Abstract:
La noblesse de l’ancienne Pologne considérait son pays comme un paradis de libertés à défendre contre les Habsbourg, Moscou et la barbarie turque. Le centralisme absolutiste moderne remettant en question ces libertés féodales, la noblesse polonaise bouda l’Europe et se replia sur son statut de monarchie élective et parlementaire, paralysée en fait par le liberum veto. Cette «anarchie polonaise» mène à sa disparition de la carte politique de l’Europe en 1795, mais la Pologne entretient le mythe d’un pays pacifique, prêt à se sacrifier pour toute la Chrétienté. Réplique du sacrifice du Christ, ce mythe est réactualisé par la guerre contre les bolcheviks et le discours anti-communiste de Solidarnost. Frappée par les démembrements successifs, la noblesse polonaise se distingua de l’aristocratie européenne fortement attachée à la monarchie de droit divin. Attachée au bien commun, res publica, elle s’engagea dans la lutte pour l’indépendance, liée pourtant au principe révolutionnaire des nationalités, de la souveraineté du peuple. Aux contraintes «modernes» imposées par les puissances occupantes, s’opposa une résistance «naturelle», anti-moderne ; l’esprit chevaleresque prêt au sacrifice, contre l’esprit marchand, la médiocrité du philistin. Victor Hugo répéta ces clichés du discours de l’émigration polonaise : «Le peuple français a été le missionnaire de la civilisation en Europe ; le peuple polonais en a été le chevalier». Michelet les reprit en louant La Pologne, martyre. Rhétorique classique des innocents, victimes de la méchanceté de l'Autre, ce discours national polonais prolonge la tradition de la «république des nobles». Car la masse paysanne, sauf rares exceptions, reste totalement muette. Heureusement, l’identité nationale trouve également asile à l’Église, où s’affirme une polonité catholique latine, contre l’orthodoxie russe ou le protestantisme prussien. Paradoxalement, la glorification de l’ancienne Pologne sarmate, pays idyllique de libertés, thème favori de notre littérature romantique, se marie avec le discours national et l’appartenance au monde européen, occidental et latin. Preuve d’une certaine immaturité, cette fragilité du moi national est alimentée, à la fois par un complexe d’infériorité à l’égard de l’Occident, et un complexe de supériorité à l’égard de la Russie. Les noces du Sarmate et de l’Europe ? Suivant l’exemple de Gaulle désireux de garder la France à l’écart du diktat de l’autre, notre pays deviendra-t-il l’enfant terrible de l’Europe ?

Abstract:
Abstract The effect of leadership decapitation—the capture or killing of the leader of an armed group—on future violence has been studied with competing conclusions. In Mexico, leadership decapitation has been found to increase violence and in-fighting among drug cartels. However, the causal pathways between leadership decapitation and in-fighting are unclear. In this article, it is hypothesized that leadership decapitation will weaken alliances between armed actors, lead to greater preferential attachment in networks of cartels and militias, and result in greater transitive closure as cartels seek to expand their power. These hypotheses are tested with a stochastic actor oriented model on a network dataset of episodes of infighting among cartels and the militias formed to opposed them between the five years before and after Joaquín, “El Chapo” Guzmán Loera, the former leader of the Sinaloa Cartel, was arrested in 2016. The results show that alliances have virtually no effect on the decision of cartels and militias to fight each other; weaker organizations faced a higher reputational cost after El Chapo’s detention; and post-arrest cartel in-fighting did not increase as a result of uncertainty about the relative balance of power among cartels.

