Abstract:
Office buildings constitute a significant proportion of the non-residential building stock. In recent years, various rating tools have been developed to foster green office building development. The Green Building Council of Australia (GBCA) has developed the Green Star - Office rating tools for this purpose. There are an increasing number of stakeholders adopting these tools to showcase their efforts in sustainable development. This research focuses on the challenges and barriers in obtaining GBCA ratings in Australian Office buildings. To accomplish this, the scoring sheets from the rating of 264 certified office buildings were collected and critically analysed. The findings indicated that credits related to the attributes of innovation, ecology and energy are comparatively difficult to achieve. It was also found in this study that a large number of projects did not apply for the specific credits of refrigerant global warming potential, re-use of façade, topsoil and fill removal from site, and individual comfort control. This study provides a useful reference to both the property developer and the Green Building Council of Australia for green building developments in the future. In particular, the findings provide useful inputs to the development of the next generation of green building rating tools.

Abstract:
Appropriate estimates of ignition frequency derived from fire statistics are crucial for quantifying fire risks, given that ignition frequency underpins all probabilistic fire risk assessments for buildings. Rahikainen et al. (Fire Technol 2004; 40:335–53) utilized the generalized Barrois model to evaluate ignition frequencies for different buildings in Finland. The Barrois model provides a good prediction of the trend of the ignition frequency; however, it can underestimate the ignition frequency depending on the building type. In this study, an analysis of the Australian fire statistical data from 2012 to 2019 was performed and compared with studies from Finland. A new coefficient is proposed to improve the Barrois model for a better fit for buildings in Australia. Several categories, such as hotels and hospitals, which were absent in previous studies, have been included as separate categories in this study. Office and retail spaces in Finland have an ignition frequency one order of magnitude lower than in Australia. On the other hand, other buildings (retail and apartments in particular) are much more prone to fire ignition in Australia than in Finland. The improved generalized Barrois model based on the Australian fire statistical data will be useful for determining ignition frequency for risk quantification in the Australian context.

Abstract:
The building sector accounts for 19% of Australia's energy consumption and around 23% of the greenhouse gas emissions. In 2005, commercial buildings in Australia were responsible for 10% or 26 megatonnes (Mt) of the nation's greenhouse gas emissions. They are two effective ways to reduce the building sector's emissions, namely constructing new energy efficient buildings or retrofitting existing buildings. Due to the life expectancy of existing building stock the greatest reduction in emissions before 2030 could be achieved through retrofits. Building performance assessment and evaluation uses predictive modelling method to investigate and evaluate building performance in energy demands, thermal occupant comfort, indoor air quality, building retrofit options and many other related environmental and wellbeing aspects. This paper discussed the use of building performance simulation software to investigate the impacts of various retrofit options have onto energy performance of existing commercial buildings with heritage values in Australia. The research explores the use of thermal and airflow modelling in assisting understanding of building energy performance with various retrofit options applied to existing commercial buildings. The finding highlights the capabilities of building performance simulation software in decision making for building performance investigations.

Buildings could be led to adverse impacts on environment, such as generation of construction and demolition waste, and emission of greenhouse gases (GHG). Therefore, promotion on development of green buildings is in need. With the increasing awareness in sustainable development, various rating tools are promoted to evaluate the performance of green buildings. Nowadays, these tools function as a guideline for green building development. There are various green building rating tools developed worldwide, and various countries follow different rules, incentives and regulations. However, despite of promotion of green building rating tools, environmental issues from buildings are still significant in Australia. This research compared green building rating tools in Australia and other countries or regions around the world. This research found that rating tools in Australia lack of (1) mandatory criteria and (2) regulations and incentives. This paper recommended that governmental incentives should be promoted.

