Abstract:
The articles in this Special Issue on the sharing economy's role in fostering sustainability comprise eight contributions to answer how trust and regulation shape relations of providers and consumers. We identify indispensable aspects of the sharing economy to show its potential in fostering sustainability. This is in some contrast to existing definitions and applications of sharing economy business models, which do not place sustainability in their focus. The studies employ a variety of methods, covering quantitative and qualitative research to investigate building of communities on the consumer side, as well as trust-building and implementation of regulations in the interaction between providers and consumers in Asia and Europe. Some areas in the sharing economy foster sustainability, some foster social cohesion and in the end build social capital, but others focus at first sight on convenience and lifestyle.

Abstract:
Bank holding companies (BHC) that sustain significant losses without adequate capital can become insolvent and pose a systemic risk to the U.S. economy, yet 6 BHCs' had losses higher today than they were prior to 2008 recession. BHCs continue to experience significant losses as senior managers lack effective practice towards capital regulation. The research question for this study was, what is the level of consensus among banking finance experts across the U.S. on how to recognize a senior manager's effective practice towards capital regulation in BHCs. The purpose of this qualitative e-Delphi study was to build consensus among banking finance experts across the U.S. on how to recognize a senior manager's effective practice towards capital regulation in BHCs. The conceptual framework for this study was Compliance and Ethics Group's standard that improves quality and performance, principal-agent theory and goal theory. This e-Delphi study built consensus among 10 finance experts who are: employed a minimum of 10 years in banking; possessed an MBA in Finance; and, currently employed as a consultant to a large bank in the U.S. Data were collected from 3 electronic questionnaires submitted through Qualtrics. Data were analyzed using theoretical triangulation, coding, and thematic analysis. The data analysis revealed consensus on 33 activities constituting a senior manager's effective practice towards capital regulation in BHCs, with the highest agreement on internal control activities. The identification of these effective practices towards capital regulation in banks can effect social change by providing senior bank managers in BHCs with uniform principles that can reduce the level of risk behavior while meeting capital regulation requirement and shareholder objectives.

With a growing awareness of the need for a widespread reduction in the use of natural resources, including energy and water, buildings have been identified as a key component of America's, and the world's, drain on these finite resources. However, changing building practices that have been the norm for more than a century has proven to be a difficult task, with many challenges and interests to be accounted for. Implementing green building policies has not yet become a standard practice in most U.S. cities. This study looks at various policy approaches and outcomes that aim to address the impediments to a market transformation towards greener building. Among the cities that boast a significant amount of green buildings certified by a third-party rating system, many different factors and dynamics, with varying participation and responses from the public, private and non-profit sectors have resulted in different outcomes with respect to green building in that particular city. This study looks at the green building policy and implementation landscape in four cities: Boston, Boulder, Pittsburgh and San Francisco. Each of these case studies offers a robust look at how green building policies were created, both the process and the implementation, and the building industry's response to these policies and programs. In addition, it looks at other players and circumstances that contributed to the dynamics that surfaced in that city. Primarily, the goal of this study is to glean lessons from these four cities, to draw some general conclusions about what elements effective green building policy incorporates and the process and implementation strategies that resulted in success in practice. The conclusions also identify the supporting factors that play an indispensable role in a successful outcome. Ideally this study may offer some general guidance for cities that are considering how best to approach this particular challenge and aid in structuring a green building policy that will produce concrete results. The general findings of this study are that effective green building policy should facilitate a market transformation in the building industry towards greener development through mechanisms that address both the supply and demand of green building products and services. Successful policies were designed to stimulate market potential so the practice of greener building would ultimately be profitable to developers, building professionals and valued by consumers. The obstacles to green building becoming a norm in the building industry can be initially overcome by thoughtful, tailored policy and can be ultimately sustained by pure market forces.

In this thesis, the numerical and experimental investigation of a passive cooling scheme using a thermal radiation shield for a storage building is presented. The thermal radiation shield is found to be effective in improving the thermal performance of the enclosure in terms of reducing temperatures of the interior air as well as the surfaces of the enclosure, and more efficient with higher heat load and without ventilation.

Abstract:
As a component of the regulatory structure controlling building construction and land development in Australia, the system of building regulation was reformed during a period of significant restructuring of the Australian economy. The microeconomic reforms aimed to find efficiencies in government and industry sectors, and with respect to the latter, facilitate the development of competitive trade structures across national and global markets. The research provides a critical narrative account of the development and outcomes of the microeconomic reform of building regulation between 1990 and 2003. The microeconomic reform process is examined in the context of the vastly differing approaches of two Australian states, Victoria and New South Wales, with respect to the national reform agenda which was initiated and led by the Commonwealth government in response to the increasing globalization of the national economy. An understanding of what happened and why and how t he states differed with respect to the national reform agenda enabled the outcomes of the reforms to be examined for their impact upon government, industry and the community. The regulation of building construction is a constitutional responsibility of the state governments and has traditionally been controlled by local government. However, control is increasingly being centralized at the national level, in response to international pressures to adopt performance-based regulations, standards and governance systems that accord to neoliberal ideology. This has resulted in a reduction of state and local government involvement in certain building control functions with a commensurate increased role for the private sector; an increase in the complexity and quantity of regulatory instruments; a reduction in government accountability for the standard of building construction; the development of structures to facilitate competitive intranational and international trade in construction-related goods and services and a reduction in the quality and standard of buildings. The principal benefits of the reforms have accrued to industry and to government and the least benefits have accrued to the community/consumer.

