Abstract:
D R. VICTOR WAN is with the Department of Accountancy and Legal Studies at the University of Wollongong, New South Wales, Australia. The Enterprise Workshop Programme was established in Australia in 1981 as an initiative of the Australian government. Its objective is to provide entrepreneurship training with the main emphasis being placed on the development of business planning skills. To date, the workshop programme has been established in every state in Australia. The workshop programme is currently being funded jointly by the government and private sector organisations. The purpose of this paper is to analyse the nature and effectiveness of the enterprise workshop programme. Data from a recent survey were analysed under the headings of (1) evaluation by past participants, (2) economic benefits of the programme, and (3) comments from sources other than past participants. Within the limitations discussed in the paper, the results of the survey and other sources of evidence are indicative of community support and favourable perceptions of the programme results by the various groups involved. It is concluded that the enterprise workshop programme has been effective in fulfilling its training objective, particularly in the training of business planning skills. However, its effectiveness could be enhanced if more emphasis in the training is placed on the development of personal qualities, rather than concentrating largely on the development of business planning skills. Overall, the workshop programme is seen as having an important demonstrative role to play in entrepreneurship training in Australia, especially in the light of the dearth of entrepreneurship training facilities in the country.

Business travel is important and yet very few attempts have been made to model it. The aim of this study is to identify those economic variables that are most important in influencing business trips to Australia from four of Australia's most important travel and trade partners. Using a standard demand modelling approach suitably modified to deal with the motivations for business trips, Johansen's Full Information Maximum Likelihood technique is used to estimate the long-run relationship between business travel and its explanators. We find that the importance of the economic variables varies from country to country, although overall openness to trade and origin country real income are important variables explaining business travel.

The abandonment of the White Australia Policy after World War II and the implementation of a points system in Australia's immigration program have led to a dramatic increase in the number of highly educated Asian migrants in the country. A study of 144 entrepreneurs of small business in the Indian and Chinese communities in Brisbane and Sydney found that, faced with institutionalized blockages, few of these highly educated migrants could practice what they were originally trained for. The majority of them, with their class resources, determination and optimism, became reluctant entrepreneurs.

This paper assesses the level and composition of contemporary Asian immigration to Australia and explores its processes and impacts. The final reversal of the White Australia Policy in the 1970s opened the door to substantial increases in Asian immigration, particularly from Vietnam, Malaysia, the Philippines, China, India and Hong Kong. Most migrants are entering through the family reunion, refugee and business migration categories. Vietnamese dominate both family reunion and refugee categories, but the recent prominence among family migrants of Filipino wives and fiancees of Australian men is drawing attention and controversy. Asian migrants tend to be young and female, but there are also great variations in their economic and social adaptations to Australia. Discrimination, exploitation and unemployment are among the problems faced by some Asian groups.

AbstractThis article contributes to our understanding of Chinese corporate expansion into developed economies by using Australia as a case study of how, in the 2010s, Chinese firms began transiting from government-driven resource investment to entrepreneurial expansion in new industries and markets. We contextualize this process by demonstrating how changing market demand and institutional evolutions at home and in the host country created new motivations for Chinese investors. In particular, the decline of active government control in China over the overseas operations of Chinese firms and the more business-oriented regulatory regime in Australia empowered local subsidiaries of Chinese firms to become more entrepreneurial and explorative in their attempts to compensate for their lack of competitiveness and weak organizational capabilities. Consequently, Chinese firms brought their domestic experience and modus operandi to the Australian host market and collectively adapted and deployed dynamic capabilities such as the use of network linkages, experiential learning and corporate reconfiguration. We find that this transfer of capabilities was facilitated by the co-evolution of the Chinese and Australian institutional and market environments and has maintained Australia's position as one of the major recipient countries of Chinese outbound investment, opening the Australian economy to ongoing expansion and disruption.

Diecraft Australia Pty. Ltd, a subsidiary of Tupperware, manufactured high-quality, high-precision, close tolerance plastic injection moulds for houseware products. Diecraft's major customer has always been Tupperware, which accounted for more than 90% of its turnover. In 2001, the company had sales in excess of A$23 million and was experiencing problems in meeting the targeted due dates. The case provides a detailed, step-by-step description of the order processing, engineering design and manufacturing process. It also discusses the procedures adopted for plant loading, scheduling and control. It identifies other problems which may explain its poor adherence to scheduled due dates. It brings out several key features of job shops and provides an opportunity to understand and appreciate issues relating to capacity planning, developing quotes for delivery and the detailed workings of the shop.

