Abstract:
The original AO HRR color vision test has been considered by many as one of the best plate tests. It is still accepted by many governmental agencies for color vision certification. In their 1954 publication, Hardy, Rand, and Rittler stated that specially compounded inks were used for printing to avoid color changes with time. Fifty years later, it is both important and interesting to determine whether the wear and tear cause significant color changes. The chance finding of a never-used second edition offers an opportunity to evaluate the color changes. A GretagMacbeth Spectrolino spectrophotometer was used to measure the chromaticities of the never-used book, and an extensively used book. Four plates (#4, 7, 13, 16), selected randomly from the four red-green sections, were analyzed. The colored dots from each of the eight plates were plotted on a CIE chromaticity diagram. Isocolor lines were drawn to evaluate chromatic alignment. Chromaticities for plates #4 and 7 are significantly different between the two books. With regard to alignment with isocolor lines, the extensively used book is better than the never-used book for plate #4. There is significant misalignment on plate #7 for both books. Chromaticities for plates #13 and 16 are essentially identical between books, all with good alignment with isocolor lines. The overall comparison shows that the chromatic alignment characteristics of the extensively used book are not worse than the never-used book. Since colors in these plates have to be aligned with both the protan and deutan axes, any significant color changes would have disturbed this delicate requirement. The findings of many plates with good alignment, and the lack of differences on plates #13 and 16 between books, suggest that there are no significant color changes over time. Differences between books on plates #4 and 7 were likely the result of the original printing process.

Abstract:
The object of this study is the processes of deformation of the root polymer plate reinforced with stitches of threads with preliminary tension in book blocks sewn with threads. The analytical and experimental studies reported here are based on the application of the methodology for developing a simulation model of the process of deforming the adhesive polymer plate. The basic assumption of the study is that the use of information support for simulation modeling will contribute to the improvement of the structural and technological parameters of the root part of the book blocks sewn with threads. This cannot be achieved without analyzing and decomposition of the technical system of the book block, classifying subsystems and describing them in the form of a finite set of classes and the connections between them. A procedure for determining the mechanism of interaction of elements of the root part of book blocks sewn with threads is proposed. It is shown that the residual cyclic deformation of the adhesive plate and the stitches of the implanted threads depends on the strength of the bonds between the elements of the joined structure of the materials. It also depends on the number of cycles of discrete loads heterogeneous in terms of dimensional indicators and the place of their application. This is due to the fact that stitches of threads are only partially implanted into the structure of the adhesive plate, the other part that fastens the folds of notebooks is outside the adhesive plate. The influence of cyclic loads applied at different angles relative to the stitches of the threads was revealed. The angular discrepancy fluctuates, in the case of using PVAD D51C glue, in the range of 0.735–0.907, and, for Technomelt GE3636 thermal glue, 0.913–0.940. The developed simulation model of the processes of deformation of the root polymer plate makes it possible to determine the mechanism of interaction of the elements of the root part of the book blocks and predict the durability of the product

Abstract:
The hulls of modern ships are almost entirely welded. This makes the prediction of post-welded deformations very important. The number of parameters involved in the process of welding is large, so the exact mathematical theory for prediction of deformations is unavailable. Some researchers have estimated the post-welded deflections based on empirical and semi-empirical equations. The growing literature on the study of postwelded deflections of hull plates enables the estimation of these deflections based on the plate geometry and the plate material. The limited number of critical parameters covered by these experiments makes it difficult to organize the data systematically. This has delayed the introduction of a framework for estimating the influence on the plate deflection from welding speed, current, number of passes, welding rod size and material, etc. The approach adopted in the U.S.S.R. was to develop an integrated framework to include the critical welding parameters. The main results from this approach were published in several books, with the main reference being a book by Kuzminov published in 1974. From the standpoint of ship production, it is useful to understand this Soviet approach as well as to give examples of its use. Therefore, this paper introduces the Soviet procedure for calculation of deflection due to butt welding, presents the graphical aids used in this procedure, and presents a worked example using this procedure for a butt welded plate.

Rylands Irish MS 22 is a copy of Geoffrey Keatings Trí Biorghaoithe an Bháis (1631), made by the well-known scribe Risteard Tuibear in 1710, a professionally made vernacular book, making available for circulation a widely read devotional text. In the last two pages the scribe permitted an apprentice to copy, and as a result he had to write the ending a second time more correctly. Like several other books made by Tuibear, it belonged to Muiris Ó Gormáin in Dublin in the later eighteenth century and is found in his book lists from 1761 and 1772. Inside the front is the book-plate of the Duke of Sussex, and the catalogue of his library from 1827 shows that this is a book given to him by Sir William Betham a year earlier. When the Duke‘s library was auctioned, this was sold to a London dealer, reappearing in sales between 1866 and 1869. It was bought by the Earl of Crawford and came with all his manuscripts into the Rylands Library, where for its origin and history it stands out from a collection of books largely made for or by Denis Kelly, of Castle Kelly, in the mid-nineteenth century.

