ABSTRACT This project provides students with an opportunity to develop a master budget for a merchandiser. Students work in a team environment that also helps them discover budget process issues. The project consists of two parts. The first part requires students to grasp the mechanics of master budget creation and develop an understanding of how the individual budgets fit together and how information flows from one budget to other budgets. The second part of the project requires students to create new budget information when given a different organizational structure and incentive system. Both parts of the project expose students to budget process issues related to communication, cooperation, public/private information, information sharing, truth telling, and the influence of incentives on the budget process. The project is directed at undergraduate students in Managerial or Cost Accounting courses. We also present modifications that emphasize the budget process issues that would be useful for a graduate-level managerial accounting course (Master's in Management or M.B.A.).

Abstract:
The research conducted aims to obtain an overview of the education and training budget for improving the professionalism of teachers in Mamuju district, using a qualitative approach. The technique used in determining research informants is purposive sampling. The data collection was carried out with participatory observation techniques, semi-structured interviews and document review. The results of the study show that the education and training budget planning process for increasing the professionalism of teachers in Mamuju District is not yet fully ideal for implementing the five principles that are theoretically believed to be good budgeting principles in the public sector. There are many influential factors in the budget planning process, namely apparatus resources, planning documents (development and budgeting), nominative lists, budgets, and facilities (facilities and infrastructure). The education and training budget for increasing teacher professionalism in the government in the Mamuju district faces the following constraints: 1. Limited resources; 2) participant mechanisms for education and training for improving teacher professionalism; and 3) communication and coordination of related parties that are still weak. To overcome these various obstacles, interested parties have made staff review efforts to the regents, improved budgets and organized education and training for improving teacher professionalism and increasing the intensity of communication and coordination with various relevant parties.

Abstract This article presents findings from a production analysis of the Danish public-service television channel DR3’s fiction production Anton 90, which was made in cooperation with a small independent production company called New Creations. In the context of intensified competition on the Danish market for fiction series, the ambivalent cooperation behind this production exemplifies the low-budget efforts of a traditional public service institution to produce the fiction series that their younger target audience desires. The article uses a narrative-discursive approach to creativity and develops the term creative assumptions in order to analyse how media professionals’ implicit assumptions about conditions for creativity can influence the production process, and can generate disagreements. The analysis shows that the value of Anton 90 as a product is negotiated socially by the involved parties who have quite different assumptions about how production conditions can promote creativity, and suggests that a low-budget production can still be labelled as “successful”.

BackgroundCommunication failure is a common cause of medical errors and adverse events. Within the operating room (OR), there are many barriers to good communication, which can adversely affect patient outcome.ObjectiveImplementing a simple, cost-neutral tool aimed at improving intraoperative communication and engagement.MethodsThree anaesthesiology residents collected data using a data sheet and tailored surveys distributed to OR staff. Data were collected over a 2-week period in 2019, with 1 week each of preintervention and postintervention data collection. The intervention consisted of wearing OR caps displaying the first name and role of the anaesthesia resident clearly on the front.ResultsA total of 20 data sheets and 48 preintervention and postintervention surveys were collected for a response rate of 57%. There was a statistically significant increase in OR staff knowledge of the anaesthesia resident’s name (66% vs 100%, p=<0.001), an increase in the mean number of times the surgical providers addressed the anaesthesia residents (3.6 vs 7.8, p=0.0074) and an increase in the mean number of times the surgical providers addressed them by their first name (0.7 vs 4, p=0.0067). Comments received during the intervention were positive with overwhelming support.ConclusionsThis study demonstrated that a simple, cost-effective intervention can result in dramatic improvement in intraoperative communication and engagement between teams.

