Abstract:
This study is primarily concerned with organisational communication in a large Canberra Licensed Club. Through a case study approach, it explores how effectively the Canberra Southern Cross Club communicates with its staff and its membership within the framework of its own unique culture. At the same time the Club is exposed to social, economic and technological changes which all have an impact on the Club's culture. Using historical research and interview and survey data, the author shows how the Club's unique sense of place and definition has set it apart from other Licensed Clubs in the significant emphasis it places on community assistance and involvement, and the strong commitment to female and family membership. The nature of the organisational culture is such that the staff have responded to the needs of the Club culture in attaining high performance standards. The membership is the highest of any Licensed Club in Canberra. Members interviewed in the study expressed a sense of belonging to the Southern Cross Club, so important in an environment where there is evidence of break down of social cohesiveness at the local community level. This is due to the social interaction of the Club's social and sports groups which act as informal communications networks for the Club members. The Club has also developed the characteristic of remaining close to the members in learning what they want and of catering to them with the result that it has enjoyed productivity, profitability and stability over a long period of time. The culture of the Club has been influenced by various changes, particularly since the late 1970s. Flow-on benefits have occurred for members in the way the Club has managed these changes which has resulted in the adoption of a more commercial and innovative approach. This has enabled the Southern Cross Club to keep pace with other large Licensed Clubs in the industry. However, it has not compromised the Club's attitude towards the family and the dignity of the individual. Its strong commitment to providing opportunities for social interaction is a facet of club life not always appreciated by the wider community.

Abstract:
The principle point of departure for this study was my personal experience of life w ith two small children in a part of Canberra built in the early 1950s. The house we moved into in 1985 was in its original condition - wooden and uninsulated, with cold water only taps in the laundry and a wood-burning stove in the kitchen. The backyard was big and bare and. at the front of the house, no fence secured the property. The walk to the closest shops was long, and torturously uphill for the return journey. In these respects 1 faced the kind of challenges that had confronted mothers of small children living there when the suburb was established thirty-five years earlier.

Abstract:
The tourism industry is vulnerable to crises and disasters and increasingly government and industry stakeholders are turning their attention to how to prevent, manage and recover from shock events. In the last decade there has been increasing interest in tourism research on crises and disasters, prompted in part by recognition of the tourism industry's vulnerabilities and what appear to be more frequent shock events. The beginning of this century has been marked by a series of crises and disasters including the 2001 Foot and Mouth Disease outbreak in the United Kingdom, the 2001 terrorist hijackings in the USA, the 2002 and 2005 Bali bombings, the 2003 SARS epidemic in southeast Asia and Canada, the 2004 Indian Ocean tsunami and Hurricane Katrina in the southern USA in 2005 (Henderson, 2007). The Intergovernmental Panel on Climate Change (2007a) has also predicted that the extreme weather events associated with climate change will lead to more natural disasters. Crises and disaster have local, regional and global repercussions on the tourism industry at business/corporate, industry and destination levels and the need for more attention to preparation, response and recovery is acknowledged. Much of the initial tourism research in this field focused on descriptions of crises and disasters and their impacts on tourism with some reflection on their management. This foundation and the comprehensive crisis and disaster literature from disciplines such as psychology, sociology, economics, geography and environmental science led to development of crisis and disaster management frameworks specifically designed for the tourism industry. These frameworks have achieved varying degrees of acceptance amongst tourism researchers with Faulkner and Vikulov's (2001) Tourism Disaster Management Framework (TDMF) being the most well known and often cited. The more recent Crisis and Disaster Management Framework (CDMF) developed by Ritchie (2004) is a useful destination-level framework based on a strategic management approach. Despite the development of these frameworks, relatively little tourism research effort has focused on destination recovery and very little on medium and long term recovery. In addition, there is little research on wildfires as a type of natural disaster. The extensive bushfires in the Australian Capital Territory (ACT) in 2003 (often referred to as the Canberra fires) provided an opportunity to investigate in a longitudinal study the short, medium and long term actions undertaken by the government and tourism industry to assist destination recovery and then compare them with Ritchie's prescriptive CDMF. Being longer term research this study is able to consider almost the entire recovery stage whereas other research has focused on short or medium term recovery (for example Faulkner & Vikulov, 2001). This research centred on a case study which is defined by Yin (1989 quoted in Wimmer & Dominick, 1997, p. 102) as an 'empirical inquiry that uses multiple sources of evidence to investigate a contemporary phenomenon within its real-life context'. This case study used interviewing, the documentary method and participant observation as the key methods. Representatives of government and the tourism industry were interviewed in-depth about the actions taken by their organisations or businesses. The interviews were semi-structured with mostly open-ended questions and some participants undertook multiple interviews over a three year period. Extensive secondary data and documentation about the bushfire and subsequent response and recovery was generated by the ACT government, industry and community and publicly available sources included reports and reviews, media releases, newspaper articles, newsletters, brochures, websites and legal and coronial enquiries. These were critical for gaining a comprehensive understanding of recovery. Participant observation was also important and, as a resident of the ACT, the author participated in relevant events and observed the public face of community recovery. The three methods resulted in a large data set that was distilled into a 'response and recovery story' structured according to Ritchie's CDMF. Upon comparing the findings with the framework, it was found that many elements were evident in the 'real life' case study including crisis communication, resource management, stakeholder communication, destination restoration and disasters as agents for change. There were also new findings that could be integrated into a redeveloped framework including the establishment of a recovery team, training for crisis and disaster management, tourist/visitor management, recovery planning, human resource management issues, business recovery tools, partnerships and memorialisation and commemoration. The resulting Tourism Industry Crisis and Disaster Management Framework (TICDMF) is a practical and comprehensive tool for Destination Management Organisations (DMOs) that both describes what occurred in a real life case study but also prescribes recommended management actions. In addition to specific recommendations for the ACT tourism industry, this research also resulted in general recommendations to the tourism industry, government and educators. These focused on (i) the importance of crisis and disaster management planning, (ii) the need to evaluate and document response and recovery and devote adequate resources to organisational learning, (iii) potential use of tools like the TICDMF and the plethora of resources to manage crises and disasters, (iv) educating staff, academics and tertiary tourism and hospitality students about crisis and disaster management and (v) accepting the chaos of recovery and devoting adequate resources to address the resulting complexity. The tourism industry is vulnerable to external shocks whether they be local crises or national disasters. The preparedness of the industry and its ability to effectively respond and recover is of critical importance for destinations and the community in which they function. Case studies of crises and disaster and development of a body of theoretical and practical knowledge will ensure that government and industry continue to play an important role in caring for the safety and security of tourists while maintaining a viable and sustainable industry for all stakeholders.

Abstract:
This research focuses on the cultural identity of Chinese Australian adolescents in Canberra between the ages of 18 and 21. Adolescence is a developmental stage in which young people feel a need to define their cultural identity. According to social identity theory, being a member of the group provides individuals with a sense of belonging that contributes to a positive self-concept. In particular, young people belonging to ethnic minority groups need a firm sense of group identification in order to maintain a sense of wellbeing (Tajfel & Turner, 1979). The purpose and significance of this study is to update our understanding of how adolescents from a specific ethnic minority group (Chinese Australian) adjust to the mainstream Australian culture. The information gathered will be significant to the wellbeing of these individuals in helping them to come to terms with their own identity. It will also provide useful information for effective cross-cultural interaction for a range of services such as education, law, health and social services. The quantitative and qualitative approaches employed in this study include a questionnaire and a semi-structured interview. The semi-structured interview complements the questionnaire in confirming the adjustments of these adolescents within an analytical framework that is a replica of Phinney's framework (1994). In her research on bicultural identity orientations of African American and Mexican American adolescents, Phinney categorised these adolescents under four distinct types of interaction with the mainstream culture. These are namely: separation (focus only on the ethnic culture), assimilation (identifying solely with the dominant culture), integration (relating well to both cultures) and marginality (relating to neither culture). In this dissertation the researcher also aims to determine the cultural identity of Chinese Australian adolescents in Canberra in the study using these four categories. The results of this study demonstrate that this framework is an appropriate analytical tool for the study of the cultural identity of Chinese Australian adolescents, most of whom classified themselves as integrated. Overall, Chinese Australian adolescents between the ages of 18 and 21 in the Canberra region were well adjusted and showed little tension or stress in relating to their ethnic culture or to the mainstream Australian culture.