ABSTRACT In 1845, Roderick Murchison, Edouard de Verneuil and Alexander von Keyserling published The Geology of Russia in Europe and the Ural Mountains, reporting on the results of two field seasons in Russia (1840 and 1841) as well as additional fieldwork in Poland (1843) and Scandinavia (1844 and 1845). The book contains 7 plates comprising 5 cross-sections and 2 geologic maps. Plate 6 is a geologic map titled “Russia in Europe and the Ural Mountains . . .” and it is the subject of this paper. Murchison had 600 copies of the large format (quarto) book printed by John Murray in the laborious hand-press manner. He also had the 68 × 84 cm map produced as a copper engraving with water color washes. Plate 6 has been described as “the finest hand coloured map ever produced”. The map was drawn and engraved by John Arrowsmith from a sketch map begun in 1840, expanded after the 1841 field season, and further modified by incorporating work of other geologists, including Keilhau, Hisinger, Zejszner, Boué, Dubois de Montpereux, Hamilton, Ainsworth, and Helmersen. All of these geologists were meticulously acknowledged by Murchison in The Geology of Russia. In addition to the map, Plate 6 contains a stratigraphic column with key locations and characteristic fossils, and a crosssection extending from St. Petersburg to the Sea of Azof. Thus, Plate 6 represents a synthesis of much of what was known in 1845 of the geology of Russia and surrounding territories, clearly demonstrating Murchison’s ‘genius of combination’. Murchison revised the map several times, resulting in 4 ‘states’ of the map.

AbstractIn the first half of the 17th century penmanship in the Dutch Republic flourished as never before or since. Responsible for this flowering were a number of schoolmasters from Brabant and Flanders who in the 1570s and 80s had fled to the North and had settled there as writing-masters. To what level they had raised calligraphy may be seen from a large number of manuscript and printed writing-books that have been preserved. Just as they inspired their followers in years to come they had themselves found a source of inspiration in the two copy-books of Clemens Perret, brought out in 1569 and 1571. The earlier of these, the Exercitatio alphabetica, was not only the first ever to be reproduced entirely by copper engraving, but also the first with examples in seven languages, all of them written in the appropriate hands. Moreover in this book, the first to be produced in the Low Countries in such a large, oblong size, all plates had lavishly executed borders, designed on an architectural framework on which a variety of objects, human figures, grotesques, animals and so on were depicted. The book was obviously designed for collectors, wealthy connoisseurs and fellow writing-masters. The later book, the Eximiae peritiae alphabetum, although containing an equal number of plates, likewise in seven languages and in various hands, lacks the beautiful borders and is of slightly smaller size. It is altogether a more modestly conceived book, surely intended for use at school. Little is known about Perret's life. The title-pages of his books tell us that he was born in Brussels in 1551. A poem in a writing-book by Jacobus Houthusius, published in 1591, refers to his death. A contemporary manuscript note in a pamphlet of 1583 states that the writer Etienne Perret was his father. In the Plantin archives it is recorded that he had a brother, named Paul, and a sister. In a pamphlet of 1599 the writing-master Jan van den Velde states that Perret went to England to serve Queen Elizabeth's Chancellor as writing-master and teach the Queen the Italian hand. This seems unlikely as the Queen is known to have learned italic handwriting from Roger Ascham, while still a girl. The author has examined 26 copies of the Exercitatio in public collections and distinguishes two different editions. The first was probably brought out by Perret himself. Nearly all its plates contain errors in spelling, punctuation and word division. When Plantin took the distribution of the book in hand these mistakes were corrected and another plate added, containing within an engraved border a privilege with the text in letterpress: the 2nd edition. Abstract:
The book cover of Biblia Germanicolatina (1565), which is held at the Rare Books and Manuscrips Unit of the Martynas Mažvydas National Library of Lithuania, is analysed in this paper. This Bible was printed in a 20-volume collection in Wittenberg on request of August the Elect of Saxony (1526–1586). It was printed in the Latin and German languages. This Bible later became a part of various European libraries. Biblia Germanicolatina is analysed in the light of the paratext theory, which as a book history term is first used by French literary theorist Gerard Genette (1987). Genette used this term to describe objects and subjects surrounding the text: text spacing, lettering, book covers and even book advertisements. The analysis is performed using the provenance method, which leads to discovering the origins of the book’s binding and its primary sources. As of right now, five out of the 20 volumes from the collection are known to be held in Lithuanian memory institutions. As a result of this research, we were able to identify the bookbinder from Wittenberg who ordered the plate for tooling in 1564.