The industrialized house-building movement has emerged as aresponse to recurring criticism of the construction sector. It seeks toemulate management practices prevalent in manufacturing industries,including the use of standardized work processes and building systems.This approach does, however, make industrialized house-buildingcontractors susceptible to unpredictable variations. Swedish localplanning authorities have a legal and democratic mandate to regulatethe built environment within its borders and views variations betweendifferent municipalities as a desirable consequence of a functional localdemocratic system. Meanwhile, industrialized house-buildingcontractors have highlighted variations in regulation of the builtenvironment as obstructive to their intended methods of managing thebuilding process. The aim of this thesis is to increase understanding ofhow local planning authorities make interpretations when regulatingthe built environment and how those interpretations influenceindustrialized house-building contractors and to, within the ongoingresearch process, identify theoretical perspectives suitable for describingtensions in the interface between industrialized house-building andlocal planning authorities. The theoretical frame of reference for thisthesis consists of two major streams of organizational literature:organizational coordination, operationalized though the concept ofcoordination mechanisms, and neo-institutional theory, operationalizedthrough institutional logics and institutional complexity. Theoverarching research strategy is best described as a case study approachinvestigating cases of institutional complexity in regulation of theSwedish built environment. The design consists of one multi-casestudy relying on interviews with representatives of industrializedhouse-building contractors and local planning authorities and onesingle-case study investigating a longitudinal land development processusing a combination of interviews, direct observations and documentanalysis. Findings indicate that local planning authorities faceinstitutional complexity stemming from three semi-compatibleinstitutional logics that each prescribe different roles for planningpractitioners and expectations for their behaviour. As some planningpractitioners are more attuned to particular logics than others, it is difficult to predict, for each given situation, which logic will beactivated. Furthermore, findings indicate that institutional logics can beviewed as coordination mechanisms, thereby highlighting afundamental tension between the coordination preferences ofindustrialized house-building contractors and local planning authorities.This tension causes a lack of accountability, predictability and commonunderstanding resulting in an inability for industrialized house-buildingcontractors and local planning authorities to coordinate theircontributions in the planning and building process. The findings implythat industrialized house-building contractors and local planningauthorities should attempt to acknowledge each other’s participation inand contributions to the planning and building process. The findingsalso highlight the importance of interpretations for regulation of thebuilt environment, which implies that not all sector-wide problems canor need be solved through legislative action.

Abstract:

Each time a cell divides, the microtubule cytoskeleton self-organizes into the metaphase spindle: an ellipsoidal steady-state structure that holds its stereotyped shape despite microtubule turnover and internal stresses. This ellipsoidal architecture, in which microtubule minus-ends are focused into two poles, is essential to the spindle’s function of accurately segregating chromosomes. In this work, I ask how the spindle forms and holds its steady-state shape. I report that the molecular motor dynein and the microtubule binding-protein NuMA are essential for mammalian spindles to reach and hold a steady-state geometry. In their absence, the kinesin-5 Eg5 powers a turbulent microtubule network that can drive flow of cytoplasmic organelles and whole-cell movement. Dynein and NuMA were previously known to be essential for spindle pole formation, but we did not know their contribution to shape stabilization at the whole-spindle scale—nor did we know how and where they pull on microtubules to build poles. Using quantitative live imaging and laser ablation, I show that dynein pulls specifically on microtubule minus-ends, rapidly transporting them towards poles. Dynein localization to microtubule minus- ends depends on NuMA, which recruits the dynein adaptor dynactin to minus-ends. Contrary to previous models, NuMA localization to minus-ends is independent of dynein and involves a C-terminal region outside its canonical microtubule-binding domain. Thus, NuMA serves as a mitosis-specific minus-end cargo adaptor, targeting dynein activity to minus-ends to cluster spindle microtubules into poles. This microtubule end-clustering compacts the spindle microtubule network to a defined geometry and suppresses network turbulence, maintaining a steady-state spindle shape over long timescales.

Abstract:
Syfte: För att motverka den rådande bostadsbristen krävs alternativa sätt till nybyggnad som kan skapa bostäder. Konvertering av olika former av lokaler till bostäder är ett sådant alternativ. Runt om i Svenska före detta industristäder står tomma industribyggnader som har goda kvaliteter men som är svåra att finna en ny användning för. Denna studie utreder vilka möjligheter och problem som är sammankopplat med konverteringen av industrilokaler för att sedan hitta strategier som kan underlätta processen och kombinera bevarandet av gamla byggnader med skapandet av fler bostäder Metod: För att ta del av tidigare forskning användes litteraturstudie som första datainsamlingsmetod. Detta kompletterades med dokumentanalys och intervjuer. Dokument som analyserats är från boverkets byggregler och intervjuerna har utförts med byggherrar och arkitekter på tre pågående konverteringsprojekt. Utöver intervjuerna från insatta i projekten har även en intervju utförts med stadsarkitekten i Norrköping. Resultat: Konverteringen av industrilokaler är en kostsam process där oväntade utmaningar för varje projekt är vanligt förekommande. Ofta finns det från kommun och länsstyrelse även krav på att bevara kulturella och historiska värden vilket komplicerar processen. Att dessutom uppnå de krav och regler som ställs på bostäder leder till dyra lösningar. Resultatet av en konvertering av detta slag är dock unika boenden som ger ett nytt uttryck för såväl byggnad som område samtidigt som man undviker de utsläpp som medföljer rivning och nybygge. För att underlätta konverteringen av industrilokaler till bostäder ges förslagen: nytt regelverk för konverteringar, en lagstiftning om miljöpåverkan och ekonomisk subvention. Konsekvenser: Förslag och strategier som studien har tagit fram är i linje med vad som föreslagits i tidigare forskning, nämligen att det bör ske en förändring i byggregler och lagstiftning gällande just konverteringar till bostäder. Dessa förändringar bör även beakta byggnader där det finns historiska och kulturella kvaliteter som bör bevaras och väga dessa mot byggregler. Att utreda hur ett regelverk som detta bör se ut rekommenderas till framtida forskning. Begränsningar: Arbetet är avgränsat till konverteringen av industrilokaler till bostäder och de möjligheter och problem som finns med sådana projekt. Fallstudien har utförts på tre konverteringsprojekt som alla ligger centralt och har i mindre eller större utsträckning arkitektoniska värden som man vill bevara. De byggregler som varit i fokus är utemiljö, buller, tillgänglighet och dagsljus.
Purpose: In order to counteract the current housing shortage in Sweden there is a need for alternative ways to create new housing units. Converting the usage of different types of facilities to housing is such an alternative. All around former swedish industrial cities there are empty industrial premises containing a lot of quality. However, there is an issue finding a new usage for these buildings. This study investigates what problems and possibilities that are linked to the conversion of industrial premises in order to find strategies that can help ease the process. Through this the combination of preserving old buildings and creating new housing units is enabled. Method: To gather information from previous research within the subject, the first part of our research was literature study. This was complemented with a document analysis and interviews. The documents that were analyzed are from the Swedish National Board of Housing, Building and Planning. The interviews were carried out with developers and architects on three projects where industrial premises has been converted to housing. Besides interviewing people within these projects, an interview with the city architect in Norrköping has been performed. Findings: Converting industrial facilities into housing is a costly process where unexpected challenges occur in every project. Many times, there are demands on preserving existing cultural and architectural qualities of a building which complicates the process. Fulfilling demands and regulations of the Swedish building code often leads to expensive solutions when converting facilities into housing. However, the product of this kind of conversion is unique housing units that provide a new expression for the building as well as the area surrounding it. In addition to this, you avoid the emissions and pollutions that are linked with demolishing and re-building on the site. In order to help easing the process of converting industrial facilities to housing units these propositions are given: a new set of regulations for conversions of buildings in to housing, a new law regarding environmental impact and economical subvention for these types of projects. Implications: The suggestions that the study has resulted in are much alike what previous research has concluded: there should be a change in the building regulations, especially for conversion to housing. These changes should consider buildings with historical and cultural qualities which should be kept and compare these with the regulations that may conflict. A recommendation for future research is to investigate a proposal for these new regulations. Limitations: The study is limited to conversion of industrial premises to housing and the opportunities and problems with such projects. The case study includes three conversion projects which are centrally located and more or less have architectural values. The building regulations which has been focused on is: outdoor environment, noise pollution, accessibility and daylight.