Purpose The purpose of this paper is to examine the HRD practices of multinational enterprises (MNEs) operating in Australia to understand the value that MNEs place on investment in their human capital, particularly managerial talent. Design/methodology/approach Drawing on a representative sample of 211 MNEs operating in Australia, this paper investigates the extent (using frequencies) and determinants (using logistic regression analysis) of training and development expenditure, management development strategies, talent management and succession planning policies. Findings The findings suggest that less than 20 per cent of MNEs operating in Australia are investing over 4 per cent of their annual pay bill on training and development. Furthermore, almost a quarter of firms invest less than 1 per cent in training and development. However, most MNEs invest in their managers and those with high potential through the use of management development programmes, talent management strategies and succession planning. Interestingly, in comparison to US MNEs, Australian MNEs were less likely to use management development or talent management programmes for senior management or high performing staff. Research limitations/implications The current study is cross-sectional and represents a snapshot of MNEs’ HRD practices at one point in time. The study measured the perceptions of the most senior HR manager and did not include the views of other organisational participants. The authors suggest the need for future research studies that incorporate longitudinal research designs and the views of different organisational actors. Practical implications HR managers or HRD specialists need to develop a strong understanding of the Australian institutional context, as well as demonstrate the importance/business case for an integrative approach to HRD. Originality/value This paper fulfils an identified need to study the HRD practices of MNEs operating in Australia, particularly focusing on the value that MNEs place on their human capital.

Abstract:
The ability of an organization to respond to a crisis with agility is vital for business leaders to maintain business continuity. Our paper examined how business owners responded to the challenges caused by the pandemic. Using online surveys for data collection, we investigated a critical agility issue of supply chain risks through understanding the interrelationship of various business capability factors. Partial least squares path modeling (PLS-PM) was applied to a sample of 220 participants who were owners of micro, small, and medium businesses in Western Australia. The findings showed that the businesses’ efficiency, financial strength, and flexibility in sourcing affected the businesses’ supply chain risks negatively. More support for labor productivity, asset utilization, waste elimination, financial reserves, portfolio diversification, and credit access needs to be introduced to enhance the resilience of the business supply chain. This paper is novel, as we used the data collected in Western Australia, where the SMEs were still affected by the global supply chain disruption but lacked protracted lockdowns, as had occurred nationally and globally during the COVID-19 period.

Business planning is at the core of entrepreneurship as it has implications for opportunity discovery and exploitation. This thesis' objectives are to disentangle the relationships between business planning and venture emergence to reconcile previous inconsistent findings. It reveals that the formalization of planning, the effort invested in the venture and the revision of the plan influence success for entrepreneurs in the process of launching their firm. This thesis provides generalizable results about the phenomenon of business planning by using a longitudinal random sample of emerging firms.

In the wake of the environmental degradation, social inequality and injustice, and the incidents of corporate frauds and mismanagement reported in Australia, domestic business organisations have been asked increasingly by Australian governments and people to pursue sustainable business practices. As prime movers of creating wealth and employment, business organisations have an important and legitimate role to play in sustainable development, which is defined as a notion that meets the needs of present without compromising the ability of future generations. Corporate sustainability, which is a subset of the concept of sustainable development, involves integrating financial, social, and environmental values into business policy, planning, and decision-making requiring changes in organisational values, perspectives, culture, structure, and performance measures. Many Australian businesses are wary of meeting financial, social, and environmental objectives simultaneously claiming the agenda as contradictory and almost unattainable, but the demand for achieving corporate sustainability seems inescapable. Since Australian businesses are facing a fierce competition in domestic market as a result of reducing trade barriers, globalisation, and market deregulation, demanding them to contribute more to sustainable development may appear to be unreasonable. Furthermore, business managers are often wary of any organisational changes, as several of them have failed in creating organisational value. As a consequence, business managers are cautious of engaging in sustainable business practices. In an attempt to unravel the above dilemma, this study mainly examined how to enhance organisational value by sustainable business practices. It examined the two dominant strategic management theories, i.e. Barriers to Entry theory and the Resource-Based View (RBV) theory. It collected the data from 102 Australian business organisations using a survey method. Based on its findings, this study makes a number of contributions to the theory and practice of strategic management. Notable among them are, first, it shows that socially crafted business practices such as knowledge management, customer relationship management, and stakeholder management can have substantial leverage to building business competitiveness. Second, it demonstrates that environment-oriented business practices can provide a number of effective opportunities for increasing the height of entry barriers to new competition. Third, this study concludes that social-oriented business activities are almost ineffective as entry barriers to new competition. Fourth, it substantiates why environment protection measures such as Environmental Management System (EMS) are least contributing to business competitiveness. Finally, this study substantiates its main claim that a business organisation can enhance its competitive advantage by pursuing corporate sustainability principles. This study upholds the view that business organisations have enlightened self-interest in following corporate sustainability.

