Abstract:
This thesis analyses film festivals as public spaces. It asks how publicness configures both contemporary film festivals and the activities of those who participate in them. In order to investigate this mix of theories and the concomitant practices are employed, all of which are intertwined with the notion of public or publicness as the overriding conceptual framework of this research. Jürgen Habermas’s universal and rational notion of public sphere has been subjected to criticisms that have called for an understanding of publicness as more fragmented and multiple, and hence experiential. Here, publicness is defined as performative: it is constituted experientially as the degree of physical, perceptual and sensorial connectedness between film festivals and those present at them. In other words, film festivals are experiential public spaces. On the basis of ethnographic analysis of the Busan and Berlin International Film Festivals (BIFF and the Berlinale) utilising in-depth interviews, participant observation and archival analysis, the thesis argues that film festivals are socioculturally bound and perceptually elastic public spaces that enable their audiences or publics to experience the ambient and environmental sense of public accessibility engendered jointly by film festivals and their surrounding milieus. Three aspects are analysed in more detail. First, public spaces are being used as festival venues within contemporary gentrified urban environments. The thesis argues that the physical and structural expansion and transformation of national and international film festivals affects the changing perceptions local residents have of everyday urban public spaces. Second, question and answer (Q&A) sessions between ordinary festival audiences and filmmakers are examined as communicatively performative activities. The thesis argues that the film festival Q&A format functions as a discursive means of facilitating the active participation of festival audiences in its verbally and emotionally-engaging public atmosphere. Third, the roles of film festival media, specifically online, are examined in order to argue that festivals use new media to facilitate ordinary festival audiences’ or their publics’ engagement with the film festival experience as a whole.

Abstract:
Adolescence is a period of physical, emotional, and social development that represents the transition from childhood toward adulthood. Adolescents therefore experience intense and vigorous physical changes and an increased awareness of their own sexuality. They are also in a physical and mental period of preparation to become a social being, and have a natural curiosity about sexual matters. To satisfy their sexual curiosity, they obtain sexual information mostly from their friends and from lascivious media, especially websites on the internet. Consequently, they obtain incorrect knowledge and distorted sexual views. Moreover, adolescents in Korea, especially in the middle period of adolescence, are much more tolerant and open about many aspects of sexual attitudes and behaviour. They now engage in sexual relations at an earlier age as a result of the weakening of sexual morals and materialism in Korean society. They are exposed to sexual risks such as unwanted pregnancy, abortion, STDs, and HIV/Aids. It is therefore important for adolescents to be educated on sexual matters, and to protect themselves against sexual risks. They should have accurate sexual knowledge to make critical sexual decisions, and to form positive sexual attitudes to enhance sexual behaviour. The purpose of this study was to investigate the sexual knowledge and attitudes towards sexuality of adolescents in Korea, so as to compile a comprehensive programme in sexuality education and to evaluate the influence of the comprehensive sexuality education programme on the knowledge and attitudes of adolescents in Korea. The Randomized Solomon four-group design was used as the method of this study. The selected sample consisted of two groups for the experimental group and two groups for the control group, from two randomly selected co-educated middle schools in Youngdo-gu in Busan, Korea. The experimental group was exposed to the sexuality education programme, while the control group received reading matter similar in content to the sexuality education programme, to reduce the Hawthorne effect. A questionnaire was compiled by the researcher to evaluate adolescents' knowledge of and attitudes towards sexuality. A comprehensive sexuality education programme was compiled based on the literature. The sexuality education programme consisted of fifteen sessions of 45 minutes each. A session was presented each week for fifteen consecutive weeks. A questionnaire was used to collect data on two occasions: one week before the programme was presented and again two weeks after the end of the programme. The data was analysed by means of a frequency analysis, t-tests and correlations by using the SPSS/PC Window 10.0 programme. The results of the research indicated that the effect of the sexuality education programme obviously increased the sexual knowledge adolescents and brought about a positive change in their sexual attitudes. It is therefore recommended that the sexuality education programme for adolescents with its comprehensive content should be presented in an interactive style to learners by a skilful sexuality education educator. The recommendations of this study focus on adolescents as the object of education, the sexuality education programme, the educator and general recommendations.

