Abstract:
This article confronts several theoretical role-models about mayor's behaviour with their own perception. For this purpose, the statistical data is drawn from a survey among Flemish mayors. Mayors perceive the ''father of the community" role as the most prevailing one. This perception is reflected in their timespending. More than 1/4 of their time is dedicated towards activities such as participation in the community life, individual service rendering to citizens and having individual contacts with them.The father of the community' role lives strongly among mayors with a lower educational degree and less among the higher educated ones. It is also more perceived among mayors being recent office-bolders, while the more experienced ones seem more to maintain a certain distance from this role. Moreover, mayors with a lower educational degree are recordholders in having individual contacts with citizens. Finally, no relation has been found between roleperception and timespending on the one hand and party background on the other hand.

Zowel de activistische samenwerking met de Duitse bezetter tijdens de Eerste Wereldoorlog als de bestraffing ervan na de oorlog, kunnen op veel interesse rekenen van de Belgische historici. De historiografie hieromtrent blijft dan ook stelselmatig aangroeien. Zo benadrukte Lode Wils recentelijk nog, verwijzend naar de vele lokale studies, dat de activisten zich ook meester probeerden te maken van het gemeentelijke niveau.Dit artikel toont aan dat de pogingen van activisten om burgemeesters uit hun rangen te laten benoemen om verschillende redenen mislukten. Hoewel de activisten niet per definitie kansloos waren, had de Duitse bezetter steevast het laatste woord. Die opteerde zo goed als altijd voor de verkozen Belgische burgemeesters en werkte met hen samen om de openbare orde en rust in het bezette land te bewaren. Na de oorlog organiseerde het Ministerie van Binnenlandse Zaken tussen 1918 en 1921 een zuivering van het burgermeesterkorps. Het ministerie opende een onderzoek naar activistische burgemeesters en zij die van activistische sympathiën verdacht werden. Een analyse van die onderzoeken toont enerzijds aan dat het aantal burgemeesters dat beschuldigd werd van activisme zeer klein was. Anderzijds wordt duidelijk dat de studie naar de houding van burgemeesters ten aanzien van de Duitse bezetter weinig gebaat is bij een dichotoom denkkader van collaboratie en verzet.________Mayors and activism during and after World War I (1914-1921)Both the activist collaboration with the German occupiers during the First World War as well as its punishment after the war are of great interest to Belgian historians. Therefore the historiography on this subject continues to increase systematically. Lode Wils for instance recently emphasised in reference to the many local studies that the activists also tried to gain control at the municipal level.This article demonstrates that the attempts by activists to have mayors nominated from within their ranks failed for a number of reasons. Although the activists were not necessarily non-starters, the German occupiers invariably had the last word. The latter almost always opted for the elected Belgian mayors and cooperated with them in order to maintain public order and security in the occupied territory. After the war the Ministry of Home Affairs organised a purge of the body of mayors between 1918 and 1921. The ministry opened an investigation into activists mayors and those suspected of activist sympathies. An analysis of those investigations demonstrates on the one hand that the number of mayors that was accused of activism was very small. On the other hand it becomes clear that the study into the attitude of mayors towards the German occupiers does not benefit from a dichotomous conceptual framework of collaboration and resistance.

Accountants geven sinds kort een accountantsverklaring inzake rechtmatigheid bij gemeenten en provincies. Het is echter een manco dat de leiding van de organisatie zelf niet expliciet in het openbaar verklaart of de organisatie wet- en regelgeving heeft nageleefd, terwijl zij daarvoor wel verantwoordelijk is. In dit artikel pleit ik ervoor dat het college van burgemeester en wethouders een openbare verantwoording aflegt over rechtmatigheid. De accountant meldt in zijn accountantsverklaring of de verantwoording van het college een getrouw beeld geeft. Een openbare bestuursverklaring inzake rechtmatigheid door het gemeentebestuur schept duidelijkheid voor de burger: het gemeentebestuur is verantwoordelijk voor rechtmatigheid.

In deze bijdrage onderzoeken we de ideeën van de VNV-politicus Jan Timmermans betreffende de havenpolitiek voor en tijdens de Tweede Wereldoorlog. Voorts bekijken we zijn werk als schepen van de haven en als burgemeester van Antwerpen. Welke houding nam hij aan tegenover de Duitse politiek? Welke rol speelde hij in het behoud van de haven op het einde van de oorlog?Met zijn ideeën over de werking en de toekomst van de haven van Antwerpen, zat Jan Timmermans op één lijn met de ‘derde weg’ die de extreemrechtse bewegingen in binnen- en buitenland op economisch gebied voor en tijdens de Tweede Wereldoorlog naar voren brachten. Antwerpen zou, samen met de andere havensteden in de Delta van de Lage Landen, later in de door de Duitsers geleide Europese Wirtschaftsraum, een plaats krijgen die beantwoordde aan zijn noden en mogelijkheden.Als schepen van Handel en Scheepvaart en later als burgemeester van de stad Antwerpen nam Timmermans een cruciale plaats in bij de greep naar de macht van het VNV in de lokale besturen. Intussen moest Timmermans er voor zorgen dat het patrimonium van de haven zo ongeschonden mogelijk de oorlog overleefde. Op het einde van de oorlog trachtte Timmermans vanuit zijn functie als burgemeester de haven te beschermen tegen de Duitse vernietigingsplannen.________“The port of Antwerp in stormy weathers”. Jan Timmermans and the port of Antwerp This contribution researches the ideas of the VNV (Flemish National Union) politician Jan Timmermans concerning port policy before and during the Second World War. We also look at his activities as alderman for the port and as mayor of Antwerp. What was his attitude in view of the German politics? What was his role in the conservation of the port at the end of the war? Jan Timmermans’ thoughts about the operation and future of the port of Antwerp were in line with the ‘third way, which propagated the economic policies of the extreme right movements nationally and abroad before and during the Second World War. Antwerp together with other port cities in the Delta of the Low Countries was to receive later in the German-led European Wirtschaftsraum a position commensurate with its needs and potential. As alderman for Trade and Shipping and later on as mayor of the city of Antwerp, Timmermans fulfilled a crucial role in the attempt of the VNV to take over the power in the local councils. Meanwhile Timmermans had to ensure that the heritage of the port survived the war as undamaged as possible. At the end of the war, Timmermans tried by means of his position as mayor to protect the port against the plans of the Germans to destroy it.