Green building projects have been adopted by many universities in Australia as part of their renovation and expansion. In order to investigate the motivations of academic decision makers to invest in green facilities, a comprehensive analysis of media articles of 24 green academic buildings approved by the Green Building Council of Australia (between 2004 and 2011) were analysed using a qualitative analytical approach based on grounded theory. Findings in this work show that the decision makers in Australian universities are more likely to be driven by the direct benefits green buildings brought to the universities, enhancing universities’ reputation and meeting the specific needs for education and research. Other factors that deal with improving universities’ financial conditions and environmental protection were found to be a lower significance for investments. However the connections between the motivating factors also reveal the indirect benefits of green buildings which are an enhancement in reputation by fulfilling an environmental protection responsibility and research capacity enhancement by supplying technical study opportunities for students and researchers. This paper proposes an approach to deal with the complex network of vague and subjective concepts of the green buildings comprehension. It supplies researchers with tools for analysing abstract concepts and determining their interactions.

Abstract ContextThe common brushtail possum (Trichosurus vulpecula) is a protected native species in Australia that can access buildings in urban areas and cause considerable damage or disruption to building occupants. Although several strategies to discourage this species from entering buildings have been recommended, few have been evaluated empirically. AimsOur study aims to analyse how landscaping and building construction influence occupancy of buildings by the common brushtail possum. MethodsWe collated reports of possums occupying 134 buildings over 12 years on the campus of The Australian National University (ANU), in the Australian Capital Territory (ACT). We used generalised linear modelling (GLM) to identify associations between the total number of reported possum-related incidents for buildings and a range of landscape and building characteristics. Key resultsControlling for the effect of building size, we found that the number of reported possum-related incidents in buildings was positively associated with the percentage of tree and shrub canopy cover within the calculated home-range buffer distance of 49m from buildings, length of canopy overhanging roofs and building age, and negatively associated with tree species richness and number of trees with natural hollows and nest boxes within 49m of buildings. There were likely to be more possum-related reports from buildings in areas where the dominant tree genus was native, buildings with parapets (walls extending above the roof), buildings with structures penetrating from the roof, buildings with tile roofs and gable roofs. ConclusionsA combination of suitable habitat surrounding buildings, suitable access to the roofs of buildings and weak points in building roofs (e.g. parapets, roof penetrations), makes them more vulnerable to occupancy by the common brushtail possum. Implications Our results provided clues for managing existing buildings, or designing new buildings, in a way that may reduce the likelihood of occupancy by the common brushtail possum. Our study also demonstrated how building-maintenance records can be used to address human–wildlife conflict over time.

The paper describes the transformation that has taken place over the last 15 years in the energy efficiency of new office buildings constructed in Australia and considers if and how the UK could follow suit. The success in Australia has been greatest for the ‘base building’: the energy performance of the HVAC services in tenanted spaces and of all end uses in the common parts. It embraces a ‘ design for performance’ culture, supported by the NABERS ‘Commitment Agreement’, where developers and their teams sign up to an in-use performance target. The process is underpinned by advanced simulation, strategic sub-metering and fine-tuning post occupation to help eliminate wasteful deviations. The paper considers the opportunity for the UK to introduce a Commitment Agreement process for new office buildings, integrated with the Soft Landings Framework. It is argued that from a technical perspective base building energy performance in new UK offices could be as good as it is in Australia. However, there are non-technical drivers missing in the UK. To compete with their Australian peers, the UK property and construction industries need a base building energy measurement and rating system, creating the ability to set a performance target and disclose the outcome. Practical application: Design for performance uses a much more realistic building simulation model at the design stage. Although this requires a lot more inputs (details of the building’s proposed chillers, AHUs, ducts and valves, etc. and their controls), it enables the designers to capitalise from computer-aided-design to improve energy efficiency. This process deploys the technology improvement template by which much of the modern world has progressed so fast, and enables innovation to flourish. The more advanced HVAC model can predict target energy budgets for each sub-system (boilers, chillers, fans, pumps, etc.) against which the actual energy used, as measured with sub-meters, can be compared to inform fine tuning during early operation. Although a model’s predictions can be considered the ideal energy performance of the as-built system, there’s an expectation that the base building’s real performance should turn out to be within around 10% of that anticipated from the modelling.

