Abstract:
While the national question in the USSR has received much attention in terms both of the regime's ideological approach to it and the nationalist response to that approach, the issue of the actual minority territories created in the period from the 1920s to the 1940s has attracted little attention in recent times. Disputes over the external frontier aspects of some of these territories have certainly become familiar, as in the case of the Baltic states and Moldavia, but it is less widely appreciated that disputed borders were created, and continue to exist, within the USSR itself. A number of factors may account for this. In the first place, frequent disdain has been shown in Western emigre writings toward the very relevance of the Soviet federal system and its division of the country into units based either on ethnic composition or on administratively convenient populations. So readily have these divisions been bypassed by the Communist Party's own organization, the KGB, the military, the economic planning organs, major industrial enterprises and combines, and, increasingly, the legal apparatus, that it seemed legitimate to accord the system little import. Then again, with the passage of time, it has come to be taken almost for granted that such boundaries as have been established are correctly and irrevocably drawn to delineate the peoples therein. Finally, it has often been assumed, not least by Soviet officialdom itself, that the borders are destined to prove more and more irrelevant in an era of increasing personal mobility, urbanization, industralization, mass communications, and, most especially, of progress toward the goal of full communism. Nevertheless, despite the opportunities afforded by the change of constitution in 1977 to eradicate them, the territorial units remain, along with the problems they create, many now of longstanding.

Abstract:
Joining the Schengen Agreement and changing the rules of border crossing in the significant parts of the Polish border enforced changes in the service at these borders. The monolithic system of border protection was divided into two different and incomparable border protection systems. The first system, a traditional one, is based on border crossing controls and border patrolling. The second system, a brand new one, is concentrated on reconnaissance and prevention rather than physical border protection. The Polish Border Guard has become responsible not only for state security. Since then it has been a part of the European security system. It has also become responsible for the sphere of security that is the most dangerous, vulnerable to attacks and hard to protect, namely air transport.

Effective management of the European Union's external borders is a key priority and a condition for the proper implementation and maintenance of the Schengen area of free movement, which is one of the most important achievements of European integration. One of the cornerstones of effective management of the European Union's external borders is the timely, accurate and complete exchange of information between all the authorities responsible for controlling the European Union's external borders. The establishment of a European Border Surveillance System (EUROSUR) is an effective tool for such an exchange of information. Within the framework of the EUROSUR project implementation, Latvia has started work on the establishment of the Border Surveillance and Control System, which in the near future will become a basic tool in the development of the Latvian situation image with its further integration into the European situation image. The aim of the study is to study the EUROSUR implementation guidelines at the European Union level, to study the development and implementation of the Border Surveillance and Control System in the State Border Guard, to analyze its functionality and practical application possibilities, to study the existing problems in the Border Surveillance and Control System, and to evaluate.

With the advancements in wireless IoT technology, it has become much easier to design, develop and deploy a cost-effective, automatic and efficient system for intrusion detection in the context of surveillance. This paper set up to set up the most efficient surveillance solution, we propose a Border Surveillance Systems and sensitive sites. this surveillance and security system is to detect and track intruders trespassing into the monitoring area along the border, it able which triggers off precocious alerts and valuation necessary for the catch of efficient measurements in case of a threat. Our system is based on the classification of the human gestures drawn from videos envoy by Drones equipped with cameras and sensors in real-time. All accomplished experimentation and acquired results showed the benefit diverted from the use of our system and therefore it enables our soldiers to watch the borders at each and every moment to effectively and at low cost.

Abstract:
The international tourism growth forces governments to make a big effort to improve the security of national borders. The compulsory passport stamping is used in guaranteeing the safekeeping of the entry point of the border. For each passenger, the border police must check the existence of exit stamps and/or the entry stamps of the country that the passenger visits, in all the pages of his passport. However, the systematic control considerably slows the operations of the border police. Protecting the borders from illegal immigrants and simplifying border checkpoints for law-abiding citizens and visitors is a delicate compromise. The purpose of this paper is to perform a flexible and scalable system that ensures faster, safer and more efficient stamp controlling. An automatic system of stamp extraction for travel documents is proposed. We incorporate several methods from the field of artificial intelligence, image processing and pattern recognition. At first, texture feature extraction is performed in order to find potential stamps. Next, image segmentation aimed at detecting objects of specific textures are employed. Then, isolated objects are extracted and classified using multi-layer perceptron artificial network. Promising results are obtained in terms of accuracy, with a maximum average of 0.945 among all the images, improving the performance of MLP neural network in all cases.

