Full textUrban informality in the Global South is widely understood as an unofficial/illegal process exclusively driven by the urban poor, occurring beyond the State and solely enacted by the popular sector’s agency. On the other hand, it is considered a diametrically opposed alternative to conventional conceptions of planning, representing a form of urbanization that is independent of formal frameworks and in violation of planning rules and regulations. Yet, although a fact generally neglected by planning theory, the local dwellers of what have been called “informal settlements” comply with regulatory frameworks and the spatial outcomes of their settlement actions are frequently from the beginning in accordance with planning norms. This phenomenon is crucial for understanding how local dwellers’ rationality is often driven by their expectations in terms of accessing basic services and obtaining securing tenure. This thesis is aimed to theorize how and under what conditions various actors and their practices interact with the regulatory frameworks within the planning system to enable and sustain a mode of popular urbanisation in contemporary Buenos Aires. Therefore, this research centres the analysis on two spatial configurations of popular urbanisation in Buenos Aires – particularly Villa 20 and the toma de tierra of Guernica - and two corresponding positions assumed by policy makers and urban planners, starting from their relationships with local actors from a transversal perspective of governmentality on different focal points of encounter and disagreement. By adopting a relational and socio-material approach to the study of planning practices, the research provides a transversal reading across different actors and their rationalities at play observing their engagement with the regulatory frameworks. Through an ethnography of planning practices, the thesis provides a novel methodology for bringing into view the processes, practices, alliances, and agencies which are often invisible to policy makers. The thesis illustrates that popular urbanisation and planning need to be considered as urban assemblages that have numerous and unexpected ways of interlinking. Firstly, it recognizes the presence of conflicting, competing and conflating rationalities at play in popular urbanisation of Buenos Aires. Secondly, the thesis offers a novel insight into the strategies and tactics employed by planners in attempts to intervene in popular urbanization in Buenos Aires. Thirdly it proposes practices-centred recommendations for institutional change and social justice considering the technical as much as the political aspects of planning and interrogating the agency of materiality in urban processes. For policy makers and urban planners, a better understanding of the socio-technical configurations of popular urbanization can guide their actions to rearrange them toward coproducing urban governance.

This corpus is made up of two parts: scenes and portraits 1898-1900, wich groups together all the covers with caricatures from october 8, 1898, down to december 29, 1900, "the golden book of caras y caretas" which contains a series of portraits begun in january 1900. The aim of this worth is to give an interpretation of these caricatures, to recognize characters and place the events evoked through these drawings

Full textIn a context of social crisis, economic contraction and devaluation of the quality of life, interaction and social self-organized networks of citizens are emerging practices worldwide today. They represent a strategy of social innovation that allows people affected by unemployment, recession and the lack of a future to satisfy their physical, emotional and social needs. This research analyzes these social self-help forms as a challenge to build social capital in the framework of theCommons. Through the study of two experiences that are taking place in different urban and social contexts as can be the city of Bologna in Italy, and Buenos Aires, the capital of Argentina, this theoretical interpretation aims to analyze these forms of social self-organization and to rethink them as resources to build a shared social responsibility paradigm.

Full textLa investigación analiza la experiencia del Programa de Lotes con Servicios en Villa Brown, Florencio Varela, Provincia de Buenos Aires entre los años 2013 y 2020, llevado a cabo por el municipio a propuesta del Consejo Comunitario para la Tierra y la Vivienda. Este programa se lleva a cabo en el marco de la ley 14449 conocida como “Ley de acceso justo al hábitat” sancionada en el año 2012, utiliza terrenos de propiedad del municipio, con el objetivo de permitir el acceso a suelo urbano a la población del partido, en continuidad con las políticas más generales del Estado en materia de urbanizaciones sociales. En ese sentido se examinan las distintas lógicas y articulaciones puestas en juego por los protagonistas en el marco de esta experiencia, dada en un territorio determinado, con una población heterogénea, a partir de un modelo de política sobre el hábitat popular y teniendo en cuenta a las organizaciones e instituciones que trabajan en el territorio. Entre ellas podemos nombrar al estado en sus tres niveles: nacional, provincial y municipal, a la Pastoral Social del Obispado de Quilmes, Berazategui y Florencio Varela, a la Central de Trabajadores de la Argentina (CTA), el Movimiento Evita y la Corriente Clasista y Combativa (CCC). Esta investigación tiene como objetivo indagar las distintas articulaciones entre las familias, las instituciones y las organizaciones sociales entre sí, como también las lógicas que influyen en sus acciones, y su incidencia en el despliegue de la experiencia del Programa de lotes con servicios en Florencio Varela entre el 2013 y el 2020. Con ese objetivo, primero contextualizamos históricamente las trayectorias del Estado, las organizaciones e instituciones sociales involucradas en el tema de hábitat popular, específicamente en Florencio Varela y el impacto en los barrios y asentamientos del territorio, fundamentalmente a partir de la sanción de la Ley 14449 de Acceso justo al hábitat. Seguidamente, describimos a los actores intervinientes, sus metodologías de trabajo, y lógicas sectoriales puestas en juego a partir del concepto de matriz social. De esta manera buscamos problematizar las disputas por el acceso al hábitat en el conurbano sur de la provincia de Buenos Aires y la incidencia sobre la trayectoria de una política pública sobre el tema a partir de la experiencia de articulación y colaboración entre los distintos niveles del Estado, las instituciones y organizaciones sociales y los habitantes del loteo social, para luego concluir analizando las distintas lógicas relacionales y racionalidades puestas en juego al interior de las mismas.