Percy Rollo Brett OBE (11 November 1923 to 8 August 2022) was a highly respected head of the PMG/APO (later Telecom Australia/Telstra) Research Laboratories between 1964 and 1975. He was promoted to Head of Planning for Telecom Australia in July 1975, and then State Manager, Victoria for that organization in 1980–1983. Rollo’s achievements as Director of the Research Laboratories included building links with Australian universities to strengthen the Laboratories’ expertise in longer term research, and masterminding the Laboratories’ move from six different sites in central Melbourne to a single site, in purpose-designed buildings in Clayton, opposite Monash University’s main campus. In the early 1970s, he used the expertise he gained as Chairman of the Telecommunications and Electronics Standards Committee of the Standards Association of Australia to lead the Australian Post Office’s conversion of all its standards to metric. Upon retirement in 1983 he was awarded the OBE.

PurposeThe cultural imperative for public buildings in countries like Australia to maintain their intrinsic “openness” – physically and symbolically – faces particular challenges in the context of current global terrorism concerns. Building regulations and counter-terrorism guidelines coexist uneasily, with implications for both public amenity and safety. This is particularly evident in the context of current approaches to hostile vehicle (HV) mitigation.Design/methodology/approachBased on a review of comparative literature, this multidisciplinary project assimilates design aesthetics and security expertise to assess the advantages and limitations of current counter-terrorism design approaches in Australia, the UK and the USA. The research focusses on public buildings of high cultural symbolic value (e.g. concert halls) in the context of HV mitigation.FindingsTwo key recommendations emerge. The first presents the benefits of adopting a layered security strategy tailored to a building's security and symbolic profile mix. The second proposes enhancements to the existing counter-terrorism guidelines based on a model that accounts for both symbolic value and openness.Originality/valueThe research presents new strategies for urban design and security stakeholders to balance openness and security in the design of publicly accessible buildings. While existing research addresses the challenges of terrorism in the design of public space, a literature (and practice) gap exists in Australia, the UK and the USA regarding current approaches to the design of public buildings. Using Australia as a case study, the findings will inform government and industry practitioners seeking more complementary approaches to public amenity and safety in comparable counter-security design contexts globally.

Abstract According to United Nations Educational, Scientific and Cultural Organization (UNESCO) (2007), heritage building is a tangible manmade environment with its cultural (heritage) significance in which their social values, scientific and aesthetical elements imparted in the surrounding physical settings[1]. However, there been lack of comparative studies being done to how Malaysia and Australia accentuate their historical industrial land as mining cities to the sustainable adaptive reuse gallery. Thus this research aims to make comparative studies between these two countries since both were historically developed mainly as the mining industry in early city development era. The case studies employed in four identified buildings which represents the ideals of industrial heritage adaptation in both Malaysia and Australia. It’s involved the analysis and discussion on the general public perspective, policies, body participation and its application to the function of the studied buildings. The overall research and findings clearly shown that Australian approach of adaptive reuse towards industrial heritage give an impact to the community and become an iconic building as compare to Malaysian approach.

