Abstract:
Melbourne Pathology, a subsidiary of Sonic Health Care, provided a comprehensive range of pathology services as an aid in the diagnosis and treatment of patients in Melbourne and Central Victoria. In a capped funding and highly regulated market such as the pathology service market in Australia, the only way in which the sales of a provider could grow was usually at the expense of another provider. To combat this situation, Melbourne Pathology opted to compete by providing higher quality service and faster turnaround time. The recent results of Melbourne Pathology, however, indicated that although the average turnaround time was within the promised targets, significant percentage of jobs in routine category and over 10% of jobs in the urgent category failed to meet the established targets. The case is primarily intended to illustrate the impact of demand distortions in a service setting that arise due to lack of coordination among various entities in the service value chain and a failure to have an integrated perspective that aligns all departments towards a common goal. This phenomenon is similar to the bullwhip effect in supply chains of manufactured products which has received considerable attention during the past decade. The case provides opportunities for students to develop corrective actions to mitigate this problem.

Background: Nurses played a critical role in providing care for patients throughout the COVID-19 pandemic. Aim: This study aimed to explore perspectives of Australian palliative care nurses regarding the impact of COVID-19 on the provision of care for patients with advanced illness, or at the end of life. Methods: The authors conducted a survey of palliative care nurses in ward- and consultation-based roles at a metropolitan health service in Victoria, Australia. Findings: A total of 24 out of 39 nurses completed the survey. Responses included strong themes of fear of COVID-19 and sadness about separating dying patients from their families. Conclusion: Delivery of palliative care changed at an individual and service level. Importantly, there were strong themes of adapting to change and ‘soldiering on’ with the core business of palliative care.

Abstract:
Alfred Ewart was Government Botanist in the service of the Victorian Government from February 1906 to February 1921. He was concurrently foundation Professor of Botany at the University of Melbourne, both positions being part-time. As Government Botanist he was in charge of the National Herbarium of Victoria, which had fallen into a slump after the death of the first Government Botanist, Ferdinand von Mueller, in 1896. Ewart was determined to restore the Herbarium to its former position as a leading centre of research on the Victorian and indeed the Australian flora. In doing so he enlisted the aid of the many capable botanists who were members of the Field Naturalists' Club of Victoria. The Herbarium being in the Department of Agriculture, Ewart had duties in relation to the business of that Department. These had mainly to do with weeds, impure seeds and providing advice to departmental officers. Of particular importance was his taxonomic work as Government Botanist. He published a series of papers and books on the flora of Victoria and the Northern Territory, and engaged in debates with colleagues both interstate and overseas. Ewart ceased to be Government Botanist when the professorship was made a full-time appointment in response to increased teaching loads.

Abstract:
Purpose The purpose of this paper is to examine the strategies and dynamics of the fledging accounting professional project in the context of boom, bust and reform in colonial Victoria. In doing so, the study provides evidence of the association of members of the Incorporated Institute of Accountants, Victoria (IIAV) (1886) and other auditors with banks that failed during the early 1890s Australian banking crisis, and addresses the implications for the professionalisation trajectory. Design/methodology/approach The study uses primary sources, including the surviving audited financial statements of a selection of 14 Melbourne-based failed banks, reports of relevant company meetings and other press reports and commentaries, along with relevant secondary sources, and applies theoretical analysis informed by the literature on the sociology of the professions. Findings IIAV members as bank auditors are shown to have been associated with most of the bank failures examined in this study, thereby not being immune from key problems in bank auditing and accounting of the period. The study shows how the IIAV, while part of the problem, ultimately became part of a solution that was regarded within the association’s leadership as less than optimal, essentially by means of 1896 legislative reforms in Victoria, and also addresses the associated implications. Practical implications The study reveals how a deeper understanding of economic and social problems in any context may be obtainable by examining surviving financial statements and related records sourced from archives of surviving business records. Originality/value The study elucidates accounting’s professionalisation trajectory in a colonial setting during respective periods of boom, bust and reform from the 1880s until around 1896 and provides insights into the development of financial auditing practices, which is still an important topic.

Abstract:
Effective and efficient systems for surveillance, eradication, containment and management of biosecurity threats require methods to predict the establishment, population growth and spread of organisms that pose a potential biosecurity risk. To support Victorian forest biosecurity operations, Agriculture Victoria has developed a landscape-scale, spatially explicit, spatio-temporal population growth and dispersal model of a generic pest pine beetle. The model can be used to simulate the incursion of a forestry pest from a nominated location(s), such as an importation business site (approved arrangement, AA), into the surrounding environment. The model provides both illustrative and quantitative data on population dynamics and spread of a forestry pest species. Flexibility built into the model design enables a range of spatial extents to be modelled, from user-defined study areas to the Victoria-wide area. The spatial resolution of the model (size of grid cells) can be altered from 100 m to greater than 1 km. The model allows core parameters to be altered by the user, enabling the spread of a variety of windborne insect species and pathogens to be investigated. We verified the model and its parameters by simulating and comparing the outputs with the 1999/2000 Melbourne incursion, but no establishment of a forestry pest beetle was believed to be Monochamus alternatus Hope (Coleoptera: Cerambycidae). The model accurately predicts the distance and direction of the historic incursion, and the subsequent failure to establish is due to low overall population density of the pest species.

