Abstract:
This thesis examines Health Care Managers' considerations with and experiences of outsourcing services in Western Australian hospitals. Support services such as cleaning and maintenance are some of the areas which have been targeted for outsourcing (contracting out) by the state government. These services have traditionally been delivered by permanently employed staff either on a full or part- time basis, usually with active union involvement. Core services such as nursing and medical care which involve direct patient care delivery are not included in the outsourcing debate. Firstly, this thesis reviews the literature on outsourcing and its application to the health care industry. Performance indicators and benchmarking are also explored within the context of contracted out services in a variety of settings. The implicit economic, social and legal implications are discussed. This study involved Health Care Managers in Western Australian hospitals and was conducted between June 1995 and May 1996. Their experiences with outsourcing of services together with the hospitals and the communities they served were key considerations in the final analysis. The research findings support the views of more recent studies which emphasize the importance of the context within which outsourcing is implemented, such as rural versus metropolitan hospitals. Hospital size, location, accessibility to contractors, human resource issues and funding arrangements such as those which affect teaching and non- teaching facilities were identified as major determinants affecting the degree to which outsourcing had been embraced. Finally, the implications of this research for future studies are discussed.

Abstract:
Performance-based contracting (PBC) is an outcome-based product support strategy that provides efficient performance solutions for buyers. Suppliers under performance-based contracting are rewarded after achieving desired performance objectives. While current scholarship has deepened our knowledge of the benefits of PBC, the particular factors behind effective and efficient performance-based contracts (PBCs) are still vague. Thus, this dissertation will focus on essential dimensions for the successful PBC. There remains a great deal that is not understood about the success factors for effective PBCs. When looking at the critical criteria for the selection of suppliers in the context of PBC, even less is known. This dissertation contains three essays with the purpose of: (1) investigating the effect of supply chain collaboration and upfront investments on the benefits of the PBC; (2) exploring supplier selection criteria for successful PBC; and (3) examining the effect of contract length and fleet size on upfront investments for effective and efficient PBC. These three essays offer a solid foundation for theoretical and practitioner understanding for effective PBCs.

South Africa for more than three decades has been described as the economic capital of Africa because of its level of industrialization, production, interactions and business transactions with other companies locally, nationally, regionally and globally. This situation goes hand in hand with the continual emergence in South Africa of business organizations, notably major international groups or their subsidiaries, other foreign or national large corporations, as well as small and medium enterprises (SMEs). The SME sector has significantly emerged in industries such as retail and manufacturing that produce a wide variety of consumer goods and related services. They produce services and goods that are destined for both local and international consumption. Similarly, they are also sourcing goods and services from local or international suppliers. Consequently, SMEs are involved in a complex supply chain management challenges and are exposed to the chain’s intense logistics activities. The main objective of this study was to determine how outsourcing can improve effectively the logistics performance of wine producing SMEs in the manufacturing sector. The findings from the interviews conducted with 16 personnel responsible for logistics performance from selected small and medium wine producers in Constantia, Stellenbosch, and Paarl, offer support for the assumption that outsourcing is a key to logistics performance in SMEs. The general outcome of the study suggests that logistics performance of SMEs is dependent on their ability to manage outsourcing of logistics services. Thus, knowing beforehand the “what for” of outsourcing is very important determinant for driving logistics performance, especially defining, assessing and measuring the performance objectives the SMEs expect from outsourcing and choosing logistics partners that can meet these objectives.