The object of this research is the border activity, while the subject is the science of border activity – borderology. The article consists of five sections. This research discusses the strengthening of Border Control Management (BCM) system in the context of monitoring foreigners who have been refused entry to Indonesian territory. The Border Control Management system is the border management system that aims as a regional surveillance management system at state borders which aims to handle all forms of settlement of activities of crossing people both entering and leaving Indonesian territory, but to assist the supervision of foreigners who have entered Indonesian territory. It is deemed necessary to strengthen the system Border Control Management to assist immigration officials and immigration officers in detecting these foreigners. The writing method used in this final report is descriptive qualitative research a method by conducting interviews and surveys to the Immigration Checkpoints of Kualanamu International Airport and the Class 1 Special Immigration Office of TPI Medan. The results of the study show that by strengthening the system it Borders Control Management is felt that it can help immigration officers in making decisions.

The Second Republic of Poland, after regaining independence as a new state and creating state structures, faced many serious challenges. Barely formed boundaries required effective protection as soon as possible. An important problem was the process of gradually gaining power over the borders. While its protection system was developing on the western border, regular military operations continued in the east. This task was not facilitated by the incompletely resolved border conflicts and the ethnically patchy population living in the border areas. One of the most serious problems was the lack of experience in protecting the state borders caused by the loss of independence. For the above reasons, the process of developing the border protection system of the Second Polish Republic lasted several years. How difficult that task was is shown by the number of border formations that were brought into existence at that time, subjecting them to various modifications. As a consequence, due to difficult relations between the Republic and neighboring states, the developed system of border protection was not uniform. It also had to face still not fully stabilised situation in Europe.

Abstract:
The article is devoted to the problem of readiness of future specialist for professional interaction. The focus that the interaction is both a process and a result. The main methodological approaches to the problem of professional interaction are listed: synergetic, axiological, competent, active, etc. There was analyzed the level of urgency of the problem of the ability of a specialist frontier guard to professional interaction. Due to the analysis of scientific psychology and pedagogical, philosophical literature it was proved that the phenomenon of professional interaction has not been investigated in the field of higher military education. Due to the analysis of the scientific works of specialists of border authority and the use of the system approach, there was built a system of preparation of future frontier guards for professional interaction. There was presented and disclosed the content of the main elements of such system (pedagogical conditions, subjects and objects, etc.). There were characterized the vertical and horizontal structures of the abovementioned system. The important characteristics of the system of preparation of frontier guards for professional interaction are listed: control and passing of vehicles and persons; engineering and technical equipment of the border, organization and performance of border control; cessation of illegal movement of vehicles and persons across the state border; coherence of the activity with military units and law enforcement institutions concerning border protection; performance of operational and intelligence activities; implementation of information-analytical and prospecting-investigative procedures for ensuring the integrity of state borders; participation in counteraction of criminal formations of various kinds. Abstract:
Author analyses in the article the problem of functioning of the external borders of the Republic of Poland in the Schengen area. The text frames the analysis in the context of the political science. The author discusses the changes in state system of protection of the state border of the Republic of Poland resulting from the integration of the Republic of Poland with the European Union, in particular with the Schengen area. The basic objective of the article is the analysis of the scope and type of organisational and administrative-logistic undertakings in the field of border protection after Poland’s participation in the Schengen Area. The analysis is started with characterisation of changes in the system of management of the state border and the ways of functioning of border services in connection with the accession to the EU were characterised. EU requirements for strengthening border infrastructure and the system of cooperation between institutions responsible for border security were also analysed. As a result, the accession of the Republic of Poland to the Schengen area entailed a complete change in the strategy of managing the state borders.