Many higher education institutions are moving towards blended learning environments that seek to move towards a student-centred ethos, where students are stakeholders in the learning process. This often involves multi-modal learner-support technologies capable of operating in a range of time and place settings. This article considers the impact of an Audience Response System (ARS) upon the ongoing development of an Information Systems Professional course at the Masters level in the College of Business at Victoria University in Melbourne, Australia. The course allows students to consider ethical issues faced by an Information Systems Professional. Given the sensitivity of some of the topics explored within this area, an ARS offers an ideal vehicle for allowing students to respond to potentially contentious questions without revealing their identity to the rest of the group. The paper reports the findings of a pilot scheme designed to explore the efficacy of the technology. Use of a blended learning framework to frame the discussion allowed the authors to consider the readiness of institution, lecturers, and students to use ARS. From a usage viewpoint, multiple choice questions lead to further discussion of student responses related to important issues in the unit. From an impact viewpoint the use of ARS in the class appeared to be successful, but some limitations were reported.

Purpose The leadership style and communication practices of supervisors in the Australian construction industry were measured. The purpose of this paper is to investigate the effect of leadership style and communication practices of Australian construction supervisors on workgroup health and safety (H&S) climate and behaviour. Design/methodology/approach A questionnaire was administered to members of 20 workgroups engaged in rail construction work on the Level Crossing Removal Project and the Melbourne Metro Tunnel Project in Victoria, Australia. The survey measured components of supervisors’ transformational and transactional leadership, communication practices, the group H&S climate and workers’ self-reported H&S compliance and participation. Findings Supervisors’ transformational and transactional leadership, as well as communication practices, were all positively and significantly correlated with group H&S climate and workers’ self-reported H&S behaviours. The transformational leadership component of providing an appropriate model was the strongest predictor of H&S participation, while H&S compliance was predicted by the transactional leadership component of providing contingent reward, as well as supervisors’ communication practices. H&S climate fully mediated the relationship between supervisory leadership and workers’ self-reported H&S behaviour. Originality/value The research demonstrates that both transformational and transactional supervisory leadership are important in the construction context. Effective communication between supervisors and workers is also important for H&S. The findings suggest that supervisory leadership development programmes may be an effective way to improve H&S performance in predominantly subcontracted construction workgroups.

Radio-telemetry was used to monitor movements and burrow usage by O. anatinus living in the Yarra River catchment, about 20 km east-north-east of the central business district of Melbourne, Victoria. The home ranges of six adult or subadult animals were 2.9–7.3 km (mean ± s.d. = 4.6 ± 1.6 km) long, with individuals travelling up to 10.4 km (males) and 4.0 km (females) in a single overnight period. The mean home-range length of adult/subadult animals was significantly greater than that of juveniles (1.4–1.7 km, mean ± s.d. = 1.55 ± 0.2 km, n = 2). The animals utilised two drainage channels as well as 11.8 km of natural waterways, including the Yarra River (5 km), Mullum Mullum Creek (4 km) and Diamond Creek (2.8 km). Several animals travelled repeatedly below one-lane and two-lane bridges, confirming that these structures are not inherent barriers to platypus movement. In total, 57 platypus burrows were described, including 26 along the river, 29 along the creeks and 2 along drains. The horizontal distance from the water’s edge to burrow chambers was 0.4–3.7 m (mean ± s.d. = 1.5 ± 0.9 m, n = 41), with burrows found only in banks extending ≥ 0.5 m above the water. Platypus burrows occurred significantly more often than expected along undercut banks and in association with moderate-to-dense vegetation overhanging the water, and significantly less often at sites where banks had a convex profile at water level. As well, the amount of cover provided along the bank by shrubs/small trees and the ground layer of vegetation was significantly greater than expected at platypus burrows along the river. These attributes are believed to help conceal burrow entrances from predators as well as reduce burrow damage through erosion.