ENGLISH ABSTRACT: South African courts seem to be adopting a new approach to the problem of building encroachments. For pragmatic and policy reasons courts are now inclined to exercise its discretion in favour of leaving building encroachments in place, against compensation, despite the common law right to demand removal. It has been widely accepted that courts indeed have the discretion to award damages instead of removal of the building encroachment. However, the circumstances involved and the consequences of these orders are uncertain and hence these orders result in confusion. It is unclear how this discretion is exercised. Furthermore, it is uncertain whether this discretion includes the power to order transfer of the encroached-upon land to the encroacher. There are doctrinal and constitutional implications that may be triggered by these court orders that leave building encroachments in place. The doctrinal issues centre on what happens when an encroachment is not removed and nothing is said about the rights of the respective parties after the order is made. Possible solutions are investigated to provide a doctrinally sound outcome in encroachment disputes. It is clear that the encroacher is allowed to continue occupying the portion of property on which the encroachment is erected. It seems as though a use right is indirectly created when the encroachment remains in place. The constitutional difficulty lies in the fact that the court orders may result in infringements that conflict with section 25 of the Constitution. The focus is specifically to determine whether these orders result in the compulsory loss of property or property rights. With reference to Germany, the Netherlands and Australia, a comparative perspective is provided in order to support the doctrinal and policy arguments. The comparative law provides a source of guidelines for what may work effectively and informs the ultimate suggestion of this project, namely the need for legislation to regulate building encroachments in South Africa. The legislation envisaged would have to prescribe with at least some sort of certainty how and in which circumstances the discretion should be exercised. It should also provide clarity with regard to the right that is created when the encroachment is not removed and how the compensation that is awarded in exchange for removal, should be determined. The unnecessary confusion and uncertainty that result from court orders made in the context of building encroachments may be cleared up by legislation.

Nous nous intéressons donc au contrôle robuste de systèmes coopératifs avec perturbations bornées. Nous résolvons d'abord ce problème grâce à la notion d'intervalle invariant contrôlé robuste, décrivant un ensemble dans lequel l'état peut être maintenu quelle que soit la valeur des perturbations. Une seconde approche décrit des méthodes symboliques pour la synthèse d'un contrôleur discret sur une abstraction finie du système, réalisant une spécification de sûreté associée à l'optimisation des performances. Nous présentons d'abord une méthode symbolique centralisée utilisant les dynamiques du système correspondant au modèle physique. Pour résoudre ses limitations en termes de passage à l'échelle, nous considérons une approche compositionnelle où les méthodes symboliques d'abstraction et de synthèse sont appliquées à des descriptions partielles du système, sous des obligations de type assume-guarantee supposant que la sûreté est satisfaite pour tous les états non-contrôlés. This thesis provides new control strategies that deal with the heterogeneous and nonlinear dynamics describing the temperature regulation in buildings to obtain a tradeoff between comfort and energy efficiency. We thus focus on the robust control of cooperative systems with bounded disturbances. We first solve this problem with the notion of robust controlled invariant interval, which describes a set where the state can be maintained for any value of the disturbances. A second approach provides dedicated symbolic methods to synthesize a discrete controller on a finite abstraction of the system, realizing safety specifications combined with a performance optimization. We first present a centralized symbolic method using the system dynamics provided by the physical model. To address its limitation in terms of scalability, a compositional approach is considered, where the symbolic abstraction and synthesis methods are applied to partial descriptions of the system under the assume-guarantee obligation that the safety specification is realized for all uncontrolled states. In the final part, the proposed controllers are combined and evaluated on the temperature regulation for an experimental building equipped with UnderFloor Air Distribution

Between 1993 and 2016, the U.S. exchange traded fund (ETF) market has proliferated from one product worth $6.5 million USD to 1,455 products worth over $2 trillion USD. Despite its dramatic growth, the ETF market has yet to be the subject of sociological inquiry even though fields such as the social studies of finance have begun examining the origins of index derivatives (Millo 2007), options (MacKenzie 2006), hedge funds (Hardie and MacKenzie 2007), and foreign exchange markets (Knorr Cetina and Bruegger 2002). Thus, the purpose of this dissertation is to provide the first historical sociology of ETF innovation in the United States, using an approach inspired by the social studies of finance. This project empirically traces the emergence of the ETF by compiling an account of precursory strategies, concept development, regulatory negotiations, and early product marketing. The concept of agencement is used to frame the historical narrative of the ETF as a product of two distinct assemblages that formed in the U.S. between 1970 and 2000: first, the socio-technical integration between humans and their technologies that affected trading strategies, and second, the collaborative relationships that were formed between innovators and regulators. The mixed qualitative research consists of 36 interviews triangulated with archival records, documents sourced through Freedom of Information Act requests, private collections, and government files. Concluding analysis suggests that strategies foreshadowing the ETF began to emerge as early as the 1970s, and innovator-regulator collaborations were integral to early product qualification - a process not yet explored in literature on financial regulation.