Global warming induced by the emissions of greenhouse gases is one of the most important global environmental issues facing the world today. Using the building simulation techniques, this research investigates the interaction and relationship between global warming and built environment, particularly for the air-conditioned office buildings. The adaptation potential of various building designs is also evaluated. Based on the descriptive statistics method, the Pearson Product Moment Correlation and the regression analysis method, ten years of historical hourly climatic data for Australia are first analyzed. The distribution patterns of key weather parameters between a Test Reference Year (TRY) and multiple years (MYs), and between relatively cold and hot years are also compared. The possible cross-correlation between several different weather variables are then assessed and established. These findings form a useful basis and provide insights for the development of future weather models under "hot" global warming conditions and the explanation of building performance at different locations. Based on a review of the existing weather data generation models and findings from historic climatic data analysis, an effective method to generate approximate future hourly weather data suitable for the study of the impact of global warming is presented. This is achieved by imposing the future temperature projection from the global climate model on top of the historically observed weather data. Depending on the level of information available for the prediction of future weather conditions, this method allows either the method of retaining to current level, constant offset method or diurnal modelling method to be used. Therefore it represents a more comprehensive and holistic approach than previous one that have been used to convert the available weather data and climatic information to a format suitable for building simulation study. An example of the application of this method to the different global warming scenarios in Australia is also presented. The performance of a representative office building is then examined in details under the five weather scenarios (present, 2030 Low, 2030 High, 2070 Low and 2070 High) and over all eight capital cities in Australia. The sample building used for this study is an air conditioned, square shape, ten storey office tower with a basement carpark, which is recommended by the Australian Building Codes Board to represent the typical office building found in the central business district (CBD) of the capital cities or major regional centres in Australia. The probable indoor temperature increases and overheating problems due to heat load exceeding the capacity of installed air-conditioning systems are also presented. For the 2070 year High scenario, the study indicates that the existing office buildings in all capital cities will suffer from the overheating problem. To improve the building thermal comfort to an acceptable standard (ie, less than 5% of occupied hours having indoor temperature over 25°), a further increase of 4-10% of building cooling load is required. The sensitivity of different office building zoning (i.e. zone at different floors and/or with different window orientation) to the potential global warming is also investigated. It is shown that for most cities, the ground floor, and the South or Core zone would be most sensitive to the external temperature change and has the highest tendency to having the overheating problem. Abstract:
This study investigated the cool roof technology effects on annual energy saving of a large one-storey commercial building in Queensland, Australia. A computer model of the case study was developed using commercial software by using the appropriate geometrical and thermal building specifications. Field study data were used to validate the model. The model was then used to extend the investigation to other cities in various Australian climate zones. The results of this research show that significant energy savings can be obtained using cool roof technology, particularly in warm, sunny climates, and the thesis can contribute to provide a guideline for application of cool roof technology to single-storey commercial building throughout Australia.

Abstract:
This thesis is an investigation into the use of defensive architectural techniques by civilian settlers in frontier South Australia and the Northern Territory between 1847 and 1885. By focussing specifically on the civilian use of defensive architecture, this study opens a new approach to the archaeological investigation and interpretation of Australian rural buildings, an approach that identifies defensive strategies as a feature of Australian frontier architecture. Four sites are analysed in this study area, three of which are located in South Australia and one in the Northern Territory. When first built, the structures investigated were not intended, or expected, to become what they did - their construction was simply the physical expression of the fear felt by some of the colonial settlers of Australia. Over time, however, the stories attached to these structures have come to play a significant part in Australia’s frontier mythology. These structures represent physical manifestations of settler fear and Aboriginal resistance. Essentially fortified homesteads, they comprise a body of material evidence previously overlooked and unacknowledged in Australian archaeology, yet they are highly significant in terms of what they can tell us about frontier conflict, in relation to the mindsets and experiences of the settlers who built them. This architecture also constitutes material evidence of a vanguard of Australian colonisation (or invasion) being carried out, not by the military or police, but by civilian settlers. v Apart from this, these structures play a part in the popular mythology of Australia’s colonial past. All of these structures have a myth associated with them, describing them as having been built for defence against Aboriginal attack. These myths are analysed in terms of why they came into existence, why they have survived, and what role they play in the construction of Australia’s national identity. Drawn from, and substantiated through, the material evidence of the homesteads, these myths are one component of a wider body of myths which serve the ideological needs of the settler society through justifying its presence by portraying the settlers as victims of Aboriginal aggression.

This research investigates contemporary architecture's difficulty in distinguishing new civic buildings from commercial and other non-public building types. Historically, the desire to create a clear typological distinction for the civic has come and gone through periods of time and key practitioners. Through projects, the masters attempts to formulate strategies to speak of the civic in the contemporary condition. The research aims to consider architectural language and its use in the context of new public buildings to establish a sense of difference from dominant urban typologies, and be grounded within a contemporary reading of the civic. This project-based research features three principal resolved design projects - a Civic Centre in Mildura; Council Offices for the City of Hume, Broadmeadows; and a new 'civic school' in the Melbourne outer suburb of Mill Park. The design process undertaken for each project is subject to investigation of selected precedents, both contemporary and historical, and these are explored through an illustrated written chapter.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

