Abstract:
Hospitals are under pressure to respond to new challenges and competition. Manyhospitals have used strategic planning to respond to these environmental changes. Thisexploratory study examines the extent of strategic planning in hospitals in twoAustralian States, New South Wales and Victoria, using a sample survey. Based onplanning documentation, the study indicated that 47% of the hospitals surveyed didnot have a strategic or business plan. A significant difference was found in thecomprehensiveness of the plans between the two States. Plans from Victorian hospitalshad more documented evidence of external/internal analysis, competitor orientation and customer orientation compared with plans from New South Wales hospitals. The paper discusses the limitations of the study and directions for future research.

PurposeThe purpose of this paper is to assess recent strategic sustainability policy, planning and assessment efforts in Victoria, Australia.Design/methodology/approachAn interpretive approach to policy analysis provides the methodological foundation for the analysis. Evidence is drawn from the analysis of policy texts and semi‐structured interviews.FindingsSustainability attracted considerable policy attention in Victoria during the first decade of the 21st century, with stated ambitions for Victoria to become “the sustainable state” and “world leaders in environmental sustainability”. In pursuing these ambitions, Victoria's efforts centred on hosting a summit, articulating medium‐term directions and priorities, releasing a whole of government framework to advance sustainability, and establishing a Department of Sustainability and Environment, and a Commissioner for Environmental Sustainability. However, the evidence indicates these efforts would have benefited from greater public engagement and input, stronger governance arrangements, and a broader conceptualisation of sustainability.Practical implicationsThe evidence presented highlights the implications associated with efforts to promote sustainability through strategic policy and planning processes.Originality/valueThis paper provides an informed, yet policy relevant, analysis of the strengths, weaknesses, challenges, and possibilities associated with pursuing sustainability at the sub‐national level. It also highlights the ways in which policy objectives can be frustrated by failing to establish the solid foundations necessary for building a robust approach to promoting sustainability. The value of progressing sustainability within a strategic improvement cycle is also highlighted.

Abstract:
The purpose of this paper is to describe the development and evaluation of the Victorian Aged Care Assessment Service (ACAS) quality improvement framework. The framework was developed in 2001 by a reference group consisting of ACAS managers and government officers, to enable ACAS to engage in a quality improvement process specific to its core areas of business. The framework comprises seven core business domains which are used by the ACAS for annual quality improvement planning and reporting. Using the qualitative methodology of thematic analysis, the ACAS Evaluation Unit has examined annual quality improvement reports submitted by the 18 Victorian ACAS teams from 2002-03 to 2006-07. The findings were used to revise the framework and the ACAS quality improvement reporting template. The number and range of ACAS-related quality improvement activities carried out in Victoria since the implementation of the framework demonstrates its effectiveness as a mechanism for capturing and centrally recording quality improvement activities in areas of core ACAS business. The paper concludes that the Victorian QI framework could be drawn on to develop a quality improvement framework for the Aged Care Assessment Program nationwide.

Abstract:
This research outlines the fluctuation in confirmed active cases of coronavirus disease 2019 (COVID-19), as related to the changes in the Victoria state government’s rules and restrictions. Further, this study examines the impact of government restrictions on the performance of construction in Victoria, Australia. The data analyses in this paper identify the specific effects on industrial production, during the different lockdown stages, in three local construction companies. Companies were selected from different points along the supply chain. Company A is a supplier involved in the manufacturing of structural steel. Company B conducts logistics and procurement. Company C is a construction engineering business specializing in foundations. After reviewing relevant case studies and theories, data analyses were developed in collaboration with these companies. The results revealed that the impact of restrictions on the workers on individual construction projects was not significant. Stage 4 restrictions (Victoria’s highest lockdown level) significantly impacted overall income by limiting construction to only servicing essential infrastructure or essential businesses. The novel contribution of this study is the data analysis outcome for Victoria, where a high level of restrictions were experienced, such as curfew and enforced isolation at home, relative to other countries. In 2021 and 2022 (omicron variant dominated), Victoria was again at the brink of an infection wave, which showed a similar pattern to July 2020, and endured the world’s longest COVID-19 lockdown. The research findings contribute to the body of knowledge by providing empirical data analysis of each company, representing the economic impact of ordinary small and medium enterprises (SMEs) in construction.

