Es zeigt, wie Eliten Naturkonservierung nutzen, um ihre Privilegien auszubauen, und sich romantisierte Vorstellungen der lokalen Kultur zur persönlichen Erfüllung aneignen. Der Autor betont die Bedeutung von Naturerhaltung für den Überreichtum und dessen Akkumulation. Zusätzlich beleuchtet das Buch die psychologischen Konflikte der Superreichen auf der Suche nach Authentizität. Im vorliegenden Beitrag gilt die Aufmerksamkeit dem Topos vom Buch der Natur in der deutschen Prosa der Frühromantik und seinem Verhältnis zu rhetorischen Figuren, die auf die transzendente Quelle der Natur verweisen. In den Vordergrund rückt die von den romantischen Dichtern betonte Unmöglichkeit, die Chiffren und Hieroglyphen der Natur zu enträtseln. Ursprünglich bedeutete das Buch der Natur eine an den Menschen gerichtete chiffrierte Mitteilung Gottes bzw. des Geistes. Die Romantiker betrachten die Natur als geheimnisvolle Chiffre, die in zunehmendem Maße unverständlicher wird. Die Fragestellung im Artikel lautet: Mithilfe von welchen rhetorischen Mitteln wird der geistige Charakter der Natur ausgedrückt und in welchem Zusammenhang steht der genannte Topos mit dem Problem des beschränkten Sprach- und Erkenntnisvermögens in der Literatur um 1800.

Abstract Although Notker III. is known for his highly sensitive language and rhetorical skills, his texts are not considered to be poetic works. Yet, in his translation-cum-commentary on a Latin poem from Boethius’ ›Consolatio‹ Notker uses poetic techniques – figurative and especially acoustic references and a modified rhetorical structure – to communicate a new meaning. Scholarship is thus confronted with the particularities of commentary aesthetics. The article also shows that Notker’s text, interwoven with the phrases of the Latin poem, is dialogical on the level of commentary (Christian answers to Boethius’ lines), on the level of content (answers to the mysteries of nature and their hidden meanings) and on the pragmatic level of his monastic school (communication with the students).

