés transnationales en droit international des droits de l'homme. L'évolution actuelle des sociétés transnationales est marquée par une situation d'impunité en droit international. L'encadrement juridique de ces entités repose sur le droit mou (soft law) en d'autres termes, sur un corpus normatif non contraignant constitué de codes de conduite. Ces codes de conduite sont d'une part d'origine interne, lorsqu'ils issus des initiatives des entreprises et d'autre part d'origine externe, lorsqu'ils ont été établis par des organisme indépendant tel que l'Organisation internationale du travail et l'OCDE. Non contraignants, ces instruments ne peuvent répondre aux préoccupations relatives à la protection des droits de l'homme dans la sphère des sociétés transnationales. C'est pourquoi, une réglementation contraignante dans ce domaine s'impose. C'est dans ce sens que s'inscrit le projet des normes relatives aux sociétés transnationales en matière de droits de l'homme actuellement en cours aux Nations unies. Ce projet modèle est loin d'être parfait. Car il ne prend pas en compte certains concepts juridiques inhérents à la responsabilité des sociétés transnationales. Il s'agit notamment de concepts tels que la responsabilité solidaire des sociétés mères avec leurs filiales et sous-traitants ; la responsabilité des dirigeants de la STN. .
Until recently, liability in the field of human rights had only been considered with respect to individuals. Yet, the current economical context reveals a new aspect of the liability matter in the area of human rights. Indeed, violations of human rights are not only held on the account of sovereign states or individuals, but also firms especially transnational coporations. The purpose of our research is to aim at contributing to the study of liability of transnational corporations in international human rights law. The current evolution of transnational corporations is characterized by a state of impunity in international law. The legal framing of these entities lies on soft law, in other words, on a non-restricting normative corpus made up of codes of conduct. These codes of conduct have on one hand an internal basis when they are established by independent groups such as the International Labor Organization (ILO) and Organisation for Economic Co-operation and Development (OECD). These non-restricting measures cannot respond to the concerns relating to human rights protection in the sphere of transnational corporations. Therefore, a restricting regulation in this area is needed. This is the undergoing perspective which is notably currently undertaken by the project of the United Nations including norms relating to the accountability of transnational corporations in the field of human rights. This pilot project is far from reaching perfection for it does not take into account several legal concepts inherent to the liability of transnational corporations. This includes concepts such as common liability of head firms along with their branches and subcontractors or also the liability of transnational corporations executive. .

The devastating 1999 Marmara and Duzce earthquakes lead to a significant increase in the earthquake studies in Turkey in geological, engineering and financial aspects. The start of the Turkish Catastrophe Insurance Pool (TCIP) in September 2000 brought the mandatory earthquake insurance scheme in Turkey. Since then, many claims have been made after the earthquakes. In this study, the earthquake insurance claims data of the TCIP is used to model the number of claims, Ni, and the total claim size (amount). Si, as response variables with time and other covari- ates considering earthquake risk zone 1 and zone 2 in Turkey. The special functions, which are the exponential and the power kernel functions, are used for the modelling purposes to represent the sudden jumps in the number of claims after a disaster. The methods to estimate the related model parameters are presented and the results are used in the modelling process. The total claim amount (or the aggregate claims) process, S(t), is a main tool to calculate the risk process and the expectation of the total claim amount, E(S(t)) =μΛ(t), gives an idea to calculate the necessary aount of the TCIP reserves. Therefore, the estimates of the suggested Ni and Si models are used to predict the necessary reserves of the Turkish Catastrophe Insurance Pool for selected zones. Afterwards, some examples of existing disaster management programs in different countries are given and the features of the Turkish Catastrophe Insurance Pool are discussed. Then, a hypothetical financial vulnerability analysis for Turkey in 10-,50-, 100- and 500- years is presented with suggested solutions in case of a financial gap.

