As the news of President Moussa Traoré's overthrow spread through Mali in March 1991, large crowds of people poured into the streets of Bamako, Segu, Kati, and other towns to exact retribution, culminating weeks of popular unrest. They went after prominent officials, military officers, and members of the wealthy élite that had prospered during the 23 years of Traoré's authoritarian rule. Customs and tax offices, traditional centres of high-level corruption and embezzlement, were systematically burned, their files taken of scattered, their staff put to flight. Big merchants, accused of collaborating with the ousted régime and benefiting from state favours, saw their shops emptied and destroyed. Though disorganised and apparently beyond the control of any leadership, the crowds carefully spared vital economic installations — but not the Bamako offices of theCaisse centrale de coopération économique(C.C.C.E.), seemingly tainted by its rôle as the main channel for French financial aid to the Government.

Les récentes décisions de la Cour suprême du Canada en matière de contrôle juridiciaire permettent d’affirmer qu’il sera de plus en plus difficile de convaincre les tribunaux supérieurs qu’un tribunal administratif a commis une erreur d’interprétation manifestement déraisonnable. Mais il en va autrement quant à l’erreur juridictionnelle. Il y a même lieu de se demander si l’erreur juridictionnelle, telle que définie par la plus haute cour du pays, particulièrement dans l’affaire Syndicat des employés de production du Québec c. C.C.R.T., sera le nouveau leitomotiv des requérants en contrôle juridiciaire ? Pour certains, depuis l’affaire Lévis-Lauzon, il ne fait plus de doute que l’erreur d’un arbitre de griefs quant à savoir s’il y a ou non prescription est une erreur intra juridictionnelle. Après avoir dressé l’historique jurisprudentiel ayant mené à la décision dans cette dernière affaire, l’auteur estime que cette décision n’aura pas nécessairement l’effet escompté de limiter l’intervention de tribunaux supérieurs en cette matière, compte tenu de la définition de l’erreur juridictionnelle donnée par la Cour suprême. Enfin, l’auteur propose une approche non-interventionniste dans la détermination de ce qui constitue une erreur juridictionnelle.

Abstract:
To general public, all videos are perceived to be true, but they may not have probative value in the Court of law. The undertaken article analyzes the admissibility and probative value of a video presented as evidence before a court in the Criminal Justice System of Pakistan (CJSP). It analyzes the relevant law and diagnoses the problems with the video evidence through the lens of the judgments of Superior Courts. The court of law objectively ascertains that a video presented as evidentiary means bears significant relevance to the fact in question. It must be admissible under the law, and it must be proved to be genuine. To fill up the gap between a “Video” and a “Video Evidence”, there is a process, which is known as video authentication. It determines that the video contents are genuine, authentic, credible, unaltered, untampered and unfabricated. The study discusses various modes of video authentication. Precedents set by superior courts of Pakistan show that convictions have been made once the courts are satisfied with the credibility of video evidence. In the court of law, video evidence is normally presented after the completion of prosecution evidence. The video is played in court and is watched by the presence. But the researcher establishes that such process does not have legal justification. The article suggests that it would be legal and proper for the prosecution to produce the video evidence through the witness, during his evidence, who is either victim, witness, recorded and/or copied the video directly from original source such as C.C.T.V system and that witness would be subjected to cross examination.