Abstract:
The limited attention paid by architectural historians to the influence of continental European migrant architects on Australian architecture has been noted in recent architecture literature. This study offers a close analysis of the life and work of Canberra architect Enrico Taglietti, who migrated to Australia from Italy in 1955. His work demonstrates a 'highly personal style' offering more depth and playfulness of form and content than the work of his contemporaries. Taglietti designed a broad range of private and public buildings in Canberra, his adopted 'invisible city', including Dickson District Library, Giralang Primary School and the War Memorial Repository, and received in 2007 the Royal Australian Institute of Architects (RAIA) Gold Medal. Yet, despite this success his work has received limited acknowledgment from Australian architectural historians. who show a persistent difficulty with integrating Taglietti's architectural language into prevailing architectural schema. This study adopts an integrated methodology offered by Manfredo Tafuri's 'operative criticism', micro-history and oral history to retrace the origin of Taglietti's 'idiosyncratic design', arguing that an understanding of Taglietti's formative experiences, his habitus (in the words of Pierre Bourdieu), can shed light on his architectural language. Taglietti inherited Bruno Zevi's, Carlo De Carli's and Frank L10yd Wright's belief in the architectural continuum space as the fundamental expression of the modernist period, Pier Luigi Nervi's notion of arte del costruire as the combination of technical as well as artistic knowledge, and the sense of craft as learnt from contact with the Finnish designer Tapio Wirkkala at the 1954 Milan Triennale. With an extraordinary attachment to Canberra, Taglietti developed an architectural language which responds to place, with its strong formalist extemal volumes juxtaposed to an idiosyncratic complex internal spatial arrangement. In questioning whether Taglietti shared common intellectual ground with Australian architects, and whether this common ground was Zevi's and Wright's view of architecture and urban design. this study argues that lan McKay (b.1932) is the Australian architect who shares common aspects with Taglietti, including ideas on the role of the architect as an urbanist.

Abstract:
Traditional models of public participation in planning have been criticized as 'top-down' segregating planners from ordinary citizens; thus, there has been a quest for greater public involvement in planning decisions and policy-making. The public demands a greater voice in planning and development affairs. To provide public input into the planning process, planning agencies often establish Citizen Advisory Committees (CAC) to involve the public in planning decisions. The increasing redevelopment pressure in inner city suburbs in most Australian cities has led to the creation of many advisory groups for advising planning agencies and Ministers for Planning on planning and development matters. These advisory committees usually consist of people of diverse backgrounds elected, selected and/or appointed by the planning agency to provide community input into planning policy making. However, little is known about the context and operational process in the consultation processes of advisory committees. Much of the existing literature on public participation lacks widely applicable evaluation approaches for determining whether the existing context and process is fair and effective in the participation process. As complex social phenomena, public participation processes are influenced by contextual factors. This thesis examines the Terms of Reference and the operational process of planning advisory committees, and evaluates them through two proposed meta-criteria: fairness and effectiveness. LAPACs in Canberra have been selected for the evaluation of the participation process, providing a basis to develop a conceptual model for its improvement. The analysis is based on a theoretical framework, which focuses on the criteria of fairness and effectiveness in the public participation process. This study uses a qualitative approach to data analysis using multi-method techniques such as focus interviews, document analysis and participant observation. The interviews were conducted with LAPAC members and other planning community who were directly or indirectly involved in the ACT's consultation process, and aware of its planning decisions. They are development proponents, the enthusiastic wider public, planning staff, the Minister for Planning, and planning spokespersons of political parties. The data provide insight into the details of the proposed criteria to evaluate the fairness and effectiveness of a participation process. The results suggest that improving the participation process in a planning advisory committee requires changes in committee protocols, operational processes and planner roles in conducting the participation processes. Specifically, there needs to be a move away from static processes toward more strategic, active and accountable processes. This thesis suggests some practical steps, in order to ensure greater fairness and effectiveness in the participation process of a planning advisory committee, and recommends the proposed evaluative criteria as a new framework for evaluating planning advisory committees.

While the Australian wartime Prime Minister, John Curtin, has been the subject of intensive biographical and historical material, particularly during World War II, very few publications have focused on his relationships with journalists. Certainly, there is a distinct absence of a comprehensive study of his mass media strategies that would give us a detailed insight into his leadership in a critical period. Major forces converged with the commencement of another global war, the rapid expansion of relatively new radio and film industries, along with the appointment as prime minister of a skilful Labor communicator, well-known for his passionately anti-conscription views during World War I.This thesis investigates Curtin’s success in persuading the predominantly conservative news media to promote his wartime views. First, it identifies the prime minister’s mass media strategies to influence the Canberra Parliamentary Press Gallery journalists and their editors to accept his wartime policies and portray them positively in the media.The thesis argues that Curtin revealed a genius for initiating, developing and overseeing mass media strategies that made the best use of the latest technology to persuade journalists to communicate his government’s policies. In doing so, he extended the Australian public sphere, and his impact on political communications remains evident today. Curtin also bestowed a permanent legacy to benefit the parliamentary press gallery, contributing to our understanding of contemporary political journalism.

Abstract:
This thesis investigates the latest developmental trends and main patterns of socio-political activism of overseas Chinese organisations via a case study of Chinese communities in Canberra and Sydney. It also explores the adaptive strategies adopted by these organisations, which correspond with intertwining sets of political opportunity structures home and abroad and are conducive to the optimal accumulation of ethnic capital in the transnational field. Drawing on the anthropologist, institutionalist and transnationalist approaches and developing the notion of transmigrants, the thesis proposes an interpretive model of ethnic capital conversion to account for the divergent developmental paths of different types of Chinese organisations in Australia. In this study, Australian multicultural policy and overseas Chinese policy are regarded as the twin pillars of the synthesised political opportunity structure, under which Chinese organisational activism unfolds. The data gathered from my fieldwork shows a strong correlation between the transformation of Chinese organisations in Australia and the predominant policy imperatives of Australia and China. Broadly speaking, two types of strategies could be identified among a plethora of organisations: the modernising reform of local-oriented organisations and the transnational networking of homebound organisations. On the one hand, local-oriented organisations actively engage with the multicultural discourse of the host society and initiate structural reforms to enhance their "Whiteness", as reflected in the formalisation of governance structure, ascendance of professional class in constituting community leadership, transformation of organisational culture and diversification of financial sources. Four major modes of organisational activism in the domestic context are discussed, including ethnically-based social participation, cultural maintenance, service provision and political advocacy and representation, all of which accord with the policy priorities of the host society. On the other hand, the viability of overseas-oriented organisations lies in their capacity of networking with political elites of both countries. To fulfil this purpose, they have a greater reliance on the guanxi system and display a willingness to cater to the pan-nationalist agenda of China. Citing numerous examples of economic, socio-cultural and political exchanges by transnational Chinese organisations, the thesis highlights the centrality of cross-border networking in their operation and comes up with a pattern of their developmental stages: primitive resource accumulation in the host society, resource input from the home country and transnational expansion through the integration of resources. Finally, the thesis argues that the latest thrusts of Chinese organisational development in Australia correspond with different channels of ethnic capital conversion, which result in a maximisation of the aggregate capitals possessed by the Chinese transmigrants. Although primarily motivated by self-interests, the transnational actors are ingenuous in aligning their interests with policy concerns of multiple political powers, and through their bridging roles, contribute to the deepening of bilateral relationship between Australia and China.