Abstract:
This study aims to uncover the role of the Schengen borders of the European Union in rural and settlement development. Schengen integration applies certain restrictions at the external border-crossings, so the filtering role is to be taken into consideration. In addition to the disappearance of borders in the globalising economic area, the strict Schengen rules further burden the development of cross-border interactions, bringing about less frequent border crossings. Moreover, the economic integration of the affected borderlands would remain sluggish. The author points to the fact that the dynamics of a border interaction system should include a Schengen border degree between the interdependent and integrated borderland levels. Consequently, the Schengen borderlands should be in the focus of further border studies.

AbstractBackground:A dentist always checks a patient by using panoramic radiography (PR) initially. The measurement of the minimal distance (MD) between the alveolar crest and the mandibular canal (MC) superior border is critically important before the dental implant surgery, extraction of 3Objective:A software is needed for training dentists as well as a tool of demonstration to patients in clinics precisely and quickly. Moreover, it should be able to calculate the MD between the alveolar crest and the MC superior border before dental implant.Methods:A computer-aided software system to semi-automatically detect the MC and mental foramen (MF) in the PR with minimal human interference is proposed.Results:The result shows that the averaged relative error (RE) is 1.83% with a standard deviation of 2.31%.Conclusion:The results show that the proposed algorithm is able to detect the MC superior and inferior borders. This system has the potential to train young clinicians and to replace the manual work in measuring the MD between the alveolar crest and the MC superior border with a minimal human intervention.

The protection of Hungary’s external Schengen border is a priority which affects both the security of our country and the whole Schengen Area. Border surveillance is considered safe if it can prevent unlawful acts and proceed against offenders. The implementation of the tasks requires special staff and technical readiness. In the framework of the border protection of our country, it is the Police’s basic task, but in case a state of crisis resulting from mass migration is declared, the Hungarian Defence Forces take part in it. Border surveillance is a constant activity which aims to prevent illegal state border crossings; due to this, its efficiency cannot be measured exclusively based on numerical data. Border surveillance is also effective if it ensures the apprehension of people illegally crossing state borders and if it prevents them from accomplishing that; thus, the ‘physical’ presence itself contributes to the task execution in a manner meeting the requirements. Continuity plays a decisive role from the point of view of border surveillance. Border surveillance shall be considered a component. Thus, the border surveillance system consists of successive system elements which do not go without each other. The border surveillance system is built on border policing strategies, it can be operated based on leadership decisions which shall be in accordance with the border surveillance principles as well. Similarly to the border surveillance system elements, border surveillance principles are those rules which have constant influence/effect on border surveillance/in the field of border surveillance, the practical implementation of which ensures state border surveillance which meets the requirements/is reliable; moreover, it enables the targeted application of the forces and tools available. The operability of the system can only be granted if the principles apply jointly.

This article examines how state practices around food contribute to the militarization of the migration experience. Specifically, I argue for more attention to the feeding practices of detention centers in particular, as the topic of food has been relatively absent from critical analyses of surveillance, detention, and deportation of unauthorized migrants. In the case of detention centers, depriving detainees of food is a primary mode of constructing detainee subjectivity. I present evidence of how detention systems both reinforce the logic of contemporary biopolitics by exacting discipline on migrant bodies through the provision of “border meals,” and extract value from detainees’ bodies in the form of profits for private industry. In looking to identify possible pathways toward change in this system, I suggest that there are problems with attempting to dismantle current detention practices by relying on a discourse that foregrounds detainees’ “trauma.” Instead, I argue that we may find migrants’ enacting resistance to the larger structures in which a system of detention in embedded through re-interpreting everyday expressions of affect.

The Guianas are an important migratory field in the Caribbean migratory system, whereby goods, objects, currencies, and populations circulate for different reasons: geographical, cultural proximity, climatic, geopolitical and socioeconomic factors. From the 1960s and 1970s, Haitian migration increased in the Guianas. Five decades later, after the January 2010 earthquake, the migratory spaces were intensified in the region, Brazil became part of them as a country of residence and transit to reach French Guiana and Suriname. In 2013, the routes were altered. Some migrants started to use the Republic of Guyana to enter Brazil through the border with Roraima, in the Amazon, or to cross the border towards Suriname and French Guiana. This article is divided into two levels. First, it describes the way in which migrants' practices and trajectories intersect national borders in the Guianas. Then, it analyzes the migratory system, documents and papers, and the problems that the different Haitian migratory generations raise in space and time. The ethnographic research is based on the Triple Border Brazil, Colombia and Peru, but also in Suriname, French Guiana and Haiti.

