Abstract:
Abstract: The rise and development of Left-wing literature in Brazil is closely connected to the obstacles and dilemmas encountered during the evolution of its nation, and it is also inseparable from international political movements and intellectual trends. From the abolishment of slavery and collapse of empire in the nineteenth century, to the establishment and return of dictatorship in the 30s and 60s of the twentieth century, at every moment of crisis, Brazilian left-wing literature always played a seminal role. While criticizing social injustices, it also invigorates the development of modern Brazilian literature by incorporating different forms of language, thoughts and art. It is safe to say that left-wing literature forms a kind of literary tradition in Brazil, as it not only represents a moral and ethical stand, but also innovates the form and aesthetics.

Abstract:
In recent years, increased interest in black studies in the U.S. has fostered an upswing in research in Afro-Latin American literature. The explicit focus of most studies, however, has been the works of Afro-Hispanics, while in most instances literature by Brazilians of African descent has been treated only marginally, if at all. This study delineates the factors which have caused literature by Afro-Brazilian authors to remain at the fringes of Afro-Latin American studies in the U.S. and presents an important corpus of literature written by Brazilians of African descent and published since 1960. The study of these works should not only ameliorate the general approach to Afro-Latin American literature current in the U.S. but should at the same time add a new dimension to the field of African diaspora studies as well.

Abstract:
The aim of this thesis is to examine how the virtual image of Brazil and its literature is constructed in the Anglo-American world. To this end, a survey of Brazilian literary works in English translation was carried out. Having gathered this data, it became possible to establish correlations between the historical moments when such translations were made, when their number increased, and the events occurring at those times in the international panorama, as well as to look into the role of sponsors, publishers and translators in the selection and production of such translations. The data also allowed a profile of Brazilian literary works in English translation to be drawn. It became possible to suggest that such works fall into four main categories: `authorial works', 'topical works', `ambassadorial works' and `consumer-oriented works'. In order to look more closely into how the translation process has helped to shape the virtual image of Brazilian literary works in the Anglo-American world, an analysis of a sample of translations of such works was made. Included in this sample were the translations of works by Machado de Asis, by Indianist and Regionalist wirters, culminating in an examination of translations of GuimarAes Rosa's works. Having looked at these aspects of the translation process, what remained to be done was to investigate to what extent Brazilian literary works in English translation are read by the English- speaking public. To this end, a survey of availability and library readership was undertaken. Finally, a reading experiment was carried out in which native speakers of English were asked to read the short story 'A terceira margem do rio', by GuimarAes Rosa. The conclusion attempts to pull all these threads together and to indicate directions for further research.

This dissertation is composed of five essays about contemporary Brazilian literature, organized around the idea that the 1990s and 2000s are a moment of crisis in the concepts that traditionally defined the value and place of literature in Brazil. If among us literary value has often been measured according to its degree of truth or usefulness, the current fractures in the notions of History and Nation help to redefine the preoccupations, priorities, references and practices of Brazilian authors. This does not result in an insular experimentalism, but rather in a political effort, in the sense of search for a place. In such a context, the emergence of narrative voices that link the narrated events to a determined affective inflection appears as a counterpoint to uncertainties, establishing a new kind of assertiveness that guides and circumscribes the reader s imagination. A discussion of Blanchot s distinction between speaking and seeing, and of the experience of reading as described by Iser, opens up the way for the analysis of the tension between the point of view and the viewpoint intrinsical to literary texts, and supports the development of the notion of a caricatural literature, which allows the recognition of affinities between apparently incompatible authors, such as João Anzanello Carrascoza, André Sant Anna e Marcelino Freire. Although presented as a group, they are also examined individually, in critical readings that rely on the discussion of such notions as kitsch, political commitment and the value of the ordinary.

