Postmoderni on muuttanut organisaation käsitettä. Modernin näkökulmasta katsottuna organisaatio nähtiin pitkään byrokratian ihannemallin mukaisena rakenteena. Postmodernissa sillä voidaan ymmärtää sosiaalisten toimijoiden kontekstuaalisissa diskursseissa tuottamaa yhteisöä, joka vaikuttaa jäsentensä tapaan ymmärtää ja tulkita maailmaa. Sosiaalisena konstruktiona se myös tuottaa oman kielensä ja kielipelinsä. Artikkelissa tarkastellaan organisaation muutosta kielen ja mielikuvien näkökulmasta. Kirjoittaja käsittelee organisaation muutosta kolmesta peruslähestymistavasta käsin: Morganin organisaatioita kuvaavista vertauskuvista, Foucaultin valtasuhteista ja demokraattisesta dialogista.

Cílem příspěvku je zdůraznit roli státu v posílení postavení žen ve společnosti. Zaměřuje se na komunitní zdravotnice ASHA, což jsou akreditované aktivistky v oblasti sociálního zdraví (Accredited Social Health Status Activist). Článek přináší tematický přehled založený na roli a statutu ASHA jakožto členky neo-liberálního orgánu a zároveň státního zaměstnance pod trvalým dohledem, a mimo to ženy zakotvené v pevné hierarchii byrokracie. Příspěvek je založen na literární rešerši a přehledu zásadních výzkumů provedených v oblasti role a statutu komunitních zdravotníků v různých oblastech světa. Zabývá se představou ASHA jako spojníku a zároveň kontrastu mezi pozicemi aktivisty a zaměstnance, což přináší námět pro studium průniků mezi státem, kulturou a pohlavím.

Artikkelissa tarkastellaan hoivan käsitteen kautta sijaisvanhemmuuden ammatillistumista Venäjällä meneillään olevan lastensuojelun sijaishuollon uudistamisen kontekstissa. Analysoimme, kuinka lapsikylässä asuvat sijaisvanhemmat näkevät ja määrittelevät oman roolinsa ja toimintansa tarkoituksen pohjaten viidessä eri venäläisessä lapsikylässä sijaisvanhempien parissa toteutettuihin fokusryhmäkeskusteluihin ja teemahaastatteluihin. Sijaisvanhemmuus ymmärretään dikotomisesti joko rakkautena tai työnä. Käsitys hoivasta rakkautena ymmärretään moraalisena velvollisuutena ja eettisenä arvona. Tällöin kiistetään mahdollisuus hoivan virallistamiseen ja sen alistamiseen säännöille ja byrokratian ja markkinavoimien sanelulle. Hoivan määritteleminen työnä puolestaan tekee sijaisvanhemmille mahdolliseksi rationalisoida omaa toimintaansa ja problematisoida sijaisvanhemmuuden statusta yhteiskunnassa. Tällöin sijaisvanhemmuuden ammatillistuminen nähdään ratkaisuna lukuisille ongelmille, joihin sijaisvanhemmat törmäävät, ja sijaisperheissä tapahtuvan hoivan aseman parantamisena. Foster parenting in contemporary Russia - work or love? The article explores the professionalisation of foster parenting in the context of the ongoing child welfare and so-called alternative care reforms in Russia through the concept of ‘care’. We analyse how foster parents who live in children’s villages see and define their role and the meaning of their activity based on focus group and thematic interviews with foster parents in five children’s villages in Russia. Foster parenting is understood through a dichotomy of ‘love’ and ‘work’. Seeing foster parenting as love is based on an understanding of it as a moral obligation and ethical value. In such a case, it becomes impossible to consider care as something official that exists under regulation and is led by bureaucratic and market principles. Understanding care as work, in turn, makes it possible for foster parents to rationalise their own activity and problematise their status in Russian society. In this case, the professionalisation of foster parenting is seen as a solution to multiple problems that foster parents face, and to the improvement of the status of this type of care more generally.

Artikkelissa tarkastellaan viranomaisten toimintaa Max Weberin byrokratiamallin (1947; 1978) avulla, koska tämän mallin pohjalta useat julkisen sektorin organisaatiot yhä toimivat normaaliaikojen kriisitilanteissa. Aiempien kriisien tutkintaraporteissa byrokratian ongelmat ovat nousseet esiin tuloksista keskusteltaessa. Kuitenkaan sitä, miten ja mitkä byrokratian tendenssit aiheuttavat ongelmia kriisitilanteessa, ei ole tutkittu aiemmin paljoakaan. Artikkelissa analysoidaan uudelleen Tiedonkulku ja viestintä Aasian hyökyaaltokatastrofissa -tut-kimuksen haastattelu- ja kyselyaineistot, jotka käsittelevät tilannekuvaa, viestinnän johtamista ja sisäistä viestintää byrokratian näkökulmasta. Tulokset osoittavat, että byrokraattinen toimintamalli aiheutti monia ongelmia tsunamin hoidossa niin Suomessa kuin muissakin Pohjoismaissa. Suomessa ongelmat johtuivat erityisesti organisaation toiminnan auktorisoitumisesta, tämän auktoriteetin rakenteellistumisesta sekä hierarkiasta ja asemien eriarvoistumisesta. Ongelmia aiheuttivat myös erikoistuminen ja organisaation toiminnan virastoituminen. Johtopäätöksissä kyseenalaistetaan byrokraattisen mallin toimivuus sekä kysytään, olisiko aika jo organisoitua toisin.