Silicon nitride (Si3N4) is one of the most important advanced ceramics due to its high wear resistance, corrosion resistance, and especially high thermal shock resistance at high temperature. It has been used as cutting-tools, high-temperature bearings and turbochargers for car engines etc. But its applications are still limited by the relatively high cost of Si3N4 powders which are now mostly produced by direct nitridation at high temperature for long time with high energy consumption. Self-propagating high-temperature synthesis (SHS) shows potential as an advanced technology for synthesizing Si3N4. One of the reasons of why SHS Si3N4 powder has not been widely used commercially is that most SHS Si3N4 powder reported in literatures are of high b-phase content and SHS Si3N4 with high a-phase content is very difficult to be made, especially for large samples. Since 1990’s C.C.GE and his group in Laboratory of Special Ceramics and Powder Metallurgy (LSCPM) has been working on the structure formation mechanism of SHS Si3N4 and the nitridation mechanism of large samples of SHS Si3N4. Recently, great effort has been put on the SHS of homogeneous high a-phase Si3N4. In the present work, the effect of nitrogen pressure and purity, the type and amount of diluents on the a-phase content and microstructure of the product synthesized in a reactor of 10 liter capacity are investigated. Through optimization of processing parameters, SHS Si3N4 powder with high a-phase content up to 96% was synthesized.

Glycerol released by isolated epididymal adipocytes was measured in 6-8 weeks old genetically obese (fa/fa) and lean (C.c.a/-) male Zucker rats, ip treated or not treated with T3 (0.46, 2.3 and 4.6 nmol/100 g in a single injection or 4.6 nmol · (100 g)−1 · day−1 for 5 days). In the non-treated rats, lipolysis was less stimulated by adrenalin or isoproterenol in obese than in lean rats, whereas it was stimulated by theophylline up to the same level in both kinds of rats. A single injection of the T3 (highest dose) increased isoproterenol-induced lipolysis in the lean but not in the obese rats. The 5-day T3 treatment caused a stimulation of the adrenalin- or isoproterenol-induced lipolysis in both kinds of rats. However, the stimulation was lower in the obese than in the lean rats. This treatment increased theophylline-induced lipolysis in the lean but not in the obese rats. It did not affect significantly the theophylline-induced lipolysis stimulated by adrenalin or isoproterenol in either obese or lean rats. These findings show that mild hypothyroidism of obese rat is partly responsible for the impaired sensitivity of its adipose tissue to lipolytic drugs. The apparently low T3 sensitivity of obese rat adipose tissue is discussed.

Arm movements in 3-D space were studied to investigate the reduction in the number of rotational degrees of freedom in the shoulder and elbow during pointing movements with the fully extended arm and during pointing movements to targets in various directions and at various distances relative to the shoulder, requiring flexion/extension in the elbow. The postures of both the upper arm and forearm can be described by rotation vectors, which represent these postures as a rotation from a reference position to the current position. The rotation vectors describing the posture of the upper arm and forearm were found to lie in a 2-D (curved) surface both for pointing with the fully extended arm and for pointing with elbow flexion. This result generalizes on previous results on the reduction of the number of degrees of freedom from three to two in the shoulder for the fully extended arm to a similar reduction in the number of degrees of freedom for the upper arm and forearm for normal arm movements involving also elbow flexion and extension. The orientation of the 2-D surface fitted to the rotation vectors describing the position of the upper arm and forearm was the same for pointing with the extended arm and for movements with flexion/extension of the elbow. The scatter in torsion of the rotation vectors describing the position of the upper arm and forearm relative to the 2-D surface was typically 3–4°, which is small considering the range of ∼180 and 360° for torsional rotations of the upper arm and the forearm, respectively. Donders' law states that arm posture for pointing to a target does not depend on previous positions of the arm. The results of our experiments demonstrate that the upper arm violates Donders' law. However, the variations in torsion of the upper arm are small, typically a few degrees. These deviations from Donders' law have been overlooked in previous studies, presumably because the variations are relatively small. These variations may explain the larger scatter of the rotation vectors for arm movements (3–4°) than reported for the eye (1°). Unlike for saccadic eye movements, joint rotations in the shoulder during aiming movements were not all single-axis rotations. On the contrary, the direction of the angular velocity vector varied during the movement in a consistent and reproducible way, depending on amplitude, direction, and starting position of the movement. These results reveal several differences between arm movements during pointing and saccadic eye movements. The implications for our understanding of the coordination of eye and arm movements and for the planning of 3-D arm movements are discussed.