Abstract: José Lins do Rego's prestige in Brazilian literature is due to his novels characterized by a regional nature, in which the representation of the social and physical environment of the Brazilian Northeast is strongly perceived. He is thus inserted in the 1930 group of writers in Brazil, who fixed certain regions of the country in the literary field. Rego's main works belong to the so-called "sugar cane cycle". In this group of novels, the writer makes use of his memories from the time he used to live in his grandfather's farm in order to depict the political and economical patriarchal society of the sugar producers. To do so, the novels are set the sugar plant and the small towns in the countryside of Paraíba. The exploration of the space is essential to José Lins do Rego's production, which however presents other works that escape from the representation of the Northeast society and take place in Rio de Janeiro. The critics tend to consider these novels as inferior to the ones previously referred to. Such is the case of Água-mãe, a novel set in the region of Cabo Frio, in which the social issues are replaced by the supernatural motif, so that the narrative is deviated from the sugar cane cycle production. Since the spatial change is the main characteristic of the novel - adopted as the corpus of this analysis - this study aims at the investigation of the space in this specific production, in order to demonstrate possible similarities between that novel and the ones of regional nature, so that we determine the value and the place of Água-mãe in the writer's production. To do so, we study the space in Água-mãe and in Fogo Morto - José Lins do Rego's main work - in order to verify the construction of the atmosphere of decadence, which is recurrent in the writer's novels, and indicate how the work of the space, as well as other narrative categories, such as the time and the narrator, create the atmosphere...

BOLSA NOTA 10
To think about the author in contemporary literature, that is the goal of this research. In the first chapter, working with the hypothesis that the author acts like a creative realities weaver, some cases are revisited as references to present literary writing. Here we bring concepts like copy and similarity, at first sight trickeries of a false authorial attitude if we believe in the idea of an original creator. But these concepts are considered in this dissertation as legitimate assets for a provocative and exciting literature. The second chapter treats the author in the extratextual field, which means we discuss how, as a social character, he is formed in public life, being related with his oeuvre and his possible or effective reader. Our intent is to understand how the foucaultian author function emerges through the contact between writer and reader. In the last part, we bring other agents of the literary market who participate in the construction of the author, like literary agents, editors and other publishing professionals. The idea is to think about the author, and also the fiction itself, as a collective construction. With these three formulations, we try to comprehend where the author is placed from both intra and extratextual resources, always having in mind that we consider art as involved with society and its issues.

Abstract:
Objective: Breast cancer (BC) is the most common malignancy in women. Contrastingly, dermatomyositis (DM) is a rare idiopathic inflammatory myopathy characterized by symmetric proximal muscle weakness and skin lesions. Gottron’s papules and heliotrope are pathognomonic signs. This article aimed to describe how the diagnosis and treatment of patients with both diseases have been performed. Methodology: As this study consists of a literature review, submission to the Research Ethics Committee was not necessary. Articles indexed in the PubMed and SciELO electronic databases were collected. Cross-sectional and retrospective observational studies were selected using the following descriptors: (Breast Cancer) AND (Dermatomyositis). Finally, 19 studies were read in full and included in this systematic review. Results: An underlying neoplasm is present in 50% of DM patients older than 45 years. A newly diagnosed DM in the latter, should, therefore, be associated with an etiologic search of paraneoplastic origin. This may allow an early BC detection. This is corroborated by the significant stage 1 BC detected in patients with rheumatic diseases, according to a cohort analysis. Furthermore, cases in which DM indicated cancer recurrence have been reported. DM is associated with higher BC mortality, and the most correlated histotype is invasive ductal carcinoma. Currently, there are no guidelines or randomized trials for the management of BC complicated by DM. Therapeutic management of DM is mainly based on corticosteroids and immunosuppressive agents. However, previously published case reports indicated that surgical excision of the tumor is successful, as it can stop the progression of DM and prevent deterioration of muscle function. Conclusion: BC can feature uncommon presentations, such as paraneoplastic DM. Due to the absence of guidelines for the management of BC concomitant with DM, a multidisciplinary approach, including oncologists, dermatologists, and rheumatologists, is mandatory.

