Abstract:
The development of the modern form of policing required a bureaucratic apparatus complete with rules and regulations prescribing police procedures. In spite of the organisational significance of police rule books and manuals, little is known about their origins and composition. Conflict between the Queensland Police Commissioner, W G Cahill (1905–16), and other senior criminal justice system personnel over the content and authorisation of a police rule book for Queensland suggests that the prescription of police practices and procedure was itself the outcome of longer-term changes in the organisation of policing; in particular of an increasing demand for police autonomy of other elements of the criminal justice system.

Abstract:
<p>Textbooks that are too difficult to read will decrease students’ motivation in learning, while textbooks that are too easy to read will make students less interested in reading them. Therefore, the readability analysis needs to be done so that the textbooks used as learning media are suitable for the students who become the target readers of the books. This study analyzes the texts in Junior High School English textbooks entitled “English in Focus” grades VII, VIII, and IX published by the Center of Book Archieve of the Department of National Education by using cloze procedure. The tests were carried out in SMPN 1 Gunungputri and SMP Sejahtera 2 Cileungsi, involving students in grades VII, VIII, and IX. The texts tested were adapted to their grade levels. The tests were made in the form of 100 words which were then omitted at every 5th word. The readability results of “English in Focus” textbook are that not all texts in the book are suitable for students who use it. If the books are considered as suitable teaching material, these books need some changes because there are 6 texts from the total of 24 texts that are considered too difficult for students.</p><p>Keywords: textbook assessment, readability, cloze procedure</p>

Abstract:
The article presents an analysis of court procedures against witches in Lithuania. The author explains which courts handled such cases and which legal acts regulated the course of these procedures. The witchcraft court procedure in Lithuania is compared to a procedure discussed in a book by Jakob Sprenger and Heinrich Institor (Kramer) from 1487 called ‘Malleus Maleficarum’ (Hammer of the Witches). The similarities and differences between these court procedures are revealed.

Abstract:
The research aimed to analyze Frankl's book "What is not written in my books". The latter is considered the most important self-biographical material by this author, considering that it's relevant to understand to which extent his life and work are related. The research corpus has been processed through the R Interface for Multidimensional Analysis of Texts and Questionnaires (IRAMUTEQ) software through the procedure of similarity analysis and word cloud. Thus, the most frequent words were "say" and "do", which, by the same token, formed two structures of meaning. The analysis procedures revealed an existential coherence between the life and the work of the author, which helped to expand the understanding on the meaning of life of Viktor Frankl.

Abstract:
Weeding is a process of removing obsolete collection of books from the stacks of library. The paper emphasizes on weeding of printed books at Rev BM Pugh library. The books which were not being issued and outmoded were weeded out to maintain the space in the stacks for new arrivals. The paper also discusses the procedure and policy adopted in weeding out of superseded books. The superseded editions, unissued and torn out books were identified through the copies available on the stacks and Koha LMS. Subsequently, the weeded-out books were freely distributed to public by organizing a Book Day. The freely distributed books were recorded in the Accession Register. The weeding procedure makes the collection active and creates space for new arrivals.

What a difference a good textbook would have made twenty years ago, when the first judges embarked upon the adventure of creating a new international criminal procedure. Of course, back then there was little to draw upon other than domestic criminal systems. Fast forward twenty years, and a series of international(ized) criminal tribunals and courts have created a rich and sprawling body of international criminal procedural law. So rich, in fact, that it threatens to overwhelm the practitioner or scholar struggling to make sure that he or she has not overlooked anything important. So the recent series of books devoted to the topic of international criminal procedure is welcome indeed. The present book review surveys and compares four of these volumes.

Abstract:
Translating economic terms is a challenging task since the translator needs to understand economics and be able to convey the concepts to the target language. In translating economic books for lay readers, the translator also needs to consider the lexical choice so that the target readers can understand the translation easily. This study aims to analyze the translation procedures applied in the translation of economic terms in the book The Psychology of Money written by Morgan Housel and to find out whether the translation is oriented to the source language or the target language. The data in this study were analyzed qualitatively by using the taxonomy of translation procedures by Vinay and Darbelnet. The results showed that there were seven translation procedures applied in the translation of economic terms: borrowing, calque, literal translation, a combination of borrowing and literal translation, transposition, equivalence, and combination of transposition and borrowing. The literal translation is the most dominant translation procedure applied to translate economic terms. Based on the analysis of the translation procedures, it can be concluded that the translation of economic terms in this study is oriented to the source language.