Abstract:
The objective of this research was to explore the HR outsourcing process and examine the interaction and effects of the factors of business strategy, motivation, HR function outsourced, and the outcome. The interaction of these factors was modelled upon a theoretical framework based upon current literature. This framework was investigated using both a qualitative and quantitative approach. The goal of this research was to characterise these factors and identify the relationships between these factors. The qualitative approach consisted of six case studies where one-to-one interviews were conducted with HR managers of medium to large Australian organisations. The responses to the interview questions from each interviewee was analysed to determine outsourcing characteristics and unique issues not previously identified within current literature. These issues included: when an organisation does not have the resources to conduct thorough research into the identification and selection of a service provider then they will use the recommendations of peer organisations. When an organisation contracts a service provider a relationship is established that will bond the two parties. The length of the service contract is dependent upon the complexity of !he outsourced HR function. The quality of service from a service provider must match that of the organisation. Finally, the contract between the service provider and the organisation must contain provisions for a changing economic environment. The quantitative approach consisted of a survey distributed to 1995 medium to large Australian organisations identified from the Dunn and Bradstreet database. A total of 163 valid responses were received from which 124 outsourced one or more HR functions. This corresponded to a response rate of6.22%. The survey data was analysed using factor analysis to reduce the business strategy variable to two categories: Innovative-Quality Enhancement and Cost Leadership. Similarly, Factor analysis was used to reduce the variables of Motivation to four categories: HR Management, Learning, Reduced Cost and Political reason. The variable of Process was reduced to four categories: Reserved, Regular, Rapid and Relaxed. The outcome variables were reduced to two categories: Organisation and Operational. Cluster analysis was used to classify the cases based upon these reduced factors from which the relationships between these factors were analysed. The analysis found that no relationship existed between business strategy and motivation also no relationship was found between business strategy and outsourced HR function. A partial relationship was found between business strategy and process and another partial relationship was found between outsourced HR function and process similarly a relationship was found between process and outcome. Several relationships were found between motivation end outsourced HR function. The results from this exploratory research have significant implications for human resource management theory and practice. The developed theoretical framework provides a useful model of the HR outsourcing factors within Australia. This framework together with the unique factors identified through the qualitative analysis provides a significant platform from which additional research may be conducted.

The majority of SMEs have neither the internal expertise nor financial resources to enable in-house development of electronic commerce and therefore turn to the services of website design consultants to assist them. Unfortunately, they often engage consultants without any clear idea of their intended e-business strategy and without due care as to effective engagement processes. This frequently leads to ineffective e-business development and a highly disaffected group of small entrepreneurs. The study suggests that there is a significant gap between the intended strategies of SMEs and the actual e-business strategy implemented. The study aimed to investigate the relationship between Australian Small and Medium Enterprises, Internet strategy and the engagement of website design consultants. The objectives of the research project were firstly, to identify factors including SME engagement of website design consultants, and other factors presented in previous research that may influence the success of online organizations. Secondly, to construct a framework for analysing those factors' which may influence the success of online organizations. Finally, to provide a set of critical development factors that may be used by Australian SMEs to implement the online organisation. The research methodology chosen used an interpretivist perspective and incorporated a multiple cross-case study approach. Four research instruments were employed in the study to enable triangulation of data and to increase validity and reliability. A pilot study was conducted and the results were used to refine and develop the data collection methods, procedures and theory development for the main study. The expected outcomes of the research project included developing a framework to enhance negotiations between website design consultants and Australian SMEs; to design a set of critical development factors, in relation to Internet strategy and consultant engagement, that may be used by Australian SMEs and consultants to facilitate the implementation of the online organization; and to provide a summarised report to Dow Digital in fulfilment of the requirements of the research funding, and to publish a number of papers based on the research project.