The purpose of this study is to gain an understanding and know the factors that influence political communication and budgeting functions of the Indragiri Hulu District Parliament. Research informants numbered 6 people who were determined through incidental sampling. The results of this study indicate that in the determination of the budget, Indragiri Hulu Regency DPRD through the Budget Agency together with the Regional Government Budget Team (TPAD) agreed on the General Budget Policy - Priority Budget Ceiling (KUA-PPAS) based on the budget guidebook. Political communication in the budget function has a distinctive form, strategy, media and activity, political construction that leads to interests built on the reality of knowledge, public awareness, public discourse resulting from the political construction of budget management, the relationship between government spending and regional revenues so the budgeting function works based on fiscal policy, the allocation function and the principle of equitable development. The APBD also forms the basis for regional financial control, inspection and supervision activities as seen from the budget cycle of the APBD budget which starts on January 1 and ends on December 31 of the year concerned consisting of the preparation and stipulation of 1 year before the fiscal year, implementation 1 year during the year current budget and APBD accountability reports. Many wireless applications, such as wireless LAN and cellular network, have adopted this technology to improve their system performance. However, the effect of MIMO systems has not been investigated in the case of inductive near field short range communications. The purpose of this paper is to explore a new method for increasing the magnetic communication range using MIMO. Three system models includingMISO, SIMO and MIMO are proposed to characterize the number of transmitters and receivers to the link. These models have helped to extend not only the range but also the communication channel in NFMIC.

The fourth generation of optical fibers is wavelength division multiplexing (DWDM), where several wavelengths propagate in a single optical fiber. This technique strongly supports broadband communication that is currently being developed. An optical amplifier (EDFA) is required for transmitted information to be received at the appropriate distance limits. The problem, where EDFA should be located and how to overcome the chromatic dispersion of signals occurs, especially on remote communications using SMF 28. The power budget analysis starts from the calculation of the distance between the amplifier and the strengthening of EDFA using the solution wave equation, where the large dispersion of chromatic fiber and the desired range becomes the determinant of the optical amplifier. Case study for 200 km of communication distance need three amplifiers with a space of about 80km. When a 1 GHz bandwidth is converted to 10 GHz, OSNR on each amplifier will decrease by 10 dB.

In the tropical regions, when a signal is transmitted from a transmitter to a receiver, the signal gets highly attenuated because of heavy rainfall. By using different diversity techniques, this signal attenuation is minimized. The multiple-input multiple-output (MIMO) system is an antenna diversity technique, and in this paper, this technique has been applied to the proposed communication link model designed for 5G communication in the tropical regions. Here, a proposed link budget has been set down to enhance the signal power and signal-to-noise ratio (SNR) at the receiver. In this paper, an experimental data sheet has also been adopted to achieve the desired result of the proposed link budget. In fine, a comparison of assumption values of the proposed link budget with practical values obtained from the experimental data sheet has been displayed in the result analysis part.

Aeronautical Communication (AC) systems are likely to be a part of future tiered communication network structures. Therefore maintaining a robust AC link with a minimum power burden on the host platform has a critical importance. In this paper, we analyze the AC systems from a link budget analysis point of view and define the requirements for the parameters of link budget with an emphasize on antenna gains. First, we study the link budget analysis in an AC system. Then, we present a mathematical framework to provide an end-to-end link budget analysis utilizing the platform kinematics. Finally, we present the numerical results for typical AC scenarios and discuss that these results can be used for calculating the real-time link budget and electronic beamforming to provide a robust link.

The purpose of this study was to determine the effect of budget participation, budget communication and budget details on the performance of local government budgeting. The object of this research is employees who work in the Government of East Lampung Regency and taken 3 people consisting of SKPD Leaders, Treasurers, and Planning (Kasubbag/Kasi). A total sample of 162 came from 54 SKPD and the analysis tool used was multiple linear regression. The results showed that budgetary participation, budget communication and budget detail had positive effect on the performance of the budget preparation of the East Lampung Regency Government. The more SKPD leaders carry out detailed budget oversight functions, they will be able to reduce the occurrence of budget irregularities, so that the performance of budget preparation is better. Suggestions proposed in this study are: The Government of East Lampung Regency has to improve capabilities and encourage more active participation by providing education programs and training on a regular budget preparation to the employees. SKPD Leaders involve more employees who are involved in budgeting activities during the implementation of the East Lampung Regency Development Plan Deliberation (Musrenbang) from the subdistrict level to the district level deliberation. East Lampung Regency Government has to use the budgeting system with the E-Budgetting System to avoid budget irregularities. Future studies are suggested including other variables outside the budget planning model variables as moderating variables to measure the performance of budgeting.

