This thesis deals with the reform theory of public administration called New Public Management, which is based on tools used in the private sector. The theoretical part provides a critical view of rational bureaucracy and seeks to highlight the benefits of using modern methods of management in the public sector. The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.

My thesis is focused on the personnel management in public administration at local self-government units, which currently gains importance due to the ongoing reform. Human resources form the basis for quality and efficient work of offices. The aim of thesis is to analyze and evaluate personnel management in selected offices of Prague including recommendations for its improvement. The theoretical part, mainly focused on role of official in public administration and activities of personnel management, in addition to scientific literature is based mainly on Act No. 312/2002 Coll., on Officials of local self-government units. The practical part is based on the results of empirical research on which the current evaluation is made and provided recommendations.

Abstract:
This thesis deals with the question whether a state public enterprise is the source of political capital in the conception of the theory of rent-seeking on the example of the Czechoslovak state spa. The theoretical part explains the concept of political capital and the concept of rent-seeking theory from the view of Public Choice Theory. The analytical part is concerned with the fate of state spas in Czechoslovakia. The probe into the historical period of the First Republic is examined what happens to these spas, what is their place in the state budget, what is their fulfillment of stated objectives and which characters of rent-seeking in the form of political capital are observed at this state company. Based on this analysis it is concluded that the state spa enterprise is practical example of the theory of rent seeking and the source of political capital.

The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.

This diploma thesis analyses the current state of corruption in the Czech Republic. Primarily I focus on public administration and public sector, however I seek a comprehensive view on the issue in my thesis. The first part presents the theoretical approaches to corruption, bureaucracy and public administration, lobbying, interest groups etc. The practical part deals with methods of measuring corruption, the position of the Czech Republic against other states, legal specification of corruption and the impact of corruption in the states economy. Furthermore, I present causes of origin and spread of corruption and analyse current and planned instruments of government anticorruption fight in combination with the activities of organizations dealing with corruption. The aim of my thesis is to determine whether the current anti-corruption steps are properly set and whether those steps are actually implemented.

Abstract:
The dissertation focuses on the texts of a religious movement known as Tianshidao (the Way of the Celestial Masters) from the 2nd to the 5th century CE. Tianshidao is presented as a multifaceted tradition that should not be reduced by a predefned essence or a teleological vision of history. Instead of reconstructing one coherent cosmology, the author interprets the texts as representing various alternative cosmologies. They are compared according to the theory of cultural bias of Mary Douglas, in terms of grid and group. Special atention is paid to the employment of the bureaucratic imagery and the representations of time which are interpreted in the context of the cultural bias and the various modes of relationship towards the institutions of Tianshidao and the state. The author also analyses the millennialist character of the movement which was noted by previous research and distinguishes between various types of millennialism. Abstract:
This diploma thesis concerns the topic of inclusive education in the Czech Republic with a focus on school counseling staff as the main representatives of street-level bureaucracy in the process of inclusive education. The general aim of this study is to examine the situation after the implementation of the Amendment No. 82/2015 Coll. of the Education Act from the point of view of school counseling staff. Moreover, the study also examines whether the current position of street-level bureaucracy in the inclusive education process is well-set and whether the current system settings meet the needs of the recipients of service. The objectives are fulfilled via qualitative research, particularly eight semi- structured interviews with school counseling staff and two semi-structured interviews with NGO representatives, and analysis of relevant public policy documents. Based on the qualitative research among these respondents, it concludes that the work concluded that there is scope for improvement in many ways in the current form of inclusive education in the Czech Republic, especially in staffing, financial support and mutual communication and cooperation among the actors involved.