The main objective of this research is to find out the translation technique mostly used in translating the same words and phrases of Android, iOS and Windows mobile phones’ manual books. Its data were obtained through collecting the printed manual books and unprinted manual books from internet. The data were analyzed by using theory of translation technique by Molina & Albir (2002). The final results of the research indicate the following. First, there are 100 similar words and phrases were found among translation of 3 OS mobile phones’ manual books. Second, there are 9 translation techniques used; adaptation, amplification, borrowing, calque, establish equivalent, discursive creation, generalization, and particularization. This research tries to find out a direct translation procedures of a bilingual children story book entitled Bonnie dan Perayaan. This research is a qualitative research. The source of data is the bilingual book entitled Bonnie dan Perayaan that contains of 23 pages. The result shows that literal translation is the most dominant direct translation procedure used in bilingual children storybook Bonnie dan Perayaan. There are 76.2% translated with literal procedure, and 23.8% translated with borrowing procedure. Literal translation becomes the most dominan number because this makes the TL version has closest structure and style as used in the SL.

Abstract:
The last two decades have witnessed a boom in self-help materials in both global and local markets. This self-help trend, growing rapidly in our modern day, should be an area of interest for Translation Studies as an increasing number of self-help materials have been translated particularly from English every year. Self-help books involve a great deal of references to the material and social culture of the original country. One of the key issues in the translation of self-help books is the choice between foreignizing and domesticating these culture-specific items. This paper aims to discuss the procedures used for the translation of culture-specific items with regard to the particular function that these books assume in the target society. The analysis on the example of Outliers, a self-help book of sorts written by Malcolm Gladwell, has shown that the translator mostly adopted foreignizing strategies in translating the text into Turkish. The study also discusses whether these foreignizing strategies contribute to the fulfillment of target-text function, which is to provide quick-fix remedies to people struggling with modern-day challenges and demands.

Abstract:
The use of unconditional tests for comparing hypotheses on the 2×2 binomial trial is still not widespread in the applications, despite these preserve the signi cance level and usually are more powerful than conditional exact tests for moderate to small samples. Previously, this was due to the bigger computational demand of this approach with respect to the conditional approach. Today, softwares can easily compute the p-values of both conditional and unconditional tests. In this thesis the Suissa and Shuster (1985)'s unconditional test is reviewed and a new R algorithm aimed to derive exact unconditional p-values is proposed. We use both the classical Lehmann (1959)'s procedure and the Berger and Boos (1994)'s procedure, which calculates the p-values by maximizing the null power function on a con dence interval for the nuisance parameter. Optimal values for the con dence level are derived for di erent degrees of imbalance of the sample sizes. Furthermore, we propose the use of the unconditional approach for testing statistical hypotheses within the framework of the Rubin Causal Model.

Abstract:

In 2005 a new recommendation was implemented, IAS 36 "Impairment of intangible assets". The Swedish translation of the recommendation is RR 17. The previous treatment of impairment of goodwill was to amortize it over a certain amount of years. In order for a company to make impairment, they had to estimate the decrease in value of goodwill to be permanent. The new recommendation RR 17 on the other hand states that goodwill should be impaired as soon as an indication of impairment loss is revealed. This implies that the new recommendation shows the fair value of goodwill. Our problem description is; how does the impairment procedure of goodwill in companies applying RR 17 look like?

In order to reach the purpose of this study, which is to understand the impairment procedure of goodwill, we used four sub questions; (1) How does goodwill arise? (2) How is goodwill divided between cash generating units? (3) How do stock listed business combinations in accordance with RR 17 estimate whether an impairment loss of goodwill exist or not, in cases where goodwill exist, how is it impaired? (4) How is goodwill revalued and how often?

The study has mainly taken a hermeneutic approach because we strive to understand the impairment procedure of goodwill. We conducted a qualitative study, with semi- structured interviews. Four companies, which operate in somewhat different branches, were chosen in order to get a diversified illustration of different business areas and see if there were any differences between them.