This study aims to find out how the political process in preparing the budget carried out by local government institutions in reaching consensus. Budget politics is interpreted as an effort made by the actors (legislative and executive) to fight for the interests of the community. However, the implementation of budget discussions that produce budget legitimacy is still of a formal legal nature. The study was conducted using a critical paradigm approach with the analysis tool of Habermas the theory of communicative action. This theory emphasizes the realization of mutual communication over each other's consciousness without any pressure from any party. So that the communication model that is built is dialogic to achieve mutual understanding. To achieve effective communication, it must fulfill claims of validity consisting of comprehensibility, truth, sincerity, and rightness. Data collection techniques using the method of observation, in-depth interviews, and documentation. In the view of Habermas the theory of communicative action, the rationality that guides the actions of the actors is instrumental rationality and target (strategic) rationality. Weaknesses in the validity of honesty claims have implications for the quality of consensus that is not good so it does not show a budget based on communicative rationality

The rising cost of an industrial sales call underscores the need for integration of personal selling with other modes of industrial communication, notably advertising, within the overall context of efficient resource deployment. The authors propose an approach to assess the joint impact of advertising and personal selling effort on sales of a mature industrial product and thereby to plan the overall communications budget and its split between advertising and personal selling. Through an empirical application, they demonstrate the estimation of a communications response model and its use as an input to the planning process. In the illustration, the model's recommendation calls for an increase in the total communications budget over the current level, as well as some reallocation among its elements, based on a multiperiod profit-maximizing objective. Finally, to obtain a more general understanding of communications budgeting under different market situations, the authors employ the model to investigate analytically the impact of key market factors on the optimal level and allocation of communications effort.

ABSTRACTThe Budget is a newspaper which has served Amish communities for over a hundred years by disseminating community news to Amish settlements across North America. The main feature of this newspaper are newsletters written by volunteers from local Amish settlements, called “scribes,” who report news and happenings from their church districts. In this study the generic characteristics of the newsletters are identified, as is their role in the reproduction of Amish cultural values. The newsletters display generic consistency demonstrated in the predictable location, form, and content of the components of the newsletter. Scribes' reports of community news report events which are central to maintaining the importance of the interpersonal basis of Amish community life, and serve to maintain those items as reportable and noteworthy topics in the Amish communicative economy. In this research, optical communication coding systems are designed and constructed by utilizing Frequency Shift Code (FSC) technique. Calculations of the system quality represented by signal to noise ratio (S/N), Bit Error Rate (BER),and Power budget are done. In FSC system, the data of Nonreturn- to–zero (NRZ ) with bit rate at 190 kb/s was entered into FSC encoder circuit in transmitter unit. This data modulates the laser source HFCT-5205 with wavelength at 1310 nm by Intensity Modulation (IM) method, then this data is transferred through Single Mode (SM) optical fiber. The recovery of the NRZ is achieved using decoder circuit in receiver unit. The calculations of BER and S/N for FSC system at maximum fiber length at 61.2 km equal to 2.30551×10-12, 47.88526 dB respectively. The power budget for FSC system was calculated to be 29 dB. Results show that the BER increases when the received optical power decreases the due to increase of the optical fiber length61.2 km. while S/N decreases. The optical power budget increases as the transmitted optical power increases.

To optimally set marketing communication (“marcom”) budgets, reliable estimates of short-term elasticities and carryover effects are required. Empirical generalizations from meta-analyses of prior field studies can help guide these decisions. However, the last such meta-analysis of marcom carryover effects was performed on Koyck model–based estimates collected before 1984 and was confined to mass media advertising. The authors update and extend extant empirical generalizations via two meta-analyses of carryover estimates compiled from studies encompassing personal selling, targeted advertising, and mass media advertising, using diverse model forms, until 2015. The first is focused on and utilizes 918 estimates of the carryover proportion of the total effect, termed long-term share of the total effect, and the second focuses on 863 derivable estimates of 90% implied duration intervals. The authors find the mean long-term shares of the total effect for personal selling (.687) and targeted advertising (.650) are distinctly larger than that for mass media advertising (.523) and the corresponding median 90% implied duration intervals are 12.6, 2, and 3.4 months, respectively. The authors conclude by discussing differences by model type and the implications for marcom budget-setting and analyses.

