Abstract:
One of the most effective methods of obtaining evidence during the investigation of a criminal offense is the use of covert investigative (search) actions. Operational units play a significant role in the detection of such crimes, actively participating in criminal proceedings to obtain evidence by conducting appropriate undercover investigative (search) actions. However, the results of the analysis of judicial practice show that in modern conditions, a number of problematic aspects arise during the conduct of undercover investigative (search) actions. These issues have a negative impact on the effectiveness of providing evidence in criminal proceedings. In the places of active hostilities, the preparation and conduct of emergency response, as well as their subsequent fixation, has its own specifics and features. Changing conditions require rapid adaptation to new technologies and work methods, including the use of modern means of observation, analysis and communication. In this article, we considered the specifics of conducting covert investigative (research) actions during the investigation of criminal offenses under martial law. The opinions of scientists regarding the categories that determine the specifics of using and carrying out such actions in these conditions were studied, as well as the analysis of legislative acts regulating the powers of operational units was carried out. In particular, Article 5 of the Law of Ukraine "On operational and investigative activity” defines the subjects of this activity, which include operational units of the National Police. The need for proper planning and conducting covert investigative (research) actions by operative units for the successful disclosure of criminal offenses is argued. The specifics of carrying out individual NS(R)D in these conditions are highlighted and corresponding author's conclusions are made.

Abstract:
In this day and age, one of the specific ways of responding to organized crime is covert operations which, as a measure of an undercover investigation, are a very important form of legal and criminalistic actions. The most efficient tactic of covert operations is deploying an undercover investigator. The success of undercover agent missions is reliant on meticulous planning of every stage of the investigation, in this way the actions of undercover agents can prevent the future criminal activity of suspects and members of criminal organizations. The research subject of this paper encompasses the criminal procedure analysis of an undercover investigator in the legislation of the United States of America and the United Kingdom. This paper aims to compare the legal framework of commissioning an undercover investigator in two compatible legal systems to identify the elements that differentiate between these models and the legal solution in the Republic of Serbia. In the conclusion, we highlight the advantages and disadvantages of the observed differences.

Troubling partnerships between the New York City Police Department (NYPD) and criminal informants during the mid-1920s adversely impacted urban African American women’s daily lives. Part of multiple hierarchies of municipal corruption, undercover surveillance operations represented one of many apparatuses law enforcers employed to criminalize black women’s ordinary behavior, to reinforce Progressive era images of black female criminality and promiscuity, and to deny women of their personhood and civil rights. Black New Yorker and criminal informant Charles Dancy, identified by local black newspapers as a vicious con artist and serial rapist, figured prominently in undercover police operations. Dancy falsely identified black women as sex workers and had them arrested, and in the process sexually assaulted women. New York blacks were outraged by some NYPD members’ use of informants as well as black women’s erroneous legal confinement. Situating informant work within the context of police brutality, racial inequity, and the denial of American citizenship, New York African American race leaders, newspaper editors, and ordinary folks devised and took part in resistance strategies that contested police surveillance operations and spoke on behalf of those who were subjected to state sanctioned violence.

The relentless circulation of drugs within communities presents a pressing global challenge, necessitating precise eradication strategies. This study investigates the strategic management of drug eradication through the employment of the undercover buying method at the Mount Puyuh Police Substation. Drawing upon qualitative research methods including interviews, observations, and document analysis, this research delves into the integrated strategic management practices employed in combating drug abuse. Findings underscore the critical role of strategic management encompassing human resources, budgeting, and execution methods in the success of drug eradication operations. Through in-depth analysis, the effectiveness of the undercover buying method in gathering accurate intelligence and its impact on operational efficiency are elucidated. Discussion of these findings emphasizes the importance of integrated strategic management in drug eradication efforts, with practical implications including the development of more effective policies, targeted resource allocation, and enhanced public awareness campaigns. In conclusion, well-integrated strategic management holds the promise of achieving greater scale and effectiveness in drug eradication operations. The implications of this research highlight the ongoing need for refinement and advancement in sustainable drug eradication strategies