Abstract:
Purpose The purpose of this paper is to examine the level of physical preparation for bushfire among Victorian residents in established high risk bushfire locations, and to assess whether these levels of preparation changed over time. Design/methodology/approach Data were analysed from a telephone survey among Victorian residents (n=614-629) living in high risk bushfire locations over a three-year period (2012-2014). The survey measured residents’ bushfire awareness, knowledge, planning, preparation and engagement with bushfire services. This paper focusses on the extent to which respondents undertook physical preparatory bushfire activities over the three-year period using: first, principal components analysis to generate a single preparation variable by identifying a smaller number of uncorrelated variables (or principal components) from a larger set of data, second, analysis of variance to assess differences in preparation scores between years, and third, Tukey’s honest significant difference test to confirm where the differences occurred between groups. Findings Results indicated only moderate levels of physical preparation for bushfires amongst respondents. The activities that respondents rated the lowest were: “having protective covers for windows” and “having firefighting equipment to protect the house”. A significant difference in total preparation scores over time was observed, F(2, 1,715)=6.159, p<0.005, with lower scores in 2012 compared with 2013 and 2014 scores. Social implications This study found some marginal improvements in levels of physical bushfire preparation from 2012 to 2014. However, the results indicate only moderate levels of preparation overall, despite respondents living in established high risk locations. Originality/value This study provides evidence for the current levels of preparedness in high risk bushfire communities, and emphasises the need for future initiatives to focus on specific bushfire preparation activities but also to consider the broader range of interventions that are likely to contribute to desired safety outcomes.

Abstract:
The 1990s saw the emergence of a thriving Nile perch export market from East Africa. This commercial table fish species is landed by migrant fishermen at villages that have sprung up along the shores of Lake Victoria, and then exported to overseas markets. By analysing the Ugandan perch fishery as a set of careers, the article shows that, although some fishermen have benefited from the perch boom, most face an uncertain and marginal existence. Few of them, however, move away in response. Analysis of an anthropological case study reveals that this is because the fishermen value the urban culture characterizing prominent village landings, expressed in particular clothing and hairstyles, the prevalence of non-kin ties, and a prospering leisure industry epitomized by the proliferation of pool tables. Hence, a cultural preference for life at the landings, rather than a universal quest for economic opportunity, drives their economic decision making.

Abstract The dry-salted trade of Nile perch or kayabo is important for many along the shores of Lake Victoria. The kayabo trade started in the 1990s and has been increasingly restructured due to changing regional and global trade relationships. This shift has led to the emergence of hierarchical trading relations, which create an exploitative network in which powerful middlemen control the access of trade for women from the Democratic Republic of Congo (DRC) and marginalizes the Tanzanian women, changing the organization from a poly-centric to a more centralized trade organization in the hands of a small group of powerful business men. We show in this paper that whereas the women traders from the DRC manoeuvred themselves in positions from which they could manipulate the network through bribery and conniving to derive substantial capital gains from the kayabo trade, their Tanzanian counterparts however are excluded from the decision-making processes, access to fish resources, financial capital, and negotiation power. They persevere by operating in increasingly competitive markets, relying on illegal fish that they sell with little profit at local and domestic markets. They survive in jobs that are insecure and risky by nature.

Emprendimiento universitario y género en conjunto son dos conceptos que en los últimos años han sido objeto de estudio por su importancia como determinante económico. El objetivo del trabajo es analizar el Emprendimiento Universitario y el Impacto Socioeconómico con perspectiva de género en egresados de las diferentes especialidades de una Institución de Educación Superior en Victoria de Durango, Durango - México. Es un estudio con enfoque cuantitativo, no experimental, con un diseño descriptivo, transversal y correlacional. Basado en la Teoría del Comportamiento Planificado. La muestra fue de 152 empresas creadas por mujeres y hombres universitarios egresados que emprenden. Los resultados muestran que no hay diferencias significativas entre mujeres y hombres universitarios egresados analizados y sus emprendimientos, concluyendo que una vez que el emprendedor decide realizar la actividad emprendedora no hay diferencias importantes con perspectiva de género durante la creación, desarrollo, consolidación y permanencia de los mismos.

A case study and modelling approach was used to examine options for a dairy farm in the high rainfall area of Gippsland (southern Victoria) that would enable it to maintain or increase profit in the future (next 5–10 years) in the face of a continuing ‘cost-price squeeze’. The economic performance of the business under a range of development options, identified by an ‘expert panel’, was analysed for a planning period of 10 years. The options analysed were: (i) increased herd size without purchasing more land, (ii) increased milking area and (iii) purchasing non-milking area for production of conserved fodder. Expanding the milking area by purchasing more land without significantly increasing herd size (reducing stocking rate from 2.5 to 2.1 cows/ha) increased annual operating profit without increasing variability in profit between years compared with the base farm. The increased profit resulted from a reduction in the amount of purchased feed. The purchase of an additional outblock for fodder production reduced risk compared with the base farm system, but did not improve the profitability of the farm system. Other options significantly reduced profit while increasing risk. The most appropriate changes to dairy farm businesses in response to changes in the operating environment will vary from farm to farm. The analysis suggested that there may be an alternate path to the historical trends of larger and more intensive operations. It has also highlighted the importance of home-grown feed and efficient supplement use to increase or maintain profitability in the medium term.