In satellite communication, Link Budget analysis is the most important part to determine gains and losses of signals from the transmitter to the receiver. Most importantly, it investigates system performance and optimum power which must be received at the receiver channel. In some cases, this information could be generated, saved for past data analysis, and share with peer users which are not found in existing web tools. Thus, it is obvious to design a new Link Budget calculator with users, database, and data retrieval support. This work focuses on designing a Link Budget web tool for X-band satellite communication through literature study and comparative analysis. The X-Band calculator is designed based on HTML, PHP, Javascript, and MySQL by ensuring several security issues, and can be accessed through mobile devices. This paper also focuses on the necessary equations of Link Budget for Uplink (Tx); Satellite; Downlink (Rx); Azimuth, Elevation, Distance analysis; and Rain attenuation. Though, comparative assessments among various web tools show some fluctuations, overall outputs show satisfactory results with small % of Errors (PoE) ensuring reliability and viability of the proposed X-Band tool for practical use.

AbstractThis study aims to analyze the effect of motivation, budget participation and communication on organizational performance with job satisfaction as an intervening variable. There are results of previous studies that are inconsistencies regarding the effect of budget participation on performance so motivating in conducting this research. The research method uses a quantitative method, an analytical tool that is SmartPLS Version 3.0. The population of this study is all universities in Lebak Regency, the sample method uses saturated samples. The results of the study show that communication and job satisfaction have a significant effect on organizational performance. Then, motivation and communication on organizational performance with job satisfaction as an intervening variable have a significant influence. Whereas, motivation and budget participation do not have a significant effect on organizational performance and budget participation on organizational performance with job satisfaction as an intervening variable that does not have a significant effect. AbstrakPenelitian ini bertujuan menganalisis pengaruh motivasi, partisipasi anggaran dan komunikasi terhadap kinerja organisasi dengan kepuasan kerja sebagai variabel intervening. Abstract. Previous geodetic estimates of mass changes in the Karakoram revealed balanced budgets or a possible slight mass gain since ∼ 2000. Indications of longer-term stability exist but only very few mass budget analyses are available before 2000. Here, based on 1973 Hexagon KH-9, ∼ 2009 ASTER and the SRTM DTM, we show that glaciers in the Hunza River basin (central Karakoram) were on average in balance or showed slight insignificant mass loss within the period ∼ 1973–2009. Heterogeneous behaviour and frequent surge activities were also characteristic of the period before 2000. Surge-type and non-surge-type glaciers showed on average no significantly different mass change values. However, some individual glacier mass change rates differed significantly for the periods before and after ∼ 2000.

Due to the flourishing development of vehicle-to-vehicle (V2V) communications and autonomous driving, interference between radar sensing and communication signals becomes a challenging issue. We propose a transmit beamforming based spectrum sharing scheme to achieve peaceful coexistence between automotive multiple-input multiple-out (MIMO) radar and communication systems. Our objective is to maximize the signal-to-interference-plus-noise ratio (SINR) of the automotive radar receiver subject to the communication capacity and the transmitted power budget constraints to optimize both the communication covariance matrix and the radar transmit precoder. The formulated optimization problem is non-convex, which is converted to convex by introducing a new slack variable and then solving it using the block coordinate descent, also called alternation optimization, approach. Additionally, the ellipsoid sub-gradient method is then employed to reduce the computational complexity. Simulation results demonstrate that our proposed scheme outperforms the conventional schemes.

Moreover, budgetary participation intensity affects indirectly innovation when these variables are embedded in Path Analysis Modeling as mediators between budgetary participation and innovation.