At the end of the sixties, the Royal Canadian Mounted Police (rcmp) ordered officers engaged in undercover operations to send reports on drug users and especially hippies. This paper argues that collecting information on hippies was a useful weapon in the battle against softening penalties for marijuana offences since the federal police force was among the strongest opponents of legalizing or decriminalizing marijuana for recreational purposes. By depicting hippies in very negative terms, the rcmp was able to describe them as a threat and argue against their cultural, social, and political demands on the grounds that this was necessary to preserve society as it was.

However, albeit a number of transnational legal means (especially European Union law) have been put into effect for such purpose and, also, for universalizing the national anti-trafficking approaches, the very recipients of exploitation (victims of human trafficking) are still marginalized. Rakstā tiek pētīta Eiropas Cilvēktiesību tiesas (ECT) pausto slepeno izmeklēšanas metožu (undercover operations) izpildes principu attiecināmība uz likumā “Par policiju” noteiktā kontrolpirkuma (turpmāk rakstā – policijas kontrolpirkums) izpildi. Policijas kontrolpirkums galvenokārt tiek veikts, lai atklātu administratīvos pārkāpumus, kuru izskatīšana nav piekritīga ECT, jo Cilvēka tiesību un pamatbrīvību aizsardzības konvencijas (turpmāk rakstā – Konvencija) 6. pantā noteiktās tiesības uz taisnīgu tiesu paredzētas apsūdzētajiem krimināllietās [1, angļu valodas versija]. Taču atsevišķos gadījumos arī administratīvais pārkāpums (vai disciplinārpārkāpums) var būt piekritīgs ECT kompetencei – tas atkarīgs no tā, kāda rakstura pārkāpums tiek izmeklēts un kāds sods par tā izdarīšanu paredzēts. ECT ir definējusi trīs kritērijus, pēc kuriem tā vērtē, vai pārkāpums atbilst krimināla pārkāpuma būtībai un ir piekritīgs Konvencijas 6. pantam. Aktuāls ir jautājums, vai likumpārkāpumi, kuru izmeklēšanā ir paredzēts izmantot policijas kontrolpirkumu, ir piekritīgi Konvencijas 6. pantam, un, ja tā, vai policijas kontrolpirkuma normatīvais regulējums ir atbilstošs ECT paustajiem slepenu izmeklēšanas metožu lietojuma principiem (nosacījumiem). The article examines the relevance of the principles of the use of secret investigation methods (undercover operations) expressed by the European Court of Human Rights (ECHR) to the test-purchase measure set out in the Law “On police” (police test-purchase). The police test-purchase mainly is used to detect administrative offences which are not subject to review by the ECHR, since the right to a fair trial provided in Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms (Convention) is reserved for defendants in criminal proceedings. The question is whether the offences, where police test-purchase is used as part of investigation, are subject to Article 6 of the Convention, and if so, whether the regulatory framework for police control is in line with the principles (conditions) of the use of secret investigative methods expressed by the ECHR.

Abstract:
The problem of operational-search support of special operations with the help of a complex of operational-search measures and other auxiliary tactical methods of actions that contribute to the effective achievement of goals and the solution of special operations tasks is considered. Based on the definitions of the concepts «special operation», «operational-search operation» and the opinions of researchers, the author proposed a definition of an operational-search support of special operations, tasks and stages of its implementation are formulated. It is noted that the entire range of tasks can be solved only with the widespread use of the undercover method, the use of an operational game, which implies the use of an organizational and tactical form - an operational search operation. If it is necessary to urgently conduct a special operation in conditions of extremely limited operational illumination, only certain measures of operational-search support are possible, which do not include an operational-search operation. Analyzing the experience of the practical activities of the internal affairs bodies of Russia, the author concludes about the consideration of special and operational-search operations in their dialectical interaction, when one type of operation by tactical methods of action can solve problems inherent in it, and at the same time it can ensure the actions of another type of operation. When analyzing the operational-search support, the author determines its most effective organizational and tactical form – the operational-search operation.