Purpose – This paper aims to examine the primary fundamental rights concerns related to biometrics and their use in automated border controls (ABCs), as well as how these issues converge in the European Commission’s Smart Borders proposal. Design/methodology/approach – This paper draws on extensive background research and qualitative in-depth interviews conducted in 2013 for the European Union (EU) FP-7 project “FastPass – A harmonized, modular reference system for all European automatic border crossing points”. Findings – The Smart Borders proposal not only compounds the individual concerns related to the use of biometrics in border controls and automatisation thereof, but also has serious issues of its own, premier among which is the imposition of a two-tier border control system. Social implications – The paper is a catalyst for open debate on the fundamental questions of how we got to this point and where do we want to go. It questions the process by which the increased use of IT in border controls has become the norm and policy trend in Europe, and discusses where the limits could be drawn from a fundamental rights perspective. In particular, it warns against the institutionalisation of a two-tier border control system among third-country nationals. Originality/value – Little attention is given to the fundamental rights concerns raised for EU and non-EU citizens as related to biometrics and their use in ABCs, and how these issues are reproduced in the Smart Borders proposal. The paper fills this gap by taking a bottom-up approach: examining the implications of individual elements of the proposal to see their impact on the broader policy.

Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

Globalization is making cross-border medical care a reality. Cross-border medical care has three aspects: information, patients, and practitioners. The outsourcing of diagnostic imaging via communication lines has begun, and information on treatment poised to cross borders. However, the latter possibility raises issues concerning legal medical qualifications. Japanese legislation bans medical practice by persons not licensed by the Minister of Health, Labour and Welfare. The Ministry of Health, Labour and Welfare recently issued a bulletin regarding the medical activities of foreign licensed physicians and an interpretation of Article 17 of the Medical Practitioner’s Act, permitting foreign licensed physicians to provide medical care in the event of disasters. European countries have established a system for mutual recognition of national medical licenses, and cross-border medical care has achieved a solid foothold there. Based on these societal factors, Japan must revise its legal systems or conclude bilateral medical license recognition agreements. This paper describes the various difficulties and obstacles confronting Japan as it modifies its legal systems to achieve cross-border remote medical care and medical tourism and proposes some concrete solutions.

Methods of analysis of sustainability of administrative and political borders by means of electronic cartographic bases of administrative-territorial division for different years are implemented. A section of border sustainability within the framework of the Geographical Information System (GIS) “Administrative-territorial division of the Russian-Ukrainian borderlands” and a series of maps demonstrating dynamics, sustainability and segmentation of the state border between Russia and Ukraine are developed. A general methodological basis for analysis of sustainability and emergence of borders with the use of geoinformation technologies is elaborated. A historical and geographical analysis of the formation of the Russian-Ukrainian state border is performed.The paper presents classification of the Russian-Ukrainian border into segments, a detailed description of the degree of sustainability and history of emergence of the state border. As a result of estimating classification, various values of the index are obtained, confirming the fact of differentiation of the state border by sustainability and emergence. Four groups of border sections according to the degree of sustainability are allocated, which enables structuring the historical and geographical description of the border and drawing conclusions on the origin, present and future of transboundary processes.

Abstract Security of national borders requires utilization of multimedia surveillance systems automatically gathering, processing and sharing various data. The paper presents such a system developed for the Maritime Division of the Polish Border Guard within the STRADAR project. The system, apart from providing communication means, gathers data, such as map data from AIS, GPS and radar receivers, videos and photos from camera or audio from phone calls and SMS messages, from multiple mobile units and stationary points located along the coastline. All gathered data can be visualized on a multidisplay by the personnel that can dynamically select presented data and configure form of presentation. The paper describes system functionalities, its hardware and software implementation, and presents results of acceptance tests that the system have recently passed.