This thesis investigated the congruence of an organisation to its intended target markets. It was hypothesised that the internal activities of an organisation are, potentially, structured in response to its market dynamics with the ultimate aim of achieving the organisational objective(s). Market fit has been conceptualised to represent the fit of an organisation to its operating market environment. The information for this study was collected from senior marketing decision makers, using a self-administered questionnaire. The sample comprised 216 companies from a mix of industries and organisational sizes in Australia. There is evidence to suggest that the association of market orientation and business performance is inconsistent under different business operating circumstances, due to the exclusion of the influence of key environmental moderators. The model of market fit attempts to overcome this condition. The results suggest that market fit is associated with measures of business performance, and the levels of association are different from those related to the market orientation measures, reflecting the influence of moderators. The categories of environmental moderators contributing at different levels to the market fit measure include: (1) marketing planning, (2) implementation of marketing decisions, (3) market orientation, (4) market strength, (5) generic strategies, (6) organisational culture, (7) familiarity with the marketing audit, and (8) the external environment. The marketing audit procedure has been recommended as a tool to assist with the establishment and maintenance of market fit. The results of this study indicate that organisational familiarity with, and the conduct of, the marketing audit periodically are low, and that market fit may be a better predictor of business performance, than is market orientation.

Electronic marketplaces have proliferated as use of the Internet has become widespread in business. A rapid growth in the number of marketplaces, followed by a period of stringent consolidation, as market makers develop a greater understanding of effective business models, has resulted in a climate of uncertainty and confusion. As with many aspects of e-commerce the drive towards participation is fuelled less by strategy planning than by a fear of lagging behind competitors or losing first mover advantage. In this climate of uncertainty organisations often bypass effective evaluation of the benefits that can be realised from participation in e-marketplaces, thereby exacerbating the process facing them and hampering effective decision-making. Evaluation is perceived as a fraught subject within the Information System field, and particularly within the business community which adheres to tried and trusted, albeit often inappropriate, methods such as financial or technical evaluation. The difficulties involved in effective evaluation of systems are well documented; these will increase as systems become more pervasive throughout organisations and those of their trading partners. Calls for a more holistic approach to evaluation are increasing, based on a developing appreciation of interpretive methods of research within the Information Systems discipline. However, the understanding that the social, political and cultural factors affecting and organisation have an impact on the uses and advantages of systems is by no means universal, and empirical evidence of this view is only slowly emerging. This research examines the benefits that can be realised from participation in an electronic marketplace by taking an interpretive approach to the evaluation. It examines the nature of electronic marketplaces to provide clarity to a confused and dynamic environment. The study then focuses on the development of evaluation studies within the IS discipline to identify how an effective evaluation method for assessing the benefits of e-marketplace participation can be achieved. An empirical examination of an organisation’s participation in an electronic marketplace is used to identify the benefits that are realisable and the issues that impact on them. The case study is conducted through an interpretive lens, using a content, context, process (CCP) approach based on existing IS literature. This enables a crucial understanding of the internal and external environments influencing the organisation and its realisation of potential benefits. To allow for the range of interpretations and reflections required to fully address the complexity of the issues involved in such a case study, a variety of research influences such as dialect hermeneutics, critical realism and case study theory are drawn into the research model. The case study organisation’s motivation for participating in an e-marketplace was primarily cost savings. Over the two years of the study, several more potential benefits were identified, such as supply chain efficiencies, greater market awareness and a widening of the supplier base. However, the organisation’s commitments to its local and regional communities, its need to retain status and some consideration of existing relationships needed to be balanced against the gains that might be realised. In some cases the organisation chose to forgo a potential benefit in favour of socially or politically motivated actions. Cultural factors also influenced their actions, particularly as they moved towards extending participation in the marketplace to gain from a global sourcing strategy. The contribution of this research lies in two areas. Firstly, it was existing evaluation literature to development a framework for the evaluation of benefits in the complex area of electronic marketplaces, thereby extending and informing the call for more inclusive and interpretive evaluation studies. Secondly, the research contributes empirical evidence to support the recognition of benefits to be gained from electronic marketplaces and shows how the realisation of the economic benefits is impacted by the social, political and cultural factors that influence an organisation.