Neurophysiol. 79: 2025–2039, 1998. Until now, most studies concerning active head movements in three dimensions have used the classical rotation vector description. Although this description yields both the orientation of the head rotation axis and the amount of rotation, it is incomplete because it cannot specify the location of this rotation axis in space. The latter is of importance for a proper picture of the vestibular consequences of active head movements and has relevance for the problem of how the brain deals with the inherent kinematic redundancy of the multijoint head-neck system. With this in mind, we have extended the rotation vector description by applying the helical axes approach, which yields both the classical rotation vector as well as the location of the rotation axis in space. Subjects ( n = 7), whose head movements were recorded optically, were instructed to shift gaze naturally to targets in 12 different directions at an eccentricity of 40°. The results demonstrate that the axes for these head movements occupy consistently different spatial locations. For purely horizontal movements, the rotation axis is located near a point midway between the two ear canals. For gaze shifts in other directions, the rotation axes are located below the ear canals along two circles, one for movements with an upward component (up circle), the other (typically larger in size) for movements with a downward component (down circle). Purely vertical movement (up and down) axes were located on the lower pole of the up and down circles, respectively. It was found that both circles, the upper poles of which coincided, became larger in size as movement amplitude increased, which means that the axis location shifts to lower and more eccentric locations with respect to the skull for larger flexion and extension movements. Although this pattern could be recognized in most subjects, there were consistent intersubject differences in the absolute size of the circles, their increase with movement amplitude, and in the relative sizes of the up and down circles. Because multiple vertebrae are involved in head movements, there are theoretically many possibilities to execute a certain head movement. The differences in circle patterns among subjects indicate different strategies in resolving this kinematic redundancy problem, a fact that was not apparent from the classical rotation vector part of our description, which yielded a rather uniform picture. A simple model suggests that the downward shift of the location of the rotation axis requires a modulation in vestibulo-ocular reflex gain of ≤10% to maintain fixation of a near target during vertical head movement. The involvement of the otolith system in this process remains to be determined.

Summary Four years ago, the National Union of Municipal Employees of the City of Montreal, affiliated to the C.C.C.L., established an education service which has made interesting and valuable efforts to improve the training of its members. This selection was taken for indirect reasons: the increasing effort towards education in trade unionism in general; the growing interest of people in education and the development of consciousness among the City Hall personnel for the urgency of education. There also were direct reasons: the vigilant action of the union itself to favour the personal development of its members; the climate reigning at the City Hall, and the attitude of the Union towards the civic authorities. Before getting into action, everyone decided that some thinking and discussion was in order; so the group responsible for educational activities was supported by the union leaders and strongly encouraged. Every member was convinced that education should promote the human person, develop his consciousness and make him accept his responsibilities. First of all, one must know oneself in order to be integrated into society; science and techniques are very useful and must not be neglected; in and of themselves, however, they are unable to shape man. For the last two years, the themes inspiring the education program have been: "Conscience and competence of the unionized civic employee", and "Development of the personal initiative and of the sense of responsibilities". To realize its objectives, the group makes use of various techniques: study circle, union paper, union meetings, and luncheon meetings; it has also added a union practices workshop and a course for professional betterment in cooperation with the University of Montreal. Almost 300 unionized civic employees attended these sessions and paid their own fees; the union offered 50 scholarships. The methods of education used are simple, and the efforts made are on a collective basis. The key to its surprising success is group work and group decision-making. A research study has been undertaken and published in order to appreciate the value of the methodological technique used and to be used successfully in the elaboration and application of an educational program for civic employees.