Tässä artikkelissa tarkastellaan organisaatiokulttuurin ja digitaalisen transformaation suhdetta suuressa julkisen sektorin organisaatiossa, Kelassa. Organisaatiokulttuuri, jonka on todettu edistävän digitaalista transformaatiota, on yhtenäinen ja avoin. Siinä korostuu myös ketteryys ja reagointikykyisyys. Kelan johdon ja digitalisaation avainhenkilöiden haastatteluihin perustuva empiirinen tutkimus paljastaa, että Kelan nykyinen organisaatiokulttuuri ei täytä näitä kriteereitä täysin. Kelan organisaatiokulttuuri näyttää olevan melko yhtenäinen, mutta haasteena on organisaation koko ja byrokratia sekä Kelan rajallinen kyky avoimuuteen. Tällä hetkellä Kelalla ei ole riittäviä valmiuksia eikä riittävän selkeitä tavoitteita digitaalisen transformaation suhteen. Vahva usko strategian tehokkuuteen ja muutosorientaatio nousivat esiin digitaalista transformaatiota edistävinä tekijöinä. Tekijöitä, jotka voivat hidastaa muutosta Kelassa, olivat tutkimuksen mukaan resurssien puute, lainsäädäntöön liittyvät monimutkaisuudet sekä kehityshankkeiden nykyinen hajanaisuus.

This thesis deals with the reform theory of public administration called New Public Management, which is based on tools used in the private sector. The theoretical part provides a critical view of rational bureaucracy and seeks to highlight the benefits of using modern methods of management in the public sector. The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.

My thesis is focused on the personnel management in public administration at local self-government units, which currently gains importance due to the ongoing reform. Human resources form the basis for quality and efficient work of offices. The aim of thesis is to analyze and evaluate personnel management in selected offices of Prague including recommendations for its improvement. The theoretical part, mainly focused on role of official in public administration and activities of personnel management, in addition to scientific literature is based mainly on Act No. 312/2002 Coll., on Officials of local self-government units. The practical part is based on the results of empirical research on which the current evaluation is made and provided recommendations.

This thesis deals with the question whether a state public enterprise is the source of political capital in the conception of the theory of rent-seeking on the example of the Czechoslovak state spa. The theoretical part explains the concept of political capital and the concept of rent-seeking theory from the view of Public Choice Theory. The analytical part is concerned with the fate of state spas in Czechoslovakia. The probe into the historical period of the First Republic is examined what happens to these spas, what is their place in the state budget, what is their fulfillment of stated objectives and which characters of rent-seeking in the form of political capital are observed at this state company. Based on this analysis it is concluded that the state spa enterprise is practical example of the theory of rent seeking and the source of political capital.

The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.

This diploma thesis analyses the current state of corruption in the Czech Republic. Primarily I focus on public administration and public sector, however I seek a comprehensive view on the issue in my thesis. The first part presents the theoretical approaches to corruption, bureaucracy and public administration, lobbying, interest groups etc. The practical part deals with methods of measuring corruption, the position of the Czech Republic against other states, legal specification of corruption and the impact of corruption in the states economy. Furthermore, I present causes of origin and spread of corruption and analyse current and planned instruments of government anticorruption fight in combination with the activities of organizations dealing with corruption. The aim of my thesis is to determine whether the current anti-corruption steps are properly set and whether those steps are actually implemented.

Abstract:
The dissertation focuses on the texts of a religious movement known as Tianshidao (the Way of the Celestial Masters) from the 2nd to the 5th century CE. Tianshidao is presented as a multifaceted tradition that should not be reduced by a predefned essence or a teleological vision of history. Instead of reconstructing one coherent cosmology, the author interprets the texts as representing various alternative cosmologies. They are compared according to the theory of cultural bias of Mary Douglas, in terms of grid and group. Special atention is paid to the employment of the bureaucratic imagery and the representations of time which are interpreted in the context of the cultural bias and the various modes of relationship towards the institutions of Tianshidao and the state. The author also analyses the millennialist character of the movement which was noted by previous research and distinguishes between various types of millennialism. Key words Tianshidao, Daoism, Early-Medieval China, cosmology, millennialism.

Abstract:
This diploma thesis concerns the topic of inclusive education in the Czech Republic with a focus on school counseling staff as the main representatives of street-level bureaucracy in the process of inclusive education. The general aim of this study is to examine the situation after the implementation of the Amendment No. 82/2015 Coll. of the Education Act from the point of view of school counseling staff. Moreover, the study also examines whether the current position of street-level bureaucracy in the inclusive education process is well-set and whether the current system settings meet the needs of the recipients of service. The objectives are fulfilled via qualitative research, particularly eight semi- structured interviews with school counseling staff and two semi-structured interviews with NGO representatives, and analysis of relevant public policy documents. Based on the qualitative research among these respondents, it concludes that the work concluded that there is scope for improvement in many ways in the current form of inclusive education in the Czech Republic, especially in staffing, financial support and mutual communication and cooperation among the actors involved.

This theses, called "Chances and restrains in social worker's profession in Ústí region" is dealing with social worker's profession in self-government context. It's setting off social workers from non-profit organizations. During beginning it's talking about theoretical basis, inevitably bound with social work's field, with focusing on social worker as part of assisting profession. It is, in particular, about opportunities or on the contrary about restrains/limits/barriers, which affects this field of specific self- governing area - Štětí city. Concretely it is about participants, which have here influence on life of local people/potential clients. All under surveillance of superior agency - higher self-government area - social work's methodologists of Ústí region. Research part of this thesis is based on semi-structured interview of previously mentioned participants, which gives overlook how each and every one of them sees limitations in practical social work's overlooks.