Abstract:
This research aims to determine the movement of waves that cause tsunamis based on tsunami intensity values by connecting science and the Koran. The method used in this research is a literature study with a descriptive analysis approach. Data collection uses interview observation techniques, documentation and relevant literature. Based on the results of interview observations and BMKG documentation data, tsunami waves have different characteristics based on the modeling and movement of each cause, including landslides, subduction of the Indo-Australian Plate under the Eurasian Plate, volcanoes, and more influential causes of earthquakes. which occurs due to shifts in the earth’s plates which trigger the emergence of rolling waves called tsunamis. The scientific view is that tsunamis occur like earthquakes due to plate movements that occur, allowing friction or collisions between plates to occur. The result of this collision will cause one plate to rise and the other plate to subduct, this is often called subduction. This event will cause an earthquake. The earthquake that occurred is very likely to cause a tsunami. The explanation outlined in the Book of Allah has a broad dimension of knowledge and insight, especially discussing science and nature. The Qur’an’s view of tsunamis is that they are a disaster or calamity that occurs according to His will, tsunamis are absolutely due to the laws and provisions of Allah SWT for nature. These things are one of the signs of a small apocalypse.

Abstract:
This dissertation addresses the teaching of typography and book design in South Africa and how the literature relating to its education has changed during the course of the twentieth century. Several scholarly and educational book titles are compared to one another based on their approach to the subject and this is compared to the historical development of typographic technologies as they were developed in Europe. Based on the theoretical pool of the assessed books, a list of theoretical topics was drawn up and used to survey the current teaching intent of graphic design study programmes at South African tertiary education institutions. It was found that in spite of a less direct technical focus in the teaching and learning materials, training institutions within departments and faculties of arts have developed their graphic design programmes with the intent of developing students who are technologically proficient, readily employable, artistically fluent, and aware of industrial and historical conventions in their fields. However, they do not necessarily teach historical book design conventions, focussing rather on the skills and software required for contemporary design practice.

Most of the previous studies of the novel of Xenophon of Ephesus have pointed out its apparent lack of literary quality and consistency, coming to the conclusion that the version we have is an epitome. Conversely, my commentary offers a new interpretation of the "Ephesiaca" as a Bildungsroman, in which there is a progress from a physical conception of love to a more spiritual one, along with a systematic use of the two most important hypotexts of the genre: Homer's Odyssey and Plato's love dialogues.
Le "Efesiache" di Senofonte Efesio sono da sempre state considerate dagli studiosi del mondo antico un testo privo di qualità letteraria e di una coerenza interna. Per questo motivo, dalla fine dell'Ottocento si è diffusa la teoria che il testo che abbiamo non sia l'originale, ma una tarda epitome dell'opera scritta da Senofonte. Il mio commento offre una nuova interpretazione dell'opera come un "Romanzo di formazione", in cui i protagonisti sono introdotti alla scoperta di Eros e delle sue dimensioni fisiche e soprattutto spirituali. Questa traiettoria viene costruita da Senofonte attraverso un costante e talvolta sorprendente uso dell'Odissea e dei dialoghi amore platonici: tale fatto conferma la letterarietà e l'originalità di questo testo.

Abstract:
The performance of identity is an often studied subject matter. One identity, Geek, and the larger subculture to which it is attached (Geek culture) has become a growing field of study in since the turn of the millennium, mirroring the growth of the subculture itself. The question then is how do Geek's perform this identity and create an idea of what a Geek is? If there is a place to examine this performance then it is the growing event of comic book conventions. At these events thousands of individuals gather to celebrate, interact with, purchase and play with the commodities of Geek; comic books, video games, anime, manga and film. In this space, as I will discuss, the spectrum of performance as outline by Richard Schechner in Performance Theory occurs in simultaneous forms inside the convention. While there is ritual, there is also play, and theater, and all three may be occurring at any one time through any one individual. This is partially brought on by the presence of cosplayers, convention attendees who dress up as fictional characters, and perform a separate role that also speaks to their own identity. Furthermore, the presence of what Victor Turner terms social dramas in the space of the panel discussion complicate and re-form not only individual identities, but also Geek culture identity as well. Underlying the interaction of identity with space/place is the, as Marc Agé terms it, non-place nature of the convention center itself. That the convention center does not bear the trappings of a typical anthropological place (such as history or tradition) influences the impact of the performance and the identity created therein. Consequently, the identity held will be challenged by the temporary nature, not just of the event, but also the place which contains it. I attended two comic book conventions in the state of Florida to examine this phenomena using my own experience as part of the study, as well as interviewing other convention attendees and people within my group. I will move through the space of the conventions exploring my personal relation to the identity of Geek and how others perform the identity while trying to explore what does it mean to be Geek?