Depuis une vingtaine d’années, les feux de brousse constituent un phénomène récurrent et préoccupant en Nouvelle-Calédonie, car ils menacent des formations végétales endémiques et particulièrement originales, et mettent en péril les équilibres environnementaux du territoire insulaire de la Nouvelle-Calédonie. Répondant à une commande de la Province nord de la Nouvelle-Calédonie, ce travail entendait mettre au jour les usages contemporains du feu, en particulier en milieu kanak. De l’ethnographie de pratiques interdites à l’analyse socio-historique du secteur forestier, cette thèse explore la manière dont le phénomène des feux de brousse a été pensé et encadré sur la longue durée coloniale. Loin de constituer un phénomène nouveau, les feux de brousse sont un élément constitutif de la conquête coloniale et de la ségrégation raciale qui ont marqué l’histoire de la Nouvelle-Calédonie. Devenu un « problème public environnemental » dans les années 1970, le phénomène a progressivement acquis le caractère de menace pour la biodiversité, de telle sorte que les politiques environnementales contemporaines se concentrent sur l’éradication du phénomène, via le renforcement de politiques de sensibilisation et de lutte contre les feux. Dans le même temps, les usages et représentations kanak passés et contemporains du feu, et plus largement de l’environnement naturel, ont été très fortement réprimés et de facto rendus invisibles.Au-delà de ces aspects environnementaux, l’analyse de la question des feux de brousse permet d’explorer des questions politiques : de la construction et de la formation de l’État colonial en Nouvelle-Calédonie, à sa transformation depuis les Accords politiques de Matignon-Oudinot (1988) et de Nouméa (1998). L’ensemble de cette thèse explore ainsi la trajectoire coloniale et postcoloniale calédonienne à l’épreuve du phénomène des feux en étudiant l’évolution des structures règlementaires et des institutions forestières, mais également la circulation des savoirs liés aux feux et aux forêts, et le rôle essentiel des acteurs dans ces processus. Ce travail met en évidence les liens multiples entre des formes de savoirs et des structures de pouvoir, et en particulier la sédimentation progressive de certaines formes d’ignorance, et le rôle des acteurs dans leur maintien. Il permet également de documenter l’histoire environnementale de l’ile depuis son annexion par la France et de renouveler les questions relatives à la gestion de cet environnement naturel. L’analyse de l’évolution de la problématique des feux de brousse, et sa prise en charge par les institutions calédoniennes ouvrent des questions intéressantes et importantes sur la formulation de politiques environnementales dans un contexte de décolonisation négociée
For almost twenty years, bush fires have been a recurrent phenomenon and serious concern in New Caledonia, because they threat endemic and particularly original vegetal formations, and endanger the environmental equilibrium of the insular territory of New Caledonia. Meeting a demand formulated by the Northern Province of New Caledonia, this work intended to describe the contemporary uses of fire, particularly in the Kanak world. From the ethnography of forbidden practices to the socio-historical analysis of the forest sector, this doctoral research explores the way the bush fires phenomenon has been thought out and framed on the colonial long-span. Far from constituting a new phenomenon, bush fires were a constitutive element of the colonial conquest and racial segregation which marked New Caledonia’s recent history. Having become an “environmental public problem” in the 1970’s, the phenomenon was progressively characterized as a threat to biodiversity in such a way that contemporary environmental policies concentrate on its eradication through the reinforcement of awareness campaigns and firefighting policies. Nevertheless both past and contemporary Kanak uses and social representations of fire and more generally of natural environment have been severely repressed and actually made invisible. Beyond those environmental aspects, analyzing the question of bush fires enables the exploration of political questions: from the colonial state construction and formation in New Caledonia to its transformation since the political agreements of Matignon-Oudinot (1988) and Nouméa (1998). The thesis as a whole thus explores the New Caledonia colonial and post-colonial trajectory through the lens of the fire phenomenon. For this, it studies the evolution of regulatory frameworks and forestry institutions, but also the circulation of fire and forests knowledge, and the critical role of social actors in those processes. This work highlights the multiple links between forms of knowledges and structures of power, in particular the gradual sedimentation of some forms of ignorance and the role of social actors in reproducing them. It also allows documenting the environmental history of the island since its annexation by France and offering fresh insights into questions regarding the management of natural environment. Analyzing how the bush fires issue evolved over time and how it was dealt with by Caledonian institutions opens up meaningful and relevant questions for the formulation of environmental policies in the current context of negotiated decolonization

Abstract:
The thesis examines the international law pertaining to the use of force by states, in general, and to the use of force in self-defence, in particular. The main question addressed is whether the use of force, which was purported to be in self-defence, by the United States, the United Kingdom and their allies against al Qaeda, the Taliban and Afghanistan, beginning on 7 October 2001, was lawful. The thesis focuses not only on this specific use of force, but also on the changing nature of conflict, the definition of terrorism and on the historical evolution of limitations on the use of force, from antiquity until 2006. In the six chapters which trace the epochs of international law, the progression of five inter-related concepts is followed: limitations on the resort to force generally, the use of force in self-defence, pre-emptive self-defence, the use of forcible measures short of war, and the use of force in response to non-state actors. This historical analysis includes a particular emphasis on understanding the meaning of the 'inherent right of self-defence', which was preserved by Article 51 of the United Nations' Charter. This analysis is then applied to the use of force against Afghanistan which occurred in 2001. Following the terrorist attacks of 11 September, the US and the UK notified the United Nations Security Council of their resort to force in self-defence under Article 51. Each element of Article 51 is analysed and the thesis concludes that there are significant doubts as to the lawfulness of that decision to employ force. In addition to the self-defence justification, other possible grounds for intervention are also examined, such as humanitarian intervention, Security Council authorisation and intervention by invitation. This thesis challenges the common assumption that the use of force against Afghanistan was an example of states exercising their inherent right to self-defence. It argues that if this particular use of force is not challenged, it will lead to an expansion of the right of self-defence which will hinder rather than enhance international peace and security. Finally, this thesis draws on recent examples to illustrate the point that the use of force against Afghanistan could become a dangerous precedent for the use of force in self-defence.