Abstract:
Un courant de météoroïdes est formé lorsque des météoroïdes sont éjectés par un corps parent (astéroïde ou comète). Lorsque ce courant rencontre la Terre, une pluie de météores apparaît. Ce lien entre météores observés et corps parent est difficile à établir, à cause notamment de la dynamique complexe des météoroïdes (forces non-gravitationelles -FNGs- et rencontres proches). Je définis donc un "groupe de météores" comme un ensemble de météores aux caractéristiques proches, mais dont le lien avec le corps parent est incertain. J'ai passé en revue les méthodes utilisées pour former des groupes: critère de dissimilarité des orbites et algorithmes de groupement. Au vu des incomplétudes remarquées, j'ai choisi de m'intéresser à ce problème sous l'angle du chaos, défini comme l'augmentation exponentielle de la distance entre deux orbites initialement infiniment proches. J'ai sélectionné un indicateur de chaos adapté, puis j'ai réalisé des cartes de chaos sur les Géminides, les Draconides et les Léonides, trois pluies de météores aux orbites très différentes. On montre comment les résonances de moyen mouvement (RMMs) capturent les particules et les empêchent de rencontrer la planète responsable de la RMM. Cet effet est plus important dans le cas de RMMs plus larges. Cependant, les FNGs peuvent modifier cet effet. Pour les Géminides, il existe un rayon limite en-dessous duquel la diffusion due aux FNGs empêche la capture dans les RMMs. En revanche, pour les Draconides et les Léonides, ce rayon limite est bien plus faible, et n'est pas atteint dans mes simulations. Cela est dû à la fois à la largeur des RMMs, bien supérieure à celle des Géminides, et l'effet plus faible des FNGs à masse égale par rapport aux Géminides. Enfin, je me suis intéressée aux Taurides, pour lesquelles le lien avec le corps parent fait l'objet de recherches, et plus particulièrement aux branches Nord et Sud. Cette fois, j'ai choisi d'utiliser les observations des météores. Elles se sont révélées difficiles à exploiter pour une étude dynamique et j'ai donc dû sélectionner moi-même des particules qui correspondent aux Taurides (selon leur position dans le ciel et leur vitesse au moment de leur rencontre avec la Terre). Les cartes montrent le chaos très élevé des Taurides et l’absence du mécanisme lié aux RMMs. Ces différences pourraient justifier la classification des Taurides en groupe plutôt qu'en pluie. J'ai eu des difficultés à retrouver les Taurides Sud dans mes données, ce qui jette un doute sur la validité de cette branche. D'autres intégrations sont nécessaires pour investiguer ces résultats, mais les cartes de chaos donnent de premières indications sur la différence groupe/pluie
A meteoroid stream is formed when meteoroids are ejected by a parent body (asteroid or comet). When this stream encounters the Earth, a meteor shower appears. This link between observed meteors and their parent body is difficult to establish, mainly because of the complex dynamics of meteoroids (non-gravitational forces -NGFs- and close encounters). I therefore define a 'meteor group' as a set of meteors with similar characteristics, but whose link with the parent body is uncertain.I have reviewed the methods used to form groups: orbit dissimilarity criteria and grouping algorithms. In view of the incompleteness observed, I chose to look at this problem from the angle of chaos, defined as the exponential increase in the distance between two orbits that are initially infinitely close.I selected a suitable chaos indicator and then produced chaos maps of the Geminids, Draconids and Leonids, three meteor showers with very different orbits. I showed how mean motion resonances (MMRs) capture the particles and prevent them from encountering the planet responsible for the MMR. This effect is greater in the case of larger MMRs.However, NGFs can modify this effect. For Geminids, there is a limiting radius below which diffusion due to NGFs prevents capture in MMRs. On the other hand, for Draconids and Leonids, this limiting radius is much smaller, and is not reached in my simulations. This is due both to the width of the RMMs, which is much greater than that of the Geminids, and to the weak effect of the NGFs for the same mass for these orbits, unlike the Geminids.Finally, I turned my attention to the Taurids, for which the link with the parent body is the topic of several studies, and more particularly to the North and South branches. This time, I chose to use meteor observations. These proved difficult to exploit for a dynamic study, so I had to select the particles that corresponded to the Taurids myself (according to their position in the sky and their speed at the time of their encounter with the Earth).The maps show the very high chaos of the Taurids and the absence of the MMR mechanism. These differences could justify classifying the Taurids as a group rather than a shower. I had difficulty finding the Southern Taurids in my data, which casts doubt on the validity of this branch. Further integrations are needed to investigate these results, but the chaos maps give some initial indications of the group/shower distinction