Les années 80 sont marquées par des événements historiques importants. La tension et le partage entre l'Est et l'Ouest se fissure progressivement avec l'affaiblissement du pouvoir de l'Union Soviétique. Par l'exemple de l'une des républiques, l'Arménie, nous avons essayé de présenter cette période de transition, où le pouvoir central parcourt des méthodes de répression pour étouffer le mouvement d'indépendance des nationalités. Le tremblement de terre en Arménie se produit lors de ces turbulences politiques, ravageant un important secteur industriel et rural de l'Arménie et complquant encore plus l'Etat de transition politique et socio-économique de la république. Il permet néanmoins aux acteurs du mouvement humanitaire occidental de s'insérer dans ce contexte complexe de la fin du système soviétique, de jouer un rôle incontestable dans la découverte de la réalité du pays, des conséquences de la soviétisation et d'en témoigner. Mais l'intervention en Arménie découvre aussi les limites de l'action humanitaire. Reflet de l'esprit et des valeurs de la société occidentale cette action reste étrangère au contexte social et politique de l'environnement où elle intervient marqué par une civilisation intraduisible pour les acteurs intervenants
Important historical events have marked the 1980's. The tension and the division between East and West have given way progressively with weakening of the power of the Soviet Union. We tried to present this period tension with the example of Armenia. Here the central power used repressive methods to suppress the nationalist independent movements. The earthquake in Armenia happened this period of political turbulence devastating an important industrial and rural sections of Armenia and making even more difficult the political, economical, and social transition of the republic. Nevertheless it has given to western humanitarian movement the possibility of integration into this complex context. But the intervention in Armenia has showed us the limits of humanitarian action which symbolises the spirit and values of the western society, as these are foreign to the social and political context of the Armenian civilisation which remains basically incomprehensible to the humanitarians workers

Prenant pour objet d’étude les usages politiques de l’accident de Tchernobyl en Biélorussie entre 1986 et 2008, cette thèse analyse les raisons d’une faible importance de la mémoire de la catastrophe nucléaire dans la vie politique de ce pays, dont près d’un quart du territoire a été gravement contaminé par les retombées radioactives. Cette recherche identifie les facteurs de l’écartement des souvenirs de l’accident de la sphère publique à travers l’examen des principales étapes de la construction des représentations de la catastrophe : la gestion de la crise post-accidentelle par les autorités soviétiques entre 1986 et 1987, la mobilisation politique et sociale autour des problèmes liés aux conséquences de la catastrophe entre 1989 et 1991, les politiques identitaires de l’Etat biélorusse et de ses contestataires entre 1994 et 2008. Tout d’abord, cette thèse s’attache à mesurer l’impact aussi bien de la libéralisation du régime politique à la fin de l’URSS que du retour progressif à l’autoritarisme à partir du milieu des années 1990 sur les possibilités et les formes de l’évocation du passé de l’accident. Ensuite, elle analyse l’inscription du passé de l’accident dans les récits de l’identité nationale proposés par l’Etat et ses contestataires et conduisant à l’occultation de la spécificité de l’accident vis-à-vis d’autres événements du passé biélorusse. Enfin, cette recherche met en lumière la façon dont la gestion de l’impact sanitaire de la contamination radioactive par les autorités biélorusses favorise la dépolitisation de la mémoire de la catastrophe de Tchernobyl, notamment en mettant l’accent sur des problèmes psychologiques et d’hygiène individuels
Analyzing the political uses of the Chernobyl accident in Belarus between 1986 and 2008, this thesis aims at explaining the reasons for the weakness of the memory of the disaster in the political life of this country whose territory was severely contaminated by the radioactive fallout. In order to identify the factors contributing to the discarding of recollections of the accident from the public sphere, this research traces the main stages of the construction of the representations of the disaster: post-accident crisis management by Soviet authorities between 1986 and 1987; political and social mobilization with regard to the problems created by the disaster between 1989 and 1991; and national identity strategies of the Belarusian State and its challengers between 1994 and 2008. First, therefore, this study attempts to evaluate the impact that the liberalization of regime at the end of USSR as well as the gradual return to the authoritarianism from the mid-1990 had on the possibilities and the forms of the remembering of the accident. Second, it analyses the incorporation of the past of the accident into the national identity narratives that the State and its challengers have developed and that contributed to overshadow the disaster with regard to others events of the Belarusian past. Finally, this study brings to light the fact that the way Belarusian authorities have managed the health consequences of the radioactive contamination, which focuses mainly on the individual psychological and health problems, favored the depolitization of the memory of the Chernobyl disaster

Nous avons évalué l'impact de la modification des pratiques diagnostiques sur l'augmentation observée d'incidence du CT, étudié les facteurs de risque de cancer et établi, à la demande de la Direction Générale de la Santé, des recommandations pour améliorer le système de surveillance nationale des CT. Les articles publiés et les rapports qui constituent cette thèse sont issus d'une recherche clinique et d'études épidémiologiques conduites dans le service de Médecine Nucléaire de l'Hôpital Pitié-Salpêtrière (Paris, France), et à l'Institut de Veille Sanitaire par un Comité multidiciplinaire Cancer Thyroïdien (CCT).