Oliveira, Lucas Gabriel Martins de. Which One Predicts Better?: Comparing Different GDP Nowcasting Methods Using Brazilian Data. Inter-American Development Bank, July 2023. http://dx.doi.org/10.18235/0005004.

Full text
Abstract:
The objective of this paper is to develop a basic framework for the implementation of a GDP nowcasting strategy using Brazilian data. Our goal is to identify a scalable strategy that allows us to project the Brazilian GDP in real time at any point during the current quarter. In the paper we detail the survey of classical techniques and also of techniques usually known by market practitioners as "machine learning methods". We survey the literature since the first work on estimating business cycles and document the evolution of this literature until the insertion of machine learning methods. Additionally, we perform backtesting exercises, estimate several candidate models for GDP nowcasting. Finally, we evaluate the forecasting power of all models against a naive model and a market expectations model. We demonstrate that a combination of machine learning models based on the distance of forecasts to the average market expectations defeats the fully informed market expectations, while the same is not possible for selected classical nowcasting models.

Seroa da Motta, Ronaldo. Determinants of Environmental Performance in the Brazilian Industrial Sector. Inter-American Development Bank, April 2002. http://dx.doi.org/10.18235/0011023.

Full text
Abstract:
This study will analyze the determinants of environmental performance in the Brazilian industrial sector. It uses a database conducted by the Brazilian National Confederation of Industries inquiring about questions on environmental management over 325 medium and large firms referred to the year 1997. We have been able to test three proxies of environmental performance, such as: a weighted average number of environmental control practices, environmental investments and operational cost ratios, controlling for actual data on market incentives and enforcement pressures as well as for declared motivations. Our results suggest that the Harrington paradox can be observed in Brazil when a compliance-dependent regime motivates firms to compliance with low sanction level. Consistent with results in the main literature, our study confirms that, apart from some expected characteristics of the firm, as size, sector and foreign ties, demands from communities and market incentives are also very influential determinants. Cost savings on inputs and subsidized credit are found equally important. Based on that, we recommend flexible instruments on pollution control that capture the firm¿s differentials in characteristics and compliance levels as well as dissemination of information on environmental control and related cost saving opportunities.

Morais Soares, Julia, Kleber Pacheco Castro, and José Roberto Rodrigues Afonso. Evaluation of the Structure and Performance of the Brazilian Tax System: White Paper on Taxation in Brazil. Inter-American Development Bank, August 2013. http://dx.doi.org/10.18235/0006975.

Full text
Abstract:
This study performs an up-to-date diagnostic of the Brazilian tax system in order to provide a basis for reform discussions among technical analysts, authorities and congressmen. It is based on the analysis and categorization of information on taxation in Brazil. Its focus is on the current characterization of the tax system, rather than its evolution, within the limits of available statistics. Tax revenues, addressed in the first part of the study, are its principal focus. We sought to describe the current tax structure in a detailed manner, identifying every tax and contribution and grouping each tax by the level of government collecting it or using the funds after transfer. For the principal taxes (federal taxes and state VAT), we also classify them by type of collection and by sector of economic activity. In the second part, the study addresses the topics most discussed or cited in the tax debate, such as questions of competitiveness, equity, and division of resources among the different spheres of government. The objective of this study is to consolidate the literature on these subjects, with emphasis on a statistical survey of the available sources.

Pompeu, Gustavo, and José Luiz Rossi. Real/Dollar Exchange Rate Prediction Combining Machine Learning and Fundamental Models. Inter-American Development Bank, September 2022. http://dx.doi.org/10.18235/0004491.

Full text
Abstract:
The study of the predictability of exchange rates has been a very recurring theme on the economics literature for decades, and very often is not possible to beat a random walk prediction, particularly when trying to forecast short time periods. Although there are several studies about exchange rate forecasting in general, predictions of specifically Brazilian real (BRL) to United States dollar (USD) exchange rates are very hard to find in the literature. The objective of this work is to predict the specific BRL to USD exchange rates by applying machine learning models combined with fundamental theories from macroeconomics, such as monetary and Taylor rule models, and compare the results to those of a random walk model by using the root mean squared error (RMSE) and the Diebold-Mariano (DM) test. We show that it is possible to beat the random walk by these metrics.