La suspensión en prevención, como una de las medidas cautelares en el proceso contencioso administrativo en Colombia, tuvo en su primer proyecto legislativo un planteamiento de acción, mediante la cual los ciudadanos que tuvieran indicios graves de que se iban a producir actos, hechos u operaciones administrativas ilegales o inconstitucionales en perjuicio suyo, podían solicitar a la justicia contenciosa administrativa que impidiera que éstos se causaran. Así quedó prevista en el Artículo 153 del C.C.A., contenido en el Decreto Extraordinario 01 de 1984, en el Título XVII, de la suspensión provisional. Este instrumento fue esencialmente una medida cautelar que evitaba que una actuación de la administración inconstitucional o ilegal, no susceptible de otro recurso, naciera a la vida jurídica y cuyo fin era prevenir un daño que se ocasionaría con tal actuación. Se diferenciaba de la otra medida cautelar de suspensión provisional, en que la actuación ya se había producido y culminado o concretado, y en ella el acto empezaba a producir efectos (Ibáñez Najar, 1985, pp. 93 – 107). La suspensión en prevención fue derogada después de un corto período de aplicación judicial,1 lo que desde entonces ocasionó un vacío legal al no contarse con este importante instrumento procesal cautelar que permita al propio ciudadano detener preventivamente una actuación de la administración contraria a la Constitución o la ley. Por último, tal suspensión afecta el desarrollo constitucional de la tutela judicial efectiva, concretamente en lo que se refiere a las medidas cautelares en el proceso contencioso administrativo, tema que tiene pendiente en gran parte, su desarrollo en el ordenamiento jurídico colombiano

Abstract:
Based on the book, the full title of which is Registro delle Administrationi de Signori Governatori di San Gerolimo della Nation Oltramarinna in Dalmatia et Albania, this paper discusses the altar of St Jerome in the church of St Simeon at Zadar. It is already known that the altar was commissioned and maintained by the confraternity of Croatian and Albanian soldiers (Croatti a cavallo and Soldati Albanesi) founded in 1675 at Zadar, who were in the service of the Venetian Republic. New archival research has established that on 26 September 1694 the confraternity authorized the expense of 200 silver ducats intended for two Venetian carvers, the Bettamelli brothers, as a down payment for the making of the altar. The work on the altar began in April 1696 and several local master craftsmen took part in it: Zanotti, Rodo and Radičić, as well as smith Rosini. Since the Bettameli brothers, the makers of the altar of St Jerome, are not mentioned in the records by their first names, it should be noted that an altar-maker of the name of Alberto Bettamelli from Venice was responsible for the construction of the high altar and its tabernacle in the cathedral of St Maurus at Maniago (Friuli), as we learn from a contract made in 1693. Alberto Bettamelli also made the tabernacle in the parish church at Marsure (Aviano, Friuli). Bortolo Betamelli (Bettamelli), a tagliapietra, is mentioned between 1646 and 1682 in the ledgers containing contracts of apprenticeship to various sculptors, stone-cutters and carvers kept by the Giustizia Vecchia, a magistracy which supervised the activities of Venetian guilds. Two tabernacles have been attributed to the Bettamelli workshop: one on the high altar of the parish church at Maniago Libero (Maniago, Friuli) of 1694, and one in the parish church at Provesano (Friuli). Based on the records about the construction of the altar of St Jerome, it can be suggested that the coat of arms (composed of a cartouche with a shield emblazoned with a left-facing rampant lion and the initials C.C.S.F. above) depicted on the east pillar of the altar base, previously linked to the members of the Civran family, refers to Šimun Fanfogna (Zadar, 7 April 1663 - Lendinara, 6 March 1707), a Zadar nobleman and distinguished commander in the Venetian army who was the caretaker of the altar. The altar of St Jerome together with the surrounding area inside the church aisle - also called the chapel of St Jerome - represented an isolated unit delineated by a balustraded rail which could be used separately from the rest of the church, on certain occasions and festivities, by the members of the confraternity as well as the representatives of local and regional Venetian government at Zadar, and ecclesiastical and other dignitaries. Numerous works on the decoration of the altar and chapel of St Jerome were carried out throughout the whole of the eighteenth century and large numbers of local craftsmen skilled in different arts were engaged in them. Over a number of years, the Registro mentions the builders Antonio Piovesana (1742) and Antonio Bernardini (1789), the altar-maker Girolamo Picco (1756), the marangon Domenico Tomaselli (1743), blacksmith Antonelli (1744) and the goldsmiths Zorzi Cullisich (1738), Nicolò Giurovich (1752) and Giuseppe (Josip) Rado (1755). A number of other interesting pieces of information concerning the decoration of the altar and the activity of the confraternity of St Jerome is also presented.