<p>The paper is to assess contribution of maintenance toward reducing building vulnerability to extreme weather events such as high wind, wild fire and flood. The aims are to gather technical knowledge to develop policy recommendations and guidelines for practice in Australia. Reducing building vulnerability to extreme events is one way of improving building resilience that is partly under the control of the building owners/occupiers. The performance of buildings will decease overtime without effective maintenance and their vulnerabilities to extreme events will increase. What are the opportunities to reduce building vulnerability via maintenance is the key question. Lack of consideration for maintenance during the design phase and lack of proper as-built documentation at completion of construction are the two main deficiencies of the Australian building system. The paper reviews the impacts of weather events in Australia. Losses due to storms, cyclones, wildfires and floods accounted for 96% to total losses due to disasters. Emerging risks for Australia are due to climate change, changes to construction practice and the introduction of new construction products without appropriate control. Maintenance activities currently carried out in Australia include (i) maintenance of essential safety measures, (ii) maintenance for habitability and</p><p>(iii) preventive maintenance for extreme events. Maintenance is considered as a post-construction activity and a responsibility for States and Territories governments. Opportunities for reducing building vulnerability vary with the types of events. For storms and cyclones, water penetration remains a recurring and costly issue. For floods, the opportunities for the owners/occupiers are mainly in preparation of the buildings before the floods and subsequent clean up and repairs. For wildfires, the main opportunity is in reducing the risk of ignition due to embers action with appropriate maintenance measures for the buildings and surrounding areas. The main recommendation of the research is to establish a building maintenance manual for each building with prescribed information including (i) as-built construction details relevant to maintenance, (ii) required preventive maintenance checklist.</p>

In the current century the extreme or ‘ultra’ position on the university campus has been to argue for its dissolution or abolition. University leaders and campus planners in Australia have mostly been unmoved by that position and ploughed on with expansive capital works campaigns and ambitious reformulations of existing campuses. The pandemic, however, provided ideal conditions for an unplanned but thoroughgoing experiment in operating universities without the need for a campus. Consequently, the extreme prospect of universities after the era of the modern campus now seems more likely than ever. In this paper we raise the question of the dematerialised or fully digital campus, by drawing attention to the traditional dependence of universities on material and architectural identities. We ask, what is the nature of that dependence? And consider how the current uncertainties about the status of buildings and grounds for tertiary education are driving new campus models. Using material monikers to categorise groups of universities is something of a commonplace. There is the American Ivy League, which refers to the ritualised planting of ivy at elite colleges in the late nineteenth and early twentieth centuries. The English have long referred to their “red brick” universities and to a later generation as the “plate glass” universities. In Australia, the older universities developed in the colonial era came to be known as the “sandstones” to distinguish them from the large group of new universities developed in the postwar decades. While some of the latter possess what are commonly called bush campuses. If nothing else, this tendency to categorise places of higher learning by planting and building materials indicates that the identity of institutions is bound up with their materiality. The paper is in two parts. It first sketches out the material history of the Australian university in the twentieth century, before examining an exemplary recent project that reflects some of the architectural and material uncertainties of the present moment in campus development. This prompts a series of reflections on the problem of institutional trust and brand value in a possible future without buildings.

<p>Confidential Reporting on Structural Safety – Australasia (CROSS-AUS) is the confidential reporting system established in Australasia in 2018 to capture and share lessons learned from structural safety issues which might not otherwise get public recognition. It builds on the success of CROSS- UK, the unique UK based system which has been operating since 2005 and is part of a growing network of CROSS programmes internationally. There has been interest in CROSS in Australia for many years and CROSS-AUS would like to see this interest now extended into New Zealand. Ultimately the intention is to have a global freely available database to be used by the construction industry anywhere to improve the safety of their buildings, structures, and national infrastructure. The paper will describe the processes used by CROSS and provide examples of instances where beneficial changes have resulted.</p>