Le courant d'alimentation d'une carte à puce présente des corrélations significatives avec les données traitées par son microcontrôleur. Les techniques de cryptanalyse dites « par analyse en courant » exploitent ces corrélations pour déterminer les clés secrètes des cryptosystèmes embarqués. Cette étude traite de la conception d'un système d'alimentation sur puce destiné à protéger les microcontrôleurs encartables contre les attaques par analyse en courant. Le nouveau système proposé permet de réguler la tension d'alimentation interne du microcontrôleur à partir de la tension d'alimentation externe fournie par le lecteur, tout en décorrélant le courant d'alimentation externe du courant d'alimentation interne. Sa surface et son rendement respectent les contraintes imposées par le support. De plus, son architecture inclut un nouveau générateur d'horloge aléatoire basé, entre autres, sur un attracteur chaotique de type « double-scroll ». Le système a été simulé avec Eldo et les paramètres MM9 d'un procédé CMOS 0.18 µm standard de la société STMicroelectronics; les résultats des simulations témoignent de son efficacité. Par ailleurs, l'oscillateur chaotique a été fabriqué suivant le procédé CMOS 0.35 µm 2P/4M du fondeur AMS; les mesures expérimentales confirment les résultats théoriques.

Abstract:
This study explored the intercultural conflict between urban Nepalis, who believe in Western medicine, and the Jhakris, Nepalese traditional healers. Nepalis in Western influenced urban areas made traditional healing practices illegal, resulting in violent arrests and beatings of Jhakris by police and occasional violent retaliation by Jhakris. This research sought to understand the roots of the intercultural conflict between the urban Nepali society and the Jhakris, and suggest possible solutions to reduce this intercultural conflict. Interviews were conducted with eight members of each group. The data were analyzed by using a conflict styles framework. Westernized members of urban Nepali society ranked high on the Competing conflict style and the Jhakri community ranked high in Compromise and Problem-Solving styles. The perceived grievances of each group were summarized and it was concluded that people in both groups who have a choice of Western and Jhakri healing options might be best placed to begin working toward negotiation and mediation.

Abstract:

Patient safety is a prominent issue in health care as evidenced by the staggering statistics of deaths and harm due to preventable medical errors. As front line clinical leaders, charge nurses (CNs) have key roles in keeping patients safe. There is a gap in knowledge of the specific actions and processes CNs implement to keep patients safe. This study attempted to narrow this gap by exploring actions and processes CNs implement to keep patients safe using a grounded theory design and generating a substantive theory that can inform CN job descriptions, serve as the basis for CN orientation and training, and empower CNs to promote patient safety in practice. This study utilized purposive sampling of CNs on medical-surgical units with data collected through 11 interviews and six observations. The substantive theory that emerged was Navigating through Chaos: CNs balancing multiple roles, maintaining a watchful eye and working with and leading the health care team to keep patients safe. This study contributes to the knowledge base of the CN role related to patient safety. Recommendations to maximize the potential of the CN role in promoting patient safety include clearly defining CN role responsibilities, addressing staffing shortages, and providing CNs with the necessary information to complete their work. The specific actions and processes identified in this study can be incorporated into course content on clinical nursing leadership. The substantive theory can also guide further research to study relationships between specific CN actions and processes and patient safety outcomes.

Abstract:
The aim of this study was to explore the Health Service Utilization (HSU) of homeless people in Dublin. In particular, it sought to identify a critical realist explanatory model for why the HSU of homeless people differs from that of the general population. Critical realist (CR) ethnography was used as the research methodology and was supplemented with forty-seven semi-structured interviews and two focus groups. The HSU of homeless participants in Dublin is described. When compared to the domiciled population, homeless people were found to have a tendency to present late on in their illness, to have higher utilization of primary care services and lower utilization of secondary care services and to avoid psychiatric services. The factors that influenced participants HSU tendency are identified as external or internal influences on HSU. External factors are described as physical, administrative or attitudinal barriers or deterrents; or external promoters of health service usage. Internalised inhibitors and promoters are illustrated as either cognitions or emotions that are developed in reaction to external circumstances and which either negatively or positively impact on health service usage. Interactions between health professionals and participants that resulted in exclusion (by the health professional or self-exclusion) are described as Conversations of Exclusion. A critical realist model was outlined that offers an explanation for why homeless people’s HSU differs from that of the general population in Dublin. This model included a description of the generative mechanisms identified as producing the HSU tendencies in the study population. The implications of this new model are discussed in the light of the literature and previous models that seek to explain the HSU of homeless people.