ENGLISH ABSTRACT: The research report takes an in-depth look at the automotive industry and their major participants in the upstream value chain. The different parties involved are the automotive manufacturers (OEMs) and their suppliers. The overall goal of the following report is to identify suitable business models for small to medium sized (SME) automotive suppliers. As the automotive value chain currently undergoes an evolutionary change towards a diminishing vertical integration of the OEMs, it becomes a challenging issue to reconfigure the responsibilities of the suppliers. Thereby OEMs and their suppliers have to cope with a shift from a functional to a process orientated value chain. During this reorganization of the OEM-supplier interface, enterprises realign their strategic intent towards their core competencies as well. Besides the shifting value chain, both suppliers and OEMs have to cope with a consolidation in their industries. This consolidation is impacted by stagnating traditional markets, an ongoing globalization of the value chain, and an increasing productivity pressure in the automotive industry. Looking at the automotive supplier, it becomes obvious that the suppliers are on the one hand challenged by productivity pressures and on the other hand have the opportunity to take over more business of the automotive value chain. The growth potential requires changes in the area of supply chain management and new types of collaboration in the supply network. This prospective development is mainly influenced by a trend towards the outsourcing of entire processes by the OEMs and the increasing need for future innovations in the automotive industry. After discussing the above mentioned issues, the report analyses the role of suppliers with respect to their main customers, the automotive OEMs. Based on the findings business models for suppliers are assessed and key success factors for small to medium sized suppliers are proposed and evaluated. The findings of the evaluation are translated into suggestions for most suitable business models of SMEs. The report concludes with recommendations for the strategy building process indicates problems concerning the shifting value chain, and points out the importance of further research in the field of the small to medium sized automotive supplier industry.
AFRIKAANSE OPSOMMING: Hierdie studieverslag ondersoek die motorvoertuig industrie met verwysing na die hoof deelnemers 'n die opwaartse waarde-ketting. Die partye betrokke is die motorvoertuigvervaardigers (OEMs) asook hul verskaffers. Die oorhoofse doel van die verslag is om gepaste sakeplanne vir klein en medium grootte (SME) ondernemings te identifiseer. Die motorvoertuig industrie se waardeketting ervaar tans 'n drastiese veranderingsproses - gekenmerk deur afnemende vertikale integrasie vanaf die OEMs - wat voortdurende nuwe uitdagings veroorsaak vir die innoverende verskaffer. Beide die OEMs en hul verskaffers moet dus aanpas met hierdie verandering - van funksioneel na proses-georienteerd - in die waarde-ketting. Abstract:
On-shore outsourcing has been common in Australia for a number of decades across a range of business services in both the public and private sectors. Given this, there is less literature examining Australian on-shore outsourcing than one would reasonably expect. Whilst the literature examines the general motives for organisations to outsource and the economic effects of outsourcing for those organisations, it generally does not examine whether there are any differences in the motives, management strategies and techniques, and economic outcomes associated with the outsourcing of high skill functions compared to the outsourcing of low skill functions. The literature also devotes less attention than may be expected to the role of managerial strategy in determining the economic outcomes and relative successes of outsourcing projects. This study aims to contribute a bounded examination of these issues to the academic literature, by presenting an in-depth comparative investigation of the on-shore outsourcing of (high skill) IT services and (low skill) cleaning services by large Australian Government Business Entities (GBEs) and private sector companies, from each organisation’s decision to outsource to the end of their outsourcing lifecycle (relationship). The study will; identify and explain any differences (or lack of differences) in the cited motives for Australian GBEs and companies to outsource IT and cleaning services; discuss the economic impact of outsourcing decisions upon these GBEs and companies; examine the strategies used by those organisations in outsourcing cleaning and IT services, and the effects of these chosen strategies upon the economic outcomes of outsourcing for each organisation; and explain any differences (or the lack of difference) between the economic outcomes of outsourcing cleaning and IT services. The study was conducted over a number of years, using a triangulated mixed methods design involving thirteen case study organisations (with in-depth semi structured interviews with a large number of primary interview subjects at each case study organisation site) and data triangulation using corroborative interviews, company and public records, service provider records, service provider (corroborative) interviews, and focus group data.

Logistics Service Providers are becoming increasingly involved within their client’s businesses. Beyond just providing vehicles and buildings, logistics service providers are now also becoming involved with the knowledge-type work that is connected to the traditional services provided. LSPs are also becoming better integrators of supply chain functions and are offering an increasingly vast basket of services to clients that can be configured in a way that adds value to the client. The research presented in this paper looks at the theoretical impact that converged planning and execution functions have on business success as well as a view of how selected IMPERIAL Logistics client organisations perceive the impact of increased integration of IMPERIAL Logistics within their businesses. The research viewed the integration of planning and execution in two ways:  The impact of a supply chain partner integrating their business functions with that of the client organisation.  The integration of the tasks of planning and execution under a single arrangement. The impact of integrated planning and execution functions for the client organisation was found to be improved long term commitment and alignment in terms of business operations and relationships, better communication, more integrated planning and decision making, better usage of systems to streamline the process as well as a focus on core business whilst supply chain experts handle their core business, which is planning and executing supply chain functions.

Outsourcing is fast becoming a fixture in the organizational models of the 21st century. At first confined to nonstrategic business activities such as cleaning, security or legal services, outsourcing now encompasses functions that are closer to the core. As suppliers become more tightly integrated into the fabric of a company's basic business operations, the risks attending these failures escalate. In fact, as Booz Allen Hamilton (2001) state, the very viability ofthe company can be threatened. To many companies, logistics outsourcing has become an attractive option in order to take advantage of various opportunities, and to focus on the core activities of the company. It is perceived that South African businesses are adopting the same principles that many European countries, the United States of America and other mainly first world countries have, in embarking on outsourcing. The purpose of this dissertation therefore is to determine the status of outsourcing in South Africa. This research gives insight into the reasons why some companies have embarked on outsourcing. The research also attempts to present a theoretical framework for the outsourcing of logistics as a guideline. Another feature of this research is the identification of the criteria that companies apply in the selection of an outsource service provider. The methodology employed in this research was empirical research, which entailed a qualitative study. A process of non-probability sampling was applied. Questionnaires were distributed to the decision makers in industry with the focus on senior managers in order to obtain the data required for the analysis and interpretation. Outsourcing maintenance of production assets over the years has become a popular solution of making the business efficient (Pintelon and Parodi-Herz, 2008:25). Though simple in concept, maintenance outsourcing is difficult in execution, especially in a cost-sensitive environment. There are many cases of failed maintenance outsourcing due to different reasons (Partners in Performance, 2007:1). In such cases, most companies revert to maintenance insourcing to regain control of maintenance activities.