The article considers the system of operating border checkpoints of a large region in the north of China - the Inner Mongolia Autonomous Region. The author emphasizes the growing importance of the Manchuria and Erlian land checkpoints, through which not only the whole variety of goods of Russian-Chinese and Chinese-Mongolian trade passes, but also international transit is provided. The remaining checkpoints, on the contrary, acquire a narrow specialization or have local significance for border territories. The development of border checkpoints, such as Sehe, Ganzmod and Mandal, is associated exclusively with the development of mineral deposits in the south of Mongolia and their subsequent export to China. In the context of a pandemic, the countries are forced to strengthen the barrier function of borders by tightening quarantine measures, which affects directly the operation of border checkpoints. The information provided on the border points of Inner Mongolia can become the basis for analyzing China’s opportunities to develop trade cooperation across the borders of Inner Mongolia.

New approaches to the consideration of cross-border cooperation in the field of tourism and recreation through the prism of cross-border cooperation of Ukraine with neighboring countries are proposed. An example of the development of cross-border cooperation is the development of a cross-border tour between the Verkhovyna district of Ivano-Frankivsk region and the Maramures district of Romania in the Marmara region. One of the ways to intensify international tourism is the use of cross-border natural and recreational and historical and cultural, especially ethnographic, resources through the formation of a comprehensive tourism product in the segment of cognitive tourism. Results. The provision of the state border of Ukraine with checkpoints and control is described, as well as a regional analysis of the main partner countries of Ukraine in the market of tourist services, developed a technological map of the tourist route "From Verkhovyna, shrouded in legends, to the impressive Maramures." The practical significance lies in paying attention to the possibilities of cross-border cooperation of Ukraine with neighboring countries, especially on the western border, on the joint use of border areas for the development of recreational activities and tourism. Cross-border cooperation in the field of recreation and tourism involves the joint use of border areas for recreational and tourist purposes. While Canada is revered as a migration hub, discriminatory practices remain a persistent issue at Canada’s borders. In 2017, the RCMP was publicly condemned for distributing Islamophobic, religiously coded questionnaires amongst Muslim migrants on the border between Quebec and the United States. Since 2014, the Canadian government has deployed artificial intelligence-led decision making in Canada’s immigration system. (Molnar, 2018) The use of these technologies has an alarming impact on the internationally recognised human rights, and s15, s2, s8 and s6 of the Canadian Charter of Rights and Freedoms. (Molnar and Gil, 2018) In this essay, I will argue that the use of predictive analysis and automated decision-making systems in Canadia’s immigration decisions can lead to serious breaches of the right to privacy, the right to movement, the right to freedom of association and the right to be free from discrimination. In the first half of this paper, I will define predictive analysis and automated decision-making systems, and outline how AI is used in immigration in the Canadian context. Then, I will discuss the human rights protections violated through automated decision systems in the Canadian immigration system.

This article or writing aims to discuss the application of technology and certain mechanism as the impact of a disruptive era on internal border control in the Schengen area. The problem is focused on the internal border system which got reintroduced as a countermeasure against the 2015 Migrant Crisis in Europe. The analysis conducted in this research will measure whether the application of technology gives a practical benefit in alleviating internal border controls or negative impact such as discrimination towards refugees and immigrants in the Schengen area. In order to approach this problem a theoretical reference is used from international relations’ perspective, as a part of the political science greater scope on the issue. The data is collected through library research and analyzed qualitatively. This study concludes that various improvements and improvisation were made in the implementation of border controls. There are several steps taken by the EU for border control checks by utilizing technology such as Visa Information System (VIS), Schengen Information System (SIS), European Travel Information and Authorization System (ETIAS), and FRONTEX. These technologies allow Schengen states to share visa data about individual who enters European Union from its various borders, enable seamless cooperation regarding border controls and law enforcement and visitor tracking between countries. This study conclude that the application of innovative technology on internal border control in Schengen Area is well applied and projectively very useful to tackle the security concerns and conflicting interests within the Schengen area and remove the needs of unnecessarily long physical internal border controls.