Abstract:
Bakgrund: I framtiden tror man att ännu mer sjukvård kommer att skötas i primär och kommunal hemsjukvård. Distriktssköterskorna som idag jobbar inom hemsjukvården har ettstort ansvar för den vården som utförs i hemmet. Att undersöka vilka faktorerdistriktssköterskor upplever leder till god palliativ vård i hemmet är därför viktigt. Syftet:med studien var att undersöka distriktssköterskors egna upplevelser av att jobba medpalliativ vård inom hemsjukvården. Metod: Studien är genomförd i Mellansverige som harbåde tätort och glesbygd som sjukvårdsområde. Kvalitativa intervjustudier genomfördes.Resultat: Det som framkommer i resultatet är betydelsen av symtomlindring och att alltidvara följsam och kunna uppmärksamma förändringar för att kunna lösa situationer somuppstår. För detta behövs erfarenhet och vara en god samordnare, för att den palliativavården ska fungera på ett bra sätt i hemmet. Diskussion/ Slutsats: Huvudresultatet iexamensarbetet visar att det krävs erfarna distriktssköterskor för att kunna bedriva godpalliativ vård fullt ut. Resultatet beskriver också hur viktigt det är med välfungerandesamarbeten mellan alla som är delaktiga. Detta för att vårdtagaren och de närstående skakänna meningsfullhet och livskvalitet i hemmet den sista tiden i livet. Att vårda svårt sjuka isitt hem är en utmaning, men det ger också en stor tillfredsställelse att som distriktssköterskafå följa med på vårdtagarens resa, här finns det bara en chans att göra rätt.
Background: In the future, it is believed that even more healthcare will be provided inprimary and municipal home care. The district nurses who work in home care have a greatresponsibility for the care that is given in a home care setting. Studying the district nursesexperiences and what they think leads to good palliative care in the home is thereforeimportant. Aim: The aim of the study was to investigate district nurses own experiences ofworking with palliative care in a homecare setting. Method: The study was conducted in midSweden that have both urban and rural healthcare areas. Qualitative interview studies wereconducted. Findings : What emerges in the results is the importance of symptom relief and toalways be compliant and be aware of changes in order to resolve situations that arise. Forthis, experience is needed and to be a good coordinator. Discussion / Conclusion : The mainresult of the study shows that experienced district nurses are required to be able to give goodpalliative care. The result also describes how important it is that all professions to work welltogether in end of life care. This is so that the patient and relatives at the end of life feel ameaningful and a good quality of life in the home. Caring for seriously ill people in theirhome is a challenge, but it also gives a great satisfaction that the district nurse can follow onthe patient´s journey towards end of life, here we just get one chance to get it right.

