The thesis deals with benefits for persons with disabilities, which are granted and paid Labour Offices Czech Republic. The aim of the thesis is detailed analysis of the legislation and the possibility of providing benefits for people with disabilities in the Czech Republic.
The thesis is composed of two parts. The theoretical part deals with legal regulation of benefits for persons with disabilities for extended nationwide. The practical part focuses on the organizational structure of work and statistical data of the frequency and the amount of benefits paid in the Czech Republic. Another part of the work consists of practical case studies that highlight the abilities of people with disabilities obtain basic life skills. The last part of the practical part is made form of a questionnaire, which indicates the high level of participation Labour Office on the life of persons with disabilities. The Master's dissertation entitled Limitation of legal capacity for persons with disabilities examines problematics of rights and obligations of clients in protected housing and housing for people with disabilities. The thesis is divided into two parts: theoretical and practical. Basic concepts that are connected to legal capacity are outlined in the theoretical part. These are followed by the rights and obligations of the client and the institute of guardianship. Concepts of mental retardation and its diagnosis and methods of working with people with mental disabilities are outlined as well. The end of the theoretical part of the dissertation deals with the approach to deinstitutionalisation. The method of qualitative research was employed within the research survey. Data were obtained by the method of questioning and technique of semi-structured interviews. The research sample consists of addressing two facilities with constitutional service and two facilities with community service. The main aim of the practical part of the thesis is to compare how people with mental disabilities are limited by legal capacity in housing for people with disabilities and protected housing with appointed guardians. Diplomová práce "Chráněné bydlení pro osoby s fyzickým postižením" se věnuje aspektům, které zasahují do vzniku a úspěšného poskytování této služby. Jedná se o aktuální otázku, která je v souladu s cíli probíhajícího procesu transformace sociálních služeb, který směřuje k individualizaci sociální péče a přechodu ke komunitnímu typu pobytových služeb s důrazem na sociální začlenění uživatelů, což by služba chráněného bydlení měla pomoci naplnit. Prvotním záměrem práce bylo prozkoumat využití, případně absenci, metodických materiálů ve vztahu k chráněnému bydlení a na základě těchto zjištění navrhnout jejich úpravy či doplnění. Dále nahlédnout do důvodů, které způsobují nedostatek chráněného bydlení pro osoby s fyzickým postižením oproti možnostem pro osoby s postižením mentálním. Data byla sbírána prostřednictvím hloubkových rozhovorů s poskytovateli chráněného bydlení (či jejich zástupci) a analyzována dle principů kvalitativního výzkumu pomocí otevřeného, axiálního a selektivního kódování. V průběhu sběru a analýzy dat vyplynulo, že poskytovatelé metodické materiály příliš nevyužívají a neudávali tedy jejich výrazný dopad na praxi. This diploma thesis in the theoretical part deals with the monitoring of the development of legislation for people with disabilities. The aim is to analyze the developmental context in a selected historical period. The research part of the work is focused on the monitoring of the state of knowledge of students of different Departaments of Health and Social Studies and the Faculty of Education JU in České Budějovice. Total of 264 students from the educational and social field of studies, which have in their educational program included subjects dealing with the issue of disability, took part in the research. An essential tool for the practical survey was practitioner 's own questionnaire, recorded data were analysed and evaluated by using simple statistics. Stated hypothesis no. 1 was confirmed. Professional hypothesis no 2 was not confirmed nor denied. Results section is discussed in detail and concluded with viable recommendations into practice.