It's setting off social workers from non-profit organizations. During beginning it's talking about theoretical basis, inevitably bound with social work's field, with focusing on social worker as part of assisting profession. It is, in particular, about opportunities or on the contrary about restrains/limits/barriers, which affects this field of specific self- governing area - Štětí city. Concretely it is about participants, which have here influence on life of local people/potential clients. All under surveillance of superior agency - higher self-government area - social work's methodologists of Ústí region. This thesis attempts to apply the Representative Bureaucracy theory established and developed within the Public Administration scholarship addressing the lack of formal accountability of bureaucratic bodies on the case of the largest international bureaucracy in the world - the United Nations Secretariat. It builds on the normative presumption that it is necessary to staff the bureaucracy proportionally from all the societal groups so that it reflected the values of the society in whole and the policy outcomes corresponded to those produced if all the society participated in the process. Accordingly, we aspire to find out whether the UN Secretariat is a representative sample of the world population in terms of its bureaucrats' national affiliation, and, if not, what are the factors associated with a better relative representation of a Member State in the UN Secretariat. Through the usage of descriptive statistics tools and Ordinary Least Squares Multiple Linear Regression, we find out that the per capita representation of different Member States in the UN Secretariat is by no means equal and, thus, the UN Secretariat is not a representative sample of the world population. Act No. 108/2006 Coll., on social services and bureaucratization of the activities of NGOs This thesis deals with the Social Services Act (No. 108/2006 Coll.) in the context of the bureaucratization of the activities of nongovernmental organizations (NGOs) that are providers of social services. The first order of business is to answer the question whether the law contains elements of the bureaucracy, which the law establishes in the activities of social services providers. A second related objective is to determine whether NGO consider the elements of bureaucracy contained in the Act on Social Services as the main obstacles for the way they operate and whether in connection with their introduction observe within their organization typical dysfunctions associated with the process of bureaucratization. Theoretical background and set of research tools are based on R.H. Hall's research in the field of dimensional analysis of elements present in the structure of bureaucratic organizations. This diploma thesis explores the topic of politico-administrative relationships and professional literature. The first part of thesis is based on the theory of politico-administrative relationships using the models created by Aberbach, Rockman, and Putnam (1981) and focuses on the development of the relationships in time. The following part introduces the phenomenon of politicization and several important typologies that specify it and show the multilayer nature of this term - it uses the knowledge of the following authors: Peters (2013), Eichbaum and Shaw (2008) and Hustedt and Salomonsen (2014). Dissertation abstract This dissertation deals with the lowest segment of administration in Bohemia - regional offices - with respect to their personnel staffing in 1537-1848. The chronological limits of the work were determined by surviving archival sources of the central institutions and printed calenders and "schematizations" which enabled, with exceptions of a part of problematic years of the Thirty Years'War, to compile the line of the regional governors in this period. The first two chapters briefly discuss the development of the regions and regional governors'duties, and in this way delimit the frames of their activities in the society. The next two chapters form the basis of the study. They are focused on the participation of nobility in the administration of the regions in chronological order. Firstly, the share of the high nobility and particulary aristocracy within in holding the office is observed, dividing the period into three parts, first the period before the White Mountain Bettle, the second within the years 1631-1713 and last is limited by the years of the regions'reforms in 1714 and 1751. Saudi Arabia, along with other Gulf oil monarchies, represents an original politico- economic system. Huge revenues in the form of oil rent, flowing to the Treasury since the oil boom in the early 70's, have fundamentally changed the socio-economic structure, which was in literature termed the rentier state. The origin, development and description of typical characteristics of rentier state are the main topic of this thesis. The first section discusses the theoretical foundations and approaches to the issue. The second chapter provides a historical background in order to position the study in the context of previous political, economic and ideological development. In an analysis of the formation of state structures, the work deals with the relationships between members of the ruling house of Saud, between the government and social elites, with functioning of clientelist structures and interactions within the bureaucratic apparatus. Based on the study of these relationships the thesis marks out particularities of the Saudi politico-economic system that distinguish it from the classical concept of rentier state model. The first part of this thesis sums up ideas, which the author had published in his essays. These ideas are mostly focused on the relationship between the class structure of current western societies and economic policy preferred by the governments. The next part is dedicated to Charles Wright Mills, his sociological method, his contribution to sociology of 50th as well as his heritage for current sociological thinking. Three idea streams, which can be used for supplementing Mills' point of view, are explained: public choice economy (mainly its version of Gordon Tullock), new class theory and theory of business innovation. New typology of business innovation is developed in this part. The core of this thesis consist in discussion of Mills' propositions about the growth of bureaucratic organizations, birth of white collars as a massive social class and its impact on social structure, economic development and political development of western societies. The aim of this study is to analyze legitimacy of policy. Its fulfillment should emerge from detailed inquiry of the essential sense of social institutions. The work is divided into three chapters therefore. The first chapter deals with law as a basic system of order of social relations. It explains its fundamental social goal (reducing transaction costs of social action) and its influence on the development of civilization. It discusses in detail the property rights as a fundament of any real legal system - both at the legal level and economic level (i.e. how the system of property rights coordinates social activities and allocates scarce resources, how it creates the elite, and when there is a fault efficiency of this process). The second chapter deals with the social obligations which are necessary condition for preservation of law. These obligations are labeled as taxes (as opposed to tributes that basis is not in the obligation to maintain the legal system and are only ransom inherently). Veronika Knotková, Prague Municipal Clerks 1900-1950 Abstract This work, based mainly on primary resources, deals with the issues of bureaucracy, i.e. with the elite group of officials/clerks of the legal category of the Prague Municipal Office in the first half of the 20th century. During this relatively long period, Prague reached a position of modern capital of a new state, Czechoslovakia, and one of Central European metropolises. The core of the thesis lays in explaining principles of functioning of the municipal bureaucracy, the development of its position, the course of its career and the factors that influenced them. Attention is paid to the mutual relations within this group and both to their individual and group strategies, with regard to other municipal officials of other than juristic previous university education within the Prague municipal office as well as to the relations of officials and representatives of municipal administration. It shows how the disciplinary rules were applied. Adequate attention is paid to the relationship/interventions of state administration into the self-government sphere.

The work focuses on the history and origin of digital technologies within the context of social changes. It explores the basic rules governing elementary functioning and development of digital technologies and robotics. The thesis describes and summarizes basic information about the possibilities and risks of using digital technologies and robotics within social work. Towards the end it also includes opinions of several professional and political authorities who are active in this topic. This thesis aims to trigger the debate over the possible threats connected to dehumanization of social work and the use of digital technologies and robotics, respectively make it more intensive.