Abstract:
This thesis examines the impact of the Howard government’s media management strategies on the Federal Parliamentary Press Gallery (FPPG) and its capacity to fulfil the quasi-institutional fourth estate role of independent over-sight of the parliament and the executive government. Although the relationship between politician and journalist in any parliamentary democracy is neither easy nor harmonious, tenets of open governance demand that, at the very least, this relationship is functional. The evidence in this thesis shows that this functionality was tested to its limits under the Howard government. Chapter 1 begins with the development of questions about the Howard government’s media strategies, their impact on the Canberra fourth estate and the role of more intense government media management, new technologies and the co-location of executive government and press gallery in Parliament House. Answers are sought with multi-method research including historical research, documentary analysis, case studies and elite interview techniques*. Twenty-five journalists from the FPPG’s thirty-three mainstream bureaus participated in interviews and their willingness to answer open-ended questions ‘on the record’ added valuable empirical data. Chapter 1 concludes with a comprehensive review of relevant literature and a brief survey of the further chapters. Chapter 2 is an historical analysis that explores key continuities and changes in executive-media relations across a number of Australian federal governments located in Canberra since parliament opened there in 1927 in order to identify the drivers or levers on hand when the Howard government took office in 1996. Particular attention is paid to strategies used under the Curtin, Menzies, Whitlam, Fraser, Hawke and Keating governments. Chapters 3-5 examine issues raised by government-FPPG relations during the Howard years. ‘The Interface’ (Chapter 3) deals with the effect of increasing numbers of ministerial media staff and closer control of face-to-face fora such as interviews, press conferences and background briefings. ‘Spinning along the Information Highway’ (Chapter 4) explores the reduction in access to political news by gallery journalists because new digital media technologies increase government control of the flow of political information, particularly by the deployment of sophisticated modern surveillance techniques. ‘News values in the New Parliament House’ (Chapter 5) examines changes in conventions arising from the new building’s architecture that facilitated the implementation of policies designed to maximise executive control of political news. Chapter 6 provides case studies of key moments in the interaction between the government and the gallery that demonstrate the executive’s powerful capacity to manipulate a relationship based only on convention and goodwill. The first study concerns the 2003 visit of US President Bush and the unprecedented way the Australian executive overrode longstanding conventions in relation to the FPPG and the parliament. The second concerns former Treasurer Peter Costello and the ‘Dinnergate’ episode that kept public information off the record for years. This thesis adds a fresh Australian perspective to international political communication scholarship by filling a gap in this literature where the self-reflexive views and experiences of political journalists working at the interface between the public and government have been overlooked. This study reveals the extent to which the Howard government used the executive’s latent power over media relations to maximise control over flows of information, and how its misuse can work to the detriment of parliament as well as political journalism. This thesis concludes that the Howard years bound and constrained Australian political communication because an increasingly dominant government executive successfully exploited the Canberra fourth estate’s poorly defined role and status. Whilst this study also confirms the need for reform in government-media relations, it is equally clear that it would be politically naïve to expect any government (or opposition) to develop the political will to tamper with conventions demonstrably weighted in the executive’s favour. However, the unpalatable media management regime of the Howard years also triggered an historic coalition of commercial and public media which conducted an independent audit of free speech in Australia (Moss 2007), and called for more explicit, legislative recognition of ‘Australia’s Right to Know’. This study argues that this presents a significant opportunity as any change for the better would not only need the pro-active goodwill of parliamentarians outside the citadels of party-executives, but also the media’s reassessment of the manner in which they resource Canberra political journalism. This thesis concludes that apart from issues relating to an imbalance of coverage in favour of the executive and away from the parliament, there are other weighty matters relating to the status of the FPPG worthy of the media’s further consideration—such as the status of media bureaus within parliament house (now that of ‘licensees’), and the fact not only is there no constitutional basis for the ‘right to know’ in Australia but there are few if any, applicable conventions in ‘either British constitutional precepts or Australian news media practice’ (Lloyd 2001, p.1).

Abstract:
This thesis represents the first effort to catalogue extant timber slab houses of 19th century Canberra and its outlying regions. From an archaeological viewpoint, it looks at slab houses as above-ground artefacts that possess ingrained information about the culture that built them and analyses them as material culture through an investigation of their: history, material, construction, function and design. It is inspired by the work of folk historian, Henry Glassie, and focuses on form and pattern, through a comparison of floor plans, in order to understand the needs, minds and behaviours of early Canberrans. The thesis also draws on the historic documentary record of a similar local group of houses, those resumed by the Commonwealth in 1912-13.

Abstract:
The ecology of mosquito populations in relation to weather conditions, emergent plants and predation in an urban wetland of Canberra was studied. Anopheles annulipes, Aedes notoscriptus, Aedes australicus, Aedes alboannulata, Culex annulirostris and Culex quinquefasciatus were found. Temperature was a major climatic factor in determining the abundance of mosquito populations in the wetland. First collections and subsequent development of mosquitoes in Ginninderra wetland are likely to depend on local weather conditions each year. The wetland proper was not a suitable habitat for mosquito breeding. Tall emergent vegetation may have obstructed oviposition and predation was also important in limiting colonization by mosquitoes. Instead, isolated temporary waterbodies which were free of predators, such as ground depressions, tyre tracks, domestic waste containers, were the most important habitats for mosquitoes adjacent to the Ginninderra wetland. Field experiments found that predation of mosquito larvae by mosquitofish Gambusia qffinis and notonectids Anisops was more efficient in sunlight than shade and this was affected by the height of emergent plants.

House cat movements in Canberra suburbs adjacent to grassland and forest/woodland areas were examined using radio-telemetry over 9 months. Information on the composition of vertebrate prey caught by house cats in Canberra was also collected by recording prey items deposited at cat owners' residences over 12 months. Home range areas of 10 suburban house cats, and a colony of seven farm cats, were examined using 95% convex polygons. Nocturnal home range areas of the suburban cats varied between 0.02 and 27.93 ha (mean 7.89 ha), and were larger than diurnal home range areas (range 0.02 to 17.19 ha - mean 2.73 ha). Nocturnal home range areas of cats from the farm cat colony varied between 1.38 and 4.46 ha (mean 2.54 ha), and were also larger than diurnal home range areas (range 0.77 to 3.70 ha - mean 1.70 ha). Activity levels were greater at night than during the day, though diel activity patterns varied seasonally in response to ambient temperature. Four suburban house cats moved between 390 m and 900 m into habitat adjoining the suburb. Movements further than 100-200 m from the suburb edge were always made at night. Polygons describing the home ranges of these animals were strongly spatially biased away from the suburban environment, though the cats spent the majority of their time within the bounds of the suburb. In addition to nocturnal and diurnal effects, home range areas, and subsequently habitat utilisation, appeared primarily determined by the density and spatial distribution of cats utilising separate food resources, and the dominance of individual cats in local social hierarchies, rather than gender or neutering effects. Home ranges of cats in the farm cat colony overlapped extensively, as did those of cats living at the same suburban residence. There was little or no overlap between the home ranges of cats from different residences. Barriers, in the form of busy roads, appeared to also significantly influence home range size and shape. Within home range areas, house cat movements during the day appeared strongly influenced by available cover (drains, tall grass, fences and shrubs etc.), and the location of resting/sunning spots and hunting sites close to home. At night, movement patterns appeared influenced by the location of favoured hunting sites toward the outer edges of home range areas (in this study, tall grass and scrub/forest habitat, and farm buildings). Nineteen hundred and sixty one prey items representing 67 species were reported or collected. Sixty-four percent of the prey items were introduced mammals, with native birds comprising 14%, introduced birds 10%, unidentified birds 3%, reptiles 7%, amphibians 1% and native mammals 1%. Predation appeared to be largely opportunistic with respect to spatial and temporal (daily and seasonal) prey availability and accessibility. All amphibians and 62% of mammals taken by cats not confined at night, were caught at night. In contrast, 70% of birds caught, and 90% of reptiles, were taken during the day (45% of birds between 0600 h and 1200 h, and 61% of reptiles between 1200 h and 1800 h). There was some evidence that small mammals are preferred prey of house cats. The mean number of prey items reported per cat over 12 months - 10.2 � 2.66 (2SE, n=138) - was significantly lower than mean predation per cat per year - 23.3 � 6.16 (2SE, n=138) - estimated by cat owners before the prey survey began. Seventy percent of cats were observed to catch less than 10 prey items over 12 months, but for 6% of cats, more than 50 prey items were recorded. Because counts of the amount of prey caught per house cat per unit time were highly positively skewed, data assumptions and statistical parameters used to extrapolate results from the study sample of cats, to the house cat population of Canberra, had a significant effect on estimates of total predation in Canberra. The precision of the total predation estimate was low (± 25%), from a sample of 0.3% of the Canberra house cat population. The accuracy of such estimates are dependent on how representative the study cat sample is of the wider house cat population, and on the proportion of prey items not observed by cat owners. The total amount of prey taken was not significantly influenced by cat gender, age when desexed, or cat breed. Nor did belling or the number of meals provided per day have a significant influence on predatory efficiency. Cat age and the proportion of nights spent outside explained approximately 11 % of the variation in the amount of prey caught by individual cats. House cat density and distance to prey source areas (rural/grassland habitat) explained 43% of variation in predation on introduced mammals and birds. The impact of predation beyond suburb edges is likely to be most significant on populations of small to medium sized arboreal and ground-dwelling mammals, because of their nocturnal nature, and because they appear to be preferred prey types of house cats. Impacts on diurnally active prey, such as most birds and reptiles, are likely to be confined to within 200 m of residential housing (possibly further where good cover is available). Properly enforced nocturnal confinement should restrict the range sizes of cats that roam widely and utilisation of habitat beyond suburb edges, and also reduce predation on mammals and amphibians. Night-time curfews however, are unlikely to greatly reduce predation on diurnally active species, including most birds and reptiles. Curfews are currently neither widely adopted nor effectively practiced in Canberra. Estimates of predation by house cats, particularly extrapolated estimates, should be treated with caution. They do not necessarily reflect relative impacts on different prey types. Nor do high rates of predation prove prey populations are detrimentally effected, particularly in urban environments. Nonetheless, on a small (backyard) scale in suburban environments, and in habitat within 1 km of residential housing, including isolated private properties, predation by individual cats may threaten populations of native wildlife. Hunting by house cats is particularly undesirable in relatively undisturbed habitat because of fundamental differences in the ecological processes operating in these areas (especially isolated remnants) compared with contrived and modified suburban environments. Adverse impacts on native fauna will always be potentially greatest in undisturbed habitat adjacent to new residential developments