In this master's thesis I deal with the theories ofsocial counseling. Social rehabilitation and needs are defined here and I focus on some kinds of disability. I identify and describe the sociology of disability, the concept of health and disease. Furthermore, I describe the counseling process connected to the social work - conditions, methods and techniques of social counseling, including the legislation insocial assistance. I deal with the counseling as a part of system of a complex rehabilitation with a focus on vocational rehabilitation for people with disabilities. I point out the importance of working for the social use of a man with a disability or a handicap. In the second part of the master's thesis I make description and analysis of counseling and the social rehabilitation of the region Táborsko. I describe programs and proposals for systemic changes. Using a questionnaire survey (the respondents of three non-state non-profit organizations were asked) I realize how extensively sufficient and expert is the social counseling in Táborsko and from which sources a person with disability can benefit. This thesis deals with the protection of human rights of users of the social services, namely in relation to the users of the institutions for disabled people. The theoretical part characterizes mentally disabled people who are the target group for the present thesis. Furthermore, it describes the above-mentioned social services institutions and the way and the mechanisms for the provision of the protection and control of human rights of the users in such institution. The examples of the possible infringement of human rights in the institution for disabled people form a constituent part of the thesis. The practical part focuses on the possibility of the enhancement of the situation as far as human rights in such institutions are concerned. It considers the situations where the violation of rights can occur, dealing with education in social services and it sums up concrete procedures how to act in case of this violation has already happened.

The thesis aims at acquiring relevant information concerning the motivation of clients, their guardians or statutory representatives for the choice of residential service. Research question: Why do families leave clients in the care of residential facility of social services even though they have knowledge, skills, and material potential to provide the care of their members in the family? The theoretical part of the thesis defines basic terms and briefly describes the Home for Persons with Disabilities in Zběšičky. The sample consists of families of clients that are interested in their family members and continually cooperate with the Home for Persons with Disabilities in Zběšičky. It is a quota sampling where quotas are conditioned by the interest and cooperation of family members. When elaborating the practical part I chose the qualitative research strategy because of the sensitivity of acquired data and with the view of the ethically very problematic area of study. In-depth interviews with clients? families were selected as the questioning method. Interview transcripts, notes from the dates etc. were given to the thesis supervisor Ing. Lucie Kozlová, Ph.D. at her disposal upon the agreement of communication partners while a promise was given that they would not be handed over to a third person. Only the data coming from the communication partners who had agreed with their processing into the final version and had answered all questions by the end of the data acquisition were used as the results of the diploma thesis. The results of this thesis displayed that families have not come through the whole process of the coping ? admission of the child and have chosen passive and escapist strategies in which they remain. They rationalize their decision by pointing out the necessity of the provision of indispensable complex care which they cannot provide to the clients at home, the demanding character of the care, the presently worsening health state of the carers, the inevitability of care of client?s siblings etc. By the placement in the residential service with regular visits of the client at home, the persisting ambivalent relations to the client manifest themselves together with the necessity to maintain the contact and saturate emotional needs at least in this way. A combination of several factors influences the decision to place there their family member. The placement of a client in the residential service is understood by the families as the final and definitive solution. Therefore passive attitudes to possible changes prevail and families conform to changing demands from the social services providers only unwillingly. With difficulties they get accustomed to the change of the attitude of the society oriented from the paternalist concept of social work towards the assumption of responsibility and active solution of proper situation. It is obvious from the interviews that families have potential, knowledge and skills to take care of their handicapped family members in the home environment, but they refuse the permanent care. In the course of in-depth interviews, I have managed to get into a more