Electric (EV) and Plug-in Hybrid Electric vehicles (PHEV) continue to gain attention and market share, not only as options for consumers but also for corporate fleets. EVs and PHEVs can contribute to lower operating costs through reduced maintenance requirements and enhanced fuel economy. In addition, a fleet of EVs or PHEVs, when parked and aggregated in a sizeable number, can provide regulation services to the grid through the electricity stored in the vehicle's batteries. This opportunity is known as Vehicle-to-grid technology (V2G). This thesis evaluates the economics for V2G-enabled fleets to participate in the regulation services market. In order to build a business case for fleet managers, we constructed a 10-year cash flow model that compares the operating, infrastructure, and capital costs, as well as the revenue opportunities for EVs, PHEVs, and ICEs. To quantify potential revenues, we adapted a tool that the ISO New England has used to simulate the revenues of participants in the regulation market for an alternative energy pilot. We show that ICEs, while having the lowest retail value, actually have the greatest NPV due to their high operating costs and inability to participate in the regulation services market. EVs have the highest retail value, but due to their large battery size are able to provide the most regulation services. The opportunity for V2G is critical for the attractiveness of the EV. PHEVs offer lower V2G revenue opportunity than the EVs but have greater operational flexibility. We determined that V2G revenue potential is driven by the charger capacity and battery size and there are tradeoffs associated with these components. A larger battery and charger will generate more money from regulation services, but their high investment cost may outweigh these benefits. The correct combination of charger capacity, battery size, and state of charge (SOC) is important. If the charger capacity is too large and SOC too high or low, a small battery can be charged or depleted too quickly, hindering its ability to provide regulation services.

An electric power system is a complex network consisting of a large number of power generators and consumers interconnected by transmission and distribution lines. One remarkable thing about the electric grid is that there has to be a continuous balance between the amount of electricity generated and consumed at all times. Maintaining this balance is critical for the stable operation of the grid and this task is achieved in the long term, short term and real-time by operating a three-tier wholesale electricity market consisting of the capacity market, the energy market and the ancillary services market respectively. For a demand resource to participate in the energy and the capacity markets, it needs to be able to reduce the power consumption on-demand, whereas to participate in the ancillary services market, the power consumption of the demand resource needs to be varied continuously following the regulation signal sent by the grid operator. This act of changing the demand to help maintain energy balance is called demand response (DR). The dissertation presents novel algorithms and tools to enable residential buildings to participate as demand resources on such markets to provide DR. Residential sector consumes 37% of the total U.S. electricity consumption and a recent consumer survey showed that 88% of consumers are either eager or supportive of advanced technologies for energy efficiency, including demand response. This indicates that residential sector is a very good target for DR. Two broad solutions for residential DR are presented. The first is a set of efficient algorithms that intelligently controls the customers� heating, ventilating and air conditioning (HVAC) devices for providing DR services to the grid. The second solution is an extensible residential demand response simulation framework that can help evaluate and experiment with different residential demand response algorithms. One of the algorithms presented in this dissertation is to reduce the aggregated demand of a set of HVACs during a DR event while respecting the customers� comfort requirements. The algorithm is shown to be efficient, simple to implement and is proven to be optimal. The second algorithm helps provide the regulation DR while honoring customer comfort requirements. The algorithm is efficient, simple to implement and is shown to perform well in a range of real-world situations. A case study is presented estimating the monetary benefit that can be obtained by implementing the algorithm in a cluster of 100 typical homes and shows promising result. Finally, the dissertation presents the design of a python-based object-oriented residential DR simulation framework which is easy to extend as needed. The framework supports simulation of thermal dynamics of a residential building and supports house hold appliances such as HVAC, water heater, clothes washer/dryer and dish washer. A case study showing the application of the simulation framework for various DR implementation is presented, which shows that the simulation framework performs well and can be a useful tool for future research in residential DR.

When there is a mismatch because the generation is less than the load, the match can be restored either by increasing the generation or by decreasing the load. Often, during system stress conditions, it is cheaper to decrease certain loads than to increase generation, and this method of achieving power balance is called demand response (DR). Residential sector consumes 37% of the total U.S. electricity consumption and is largely unexplored for demand response purpose, so the focus of the dissertation is on providing solutions to enable residential houses to provide demand response services. This dissertation presents two broad solutions. It is shown that the algorithms presented can intelligently control the HVAC devices such that DR services can be provided to the grid while ensuring that the temperatures of the houses remain within comfortable range. The algorithms can enable demand response service providers to tap into the residential demand response market and earn revenue, while the simulation software can be valuable for future research in this area. The simulation software is simple to use and is designed with extensibility in mind, so adding new features is easy. The software is shown to work well for studying residential building control for demand response purpose and can be a useful tool for future research in residential DR.