Positing a particular mode of visual effects spectatorship, the chapter observes how narrative, theme, and spectacular images represent these concepts in congress. Over the period surveyed, these representations shift from sublime overwhelming images of disastrous events to more recent examples that embrace chaos as a source of creativity and knowledge.

Abstract Before the official establishment of creole studies, some prominent thinkers treated creole languages as genetic offshoots of their lexifiers, for example, Haitian Creole as a kind of French rather than as a separate language (Hjelmslev 1938, Hall 1958). However, concentrated research starting in the late 1960s suggested otherwise. Bickerton (1981, 1984) identified creoles as the product of catastrophic breakdowns oflexifier grammar. Meanwhile, Alleyne (1980), Boretzky (1983), Holm (1988), and others called attention to the extensive role that substrate languages played in the development of these creoles after the breakdown Bickerton referred to. By the 1980s, a consensus had emerged that creoles were challenges to the Stammbaum model of language change, being genetic descendants neither of their lexifiers nor of the languages spoken natively by their originators. This perspective finds its hallmark exposition in Thomason and Kaufman (1988).

<i>Abstract</i>.—The Striped Bass <i>Morone saxatilis</i> is an extremely important commercial and recreational species with a coastal migratory stock in the United States referred to as “Atlantic Striped Bass” managed by the Atlantic States Marine Fisheries Commission (ASMFC). Atlantic Striped Bass has four major contributing stocks, including the Chesapeake Bay, which comprises 70–90%, and the Hudson River, the Delaware River, and the Albemarle Sound/Roanoke River (A/R). The collapse of Atlantic Striped Bass in the late 1970s precipitated federal funding and legislation like the Emergency Striped Bass Study for research on causative factors of the decline and potential management recommendations. The 1981 ASMFC Interstate Fishery Management Plan (ISFMP) for Atlantic Striped Bass was nonmandatory and mostly ineffective until the 1984 Atlantic Striped Bass Conservation Act provided regulatory authorities to the ASMFC and the federal government to close fisheries in states out of compliance with ISFMPs. Restrictions and moratoria on harvest imposed in several states reduced mortality, and under favorable environmental conditions and given Striped Bass life history, multiple years of good recruitment occurred. This allowed target thresholds for female spawning stock biomass to be achieved and the ASMFC to declare recoveries of Atlantic Striped Bass stocks from 1995 to 1998. Regulation of river flows was particularly important for the A/R stock recovery, and this stock is presented as a case study. During the 20+ years following recovery, long-term monitoring by states in support of adaptive management was primarily supported by the stable, nonappropriated funding of the Sport Fish Restoration Act. Monitoring includes spawning stock characterization and biomass estimation, juvenile abundance surveys, cooperative coastwide tagging, and harvest data collection. Future issues facing the recovered Atlantic Striped Bass include interspecies effects of relatively high abundance, management of stocks separately instead of as a single coastal stock, and ecosystem-based fisheries management. Key lessons learned in the Atlantic Striped Bass recovery are that high societal value of the species provided the political impetus to create and fund the recovery program, coordination of management and enforcement efforts among all jurisdictions was essential for this migratory species, and fully funded long-term monitoring programs are critical to adaptive population management.