Purpose The purpose of this paper is to investigate the gap between the current vision and knowledge of future early career operations managers (OM) and a common strategic total quality management (TQM) framework. Design/methodology/approach A survey questionnaire and a non-parametric test for different groups of participants were adopted to identify the gap and analyse the significance of these groups on the factors in the TQM framework. Findings A new set of TQM factors with the necessity of more knowledge and understanding of future generation were identified, followed by the identification of clear differences amongst different groups of this generation. Practical implications A sustainable OM practice needs managers and leaders with a sustainable knowledge development of quality management (QM); and as the result of this study, the current vision of future young OM would not echo this. Originality/value This study has a systematic, non-parametric approach towards currently fragmented QM analysis, and is integrated with human resource and visionary elements of future young OM and universal QM models and theories.

Human resources play an important role in the life cycle of any organization and in its interaction with the external environment. The disadvantages and advantages of the internal environment are mainly manifested through the part of human resources that directly affects the behavior of the organization. Proper staff selection and career management directly affect the organization, its internal environment and position in the external environment. Employee career management also means creating an environment in which individuals make decisions about career advancement. Lack of willingness to engage in the decision-making process is considered one of the most significant difficulties in making career decisions. In the last ten years, the modern environment for living and working has inevitably encountered cyberspace. The most significant and influential forms of cyberspace in real life are the Internet, social networks and mobile phones. Mobile phones provide Internet access to customers anywhere and anytime, while the Internet provides access to social networks. The average cyberspace user has access to a large amount of data and information that can disrupt or slow him down in decision-making, and even in the career decision process. Social network users have the opportunity to be informed in real time about important events in the environment, as well as about the activities and reactions of important people that can influence their behavior. The subject of this paper is the possibility of the cyberspace influence on career decision because cyberspace has become a part of everyday living space. The aim of this paper was, based on the results of research described in the literature, to determine the possibility of performing friendly influence operations from cyberspace, based on psychological theories, in order to influence decision-making on career advancement. The paper confirms that cyberspace can be used to influence the career decision by performing friendly influence operations based on psychological theories of decision - making and influence. Friendly influence operations in cyberspace are defined as activities of individuals or organizations in cyberspace consciously aimed at trying to change the attitudes and behavior of individuals, small or large groups of people in order to achieve their or their well-being work and / or living environment. The Theory of Planned Behavior has been proposed as a theoretical basis for achieving a friendly influence operation. As the most appropriate ways of approaching the target group of the influence operation on career decision in cyberspace, e-mail is proposed in the paper for submitting personalized affirmative material on career advancement in electronic form, and sending informative and so-called social messages via social networks. The importance of the term cyber personality in the process of selecting the target group of cyberspace impact operations and its role in creating conditions for performing cyberspace impact operations for the needs of hybrid warfare is pointed out.

Purpose Based on the combined experiences of operations and supply chain management (O&SCM) scholars and a reflective practitioner, the paper compares, contrasts and reconciles the competences needed to research O&SCM practice and to practice O&SCM research. The purpose of this paper is to locate these competences for young faculty in relation to their ambitions and career choices. Design/methodology/approach The paper is based upon the contributions made at European Operations Management Association 2014 Young Scholars Workshop (YSW). The theme and programme of the workshop was “Operations management – research and practice”. Findings The paper outlines first the concept of the YSW, the evolution of themes and the specific focus of the 2014 workshop. It concludes with a reflection on the career development of O&SCM scholars, their potential role, as academics or practitioners, in the development of O&SCM theory and practice, and the role of collaborative research in that development. Practical implications This paper shows what it takes for O&SCM researchers to engage with “the world around us” involves and, vice versa, how “doctorate” OM and SCM practitioners may successfully solve practical problems and engage with the O&SCM world surrounding them in doing so. Originality/value The paper presents a collection of viewpoints of O&SCM scholars and a reflective practitioner on the competences needed to research OM practice and to practice OM research.