A conjuntura nacional de crescimento econômico e populacional aliada aos programas habitacionais de combate ao déficit de moradias deixa antever o contínuo aumento da demanda energética no setor residencial, que deve ser alvo de políticas públicas de promoção de eficiência energética. O objetivo da presente dissertação é investigar o potencial do Código de Obras e Edificações (COE) do Município de São Paulo enquanto instrumento regulatório de promoção de eficiência energética e apresentar sugestões com vista à revisão do atual documento. Para tal dividiu-se a pesquisa em três temas: fatores que explicam o consumo energético (direto e indireto) das edificações e estratégias de minimização desse consumo; caracterização dos códigos de eficiência energética em edificações (CEEE), com destaque para o Código de Obras, e panorama internacional e brasileiro relativamente à sua adoção; caracterização do consumo energético do Município de São Paulo e análise dos requisitos de eficiência energética no atual COE. Atendendo à elevada taxa de novas construções e ao estoque de edifícios obsoletos com potencial de retrofitting defende-se que o Código de Obras, pela sua abrangência e obrigatoriedade, constitui um instrumento regulatório adequado à promoção da eficiência energética no setor de edificações no Município de São Paulo e sugere-se a revisão do atual COE com vista à introdução de requisitos de eficiência energética. Entre as sugestões apresentadas contam-se a segmentação das medidas dirigidas às moradias de interesse social e às chamadas edificações de mercado, definição de limites máximos para o valor de transmitância térmica dos elementos opacos da envoltória (paredes e cobertura) em ambientes condicionados e não condicionados e a exigência de um nível mínimo de eficiência energética para edificações e equipamentos instalados. Como contribuição da presente pesquisa cabe ainda destacar o cálculo da intensidade energética por unidade de área construída nos setores residencial e comercial no Município de São Paulo, indicador em falta na literatura e dados oficiais publicados.
The national economic and population growth in association with the housing programs to combat housing deficit are expected to result in future increase of energy demand in the residential sector. Considering the already high contribution of the building sector in the electricity consumption of Brazil, the development of policy measures aiming to promote energy efficiency in the sector should be encouraged. The main objective of this research is to investigate the potential of the Building Code (BC) of São Paulo municipality as a regulatory instrument to promote energy efficiency and make suggestions to revise it. To this end, the paper is divided in three parts: factors that explain the energy consumption (direct and indirect) of buildings and strategies to minimize it; characterization of Building Energy Efficiency Codes (BEEC) and the Brazilian and international panorama regarding its adoption; energy consumption of São Paulo municipality and analysis of energy efficiency requirements in the current BC. As a mandatory and comprehensive regulatory instrument, Building Codes are adequate do promote energy efficiency given the local reality of high annual rates of construction and the significant stock of old buildings which could benefit from retrofitting. Suggestions to a revision process of the BC of São Paulo Municipality include segmentation of energy efficient requirements according to social economic profile of buildings, definition of overall heat transfer coefficient values (U-factor) for building envelope components (walls and roof) of conditioned and non-conditioned areas, and definition of minimum energy efficiency levels for buildings and equipments. Additional contribution of this research includes estimation of electricity use per square meter of building floor area, for the residential and commercial sectors in São Paulo municipality.

Med den nya plan- och bygglagen (PBL) som trädde i kraft den 2 maj 2011, blev det möjligtatt redovisa fastighetsindelningsbestämmelser i en detaljplan på motsvarande sätt somgjordes genom fastighetsplan i 1987 års PBL. Den särskilda planformen fastighetsplan togsdärmed bort. Syftet med de nya bestämmelserna var att förenkla tillämpningen.Bestämmelserna möjliggör en mer detaljerad reglering i detaljplan, men medför också enskyldighet att göra en prövning redan i planarbetet enligt lagvillkor som finns utanför PBL.Syftet med detta arbete var att bidra med ny empiri avseende hur och i vilken utsträckningsvenska kommuner har tillämpat bestämmelser om fastighetsindelning i plan- ochbygglagstiftningen, samt vilken betydelse tillämparna haft för implementeringen avfastighetsindelningsbestämmelser i plan- och bygglagstiftningen. Genom att tillämpa ettimplementeringsperspektiv är avsikten att bidra med ett nytt perspektiv på tillämpningen avplan- och bygglagstiftningen.Målsättningen var att genom att undersöka och besvara min frågeställning vidareutveckladenna nyvunna kunskap i form av ett förslag till en metodbeskrivning för tillämpningen avlagstiftningen. Metodbeskrivningenresulterade i ett flödesschema och en checklista.En fallstudiemetod tillämpades där implementering av fastighetsindelningsbestämmelservar det ”fall” som studerades och analysenheten bestod av Sveriges 290 kommuner.Datainsamling har skett genom en webbaserad enkät till landets alla kommuner.Det är endast drygt ett år sedan nya PBL trädde i kraft och det är fortfarande tidigt att dranågra slutsatser kring lagstiftningens genomslag. Mina slutsatser är att kommunerna inteanvänder sig av bestämmelserna i så stor utsträckning. Majoriteten av de bestämmelser sominförs avser fastighetsindelning och gemensamhetsanläggningar. Lantmäteriet spelar ennyckelroll vid tillämpandet av bestämmelserna, det är oftast lantmäteriet som prövar attbestämmelsen är förenlig med villkor i förrättningslagstiftningen. Och i de fåtal fall man tagit fram rutiner har man låtit lantmäteriet utarbeta dem. Tillämparna inverkar på implementeringen av lagstiftningen främst på två vis. För det första genom att tillämparna inte till fullo förstår lagparagraferna som reglerarfastighetsindelningsbestämmelser. Konsekvensen av det är att nödvändig villkorsprövninginte görs eller att kommunerna inte använder sig av fastighetsindelningsbestämmelser överhuvudtaget. För det andra genom att det är oklart vilka tillämparna av lagparagrafenfaktiskt är. Det innebär att implementeringsprocessen på lokal nivå kommer att tolkas iljuset av olika professionella perspektiv, exempelvis arkitekter, fysiska planerare, ingenjöreroch samhällsplanerare med en mängd olika utfall. I viss mån påverkas tillämparna av kulturoch tradition hur man tidigare arbetat med fastighetsplan i kommunen.
With the new Planning and Building Act (PBA), which came into force on 2 May 2011, it became possible to account for provisions on property division in a detailed developmentplan in the same way as was done in a property regulation plan in the former legislation.The property regulation plan then ceased as a separate plan. The purpose of the provisionswas to simplify the process and only have one planning process instead of two. Theprovisions on property division allow for a more detailed regulation of the detaileddevelopment plan, but also means a duty to conduct an investigation already in planningwork according law terms that is outside the PBA.The purpose of this work was to contribute new empirical evidence regarding how and towhat extent the Swedish municipalities have applied the provisions on property division,and the importance the implementing officers at the local authorities had for theimplementation. By applying an implementation perspective, the intention is to provide anew perspective on the application of planning and building act. The aim was to investigate and answer my questions and by that further develop this newfoundknowledge in the form of a proposal for a methodology for implementing thelegislation. Since this thesis work was performed at Halmstad Municipality Planning Office,the idea was that the end product will be a user-friendly tool for them in the application ofthe provisions on property division. Method disclosure resulted in a flow chart and achecklist.A case study method was used where the implementation of the provisions on propertydivision was the “case” that was studied and the analysis consisted of 290 municipalities inSweden. Data was obtained from a web based survey among the country's municipalities.It is only just over a year ago, new PBA entered into force and it is still early to draw anyconclusions about the regulatory impact. My conclusions are that the municipalities do notuse the provisions as much. The majority of the provisions introduced concerns propertydivision and joint facilities. The cadastral authority plays a key role in the application of theprovisions, it is usually the cadastral authority which examines that the provision isconsistent with law terms outside the PBA. And in those few cases they have developedroutines it is prepared by the cadastral authority. The implementing officers at the local authorities affect the implementation mainly in twoways. Firstly, by the users not fully understanding the provisions. The consequence of thisis that necessary testing of conditions is not done or that the municipalities do not applythe provisons at all. Second, in that it is unclear which the users of the legislation actually is. This means that the implementation process at the local level will be interpreted in light ofdifferent professional perspectives, such as architects, physical planners, engineers andplanners with a variety of outcomes. To some extent the users are affected by culture andtradition how the municipality previously worked with real estate plan.