Abstract:
Syftet med denna studie är att undersöka eftervård för klienter som vårdats under Lagen (1988:870) om vård av missbrukare i vissa fall (LVM). Detta genom att undersöka avgörande faktorer för utfall av eftervård för klienterna. Vidare ämnar studien att undersöka klienternas motivation till eftervård från socialarbetares perspektiv. Studien syftar till att belysa en verklig bild av eftervården och eventuella utmaningar gällande eftervården för dessa klienter. För att undersöka detta utgår studien från följande frågeställningar:-Vilka faktorer avgör vilken eftervårdsinsats klienter som vårdats med stöd av LVM får? -Hur upplever och förstår socialarbetare sina klienters motivation till eftervård?För att besvara dessa frågeställningar användes semistrukturerade intervjuer som metod för att samla information från åtta informanter. Fem arbetar på socialtjänsten i olika kommuner och tre arbetar på institutioner styrda av Statens Institutionsstyrelse (SiS). Resultatet av studien visar att alternativen för eftervård är begränsade. När olika alternativ är tillgängliga påverkar andra faktorer eftervården, såsom kommunernas budget, klienters komplexa problematik och klienters förmåga att tillgodose sig behandling. Informanterna anger även att vissa klienter likställer tvångsvården med att sitta i fängelse, vilket innebär en utmaning i motivationsarbetet som socialarbetarna utför. Vidare visar resultatet på att motivationen är låg för klienter som återkommer inom tvångsvård. Klienternas motivation till eftervård tenderar att gå igenom olika faser under tiden på institutionen vilket skapar utmaningar för socialarbetarna. Studien visar även på att ett samarbete mellan socialtjänsten och SiS är grundläggande för positiva utfall för klienterna.
The aim of this study is to examine aftercare for clients who have been in compulsory treatment under the Substance Abusers (Special Provisions) Act 1988. This is done by examining determining factors for what kind of aftercare the clients receive. Furthermore the study aims to find out clients motivation to aftercare from the perspective of social workers. The study aims to highlight the reality of aftercare and the challenges of providing care to clients post-compulsory treatment. To examine this, the study is based on the following questions:-What factors impact clients post-compulsory treatment paths?-How do social workers experience and understand their clients’ motivation for care post-compulsory treatment?To answer these questions, the used method was semi-structured interviews to gather data from five informants working at social services in different municipalities, and three informants working at institutions run by the National Board of Institutional Care. The result of this study show that the options for care post-compulsory treatment are limited. When options are available other factors impact the aftercare, such as organisational budgets, the clients’ other complex life situations apart from yet related to the addiction and the clients’ ability to embrace the treatment. The respondents also state that for some clients, compulsory treatment is like being in jail, which means engaging in motivating clients can be very challenging. Furthermore, motivation for change is low for clients who re-entry compulsory treatment. The clients’ motivation for aftercare tends to go through different phases during the time they are under care at the institutions which provide challenges for the professionals working with them. The study also found that cooperation between the relevant organisations is essential for good outcomes for clients.