Abstract:
Based on the combined view of Resource Based Theory (RBT) and Supply Chain Management Theory (SCMT), this study aims to investigate the impact of Port Authorities' (PAs') SCM strategies on Port focused Supply Chains' (PSCs) SCM strategies, PSCs' resources, and PSCs' Supply Chain Performance (SCP). Considering the different roles of PAs and private players in ports, the concept 'Port focused Supply Chain' (PSC), including container terminals, inland transport companies and depots, is adopted for the current study. After a literature review and exploratory factor analysis, twelve specific variables, i.e. PAs' 'concessions', 'using IT', 'marketing', 'support for hinterland and FTZ', PSCs' 'vertical integration', 'relationship orientation', 'skills', 'physical 'resources', and PSCs' 'reliability', 'flexibility', 'costs', and 'service effectiveness' were chosen for the PLS (Partial Least Squares) analysis. The questionnaire survey was distributed to 1,208 surveyees, i.e. experts in headquarters, branches, agents of the shipping liner companies and freight forwarders using Korean and Chinese ports. From 12th March to 3rd May 2007,124 responses were collected. It is shown that PAs' 'using IT' strategy can positively affect PSCs' SCP through 'PSCs' relationship orientation', and 'skills'. Among the variables of PSCs' SCM, 'relationship orientation' makes a stronger impact on PSCs' resources than 'vertical integration'. 'Skills' is more powerful in determining PSCs' SCP than 'physical resources'. While 'physical resources' has a significant relationship with two variables (cost and service effectiveness), 'Skills' has positive influences on all the four variables of PSCs' SCP. Singapore's SCP exceeded the SCP scores of other rivals, i.e. Hong Kong, Busan, Shanghai, and Gwangyang port. Except Shanghai port, the container cargo volumes of the other four ports were consistent with their SCP. In conclusion, the implication for PAs can be that PSCs' performance can be improved by utilizing coherent SCM strategies. Further research investigating the impacts of PAs' SCM strategies is recommended.

Det finns en föreställning om att organisationer kan styras av texter. Denna föreställning ligger till grund för hur organisationer i allmänhet styrs, och har fått särskilt stort genomslag i den offentliga sektorn. Polisorganisationen är inget undantag, utan ett bra exempel på en offentlig organisation som är tänkt att styras av texter. Polisers arbete skall styras av särskilt många texter, till exempel lagar, regleringsbrev, verksamhetsplaner och handlingsplaner. En orsak till det är att polisarbete bland annat handlar om att hantera samhällets legitimerade användning av våld. Polisarbetets vardagliga praktik handlar emellertid om att hantera fler krav än de som uttrycks i texter. Förutom i texter ställs krav på polisarbetet också av chefer, poliser och medborgare. Med utgångspunkt i det vardagliga polisarbetet diskuteras i den här avhandlingen hur poliser hanterar många - och ofta motstridiga - krav uttryckta av många kravställare. I avhandlingen argumenteras för att polisarbetet normeras - det vill säga normer som styr den dagliga praktiken formas - i det vardagliga småpratet mellan poliser. I det småpratet undersöks handlingsutrymme och sanktioner kopplade till olika krav och det bestäms hur poliser bör förhålla sig till krav och kravställare. Att polispraktiken normeras i det vardagliga småpratet mellan poliser utmanar den klassiska bilden av hierarkier - där textproducenter med hjälp av texter och chefer antas normera polisarbetet.

Abstract:

The dissertation is a study of the poetics of haikai in eighteenth-century Japan. It is more specifically concerned with the works of Yosa Buson and some of his followers. Rather than being a study of certain poems, it is an investigation of theories of aesthetics and composition, and of criticism. Most studies of haikai focus on the short haiku (or hokku) form, but the present study is more concerned with the core form of this poetry, the long chains of verses called "renku" or "haikai no renga".

One important object of this study is to challenge some of the established views of haikai found in modern scholarship. For this purpose, many standpoints of haikai theory have been found useful, since they often approach questions of interpretation from new and unexpected angles. Theoretical stances that stress convention and traditionalism are criticized and the spirit of haikai is found to be more in concord with theories of cognitive poetics.

The dissertation consists of three parts. The first is a study of general haikai theory. In this part are discussed theories of aesthetics, theories of creativity, and a few questions related to the interpretation of this kind of poetry. This discussion focuses on those questions that are central in Buson’s own writing on poetics and puts them into a broader context.

The second part deals with practical theories of renku composing. An introductory chapter gives a historical background to many concepts used in Buson’s age, and this is followed by a full translation and critical study of a renku treatise written by his disciple Takai Kitō.

The last part is an investigation of modern criticism written on Buson’s renku. All existing full-length studies of these poems are discussed in comparison. The absence of a long critical tradition concerning Buson’s renku has, in many cases, prevented the formation of established interpretations, and this is ideal for a study of this kind.