The pervasive high employee turnover intention, particularly prevalent in the hospitality sector, often disrupts company operations. This study investigates the influence of career plateau on turnover intention, mediated by affective commitment and career satisfaction. The research population comprises all hotel employees in East Java, with a sample size of 170 employees. The data analysis used the Partial-Least-Square Structural-Equation-Modeling (PLS-SEM) approach. The hypothesis testing results substantiate that career plateau significantly and negatively impacts affective commitment and career satisfaction. Furthermore, both affective commitment and career satisfaction significantly and negatively influence turnover intention. The study also reveals that career plateau significantly and positively affects turnover intention when mediated by affective commitment. However, when judged by career satisfaction, the career plateau's effect on turnover intention was positive but insignificant.

This paper explores the role of masculinities in animal harm and conceptions on the Masculinities Offender, primarily motivated by power and masculine behaviors. Within “masculinities crimes,” the exercise of power allied to sport or entertainment is significantly linked to organized crime and gambling. Masculinities crimes also include elements of cruelty or animal abuse and perceptions by offenders of their actions having cultural significance, and where toughness, masculinity, and smartness combine with a love of excitement. Examples include badger digging, badger baiting, cock-fighting, and other crimes involving the “sporting” killing or taking of wildlife. This article explores masculinities offender rationalizations and associated masculinity-based negative attitudes towards animals and animal harm. The public policy response to masculinities crimes reflects acceptance of the violent nature of offenders. Yet arguably enforcement and punishment through use of surveillance activities and undercover operations, and reliance on prison as the primary deterrent/sanction risks being counter-productive and reinforcing the very masculinities that underlie offending behavior.

Reverse police prostitution stings, which target men by using female police officers as decoy prostitutes, are becoming a common method in some United States cities for controlling the problem of solicitation for prostitution. The role of policewomen as decoys has received scant attention by scholars, though critics and traditional feminists view the practice as further evidence of the subjection and degradation of women in law enforcement. This article presents participant field observations of how reverse prostitution operations are conducted in Aurora, Colorado Springs, and Denver, Colorado and qualitative interview data from 25 female police officers who discuss their experiences as prostitution decoys. The findings indicate that female officers view the decoy role as an exciting opportunity for undercover work, despite the negative connotations of acting like a whore. According to the officers who work as decoys, it adds excitement and variety and offers potential for other opportunities for advancement within the police department in contrast to the rather mundane duties often associated with patrol.

The purpose of the study is to estimate the latent classes of vocational high school career development competencies and self-directed learning also, individual and school factors determining these latent profiles. To this end, we used data from the "2022 Career Education Status Survey" of 1,363 students, including (804 male and 559 female students). Based on the latent profile modeling analysis, we identified three distinct latent classes of students' career development competencies and self-directed learning. These classes were named ‘low-level group,’ ‘intermediate-level group,’ and ‘high-level group.’ Second, multinominal logistic regression analysis revealed that gender, career activity participation satisfaction, need for career information, conversation with parents, career information awareness, desired career preparation and learning motivation were significant predictors of the latent profiles at the individual-level. Also, perception of the principal's perception of career education support, career teacher's job performance, and the number of career experience operations were derived as predictive factors that distinguish the potential class was significant predictors of the latent profiles at the school-level. Implications of this study and suggestions for follow-up research were discussed.

Many of us will have seen uniformed guards patrolling in museums, airports, and other places where thefts or attacks are possible. In other similar places, we may have been unaware of undercover agents carrying out similar patrols. The latter type of patrollers has been modeled in recent literature. However, when the patroller is visible (wears a uniform), the potential thief or terrorist may be able to spot him when he is nearby and to time his theft appropriately. For example, the thief may wait a specified time after the uniformed patroller leaves his area. In “The Uniformed Patroller Game,” Steve Alpern, Paul Chleboun, Stamatios Katsikas, and Kyle Y. Lin study the effect on the patrolling game of having a visible (uniformed) patroller. It turns out that putting a uniform on the patroller greatly reduces his effectiveness in intercepting thefts or attacks. Of course, the visibility of a uniform may act as a deterrent to having the theft take place at all.