Over the past decade, outsourcing has emerged as an imperative for competitive success in modern organizations. Yet, the high failure rate of outsourcing initiatives suggests that despite the significant opportunities available through outsourcing, several organizations remain unprepared for the transformation that it brings. My dissertation, “Essays on the Organization and Value of Outsourcing Relationships,” identifies governance strategies that maximize the strategic value of outsourcing investments and estimates the size of governance effects by analyzing the contribution of efficient governance to an increase in shareholder value of the outsourcing firm. The first two essays, “An Empirical Analysis of the Impact of Information Capabilities Design on Business Process Outsourcing (BPO) Performance” and “An Empirical Analysis of the Contractual and Information Structures of Business Process Outsourcing (BPO) Relationships,” focus on business process outsourcing (BPO), the fastest growing segment of the outsourcing market. In particular, the first essay emphasizes the information intensive nature of BPO to posit that performance heterogeneity across BPO relationships is a function of the fit between the information requirements and information capabilities of the relationship. The design of information capabilities extends contract design that addresses incentive conflicts to include design of the information structure comprising relational processes and technologies that address cognitive conflict between the participant firms. The second essay demonstrates complementarities between the contractual and information structures to emphasize that their joint assessment is necessary to enhance the explanatory power of extant theories of organization. These results have important implications for how BPO relationships must be designed and managed to realize strategic value. The third essay in my dissertation, “Outsourcing Discount or Paradox? A Comparative Analysis of the Long-Term Abnormal Stock Returns and Operational Performance Gains across Outsourcing Contracts,” estimates the extent of this strategic value by assessing the longterm abnormal stock returns to the hundred largest outsourcing initiatives implemented between 1996 and 2005. I find that transaction cost economizing outsourcing decisions yield significantly higher abnormal returns. The results imply the need to exercise caution in initiating outsourcing initiatives and emphasize that value chain scoping and management are important sources of comparative advantage in the modern firm.

Outsourcing in the cold supply chain can assist the fresh fruit industry to attain competitive advantage through its role in cost reductions and customer service enhancement. The South African fruit industry depends mainly on export markets to earn revenue. It should thus be reckon that the South African fresh fruit travel long distances to reach these markets as South Africa is remotely situated from its major markets. However, the products have to be in good quality on arrival, and also be on time. The challenge therefore is for the fresh fruit industry to ensure that the cold supply chain is maintained through to international destinations. The primary objective of the dissertation is to perform an analysis of the cold supply chain of the South African avocado for export – ‘charter the movement of the South African avocado from production areas to international markets, paying special attention to the outsourcing possibilities in the cold supply chain’. In order to fulfill this purpose, the study covers the following main aspects: • Developments in the fruit industry focusing specifically on the avocado fresh fruit industry. • Detailed analysis of the cold supply chain and costs associated with operating and managing the chain. • Outsourcing as a strategy for achieving the cold supply chain competitive advantage: assisting the avocado industry to compete effectively with other supplying countries. The dissertation has outlined a number of strategies relevant to deal with the challenges of cold supply chain, such strategies concern themselves with delivering the right product at the right time to the right customer at the right condition and at the right price. It is evident from the discussions in the study that the South African avocado supply chain is long, complex and involves interaction of various processes and role-players. The post-harvest cold supply chain processes involves temperature controlled storage and transportation. Every link in the supply chain must be analysed to identify weaknesses, as there should be no breakage in the chain so that quality of fruit is not compromised and profitability is achieved. Currently storage and transportation are outsourced to a number of service providers. As far as the chain is concerned there are minimal problems regarding temperature management in the chain. Few avocado fruits have in the past failed PPECB quality tests for export. The main challenge (amongst others) that the avocado chain is facing is effective information sharing to ensure a coordinated and well-aligned supply chain that will play a role in reducing costs and enhancing customer service. Lack of, for example accurate crop harvest estimate information and real-time communication and information sharing creates problems for the supply chain to function as a single entity with shared objectives. Based on the above, a number of conclusions about, and recommendations for, outsourcing in the cold supply chain of South African avocado for export are made, a summary of which is provided by the following statements: • A reliable relationship is important for both producers and service providers • Joint responsibility: farmers should play their part in the cold supply chain management • Ensuring cold supply chain best practices • Creation of supply chain vision • Ensuring of supply chain visibility • Adoption of total cost approach • Integrating and coordinating the supply chain Charting the movement of the South African avocados from production areas to international markets requires that short, medium and long-term decisions about outsourcing be thoroughly made.