Small businesses represent by far the largest proportion of business entities within Australian business, and as such represent a vital component of the country’s economic structure (ABS, 2016). There has been a significant increase in the Australian population due to immigration from a range of countries. In fact, Australia is now very diverse, with migrants arriving from more than 200 countries across the world. There are approximately 5.3% of all small businesses that are run by Vietnamese entrepreneurs in Australia (ABS, 2016). It is clear from this figure that Vietnamese small businesses make up a significant proportion of this sector in Australia. This thesis examines the dynamics of Vietnamese migrants in small business in Victoria. The consideration of environmental and personal factors in understanding Vietnamese migrant business start-ups, survival and Ethnic Entrepreneurship theories has been the focus of discussion for this study. Firstly, there is a general consensus of what contributing environmental and personal factors influence the Vietnamese migrant in business start-up. Secondly, the thesis looks at how these factors are associated with the Ethnic Entrepreneurship theories identified in the literature. Lastly, the work identifies what factors have contributed to the Vietnamese migrant in sustaining their small business.

This thesis examines economic growth and change across the city of Melbourne over the 2000s. In the late 1970s to early 1980s, and again in the early 1990s, Melbourne was seen as having a bleak future, as a consequence of the deindustrialisation occurring in the city throughout the late twentieth century. However, Melbourne grew rapidly at the start of the twenty-first century, renewing its profile globally and attracting population. This thesis examines the factors behind the rise of Greater Melbourne over the 2000s, and specifically the rapid revival of the central city area of Melbourne. The study assesses the relevance of economic geography theories (the Global Cities hypothesis, the World City Network (WCN) and agglomeration economies) in relation to Melbourne’s economic growth. Globalisation related theories concerning knowledge cities and workers are also considered.

The Metropolitan Fire Brigade (MFB) Melbourne, is at the crossroads. Change is sweeping the economic and political environment within which international fire services operate. The MFB is not insulated from this change. Unless alternative productivity strategies can be achieved, the emergency response sector of the Brigade will suffer the same fate as the corporate sector of the MFB and other statutory authorities. Downsizing within this sector has been occurring in response to the above conditions over the past four years. This study investigates the impact of change upon public safety agencies in general, then compares data gathered on the MFB against this to: • Identify the level of organisational commitment that currently exists; • Develop an understanding of the impact of downsizing upon public sector employees. This study reviews the body of literature concerned with culture and change, downsizing and outsourcing and examines and builds upon the framework of previous research, particularly in the area of downsizing and its impact upon survivors. The study was designed as a one shot correlational study. A questionnaire was designed and administered to the population. Responses were analysed and discussed in context with the referenced literature. This study extends previous research in that it compares those findings with current findings. Low morale, job insecurity, poor communication and negativity have been identified as consistent with that of previous research (Brockner 1992; Brockner, Grover and Blonder 1988; Cascio 1993). In other areas the findings vary from previous research, in that organisational commitment remains high, contrary to the literature.

Suburban centres policies in Greater Vancouver, metropolitan Melbourne, and Bellevue, Washington are examined to derive general lessons toward the improvement of this type of policy. It is found that two attempts to pursue the development of a regional system of suburban centres have been unsuccessful, while a municipally-based policy has achieved some success in terms of the physical design of a suburban downtown. Patterns of private sector development are found to have been very little affected by any of the case study policies. Further, several assumptions concerning the linkages between public transit and land use in suburban centres are found to require further careful examination before they should be used as a basis for future policy development.

The research aims to provide an understanding of local governance in an outer metropolitan area of Melbourne. Through the examination of the policy framework that has established and maintained community governance in Victoria by the State Government from the period of local government amalgamations in 1994 to the present day and the use of a case study, Hume City Council, the thesis has descriptive and analytical elements drawing on empirical inquiry using case study methodology. The case study method has been chosen because it is most suitable for discovering how the community participants perceive their level of governance and their desires for future governance structures. Since the dramatic reforms of local government in Victoria, there have only been two governance reviews; at Hume City Council in 2000 and at Delatite Shire in 2002. In addition, minor boundary realignments were made to the Cities of Melbourne and Moonee Valley in 2007. These are the only attempts at a review of the structure of local Understanding Outer-Urban Governance: A case study of local government in Victoria since the Kennett Government reforms. This thesis reaches the conclusion that the concept of wicked problems is applicable to the management of the case study and other complex problems created as a result of amalgamation. The wicked problem context of this thesis cites decision making as the major focus. Through decisions about authority, governance, identity and community consultation the key concept of trust is questioned which has led to the inherent unsatisfactory resolution of the selected local government wicked problems.