Abstract:
Brouwer Albert Moortgat begon als een uitgesproken katholiek flamingant maar nam geen leidende rol op zich in de Vlaamse beweging. Hij werd wel burgemeester van de gemeente Breendonk vanaf 1921 en een succesvol bedrijfsleider. Naargelang de jaren vorderden, verliet hij de christendemocratie en werd lid van het VNV, een partij met een anti-Belgisch en extreemrechts programma. Deze partij leunde aan bij Duitsland en zij collaboreerde met de bezetter na de invasie in mei 1940. Moortgat behield zijn positie als burgemeester. Na de bevrijding in september 1944 kwam Moortgat in de gevangenis terecht. Hij was daarbij het slachtoffer van het feit dat de Duitsers een belangrijke gevangenis vestigden op het grondgebied van zijn gemeente. Deze gevangenis verwierf een gruwelijke reputatie. Anderzijds toonden verscheidene van zijn kinderen zich ostentatief Duitsgezind. Hij werd daardoor beschouwd als een steunpilaar van de bezetter. Zijn proces en veroordeling in 1946 brachten hem een zware morele klap toe. Dit motiveerde Moortgat tot het schrijven van notities over zijn gevangenisleven in drie schriftjes. Deze teksten zijn een interessante getuigenis en een zelfrechtvaardiging. Egodocumenten van dit type zijn van groot belang voor het begrijpen van de toestand waarin de maatschappelijke elite van de bezettingsjaren werd gebracht door de Duitse nederlaag en de machtsovername door het progeallieerde kamp in België.________"But admitting guilt, hell no!" Impressions from a prison cell by Albert Moortgat, mayor of BreendonkThe brewer Albert Moortgat started off as a convinced Catholic Flemish radical, but did not take on a leading role in the Flemish movement. He did become mayor of the municipality of Breendonk from 1921 onwards as well as a successful manager. Over the course of time he left the Christian Democrats and became a member of the VNV (Flemish National Association), a party with an anti-Belgian and extreme-right programme. This party supported Germany and collaborated with the occupiers after the invasion in May 1940. Moortgat retained his position as mayor. After the liberation in September 1944 Moortgat was incarcerated. It was his bad luck that the Germans established an important prison on the territory of his municipality. This prison acquired a gruesome reputation. On the other hand several of his children showed themselves to be ostentatiously pro-German. Because of this he was considered to be a mainstay of the occupiers. His trial and conviction in 1946 inflicted a heavy moral blow upon him. This was Moortgat’s motivation to write notes about his life in prison in three notebooks. These texts are an interesting testimony and a self justification. These kinds of ego-documents are of great importance to help us understand the change in the state of mind of the people who had been the social elite during the years of the occupation, brought about by the German defeat and the assumption of power by the pro-Allied camp in Belgium.

Leo Vindevogel, een lokaal katholiek politicus met uiterst rechtse sympathieën, toonde zich onder de bezetting een ijverig propagandist van de Duitse zaak. Hij werd in januari 1941 benoemd tot burgemeester van Ronse, een stad die sinds 1943 betrokken werd in de beginnende burgeroorlog tussen nazi’s en communisten vooral. Bij de bevrijding in september 1944 meldde hij zich bij de rijkswacht en hij werd nog tijdens de oorlog berecht door de krijgsraad en het krijgshof. Wegens flagrant landverraad, maar ook wegens de betwistbare beschuldiging van verklikking werd hij ter dood veroordeeld en gefusilleerd. De familie en geestverwanten voerden sindsdien campagne tegen die ‘gerechtelijke moord’, op basis van onware voorstellingen die zijn advocaat had verspreid om genade te bekomen.________Leo Vindevogel. The politician and the myth of his trialLeo Vindevogel, a local Catholic politician with far-right sympathies turned out to be a very active propagandist of the German case during the occupation. In January 1941 he was appointed mayor of Ronse, a city that from 1943 on was involved in particular in the beginning civil war between the nazi’s and the communists. At the time of the liberation in September 1944, he gave himself up to the state police. He was tried by court-martial and by the military high court during wartime. He was condemned to death and executed by a firing squad because of blatant treason as well as the undeniable accusation of denunciation. Since then, his family and political sympathizers have been campaigning against this ‘judicial murder’ based on untrue representations, which his lawyer had disseminated in order to prevent a pardon.