The world today consists of a global economy, with highly competitive markets in every country. In this arena companies are faced with continually declining profit margins, having to keep costs to a minimal, as well as continually developing Information Systems and Technology. All of these factors have a snowball effect on every other country in the world, providing challenges where there were none before. Companies start to focus on their core competencies, striving to be a benchmark in their industries. All their energies, resources and capital need to be channeled in this direction if they are to succeed. This then begs the question: Who will focus on these companies' non-core functions? The answer is a simpler one - a company whose core business it is to perform another company's non-core functions. One only needs to choose the third party service provider best suited to the company, and outsource your non-core functions to them. These third party service providers can easily incorporate a company's functions into their supply chains, and perform them more efficiently than the outsourcing company. But why focus on outsourcing of the logistics function (which entails transportation, warehousing and 10gisticaIIT)? Internationally this function has been the starting point of outsourcing, and is really only in its infant stages in South Africa. The research will show that even today only some of the areas of this function are being outsourced, whilst the others are still kept in-house. This study will show if there are underlying factors influencing the decision of companies to either outsource or retain their logistics function in-house. The perceived benefits of these two options are also discussed. This study is a formal one. Stated hypotheses will be statistically tested using parametric as well as non-parametric measures. Primary data will be collected through a questionnaire. All relevant literature will be examined and discussed in detail to provide the necessary background. Lastly, the results and findings of the study will be discussed, and recommendations will be made as to viable options in the outsourcing arena. These recommendations should be attempted if South Africa is to catch up with trends in the international outsourcing arena.

在實踐中,越來越多製造企業採用外包物流给专业的第三方物流供应商的方式來降低物流成本。然而,在學術研究領域,大部分現有的物流外包研究主要以描述性和規範性的研究為主,缺乏解釋性或預測性的研究。本文嘗試整合交易成本經濟學、基於資源觀和制度理論,來驗證和解釋物流外包的驅動因素及績效影響。本研究從大陸及香港的200家上市母公司中收取了250家的子公司作為研究樣本,並採用了結構方程模型、層次回歸、路徑分析的統計方法來檢驗相關的理論假設, 研究的結果表明:

An increasing number of manufacturers outsource their inbound and outbound logistics activities to Third-Party-Logistics (3PL) providers to reduce logistics cost. Most previous studies on logistics outsourcing are descriptive and prescriptive in nature, and thus devoid of explanatory or predictive orientation. This dissertation will investigate and explore the antecedents and consequents of logistics outsourcing by integrating transaction cost economics, resource-based view, and institutional theory. Several key hypotheses are tested using structural equation modeling (SEM), hierarchical multiple regression (HMR) and path analysis (PA) based on data collected from 250 subsidiaries of 200 publicly listed manufacturing companies in Mainland China and HK.
In study 1, the results show that internal production resources and capabilities, such as, logistics infrastructure, logistics information systems, internal logistics skill, do not exert a direct influence on logistics outsourcing. Interface resources or capabilities, however, such as 3PL management capabilities and the usage of other functional systems, are positively associated with the degree of logistics outsourcing. At last, the findings also indicate that internal production resources and capabilities influence outsourcing through interface capability, such as 3PL management capability.
In Study 2, this research reveals that frequency-based and trait-based imitative pressures are related with degree of logistics outsourcing, while outcome-based imitative pressures are not. The influence of frequency-based imitative pressure on logistics outsourcing will be decreased when manufacturers are more uncertain about their internal logistics requirements and demand. On the other hand, high external market uncertainty will increase the effect of outcome-based imitative pressure on logistics outsourcing.
In Study 3, the research classifies logistics activities into asset-based logistics activities and non-asset logistics activities and then builds outsourcing-operational performance-financial performance model. Empirical results show that asset-based logistics outsourcing significantly impacts both delivery performance and financial performance, but not cost and flexibility performance. However, non-asset-based logistics outsourcing significantly influences both cost performance and flexibility performance directly, but not delivery and financial performance. In summary, asset-based logistics outsourcing effects financial performance directly, but slightly influences operational performance, while non-asset-based logistics outsourcing influences financial performance mainly through operational performance.
This dissertation makes several contributions to logistics outsourcing & operations management. First, this dissertation proposes and empirically tests a model of resource-capability-outsourcing and thus extends the traditional resource-based view model. Second, this dissertation extends institutional theory into logistics and operations management area by linking macro-institutional pressures to internal logistics operations. Third, this study provides insights on the effects of logistics outsourcing on operational and financial performance by examining the effects of asset-based and non-asset based logistics outsourcing.