Abstract:
Suburban centres policies in Greater Vancouver, metropolitan Melbourne, and Bellevue, Washington are examined to derive general lessons toward the improvement of this type of policy. It is found that two attempts to pursue the development of a regional system of suburban centres have been unsuccessful, while a municipally-based policy has achieved some success in terms of the physical design of a suburban downtown. Patterns of private sector development are found to have been very little affected by any of the case study policies. Further, several assumptions concerning the linkages between public transit and land use in suburban centres are found to require further careful examination before they should be used as a basis for future policy development.

The intense concentration of human activity in urban areas leads to changes in both the quantity and quality of runoff that eventually reaches our streams, lakes, wetlands, estuaries and coasts. The increasing use of impervious surfaces designed to provide smooth and direct pathways for stormwater run-off, has led to greater runoff volumes and flow velocities in urban waterways. Unmanaged, these changes in the quantity and quality of stormwater can result in considerable damage to the environment. Improved environmental performance is needed to ensure that the environmental values and beneficial uses of receiving waters are sustained or enhanced. Urban Stormwater - Best-Practice Environmental Management Guidelines resulted from a collaboration between State government agencies, local government and leading research institutions. The guidelines have been designed to meet the needs of people involved in the planning, design or management of urban land uses or stormwater drainage systems. They provide guidance in ten key areas: Environmental performance objectives; Stormwater management planning; Land use planning; Water sensitive urban design; Construction site management; Business surveys; Education and awareness; Enforcement; Structural treatment measures; and Flow management. Engineers and planners within local government, along with consultants to the development industry, should find the guidelines especially useful. Government agencies should also find them helpful in assessing the performance of stormwater managers. While developed specifically for application in Victoria, Australia, the information will be of value to stormwater managers everywhere.

It outlines the Council’s organizational setup and its working relationship with the government’s Office of War Information (OWI) during its first year of existence. Abstract:
This chapter looks at the nascent environmental movement in Austin in the 1960s and 1970s. It argues that, while early environmentalists achieved many victories and set the tone for later environmental issues in Austin, they also demonstrated a lack of understanding of minority issues and sometimes directly undermined minority communities. Environmentalists fought the business community and worked to maintain public open space, beautify the city, and stave off undesirable development. They sponsored a public planning initiative, Austin Tomorrow, which gave citizens a greater voice in planning Austin’s growth. But their plans often imagined minority places as sites of white middle class leisure. They also failed to incorporate minorities into Austin Tomorrow.

The development of trust law in Victorian England, which led to many of the rules of equity still in force today, followed a social and economic evolution where the typical settlors were no longer members of the landed gentry but professionals and businessmen living in the cities and settling movable wealth, mainly financial assets, rather than landed estates. A similar development is taking place in the first decades of the twenty-first century, where the typical settlors are successful business people from various areas of the world, whose background is not the Anglo-American legal system and who have often accumulated an impressive wealth by running their own business. Their families may have interests in various parts of the world and succession planning is required in order to hand over the business to the next generation.

In recent months, educators have been striving to design and introduce new remote learning formats in order to offer an alternative to in-person classroom teaching, adapt the content of their courses to online teaching and create compelling and engaging material that can be efficiently used in the virtual learning environment (VLE). Most teachers in Serbia and the Republic of Srpska, countries with a challenging social and economic situation where the education system offers limited access to high-quality alternative teaching and learning models, have never experienced or experimented with more advanced forms of remote teaching. Literary studies pose a particular challenge in this regard, as it is difficult to find reliable models of online literary courses in these countries, where formal information or recommendations on teaching literary courses online are unlikely to be found. Therefore, this paper aims to provide literature teachers at the tertiary education level with a viable alternative to face-to-face literature courses by proposing an online English literature course model that would primarily serve as a basic online counterpart to traditional English literature courses and as such, can be offered as a solid reference point for planning, designing, managing, and conducting more advanced online literature classes. The authors’ purpose is to encourage their peers to exchange ideas and to be ready to creatively adapt the ideas offered within this online literature course model to suit their needs. This paper offers various online activities and tools that can be used to efficiently conduct literature courses with detailed procedures and guidelines to create an effective learning environment.