Abstract:
This Ph.D. dissertation processes and analyzes signals from the neonatal intensive care units (NICUs) for the study of maturity, systemic infection (sepsis) and the influence of immunization in the premature newborn. A special attention is payed to the electroencephalography and the breathing signal. The former is often contaminated by several sources of noise, thus methods based on the signals decomposition and optimal noise cancellation, adapted to the characteristics of the immature EEG, were proposed and evaluated objectively on real and simulated signals. By means of the EEG and delta burst analysis, detected automatically by a proposed classifier, infant's maturation and the effects of vaccination are studied. Concerning the second signal, breathing, non-linear and fractal methods are adapted to evaluate maturity and sepsis. Abstract:
In 2005, the five leading causes of death in Taiwan were malignant neoplasm, cerebrovascular disease, heart disease, diabetes mellitus, and trauma. Of these, diabetes is the most rapidly increasing disease. Older adults are the fastest growing segment of the population; high incidence and prevalence rates of chronic diseases are associated with aging and older adults are likely to require and consume the high cost of long-term care. Taiwanese groups include Non-Aborigines: Holo, Hakkas, Mainlander and Aborigines who total 13 groups. Aborigines have a unique culture, traditional religion and customs, that are all very different from Taiwanese non-Aboriginal people. From a cultural perspective, different ethnic groups may have different "thinking, decisions, and actions in patterned ways" (Leininger, 1985, p.209). The primary purpose of this study was to test the hypothesis that the diabetes self care knowledge, attitudes and behaviours, medical status, and quality of life of Taiwanese elderly with Type 2 diabetes mellitus, could be improved by the delivery of a specific health care package. The theoretical model used to drive the study was the Health Education Model based on the Revised Pender's Health Promotion Model (RHPM). The secondary purpose of the study was to compare the different ethnic groups and how their lifestyle impacted on their perceptions of diabetes. Comparisons were drawn between the Taiwanese Aborigines and non-Aborigine groups. This study utilised an experimental design with a cluster randomized sample (N=500, included experimental group 241 and control group 259, after three and six months followed-up, N= 485, experimental group 235 and control group 250) of Taiwanese elderly with Type 2 diabetes mellitus. Outpatients from Middle to Northern Taiwan included experimental group from 5 public health centres, 1 private clinic and 1 regional hospital and control group from 1 public health centre, 1 private clinic and 3 regional hospitals. Data were analyzed using SPSS for Windows, version 12.0 and STATA for Windows, release 8. Five research questionnaires were inquired in the study: Diabetes Personal Data Sheet which includes patient's demographic data and health status; the Rand Social Health Battery and Social Services questionnaire which includes an 11 item self-report scale that provides for social resources and social interaction; the Social Services questionnaire, adapted from the "Structured Interview Guide" (Ervin, 2004) which uses questions focused on the family's experiences of using services from various agencies and social services; the Health perceptions questionnaire (HPQ) (Ware, 1976) which includes 33 self-report items that records perceptions of past, present, and future health, resistance to illness, and attitude toward sickness; the Summary of Diabetes Self-Care Activities (SDACA) which consists of 11 items and 14 additional questions about diet, exercise, self-monitoring of blood glucose, foot care and smoking termination; and the Quality of Life (WHOQOL-Brief-TAIWAN) which contains four domains, and 26 facets include physical, psychological health, social relationship, and environment and which is adapted for use in Taiwan. The results indicated that the intervention health care package had a strong effect on blood glucose levels and well-controlled levels increased from about 60% to 80% in the intervention group. At 6 months of follow-up medical risk markers for complications were significantly reduced for patients in the intervention group compared to control group. Further, the intervention group improved in exercise, healthy diet choices, and blood glucose data but this had no effect on overall quality of life. Aboriginal participants were more likely than non-Aboriginal participants to understand the complications of diabetes complications other chronic diseases however the Aboriginal participants were less likely than the non-Aboriginal participants to have friends who supported them, attend religious services, participate in voluntary group activities, and eat fruit and vegetables. The study concluded that the special health care package developed for Taiwanese elderly with Type 2 diabetes mellitus was able to affect diabetes participants' knowledge, attitudes and behaviours and improve clinical data outcomes. The intervention did not however improve participants' quality of life. Further investigation is required to confirm the effects of the intervention in younger patients and patients of other ethnic backgrounds such as foreigners who live in Taiwan.

AbstractResearch on shoreline carrying capacity is of great practical significance to promote the sustainable development of shoreline. Taking into account five aspects of shoreline health, resource supply, environmental pollution, ecological service and social service, the evaluation index system of shoreline carrying capacity was systematically established. Taking the Nanjing reach of the Yangtze River as a typical case, the variation trend of shoreline carrying capacity in recent 40 years was analyzed. The Landsat satellite remote sensing images from 1984 to 2020 were collected. The classification regression tree (CART) algorithm was used to classify the land use types in the remote sensing images, and then evaluation indexes of shoreline carrying capacity were calculated. The results show that the shoreline carrying capacity of the Nanjing reach was basically stable from 1984 to 2003. With the large-scale development and utilization of the shoreline since 2003, the carrying capacity of the Nanjing reach gradually decreased and approached the warning line. Due to the implementation of restrictive measures such as “action to clear the four chaos” and “the operation of responsibility system on river/lake leaders” by Chinese government after 2018, the carrying capacity of the Nanjing reach has rebounded rapidly. With the help of Mann-Kendall (MK) mutation analysis method, the mutation point of the time series of the shoreline carrying capacity of the Nanjing reach was found to occur in 1991, 2012 and 2018. The research results can help to discover unsustainably social and economic activities, put forward the productivity layout adjustment, and guide corresponding management measures in the reach.

Flexible link systems are increasingly being used in the robotic and other applications. The dynamics of distributed parameter single flexible link system, especially in the vertical planes, is known to demonstrate chaotic behavior upon harmonic excitation. However, to the best of authors knowledge, chaotic dynamics of ultra-large deflection flexible systems with distributed and lumped parameters considered together has not been considered in the literature so far. Dynamics of a representative case, an inverted flexible pendulum with tip mass on cart system, is analysed in this paper. Experimental results on a custom built system consisting of link having 1. ultra large deformation (300 times thickness) as compared to thickness, 2. a tip mass, and 3. base fixed to a cart, under harmonic excitation under several frequencies were obtained. Poincaré maps with large set of data show successive progression with a small cluster of points to start with splitting into two clusters finally leading to butterfly figure of chaotic vibrations. Effect of variation of the excitation amplitude is also explored leading to interesting change in the patterns of Poincaré maps observed.