intensive relationship and cooperation with clients? families. Knowledge acquired is a valuable feedback for the assessment of the quality of provided care and for the adaptation to the real needs of the clients and their families. Moreover, the results have influenced the ongoing process of quality standards revision and amended methodical materials in the facility. In the spirit of humanizing and transformation changes in the facility, common education of facility employees and our clients? families has been intensively prepared and common meetings of families have been supported in a more substantial way. It defines the system of counseling care in the Czech Republic and focuses on informal home care. It also describes respite care as assistance to carers and defines palliative care. Tato práce je věnována problematice osob se zdravotním postižením ve vztahu k integrovanému záchrannému systému. Osoby se zdravotním postižením mají specifické potřeby, které je nutné zohlednit i při práci záchranných složek, pokud jim mají pomáhat efektivně. Před několika lety vznikla myšlenka na projekt, který by vytvořil databázi osob se zdravotním postiženým a seniorů. Tu by pak mohly složky integrovaného záchranného systému Prahy využívat během zásahů při mimořádných událostech. S tímto nápadem mě seznámila předsedkyně Pražské krajské rady Národní rady osob se zdravotním postižením, o.s. v červnu roku 2006. Od té doby jsem se účastnila řady schůzek na Magistrátu hl. m. Prahy, odboru krizového řízení jako zástupce Pražské organizace vozíčkářů a zároveň jako autor této diplomové práce. Na těchto schůzkách se řešily možnosti vzniku a využití databáze. Národní rada osob se zdravotním postižením podala projekt "Místa pro zaregistrování osob se zdravotním postižením do IZS hl. m. Prahy", který umožňuje vytvořit takovou databázi. V několika stávajících pražských neziskových organizacích vznikají registrační místa, kde se mohou do této databáze registrovat osoby se zdravotním postižením a senioři. The diploma thesis concentrates on the issues linked to continuity and availability of social services for the users of sheltered housing from the perspective of social service providers. The main objective of the thesis is to determine the ways in which the continuity and availability of the social services are ensured for this target group in the city of Usti nad Labem. Using of specific research questions will show how the social users are involved in formal networks in the area of social services, how these networks are created and how the collaboration between individual social service providers functions. The thesis can be labeled a case study of the city of Usti nad Labem. Two concepts were chosen as the main theoretical and value bases - the concept of continuum of care, and the concept of quality of life. Zdravotní postižení je velikým zásahem do života člověka. Postižení významně ovlivňuje možnosti člověka začlenit se do společnosti a do zaměstnání. I přes pozitivní posun v péči o osoby s postižením, stále stojí problematika osob se zdravotním postižením mimo hlavní zájem společnosti. Přetrvává ambivalentní postoj k těmto osobám a stále převažuje tendence k jejich izolaci. Proto považuji za důležité se této problematice věnovat. Dojde-li k postižení během života, člověk se na tuto skutečnost musí adaptovat, musí změnit představy o budoucnosti a nalézt nový způsob života. Vznik postižení znamená také potřebu hledat nový smysl života, cíle směřování a změnu hierarchie hodnot. Pokud se narodí rodičům dítě s postižením, přináší to pocit viny, zklamání a zmařených představ o budoucím životě dítěte. Ve své práci se zaměřuji na zmapování obtíží života s postižením, na proces adaptace na postižení. Tyto informace mají sloužit jako zdroj informací pro pracovníky linky krizové a poradenské pomoci pro osoby s positižením. Práce s osobami se zdravotním postižením má svá specifika vzhledem k tomu, že postižení může ovlivňovat osobnost člověka, může ovlivňovat reakce osoby s postižením na živostní události.

The practical part is devoted to the analysis of documents to determine the extent of guarantee of human rights and ethical principles. Documents in this case are the websites of homes for people with disabilities registered in the register of providers of social services in the Czech Republic. The research is supplemented by the analysis of several websites where it was examined whether social workers have support on the Internet in this area of social work. Objective: Observations (monitoring) sports activities that grab clients with mental retardation and multiple disabilities selected homes for person with disabilities belonging to the Social services Uherské Hradišt . Or, suggest lack of appropriate sporting activities. Methods: Investigation as needed for thesis took 22 clients to B linka Kunovice DZP, DZP Medlovice 10 clients and 32 clients DZP Velehrad. Clients were chosen deliberately, with hte selection criterion was mild to moderate degree of MR and willingness to cooperate. To determine the necessary datas and informations I used struktured interviews and participating observation. Results: I managed to find out what sports activities are dedicated to