In medieval and early modern crafts, useful knowledge was taught in the workshops. There, innovation took place. Craftsmen exchanged knowledge on journeys or through voluntary and forced migration. This system of knowledge transfer does not need writing, although craftsmen used writing both in the workshop and in the administration of the guilds and the towns. However, transmission of knowledge remained oral. This contrasts with countless craftsmen's manuscripts that conveyed technical knowledge about crafts in text and images. This essay argues that these manuals were equally crucial for the transmission of useful knowledge between master craftsmen as well as the sale of products to clients. A book on plate harnesses and one on bell and gun casting are introduced as examples.

Prediction of pressure drop for duct flow through heat sinks involves calculation of inlet and exit losses. These predictions are typically done using Kc and Ke for “parallel plate channels” from the Kays and London book, Compact Heat Exchangers. However, these equations assume fully developed flow at the exit and thus include the effect of full velocity profile development. Electronic heat sinks operate in the “developing flow” region. So, use of the published Kc and Ke from the Kays and London book will result in over-estimate of the actual Kc and Ke values. The authors have performed analysis that allows accurate calculation of Kc and Ke values with parallel plate channels for operation in the “developing flow” region. The results are presented in graphical form as a function of contraction ratio and x+ (= x/DhRe). These results will allow accurate estimate of Kc and Ke values for developing flow. Entrance and exit losses can account for as much as 30% of the total pressure drop in electronic heat sinks having short flow lengths. However, the error associated with evaluation of Kc and Ke based on fully developed flow for parallel plates is small.

The authors examine attitudes of students of teacher-training faculties and faculties of education (N = 394) from four countries of the Western Balkans on (a) advantages and (b) limitations of using e-books and (c) on the perspective of using different forms of books in changed social context. Results of the research show that students value practical aspect of using an e-book the most, including among its most significant advantages the availability and the possiblity to store a large number of books on one device, while the most important limitations are lack of smell and sound when turning pages as well as reader fatigue. Future teachers and nursery teachers agree that printed book will always have its place among readers, regardless of the progress of modern technology, and that after the pandemic, most people will return to printed book. On the other hand, their views are not harmonized when assessing the complete dominance of e-book over the printed one, sometime in the future. Although today’s students grew up in a digital information environment, their attitudes regarding the use of e-books imply that they can critically assess place and role of different forms of books in the process of creating a productive learning environment.

Abstract A prototype of a simple, footwear-testing machine which mimics the physiologic motions and forces of walking in one plane has been designed, developed and tested. Eleven ROTC students were measured and filmed to obtain information on the kinematics of the lower limb and the dynamic forces exerted by their footwear on the ground while walking across a load plate. A machine was then designed which uses the coupler curve of a fourbar linkage to simulate the planar kinematics of the heel-strike and toe-off portions of walking. A standard-issue U. S. Army combat boot is attached to the fourbar linkage’s coupler link on a prosthetic foot such that the heel and sole are close to the moving centrode of the coupler. The ground plane is the fixed centrode. Thus their relative motion approximates pure rolling. The boot is “walked” against a force-plate which is loaded by an air cylinder. This force plate is pulled away during the walking “backstroke”. The dynamic forces of impact are measured by two force transducers. These measured forces simulate the vertical physiologic forces of walking and the kinematics provides realistic physiologic motions to the boot in a vertical plane.