Our central concepts present general accounting principles as well as accounting principles handling impairment of goodwill, which helps the reader to receive a better understanding of the essential concepts concerning the impairment procedure of goodwill. In the analysis we connect our empirical findings with the central concepts in order to discover more dimensions of the impairment procedure of goodwill.

The result from our interviews showed that the companies follow the recommendation RR 17. However we could identify some differences between the companies, which we believe are due to the fact that the companies operate in different business areas and are therefore faced with somewhat diverse risks. Further we could link the differences to be correlated to the mindsets and demands of the companies’ auditors.

Finally we want to make the reader aware of the fact that the recommendation RR 17 has so far only been applied in an economic boom and therefore when we conducted this study the need to impair goodwill was very small.

Abstract:
The quality of pipeline construction is determined by the effort of controlling the pipe stress level. Constraints may include various factors, such as pipe size, side boom lifting capacity, the number of side booms, side boom spacing and the lifting height profile. The use of girth weld flaw size limit established by Engineering Critical Assessment (ECA) for a given construction condition, makes the accuracy of pipe stress even more important. This is not only because stress level is one of the controlling parameters of the ECA results, but also because in some cases, such as low girth weld fracture toughness, stress level must be controlled with a very narrow window to keep a meaningful ECA that leads to a reasonable weld repair rate. An optimized pipe lifting height profile can be obtained from stress analysis using finite element method based on available construction equipment capabilities. From a practical perspective, an optimized pipe lowering-in plan may not be executable in the construction field. It is thus desired that a practical approach be provided that captures the key feature of construction practice and at the same time makes the key measures recordable. This paper provides a set of stress check equations derived using beam deformation theory. The calculation results using these equations show that for normal pipe lowering-in practice, pipe stress level can be effectively controlled by checking and controlling the lifting height of just one or two points. The approach proposed is to be used in conjunction with case specific finite element analysis.

Abstract:
The laws concerning safety on worksite have become more strict year on year being that topic always more important. The main causes of injuries are workers unawareness and structural failures of machineries, i.e. cranes, or scaffolds. In order to prevent injuries, an accurate maintenance is mandatory. During the last years a new trend in maintenance has arisen in opposition to programmed maintenance. Monitoring the system, the condition based maintenance may prevent accidents avoiding unnecessary stops of the machineries and the corresponding reduced returns. In this paper a health monitoring algorithm for a typology of construction machinery (the concrete displacing booms) is proposed. The proposed algorithm is based on the knowledge of geometrical and dynamical parameters of the boom, estimated through a stand-alone self-learning procedure. This feature makes the developed diagnostics system predisposed to be easily extended to other machineries or work fields. The common failure conditions, such as an overload or a crack propagation, are readily signaled. The algorithm has been numerically and experimentally validated on a specific test rig which reproduces a reduced scale concrete displacing boom. The results, referred to the detection of two simulated common failure conditions, are presented and discussed.

Abstract:
Burner booms, one of the most important pieces of equipment for well testing procedures, are used to burn associated gas or oil-and-gas mixture. This paper first conducts a mesh sensitivity analysis to find a proper grid size. Grid independence is evaluated by the correlation value in different monitoring points. Then, the heat radiation of the burner boom on the semi-submersible drilling platform is analyzed using FDS. Without water curtain, it researches and compares the impact of low, medium and high speed wind condition on heat radiation. Without the wind influence, the simulation on heat radiation is done on the optimized water curtain design. The results show that the water curtain design can efficiently reduce the heat radiation on the platform, which has guiding significance for engineering design.