This article addresses the audience reception of sensationalist newspapers in interwar Australia through a case study of Sydney weekly Beckett's Budget. During a libel trial brought against Beckett's in 1928, readers came to its defence and their testimony reveals overlaps between reading and political allegiances: reading Beckett's equated with voting Labor. While histories of sensationalist media in Australia have rightly emphasised illicit sexuality and public outcry, connections between sensationalism and working-class political movements remain on the margins of academic interest. Responding to the question ‘Do you read Beckett's?’ readers' evidence at the trial constitutes an audience response and invites debate over the ways gender and class could inform political engagement in the 1920s. Viewing Beckett's Budget outside of ‘brown paper’ and beyond the sensationalist genre reveals a shift in Australian political culture as party strategists embraced a broader electorate, using Beckett's Budget to tap into the culture and concerns of interwar society.

This study extends the stream of participative budgeting literature and, specifically, the work of Frucot and Shearon (1991). This study employs an expanded version of the path model introduced to this literature by Kren (1992) to examine and compare the budget participation-performance relationship for U.S. and Mexican mid-level managers. The expanded path model allows the examination of both the direct effects of budget participation on performance and the indirect effects of budget participation on performance that run through job satisfaction and job-relevant information. The primary findings of this study are that while there are strong associations between budget participation and performance for both U.S. managers working in the U.S. and Mexican managers working for U.S.-controlled maquiladoras in Mexico, the causal mechanisms connecting budget participation to performance are quite different between these two groups. The information-communication aspect of the budget participation-performance relationship is much stronger among our Mexican managers and strongest among our Mexican managers who may face the greatest psychic distance from their U.S. parent companies: those who are not bilingual, and/or those who are supervised by U.S. nationals.

Firstly, the communication topology among agents is modeled as an undirected and connected graph, and a new formation control protocol with an energy integral term is proposed to realize formation control and to guarantee the practical energy assumption is less than the limited energy budget. Then, by the matrix inequality tool, sufficient conditions for limited-budget formation design and analysis are proposed, respectively, which are scalable and checkable since they are independent of the number of agents of a swarm system and can be transformed into linear matrix inequality constraints. Moreover, an explicit expression of the formation center function is given, which contains the formation function part and the cooperative state part and is not associated with the derivatives of the formation functions. Finally, a numerical simulation is shown to demonstrate the effectiveness of theoretical results.

In the midst of budget constraints, marketers need to plan their choices of messages and communication tools appropriately and efficiently. As studies exploring both factors and their interactions are rare, this study uses the advertising, sales promotion and public relations messages of a retail outlet, to study the effects of two different types of message variation: cosmetic and substantive and three choices of communication tools on consumer response on the messages and on the brand. An experiment of 198 subjects under six conditions reveals significant main effects and an interaction for consumer response on the messages. However, only message variation significantly affects consumer response on the brand. Customers generally seek for the types of messages and communication tools that can increase the amount of information and perceived value to make an informed purchase decision. Discussions of the results and implications for marketing communications are provided.

Previous research on supplier involvement in product development projects has produced contradictory results, with some studies showing a positive relationship, others no relationship, and still others a negative relationship between supplier involvement and project performance. Drawing on data from 124 managers, project leaders, buyer members, and supplier members pertaining to 28 product development projects, the authors find that buyer-supplier collaboration positively relates to product quality, adherence to product cost targets, adherence to development budgets, and adherence to development schedules. Furthermore, their analyses show that communication frequency and intensity has a curvilinear (inverted U-shaped) relationship with project development budget and product cost.

Participatory budgets are a popular form of co-decision of residents about public space and quality of life in the city. Projects submitted to participatory budgets respond to needs such as recreation, health, communication and safety. This article evaluates the projects from 2016-2018 of the Wroclaw Participatory Budget in terms of aspects related to the wider issue of natural capital and climate change. The results obtained indicate that despite increasing financial outlays on projects that can contribute to strengthening environmental and climate aspects, the share of investments directly targeted at their implementation is relatively small. A total of 201 projects were analyzed, of which 12% directly and 18% indirectly referred to issues related to natural capital and/or climate change.

We examine a setup where two agents allocate a fixed budget between public goods in two areas. The agents may be biased to one area, which is their private information. Without communication, the funds are allocated inefficiently, resulting in gaps and duplication in public good provision. Direct communication between the agents is ineffective and cannot resolve the coordination failure even when the potential biases are negligible. Coordination can be improved by a mediator who filters the information communicated by the agents.