The period of King Milutin’s reign, marked by the strengthening and expan- sion of the Serbian state, is important for the manuscript book, primarily because of its increased production, caused by the building of a larger number of churches and monasteries, but also in artistic terms, due to the frequent appearance of new ornamental motifs. At that time, there was a gradual change in the decoration of manuscript books created in Serbian scriptoriums. Teratological motifs, which will continue to appear sporadically, give way to geometric-intertwined forms. In the adapted style of the books of this period, there are three basic geometric mo- tifs - a circle, a knot and a rhomboid ring that form various decorative surfaces - from very small discrete flags to those that can occupy an entire page. In addition to flags, initials also have a special place. They can be simpler - geometrically or more developed - intertwined. The period of King Milutin’s long reign is also characterized by the codification of liturgical books according to the Jerusalem typikon, which, among other things, led to the fact that books that were once separate (eg, Prophetologion) became part of other liturgical books. This also affects the artistic design of books, because each liturgical book has recognizable places, highlighted with decorative motifs. At this time at the end of the 13th and the beginning of the 14th century, in the long process of creating books, the use of extremely high quality parchment and ink is striking, as evidenced by their current state. Considering that only a small number of those codices that had to exist at that time have been preserved, for the sake of a more complete idea of their illumina- tion at that time, quite discreet decorations are included in the research. The illu- mination of Serbian books, as well as the entire artistic creation in the considered period, developed within the framework of the Byzantine cultural, spiritual and aesthetic circle. On some pages of the code, however, the original solutions of talented Serbian illuminators and calligraphers are noticeable. This primarily re- fers to the intertwined geometric-floral style, which will reach its full expression in rich compositional solutions during the 14th century.

We are already used to the alarming PISA studies, but the latest still comes with an interesting statistic, offering some hope. It shows that students who have books at home and read paper books more often scored 50 points better in reading than those who have books at home and don’t read. Therefore, the fear that in physical format the future of the book is in danger has been dispelled by this study. At the gymnasium level, students in Romania go through two National Assessments designed to measure their school performance, and the reading competence part occupies an important place, arriving at the end of gymnasium to exceed a third of the exam items. That is why the data provided by this study deserved to be applied at the level of our secondary school. Bearing in mind that we are on a downward trend in grades on the two National Assessments, the student questionnaire demonstrated that, indeed, students who have at least ten age-appropriate books in their personal library do better on the proficiency items lecture. In conclusion, personal library is directly related to academic performance and reading on paper brings multiple benefits.

The advantages that digital books provide seemed to all but guarantee the demise of print. But something happened along the way. Numerous studies during the last decade have demonstrated that print still has a place for libraries, vendors and most importantly, end users. So what’s happened – why hasn’t that time come like it has for journals? And will the “tipping point” for books ever arrive? One explanation is that eBooks have not met user expectations, but optimizing user experience when users range from students, to faculty, to librarians is a big challenge! This session included a lively discussion about the user experience for eBooks from multiple perspectives. Gabrielle Wiersma from the University of Colorado Boulder shared findings from an eBook usability study with students and asked the audience to consider the reasons why people prefer one format over another. Two graduate students shared their perceptions and format preferences and answered questions from the audience. Finally, Leigh Beauchamp, Vice President of Product Development discussed how ProQuest is making patrons the center of Ebook Central platform development and how eBooks are evolving to bring the most important elements of the print experience to digital book research.

In 2004, ASME Section IX added maximum hardness essential variables for temper bead procedure qualification when impact testing is not specified or required by the applicable book section. The assumption with specifying a maximum hardness criterion is that high hardness after temper bead welding indicates inadequate tempering. As discussed in PVP2013-97793 [2], imposing a maximum hardness criterion for temper bead qualification can actually lead to acceptance of a heat affected zone (HAZ) microstructure with less than optimum impact properties. In fact, depending on the weld HAZ microstructure the impact properties can vary widely from very low to very high at the same hardness. This paper describes an alternative hardness test protocol for temper bead procedure qualification. Rather than using a single maximum hardness acceptance threshold, this new test protocol characterizes the base material response to temper bead welding by determining the maximum achievable hardness with a bead-on-plate test and with a hardness calculation. Research shows that a high hardness in the HAZ prior to depositing the tempering weld layers provides the optimum microstructure for achieving desired HAZ impact properties. With proper tempering the HAZ hardness is reduced below the maximum achievable hardness. Temper bead procedure acceptance is thus determined by the drop in HAZ hardness after depositing the temper bead weld layers. Application of this new hardness test protocol for temper bead qualification is proposed as an alternative to a single maximum hardness acceptance criterion.

As a result, our activities (especially the activities of young people) have started to shift more and more towards the digital world. If our parents used to read books in order to spend their free time when they were in their 20s, nowadays young people prefer in their free time to play a mobile game rather than to read a book. Even though they know reading books can be more useful and even more entertaining than a mobile phone game, people tend to choose the smartphone activity because of the easiness of reaching the desired action. This paper presents the current status of the LibQuest prototype, an application part of Lib2Life research project, that enables the possibility to combine reading with fun and technology, aiming to remind people how important and fun reading can be. Inside virtual libraries, which reproduce real life libraries, people can solve quests (such as RPG quests), can take part in virtual tours or can participate to custom cultural events. All these actions (whether we talk about quests, tours or cultural events) can be created by an admin of the library or can be also created by users of the application. Tours and cultural events can take place only in the virtual world, while quests, in order to be more exciting, can take place in both the virtual world and the real world.

