Abstract:
This paper acknowledges the role of entrepreneurship for the development of the process of sustained livelihood. The paper proposes a systematic usage of the ‘Capability’ approach (Sen, 2000) as the basis of the methodology applied by agencies having objectives in lieu with the process of sustained livelihood, because of the wider applicability and span of this approach. Taking examples of rural non-farm sector schemes of NABARD (National Bank for Agriculture and Rural Development), the proposition of the usage of ‘Capability’ approach emphasizes the emergence of better criterion for measuring the effectiveness of the implementation of such schemes.

Abstract:
Capability theorists have suggested different, sometimes incompatible, ways in which their approach takes account of the value of freedom, each of which implies a different kind of normative relation between functionings and capabilities. This paper examines three possible accounts of the normative relation between functionings and capabilities, and the implications of each of these accounts in terms of degrees of paternalism. The way in which capability theorists apparently oscillate between these different accounts is shown to rest on an apparent tension between anti-paternalism (which favours an emphasis on capabilities) and anti-fetishism (which favours an emphasis on functionings). The paper then advances a fourth account, which incorporates a concern with the content-independent or ‘non-specific’ value of freedom. Only the fourth account would remove all traces of paternalism from the capability approach. Whatever reasons advocates of the capability approach might have had for rejecting this fourth account, those reasons are not internal to the capability approach itself.

Abstract:
Purpose – The purpose of this paper is to investigate the role of creative activity and storytelling in assisting development of students’ reflective ability and critical thinking. Design/methodology/approach – Eight biomedical science students undertaking year-long work-based placements took part in this action research study. A coding scheme was designed to assess students’ reflections initially and at each stage of the study. Intervention activities involved students using mood boards, images and storytelling to assist development of creative learning spaces with a thematic approach employed to analyse both personal and collective reflections. Post-intervention evaluation considered possible long-term impact on students’ reflective ability. Findings – Students’ pre-intervention reports showed little reflection focusing mainly on competence demonstration and descriptive situation summaries. During the intervention workshops, all students demonstrated both identification of self as a practitioner and a critically reflective approach. However, this was not maintained long term as initial post-intervention reports tended to revert to a more descriptive style of writing suggesting longer-term support is required. Research limitations/implications – The importance of further research into the long-term usefulness of creative collaborative learning spaces in work-based programmes is suggested. Originality/value – This is the first study investigating the approach to supporting critical reflection during work placement in biomedical scientists. It is suggested that the current competence-based training programme provides limited opportunities for developing and embedding critical reflection. Where opportunities are provided, such as creative learning spaces, students’ critical reflection was greatly enhanced. However, it appears essential that this approach is maintained throughout training as critically reflective skills developed during collaborative learning have limited transferability to subsequent reflective report writing.

Abstract:
This article considers whether the Capability Approach, fundamentally taken as a normative theory, can provide a new and updated foundation for labour law. After an overview of the reasons for the crisis in the traditionally accepted foundations of labour law, the article examines whether the Capability Approach is able to speak the language of legal rights, and in particular labour rights. The core of the analysis also considers whether the Capability Approach can effectively address the dimension of power, which is crucial in employment relations, and vice versa whether the notion of individual autonomy supported by the Capability Approach can be a strategic and valuable goal for labour law. In addition the article explores whether the cognitive gains ensuing from the Capability Approach can enable labour lawyers to cultivate a broader vision of the scope of the discipline. In conclusion it will be argued that the Capability Approach has the potential to make a significant contribution to the elaboration of a more dynamic and sustainable labour law.

Abstract:
International trade agreements have brought undoubted benefits to the world economy and society. But they have also wrought substantial harm, both in developed and developing countries. Even if the aggregate benefits outweigh the harms, those harms tend to be very visible. They rightly attract condemnation from across the political spectrum, leading to increasing scepticism of free trade. There is also a growing sense that certain trade agreements are being used as a vehicle for the pursuit of special interests – further eroding the case for free trade in the public’s mind. These issues cannot be ignored. Left unchecked, popular pressure may lead to a partial or complete collapse of the liberal trading order – harming both developed and developing countries in the process. A new approach is needed. One that leads to an international trading order firmly grounded in the concept of justice.

Abstract:
This article critically reviews Human Development Report (HDR) 2019 that calls for addressing inequalities that are beyond income, beyond averages and beyond today. Inequalities result from differential exposure to opportunities and constraints during a life cycle. One way in which power relations are exhibited is through gender norms. The article discusses the advancements made in the capability approach using the gender lens and the policy framework intended to address gender inequality. It stresses the need to acknowledge and understand varied forms of data collection that enhance our understanding of underlying social processes. Finally, it discusses the case of Kerala state to understand the complex nature of human development. The state made strides in education and health, but rising inequalities, gender violence and ecological changes remain major concerns.

Abstract:
In comparing Sen's work with Mill's, Sugden criticizes Sen's capability approach because it may be applied in such a way that society or theorists judge what is best for people and potentially restrict liberty on that basis. Sugden cites Nussbaum's work as evidence in making his case. Sugden's critique of Sen's approach succeeds on a narrow reading of it. On that reading Sen is also critical of it because it does not leave enough room for liberty. On a broad reading, the critique has less force. Nussbaum's approach follows Mill in allowing people freedom to act on whatever desires they have if this does not harm others. This neutralizes the central element of Sugden's critique as it applies to her approach to some degree. Both Sen and Nussbaum nonetheless recognize the danger of illiberal restrictions in application which motivates Sugden's critique.