The aim of this research was to devise and norm a test of verbal memory suitable for use with children aged 5-10 years. Subjects were 204 Canberra school children. They were divided into six age groups, 5-10 years inclusive. Each age group of 34 children contained equal numbers of males and females. The main memory test involved free recall of a word-list over several learning trials and two delayed recall trials. This format allowed the assessment of a range of memory functions including immediate memory, learning and delayed recall following an interference trial. These aspects of memory are of known diagnostic significance and are necessary for satisfying the basic requirements of a comprehensive assessment of memory functioning. In addition, given that this is a study of verbal memory, precautions were taken to maximize the likelihood that words included in the word-list would be encoded solely within the verbal modality. Results showed that tests of immediate memory and learning differentiated between age groups. There were no developmental differences in retention as measured by recall decrement following interference. Also, there was no convincing evidence of sex differences for any of these three measures, with the possible exception of the ten year old group. For practical and clinical purposes, the distribution of scores for each age group on each of these measures is described. In addition, expected scores of individual children of a given age measured in monthly increments and confidence intervals for these scores were presented for measures of immediate memory and learning. Measures of intelligence for this sample of children were also recorded.

Abstract:
The first participatory or inter-active science centre in Australia was Questacon, which operated in Canberra for the eight years, 1980-1988. Its very success lead to its demise: it became the inspiration for the National Science and Technology Centre which opened in late 1988. Questacon, in common with many of the World's new breed of science centres and museums, was modelled on San Francisco's famous Exploratorium. These new institutions have copied ideas and even actual exhibits from the Exploratorium, but most of them have failed to copy the Exploratorium's use of Explainers, a feature which Exploratorium staff think is integral to the whole concept. Questacon is one of the institutions in which an explainer system was established, although it differed in some significant respects from that at the Exploratorium. Participatory science centres have been seen as part of the answer to the problem of increasing public awareness and understanding of science. There is a growing body of literature which is concerned with the learning of science in informal educational settings, such as in these centres, but there has been very little work done on the role of museum docents or their equivalents in this learning. One study of the Exploratorium's Explainers concentrated on the value of their work as explainers for the people involved in the system, in terms of their own personal development. The aim of the present study was to compare the two explainer systems and to investigate the work of Questacon Explainers both in terms of their own personal development and in their interaction with visitors to the centre.

This study examines new administrative reforms in Whitehall and Canberra in the 1980s. More particularly it compares and contrasts two programmes of managerial change which were central to the British and Australian governments' drive to introduce a more managerially oriented administration. Whitehall's programme was the Financial Management Initiative (FMI) which, later in the decade, was succeeded by 'The Next Steps'. Canberra's initiative was the similarly entitled Financial Management Improvement Program (FMIP). The study has three purposes: (i) To describe and analyse the progress of the two reform programmes during the 1980s. (ii) Through a comparison between the experience of the two, to illuminate those factors which were critical in advancing the cause of reform and those which retarded it. (iii) On the basis of this analysis, to develop a deeper theoretical understanding of the process by which administrations are changed. Each of these purposes was informed by one more fundamental question. Why is it that administrative reforms seem so often to fail. This dissertation is devoted to an examination and extrapolation of that basic inquiry.

This is a study of the discord and friction within the Church of England in Australia in 1956 in relation to the advent of state aid for church schools in Canberra. It asserts that the resulting controversy illustrated a persistent organisational dissonance within the Church of England in Australia at that time. The Commonwealth government’s financial proposal, early in July 1956, to the two Church of England secondary schools and the two Roman Catholic secondary schools in the Australian Capital Territory, by way of a subsidy on the interest on loans for new capital works, was to be the first direct state aid to church schools in Australia in the twentieth century. This study proposes that at the time the Church of England in Australia was a proposed confederation of twenty-five dioceses characterised by a persistent institutional inability to achieve coherence and unity generally. This was despite a recent agreement on a national constitution to achieve autonomy within the Anglican Communion. The state aid controversy brought several key governance questions to the surface. The resolve of the executive decision-makers of the diocese of Canberra and Goulburn to accept the Commonwealth proposal occurred against a church background of a declining adherence, a reducing national presence, and an increasing social and cultural marginalisation. There was, therefore, a growing reliance on church schooling as a means of social engagement for the institutional church. The dissensions, even antagonisms, within the national and the local diocesan church were encouraged by a remnant sectarianism among many Anglicans. At the same time, the actions of the diocese of Canberra and Goulburn highlighted not only its independence within the national church but the exceptionality of Canberra and the disagreements and ambivalence within the Church of England in Australia regarding the national capital.