Various articles suggest that the maximum release force for buckle according to Federal Motor Vehicle Safety Standards (FMVSS) 109 of 133 N is beyond the capability of a large percentage of our population [1, 2]. Inversion studies with a large male in a three-point production belt showed he could not open a side release buckle [3]. Numerous articles and patents reference the potential for entrapment of inverted occupants unable to release the seat belt buckle [4–11]. Various articles and patents discuss the problems associated with entrapment of individuals in fires, water or emergency situations or where the occupant is deprived of oxygen due to positional asphyxia [12]. While the use of seat belts has increased markedly over the years [13], investigations indicate that rollover accidents showed fatally injured occupants in their seats which were entrapped in their vehicle. The forces to release the buckles under full load of the inverted occupants were beyond the physical capacities of the occupants involved. Canadian motor vehicle safety standard 209 (CMVSS 209) requires that a buckle must release with a force of 133 N to the button with a restraining loop force of 666 N. About 80 % of driver’s could not release a buckle that requires 133 N of force on the button [1]. Females could exert about 80 N with their fingers when opening child restraint buckles [14]. Females were generally found to have about half the physical capacity to open buckles compared to males. The maximum buckle release force of 133 N is not found in literature. Dreyfuss in his book indicates various forces for females and males [15]. European standards require that latch plate be ejected, therefore side release buckles are not allowed.

The survey found that the libraries of Huazhong University of Science and Technology and other universities achieve self-service management through self-service machines, public numbers, official websites, and other channels, but students generally think that the function is cumbersome and inconvenient to query, so we want to design a book self-service management system to bring the greatest convenience to users. This practice uses literature analysis, questionnaires, interviews, and experiments to deeply understand the pain points of library self-service machines, the design principles of relevant interfaces of libraries at home and abroad, and the needs of users to determine the information construction, interactive experience and technical needs of the system. This project is mainly an interdisciplinary practice of computer science and industrial design. In terms of technology, the system uses Android and MVVM architecture to display the front-end interface, realizes the Android network request through OkHttp and Retrofit, and uses ZXing open-source scanning technology to realize the function of borrowing and returning books on the palm; Go language and Echo Web framework is used for development, and Docker is used to deploying containers. In terms of design, the system combines ergonomics, design psychology, and so on, which not only realizes the basic functions of mobile phones, such as scanning code, borrowing, and returning books, map guide, and searching books but also adds special functions such as lost and found, recording reading time and so on, so as to enhance the user's personalized experience. After the usability test, the interviewees believe that the design can greatly improve the learning efficiency in the library.

This paper asks whether bonanzas (surges) in net capital inflows increase the probability of banking crises and whether this is necessarily through a lending boom mechanism. A fixed effects regression analysis indicates that a baseline bonanza, identified as a surge of one standard deviation from trend, increases the odds of a banking crisis by three times, even in the absence of a lending boom. Thus, a bonanza raises the likelihood of a crisis from an unconditional probability of 4.4 percent to 12 percent. Larger windfalls of capital (two-s.d. bonanzas) increase the odds of a crisis by eight times. The joint occurrence of a bonanza and a lending boom raises these odds even more. Decomposing flows into FDI, portfolio-equity and debt indicates that bonanzas in all flows increase the probability of crises when the windfall takes place jointly with a lending boom. Thus, windfalls in all types of flows exacerbate the deleterious effects of credit. However, surges in portfolio-equity flows seem to have an independent effect, even in the absence of a lending boom. Furthermore, emerging economies exhibit greater odds of crises after a windfall of capital.

Consideration of aspects of the functioning of mass media in society requires a comprehensive approach based on universal media theory. The article presents an attempt to consider public events in terms of a functional approach to understanding the media, proposed by media theorist Dennis McQuayl in the theory of mass communication. Public events are analyzed, on the one hand, as a complex object of journalistic reflection and, on the other hand, as a situational media that examines the relationship of agents of the social and media fields in the space of communication interaction. Taking into account philosophical approaches to the interpretation of the concept of event, considering its semantic spectrum, specificity of use and synonyms in the Ukrainian language, a working definition of the concept of public event is given. Based on case-analysis of public events, In accordance with the functions of the media the functions of public events are outlined. This is is promising for the development of study on typology of public events in the context of mass communication theory. The realization of the functions of public events as situational media is illustrated with such vivid examples of cultural events as «Gogolfest» and «Book Forum in Lviv». The author shows that a functional approach to understanding public events in society and their place in the space of mass communication, opens prospects for studying the role of media in reflecting the phenomena of social reality, clarifying the presence and quality of communication between media producers and media consumers.