RESUMO O estudo apresenta uma experiência do uso de cinzas de casca de arroz (C.C.A) para a produção de argamassas auto adensáveis. Para tanto, utilizou-se cimento CPZ II 32, areia natural, cinza de casca de arroz industrializada, superplastificante de atuação estérica e eletrostática, e água. Foram produzidos dois tipos de argamassas, sendo uma série a ser adensada com o auxílio de vibração, e uma outra série com a incorporação de C.C.A no teor de 35% com relação ao valor da massa do cimento, e de superplastificante, a ser adensada pela ação do seu peso próprio. Os valores da relação água/cimento adotados foram 0,40, 0,50 e 0,60 para os casos de argamassas vibradas e 0,68, 0,63 e 0,55 para os casos de argamassas auto adensáveis. Para os casos de argamassas vibradas foram realizados no estado fresco os ensaios de consistência com auxílio da mesa de golpes, ensaios de abatimento, e da avaliação da massa específica aparente; e para as argamassas auto adensáveis foram realizados no estado fresco os ensaios de espalhamento “slump-flow” e o ensaio de escoamento confinado com auxílio do funil; além da avaliação da massa específica aparente. No estado endurecido foram realizados os ensaios de resistência à compressão simples e diametral, e de absorção d’água aos 7, 28, 60 e 90 dias de cura. Observou-se que as argamassas com a adição de C.C.A e as vibradas apresentaram condições de mobilidade compatíveis com relação à cada caso e ausência de segregação; as argamassas com C.C.A apresentaram valores de resistência mecânica ligeiramente superiores aos apresentados pelas argamassas vibradas, assim como apresentaram valores de absorção inferiores, não obstante os valores mais elevados para a relação “água/cimento” em comparação aos casos das argamassas vibradas.

Face detection is an important process when it comes to computer vision. It will serve as an input to a Facial expression and Face recognition system. Modern “C.C.T.V” cameras with face detection features are costly and only few are connected to the internet. This paper proposes a Face detection system which detects faces with a fusion of Convolutional neural network and Gabor Filter. Gabor filter is used to extract important facial features and Convolutional neural network is used to train the model. Model weights files are executed in Raspberry PI which is cost efficient. Raspberry pi is connected to cloud service which will alert the user with SMS and E-mail.

Este escrito referido a la Revocatoria Directa de los actos administrativos pretende hacer un análisis comparado entre el tratamiento y alcances de la figura jurídica dado en el derogado Código de lo Contencioso Administrativo (C.C,A, Decreto 01 de 1984) y hoy en el Código de Procedimiento Administrativo y de lo Contencioso Administrativo (C.P.A.C.A. Ley 1437 de 2011); tema que en nuestro ordenamiento jurídico ha sido de suma importancia dado el tratamiento a dar a los intereses contrapuestos estabilidad jurídica vs respeto de la legalidad en los que se confrontan de una parte, los intereses de la administración, con los intereses de los administrados; de otra parte, los mecanismos, estrategias e instrumentos jurídicos que implica el cómo conciliarlos?, tema que la jurisprudencia constitucional colombiana ha tratado con especial preocupación permitiendo la revocación pero dentro de un marco caracterizado por las garantías a favor de los administrados, imponiendo límites a la acción de la administración creadora del acto mediante el respeto del cumplimiento de un procedimiento estricto, que es en esencia lo que el ordenamiento jurídico colombiano sostiene en ambas normas procesales.