This study is about the risk of youth unemployment in Canberra. It applies the perspective of Giddens and others on risk communication to how the hazards of self identity and self esteem, coping ability, the work ethic, family support and level of education, the ability to enjoy spare time, drugs and alcohol use, poverty and suicide affect young people's ability to cope. The study's communication perspective also integates political with organizational, interpersonal and network as well as mass media communication. The study also draws from scholars who write from a sociological and psychological viewpoint and are frequently cited in communication sources. The loss of traditional work opportunities in the Public Service in Canberra is a significant barrier to a young person's integration into the community. Other barriers are the reduced work opportunities for young unskilled workers in a fledgling private market, the lack of adequate social and transport facilities, and family breakdown that can leave young Canberrans abandoned. The added factor of a global decline in participation in work in the last two decades has resulted in the general collapse in the full time jobs market, a growth of part time and casual employment, multiple job holding, and non-standard hours of work. Using historical research, participant observation, interview data and newspaper content analysis the study shows that the risk of unemployment for young people remains high notwithstanding the reduction in the overall unemployment rate. The media has played a significant role in forming community attitudes since the 1974 recession to the new millennium - a time of increasing government hardline policies towards welfare reform. Such policies have resulted in semi-privatisation of the employment services and tightening of welfare eligibility. Poor communication of these policies and coordination of their service delivery has resulted in public confusion about accessing these services. This is exacerbated in varying ways at the individual level depending on the extent that young people are affected by the hazards of unemployment. The government's answer to the problem of youth unemployment seeks to force young people to return to school and the family home. The outcomes of other reforms, such as the mutual obligation component of work for the dole, are yet to be determined. Young people want to work. However, the consequences of the present government reforms for young people are that they are 'parked' in education, denied access to full time employment and the privileges of adult status. All of these issues are reflected in the findings of the five research questions posed in the study detailed as follows: Research Question 1: What role does interpersonal communication play in the construction of a positive sense of self-concept among young unemployed people? Findings: Young people are vulnerable to social change. At the individual level, the risk of unemployment and its associated hazards is heightened when an individual's sense of self and identity is not properly developed and they are unable to forge a sense of belonging with society. Reduced job opportunities, lack of trust despite the strong will do to the 'right thing' have prevailed amongst the young. For some access to choice is exciting. For others who are overwhelmed or have dropped out the world can be a bleak place. For an increasing number of young people the absence of family support and education impinges on their interpersonal communication skills in developing coping strategies in their day-to-day existence outside society's norms of acceptance. Research Question la: How important is a positive sense of self-concept for young unemployed people in communicating with community support organizations? Findings: A positive sense of self-concept is paramount for young people communicating with Centrelink and the Job Network organizations in an environment where they are required to contribute extra effort in finding work, reduce their use of social assistance, adopt compliant behaviours towards the government's welfare reforms and meet raised expectations in finding employment. Research Question 2: How do young unemployed people differently experience their primary and secondary social support networks? Findings: Family support as well as education increases the ability of young unemployed people to interact with their primary and secondary social support networks. Consequently, a poor experience of primary support leads to eventual confusion when dealing with organizations that deliver employment services. The replacement of family support by a friendship group can nevertheless be empowering in these circumstances. Research Question 2a: How does young people's ability to access secondary support networks affect their experience of unemployment? Findings: The lack of family support and education increases the chances of having low resilience, low trust in organizations and other people and an inability to cope. These are all significant barriers to communicating successfully with secondary support networks that provide assistance with employment opportunities. Staying in education is a safety net against youth unemployment. The feeling of connectedness with the community is difficult because of the loss of identity and the absence of identity recognition for young unemployed people through discrimination. The maintenance of the work ethic in the main stems from the desire to accrue material benefits. Research Question 3: What is the role of community and organizational support for young people experiencing the hazards of unemployment? Findings: The findings of the study highlight the vulnerability of young unemployed people accessing organizational support with the hazards stated in the study being the intervening variables. It was found that reforms linking markets and networks make increasing demands on the unemployed and their families. Poor communication within Centrelink, interorganizationally with the Job Network providers and in public communication informing about such reforms has resulted in confusion amongst young unemployed people. The new market driven environment has had detrimental effects on clients because of the lack of integrated programs and has generated a lack of trust in organizational providers. Research Question 4: What is the role of the media and public opinion polls informing community perceptions about youth unemployment? Findings: Media agenda setting provides the cues setting the standards by which the public evaluates government and attributes responsibility for societal problems. Public opinion is formed when media reports on public affairs. People talk to one another about the topic and consequently public opinion is formed. In the 1970s the media framed unemployed youth as 'dole bludgers' and the polls reflected public attitudes that unemployment was due to people not wanting to work. Media framing in the 1990s contrasted with the 1970s view. Such indications included that it now considered that young people were priced out of a job whilst showing cynicism of governments to improve the situation. It did not use the 'dole bludger' tag. Although the salience of youth unemployment in the opinion polls had diminished, it was still a dominant consideration. Sympathy for young unemployed people who are seen as victims of social change by the media has maintained into the new millennium with media criticism aimed at the government's punitive approach to youth unemployment. Research Question 5: How are policies about youth unemployment communicated to the community? Findings: Following Foucault the study found that government is a broader process involving more than the state. From depth interviews with organizational representatives it was found that formulation of policy for youth and unemployment should be bottom up - community, state, federal - before Cabinet consideration. Political and economic ideologies currently precede pragmatism and there is a diminished voice of those representing youth policy. These findings contribute to building on understandings of the phenomenon of youth unemployment at the community level in Australia and inform about the various individuals, groups, organizations including the media that contribute to shaping the discourse in and around youth and youth unemployment.

This study traces many of the highlights which occurred during the first decade of the history of the School Library Association in Canberra and District (SLACAD). The roots of this association lie deep in the history of school libraries and teacherlibrarianship in Australia. Many SLACAD members belonged to other state school library associations and to the Australian School Library Association (ASLA) confederation since the establishment of these associations in the 1960's. These teacher-librarians have been dedicated in their attempts to further the cause of school libraries and their teacher-librarianship profession. The decade covered by this study embraces the greatest period of expansion in the development of school libraries seen in Australian history. During this decade the A.C.T. established an independent education system and it took many years for the A.C.T. Schools Authority administration to finalise its organisation. SLACAD members were anxious that school libraries in the A.C.T. should keep pace with school libraries in other Australian states and this study documents the constant efforts of its members to obtain improvements in school librarianship. Teacher-librarians in the A.C.T. have continued to maintain a close liaison with ASLA and many A.C.T. teacher-librarians have held executive office in ASLA. SLACAD has hosted seminars and conferences and this study documents numerous submissions and reports which were a necessary feature of the expanding A.C.T. school library association milieu.

The key purposes of this study were to determine the extent that people purport to utilise critical thinking in educational and organisational settings; second, to examine the forces that encouraged and discouraged critical thinking and third, to identify strategies and environments that encourage and foster critical thinking. The literature examined shows that the use and teaching of critical thinking has been well represented in educational settings. However, upon an initial review of literature within organisations it appeared that the term critical thinking was not commonly used. While critical thinking occurred within organisations it tended to be defined as problem solving and decision making approaches. The model of critical thinking which underpinned this research was that of Stephen Brookfield (1987). Brookfield's model was tested through the design of the methodology. A total of ninety three surveys were completed by students at the University of Canberra from the Faculty of Education and the Faculty of Management. Thirteen individual, semi-structured interviews were conducted with a selection of these students. The data suggested that critical thinking occurred both within educational and organisational environments. One of the main impediments to the use of critical thinking was the availability of ample time and the respondents claimed that they had more time to apply critical thinking during their studies rather than at work. The respondents identified strategies such as brainstorming, role playing and modelling behaviour as some of the approaches that would increase the likelihood of the use of critical thinking at work and study. An unanticipated finding was that individuals applied a different interpretation in the application of critical thinking within organisations compared to educational settings.

The purpose of this research was to discover the extent to which practising registered nurses in the ACT undertake physical assessment. It was also organized to discover the perceived reasons why, in appropriate instances, it was not undertaken and the extent to which certain variables may have influenced its practice or non-practice. It was directed also at discovering the extent to which the practising registered nurse would be prepared to undertake workshops on the subject, so that, if appropriate, a core of registered nurses could be provided to act as the role-models and to create the necessary learning environment in the ACT hospitals and agencies where most of the Canberra College's graduates would find employment. Since the first undergraduate course in nursing was introduced in the tertiary sector, nurse academics have placed significant emphasis on the teaching of the nursing process. It is within the first phase of this process, the assessment phase, that the physical assessment of the patient/client is conducted. Discussions with practising registered nurses and observations, led to some uncertainty as to the extent to which physical assessment was actually being used. A review of the literature showed that no investigation of the matter had been reported in the Australian literature. It was, therefore, proposed to make good this deficiency and to resolve any uncertainty about the extent of use of physical assessment in the ACT. This study was restricted to registered nurses in the ACT where all beginning nurses are educated at the CCAE with a curriculum which includes a comprehensive study of physical assessment. Even so, it is recognized that such studies will only reach a beginning level of competency. In order to ensure that the graduates of these courses extend their competency in physical assessment they need to be able to use these skills in every day nursing practice. This research, therefore, was conducted using a questionnaire which incorporated questions about the use of 36 physical assessment skills. The survey, on a onetime participation basis, was conducted for all registered nurses rostered on a fortnightly period in April 1987. A 66.7% response rate was achieved. The responses were analyzed and the findings, results and recommendations are included in the appropriate sections of this thesis.