The thesis deals with the comparison of the accuracy of methods used for valuation of the construction of the kindergarten. The theoretical part defines basic terms used in thesis and those related to the topic. Individual methods used for appraisal under construction are presented and described. In practical part, selected methods are applied to a concrete example of partially costructed Kamechy kindergarten in two phases of building process. In order to determine whether price differences among different valuation methods change over time, an appraisal is performed for two different price levels - for years 2014 and 2018. Based on comparison, analysis and evaluation of partial and overall results of the evaluation, accuracy of all appraisal methods used for valuation of partially constructed kindergarten are calculated and determined.

This paper describes the redesigning processes of the National Building Regulations of South Africa. These processes are administered by the National Regulator for Compulsory Specifications (NRCS) in terms of the National Building Regulations and Building Standards Act 103 of 1977 (The Act). The application of the business processes and the Building Control Officers from various local authorities nation-wide who enforce the National Building Regulations and Building Standards Act, 103 of 1977 (hereinafter referred to as “the Act”) with particular reference to implementation of core regulatory business processes within the building industry in Southern Africa. The investigation was largely motivated by the high number of injuries, deaths and/or human lives affected adversely and reported due to collapsing and defective buildings. These disasters occurred at various Local Authorities, in private residential homes, government-owned buildings, abandoned and commercial buildings, such as shopping malls, have been investigated and reported by the Building Regulator, i.e. the NRCS in collaboration with the Department of Labour’s Commission of Enquiry between the years 2012 and 2014. The reports show that in those sectors of building, the local authorities’ Building Control Officers, as the legislated enforcers of the Building Regulations (with the oversight role played by the NRCS), experienced the highest levels of non-compliance by various parties who are affected by the Building Regulations, i.e. building owners or their legal representatives, built-environment professional practitioners and builders. This study applies the interpretive approach underpinned by qualitative methodology where interviews were used to collect data from building owners, prospective building owners, building occupants, built-environment practitioners, Local Authorities’ building control officers and The Regulator of the National Building Regulations. The empirical findings revealed that there is a critical need for business process review and strategy shifts that advance objectivity and benefits to compliance, visibility and awareness of regulatory process, the highlights of possible endangerment of human life due to non-compliance, the outlining of sanctions for failure to comply, and stakeholder liaison. The output is a re-module of business processes that will enforce and maintain compliance of the building regulations of South Africa.