This thesis contends that the image of fire is a multivalent and theologically valuable image for application in British Christian communities. My research offers an original contribution by contextualising the image of fire for Christian practice in Britain, and combining critical observation of several contemporary fire rites with theological analysis. In addition, I conduct original case studies of three Scottish fire rituals: the Stonehaven Fireball Ceremony, the Beltane Fire Festival, and Up-Helly-Aa in Lerwick, Shetland. The potential contribution of fire imagery to Christian practice has been overlooked by modern theological scholarship, social anthropologists, and Christian practitioners. Since the multivalence of the image has not been fully recognised, fire imagery has often been reduced to a binary of ‘positive' and ‘negative' associations. Through my study of non-faith fire rituals and existing Christian fire practices, I explore the interplay between multivalence, multiplicity, and liminality in fire imagery. I demonstrate that deeper theological engagement with the image of fire can enhance participation, transformation, and reflection in transitional ritual experience. I argue that engaging with the multivalence of the image of fire could allow faith communities to move beyond dominant interpretive frameworks and apply the image within their own specific context. First, I orientate the discussion by examining the multivalence of biblical fire imagery and establishing the character of fire within the British social imagination. Second, I use critical observation of community fire practices in non-faith contexts to build a new contextual framework for the analysis of fire imagery. Finally, I apply my findings to a contextual analysis of existing Christian fire practices in Britain. Throughout, I argue that sensory and imaginative interaction with the image of fire provides a way to communicate and interact with theological ideas; experience personal and communal change; and mediate experience of the sacred.

The purpose of this diploma thesis is to analyze the experience of motherhood in the selected works of the female Nigerian author, Buchi Emecheta. The books chosen for the analysis include "Second-Class Citizen" and "The Joys of Motherhood". The theoretical part introduces the writer and gives an insight to the history, culture, and the position of women in Nigeria. This is followed by a discussion of universal topics reflecting the issues of motherhood: the influence of patriarchy on the institution of motherhood, the pressure to be a perfect mother, the preference for boys, and the parent-child relationship. The practical analysis reveals that the chosen topics appear problematic in the motherhood experience of the main protagonists from the selected books. By discussing the mentioned topics, the writer intends to improve the position of women in Nigeria through the strong moral teachings in her works.

ZusammenfassungIm Zeitalter des Anthropozäns gewinnt die Frage nach Rechten der Natur an Bedeutung. Wie David Boyd in seinem Buch „The Rights of Nature – A Legal Revolution That Could Safe the World” aufzeigt, anerkennen immer mehr Staaten jursistische Rechte der Natur. Dieser Beitrag geht der Frage nach, welche Verständnisse von Beziehungswiesen zwischen Mensch, Tier und Umwelt dieser Anerkennung von Rechten zugrunde liegen und ob diese Entwicklung tatsächlich einer Revolution gleichkommt. Konzepte wie das kürzlich von den Vereinten Nationen ankerkannte Recht auf eine gesunde Umwelt, die ökozentrische Ausweitung des Status als Rechtssubjekt sowie auf posthumanistischen Theorien beruhende Rekonfigurationen des Rechtssubjekts werden vorgestellt und kritisch diskutiert. Abschließend wird skizziert, wie die Politische Bildung mit den aus diesen Überlegungen hervorgehenden Verschiebungen, Verschränkungen und Herausforderungen arbeiten kann.