In order to classify volcanic eruptions and their potential effects on the atmosphere, Newhall and Self (1982) proposed a scale of explosive magnitude, the Volcanic Explosivity Index (VEI), based mainly on the volume of the erupted products (and the height of the volcanic eruption column). VEI’s range varies from VEI = 0 (for strictly non-explosive eruptions) to VEI = 8 (for explosive eruptions producing ∼1012 m3 bulk volume of tephra). Eruption rates for VEI = 8 eruptions may be greater than 106 m3s−1 (Ninkovich et al., 1978a, 1978b). Eruptions also differ in the amounts of sulphur-rich gases released to form stratospheric aerosols. Therefore, the sulphur content of the magma, the efficiency of degassing, and the heights reached by the eruption column are important factors in the climatic effects of eruptions (Palais and Sigurdsson, 1989; Rampino and Self, 1984). Historic eruptions of VEI ranging from three to six (volume of ejecta from <1 km3 to a few tens of km3) have produced stratospheric aerosol clouds up to a few tens of Mt. These eruptions, including Tambora 1815 and Krakatau 1883, have caused cooling of the Earth’s global climate of a few tenths of a degree Centigrade (Rampino and Self, 1984). The most recent example is the Pinatubo (Philippines) eruption of 1991 (Graf et al., 1993; Hansen et al., 1996). Volcanic super-eruptions are defined as eruptions that are tens to hundreds of times larger than historic eruptions, attaining a VEI of 8 (Mason et al., 2004; Rampino, 2002; Rampino et al., 1988; Sparks et al., 2005). Super-eruptions are usually caldera-forming events and more than twenty super-eruption sites for the last 2 million years have been identified in North America, South America, Italy, Indonesia, the Philippines, Japan, Kamchatka, and New Zealand. No doubt additional super-eruption sites for the last few million years exist (Sparks et al., 2005). The Late Pleistocene eruption of Toba in Sumatra, Indonesia was one of the greatest known volcanic events in the geologic record (Ninkovich et al., 1978a, 1978b; Rampino and Self, 1993a; Rose and Chesner, 1990).

It is well known that large spherical drops of water in air give enhanced scattering at angles close to the rainbow angle θ r ≃ 138°. Near θ r , diffraction provides an essential correction to geometric optics and the scattering is a simple example of a fold diffraction catastrophe.1 We observed2 the scattering from spheroidal drops into the rainbow region and we find other diffraction catastrophes can be produced depending on the drop's axis ratio q = D/H. Here the drop's diameter is D in the equatorial plane and it is H along the vertical axis of rotational symmetry. An acoustic standing wave was used to levitate the drop and to control q. The drops were oblate (q > 1 ) and they were horizontally illuminated. With q ≃ 1.31, the observed scattering pattern corresponds to the focal section of a hyperbolic-umbilic diffraction catastrophe. For q differing somewhat from this value, the pattern was observed to separate into fold and cusp diffraction catastrophes. These novel manifestations of far-field diffraction catastrophes are applicable to inverse problems.

This paper is concerned with the determination of the shape of a drop of water from the angular location of the cusped rainbow. This approach was stimulated by the recent discovery1 of novel diffraction catastrophes in the rainbow region of horizontally illuminated spheroidal drops. Hyperbolic-umbilic and cusp catastrophes arise because, in addition to the usual set of equatorial rays, skew rays contribute to the scattering near the horizontal plane. The type of scattering depends on the drop’s axis ratio q = D/H where D is the diameter in the equatorial plane and H is the diameter along the vertical symmetry axis. An umbilic focal section was observed when q ≃ 1.31. Nye2 has calculated this critical value from the condition that two infinitesimal-skew rays merge with two equatorial rays at the rainbow angle θ R ≃ 138°. The cusp in the unfolded catastrophe occurs where the skew rays merge with a single equatorial ray having a scattering angle θ > θ R . Ray tracing formalism was used to relate q to the θ of the cusp. This calculation was confirmed by observations with q from 1.21 to 1.37 and D ~ 1 mm.

As the capital of Bosnia and Herzegovina, Sarajevo for a long time was known for the 1914 assassination of the Austrian Archduke Francis Ferdinand, the final event precipitating World War I. After hosting the 1984 Winter Olympics, Sarajevo was perceived around the world as a place of peaceful gathering, but in April 1992, following the proclamation of Bosnia and Herzegovina’s independence from the Yugoslavian Federation, the Bosnian War started and again shifted the world’s perception of Bosnia and Herzegovina to one as a place of violence. After the recognition of dissolution, Bosnian Serb forces besieged the city of Sarajevo and for four years the city was subjected to bombings and gunfire. Sarajevo lies in a valley of the Miljacka River and is surrounded by mountains on all sides. Due to the geography of the region, artillery and snipers staged from the mountains had clear vantage points across the entire city. The Siege of Sarajevo, which lasted 1,425 days and resulted in 11,541 fatalities, including 1,600 children, became renowned as the most prolonged military siege in contemporary history. Sarajevo’s architecture and urban spaces suffered catastrophic damage, prompting civilian life to go underground where day to day life was constricted to only the absolute essentials. The constant bombings of the city not only transformed existing buildings, streets, and neighborhoods, but also forced civilians to reinvent their main dwellings. This was documented in 1994 by architect Zoran Doršner in his drawings “Destructive Metamorphosis.”