AbstractIn 2011 the International Community came together in Busan to create the Global Partnership for Effective Development Co-operation (GPEDC) as a common space to promote aid effectiveness. By 2014, however, the main providers of South-South cooperation (China, India, and Brazil) had left the GPEDC. This chapter seeks to understand why. Using an abstract model inspired by game theory to analyse the situation, it concludes that the main cause was that traditional donors and new Southern providers failed to agree on a consensual burden-sharing formula. The episode, meaningful in itself, illustrates the difficulties that the International Community faces to make room for the new emerging Southern powers in the post-war liberal order.

Korea Advanced Institute of Science and Technology, currently known as KAIST, is ranked the first for the third year in a row. Historically speaking, KAIST is the oldest Korean university dedicated for research, sciences, and engineering. It has three branch campuses in the following cities: Daejeon, Seoul, and Busan. The university produces a large number of innovations and applies for more patents than the other 75 universities on the list. In addition, researchers all over the world cite highly the research and patents of this university.

Construction of an 8.2km motorway between Busan — Korea’s southernmost, second largest city — and the island of Geoje, called the Busan-Geoje Fixed Link Project, is currently underway. As part of this four-lane fixed link, there will be a submerged tunnel section of 3.2km in length. COWI and Daewoo Engineering Co. have formed a joint venture (CDJV) to carry out the design of the immersed tube tunnel (Busan-Geoje Fixed Link Immersed Tunnel). The Immersed Tunnel consists of 18 Tunnel Elements and will be constructed from East to West. The immersed tunnel will become one of the longest in the world to date, especially in an area of significant seismic activity. Each of the 18 elements is identical, although they will be placed in water depths varying from 15m up to 50m subjected to waves and current. The prefabricated tunnel section will be brought to the site in a submerged condition, where it will be suspended from immersion rigs by four wire ropes. Each tunnel section will be lowered and connected to the previously installed element. The immersion rig pontoons and the submerged tunnel element will be moored to stay in position using as many as 14 wire ropes. This paper describes the unique immersion concept specially developed for this project, the salient features of each phase of analysis and the major conclusions. The findings in this study are expected to aid designers of similar immersion process concepts to ensure safe installation.

Los Servicios Públicos de Empleo (SPE) ofrecen a empresas que buscan trabajadores, cómo a buscadores de empleo que buscan acceder a un trabajo o que requieren acceder a prestaciones de desempleo, servicios a través de distintos canales. Esta multiplicidad de servicios y canales unida a procesos que en muchos casos no se encuentran adecuadamente mapeados genera retos al momento de implementar sistemas digitales. El presente documento analiza cómo el uso de la arquitectura empresarial puede brindar un marco que ayude a definir y representar una vista de alto nivel de los procesos de la organización y sus sistemas de TI (tecnología de información), así como su interrelación con diferentes partes de la organización y de entidades externas . Contar con una visión estratégica y un diseño de alto nivel permite establecer sistemas en fases y módulos y organizar servicios para lograr mejorar la eficiencia y eficacia de los servicios que entregan los SPE. El documento presenta adicionalmente ejemplos del modo en que nuevos procesos y sistemas al ser implementados de modo estratégico en el marco de una arquitectura entregan mayores beneficios que cuando se implementan de modo desarticulado. Este documento describe, según información disponible, las condiciones de salud y dependencia de la población adulta mayor en Ecuador y las principales características sociodemográficas y económicas de este grupo. Analiza también la oferta de servicios de atención a la dependencia, la normatividad en materia de envejecimiento y discapacidad, así como el papel del gobierno y del sector privado en la provisión de servicios. El análisis realizado permitió identificar que el marco normativo contiene los derechos de seguridad y cuidado de las personas mayores. Sin embargo, se necesita todavía fortalecer la institucionalidad para permitir que esto se cumpla a cabalidad. Es por lo anterior que emergen una serie de recomendaciones que buscan apoyar el proceso de generación de un sistema de cuidados que tenga una mirada integral de las necesidades de las personas mayores y que considere las necesidades de las personas cuidadoras.