The climate change observed in recent decades affects all phases of river water availability, so it is an actual task to study the time series trends of the Pivdenny Buh River basin average annual hydrometeorological characteristics in the context of modern climate change. Each year, research on climate change in Ukraine becomes increasingly relevant and in demand. This is due to the long-term trend in air temperature throughout the country, which indicates an increase in air temperature. There is an increase in the frequency of meteorological hazards in different regions of Ukraine. Climatologists detect climate records accompanied by abnormally warm winters and a shift in seasons. There is a redistribution of precipitation in time and space. In recent decades, due to an increase in air temperature, there has been a tendency to increase absolute air humidity and, consequently, decrease relative air humidity, which affects the amount of evaporation from the surface of catchment areas and water bodies. In order to research the influence of climate change on the annual distribution of the Pivdenny Buh River basin water balance components, a retrospective (as of 2020) analysis of time series of hydrometeorological factors and characteristics of the annual runoff of the rivers of the Pivdenny Buh River basin was conducted. The constructed time series graphs of the Pivdenny Buh River basin air temperature in indicate the presence of a pronounced general trend towards an increase in air temperature, which certainly affects the amount of evaporation in the basin, which is included in the water balance equation as an indicator of losses in river catchments. The time series graphs of the Pivdenny Buh River basin absolute air humidity according to the data of separate meteorological stations of the Pivdenny Buh River basin indicate a general tendency to increase values over a multi-year period. The difference integral curves of average annual values of absolute air humidity of the Pivdenny Buh River basin are cyclical in nature with a tendency to decrease from the beginning of the study period until 1998. Since 1998, there has been an upward trend in absolute air humidity. The total annual precipitation, which is the incoming part of the water balance of rivers, tends to decrease. Total annual precipitation has been cyclical, with a downward trend since 1980, an upward trend since 1995, and a downward trend again until 2020. The time series graphs of annual water layers (averaged over the period from 1980 to 2020) of the rivers of the Pivdenny Buh River basin show that there is a tendency to decrease values over a multi-year period, and the difference integral curves indicate the presence of cyclical variability in the annual runoff of the study area rivers – an increase in runoff until the late 90s of the last century, a decrease until 1995, then an increase until the early 2000s and then a decrease again (except separate gauging stations). The time series graphs and difference integral curves of the annual water layers of the Pivdenny Buh River basin rivers are mostly synchronous, i.e., the same course of water content is observed throughout the entire time interval.

The tightness of valves, compressors and pumps is ensured by superposed braided rings installed in a system of stuffing-box. The nature of the packings material and structure, which is like a rectangular braided cord, influences the proper stuffing-box assembly behavior. During installation, a minimum compressive load is required to ensure a minimum level of tightness. A fairly large percentage of this axial compression load is transferred to the radial direction to generate the contact pressures at the packing-stem and packing-housing interfaces necessary for sealing. The packing is considered in several studies as a viscoelastic material with its creep-relaxation behavior assumed as one-dimensional rheological model. In the present work, relaxation tests in a test-bunch containing all the components of the packed stuffing-box, are carried out to define a creep constitutive law for packing braids of different materials. Based on three-dimensional compression tests the developed method is applied to three different packing materials.

Hong-Ou-Mandel (HOM) interference [1] is a bunching phenomenon based on the bosonic nature of photons. When two photons that are perfectly indistinguishable from each other are mixed using a half beam splitter (HBS), they always bunch and exhibit the absence of coincidence resulting in a specific interferogram called HOM dip. The important property of the HOM interference is that the decrease in coincidence reflects the degree of indistinguishability of the input photons, i.e., it provides information regarding the probability of overlap of the input photons. Thus, this property should enable the estimation of a target photon in an unknown quantum state using a probe photon in a known state. In this work, we realize the above concept as the quantum state tomography (QST) applicable to d-dimensional photonic qudits, which we call HOM-QST [2]. Interestingly, we observe that HOM-QST is robust against various imperfections and that the probe photon can be replaced by classical light. Furthermore, we confirm this by demonstrating a proof-of-principle experiment using two-dimensional polarization qubits.