Abstract:
This research was carried out between 1999 and 2003 on the use of e-business applications in ERP-based organisations. A composite research method based on structured case studies was developed for this study. It combined the application of case methods by Carroll et al. (1998], Klein and Myer (1998), and Eisenhardt (1989). This was used to provide a focused, yet flexible structure, as a dynamic approach to case study interpretive research. The research method used three distinct models at three progressive stages of the study, to provide a multi-faceted view of each case. This composite case-based method was developed to maintain the balance between research rigour and relevance. A pilot case study of nine Australian SAP sites helped ground the theory of the study. This was followed by three stages of study of eleven international cases within a diverse industry context. The method revealed the antecedents of e-business success using the findings from case analyses against three separate research models B2B interaction, e-business change, and virtual organising. A final conceptual framework was developed as new theory of e-business transformation. The theory views e-business transformation as realising the benefits from virtual organising within complex B2B interactions by utilising the facilitators of successful e-business change. The research demonstrates that successful e-business transformation with ERP occurs when value propositions are realised through integration and differentiation of technologies used to support new business models to deliver products and services online. The associated management practice evolves through efficiency from self-service, effectiveness through empowerment towards customer care, and value enhancement from extensive relationship building with multiple alliances. The new theory of e-business transformation identifies the stages of e-business growth and development as a comprehensive plan that should assist managers of ERP-based organisations in migrating their company towards a successful e-business organisation. The detailed analysis of the findings offers a foundational per11pectlve of strategies, tactics and performance objectives for e-ERP implementations. The strength of the theory lies in the synthesis of multiple case analyses using three different lenses over three separate time periods. The triangulation of the three research frameworks provides a method for study at appropriate levels of complexity. It is evolutionary in nature and is content driven. Other researchers are urged to apply similar multi-viewed analysis.

Abstract:
This thesis reports on my attempts to 're-align' the purpose, behaviour and underlying culture of a large military organisation through heuristic, self reflective enquiry - to 'find its future' - with and through its people. I use the word re-align with great care as I recognised that change would have been too ambitious and would (probably have) result(ed) in failure. Whilst I cannot claim total success, I have made new and valuable discoveries in knowledge elicitation and methods of integrating the views of a large number of people to 'build and reinforce consensus around initiatives for change'. In the process of completing this research I developed a novel approach to strategic planning/policy making that advances the ends, ways and means construct of decision-making into a purer and more refined approach. One that anchors these elements firmly to the organisation and its environment simultaneously through a knowledge management system, enabling the strengths and weaknesses within the organisation to be drawn into sharp focus - an effects based planning approach. I have also fused together the more systematic and disciplined approaches embodied within a knowledge management system with existing and more creative scenario planning/future focussed methods. Thus allowing organisations to undertake 'self-constructed' audits that have an immediate interest or are situated well into their future, doubling its value as a planning device. As I report, the methods have been presented at the highest levels of Defence, attracting interest from the Australian Minister of Defence. The New Zealand Defence Force, Naval Warfare Development Command of the United States Navy and Australia's Chief of Air Force have also expressed an interest in the potential of an effects-based orientation to planning and policy-making. Whether the concepts and underpinning ideas become established, leading to the discovery of a post-modem military is uncertain. What is clear is that there is a definite move away from a pre-occupation with the means, or the things that are done, towards a more comprehensive understanding of what are we trying to make happen as a guiding principle. This is certainly of value within military 'organisations and has potential for others involved in complex problem-solving in social settings. A heuristic, self-reflective approach has enriched this search for focussed and 'change-finding' knowledge, allowing a more purposeful, complete and forthright account of the involvement of others.