This paper introduces biofuels sectors as energy inputs into the GTAP data base and to the production and consumption structures of the GTAP-Energy model developed by Burniaux and Truong (2002), and further modified by McDougall and Golub (2008). We also incorporate Agro-ecological Zones (AEZs) for each of the land using sectors in line with Lee et al. (2005). The GTAP-E model with biofuels and AEZs offers a useful framework for analyzing the growing importance of biofuels for global changes in crop production, utilization, commodity prices, factor use, trade, land use change etc. We begin by validating the model over the 2001-2006 period. We focus on six main drivers of the biofuel boom: the hike in crude oil prices, replacement of MTBE by ethanol as a gasoline additive in the US, and subsidies for ethanol and biodiesel in the US and EU. Using this historical simulation, we calibrate the key elasticities of energy substitution between biofuels and petroleum products in each region. With these parameter settings in place, the model does a reasonably good job of predicting the share of feedstock in biofuels and related sectors in accordance with the historical evidence between 2001 and 2006 in the three major biofuel producing regions: US, EU, and Brazil. The results from the historical simulation reveal an increased production of feedstock with the replacement of acreage under other agricultural crops. As expected, the trade balance in oil sector improves for all the oil exporting regions, but it deteriorates at the aggregate for the agricultural sectors.

Abstract:
Banco de la República is celebrating its 100th anniversary in 2023. This is a very significant anniversary and one that provides an opportunity to highlight the contribution the Bank has made to the country’s development. Its track record as guarantor of monetary stability has established it as the one independent state institution that generates the greatest confidence among Colombians due to its transparency, management capabilities, and effective compliance with the central banking and cultural responsibilities entrusted to it by the Constitution and the Law. On a date as important as this, the Board of Directors of Banco de la República (BDBR) pays tribute to the generations of governors and officers whose commitment and dedication have contributed to the growth of this institution.1 Banco de la República’s mandate was confirmed in the National Constitutional Assembly of 1991 where the citizens had the opportunity to elect the seventy people who would have the task of drafting a new constitution. The leaders of the three political movements with the most votes were elected as chairs to the Assembly, and this tripartite presidency reflected the plurality and the need for consensus among the different political groups to move the reform forward. Among the issues considered, the National Constitutional Assembly gave special importance to monetary stability. That is why they decided to include central banking and to provide Banco de la República with the necessary autonomy to use the instruments for which they are responsible without interference from other authorities. The constituent members understood that ensuring price stability is a state duty and that the entity responsible for this task must be enshrined in the Constitution and have the technical capability and institutional autonomy necessary to adopt the decisions they deem appropriate to achieve this fundamental objective in coordination with the general economic policy. In particular, Article 373 established that “the State, through Banco de la República, shall ensure the maintenance of the purchasing power of the currency,” a provision that coincided with the central banking system adopted by countries that have been successful in controlling inflation. In 1999, in Ruling 481, the Constitutional Court stated that “the duty to maintain the purchasing power of the currency applies to not only the monetary, credit, and exchange authority, i.e., the Board of Banco de la República, but also those who have responsibilities in the formulation and implementation of the general economic policy of the country” and that “the basic constitutional purpose of Banco de la República is the protection of a sound currency. However, this authority must take the other economic objectives of state intervention such as full employment into consideration in their decisions since these functions must be coordinated with the general economic policy.” The reforms to Banco de la República agreed upon in the Constitutional Assembly of 1991 and in Act 31/1992 can be summarized in the following aspects: i) the Bank was assigned a specific mandate: to maintain the purchasing power of the currency in coordination with the general economic policy; ii) the BDBR was designatedas the monetary, foreign exchange, and credit authority; iii) the Bank and its Board of Directors were granted a significant degree of independence from the government; iv) the Bank was prohibited from granting credit to the private sector except in the case of the financial sector; v) established that in order to grant credit to the government, the unanimous vote of its Board of Directors was required except in the case of open market transactions; vi) determined that the legislature may, in no case, order credit quotas in favor of the State or individuals; vii) Congress was appointed, on behalf of society, as the main addressee of the Bank’s reporting exercise; and viii) the responsibility for inspection, surveillance, and control over Banco de la República was delegated to the President of the Republic. The members of the National Constitutional Assembly clearly understood that the benefits of low and stable inflation extend to the whole of society and contribute mto the smooth functioning of the economic system. Among the most important of these is that low inflation promotes the efficient