Terrorism is like an elephant at your front door,“ says author Timothy Thornton Ash, „you recognize it when you see it.“ No ideology, no visionary motivation, no goal can justify the energy that feeds this kind of evil. Modern terrorism erases all borders, all walls and consciences… In our modernity and globalization, its „value“ increases enormously, which attracts even more those who believe that this type of violence (extreme, theatrical…) will pay off. . In attempts to completely destroy the established order or its total transformation, terrorists attract the attention of the public to their goals, promote fear and an atmosphere of alarmism. Apocalyptic nihilists, planners and perpetrators of terrorist attacks offer no compromise – which can only result in one – catastrophic images of the massacre of innocent civilians, women and children. Expect reciprocity, ie. hitting one global network with another, an anti-terrorist network, is the only form of response that can provide appropriate results. Unfortunately, the international community (hypocritical, according to the „principle of double standards“) is constantly torn between recognizing the specific nature of the challenges it has been facing in recent years and insisting that its response take the form of a globalized anti-terrorist coalition. Perhaps as an answer to a bunch of questions that arise here – to expect reciprocity in this sense would mean, however, to misunderstand the essence of the challenge, because replacing violence with violence, as someone said these days, would mean „making a deal with the devil“. And maybe this kind of behavior brings us to the edge of the abyss, ruin…

Abstract Rail transportation plays an important role in today’s economy by delivering a large quantity of goods and passengers to various locations throughout North America in an economic and efficient manner. Bearing failure is one of the leading causes of derailments that result in significant capital loss and in extreme cases tragic human loss. The two widely used bearing health monitoring systems are the Trackside Acoustic Detection System (TADS™) and the wayside Hot-Box Detector (HBD). These systems are reactive in nature and only give alerts when the bearings are nearing failure. To supplant that, a prototype wireless onboard condition monitoring system was developed by researchers at the University Transportation Center for Railway Safety (UTCRS). This onboard wireless system can detect bearing defects at their early stages of initiation so that proactive maintenance actions can be taken by the railroads and railcar owners. Due to the wireless nature of this system, a constant power supply is needed to ensure its continued operation. Currently, the prototype wireless system utilizes low-power circuitry that is powered by a rechargeable AA battery that can provide up to two years of operation depending on usage. Implementation of a suitable energy harvesting device can significantly increase the longevity of the batteries used in the wireless module, and in ideal operating conditions, generate consistent energy rendering the battery as a temporary energy storage device. The proposed energy harvesting device consists of thermoelectric generators, aluminum heat sinks, a switching boost convertor, and a battery management chip. This device was tested on a dynamic bearing test rig to assess the performance of the thermoelectric generators. To best simulate field operation conditions, the thermoelectric generators were placed on opposite sides of the bearing adapter; one exposed to direct forced convection while the other side is shielded by the adapter and experiences minimal convection. Thermoelectric generators were found to be an effective solution due to their ability to convert a temperature gradient into a usable voltage sufficient to charge the battery. The buck booster converter increases the voltage from the thermoelectric generators to 5-volts so that the battery management chip can regulate the voltage and efficiently charge the battery. This paper summarizes the performance of the thermoelectric modules under different operating conditions. The main goal of this project is to devise an energy harvesting device that allows the wireless module to be self-powered utilizing the heat generated from the bearing and the charge held by the battery as a hybrid power source.