SAP is one of the dominating enterprise resource planning (ERP) software, which is used as an essential part of enterprise-wide information systems. While it can significantly contribute towards an organization’s competitiveness by increasing efficiencies across various functional units, it can, on the other hand, bring about disasters if implemented incorrectly. Literature presents both implementation successes and failures. This chapter presents a successful SAP implementation in the WATER CORPORATION in Western Australia. A “Benefit Realization Strategy and Realization Process” was considered to be the key success factor in the implementation of SAP. The chapter describes the benefit realization structure and process and discusses how SAP was implemented successfully within this framework. The benefits realization and its impact are presented. Finally, future directions are highlighted.

This chapter presents an Australia-based study of service exporters identifying key barriers to success and potential roles for government agencies. Major findings included the requirement to: better define service exports; ensure exporters are classified accurately; provide appropriate and timely planning; improve financial support; attract qualified and appropriate human resources; plus the need for government incentives and support to increase the innovation and export orientation of service based organisations.

This chapter examines available secondary research data from various national ICT government strategies of the USA, EU, India, South East Asia, Australia, and New Zealand to determine the centric inclination of these strategies and how these strategies support and facilitate public service delivery in the digital era. This research had the objective of determining the major ICT trends of the respective countries by five dimensions, namely citizen centric, civil society centric, business centric, government administration centric, and technology centric. The ICT strategies from the various geographical regions may be summed up by two aims, as expressed by the USA President Obama in his directive “Roadmap for a Digital Government” of 2012, namely to use technology to make a real difference in people's lives (i.e., government reinvention through the transformation of processes) and to innovate more and enable entrepreneurs to better leverage government data to improve the quality of services to the general public (i.e., utilisation of information for improved decision making).

E-government agencies in developed and developing countries are anticipating efficiency and effectiveness gains from the evolution of new e-business models. Such agencies are attempting to adopt and adapt the new technologies to public e-business in order to achieve the benefits being realised by entities in the private sector. The adoption of Enterprise Resource Planning (ERP) is one of these e-business models. The purpose of this chapter is to explore the adoption of ERP by the Australian Department of Defence through longitudinal action research. This development may be of interest to other public sectors wishing to avoid unnecessary expense and achieve an efficient and effective outcome in minimum time.

In a recent study conducted for the Australian Sustainable Tourism Cooperative Research Centre, improved business planning was identified as one of the most pressing needs of small-to-medium tourism enterprise operators. Further significant problems confronting these businesses were coping with rapid change, complexity and uncertainty. System dynamics (SD) is especially well-suited to the modelling and analysis of problem domains with these characteristics and, in this chapter, we report on the development and implementation of a “tourism enterprise planning simulator” (TEPS) based largely upon SD constructs and technologies. Scenarios in which TEPS might be used to good effect are outlined and the potential benefits of this deployment are detailed.

Enterprise Resource Planning (ERP) systems have become an essential information systems infrastructure for large organisations. Organisations are now looking for ways to leverage their ERP investment by introducing new functionality; however, no matter how many implementations these companies have undertaken the same people issues still provide barriers. This research looks at the change management practices of Australian companies and identifies the main success factors and barriers associated with implementing change management strategies. The chapter presents the results of a survey of 35 major Australian organisations that have implemented an ERP system. Many of these organisations have long histories of ERP usage and multiple ERP implementations and upgrades. The main findings indicate that the respondents considered change management crucial to successful ERP implementations, yet their organisations did not perform change management very well. The main success factor to change management was provision of adequate resources, with the main barrier being lack of communication up and down the organisation.

This chapter discusses the strategic role of an enterprise resource planning system within the International Centre of an Australian University. Several problems with use of the system are identified in the case study. These problems with use quality are a likely cause for the mismatch between what was expected of the system in supporting business strategies and the actual outcome. The users demonstrate an awareness of organisational strategies and goals and consider that the newly-implemented system does not sufficiently support execution of strategy and achievement of strategic goals, or formulation of organisational strategy.