Den svenska bostadskrisens utveckling berör hela bostadsmarknaden men främst deresurssvaga hushållen. Anledningen till detta fenomen är att samhällsklyftorna i landet harökat som ett resultat av att inkomstfördelningen i Sverige har förändrats. Glappet mellan derika och de resurssvaga har ökat, men även hushållsställning i de svenska hushållen harförändrats från stora till mindre hushåll. Det finns således ett behov av boende som bemöterde mest grundläggande kraven för en resurssvag individ som är rimliga att hyra ur ettekonomiskt perspektiv. Detta har lett till en efterfrågan för ett bostadssystem som kan bemötabehovet som finns hos dessa resurssvaga grupper. I andra länder kallas detta system förAffordable Housing, men finns inte i Sverige i samma utsträckning. Syftet med denna rapportvar att undersöka hur svenska byggbranschen utvecklingsfond (SBUF) förslag på alternativabostadslösningar, med avsteg från byggregler kan leda till ett sådant bostadssystem.En opinionsundersökning som grundar sig på SBUF:s förslag, utfördes genom enenkätundersökning. För att vidare komplettera denna undersökning har intervjuer medämneskunniga gjorts. Resultatet tyder på att det finns en marknad för bostadslösningar likt deSBUF presenterat, då merparterna av respondenterna i enkätundersökningen ställer sigpositiva till förslagen. Mer specifikt de grupper som har låga inkomster och osäkraboendeformer som andrahandskontrakt och inneboende. Resultatet visar även att detta förslagpotentiellt hade kunnat sänka byggkostnaden genom ett mer flexibelt bostadsbyggande. Islutändan handlar det om hur detta system är motiverat ur ett socioekonomiskt perspektiv, ochhur det på bästa möjliga sätt ska introduceras in i det svenska bostadssystemet. Resultatet somdras ifrån intervjuerna med de ämneskunniga innebär att ett sådant system bör genomföras påett sätt som motverkar segregation. Att förmedla bostäder med alternativa bostadslösningartill resurssvaga kan leda till en kontroversiell diskussion om lägre boendestandard för dessagrupper, men en diskussion som behöver tas. Slutsatsen som kan dras är att SBUF:s förslagkan vara en väg att gå för att inrätta ett system som Affordable Housing, och att det potentielltkan bemöta det behovet av bostad som finns hos dessa resurssvaga hushåll.
The fact that the Swedish housing market is experiencing a housing crisis is widely known. Inparticular, there is a limited range of tenancies, as many of these are converted intocondominiums. This development mainly affects the resource-poor households, as the socialgap in the country has increased, as a result of the change in income distribution in Sweden.The gap between the rich and the resource-poor has increased, but households in Swedenhave also changed from large to smaller households. Thus, there is a need for accommodationthat meets the most basic requirements for a resource-poor individual, which is alsoreasonable to rent from an economic perspective. This has led to a demand for a housingsystem that can meet the needs of these resource-poor groups. In other countries this system iscalled Affordable Housing, but is not etablished in Sweden to the same extent. With this inmind, the purpose of this report is to investigate how SBUF proposes alternative housingsolutions, with the exception of building rules, can lead to such a housing system.As housing concerns people, an opinion poll has been made based on SBUF's proposalthrough a survey. In order to further complete this survey, interviews with subject expertshave been made. The result indicates that there is a market for the housing solutions such asthose SBUF presented, as the respondents in the survey responded positively to the proposal.More specifically, those groups that have low incomes and insecure housing forms as secondhandcontracts and lodger. The result also shows that this proposal could potentially havelowered construction costs through more flexible housing construction. In the end, it is aboutwhether this system is motivated from a socio-economic perspective, and how it should beintroduced in the best possible way into the Swedish housing system. The experts in the fieldclaims that such a system should be implemented in a way that counter segregation.Providing housing with alternative housing solutions to resource-poor households can lead toa controversial discussion of lower housing standards for these groups, but a discussion thatneeds to be taken. The conclusion that can be drawn is that the SBUF's proposal can be a wayof setting up a system such as Affordable Housing, and that it can potentially address the needfor housing that exists within these resource-poor households.

La consommation, en général, représente le processus d’utilisation d’un type de ressource où des économies doivent être réalisées. La consommation d’énergie est devenue l’un des principaux problèmes d’urbanisation et de crise énergétique, car l’épuisement des combustibles fossiles et le réchauffement climatique mettent en péril l’utilisation de l’énergie des plantes. Cette thèse présent une méthode d’économie d’énergie a été adoptée pour la réduction de consommation d’énergie prévu le secteur résidentiel et les maisons passives. Un modèle mathématique basé sur des mesures expérimentales a été développé pour simuler le comportement d’un laboratoire d’essai de l’UPB. Le protocole expérimental a été réalisé à la suite d’actions telles que : la construction de bases de données sur les paramètres, la collecte de données météorologiques, l’apport de flux auxiliaires tout en considérant le comportement humain. L’algorithme de contrôle-commande du système est capable de maintenir une température constante à l’intérieur du bâtiment avec une consommation minimale d’énergie. Les mesures et l’acquisition de données ont été configurées à deux niveaux différents: les données météorologiques et les données sur les bâtiments. La collection de données est faite sur un serveur qui a été mis en œuvre dans l’installation de test en cours d’exécution d’un algorithme complexe qui peut fournir le contrôle de consommation d’énergie. La thèse rapporte plusieurs méthodes numériques pour envisage la consommation d’énergie, utilisée avec l’algorithme de contrôle. Un cas expérimental basé sur des méthodes de calcul dynamiques pour les évaluations de performance énergétique de construction a été faite à Grenade, en Espagne, l’information qui a été plus tard utilisée dans cette thèse. L’estimation des paramètres R-C avec la prévision du flux de chaleur a été faite en utilisant la méthode nodal, basée sur des éléments physiques, des données d’entrée et des informations météorologiques. La prévision d’énergie de consommation présent des résultats améliorés tandis que la collecte de données IoT a été téléchargée sur une carte à base de système de tarte aux framboises. Tous ces résultats ont été stables montrant des progrès impressionnants dans la prévision de la consommation d’énergie et leur application en énergie
Consumption, in general, represents the process of using a type of resource where savings needs to be done. Energy consumption has become one the main issue of urbanization and energy crisis as the fossil depletion and global warming put under threat the planet energy utilization. In this thesis, an automatic control of energy was developed to reduce energy consumption in residential area and passive house buildings. A mathematical model founded on empirical measurements was developed to emphasize the behavior of a testing laboratory from Universitatea Politehnica din București - Université Politechnica de Bucarest - Roumanie. The experimental protocol was carried out following actions such as: building parameters database, collecting weather data, intake of auxiliary flows while considering the controlling factors. The control algorithm is controlling the system which can maintain a comfortable temperature within the building with minimum energy consumption. Measurements and data acquisition have been setup on two different levels: weather and buildings data. The data collection is gathered on a server which was implemented into the testing facility running a complex algorithm which can control energy consumption. The thesis reports several numerical methods for estimating the energy consumption that is further used with the control algorithm. An experimental showcase based on dynamic calculation methods for building energy performance assessments was made in Granada, Spain, information which was later used in this thesis. Estimation of model parameters (resistances and capacities) with prediction of heat flow was made using nodal method, based on physical elements, input data and weather information. Prediction of energy consumption using state-space modeling show improved results while IoT data collection was uploaded on a Raspberry Pi system. All these results were stable showing impressive progress in the prediction of energy consumption and their application in energy field