In the current century the extreme or ‘ultra’ position on the university campus has been to argue for its dissolution or abolition. University leaders and campus planners in Australia have mostly been unmoved by that position and ploughed on with expansive capital works campaigns and ambitious reformulations of existing campuses. The pandemic, however, provided ideal conditions for an unplanned but thoroughgoing experiment in operating universities without the need for a campus. Consequently, the extreme prospect of universities after the era of the modern campus now seems more likely than ever. In this paper we raise the question of the dematerialised or fully digital campus, by drawing attention to the traditional dependence of universities on material and architectural identities. We ask, what is the nature of that dependence? And consider how the current uncertainties about the status of buildings and grounds for tertiary education are driving new campus models. Using material monikers to categorise groups of universities is something of a commonplace. There is the American Ivy League, which refers to the ritualised planting of ivy at elite colleges in the late nineteenth and early twentieth centuries. The English have long referred to their “red brick” universities and to a later generation as the “plate glass” universities. In Australia, the older universities developed in the colonial era came to be known as the “sandstones” to distinguish them from the large group of new universities developed in the postwar decades. While some of the latter possess what are commonly called bush campuses. If nothing else, this tendency to categorise places of higher learning by planting and building materials indicates that the identity of institutions is bound up with their materiality. The paper is in two parts. It first sketches out the material history of the Australian university in the twentieth century, before examining an exemplary recent project that reflects some of the architectural and material uncertainties of the present moment in campus development. This prompts a series of reflections on the problem of institutional trust and brand value in a possible future without buildings.

This presentation documents in-progress design research in temporary, biodegradable structures. The experimental, thin-shell monocoque structures have been cast using a variety of cellulose-based materials, and represent a sampling of the outcome of a studio taught at three different architecture schools. The work and the process of making the work serves as an example of how designers can take responsibility for both where the materials that they choose come from, and also, where they end up. Made of exclusively recycled paper and fabric pulp, the structures have the capacity to biodegrade completely. The idea for the experimental structures came from witnessing the dumpsters overflowing with models and scrap material at the end of each semester. The conviction underlying the work is that mindful handling of resources should begin in architectural education if it is going to successfully make its way further into the discipline, profession and construction industry.Beyond handling the materials directly, students gained insight into the microstructures of the materials through the tools and knowledge offered by Peter Bush, material scientist and director of the microscopy lab at the State University of New York at Buffalo. The design task shows students how materials are responsive and constantly changing; they are not static, fixed objects. Paper is a particularly ephemeral material, highly vulnerable to moisture. Designing something with an intentionally short lifespan, and witnessing how it can break down and decay, introduces students to the transformative nature of materials, and shows how degradation and eventual decay could be a design strength. The projects are unique in that they expose students to an entire lifecycle of a full-scale spatial project, from conception through fabrication and finally, decay and complete disintegration. The process of decay and disintegration is studied with the same rigor and emphasis as the fabrication methods, through cast swatches. Because the work – both process and final, full-scale structures – is completely biodegradable, the studio avoids the creation of needless waste.