First of all, they concern problems of accommodation, sustenance, proper health care, education, leisure, transport, development of technical infrastructure, etc. It seems, however, that the pace of progress and the accumulation of new challenges related to the needs of modernising and developing towns significantly exceed the existing capabilities of planning processes and work. Newer and newer investment projects always seem to be one step ahead of these possibilities. It is also noted that despite the great progress of civilization, life in cities does not become easier, but, on the contrary, more and more difficult. Therefore, city dwellers either fully or partially run away from them, seeking an opportunity to live in hitherto rural areas close to nature. Above all a tempting target for city dwellers have become villages surrounding these cities. As a result of this complex process, the nearest villages become the suburbs of cities with detached houses, in a sense blocking the development of these cities. Thus, existing rural areas cease to be such areas, losing the title of host sites. All of this is a kind of a trap as simultaneously these phenomena become unrestrained and generate spatial chaos. The more so that the chaos also affects interpersonal relationships, the quality of which is influenced by cultural differences as well as lifestyle. Nowadays the problem exists in most Polish cities, but observation in this article is limited to Cracow and Lesser Poland only.

Abstract In this paper, the dynamical behavior of a nonlinear mechanical system is considered, namely an inverted flexible pendulum excited in its base by a cart driven by a motor. In this experimental procedure, the chaotic motion of the pendulum tip was identified, in combination with a specific range of parameters. Time-frequency energy analysis is performed to be used for modeling the transition between the equilibria of the chaotic systems. Controlling the chaotic behavior of the system is realized using impulsive control method, where additive impulses are injected into the system, designed with specific impulses energy content at a specific frequency band. The experimental results are presented and discussed in detail, concentrating on how the designed impulses have to be injected to affect the system, specifically the transition between states of equilibria. The results from this experimental modeling procedure show that both additive impulse design and frequency filtering of the injected additive impulses are able to stimulate the equilibrium shift and therefore to control the chaotic behavior of the system.

Abstract:
Improving maternal, infant and young child nutrition (MIYCN) is a crucial global public health priority. Adequate nutrition during the early stages of life plays a fundamental role in ensuring optimal growth, development and long term health outcomes. This abstract examines the significance of education and counselling interventions in promoting optimal nutrition for mothers, infants and young children. Study objectives were to assess MIYCN knowledge and practices among caregivers, identify barriers to effective MIYCN education and counselling among community health assistants (CHA’s) and document recommendations for enhancing MIYCN training and counselling in Kisumu West. A qualitative study was conducted within Kisumu West sub-county of Kisumu County, based on 4 focus group discussions with caregivers of young children below 36 months (n=40) and in-depth interviews with community health volunteers (n=8). Focus group transcripts were coded independently and the same coding process and thematic analysis were applied to the in-depth interviews. Caregivers identified 3 domains influencing the outcome of MIYCN to be the health care provider counselling, support from family and community members and food safety knowledge and practices. CHA’s identified barriers to MIYCN provider training as well as caregiver counselling which included limited access to financial and counselling resources and limited qualified staff to deliver infant and young child feeding counselling. CHA’s strongly recommended incorporating culturally appropriate and context-specific approaches and engaging multiple stakeholders such as community leaders, village elders and male partners as effective strategies to enhance MIYCN. The successful implementation of MIYCN requires a comprehensive approach that addresses sociocultural factors, ensure sustainable support systems and foster collaboration among stakeholders. This work newly proposes an uncertainty quantification method named SAMBA PC (Sparse Approximation of Moment-Based Arbitrary Polynomial Chaos) that offers a single solution to many current problems in turbomachinery applications. At the moment every specific case is characterized by a variety of different input types such as histograms (from experimental data), normal PDFs (design rules) or fat tailed PDFs (for rare events). Thus, the application of UQ requires the adaptation of ad hoc methods for each individual case. A second problem is that parametric PDFs have to be determined for all inputs. This is difficult if only few samples are available. In gas turbines, however, the collection of statistical information is difficult, expensive and having scarce information is the norm. A third critical limitation is that if using Non-Intrusive Polynomial Chaos methods the number of required simulations grows exponentially with increasing numbers of input uncertainties: the so-called ‘curse of dimensionality’. In this work it is shown that the fitting of parametric PDFs to small data sets can lead to large bias and the direct use of the available data is more accurate. This is done by propagating uncertainty through several test functions and the CFD simulation of a diffuser, highlighting the impact of different PDF fittings on the output. From the results it is concluded that the direct propagation of the experimental data set is preferable to the fit of parametric distributions if data is scarce. Thus, the suggested method offers an alternative to the maximum entropy theorem to handle scarce data. SAMBA simplifies the mathematical procedure for many different input types by basing the polynomial expansion on moments. Its moment-based expansion automatically takes care of arbitrary combinations of different input data. SAMBA is also numerically efficient compared to other UQ implementations. The relationship between the number of random variables and number of simulation is linear (only 21 simulations for 10 input random variables are required). It is shown that SAMBA’s algorithm can propagate a high number of input distributions through a set of nonlinear analytic test functions. Doing this the code needs a very small number of simulations and preserves a 5% error margin. SAMBA’s flexibility to handle different forms of input distributions and a high number of input variables is shown on a low pressure turbine blade based on H2 profile. The relative importance of manufacturing errors in different location of the blade is analyzed.