Eminent Domain is the power of the government or quasi-government entities to take private or public property interests through condemnation. Eminent Domain has been a significant issue since 1879 when, in the case of Boom Company v. Patterson, the Supreme Court first acknowledged that the power of eminent domain may be delegated by state legislatures to agencies and non-governmental entities. Thus, the era of legal takings began. Though an important legal dispute then, more recently eminent domain has blossomed into an enduring contentious social and political problem throughout the United States. The Fifth Amendment to the United States Constitution states, “nor shall private property be taken for public use, without just compensation.” Thus, in the wake of the now infamous decision in Kelo v. City of New London, where the Court upheld the taking of private property for purely economic benefit as a “public use,” the requirement of “just compensation” stands as the primary defender of constitutionally protected liberty under the federal constitution. In response to Kelo, many state legislatures passed a variety of eminent domain reforms specifically tailoring what qualifies as a public use and how just compensation should be calculated. Texas landowners recognize that the state’s population is growing at a rapid pace. There is an increasing need for more land and resources such as energy and transportation. But, private property rights are equally important, especially in Texas, and must be protected as well. Eminent domain and the condemnation process is not a willing buyer and willing seller transition; it is a legally forced sale. Therefore, it is necessary to consider further improvements to the laws that govern the use of eminent domain so Texas landowners can have more assurance that this process is fair and respectful of their private property rights when they are forced to relinquish their land. This report compiles statutes and information from the other forty-nine states to illustrate how they address key eminent domain issues. Further, this report endeavors to provide a neutral third voice in Texas to strike a more appropriate balance between individual’s property rights and the need for increased economic development. This report breaks down eminent domain into seven major topics that, in addition to Texas, seemed to be similar in many of the other states. These categories are: (1) Awarding of Attorneys’ Fee; (2) Compensation and Valuation; (3) Procedure Prior to Suit; (4) Condemnation Procedure; (5) What Cannot be Condemned; (6) Public Use & Authority to Condemn; and (7) Abandonment. In analyzing these seven categories, this report does not seek to advance a particular interest but only to provide information on how Texas law differs from other states. This report lays out trends seen across other states that are either similar or dissimilar to Texas, and additionally, discusses interesting and unique laws employed by other states that may be of interest to Texas policy makers. Our research found three dominant categories which tend to be major issues across the country: (1) the awarding of attorneys’ fees; (2) the valuation and measurement of just compensation; and (3) procedure prior to suit.

Over the last few decades, the organic agriculture sector has experienced sustained growth. Globally, as well as in the European Union and Portugal, organic production accounts for just under 10% of total Utilised Agricultural Area (UAA) (FiBL, 2019; Eurostat, 2019; DGADR, 2019; INE, 2019; GPP, 2019). This growth has been seen in terms of production, number of producers, amount of retail sales, imports and exports. This article attempts to build on the multi-level perspective (MLP) of the socio-technical (ST) transitions theory by employing a whole systems analysis (Geels, 2018) of organic agriculture in Portugal, which defends an integrated vision of the systems, where multiple interactions occur within and among the niche, the regime and the landscape levels. This approach has been employed in order to develop a critical analysis of the current state of the Portuguese organic agriculture sector, stressing the multiplicity of elements that are contributing to the agro-food system´s transformation into a more sustainable one. In fact, the agro-food system is related with climate change but also has connections with other domains such as public health, water management, land use and biodiversity. Therefore, it is affected by shifts in these areas. This analysis considers developments in increasing domestic organic production, number of producers, amount of retail sales, imports, exports, market innovations, and the sector´s reconfiguration. The organic sector´s increase has been attributed to European regulation, institutionalization, standardization, farmer certification, external (government) subsidy support programs, incremental market improvements (visibility and product access), the emergence of new retailers, the rise of supporting consumers and a shift away from conventional agriculture (Truninger, 2010; DGADR, 2019; Pe´er et al, 2019). However, together with positive incentives, this sector also faces numerous barriers that are hindering a faster transformation. Difficulties for the sector to date have included: product placement; a disconnect between production, distribution and marketing systems; high transport costs; competition from imports; European subsidies focused on extensive crops (pastures, olive groves, and arable crops), entailing a substantial growth in the area of pasture to the detriment of other crops; the fact that the products that are in demand (fresh vegetables and fruit) are being neglected by Portuguese producers; expensive certification procedures; lack of adequate support and market expertise for national producers; the hybrid configuration of the sector; and price. Organic agriculture as a niche-innovation is still not greatly contributing to overall agricultural production. The low supply of organic products, despite its ever-increasing demand, suggests that a transition to increased organic production requires a deeper and faster food system reconfiguration, where an array of distinct policies are mobilized and a diversity of actions take place at different levels (Geels, 2018; Pe´er et al, 2019). This paper will attempt to contribute an overall critical assessment of the organic sector´s features and evolution and will identify some of the main obstacles to be overcome, in order to boost the sustainability transition of the agro-food system in Portugal.