clients with mental retardation and multiple disabilities in three selected homes for persons with disabilities belonging to the Social services Uherské Hradišt . I suggested movement activities that are missing here (ball game, boccia, hanging skittle alley, athletics, swimming, skiing). This diploma thesis is to acquaint with people with intellectual disability. Basicaly it deals with terminology associated with intelectual disability, definitions, types of intellectual disability, symptoms and causes. One of the chapters is devoted to the principles of communication of people with mental disabilities and auxiliary communication techniques. Next it focuses on Portus organization, which has been working with this target group for over 20 years. It provides several social services, about which we gathered basic information and based them on the law on social services. The last chapter in the theoretical part is devoted to the burnout syndrome, which is in the opinion of helping professions and in social work, not least, a more common phenomenon than we can imagine. The investigation itself took place in the above- mentioned organization, where I distributed questionnaires on satisfaction with the services to several groups of respondents. In the practical part, I evaluated these questionnaires and evaluated them with other services. The evaluation showed that the clients are satisfied with the support provided and the employees and guardians (family members) perceive the situation in a very similar way. This work analyses compliance of disability policy in the states of Visegrad group, i.e. Czech Republic, Slovak Republic, Poland and Hungary. It examines legislation adopted at the supranational level and their subsequent implementation in the policies of particular national states. It deals with the development of policies for people with disabilities since 1989 with the emphasis on similar historical development in these countries. It describes in detail various national strategies, legal acts and measures adopted, possibilities their enforcement and public attitude towards the issue. The outcome of this study is to compare disability policies in the examined countries while the research shows that in the Czech and Slovak Republic the compliance rate is significantly higher than in Poland and Hungary. Protection of Persons with Disabilities in Employment Relationships Abstract This thesis analyzes the current state of legal protection of persons with disabilities in the Czech Republic. The aim of the work is not only passively interpret the existing statutes, but also propose some changes "de lege ferenda" that would lead to greater protection of the rights of persons with disabilities. The author does not attempt to provide a full-scale reasoning of the issue, but focuses on selected institutes of labor law and social security law in part, especially in the field of employment of persons with disabilities. The thesis is divided into seven chapters that logically follow each other and gradually reveal the specifics of protection of persons with disabilities in different parts of the legal system. The first chapter is devoted to the concept of "persons with disabilities", its historical development and comparison of the Czech legislation and international regulation. The second chapter concerns the fundamental rights of persons with disabilities in employment relations, protected by international treaties, constitutional and labor law. This State Support for People with Disabilities, pursuant to Act No. 329/2011 Coll. diploma thesis is focused on the research of state financial support in a selected sample of respondents. In the theoretical part, I have described the current situation in the area of support for people with disabilities. The practical part is divided into a description of the objective of the work, methodology, analysis and interpretation of data and discussion. The aim of the thesis was to find out the answer to this question: How do people with disabilities perceive receiving benefits intended for their support according to Act No. 329/2011 Coll., and in particular, how do they perceive the impact of the amendment to the Act valid from January 1st, 2018? Three partial research questions have also been used to find the answer. To fulfil the abovementioned aim of this work, a qualitative research strategy, a method of semi-structured interview with selected respondents has been deployed. The technique used for collecting information was an individual in-depth interview. I have analysed and interpreted the data and have received specific information on how beneficiaries subjectively evaluate their provision. I have also verified whether the state support fulfils its function, and if so, to what extent. In conclusion, I have summarized the main findings of the research. As a result, the set-up system was found to be essentially effective. However, for better targeting it and more efficient system functioning, certain parametric changes are be needed in case of some of the benefits, especially the mobility allowance. The respondents expressed the greatest satisfaction with the advantages associated with their disability card.