Abstract:
The Indiana Dunes (comprised of 15 geographic units (see Figure 1) which include Indiana Dunes National Park, Dunes State Park, and adjacent Shirley Heinze Land Trust properties) are remarkable in the Midwest and Great Lakes region for the vascular plant diversity, with an astounding 1,212 native plant species in an area of approximately 16,000 acres! This high plant diversity is the result of the interactions among postglacial migrations, the variety of soil substrates, moisture conditions, topography, successional gradients, ?re regimes, proximity to Lake Michigan, and light levels. This richness is all the more signi?cant given the past human alterations of the landscape resulting from logging; conversion to agriculture; construction of transportation corridors, industrial sites, and residential communities; ?re suppression; land abandonment; and exotic species invasions. Despite these impacts, multiple natural areas supporting native vegetation persist. Thus, each of the 15 units of the Indiana Dunes presents up to eight subunits varying in human disturbance and consequently in ?oristic richness. Of the most signi?cant units of the park in terms of number of native species, Cowles Dunes and the Dunes State Park stand out from all the other units, with 786 and 686 native species, respectively. The next highest ranked units for numbers of native species include Keiser (630), Furnessville (574), Miller Woods (551), and Hoosier Prairie (542). The unit with lowest plant richness is Heron Rookery (220), with increasing richness in progression from Calumet Prairie (320), Hobart Prairie Grove (368), to Pinhook Bog (380). Signi?cant natural areas, retaining native vegetation composition and structure, include Cowles Bog (Cowles Dunes Unit), Howes Prairie (Cowles Dunes), Dunes Nature Preserve (Dunes State Park), Dunes Prairie Nature Preserve (Dunes State Park), Pinhook Bog, Furnessville Woods (Furnessville), Miller Woods, Inland Marsh, and Mnoke Prairie (Bailly). Wilhelm (1990) recorded a total of 1,131 native plant species for the ?ora of the Indiana Dunes. This was similar to the 1,132 species recorded by the National Park Service (2014) for the Indiana Dunes. Based on the nomenclature of Swink and Wilhelm (1994), Indiana Dunes National Park has 1,206 native plant species. If we include native varieties and hybrids, the total increases to 1,244 taxa. Based on the nomenclature used for this report?the Flora of North America (FNA 2022), and the Integrated Taxonomic Information System (ITIS 2022)?Indiana Dunes National Park houses 1,206 native vascular plant species. As of this writing (2020), the Indiana Dunes is home to 37% of the species of conservation concern in Indiana (241 out of 624 Indiana-listed species): state extirpated = 10 species, state endangered = 75, and state threatened = 100. Thus, 4% of the state-listed species in the Indiana Dunes are extirpated, 31% endangered, and 41% threatened. Watch list and rare categories have been eliminated. Twenty-nine species once documented from the Indiana Dunes may be extirpated because they have not been seen since 2001. Eleven have not been seen since 1930 and 15 since 1978. If we exclude these species, then there would be a total of 1,183 species native to the Indiana Dunes. Many of these are cryptic in their life history or diminutive, and thus are di?cult to ?nd. Looking at the growth form of native plants, <1% (nine species) are clubmosses, 3% (37) are ferns, 8% (297) are grasses and sedges, 56% (682) are forbs or herbs, 1% (16) are herbaceous vines, <1% (7) are subshrubs (woody plants of herbaceous stature), 5% (60) are shrubs, 1% (11) are lianas (woody vines), and 8% (93) are trees. Of the 332 exotic species (species introduced from outside North America), 65% (219 species) are forbs such as garlic mustard (Alliaria petiolata), 15% (50 species) are graminoids such as phragmites (Phragmites australis ssp. australis), 2% (seven species) are vines such as ?eld bindweed (Convulvulus arvensis), <1% (two species) are subshrubs such as Japanese pachysandra (Pachysandra terminalis), 8% (28 species) are shrubs such as Asian bush honeysuckle (Lonicera spp.), 1% (three species) are lianas such as oriental bittersweet (Celastrus orbiculatus), and 8% (23 species) are trees such as tree of heaven (Ailanthus altissimus). Of the 85 adventive species, native species that have invaded from elsewhere in North America, 14% (11 species) are graminoids such as broom sedge (Andropogon virginicus), 57% (48 species) are forbs such as fall phlox (Phlox paniculata), 5% (six species) are shrubs such as Carolina allspice (Calycanthus floridus), 3% (two species) are subshrubs such as holly leaved barberry (Berberis repens), 1% (one species) is a liana (trumpet creeper (Campsis radicans), 3% two species) are herbaceous vines such as tall morning glory (Ipomoea purpurea), and 17% (15 species) are trees such as American holly (Ilex opaca). A total of 436 species were found to be ?special? based on political rankings (federal and state-listed threatened and endangered species), species with charismatic ?owers, and those that are locally rare.