The temporal and spatial variability in wind speed and direction was investigated in a study of the mesoscale wind fields in the Canberra region. The statistical description of the winds was based on twelve months of three-hourly data at seventeen sites obtained in a joint program carried out by the Division of Land Use Research, CSIRO, the National Capital Development Commission, and the Bureau of Meteorology. The statistical analysis proceeded in stages. The first two stages were concerned with the determination and examination of averages and measures of dipersion. Information on the temporal variability in regional wind, defined as the average of the winds at the seventeen collection sites, provided the first insight into the important determinants of winds in the region. The data were then categorized on the basis of the information thus obtained, and the averages over time for each site were analysed in each category. The variation between sites revealed the extent of the spatial variability in the region. For each category, for each site, there were perturbations around the average state, and in the last stage of the study, the analysis examined how the perturbations were related across sites using correlation coefficients. Generalized Procrustes Analysis was used, followed by the extensive use of cluster analysis. Linear modelling techniques were used at all stages of the study, not only for wind speed, but also for wind direction which is an angular variate and thus required different modelling procedures. The models related the variables of interest to terrain features such as position, elevation and surface roughness. These models allowed an informed judgement to be made on the likelihood of accurately estimating the winds at other locations in the region using interpolation techniques.

As a contribution to understanding the Chinese immigrants and their community, this study seeks to explore the factors influencing the formation and development of cultural identity among members of the Chinese diaspora in Australia. These include Chinese community life, family and professional networks, media use and its influences, and the changes that have taken place over the past ten years. Chinese communities in Australia are not homogeneous. Although they may all call themselves Chinese, they differ among themselves according to dialect, subdialect, clan and family, all of which are linked to their place of ancestral origin in China, as well as by country of birth outside of China. The degree to which these differences are considered important varies from individual to individual, but a community, whether it is constituted for social or business purposes, always comprises individuals who share one or more of these secondary characteristics in addition to their collective cultural characteristics. The study focuses on Canberra as a case study. First, it examines the similarities and differences within the Chinese diaspora coming from different geographical origins. It uses interviews and narrative analysis to examine the nature of Chinese immigrants and to assess their social, political and cultural context, with the aim to challenge the monolithic view that only one kind of Chinese community exists. It investigates how cultural background and other factors affect the formation and development of people's identity. In addition, as a point of secondary comparison, this study also analyses the differences between the Chinese diaspora in Canberra and Sydney. The aim here is to assess how the different locations and different characteristics of these cities communication networks affect migrants' adaptation to Australian society. Special attention will be given to differences between Dalu ren (the mainland Chinese), who came to Australia after the events of Tiananmen Square in 1989, and the other diasporic Chinese groups in Australia, which include Taiwan ren (Taiwanese), Xianggangren' (Honkongese), Malaixiya hua ren (Malaysian Chinese), and Xinjiapo hua ren (Singaporean Chinese). Since mainland China has had a different political system and the Communist Party replaced much Chinese tradition, people from the mainland have kept the least Chinese cultural traditions. Chinese from other regions try to keep the Chinese tradition as it was. However, the culture in mainland China has already changed. Therefore, the understanding of the Chinese tradition and culture among the Chinese from different regions varies greatly. This thesis explores the changing understanding within the members of the diasporic community of cultural identity. It attempts to show the strong influence of the notion of an original culture on the Chinese diaspora and how these ideas influence the way that diasporic Chinese community members interact within Australian society. It will investigate the changing characteristics, both social and individual, of mainlanders and other groups of Chinese immigrants in the 1990s, in the context of their professional, social and family networks. It will examine areas such as media use, languages and involvement with community development activities, and whether there are significant differences in their acculturation according to their different gender and places of origins. 1 Although Hong Kong has become part of China since 1997, there have, however, been different political and social systems in Hong Kong and the mainland, so this study researches Hong Kong in a separate category for the purpose of exploring differences.

Abstract:
The present study attempted to measure library literacy levels of open or flexible learners at the Canberra Institute of Technology (CIT) during the 1995 academic year, and to investigate to what extent the information skills component of TAFE open learning modules influence adult learners' library literacy levels. To address these issues, a quasi-experimental research methodology was used to measure library literacy levels at the beginning and, again, on or near course completion to ascertain whether any change had occurred, through the administration of a questionnaire. A number of participants were then interviewed to further validate the responses fiom the questionnaires. The study attempted to show that though courses claim to address key competencies in a vocational education and training environment, one component of the key competencies, the ability to collect, analyse and organise information, was not being met. That one component was the ability to locate (or collect) information. No strong correlations resulted fiom the library literacy levels measured and the degree to which the key competency was addressed within course modules. No statistical measures were possible due to the small sample population that eventuated, though it was almost half the original targeted population. No real gain was achieved in library literacy levels between the pretest and posttest stages of the research for either the Experimental or Control groups. Though a highly suitable research methodology, the quasi-experimental research design did have some limitations in this piece of research. The CIT flexible learning environment at the time of the study contributed to the limitations of the study. However, a number of recommendations were made on the basis of the research results, advocating some strategies that might be implemented to improve the library literacy levels of learners undertaking open or flexible delivery courses within CIT, and suggestions to change the research environment to avoid many of the problems experienced. The CIT pilot study was the first known formally documented study of library literacy levels in an Australian TAFE environment of its kind. The study reflects the literature published at the time of the study. At that time, the research in this field was minimal. Many publications and research have emerged since 1995 when this study was conducted, indicating this is an area of great interest.

Middle schooling, although a contested phenomenon, has established its position on the huge landscape of secondary education. The philosophy of middle schooling claims that middle school has the best organisational structure for meeting the (educational, emotional, social and psychological) needs of adolescents1. This study is an attempt to see how successful schools of the Australian Capital Territory (ACT) are in implementing the middle schooling program with respect to the General Design for a Whole School Approach to School Improvement (Hill & Cr�vola, 1997), which is used as theoretical framework for the evaluation. The three schools selected through purposive sampling for this study are considered exemplary for their implementation of programming consistent with the essential elements of middle schooling. The literature has recognised that, during last two decades, policy makers, educators, innovative reformers, and private foundations have manifested enormous commitment and interest in favour of the middle schooling program. The findings of this study indicate that, with certain adaptations, each of the three sample schools are implementing the salient features and characteristics of effective middle schools identified in the General Design and discussed widely in the literature. Each sample school is making its best efforts to improve the teaching and learning environment better to meet the needs of adolescents and is implementing middle school philosophy in accordance with the design. It is unlikely that any school can achieve "perfection" in all of the areas identified in the selected design (Hill & Cr�vola, 1997), and the possibilities for improvement are always there. Certain significant issues related to students� security and connectedness are identified as requiring some attention by the school organisation. The main question of this study�how responsive middle school reforms are in the enrichment of the physical, social and emotional growth of adolescents�has largely been answered positively in this study. Based on the findings of this study it is concluded that the middle schooling program is not a wasted effort on the landscape of secondary education in Australia. The results of this study have certain implications for policy makers, educators and researchers. These include recognition of the need for teacher training programs to provide teacher training with a greater understanding of the teaching and learning needs of adolescents and the need for educators to make extra efforts in making the school environments safe, secure and inviting for adolescents. Longitudinal studies will be required to determine the long-term outcomes of the middle schooling program, as claimed by the proponents of the middle schooling movement.

Australia is a suburban nation. Today, with increasing concern regarding the sustainability of cities, an appreciation of the complexities of Australian suburbia is critical to the debate about urban futures. As a built environment and a cultural phenomenon, the Australian suburbs have inspired considerable scholarly literature. Yet to date, such scholarly work has largely overlooked the changing environmental values and visions of those shaping and residing within suburban landscapes, and the practices through which such values and visions are materialised in the processes of suburban development. Focusing on the post-war suburban landscapes of Canberra and Perth, this thesis centralises the environmental, political and economic forces that have shaped human action to construct suburban spaces, paying particular attention to the extent to which individual understandings and visions of 'environment' have determined the shape and nature of suburban development. Specifically, it examines how those operating within Australia’s suburbs, including planners, developers, builders, landscape designers and residents have imagined the 'environment', and how such imaginaries have shifted in response to varying spatial, temporal and ideological contexts. Tracing the shifting nature of environmental concern throughout the mid-to-late twentieth century, it argues that despite the somewhat unsustainable nature of Australia's suburban landscapes, the planning and development of such landscapes has long been influenced by and has responded to differing understandings of 'environment', which themselves are the product of changing social, political and economic concerns. In doing so, this thesis challenges a number of perceptions concerning Australian suburbs, environmental awareness and sustainability. In particular, it contests the assumption that environmental concern for Australia's suburban development emerged with the urban consolidation debates of the 1980s and 1990s, and analyses a range of environmental sensibilities not often acknowledged in current histories of Australian environmentalism. By examining, for example, how the deterministic and economic concerns of differing planning bodies, along with the aesthetic and ecological concerns of various planners, are intertwined with the housing and domestic lifestyle preferences of suburban homeowners, this history brings to the fore the often conflicting environmental ideas and practices that arise in the course of suburban development, and provides a more nuanced history of the diversity of environmental sensibilities. In sum, this thesis enhances our understandings of the changing nature of environmental concern and illuminates the complex, still largely misunderstood, environmental ideas and practices that arise in the processes of suburban development.