Para facilitar el proceso de adaptación al envejecimiento sin poner en riesgo otros objetivos de desarrollo económico, los sistemas de pensiones están paulatinamente incorporando mecanismos que cambian dependiendo del contexto demográfico o del equilibrio financiero. Debido a la complejidad política y social de los ajustes paramétricos, algunos países están implementando mecanismos autocorrectores de desequilibrios del sistema pensional. Estos tipos de mecanismos se han denominado, de manera genérica, factores de sostenibilidad o reglas de ajuste. En ocasiones, los factores de sostenibilidad no corrigen los desequilibrios, sino que buscan hacerlos visibles y corregirlos de una forma acompasada y distribuida en el tiempo a través del trabajo legislativo. La adopción temprana de un factor de sostenibilidad que refuerce, clarifique y asegure el equilibrio del sistema contribuye a mejorar la confianza en la sostenibilidad de las finanzas públicas, a dar transparencia a la necesidad de ajustes y a despejar incertidumbres de los ciudadanos. Esta nota recoge, brevemente, cuál ha sido la experiencia internacional en la adopción de mecanismos de monitoreo y reglas de ajuste de los sistemas de pensiones y la resume en una serie de hechos estilizados.

Ante la crisis sanitaria de la COVID-19 y la crisis económica asociada, Bolivia enfrenta múltiples desafíos sin precedentes en la historia del país en términos de su magnitud y complejidad. Por un lado, la pandemia ha puesto en evidencia la alta exposición y vulnerabilidad del país a diversos shocks. Por el otro lado, presenta una oportunidad para consolidar a Bolivia mediante cambios económicos, sociales e institucionales profundos que coadyuven a un crecimiento de mediano plazo sólido, inclusivo y sostenible al cambio climático. Los desafíos de desarrollo que enfrenta Bolivia ante el shock de la COVID-19 se analizan en tres dimensiones: macro-fiscal, productiva-empresarial, y social y dan cuenta de los riesgos potenciales que se enfrentan en la coyuntura actual en términos de contracción económica, destrucción del tejido productivo y bienestar social. Para enfrentarlos con éxito, superar la crisis y lograr una recuperación económica resiliente y sostenible en tiempos post COVID-19, se presentan recomendaciones específicas de corto plazo y de mediano plazo. Las primeras con un enfoque en superar la situación de emergencia por la pandemia y la recesión económica. Las segundas, con un enfoque más estructural para lograr una recuperación económica posterior a la COVID-19 que sea resiliente y sostenible basada en la mayor productividad, la inclusión social y la sostenibilidad ambiental. Estas propuestas son propositivas y buscan promover el diálogo de políticas de forma proactiva y constructiva.