Abstract:
This paper presents the severe and often times game-changing limitations associated with our observational learning mode and the ineffective knowledge base that results from it. More specifically, this paper stands our current approach of pipeline risk assessment on its head, describing how “rare-events” data, as they relate to significant pipeline failures, are simply not being addressed by our probabilistic risk analyses and modern statistical approaches. Further, risk blindness has been shown to consistently minimize the perception of high-consequence risk in the corporate world. Touching on themes from Nassim Taleb’s book, The Black Swan [1], this paper is about those failure events that lie outside the realm of regular possibility. Such events would never have been convincingly predicted prior to their occurrence, and yet they carry an extreme impact. Note that just because a failure was catastrophic does not necessarily mean it was a Black Swan. For example the financial melt down of 1982 was a catastrophe, but it was not a black swan. There have been numerous pipeline failures over the years that were quite catastrophic, but which were not Black Swans as referenced in this paper. They were neglect. It is important not to confuse the two.

Since the catastrophic HEP seam weld failures of Mohave (1985) and Monroe (1986), electric power utilities have become more interested in developing and implementing examination and fitness-for-service evaluations of their HEP systems. At least 30 failures or substantial cracks in Grade 11 (1-1/4Cr – 1/2Mo), Grade 12 (1Cr – 1/2Mo) and Grade 22 (2-1/4 Cr – 1Mo) pipe longitudinal seam welds or clamshell welds have occurred from 1979 through 2000. This paper provides a statistical analysis of well-characterized Grade 11, Grade 12, and Grade 22 longitudinal seam weld failures or substantial cracks developed by long term creep rupture damage. Considering several applicable hoop stress parameters, linear regression analyses were performed to minimize scatter about a log stress versus Larson Miller Parameter (LMP) curve fit. Each of six applicable hoop stress equations was evaluated to determine the best fit stress space for the longitudinal seam weld failure data. These service experience industry data include pipe thicknesses ranging from 0.5 to 4.5 inches and failure times ranging from 71,000 to 278,000 hours.

Longitudinal cusp caustics (which unfold along the direction of propagation) are of interest when modeling the focusing produced by the passage of light through irregular media1 or reflected by curved surfaces. In the present research I model diffraction patterns characteristic of transverse cusp caustics which unfold perpendicular to the propagation direction of the most strongly focused ray. It is assumed that the amplitude exp [ik(g — ct)] in an x-y plane results from propagation (from an unfocused source) through irregularities or from reflection. If this wave is to propagate beyond the x-y plane in a homogeneous medium to produce a shear-free transverse cusp, it is sufficient to consider g = a1x2 + a2y2x + a3y2, a2 ≠ 0, with real a j . The Fresnel approximation of the resulting 2-D diffraction integral gives a wave field proportional to the 1-D Pearcy integral P(X, Y) or to P * (X, Y) depending on the sign of a1 + (2z)−1 where z is the distance beyond the x-y plane. The real parameters X, Y depend on the a j , z, k, and the transverse coordinates in the observation plane. Stationary-phase points of the diffraction integral locate the rays from the x-y plane to the observation point.

La recherche présentée ici s’intéresse aux processus de qualification et de déqualification d’espaces industriels situés en milieu urbain. En effet, à partir de l’étude des arbitrages entre recherche de sécurité et développement urbain dans le contexte particulier d’un site industriel sinistré, il s’agit de voir en quoi la catastrophe s’impose comme un temps brutal, et parfois irréversible, de déqualification d’un espace dédié jusque-là à l’industrie. Ces travaux entendent montrer comment s’opèrent les arbitrages en situation de crise, la prégnance de la catastrophe et de l’émotion qu’elle suscite dans les décisions à court terme. L’un de leurs intérêts réside dans la mise en perspective de deux cas de sites sinistrés. Il s’agit tout d’abord du pôle chimique sud-toulousain, dévasté par l’explosion dans l’usine d’engrais AZF le 21 septembre 2001. Cet accident a entraîné la mort de 31 personnes, des blessures pour de nombreuses autres, et de multiples dégâts matériels dans toute la ville de Toulouse. L’autre cas concerne l’incendie du dépôt pétrolier Shell dans le port industriel Édouard Herriot de Lyon en juin 1987, ayant causé la mort de deux personnes.