The objective of this research was to develop and apply a conceptual framework for evaluating the potential of trans-boundary bargaining with respect to water resource sharing. The research accomplished this objective by developing a framework for trans-boundary bargaining, identifying opportunities for application, and illustrating the potential benefits that can be gained thereby. Specifically, we have accomplished the following: - Developed a framework to measure the potential for improving economic efficiency considering issues of political feasibility and sustainability that are crucial in trans-boundary cooperation. - Used both cooperative and non-cooperative game theory to assess feasible coalitions among the parties involved and to model potential bargaining procedures. - Identified empirically alternative schemes of cooperation that both improve upon the economic efficiency of present water usage and appease all of the cooperating parties. - Estimated the potential short-run and long-run affects of water reallocation on the agricultural sector and used this information to understand potential strategies taken by the countries in bargaining processes. - Performed case studies in Israeli-Jordanian relations, the relationship of Israel to the Palestinian Authority, and cooperation on the Chesapeake Bay. - Published or have in process publication of a series of refereed journal articles. - Published a book which first develops the theoretical framework, then presents research results relating to the case studies, and finally draws implications for water cooperation issues generally. Background to the Topic The increase in water scarcity and decline in water quality that has resulted from increased agricultural, industrial, and urban demands raises questions regarding profitability of the agricultural sector under its present structure. The lack of efficient management has been underscored recently by consecutive years of drought in Israel and increased needs to clean up the Chesapeake Bay. Since agriculture in the Middle East (Chesapeake Bay) is both the main water user (polluter) and the low-value user (polluter), a reallocation of water use (pollution rights) away from agriculture is likely with further industrial and urban growth. Furthermore, the trans-boundary nature of water resources in the case of the Middle East and the Chesapeake Bay contributes to increased conflicts over the use of the resources and therefore requires a political economic approach. Major Conclusions, Solutions, Achievements and Implications Using game theory tools, we critically identify obstacles to cooperation. We identify potential gains from coordination on trans-boundary water policies and projects. We identify the conditions under which partial (versus grand) coalitions dominate in solving water quality disputes among riparian countries. We identify conditions under which linking water issues to unrelated disputes achieves gains in trans-boundary negotiations. We show that gains are likely only when unrelated issues satisfy certain characteristics. We find conditions for efficient water markets under price-determined and quantity-determined markets. We find water recycling and adoption of new technologies such as desalination can be part of the solution for alleviating water shortages locally and regionally but that timing is likely to be different than anticipated. These results have been disseminated through a wide variety of publications and oral presentations as well as through interaction with policymakers in both countries.

Engine downsizing is one the most common methods of coping with strict emission regulations. However, it must be coupled with complementary systems so that the engine performance would meet the standards. That is why new efficient solutions can pave the way toward this goal. The electric forced-induction system (EFIS) is the emerging replacement for conventional forced-induction systems (FIS), namely, turbochargers and superchargers. The reason behind this replacement is the drawbacks associated with FIS, among them are turbo lag and inefficiency in exhaust gas energy recycling. Electrically split turbocharger (EST) is a form of EFIS which offers a great potential for engine downsizing. In this paper, a new approach to EST utilization for lowering the fuel consumption (FC) without compromising performance has been introduced, through which the augmented degree of freedom enabled by an EST is used to optimize the air-charge boosting. To show the effectiveness of the proposed method, a model-based approach is used to compare two engines with and without EST technology; the performance of an already existing 1.6-l 4-cylinder turbocharged engine has been modeled based on the experimental data, and its performance indices are used as a benchmark for a downsized 1l 3-cylinder engine equipped with an EST. A comparison of these two engines in the dynamic drive cycles of the EPA Federal Test Procedure (FTP75) and Worldwide harmonized Light vehicles Test Cycles (WLTC) has shown a 28.87% and 25.35% reduction in FC, respectively, independent of the external electrical source. Furthermore, the downsized engine has shown superior performance through full-throttle acceleration in terms of torque transient response. Finally, the concept of coherence among gas-path components and its importance is presented, and knock precautions associated with air charging in this method are addressed.