Living Case Studies (LCSs) in the discipline of business provide a bridge from knowledge acquisition to knowledge practice in a real world context. They offer the facilitator a knowledge to application methodology and the student a learning by doing experience, which are oftentimes lacking in business courses. The Eynesbury Institute of Business and Technology (EIBT) offers a Diploma of Business leading to either the University of Adelaide or University of South Australia's degree programs in business-related fields. From 2010-2013, EIBT introduced a simulated LCS in its Diploma of Business program to extend collaborative methods and understanding of how different business courses can work together to achieve heightened student engagement. This chapter provides an overview of the journey from planning to implementation, approaches adapted in different courses, reflections on what was learned, and future recommendations if the LCS were to be re-implemented at EIBT.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. These systems are purported to incorporate “best business practice”. Many universities have realized the potential of these systems as educational tools and have developed curriculum accordingly. Many companies in recent times have identified the benefits of the Human Resources functionality offered by ERP systems. However universities in Australia have not realized the potential of this functionality as a teaching tool to reinforce many of the concepts covered in a Human Resource Management curriculum. This paper outlines the experiences at Victoria University where SAP Human Resources functionality was incorporated for the first time. It also describes a number of student projects under development that will enhance this curriculum development. The paper will provide a model to other universities who are considering developing similar type of curriculum. .

This paper examines the history within Australia of the ‘parklet’, a small architecturally-framed open space installed temporarily on an on-street car-parking space. The paper traces parklets’ varied and evolving forms, materials, production processes and functions. It examines how parklets have adapted to rapidly-changing social needs and priorities for economic activity, health, safety, socialising and on-street parking, and changes in street function. The contemporary parklet began in 2005 as a localised, grassroots activity to temporarily reclaim street space for public leisure, as part of the wider movement of ‘tactical urbanism’. Parklets rapidly became a worldwide phenomenon. Starting in 2008, parklets were absorbed into institutional urban planning practice, as a strategic tool to enhance community engagement, test possibilities, and win support for longer-term spatial transformations. From 2012, commercial parklet programs were developed in Australian cities to encourage local businesses to expand into street parking spaces, to calm traffic and enhance pedestrian amenity. A new generation of commercial ‘café parklets’ has emerged during the COVID-19 pandemic, facilitated by local governments, to support the heavily-impacted hospitality industry. Their design and construction show ongoing innovation, increasing scale and professionalism, but also standardisation. This paper draws on diverse Australian parklet examples to chart the emergence of varying approaches to their design and construction, which draw upon different materials, skills, local government strategies and international precedents. The findings also illustrate several convergences in the evolution of parklet design across different Australian cities, due to strong similarities in the spatial contexts, needs, risk factors, and technologies that have defined this practice.

Coffs Harbour on the north coast of NSW is a highway city sandwiched between the Great Dividing Range and the Pacific Ocean. For thousands of years it was the traditional land of the numerous Gumbaynggirr peoples. Tourism now appears to be the major industry, supplanting agriculture and timber getting, while a large service sector has grown up around a sizable retirement community. It is major holiday destination. Located further away from the coast in the midst of a dairy farming community, Bellingen has become a centre of alternative culture which relies heavily on a variety of festivals activated by energetic tree changers and numerous professionals who have relocated from Sydney. Both communities rely on the visitor economy and there have been considerable changes to how local government in this region approach strategic planning for arts and culture. The newly built Coffs Harbour Education Campus (CHEC) is an experiment in encouraging cross pollination between innovative businesses and education and incorporates TAFE NSW, Coffs Harbour Senior College and Southern Cross University as well as the Coffs Harbour Technology Park and Coffs Harbour Innovation Centre all on one site. The 250 seat Jetty Memorial Theatre is the main theatre in Coffs Harbour for local and touring productions while local halls and converted theatres are the mainstay of smaller communities in the region. As peak body Arts Mid North Coast reports, there is a good record of successful arts related events which range across all genres of music, art, sculpture, Aboriginal culture, street art, literature and even busking and opera. These are mainly managed by passionate local volunteers.