McNaught, Tim. A Problem-Driven Approach to Education Reform: The Story of Sobral in Brazil. Research on Improving Systems of Education (RISE), March 2022. http://dx.doi.org/10.35489/bsg-rise-ri_2022/039.

Full text
Abstract:
For more than two decades, the Brazilian municipality of Sobral has focused intensively on improving the quality of its public education system; the resulting success has been remarkable. In 2005, the Brazilian federal government started calculating a Basic Education Development Index (IDEB in Portuguese), which measures the quality of education in schools across the country. In the inaugural results in 2005, 1,365 municipalities had a better score for primary education than Sobral. By 2017, Sobral made national news by ranking number one in the entire country for both primary and lower secondary education (Cruz and Loureiro, 2020). These results are even more impressive when considering that Sobral is located in the northeastern state of Ceará, which is the fifth poorest state in Brazil in terms of GDP per capita (Cruz and Loureiro, 2020). The case of Sobral exhibits many elements that are similar to Problem Driven Iterative Adaptation (PDIA), an approach wherein problems are key to driving change (Andrews et al., 2015). The PDIA approach relies on reformers to identify problems that matter, break them down into their root causes, identify entry points, act, stop to reflect, and then iterate and adapt their way to a solution.1 This process of constant feedback and experimentation by local actors allows for the development of a solution that fits the local context. This paper explores the transformation of Sobral’s education system through the lens of PDIA2 , with an emphasis on the early reform period of 2000-2004. Many excellent papers have been written, in Portuguese and English, about the case of Sobral; this paper draws heavily on this existing literature.3 The paper is also supported by interviews from key individuals who either were closely involved with the reform efforts or have studied them. The paper follows the narrative of the Sobral story, starting in 1997, and uses boxes and other diagrams to view the reform efforts through the lens of PDIA. Finally, the paper explains how the reform efforts grew and scaled over the years, not only within Sobral, but also to other municipalities in Ceará and across Brazil.

von Sperling, Marcos. Urban Wastewater Treatment in Brazil. Inter-American Development Bank, August 2016. http://dx.doi.org/10.18235/0009301.

Full text
Abstract:
The major focus of this report is the description and critical analysis of the main wastewater treatment processes used in Brazil. Special emphasis is given to small to medium size communities with populations lower than 100,000 inhabitants, which represent approximately 95% of the 5,570 Brazilian municipalities. In terms of coverage, around 40% of the sewage generated in Brazil is treated, with an estimated number of treatment plants in the order of 2,800. Based on a survey of 2,187 treatment plants, the configurations most widely adopted are: anaerobic pond followed by facultative pond; UASB (upflow anaerobic sludge blanket) reactor; activated sludge; ponds followed by maturation ponds; septic tank followed by anaerobic filter. An assessment of the actual performance of 166 treatment plants showed a great variability in the effluent concentrations and in the removal efficiencies, with performances that were usually inferior to those reported in the technical literature. Data on capital cost expendituresindicated values ranging from R$60/inhabitant to R$650/inhabitant, depending on the treatment process employed. Due to the favorable climatic conditions in Brazil, there are no technical limitations for the adoption of biological sewage treatment. Traditional options incorporate stabilization ponds and activated sludge, but the more recent trend involves the adoption of UASB reactors followed by some form of post-treatment.

Cruz, Marcio. Do Export Promotion Agencies Promote New Exporters? Inter-American Development Bank, April 2014. http://dx.doi.org/10.18235/0011636.