The institutional care problematic is a topical subject, as many mentally retarded people in the Czech Republic are dependent on such care. However, the institutional care has many liabilities, which can have negative influence on the personality development of these individuals. That{\crq}s why it{\crq}s essential to focus on humanization of the current inward facilities, while applying modern approaches to mentally affected people. In my pursuit, I analyzed the services provided by individual institutions for disordered people (daily or weekly care homes in some cases) in the South Bohemia region. I focused especially on the range of available current methods and forms, which develop personalities of the disordered people. This relates to the possibility of applying work and other specific therapies, but also involves other fields, such as the quality of living, education, worthwhile spending of leisure time and respecting bio-psycho-social needs of the clients. Assertion of these principles leads to personality development of the clients, increases the quality of their lives and generally contributes to the humanization of the institutional care. In order to find the corresponding information, we have used the method of questioning, the technique of controlled interview and the technique of questionnaire. The target file for proving the hypothesis were - when using the controlled interview - chosen leaders of institutes of social care (mostly directors of such establishments), for questionnaires home{\crq}s employees (mostly instructors and persons employed in social services), who enforced some of their actual methods of work and forms of personality development of mentally affected persons. The results of the research have shown that the most commonly used method of personality development besides education is ergotherapy and operational therapy. The facilities also use plenty of forms of rehabilitation including hipotherapy. Often used methods also are artetherapy, music therapy and also very common are canistherapy and logopedics. Dramatherapy, basal stimulation, aromatherapy and dance therapy belong to the group of methods, which are present in lower cases. Moreover, it was found that there are vast differences in the broad offer of these methods between particular establishments. The establishments offer at least three next to the most of ten types of therapies.

This diploma thesis concerns the use of Ergotherapy by people with mental disablement. A theoretical part characterises the terms: a mental disablement and a care for people with mental disablement and the most frequent types of therapies providing in the facilities for people with physical handicap. At the end of the chapter about a present situation of this chosen topic, there is a separate chapter about Ergotherapy. It points out a game, as a first occupation of a child and work therapy that helps individuals with mental disablement to create or improve their own working habits. The aim of this thesis was to introduce new trends in education of people with mental disablement in the area of work therapy. The thesis is focused on an offer of work therapy activities that have been provided by the facilities for people with a physical handicap and the education of work therapists. A qualitative research was used to reach the aim: first a method of questioning and secondly, a technique of semi-structured interviews. The interviews were made with senior executives (mainly the principals) and they were focused on the area of education of work therapists after the validation of Social Service Act No. 108/2006 Sb. Another used method was a method of quantitative research {--} questioning, a technique of questionnaire. The target group was composed of work therapists who are employed in the facilities for people who are physically handicapped. The questionnaires were designed to reveal what is being offered in terms of work therapy within the facilities and what is the determination of a selection of an activity that the client will take part in. It has been revealed that the offer of activities in the facilities is varied and that the client plays the main role in the selection of the activity. The research was conducted in three regions of the Czech Republic: South Bohemia, South Moravia and the Vysočina region.

This diploma thesis focuses on examining the process of introduction of supervision as an effective tool for improving the work quality at the institutional care facilities. More specifically it inquires the process when the supervisor enters the working field as ,,pre- selected'' through the ,,external'' European projects. The research issues are examined from the point of view of the supervisors, at the basis of questioning their opinions and experience. This paper describes how the supervisors perceive the status quo from their own position. This survey consists of two interconnected parts. The first, theoretical part comprises the chapters describing the organisational culture, supervision, institutional facilities and the European projects. The second, empirical part defines the research issues, determines the methodology and the research structure. The research is made by the qualitative approach, when the data are collected through in-depth semi-structured interview, analysed by the method of an opened coding and the constant comparison technique. The diploma thesis deals with the topic of special education. It deals with the definition of basic knowledge in interpersonal communication and speech development in general, and especially in symptomatic speech disorders in people with mental disabilities. In context of communication, it presents four language levels with focus on the pragmatic language and the social-use communication. This thesis connects knowledge of intact speech development with speech development in children with intellectual disabilities, and knowledge of the pragmatic language level with the specifics of pragmatics of people with intellectual disabilities. The research of this thesis is produced by the interpretation of the results obtained by using the evaluation material which was created for this thesis - it is based on theoretical knowledge and inspired by evaluation materials of other authors. The research surveys the level of pragmatic language as a social use of communication among people using residential social services, specifically one home for people with disabilities. The conclusion of the thesis is the evaluation of the partial parts of pragmatic language level in persons with intellectual disabilities and recommendations for practice in improving the deficiencies on this level.