Purpose – A recent Supreme Court of Canada (SCC) ruling resulted in stricter rules being placed on how police organizations can obtain confessions through a controversial undercover operation, known as the Mr. Big technique. The SCC placed the onus on prosecutors to demonstrate that the probative value of any Mr. Big derived confession outweighs its prejudicial effect, and that the police must refrain from an abuse of process (i.e. avoid overcoming the will of the accused to obtain a confession). The purpose of this paper is to determine whether a consideration of the social influence tactics present in the Mr. Big technique would deem Mr. Big confessions inadmissible. Design/methodology/approach – The social psychological literature related to the compliance and the six main principles of social influence (i.e. reciprocity, consistency, liking, social proof, authority, scarcity) was reviewed. The extent to which these social influence principles are arguably present in Mr. Big operations are discussed. Findings – Mr. Big operations, by their very nature, create unfavourable circumstances for the accused that are rife with psychological pressure to comply and ultimately confess. A consideration by the SCC of the social influence tactics used to elicit confessions – because such tactics sully the circumstances preceding confessions and verge on abuse of process – should lead to all Mr. Big operations being prohibited. Practical implications – Concerns regarding the level of compliance in the Mr. Big technique call into question how Mr. Big operations violate the guidelines set out by the SCC ruling. The findings from the current paper could have a potential impact of the admissibility of Mr. Big confessions, along with continued use of this controversial technique. Originality/value – The current paper represents the first in-depth analysis of the Mr. Big technique through a social psychological lens.

Since September 11, 2001, the U.S. government and police departments across the United States, most notably the New York City Police Department, have been collecting intelligence targeting Muslim American communities. The controversial surveillance practices include the use of confidential informants, undercover operations, and entrapment, and infringing upon civil rights and civil liberties in the name of national security. A decade before 9/11, however, the Federal Bureau of Investigation (FBI) conducted the same practices against a completely different demographic – Christian Right militants, through a program called PATCON, short for Patriot Conspiracy. Building upon the concept of surveillance as social sorting (Lyon 2013) and surveillance and terrorism (Monahan 2013), This article will compare the history of surveillance tactics used by the FBI against Christian Right militants and those used by the NYPD against non-militant Muslim Americans, and assess their implications in the context of civil rights, leaving a legacy of mistrust between these respective groups and the federal government that further undermines the national security interests of the United States.

Background: Operations with natural numbers are highlighted in the first five years of elementary school, according to the prescribed and practised curricula. According to the recently prescribed curricula, the mathematics teacher should return to this theme in the 6th grade so that the students consolidate and expand this knowledge. This fact can constitute a great challenge for the teacher who may not have had adequate training to teach it, ignoring the work done in the initial years. Objectives: to investigate mathematics teachers’ didactic and curriculum knowledge about teaching problems involving multiplication and division - the multiplicative conceptual field, according to the National Curriculum Parameters and Vergnaud. Design: the principles of a qualitative study carried out with five mathematics beginning teachers, ex-scholarship holders of the Institutional Scholarship for Teaching Initiation Program (Pibid) of the Degree in Mathematics at the Federal University of Sergipe. Data collection and analysis: Data collection took place through interviews and protocols answered by teachers during the interviews; regarding beginning teachers, the study had as theoretical references the works of Huberman and Garcia and that of Ball, Thames, and Phelps about the necessary teachers’ knowledge for teaching. Results: It was possible to conclude that the teachers in the process of teaching the multiplicative conceptual field did not master the didactic knowledge essential for teaching operations. Therefore, it is necessary to expand the teachers’ knowledge base for teaching operations.