Open Data bezeichnet den freien Zugang und die entgeltfreie Bereitstellung von maschinenlesbaren Daten. Werden die Daten ausschließlich von der öffentlichen Verwaltung bereitgestellt, spricht man auch von Open Government Data. Auch privatwirtschaftlich agierende Unternehmen stellen Daten offen zur Verfügung und verfolgen damit durchaus auch kommerzielle Interessen. Die Deutsche Bahn bspw. ist sehr aktiv in der Bereitstellung von Open Data. Ihr Ziel liegt dabei in der Suche nach neuen Anwendungsmöglichkeiten der Daten. Sie unterstützt diesen Prozess aktiv mit ihren DB Hackathons. Hierbei entstehen u. a. Anwendungen, von denen sich die Deutsche Bahn eine Verbesserung ihres Service erwartet. Die Bereitstellung von Open Data kann einen hohen gesellschaftlichen Mehrwert erzeugen: Der freie Zugang zu Daten kann Transparenz und Vertrauen in Politik und Verwaltung stärken sowie Innovationen und Wirtschaftswachstum ermöglichen. In Dänemark konnte durch die Veröffentlichung von Geodaten ein volkswirtschaftlicher Mehrwert von geschätzt 470 Mio. € im Jahre 2016 erwirtschaftet werden.1 Studien bemessen das volkswirtschaftliche Potenzial von Open Data für Deutschland mit 12,1 Mrd. € bis 131,1 Mrd. € jährlich. Auf Grundlage von offenen Daten können innovative Anwendungen entwickelt werden, die zunächst einen Mehrwert für die Datenbereitsteller selbst, aber umso mehr auch für Bürgerinnen und Bürger schaffen können. Ein gutes Beispiel ist die App Mein Moers, die frei verfügbare Informationen über die Stadt Moers bündelt und bereitstellt. Neue, prototypische Anwendungen werden regelmäßig auf kommunalen Hackathons, wie bspw. dem Münsterhack, entwickelt. Für Wien wurden auf Basis der von der Stadt zur Verfügung gestellten Datensätze bereits über 240 Apps entwickelt. Das Spektrum reicht hier von Routenplanern für den ÖPNV und Informationen zu öffentlichen Leihrädern über Cityguides und Veranstaltungskalender bis hin zur Visualisierung von Pegelständen und Informationen zur Wasserqualität. Open Data können unterschiedlichen Ursprungs und Natur sein. Sie können bspw. über Sensoren automatisch erhoben und mit geringem Zeitverzug über Open Data Plattformen bereitgestellt werden, denkbar bspw. bei Pegelständen von Gewässern. Oder sie werden manuell erhoben und eher selten aktualisiert. Ein Beispiel hierfür wäre die Liste aller Straßennamen einer Stadt. Damit Open Data tatsächlich gefunden und genutzt werden können, ist eine Beschreibung der Daten mit aussagekräftigen Metadaten notwendig. Mit diesem Leitfaden wollen wir die Bedeutung von Metadaten für die Bereitstellung von Open Data aufzeigen und Tipps geben, diese sinnvoll zu gestalten. Metadaten sind strukturierte Informationen, die Merkmale von Daten beschreiben. Sie erleichtern es, relevante Daten in einer Vielzahl verfügbarer Datensätze in Datenportalen wie der mCLOUD (www.mcloud.de) zu suchen, zu finden und zu selektieren. Das Prinzip der Beschreibung mit Metadaten kennt man allgemein aus der Welt der Bibliotheken, in denen Bücher mit Metadaten beschrieben werden: Titel, Autor, Erscheinungsjahr und Klappentext sind Informationen, ohne die ein Buch in einem Bibliothekskatalog nicht gefunden werden kann. Aussagekräftige Metadaten stellen sicher, dass Datensätze von interessierten Nutzern gefunden werden und so ihr volles Potenzial entfalten können. Struktur und Bedeutung der Metadaten unterschiedlicher Datensätze sollten möglichst einheitlich sein, damit sie auch über einen längeren Zeitraum und von verschiedenen Personen einfach genutzt werden können. Für die Beschreibung von Open Data bietet sich die Verwendung eines Standards wie DCAT-AP.de an, der deutschen Version eines europäischen Standards für Metadaten.3 Für den Anwendungsfall der mCLOUD wurden bestimmte Metadatenfelder ausgewählt, für den dieser Leitfaden im Folgenden Empfehlungen geben will.