According to one magic crystal website, pyrite is a highly protective stone blocking and shielding you from negative energy. This may originate from Pietro Maria Canepario, who in 1619 cited Avicenna as stating that “if pyrite is worn on an infant’s neck, it defends him from all fear.” Other New Age sources maintain that pyrite can be beneficial when planning large business concepts because placing a piece on the desk energizes the area around it. Pyrite also reduces fatigue and is good for students because it is thought to improve memory and recall and to stimulate the flow of ideas. So you are certainly reading the right book . . . The magical properties of pyrite stem at least partly from the occurrence of pyritized ammonites (Figure 4.1) in ancient Egypt. Ammonites are fossils of coiled mollusks that became extinct at the same time as the dinosaurs at the end of the Mesozoic Era, about 60 million years ago. Ammonites got their name because they resemble coiled ram’s horns and the Egyptian god Amun (or Amon, Ammon, etc.) usually wore ram’s horns. The person responsible for this flight of fancy was Pliny the Elder, who called these fossils ammonis cornua or horns of Ammon. The golden pyritized ammonites were prized as lucky charms and worn as amulets in ancient Egypt. They are common today and may be readily collected from the beach at Charmouth in southern England, particularly after a storm has caused more fresh rock from the cliffs to tumble down onto the beach. The bright golden crystals of pyrite have fascinated humankind through the ages. The crystals display a variety of distinct shapes that make them extremely attractive. Indeed, pyrite may display the greatest variety of crystal forms of any common mineral. The great American mineralogist James Dwight Dana described eighty-five different forms, and the founder of geochemistry, Victor Moritz Goldschmidt, drew line drawings of almost 700 different pyrite crystals. In this chapter I show how the explanation of this extraordinary diversity of pyrite crystal shapes (or habits, formally) has helped reveal the nature of the material universe.

Many universities around the world have formed strategic alliances with Enterprise Resource Planning (ERP) systems vendors to incorporate these types of systems into their curriculum. Over the past few years the sharing of curriculum resources between universities has facilitated this process. Universities are now struggling with the concept of how to develop e-business curriculum incorporating their existing ERP system. Universities are faced with firstly having to implement the available functionality and then develop the appropriate curriculum. This paper describes a student centric method to assist universities with this curriculum delivery. Students at Victoria University have implemented and documented the implementation process of SAP’s OnLine Store. This documentation will be freely distributed to other universities to assist them with their implementation. Staff at the University are in the process of developing ebusiness curriculum based on the OnLine Store which will also be distributed to other universities.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. These systems are purported to incorporate “best business practice”. Many universities have realized the potential of these systems as educational tools and have developed curriculum accordingly. Many companies in recent times have identified the benefits of the Human Resources functionality offered by ERP systems. However universities in Australia have not realized the potential of this functionality as a teaching tool to reinforce many of the concepts covered in a Human Resource Management curriculum. This paper outlines the experiences at Victoria University where SAP Human Resources functionality was incorporated for the first time. It also describes a number of student projects under development that will enhance this curriculum development. The paper will provide a model to other universities who are considering developing similar type of curriculum. .

Oil industry, as well as all organizations, is facing challenges of a new paradigm: the incessant endeavors of continuous improvement. It is calling attention of all organizations that seek business sustainability. Improvement programs proliferate and aim to qualify the organization to gain new victories. However, how to implement continuous improvement in oil industry? Where should it begin? How to proceed? How to guarantee that the accomplished efforts will lead to positive results for the organization? Knowledge Management has been one of the main issues in several publications, and many authors affirm that knowledge is the key for organizations’ success. According to Garvin, organizations see their improvement plans fail because most of them have not learnt the basic lesson: to improve continuously, organizations need first to know how to learn. There is no improvement without learning. And a company that learns is not quickly built. It is necessary planning, perseverance, commitment and processes which accumulate results. Occidental managers, according to Nonaka, have difficulty to understand the symbolism of Japanese slogans as tools to create a learning atmosphere. The authors of this paper have developed a visual methodology, based on symbolism and key words, which is intended to make easier the assimilation of the concepts of knowledge management, more specifically, the concepts of Garvin, Nonaka and Takeuchi, for use and improvement of the capacity of an organization “learn how to learn”, seeking the construction of the necessary learning atmosphere.