Limited English proficiency (LEP) amongst non-English-speaking background (NESB) employees is a major concern for the Government, employers and unions in Australia. Due to their low levels of English proficiency, NESB employees are often unable to carry out effectively the required workplace tasks. In the current climate of rapid change in workplaces, as a result of Award Restructuring, NESB employees may also lack the communication skills necessary to undertake skill-based training and, therefore, be further disadvantaged. In light of these concerns, this study investigated the English learning needs of a group of NESB non-academic staff at the University of Canberra (UC). It established that there was a gap between their present levels of English proficiency and the levels required in their current positions. As a result, these employees are unable to engage effectively in all communication tasks required in the workplace. Following a detailed analysis of the current literature on the provision of workplace English training it is recommended that an English in the Workplace (EWP) program be provided at the UC for NESB non-academic employees. Specific recommendations are made regarding the design and implementation of the learning program.

This experiment was designed to investigate the effectiveness of the CDROM hands on instruction program provided by the University of Canberra library by comparing it with demonstration only sessions and a group that received no instruction at all. The results indicated that the hands-on instruction program evaluated did not prove to be superior to a demonstration in providing students with necessary skills to search CDROM databases. A sample of 98 novice users enrolled in Research Skills were randomly allocated to three groups. The first group received hands on instruction on CD-ROM searching. The second group watched a demonstration using a liquid crystal display. The third group acted as a control group and received no instruction. Each group conducted a search on three pre-determined questions. The experiment was conducted in three stages. The first stage was a pretest in which students searched the three search questions. The second stage was instruction. Two groups of students were instructed, either hands on or demonstration. The final stage was a post-test which involved searching the three questions used in the pre-test. The following databases were used in the study: ERIC, MEDLINE and Sports Discus. The results were measured in terms of a number of search terms used, number of retrieved records, number of Boolean operators used, and a appropriate choice of a database. The statistical significance level among the groups was tested by the means of the technique of oneway analysis of variance to test The F test was used to compare differences between the different groups. The results of this experiment indicated that groups of students instructed on either method of instruction, hands-on and demonstration, performed significantly better than the control group. However, there was no significant difference between the two methods of instruction. This research confirms the need for CD-ROM instruction for novice users if CD-ROM databases are to be used effectively by students. Furthermore, this result shows that demonstrations can be used as alternative methods of instruction.

This thesis contends that conservative academic culture and the predominance of science-based courses can block the inclusion of green education into tertiary curricula. In the study, I used a participatory action research approach, embedded in a critical research paradigm, in order to work with interested students and community groups as well as academia at the University of Canberra. During the research period, I aimed to further develop green education on the campus, while observing responses of academia, students and environmentally related community groups. Data were analysed using an analytical model linking education with social change. The thesis addresses the following questions: how do students demonstrate their interest in environmental sustainability; why are formal studies within an institution unable to respond to student interest; what characterises the gap between formal university studies and non-formal environmental education in relevant community groups; what is green education, how is it put into practice, and does it bridge the gap between formal studies and community-based environmental education. The study found that the environmental science-based course at the university was focussed on the transmission of knowledge rather than the teaching of contemporary problem solving in the form of green education. The formal environmental education of the university setting varied greatly in terms of purpose, culture, values and philosophy from the environmental education of the community, which was compatible with the theory of green education. Communication between academia and community groups was minimal. The study also demonstrates that following student activities, green education has now been implemented in many universities around the globe, resulting in a breakdown of the barrier between formal and nonformal education sectors. Students have set-up and maintained links with the green education practiced by community groups, and have then brought ideas of green education into universities. Recommendations are made for green education at the University of Canberra.

The provision of work experience opportunities for students at the Canberra Institute of Technology (CIT) is an important feature in promoting the practical application of theory learned in the classroom. At the outset of this study, the variety and scope of work experience programs at CIT was not known and there were no apparent efforts to co-ordinate this activity. The effectiveness of these programs was not known, and there were no strategies in place to measure their worth. The purpose of this study was to identify and describe work experience programs, to analyse existing evaluation methods and to propose a Model of Evaluation appropriate to the maximum number of programs. The review of related literature resulted in the selection of Stake's comprehensive Countenance Model (1967), chosen for its consideration of the complexities of purpose and the wide variety of experiences which students may encounter. A significant part of the application of Stake's Model was the development of an Evaluation Kit for Work Experience Co- Ordinators at CIT and the subsequent trial on the Work Placement subject of the Certificate in Travel course in the School of Tourism and Hospitality. Stake's Countenance Model of Evaluation appears to embody an appropriate structure to measure the worth of programs. Recommendations for future directions include the wider trial of the Kit in a greater number of programs to further establish its usefulness to decision-makers, and the need to remain alert to emerging issues and trends in work experience practice in Australia.

This thesis argues that Walter Burley Griffin's Capitol as a place of popular congregation on a prominent city site had a critical place in his design for Australia's Federal Capital It offers an intensive and critical reflection on the nature, origin and cultural implications of the Capitol in the context of Canberra's subsequent planning and development. The Capitol represented the essential idea from which he constructed an organic design, integrated with the site conditions and following Sullivan's famous dictum Form follows function. It signified organic democracy, 'a grass roots view' which Griffin shared with Sullivan, rather than the 'top down view' of the mandated power of Government. In order to provide an understanding of how these principles informed Griffin's design, Sullivan's and Griffin's published and unpublished writings are critically reviewed for evidence of the convergence of ideas and agreement on fundamental principles. Resonance with these principles was found in the Competition Drawings and the Original Report entered in the Competition by Griffin. The analysis also drew upon an extensive critical review of sources such as Marion Mahony Griffin's Magic of America, parliamentary papers, archival records, personal papers, and the published literature of Australian and American scholars on Sullivan and Griffin. Sources pertaining to historical movements in architecture and town planning and narratives on architecture for government also formed part of this critical review. The conclusion is that when the desires of the Commonwealth Government were focused by its chief architect on Griffin's Capitol site as the place which should be occupied by Parliament House, the nadir was reached for Griffin's original concept. The vision supplanted, the unravelling of Griffin's organic city plan, with its connections with the ideas of Louis Sullivan, began. Other ideologies began to be introduced with other relationships of form and function, and cost to the organism which was Griffin's city .

Canberra 1954-1980 traces the main themes in Canberra's recent history. Its broad aim is to identify, describe and account for the physical and political changes which in little more than a quarter of a century turned a makeshift village of expedients into a recognisable national capital. The thesis begins with a picture of the township in 1954, the year in which the vitally important Senate Select Committee on the Development of Canberra was established and the crucial decision taken to make Canberra the true centre of government administration. It then deals with the influence of Menzies, the contribution of the eminent London planner, Lord Holford, setting up of the National Capital Development Commission, the transfer of departments from Melbourne, the emergence of the Y-Plan, and the wrangling over the site for a new and permanent Parliament House. Physical transformation of the city is covered in chapters describing the construction of Lake Burley Griffin, the new towns, and national buildings such as the Library, Gallery and High Court. Other chapters concentrate on issues and problems of growth such as the land tenure system and the abolition of land rent, the attempts to wrest more territory from New South Wales, the concept of Canberra as a social laboratory, community struggles with authority, moves towards self-government, and the restraint and recession of the late seventies. The thesis ends in 1980 when the government accepted a design and committed the first funds to build a new and permanent Parliament House, thereby providing the centrepiece for the Parliamentary Zone and conclusively confirming Canberra's status as the national capital.

