Abstract:
The purpose of this study was to focus on the Omnibus Budget Reconciliation Act of 1987 and the amendments of 1989 and 1990. Nursing assistants were placed in cluster groups of 300-hours, 120-hours, and 0-hours. Each subject's job performance of nursing care was observed using the Francis's Task Performance Rating Scale. The purpose of the analysis was to determine (1) if there was a significant difference in job performance of patient care between program completers and the challengers, (2) if there was a significant difference in the job performance of patient care between 300-hour and 120-hour, and (3) if there was a significant difference between the content required in OBRA mandated nursing assistant programs and actual job performance skills needed in patient care. It was determined that program completers' job performance of patient care was significantly different from the challengers.

Abstract:
This research presents the results of a qualitative and quantitative investigation to understand the challenges of public sector facilities management and maintenance to include the negative impact of deferred maintenance, it’s history, the current industry practices and the potential to reverse the negative impact of the current trend. History has been known to speak loudly, and with accuracy relative to the expansion of public facilities and the challenge to maintain them. The challenge to keep pace with the growing population and the ever-changing requirements for contemporary designs are felt in every sector of our public facilities. Regardless, we, the public trust that those responsible are managing these assets effectively and efficiently. Research indicates that this doesn’t appear to be the case. This study serves as a measurement against the historical performance of public facilities management practice. There have been decades of growth in public assets. During that time, innovation within operational practice and technology offer new opportunities for organizations to address issues of efficiency that translate directly in a measure of effectiveness. Given the continued outcry for additional funding, it seems that there are challenges that continue to exist despite the innovation offered. This study focuses on those challenges. Further analysis, based on successful models of public facilities management, provides insights as to what practices, if adopted, may drive the lesser achieving programs toward greater effectiveness. This paper also includes the results of a study that focuses on the current practices of public facilities management programs. The intent is to identify elements that either support or detract from efficiently operated, effective facilities departments. Given the nature of this industry, both objective and subjective elements were addressed. Objectively the organizational hierarchy and the associated communications pathways were identified. Subjectively, the lifecycle of the facilities mission was dissected and discussed throughout an interview process. Fifteen specified data points were addressed, which included questions related to accountability, effective communication, data driven program development, allocation of resources, documentation of work performed, continuous training and education and the use of technology. In order to reverse the declining momentum, we must first identify the most common areas that challenge facilities managers and understand how they currently address those challenges. This research will address the following questions: What do facilities managers perceive to be the greatest obstacles to ensuring their facilities are properly maintained? What factors do facilities mangers perceive to be the greatest challenge to ensuring sufficient resources are allocated to current maintenance? To what degree do facilities managers perceive that more effective communications would positively impact the effectiveness of facilities management and maintenance. The results of this research presents a comprehensive understanding of the challenges that face public sector facilities leadership teams, the history and creation of excessive deferred maintenance and finally, future opportunities that identifies best practices and presents an artifact that reflects a means to resolve those deficiencies identified within the current facilities management environment.

The purpose of this study is to evaluate the effectiveness of State Budget-Funded Overseas Training Project for Government Managerial Officers in Vietnam. The empirical analysis used data from 142 students who ever participate in project 165. In this study, principle component method is used for explorative factor analysis. Regressions is adopted to test the hypotheses. The result showed that the effectiveness of project most affected by candidate selection (ß1 = .488, p<0.05), followed by the funding management (ß4 = .335, p <0.05), the third factor is student supported (ß2 = .215, p<0.05), only country and program direction does not effect on project effectiveness (ß3 = . 048, p>0.05). From the t-test and ANOVA, we can conclude that there is no different between male and female. There is different between Leader and Staff. People of different age show the different level on the effectiveness. People studying at different country shows the different level on the effectiveness, and people study different program don’t have difference on the effectiveness. Based on the findings, the implications and limitations of this study were discussed in the last chapter.