Abstract:
Since the Australian recession which began in the 1990s, outsourcing has received considerable attention. Amongst the many benefits that outsourcing is believed to offer, a key benefit is that it allows organisations to focus on their competitive strengths while contracting out non-core activities. While there is currently a considerable amount of studies and evidence on the costs and benefits of outsourcing, much of this is centred on Information Technology. There are predictions and some anecdotal evidence indicating that the outsourcing of typical accounting functions will increase as we approach the second millennium. The questions left unanswered are many: • are the trends in the outsourcing of typical accounting functions really on the increase? • what are the rationales and perceived benefits associated with the outsourcing of typical accounting functions? • does the outsourcing of typical accounting functions raise any concerns? • what impact will outsourcing have on the service providers in the accounting services industry? This study has been designed to answer the above questions. The methodology undertaken necessitated two separate surveys which were conducted over a period of 6 months within 1997 and 1998. Both surveys were based on mailed questionnaires which were forwarded to 300 service-user organisations and 300 service-provider organisations. Several key findings have emerged from this study: • the increasing trend to outsource in between 1992 and the period beyond 1997 had only applied to two out of nine accounting functions. • the outsourcing of typical accounting functions were not undertaken by at least 75% of responding firms in 1997. • there were differences between service-buyers' and service-providers' perception of outsourcing benefits. • the outstanding number of concerns associated with the management and control of outsourced functions as well as humans resource, technological and financial issues was a factor which appear to have deterred firms from outsourcing typical accounting functions. The recommendations arising from this study are summarised, as follows: First, in order to minimise undesired outcomes as a result of outsourcing, service-user firms need to consider several issues before the decision to outsource is made. These issues include the strategic importance of, and existing problems associated with their accounting functions, as well as the risks and benefits of outsourcing those functions. Second, service providers' ability to deliver services at pre-determined levels are more likely to be successful if they are prepared to specialise in the types of client industries where risks can be measured. Third, the identification of human resource problems warrants some research into how organisations can achieve a win-win situation with in-house staff whose positions are jeopardised as a result of outsourcing arrangements. Fourth, service-provider firms need to be aware and perhaps become familiar with the capabilities of commercially available software for the processing of basic accounting functions.

The study was inspired by the global phenomenon of failure rates of outsourcing ventures; yet, the outsourcing value proposition of 3PL providers is promising and potentially lucrative. The approach of the outsourcing venture was thus investigated, specifically how to align and integrate outsourcing parameters appropriately at the inception of the outsourcing venture in order to attain the benefits brought about by the outsourcing decision over the projected life of the outsourcing venture. To this effect, a strategic decision-making model, with the objective of ascertaining optimal alignment and integration was developed. The model comprises a dualistic development followed by a methodological process path to operationalise the strategic decision-making model. A services continuum (development one) is established, which is a permutation matrix that classifies four aspects of importance (service type, category of 3PL provider, strategic alignment and investment), in order to align the aspects optimally and enable appropriate model application. The services continuum is a conglomeration of nine models:  a capabilities matrix for 3PL provider services;  a framework for evaluating the supply chain role of 3PL providers;  a mathematical model;  a supplier selection and evaluation process;  a presentation of the Hayes–Wheelwright framework;  an outsourcing variables differentiated model;  four categories of the 3PL providers model;  an estimated path model; and  a process integration via survey data collection model. The services continuum was extended for utilisation with risk management practices, and an outsourcing risk matrix (development two) was established. The enablement of the outsource risk matrix is an element review, consisting of three categories: collaboration and integrated planning systems; performance measurement; and broad-based black economic empowerment. The strategic decision-making methodology process path was developed as having three phases, which operationalise the strategic decision-making model. The research was primarily focussed on literature reviews, with the models classified according to the services continuum. To a lesser extent, the research focussed on primary data, which served as model application input specifically for application requirements related to Sasol. The study established a universally applicable strategic decision-making model, as well as the application of the model for Sasol’s outbound (final packaged product) supply chain.