The issue of graduate employment has long been a focus in research, particularly in accounting education. Increasingly, higher education institutions promote this aspect to help them attract and retain high-quality students and maintain their competitive advantage in the market place. Given its importance, the present research analyses the association between the three self-efficacy factors of the general self-efficacy scale (GSES): initiative, effort and persistence on accounting near-graduate employment outcomes. Currently, no studies in accounting education have analysed this association in this context, so this research constitutes a contribution to the literature. Furthermore, there is limited research on the association of overall general self-efficacy (GSE) with accounting student employment outcomes. In addition to the three-factor GSES structure, the present study also includes students’ individual characteristics (i.e., gender, age, residency, study mode and language), and WIL participation as potential factors impacting near-graduate accounting students’ employment outcomes. Furthermore, the study also examines the potential association between the three factors of the GSES with students’ participation in WIL programs during their degree course. The three-factor self-efficacy construct, based on a trait-like method, was adopted instead of the overall GSES structure, as the former approach enables a deeper analysis of the GSE concept via the employment of separate independent variables. Consequently, the importance of the individual factors and their impact on employment and WIL participation is clearly and distinctively revealed. The study sample consisted of 337 near-graduate accounting students from Victoria University and Swinburne University of Technology, both based in Melbourne, Australia. The research employed logistic regression, as well as Lasso and R-glmulti statistical techniques, to examine the main research questions. In addition, Mann-Whitney U tests and Pearson chi-square tests were conducted to examine the association between accounting students’ individual characteristics (gender, age, residency, study mode and language) and the three factors of GSES (initiative, effort and persistence). The study results indicate that two out of the three GSES factors (specifically, initiative and persistence) showed a significant relationship with the employment outcomes of near-graduate accounting students. The study results also confirmed prior research findings, which found that individual characteristics (i.e., language, study mode, residency and age) were significantly associated with employment outcomes. Furthermore, the results showed no significant association between the three self-efficacy factors and students’ WIL participation. The results of this study provide some important implications for accounting higher education with regard to improving the employment outcomes of accounting near-graduates. These include: (i) developing closer links with industry to improve student familiarity with workplace requirements; (ii) incorporating WIL programs into the accounting curriculum, such as in a professional degree program; (iii) tailoring parts of the curriculum, where possible, in order to improve student self-efficacy; (iv) promoting WIL and providingwider opportunities to access the program; and (v) examining the need for higher education reform to improve international student access to WIL participation during degree courses.

Australia’s Joseph Gutnick is a billionaire, a diamond and gold miner, a political player, a philanthropist, and a rabbi. On October 20, 2000, Gutnick awoke in Victoria to find himself accused of tax evasion and money laundering by the American business magazine Barron’s. The article, “UnHoly Gains,” suggested that Gutnick had engaged in shady dealings with Nachum Goldberg, a Melbourne money launderer jailed in 2000 for washing AU$42 million in used notes through a bogus Israeli charity. Gutnick read the story, not in the print version of Barron’s but on the online version of its sister publication, “wsj.com,” a website on a server physically located in New Jersey. Gutnick was not the only Australian to read the story. Approximately seventeen hundred Australians subscribed to wsj.com, including many Australian business and finance leaders. An enraged Gutnick vehemently denied the illicit association with Goldberg. To protect his reputation, he sued Dow Jones & Company—the parent company of both Barron’s and the Wall Street Journal—in an Australian court, taking advantage of tough Australian libel laws unleavened by the U.S. First Amendment. The legal arguments in the Gutnick case mirrored those in the Yahoo litigation in France a few years earlier. Dow Jones argued that Australian courts were legally powerless (or “without jurisdiction”) to rule on the legality of information on a computer in the United States, even if it appeared in Australia. The Australian High Court, like the court in France, disagreed. For material published on the Internet, it stated, the place where the person downloads the material “will be the place where the tort of defamation is committed.” Within two years of this decision, Dow Jones agreed to pay Gutnick AU$180,000 in damages and AU$400,000 in legal fees to settle the case. It also issued this retraction: “Barron’s has no reason to believe Mr. Gutnick was ever a customer of Mr. Goldberg, and has no reason to believe that Mr. Gutnick was a money laundering customer of, or had any criminal or other improper relationship with, Mr. Goldberg.”

Abstract:
This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.

Abstract:
Many higher education institutions are moving towards blended learning environments that seek to move towards a student-centred ethos, where students are stakeholders in the learning process. This often involves multi-modal learner-support technologies capable of operating in a range of time and place settings. This article considers the impact of an Audience Response System (ARS) upon the ongoing development of an Information Systems Professional course at the Masters level in the College of Business at Victoria University in Melbourne, Australia. The course allows students to consider ethical issues faced by an Information Systems Professional. Given the sensitivity of some of the topics explored within this area, an ARS offers an ideal vehicle for allowing students to respond to potentially contentious questions without revealing their identity to the rest of the group. The paper reports the findings of a pilot scheme designed to explore the efficacy of the technology. Use of a blended learning framework to frame the discussion allowed the authors to consider the readiness of institution, lecturers, and students to use ARS. From a usage viewpoint, multiple choice questions lead to further discussion of student responses related to important issues in the unit. From an impact viewpoint the use of ARS in the class appeared to be successful, but some limitations were reported.