Abstract:
Object detection is a fundamental problem in computer vision. Impressive results have been achieved on large-scale detection benchmarks by fully-supervised object detection (FSOD) methods. However, FSOD approaches require tremendous instance-level annotations, which are time-consuming to collect. In contrast, weakly supervised object detection (WSOD) exploits easily-collected image-level labels while it suffers from relatively inferior detection performance. This thesis studies hybrid learning methods on the object detection problems. We intend to train an object detector from a dataset where both instance-level and image-level labels are employed. Extensive experiments on the challenging PASCAL VOC 2007 and 2012 benchmarks strongly demonstrate the effectiveness of our method, which gives a trade-off between collecting fewer annotations and building a more accurate object detector. Our method is also a strong baseline bridging the wide gap between FSOD and WSOD performances. Based on the hybrid learning framework, we further study the problem of object detection from a novel perspective in which the annotation budget constraints are taken into consideration. When provided with a fixed budget, we propose a strategy for building a diverse and informative dataset that can be used to optimally train a robust detector. We investigate both optimization and learning-based methods to sample which images to annotate and which level of annotations (strongly or weakly supervised) to annotate them with. By combining an optimal image/annotation selection scheme with the hybrid supervised learning, we show that one can achieve the performance of a strongly supervised detector on PASCAL-VOC 2007 while saving 12:8% of its original annotation budget. Furthermore, when 100% of the budget is used, it surpasses this performance by 2:0 mAP percentage points.

Abstract:
Cat Ba langurs (Trachypithecus poliocephalus), endemic to Cat Ba Island (Vietnam), are a member of the limestone langur group (francoisi species-group) found in Laos, Vietnam, and China. With less than 75 individuals in the world, these Cat Ba langurs are Critically Endangered. This dissertation represents the first long-term behavioural study of the species (549 contact hours across 11 months), and provides socioecological information for two groups (n=17-20) living on the Cua Dong fjord, which can be used in conservation management. Like most other colobines, the majority of the Cat Ba langur diet is leaves (84% of their dietary budget). This may explain their activity budget, which is primarily inactivity (55% of their activity budget), followed by foraging (19%) and social behaviour and locomotion (12% each). Activity and dietary budgets vary seasonally, with animals spending more time in social behaviours in the wet season, when they eat more fruit, and more time in foraging in the dry season, when leaves are ingested more, suggesting they are energy maximisers. In addition, age differences were found, with adults spending the most time in social behaviours and resting. Social behaviour primarily includes grooming and playing with others - play is more common in younger animals, while older animals tend to groom more. Overall, they spend 58% of their days not in proximity to any other langurs. Adult males spend the most time alone, and seem to avoid young langurs. Disputes tend to be between adult females, and two females only tend to come together if there is a young langur acting as a ‘social glue’. Home ranges varied between groups with the larger group’s range being 50ha compared to just 22ha for the smaller group. In both areas, rocks and sparsely covered areas are used most often, which is due to the shrubby, discontinuous vegetation. Most of the langurs’ observable time is spent on exposed slopes (47%), followed by steep cliffs (38%), summits (11%), valleys (3%), and the ground (1%); this varied seasonally, likely to balance foraging needs with thermoregulation. The langurs used 22 sleeping sites, including ledges (61%) and caves (17%). When newborn, Cat Ba langurs are bright orange. They start to lose this natal coat as an infant, and become much darker during the young juvenile stage. As individuals age, they also become more independent and start to forage and locomote more on their own. These reported behaviours can be used to create a baseline for activity budgets, home range size, and habitat use, and development and maturation that can be used for comparative purposes in future studies. Results find that animals are behaviourally similar to other related species and their biggest threat is likely their small, fragmented population structure. To combat this, I support habitat protection, patrols, and enforcement; education and training; habitat corridors; and limiting the human population, as these support an entire ecosystem while teaching locals the importance of biodiversity, reducing resource competition, and fragmentation from infrastructure, and providing a means for the langurs themselves to disperse.

The purpose of the work was the need to theoretically justify and practically confirm that the program of educational institution development of secondary vocational education is a mechanism for the implementation of state policy in the system of secondary vocational education. The first chapter describes the theoretical and legal basis of state policy in the field of secondary vocational education. The second chapter analyzes the system of legislation in the field of secondary vocational education and shows a three-level model of public administration for the secondary vocational education development. The third part of the work presents the program of educational institution development as a mechanism for the implementation of state policy in the system of secondary vocational education. The conceptual frame of the program of the professional educational organization development is based on the example of the State Budget Professional Educational Institution “Social Professional College "Builder". The development program of the State Budget Professional Educational Institution “Social Professional College "Builder" is developed in accordance with the state policy in the field of education in order to improve the system of training of construction personnel at the secondary vocational education level. The program is aimed at bringing together the interests of the college and the construction industry of the Sverdlovsk region.

Программа развития ГБПОУ СО «Социально-профессиональный техникум «Строитель» разработана в соответствии с государственной политикой в сфере образования в целях совершенствования системы подготовки строительных кадров со средним профессиональным образованием. Программа направлена на сближение интересов техникума и рынка строительной индустрии Свердловской области.