The group of Iranian migrants who are the subject of this study left Iran subsequent to the 1979 Revolution. This migration was in response to the post-Revolution regime's restrictions on societal participation, and its demands of the population to "perform" a new kind of Iranian-ness in their bodily and emotional comportment. Thus, the Iranians of this study, engaged in a kind of physical mobility that defines them as migrants because they felt that another geographical space would be a better launching pad for their "existential selves" ( Hage 2005: 470). Nevertheless, in Australia, also, they feel forced to calculate each move to portray the good Iranian, who is happy, and far from the Iranian middle-eastern typified image. If at home means that everything is unreflexive knowing how to behave and simply be, the Iranians of this study are unhomed. They perform rather than to be. Thus, they dwell in the purgatorial space between having a place to call home, but not actually being able to feel at home there. Having to perform an acceptable version of oneself all the time creates the state of unhomeliness, a state where one is not home-less, not without shelter, but yet not at home in one's own body, talk, and behaviour.

In this thesis I describe two key symbols of Vietnamese ethnic identity in Canberra, namely flag and family where flag represents the Vietnamese love of homeland and commitment to continue the struggle for freedom, and family relations between kin based on generosity and reciprocity coupled with unquestioned authority and respect for elders. These are markers of ethnic distinctiveness deployed by Vietnamese to distinguish themselves from the Anglo-Celtic majority and other minority groups arriving in Australia from Indochina. I examine how the collective and particularistic aspects of both are worked out through the commercial production and presentation of food - an "authentic" cultural product - marketed by Vietnamese restauranteurs in an Australian context.

Seen as 'the best assimilated migrants', the Dutch were popular migrants in the fifties, when migration from the Netherlands to Australia reached its peak, but by 1984 they had slipped to 6th place in popularity, according to a mid-year opinion poll. Nowadays they form what is very much a greying group, since hardly any new Dutch migrants are settling in Australia. The figures in chapter 4 Table 1, show that in the ten years bet\AJeen 1975 and 1985 on ly 10,956 Dutch settlers arrived in Australia, and that in the same period 3,112 Dutch settlers left. While the Dutch formed the fourth largest group of non-English speakers in 1983, it may not be long before they cease to get separate mention as an ethnic group. It is thus important to look at Dutch speech in Australia now, while sufficient first generation Dutch speakers remain, especially since hardly any of their children have learned to speak Dutch.

This thesis investigates social networks and social support in Canberra. More specifically, the study addresses two main areas of interest. First, particular attention is given to the pattern of social networks and social support formed in the city and its variations among four study areas. Second, the study focusses on the effect of occupational and residential mobility on social networks and social suppon. To gather empirical evidence on these issues, a sample survey of 394 women in four study areas of Canberra was conducted in 1986-1987. The analyses of these data yielded the following chief findings in relation to the two questions: 1. Residents in Canberra led a more sociable life than had been generally assumed. They associated with neighbours or friends more frequently than with relatives. 2. All things considered, residents in Canberra did not have good access to primary group support. Nevertheless, relatives were the most important primary group, especially in dealing with long-term problems. Neighbours were a significant source of support in short-term situations. 3. Disruptive effects of occupational mobility were found in relation to very limited types of social relationships. 4. In terms of social interaction, a decline of neighbourhood relationships was offset by the development of kinship and friendship relationships in the course of time in Canberra. With regard to social support, only the anticipation of social support from relatives increased with the length of time in Canberra. The pattern of social networks and social support in Canberra was assessed from the three perspectives of the "Community Question", into which Wellman (Wellman, 1979; Wellman and Leighton, 1979) integrated and summarised previous arguments on social networks and social support. These were "Community Lost", "Community Saved" and "Community Liberated". While the Canberra community fitted in with the "Community Liberated" perspective with regard to social networks, it was consistent with the "Community Saved" perspective in connection with social support. The thesis concludes from findings 3 and 4 above that occupational and residential mobility did not disrupt or weaken social relationships to a great extent, so that people accommodated themselves successfully to new social circumstances. Compared with occupational and residential mobility, the presence of local relatives and the stage of the life cycle were major forces affecting informal social participation. Particularly, the presence of local relatives stood out as being the most influential factor; living near relatives greatly increased the likelihood of developing kinship interaction and social support from relatives. Implications of these findings were also discussed.

Promoted as a public spectacle, the implosion was planned as an orchestrated collision between past and future that would enable an instantaneous obliteration of past in order to create a site of future opportunities. When it resulted instead in a failed demolition and the death of a child, the reversal of popular expectation precipitated not only shock, grief and guilt, but also a widespread state of ontological instability. If a certain fascination with death and disaster had contributed to the event’s popular appeal before the implosion, it was compounded by feelings of guilt and shame in the event’s tragic aftermath. Those feelings, shared by public and journalists alike, were given expression in the mediated discursive space of the Canberra Times and other media outlets, resulting in an extensive rhetorical performance of witness, therapy and argument. In this thesis, I use the diversity of voices that are held together in the discursive web that forms the textual fabric of this study’s empirical data, not to create a historical, single perspective narrative, but to go some way in re-creating the event, and the immediate response to it, by allowing that discourse to be re-voiced. As the product of extensive cultural labour on the parts of those who produced it, the implosion discourse, of which this thesis is now a part, stands as a significant corpus of commemorative work. This discourse is evidence of an engaged polity – one that transcended the passive role prescribed for it of an audience as consumers of entertainment to become, through its own labour, agents, creators and performers of meaning. My central thesis is that it is in this cultural performance that the true practice of ‘community’ can be discerned.

It explores the assumptions and aspirations that influenced the city's planning and construction during its two greatest periods of growth--the first period spanning from the tum of the century to the beginning of the great depression, the second from the 1955 Senate Select Committee Report on Canberra to the early 1970s. The emphasis is not on providing a narrative history of Canberra. It analyses how the city's design reflects attempts to create the ideal city.

Abstract:
The primary purpose of this thesis is to examine the interconnections between the roles played by parents and teachers and children’s own sense of ethnic identification during early childhood. Although the study of ethnicity and multiculturalism received much attention during the 1980s associated research applicable within the Australian early childhood scene remains largely an unchartered territory. Much of the research todate has focussed on adults’ perceptions, paying little regard to children’s view of the world. This study is based on twenty-seven children aged between 5 to 8 years, descendants of Scottish, Finnish and Indian immigrants living in Canberra, Australia. To analyse the differences between the learning environments of home and school, a typology based on the participants’ perceptions of their roles is advanced. The findings confirm the view that ethnic identification is a product of socialisation processes and that its outcomes are difficult to predict. More importantly, there is evidence to suggest that the process of learning to be Scottish, Finnish or Indian does not follow a serial or linear path, progressing neatly from the home to the school. It was found that although parents and teachers can alter the context of learning, children’s capacity for independent thought and their everyday experiences with grandparents, siblings and peers, for instance, also contribute to children’s sense of ethnic identification. Hence, when examining the contexts of learning, both adult and child perspectives must be considered together.

Abstract:
This study examines the material advantages attached to owner occupation in Canberra between 1962 and 1981. Canberra's housing market was used to review the debate on domestic property and land rent A number of authors (Saunders, 1978, 1979; Pratt 1982) contend that ownership of residential property generates significant economic interests independent of production within society. Other researchers rejected this view and denied the significance of gains through housing (Edel, 1982; Edel, Sclar and Lamia, 1984). One of the first objectives of this thesis therefore was to ascertain the nature, size and origins of any benefits accrued through the ownership of housing. The history of property ownership in nine suburbs was examined and the benefits associated with property ownership calculated. The study found that home purchasers in Canberra with bank finance were typically $32,000 better-off once their dwelling was sold. The level of benefits received varied according to socio-economic status. The largest gains were accrued by the owners of the most expensive dwellings. The rats of return on the household's capital, however, was not influenced by factors associated with social class or prestige. Market conditions determined the rate of return with the greatest percentage gains to households which purchased while the market was low and sold during a boom. The receipt of benefits through housing reflected the history of real property within societies with a British legal heritage, Canberra's special development history and Australia's post-War housing system. It was concluded that explanations of housing-related benefits must recognise that land is property like any other. The commodity nature of housing \s a function of the the importance of production and the conditions associated with the production of wealth in society. In addition, the market's role in the capture of benefits through housing must be accepted. Price fluctuations determine the nature and size of any gains collected.