Significant heterogeneity of the level of development of the Russian border, including in the field of recreation, imposes requirements for differentiation in the regional policy. Definition of the types of territories helps to solve applied management tasks more effectively. In this context, the factors by which these types were formed are important. To solve this problem, the authors conducted a factor analysis through the principal component method using oblique factor rotation. Three blocks of variables were analyzed that characterize the subjects of the Russian Federation that have land borders on the mainland (including river and lake borders) and sea borders with neighboring countries located on the map clockwise from Norway to the United States (border regions of Russia) for the period from 2010 to 2018. As a result, five factors were identified: the factor of the demand for the services of the recreational system, the factor of the development of the infrastructure of the recreational system in climatic conditions, the environmental safety factor, the factor of investment in the development of the recreational system infrastructure, the factor of the location at the border. The results of the study can be used as a practical tool for developing recommendations in the field of regional policy aimed at development of a recreational system, taking into account the factors determined for each identified group. The results of the study were obtained in the framework of the state task of the IE KarRC RAS on the topic “Institutions and social inequality in the face of global challenges and regional restrictions”.

We applied the health access framework and an appreciative inquiry approach to identify factors that enabled access to the services.MeasuresExploratory factor analysis and linear regression were used for quantitative data, while deductive content analysis was done for the qualitative data on respondent’s experiences navigating health access barriers.ResultsThe majority of respondents (83.9%; 234/279) had accessed care from public health facilities. Nearly one-third (77/279) had sought care across the border more than a year ago and 22.9% (64/279) less than a month ago. From the linear regression, the main predictor for ease of access for healthcare were ‘‘ease of border crossing’ (regression coefficient (RegCoef) 0.381); ‘services being free’ (RegCoef 0.478); ‘services and medicines availability’ (RegCoef 0.274) and ‘acceptable quality of services’ (RegCoef 0.364). The key facilitators for successful navigation of access barriers were related to the presence of informal routes, speaking a similar language and the ability to pay for the services.ConclusionCommunities resident near national borders were able to cross borders to seek healthcare. There is need for a policy environment to enable East Africa invest better and realise synergies for these communities. This will advance Universal Health Coverage goals for communities along the border who represent the far fang areas of the health system with multiple barriers to healthcare access.

The subject of research in this paper is the protection of the European Union's external borders by the establishment and implementation of The European integrated border management system. In addition to the implementation by the Member States, this system i.e., the adoption of the Union's (Schengen) acquis, is a priority for the candidate countries during accession negotiations. The process of negotiation for the accession of the Republic of Serbia to the European Union and the opening of Chapter 24, entitled Justice, Freedom, and Security, obliges the Republic of Serbia to accept and implement the European legislation into the national legal system within the field of border security and control. The emergence of the European system of integrated management of external borders is connected with the abolition of internal borders within Schengen integration and designed as a system of protection shaped by European Council guidelines, EU Council conclusions and EU secondary law, to become part of primary law after the adoption of the Lisbon Treaty. Its components and application have a significant impact on the permeability of borders for the flow of people and economic goods and the suppression of security threats at the external (EU) borders of member states, the borders of the Western Balkans and the Republic of Serbia.

This study uses a qualitative method. Data collected through observation, interview, and literature study. The results showed that the alliance system in the village of Temajuk not only is biological (blood ties or marriage), but also sociological (local socio-cultural influences). This kinship system produces social interaction is associative because it was built on the basis of trust (trust) among them. Trust is the basis of social capital. The strong social capital the communities in Temajuk can overcome the threat of non-military in the border region. The findings show that social capital is an important aspect of national defense</p>

Informal cross border trade (ICBT) refers to commercial exchanges conducted across borders by individuals operating as unregistered sole traders. ICBT is a burgeoning part of the informal markets in Sub-Saharan Africa and its existence and persistence carry substantial socio-economic implications. We use “summarizing” and “delineating” techniques to discuss seven themes of ICBT, and cast them as the manifestations of a substratum marketing system - a foundational structure instead of an auxiliary system. We underline implications for scholarship and for policymakers and non-governmental organizations charged with formulating initiatives to manage both ICBT and formal markets.