Building on the success of a UK-based project, Queering Public Space (Catterall & Azzouz 2021), this report refocuses the lens on Australian cities. This is necessary because the histories, legacies and contemporary forms of cities differ across the world, requiring nuanced local insight to ‘usualise’ queerness in public spaces. The report comprises the results of a desk-top research project. First, a thematic literature review (Braun & Clarke 2021) on the experiences of LGBTIQ+ individuals, families and communities in Australian cities was conducted, identifying best practices in inclusive local area policy and design globally. The COVID-19 pandemic has highlighted the vulnerabilities and inequalities of national education systems and hindered the education of millions of children globally. In response, the Global Education Monitoring (GEM) Centre, which is a long-term, strategic partnership between the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT), undertook a rapid review of literature to support policymakers. The research has six evidence-based outcomes that can help policymakers to build resilient education systems and thereby enhance education quality and equity during emergencies. The COVID-19 emergency provided the impetus for this research, with much of the reported data associated with this pandemic. Learnings from past education in emergencies situations have informed the understandings of the impacts and implications of the COVID-19 emergency, and have been synthesised with the COVID-19 literature to inform policymakers about how to build resilient education systems. This report presents evidence relating to two main types of emergencies affecting education: natural disasters and communicable disease, and political conflicts. Both types of emergencies can also coalesce within the same education system, resulting in complex and often protracted emergencies. This review found that emergencies impact education in two main ways: endangering children’s wellbeing, and exacerbating unequal learning outcomes.

Because of the wise preservation and maintenance of its heritage listed buildings by the local council, Ballarat has been used as the location for a significant set of feature films, documentaries and television series bringing work to local crews and suppliers. With numerous festivals playing to the cities strengths many creative embeddeds and performing artists take advantage of employment in facilities such as the Museum of Australian Democracy at Eureka. The city has its share of start-ups, as well as advertising, design and architectural firms. The city is noted for its museums, its many theatres and art galleries. All major national networks service the TV and radio sector here while community radio is strong and growing.

Abstract:
A Grant Agreement between the Government of Australia and the World Organisation for Animal Health (OIE), the Stop Transboundary Animal Diseases and Zoonoses (STANDZ), initiative includes a rabies component with an overarching intended outcome of reducing dog rabies incidence in targeted areas. This initiative envisaged regional rabies activities in South-East Asia as well as specifically designed pilot projects in the Philippines, Myanmar and Cambodia. While remaining anchored to the envisioned outcome, its implementation from 2013 to 2016 also leveraged on the resources made available through the initiative to strategically generate tools, materials and examples that can potentially bridge long-standing gaps on dog rabies elimination in the region. This included developing approaches on rabies communication strategy, risk-based approach for the prioritization of mass dog vaccination, rabies case investigation, post-vaccination monitoring, building capacity through pilot vaccination projects, One Health operationalization at the grass-root level, and reinforcing high-level political support through regional and national rabies strategy development. These are briefly described in this paper and are also further detailed in a series of publications which individually document these approaches for future utility of the countries in the region, or wherever these may be deemed fitting. The STANDZ rabies initiative leaves behind a legacy of materials and mechanisms that can potentially contribute in strategically addressing rabies in the region and in achieving the global vision of eliminating dog-mediated human rabies by 2030.