Information technology is a common part of human activities today. In most countries of the world, the security, health, and industrial sectors can be established here. The dependence of these sectors on information technology has been significantly strengthened by the global covid-19 pandemic and the current war in Ukraine. Data digitization has brought positives such as availability, fast transmission, and processing of necessary information. As well as negatives as constant attempts to steal, destroy or abuse them. Health care is one of the sectors where it is the target of not only enrichment attacks, but also terrorist motives - the attack causes chaos and panic among the population. The number of such attacks increased dramatically during the covid - 19 pandemic and the military conflict in Ukraine. The article is therefore intended to point out the need for constant evaluation of changing environmental influences and motivations for attacks with regard to the topicality of security. The introduction of the article contains a theoretical framework of the issue with a description of the motivation and behavior of the offender. It goes on to list the most common ways of conducting cyber-attacks. Significant attacks on hospitals in the Czech Republic and around the world are also mentioned. It focuses on their motivation, success and damage caused. Finally, the common characteristic strengths and weaknesses of the SWOT method are evaluated, followed by opportunities and threats. In the end, the current extended recommendations follow the current routine operation of security procedures with an emphasis on changes and new threats in the global environment.

It is difficult not to look at the past while striving for perfection, as history teaches about what once was considered as success and failure in the process of urban development. The image of the ideal city is shaped by the care of the needs of current users and future generations. Ideal city is one that boldly puts the steps towards the future, opening up for new opportunities created by the development of science and technology. It opposes the often negative phenomena, which in the future can worsen, leading among other things to the loss of relationships within the society. In view of these risks, questions arise about tomorrow, about the fate of social spaces and public areas. Will the man of the future benefit from them? Will he replace them with virtual world? It seems that without the knowledge of the past and that is the experience of the builders of the cities of foregone eras and the directions of development of former trends it is impossible to shape the present, guided by one primary purpose - to serve the modern man, realizing his basic needs important for living and those which can be defined as more than basic, associated with personal preferences and ambitions. The future we want to know focuses on the experience of the past while trying to create local conditions today. Today is suspended between what has already happened and what will happen. Today is also a time to reflect on what is good and worthy of follow-up, and what constitutes a threat. Today triggers the need to seek remedies to all of the negative phenomena leading to uncontrolled urban sprawl, deepening of the spatial chaos, increasing suburbanization and mental anonymity of both the residents and space. The city in-between is the city standing at the threshold of modernity, creating a vision of the future on the canvas of not always positive experience that have taken place in the past.