Abstract:
El sistema financiero colombiano no ha sufrido mayores traumatismos estructurales durante estos meses de profunda contracción económica, y ha continuado prestando con normalidad sus funciones básicas, facilitando la respuesta de la economía a condiciones extremas. Ello es el resultado de la solidez de las entidades financieras al inicio de la crisis, reflejada en elevados indicadores de liquidez y solvencia, y de la oportuna respuesta de distintas entidades. El Banco de la República redujo 250 puntos sus tasas de interés de política, hasta 1,75%, el menor nivel desde la creación del nuevo Banco independiente en 1991, y otorgó amplia liquidez transitoria y permanente, tanto en pesos como en moneda extranjera. Por su parte, la Superintendencia Financiera de Colombia adoptó medidas prudenciales para facilitar cambios en las condiciones de los créditos vigentes y reglas transitorias de calificación y constitución de provisiones. Finalmente, el Gobierno Nacional expandió las transferencias y los programas de créditos garantizados a la economía. El acervo de crédito real (i.e. descontando la inflación) en la economía supera hoy en 4% el de hace 12 meses, con crecimientos especialmente marcados en la cartera de vivienda (5,6%) y comercial (4,7%) (2,3% en consumo y -0,1% en microcrédito), pero ha habido cambios importantes en el tiempo. En los meses iniciales de la cuarentena las firmas elevaron fuertemente sus demandas por liquidez, y los consumidores las redujeron, mientras que en los meses recientes la dinámica del crédito a las firmas ha tendido a desacelerarse, y la del crédito a los consumidores y a la vivienda ha crecido. El sistema financiero ha respondido satisfactoriamente a la evolución de la demanda relativa de cada grupo o sector, y el crédito posiblemente crecerá a tasas altas en 2021 si el PIB crece a tasas cercanas a 4,6% como lo espera el equipo técnico del Banco, pero los pronósticos son altamente inciertos. Luego de la fuerte cuarentena implementada por las autoridades en Colombia, las turbulencias observadas en marzo y comienzos de abril, evidentes en el enrojecimiento repentino de variables macroeconómicas en el mapa de riesgos del Gráfico A , y la caída en los precios del petróleo y el carbón (nótese las altas volatilidades registradas en la región de riesgo de mercado del Gráfico A), los mercados financieros locales se estabilizaron con relativa rapidez. En esta estabilización tuvo un papel determinante la respuesta de política creíble y sostenida del Banco de la República en lo referente a la provisión de liquidez, con una fuerte expansión de operaciones repo (y variaciones en montos, plazos, contrapartes e instrumentos admisibles), la compra definitiva de deuda pública y privada, y la reducción del encaje de los bancos. En este sentido, hoy se observa abundante liquidez agregada y mejoras importantes en la posición de liquidez de los fondos de inversión colectiva. En este contexto, el principal factor de incertidumbre para la estabilidad financiera en el corto plazo continúa siendo el alto grado de incertidumbre que rodea a la calidad de la cartera. En primer lugar, es incierta la trayectoria futura del número de contagiados y fallecidos como consecuencia del virus y la eventual necesidad de medidas sanitarias adicionales. Por tal razón, también existe incertidumbre sobre la senda de recuperación de la economía en el corto y mediano plazo. En segundo lugar, es incierto el grado en que el choque actual se reflejará en la calidad de la cartera una vez se materialice el riesgo en los estados financieros. De momento, el mapa de riesgos (Gráfico B) indica que la cartera vencida y la cartera riesgosa no han mostrado mayores deterioros, pero la experiencia histórica indica que períodos de fuerte desaceleración económica tienden a coincidir eventualmente con aumentos de la cartera vencida: los cálculos incluidos en este reporte sugieren que el impacto de la recesión sobre la calidad del crédito en el corto plazo podría ser significativo. Ello es particularmente preocupante teniendo en cuenta que la rentabilidad de los establecimientos de crédito ha venido reduciéndose en meses recientes, lo cual podría afectar su capacidad para otorgar crédito al sector real de la economía. Con el fin de adoptar un enfoque prospectivo de cara a las vulnerabilidades identificadas, este reporte presenta varios ejercicios de sensibilidad (stress tests) que evalúan la resiliencia de la liquidez y la solvencia de los establecimientos de crédito y de los fondos de inversión colectiva ante escenarios hipotéticos que buscan aproximarse a una versión extrema de las condiciones económicas actuales. Los resultados sugieren que, en tales escenarios, se observarían fuertes impactos sobre el volumen de crédito y la rentabilidad de los establecimientos de crédito, aunque los indicadores agregados de solvencia total y básica permanecerían en niveles superiores a los límites regulatorios durante el horizonte de los ejercicios. Al tiempo, los ejercicios resaltan la alta capacidad que tiene la liquidez del sistema para enfrentar escenarios adversos. En cumplimiento de sus objetivos constitucionales y en coordinación con la red de seguridad del sistema financiero, el Banco de la República continuará monitoreando de cerca el panorama de estabilidad financiera en esta coyuntura y tomará aquellas decisiones que sean necesarias para garantizar el adecuado funcionamiento de la economía, facilitar los flujos de recursos suficientes de crédito y liquidez, y promover el buen funcionamiento del sistema de pagos. La flexibilidad del esquema le permite a la JDBR mantener un balance apropiado entre el logro de la meta de inflación y el propósito de suavizar las fluctuaciones del producto y el empleo alrededor de su senda sostenible. La JDBR estableció una meta de inflación del 3 %, planteada sobre la variación anual del índice de precios al consumidor (IPC). En el corto plazo la inflación puede ser afectada por factores que están fuera del control de la PM, como por ejemplo cambios en los precios de los alimentos debido a fenómenos climáticos. Para incorporar lo anterior, la JDBR anuncia, junto con la meta, un rango de ±1 punto porcentual (3 ±1 pp), el cual no es un objetivo de la PM, pero refleja el hecho de que la inflación puede fluctuar alrededor de la meta, sin pretender que sea siempre igual al 3 %. Al finalizar las Juntas donde se toman decisiones de PM, se publica un comunicado y se hace una rueda de prensa a cargo del gerente general del Banco y el ministro de Hacienda. El siguiente día hábil se publican las minutas de la Junta, donde se describen las posturas que llevaron a adoptar la decisión. Adicionalmente, en enero, abril, julio y octubre se publica, junto con las minutas, el Informe de Política Monetaria (IPM) realizado por el equipo técnico del Banco: el miércoles de la semana siguiente a la Junta el gerente general aclara inquietudes sobre las minutas y el gerente técnico del Banco presenta el IPM. Este esquema de comunicación busca entregar información relevante y actualizada que contribuya a la toma de mejores decisiones por parte de los agentes de la economía.