Abstract:
Background Australia is a multi-cultural society with increasing rates of people from culturally and linguistically diverse (CALD) backgrounds. On average, CALD groups have higher rates of tobacco use, lower participation in cancer screening programs, and poorer health outcomes than the general Australian population. Lower cancer screening and smoking cessation rates are due to differing cultural norms, health-related attitudes, and beliefs, and language barriers. Interventions can help address these potential barriers and increase tobacco cessation and cancer screening rates among CALD groups. Cancer Council NSW (CCNSW) aims to reduce the impact of cancer and improve cancer outcomes for priority populations including CALD communities. In line with this objective, CCNSW commissioned this rapid review of interventions implemented in Australia and comparable countries. Review questions This review aimed to address the following specific questions: Question 1 (Q1): What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Question 2 (Q2): What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? This review focused on Chinese-, Vietnamese- and Arabic-speaking people as they are the largest CALD groups in Australia and have high rates of tobacco use and poor screening adherence in NSW. Summary of methods An extensive search of peer-reviewed and grey literature published between January 2013-March 2022 identified 19 eligible studies for inclusion in the Q1 review and 49 studies for the Q2 review. The National Health and Medical Research Council (NHMRC) Levels of Evidence and Joanna Briggs Institute’s (JBI) Critical Appraisal Tools were used to assess the robustness and quality of the included studies, respectively. Key findings Findings are reported by components of an intervention overall and for each CALD group. By understanding the effectiveness of individual components, results will demonstrate key building blocks of an effective intervention. Question 1: What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Thirteen of the 19 studies were Level IV (L4) evidence, four were Level III (L3), one was Level II (L2), none were L1 (highest level of evidence) and one study’s evidence level was unable to be determined. The quality of included studies varied. Fifteen tobacco cessation intervention components were included, with most interventions involving at least three components (range 2-6). Written information (14 studies), and education sessions (10 studies) were the most common components included in an intervention. Eight of the 15 intervention components explored had promising evidence for use with Chinese-speaking participants (written information, education sessions, visual information, counselling, involving a family member or friend, nicotine replacement therapy, branded merchandise, and mobile messaging). Another two components (media campaign and telephone follow-up) had evidence aggregated across CALD groups (i.e., results for Chinese-speaking participants were combined with other CALD group(s)). No intervention component was deemed of sufficient evidence for use with Vietnamese-speaking participants and four intervention components had aggregated evidence (written information, education sessions, counselling, nicotine replacement therapy). Counselling was the only intervention component to have promising evidence for use with Arabic-speaking participants and one had mixed evidence (written information). Question 2: What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? Two of the 49 studies were Level I (L1) evidence, 13 L2, seven L3, 25 L4 and two studies’ level of evidence was unable to be determined. Eighteen intervention components were assessed with most interventions involving 3-4 components (range 1-6). Education sessions (32 studies), written information (23 studies) and patient navigation (10 studies) were the most common components. Seven of the 18 cancer screening intervention components had promising evidence to support their use with Vietnamese-speaking participants (education sessions, written information, patient navigation, visual information, peer/community health worker, counselling, and peer experience). The component, opportunity to be screened (e.g. mailed or handed a bowel screening test), had aggregated evidence regarding its use with Vietnamese-speaking participants. Seven intervention components (education session, written information, visual information, peer/community health worker, opportunity to be screened, counselling, and branded merchandise) also had promising evidence to support their use with Chinese-speaking participants whilst two components had mixed (patient navigation) or aggregated (media campaign) evidence. One intervention component for use with Arabic-speaking participants had promising evidence to support its use (opportunity to be screened) and eight intervention components had mixed or aggregated support (education sessions, written information, patient navigation, visual information, peer/community health worker, peer experience, media campaign, and anatomical models). Gaps in the evidence There were four noteworthy gaps in the evidence: 1. No systematic review was captured for Q1, and only two studies were randomised controlled trials. Much of the evidence is therefore based on lower level study designs, with risk of bias. 2. Many studies provided inadequate detail regarding their intervention design which impacts both the quality appraisal and how mixed finding results can be interpreted. 3. Several intervention components were found to have supportive evidence available only at the aggregate level. Further research is warranted to determine the interventions effectiveness with the individual CALD participant group only. 4. The evidence regarding the effectiveness of certain intervention components were either unknown (no studies) or insufficient (only one study) across CALD groups. This was the predominately the case for Arabic-speaking participants for both Q1 and Q2, and for Vietnamese-speaking participants for Q1. Further research is therefore warranted. Applicability Most of the intervention components included in this review are applicable for use in the Australian context, and NSW specifically. However, intervention components assessed as having insufficient, mixed, or no evidence require further research. Cancer screening and tobacco cessation interventions targeting Chinese-speaking participants were more common and therefore showed more evidence of effectiveness for the intervention components explored. There was support for cancer screening intervention components targeting Vietnamese-speaking participants but not for tobacco cessation interventions. There were few interventions implemented for Arabic-speaking participants that addressed tobacco cessation and screening adherence. Much of the evidence for Vietnamese and Arabic-speaking participants was further limited by studies co-recruiting multiple CALD groups and reporting aggregate results. Conclusion There is sound evidence for use of a range of intervention components to address tobacco cessation and cancer screening adherence among Chinese-speaking populations, and cancer screening adherence among Vietnamese-speaking populations. Evidence is lacking regarding the effectiveness of tobacco cessation interventions with Vietnamese- and Arabic-speaking participants, and cancer screening interventions for Arabic-speaking participants. More research is required to determine whether components considered effective for use in one CALD group are applicable to other CALD populations.