While gendered violence can and does occur in border-crossing journeys, this paper focuses more specifically on how domestic and family violence extends across national borders and how violence (or the threat of violence and deportation) can manifest across multiple countries when women are temporary visa holders. This paper illuminates the way in which migration systems play a significant role in temporary migrant experiences of domestic and family violence. Drawing on a study of 300 temporary migrants and their experiences of domestic and family violence, I argue that perpetrators effectively weaponise the migration system to threaten, coerce and control women in different ways, most often with impunity. I also argue that we cannot focus on perpetrators and the individual alone—that we need to build on the border criminology scholarship that highlights the need to focus on systemic harm in the context of domestic and family violence and identify how the migration regime contributes to gendered violence.

Abstract:
Purpose. To develop the automated expert support system for optic nerve head morphological description in normal conditions and in pathology.Methods. The proposed expert support system is based on the integration algorithm of luminance samples along the diagonal, it allows to detect the optic nerve head border. On the basis of this algorithm the method for solving the following tasks of fundus image processing have been proposed: detecting of the optic nerve head border, method of the morphological description of the optic nerve head boundary, method of the determining the value of the disk excavation. An experimental study of the parameters effect on the effectiveness of the optic nerve head detecting method was made.Results. The effectiveness assessment of the proposed border detection algorithm on the optic nerve head model has showed that the amount of overlap averaged 0.985, which indicates high quality. It was found that the algorithm for estimating the diameter of the single-sided optic nerve head image is sufficiently resistant to changes in such parameters as the influence of the noise level in the scene and the offset of the strobe center coordinates of the samples accumulation from the image center coordinates. Evaluation of the efficiency of the optic nerve head borders morphological description has showed that the value of the first-order derivative of the result of accumulation of luminance readings diagonally for images of optic nerve head with blurred boundaries is 2 times smaller than for images of optic nerve head with clear boundaries. The effectiveness of the method of selecting the border for assessment the disk excavation size was examined. It was obtained that the error in estimating the magnitude of excavation amounted to an average of 8.43 %.Conclusions. Тhe presented expert support system allows to automate the process of optic disk morphological description, in particular, such parameters as the state of the border and the size of the disc excavation. This method can be used to create medical expert systems and software for fundus images processing.

Abstract:
Recent work on borders has tended to overlook border control actors, practices and rationalities in West Africa. States in this region are considered origin and transit countries for irregular migration, and the Sahel region that they straddle is widely seen as an emerging haven of terrorist activity. This article discusses one response to these migration and terrorism threats by the Islamic Republic of Mauritania: a programmme to build new border posts with help from global partners that include the European Union and the International Organization for Migration. The article builds on Bourdieusian approaches in critical security studies, but draws on concepts from actor-network theory to account for the heterogeneity of border control actors and the mobility of different knowledges about how to control borders. Drawing on ethnographic research in Mauritania, the article discusses four ‘actants’ of border security: the border posts, the landscape, the biometric entry–exit system and training practices. Throughout, the article highlights field dynamics of competition, cooperation and pedagogy, also emphasizing the role of non-human agency. The article concludes with a reflection on the link between border control and statebuilding, suggesting that this fusion is a broader paradigm of security provision in the global South.

Abstract:
One of the main State Border Guard priorities is to maintain and develop the state border guarding system, according to the European Union external borders requirements, by fulfilling the conditions of the Schengen acquis. Schengen acquis provides that international cooperation in the field of border security can have multilateral, bilateral and local dimensions. In this context, an agreements concluded with bordering countries on cooperation in the field of border management is an effective tool to strengthen border security (EU Schengen Catalogue, 2002). In research as methodology are used scientific literature in the field of international law, treaties and agreements, the law of the Republic of Latvia, the State border guard of the internal regulations and the State border guard of unpublished materials. The Republic of Latvia and the Russian Federation cooperate in the field of development and implementation of coherent measures for the border control. Cooperation with RF is executed based on treaties and agreements concluded, as well, maintaining contacts between competent representatives of both countries at various management levels. The extensive cooperation between neighbouring countries on maintenance of security at the border results in the elucidation of the incidents occurring at the state border and other relevant issues, at the same time providing stability and security at the common border.
