Countries with a federal form of government responded in distinctive ways to the health and economic crises caused by the Covid-19 pandemic. Constitutional INSIGHTS No.7 explores what can be learned from this experience about the purposes, design and operation of federations, including for the division and allocation of powers and fiscal resources; collaboration and cooperation between levels of government; and the challenges of democratic accountability. It builds on an earlier brief on Implementing Federalism (Constitutional INSIGHTS No.2) that examines some of these issues in a non-Covid context.

Abstract:
Focusing on the transnational flow and exchange of ideas, rather than on divisions and borders, this chapter emphasizes the ways in which early debates about ‘Sovietness’ related to multiple imaginings, understandings, and experiences of the ‘West’. This perspective builds on work that has reconsidered the history of the Soviet Union within the larger framework of European and North American modernity. ‘Being Soviet’ in the formative years of Bolshevism included ideas, technologies, and cultures that were ‘Western’. Some were openly and positively identified as such; others were covert or unacknowledged. The relationship was deeply ambivalent. But the resultant heterodoxy was notably different from Cold War concepts of the Soviet Union as rigid and impermeable.

Chapter 9 builds on the ethnographic approach of Chapter 8 but switches the focus to the fields of political activism, election campaigning, and government communications. It draws on fieldwork among party communication staff; communications staff working inside government departments and in the Prime Minister's Office in Number 10 Downing Street; the director of a prominent public relations company; and members of the renowned million-strong progressive political activist network, 38 Degrees. The chapter reveals how integrated divisions of labor between older and newer media practices are emerging in the daily work of actors in these fields, and how the different types of integration are sometimes bolstering and sometimes weakening the power of those whose dominance rests upon older broadcasting and print media practices.

Abstract:
The impact of bees on the world is immeasurable. Bees are responsible for the evolution of the vast array of brightly colored flowers and for engineering the niches of multitudes of plants, animals, and microbes. They’ve painted landscapes with flowers through their pollination activities and have evolved the most complex societies to aid their exploitation of the environment. The biology of the honey bee is one that reflects their role in transforming environments with their anatomical adaptations and a complex language that together function to exploit floral resources. A complex social system that includes a division of labor builds, defends, and provisions nests containing tens of thousands of individuals, only one of whom reproduces. Traditional biology texts present stratified layers of knowledge where the reader excavates levels of biological organization, each building on the last. This book presents fundamental biology not in layers but wrapped around interesting themes and concepts and in ways designed to explore and understand each concept. It examines the coevolution of bees and flowering plants, bees as engineers of the environment, the evolution of sociality, the honey bee as a superorganism and how it evolves, and the mating behavior of the queen.