Full text
Abstract:
Do export promotion agencies (EPAs) impact the probability of non-exporting firms to export? In the last decade many countries have introduced EPAs to support their firrms in order to deal with asymmetric information problems and make feasible additional gains from trade. Some recent studies have found that the support of EPAs has been effective with respect to the intensive and extensive margins of trade. Nevertheless, due to the lack of information on non-exporting firms, few of them analyze their impact on the probability of promoting new exporters. This paper evaluates the impact of the Brazilian Trade and Investment Promotion Agency (Apex-Brasil) on firms' export status using a unique firm-level dataset which covers the full manufacturing sector in Brazil. In order to identify the impact of Apex's assistance on firms' export propensity this paper relies on a procedure of matching difference-in-difference estimators. The empirical results show evidence of the program's positive impact on the probability of promoting new exporters. Also, the effect is heterogeneous according to firms' size categories and sectors. Although the evidence of positive effect is robust, the low propensity to export for both the treated and the control groups reinforces the importance of other firms' determinants (e.g. productivity) widely emphasized by trade literature.

Navas-Alemán, Lizbeth. Innovation and Competitiveness in Mining Value Chains: The Case of Brazil. Inter-American Development Bank, December 2021. http://dx.doi.org/10.18235/0003813.

Full text
Abstract:
Mining companies have mirrored other large multinational companies in setting up global value chains (GVCs), sourcing their inputs and services from an ever-larger number of highly capable suppliers in developing countries, such as those in resource-rich Latin America. However, recent empirical studies on the mining GVC in that region suggest that even innovative local suppliers find it difficult to exploit their innovations in local and foreign markets. Using a conceptual framework that combines literature on innovation and GVCs, this study analyzed how global/regional- and firm-level factors interact to explain the acquisition of local suppliers capabilities within Brazils mining industry. The study explored these issues using original data gathered in 2019 and secondary sources from Brazil. The main findings are related to (i) strategies used by domestic suppliers to develop innovative solutions for leading mining companies, (ii) how health and safety concerns spurred innovation after the disasters in Mariana and Brumadinho, (iii) new-to-the-world innovation capabilities among Brazilian suppliers to the mining industry, and (iv) the main barriers to developing innovative practices among domestic suppliers. The authors propose public policies to support major mining companies in acquiring innovations from domestic suppliers to the mining industry. Opportunities such as a Copper Rush in Brazil that could foster further innovations in mining are discussed.

Ito, Rodrigo, Diego Chavarro, Tommaso Ciarli, Robin Cowan, and Fabiana Visentin. Connecting the Dots: The Role of Internationally Mobile Scientists in Linking Nonmobile with Foreign Scientists. Inter-American Development Bank, January 2024. http://dx.doi.org/10.18235/0005541.

Full text
Abstract:
Studying and working abroad, internationally mobile scientists meet foreign scientists and become carriers of knowledge. The benefits of international scientific mobility might extend to nonmobile colleagues who collaborate with mobile scientists. In this paper, we investigate the role played by Brazilian and Colombian scientists who are mobile in connecting nonmobile scientists with foreign scientists. We combine publicly available data from online curriculum vitae (CVs), scholarship programs, and publications in OpenAlex. We analyze a large sample covering approximately 70 percent of scientists for both countries and their coauthorship networks between 1990 and 2021, combining panel estimations and a difference-in-differences (DiD) event study. We find that nonmobile scientists who coauthor with mobile scientists coauthor more publications with foreign scientists. The number of collaborations by nonmobile scientists with foreign scientists increases with the number of unique mobile scientists the nonmobile scientists interact with. This is because the effect of collaborating with a unique mobile scientist is short-lived. Results suggest that mobile scientists who stay abroad more (diaspora) may be the most effective in creating connections with foreign scientists. Our paper contributes to the literature on scientific mobility and brain drain. We provide first insights into the spillover generated by mobility experiences in connecting nonmobile scientists with foreign scientists. Our results indicate a need to increase brain gain and reduce brain drain from home countries by increasing the links between mobile scientists and nonmobile scientists.

Working Paper Series: Therapeutic Communities in Brazil. Edited by Taniele Rui and Fiore Mauricio. Drugs, Security and Democracy Program, Social Science Research Council, June 2021. http://dx.doi.org/10.35650/ssrc.2081.d.2021.

Full text
Abstract:
Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.