Abstract:
The purpose of this study is to achieve an understanding of how a CE- marking process is conducted and to identify the relevant factors that must be considered in such a process. We have conducted our study at Lövhults Svets & Smide AB (Lövhults) in Skruv, Småland Sweden, which are manufacturing brackets for small covering constructions. To understand how a CE-marking process is conducted several documents and provisions have been reviewed to achieve a basic understanding and insight of the subject. It thus led to that guideline ETAG 015 were studied and the factors to be considered in the CE-marking of brackets were identified. Together with Jan-Åke Johansson at Lövhults we agreed on four different brackets to investigate for a potential CE-marking. When these brackets had been selected a thorough investigation of these products was conducted, which then were compared with the provisions contained within ETAG 015. It states factors regarding the mechanical resistance, fire safety, environment, health, safety and usefulness that are to be considered. These factors should be specified and given a value / explanation which can be determined by European standards, calculation, calculation and testing, or only through testing. These calculations and tests shall be performed by the company or by a notified body. For a CE-marking to be possible to conduct it is mandatory to examine the manufacturing process of the products. Lövhults products are made of steel (Ymagine D1), which is processed in a punching machine, a bending machine, and finally a welding machine. After this processing, the products are sent for galvanizing and after which they are delivered back to Lövhults for dispatch to the customer. A production control procedure must be established and documented to ensure the quality of the manufactured products. The production control that we propose is simple in nature and is based on visual inspection of incoming materials, visual inspection of the work performed at each processing station and finally a visual check of incoming galvanized products. The manufacturing control needs to be approved by a notified body before it can be considered valid. The result of this study is that several correcting actions must be performed and that contact must be taken with a notified body to ensure that Lövhults products meet all the requirements that are demanded and thereby enable the products to receive a CE-marking. We have a discussion at the end of the report, resulting in the final conclusions and recommendations on whether the CE marking of Lövhults products is something that is worth investing in or not.
Denna studies syfte är att uppnå förståelse kring hur en CE-märkningsprocess går till och att kartlägga de faktorer som måste beaktas i en sådan process. Vi har utfört vår studie på Lövhults Svets & Smide AB (Lövhults) i Skruv, Småland, som producerar vinkelbeslag för täckande konstruktioner av mindre storlek. För att ta reda på hur en CE-märkningsprocess går till har ett flertal dokument och bestämmelser studerats för att skapa en grundläggande förståelse och insikt kring ämnet. Det ledde således till att riktlinje ETAG 015 studerades och att de faktorer som skall beaktas vid en CE-märkning av vinkelbeslag identifierades. Vi kom tillsammans med Jan-Åke Johansson på Lövhults överens om att undersöka fyra olika vinkelbeslag för en potentiell CE- märkning. När vinkelbeslagen valts ut genomfördes en noggrann produktgranskning som sedan ställdes mot de bestämmelser som återfinns i ETAG 015. Dessa faktorer skall specificeras och ges ett värde/förklaring vilket kan fastställas via europeiska standarder, beräkning, beräkning och provning eller enbart via provning. Dessa beräkningar och provningar utförs av företaget eller av ett anmält organ. För att en CE-märkning ska vara möjlig måste även den tillverkningsprocess som produkterna i fråga genomgår granskas. Lövhults produkter tillverkas av stål (Ymagine D1) vilket bearbetas i en stansmaskin, bockningsmaskin och slutligen en svetsmaskin. Efter denna bearbetning skickas produkterna iväg för galvanisering och återkommer sedan till Lövhults för utleverans till kund. En plan för tillverkningskontroll ska upprättas och dokumenteras för att säkerställa kvalitén på de tillverkade produkterna. Den tillverkningskontroll som vi föreslår är av enkel natur och grundar sig på visuell kontroll av inkommande material, visuell kontroll av utfört arbete vid varje bearbetningsstation och slutligen en visuell kontroll inkomna av galvaniserade produkter. En tillverkningskontrollplan ska godkännas av ett anmält organ innan den kan anses giltig. Resultatet av denna undersökning är att ett flertal åtgärder måste vidtas och att kontakt med ett anmält organ måste tas för att Lövhults produkter ska uppfylla kraven som efterfrågas och därmed gå att CE-märka. Vi för en diskussion i slutet av rapporten vilket resulterar i slutsatser och rekommendationer gällande huruvida en CE-märkning av Lövhults produkter är något som är värt att satsa på eller inte.
Detta arbete är utfört som en fallstudie på Lövhults Svets & Smide AB (Lövhults) med intentionen att försöka skapa ett underlag för CE-märkning av de vinkelbeslag som företaget tillverkar. Tillsammans med företaget pekades fyra vinkelbeslag ut som lämpliga kandidater för en potentiell CE-märkning. För att erhålla kunskap och förståelse kring hur en CE-märkning av vinkelbeslag går till studerades dokument, standarder och bestämmelser från Europeiska Unionen vilket slutligen ledde oss till riktlinje ETAG 015. Denna riktlinje innefattar de bestämmelser som man skall förhålla sig till vid en CE- märkning av vinkelbeslag och den fungerar därmed som en teoretisk grundplattform. Utifrån detta dokument identifierades de faktorer som är relevanta att beakta för de fyra utvalda vinkelbeslagen hos Lövhults. En noggrann undersökning och granskning av produkterna genomfördes för att erhålla önskade specifikationer som sedan ställdes sedan mot de utpekade krav som återfinns i ETAG 015 för att kontrolla produkternas överensstämmelse. Analysen av denna jämförelse resulterar i slutsatsen att ett flertal åtgärder måste vidtas på produkterna och att en tillverkningskontroll behöver implementeras. Vidare förs en diskussion kring de för- och nackdelar en CE- märkning innebär av Lövhults vinkelbeslag. Rapporten avslutas med våra rekommendationer som baseras på de presenterade slutsatser som genererats.

The aim of the diploma thesis is to describe the building-technological project for the construction of a residential building in Hradec Králové. The apartment building is five-storey and has 33 residential units. The work is systematically divided into smaller logical units. First, the project is described in a technical report, followed by studies of the realization of the main building. After the description of the project, an indicative time and financial plan is prepared, which is refined by the schedule and budget itemization of the main building. An integral part of the design is mechanical engineering, staff balance and site construction equipment. To ensure the maximum quality of the work carried out, the technical regulations contain the control and test plans. In order to determine the supply possibilities of the construction it was necessary to carry out an assessment of the wider transport relations around the building.