use of productive resources by allowing relative prices to better guide the allocation of resources since this promotes economic growth and increases the welfare of the population. Likewise, low inflation reduces uncertainty about the expected return on investment and future asset prices. This increases the confidence of economic agents, facilitates long-term financing, and stimulates investment. Since the low-income population is unable to protect itself from inflation by diversifying its assets, and a high proportion of its income is concentrated in the purchase of food and other basic goods that are generally the most affected by inflationary shocks, low inflation avoids arbitrary redistribution of income and wealth.2 Moreover, low inflation facilitates wage negotiations, creates a good labor climate, and reduces the volatility of employment levels. Finally, low inflation helps to make the tax system more transparent and equitable by avoiding the distortions that inflation introduces into the value of assets and income that make up the tax base. From the monetary authority’s point of view, one of the most relevant benefits of low inflation is the credibility that economic agents acquire in inflation targeting, which turns it into an effective nominal anchor on price levels. Upon receiving its mandate, and using its autonomy, Banco de la República began to announce specific annual inflation targets as of 1992. Although the proposed inflation targets were not met precisely during this first stage, a downward trend in inflation was achieved that took it from 32.4% in 1990 to 16.7% in 1998. At that time, the exchange rate was kept within a band. This limited the effectiveness of monetary policy, which simultaneously sought to meet an inflation target and an exchange rate target. The Asian crisis spread to emerging economies and significantly affected the Colombian economy. The exchange rate came under strong pressure to depreciate as access to foreign financing was cut off under conditions of a high foreign imbalance. This, together with the lack of exchange rate flexibility, prevented a countercyclical monetary policy and led to a 4.2% contraction in GDP that year. In this context of economic slowdown, annual inflation fell to 9.2% at the end of 1999, thus falling below the 15% target set for that year. This episode fully revealed how costly it could be, in terms of economic activity, to have inflation and exchange rate targets simultaneously. Towards the end of 1999, Banco de la República announced the adoption of a new monetary policy regime called the Inflation Targeting Plan. This regime, known internationally as ‘Inflation Targeting,’ has been gaining increasing acceptance in developed countries, having been adopted in 1991 by New Zealand, Canada, and England, among others, and has achieved significant advances in the management of inflation without incurring costs in terms of economic activity. In Latin America, Brazil and Chile also adopted it in 1999. In the case of Colombia, the last remaining requirement to be fulfilled in order to adopt said policy was exchange rate flexibility. This was realized around September 1999, when the BDBR decided to abandon the exchange-rate bands to allow the exchange rate to be freely determined in the market.Consistent with the constitutional mandate, the fundamental objective of this new policy approach was “the achievement of an inflation target that contributes to maintaining output growth around its potential.”3 This potential capacity was understood as the GDP growth that the economy can obtain if it fully utilizes its productive resources. To meet this objective, monetary policy must of necessity play a countercyclical role in the economy. This is because when economic activity is below its potential and there are idle resources, the monetary authority can reduce the interest rate in the absence of inflationary pressure to stimulate the economy and, when output exceeds its potential capacity, raise it. This policy principle, which is immersed in the models for guiding the monetary policy stance, makes the following two objectives fully compatible in the medium term: meeting the inflation target and achieving a level of economic activity that is consistent with its productive capacity. To achieve this purpose, the inflation targeting system uses the money market interest rate (at which the central bank supplies primary liquidity to commercial banks) as the primary policy instrument. This replaced the quantity of money as an intermediate monetary policy target that Banco de la República, like several other central banks, had used for a long time. In the case of Colombia, the objective of the new monetary policy approach implied, in practical terms, that the recovery of the economy after the 1999 contraction should be achieved while complying with the decreasing inflation targets established by the BDBR. The accomplishment of this purpose was remarkable. In the first half of the first decade of the 2000s, economic activity recovered significantly and reached a growth rate of 6.8% in 2006. Meanwhile, inflation gradually declined in line with inflation targets. That was how the inflation rate went from 9.2% in 1999 to 4.5% in 2006, thus meeting the inflation target established for that year while GDP reached its potential level. After this balance was achieved in 2006, inflation rebounded to 5.7% in 2007, above the 4.0% target for that year due to the fact that the 7.5% GDP growth exceeded the potential capacity of the economy.4 After proving the effectiveness of the inflation targeting system in its first years of operation, this policy regime continued to consolidate as the BDBR and the technical staff gained experience in its management and state-of-the-art economic models were incorporated to diagnose the present and future state of the economy and to assess the persistence of inflation deviations and expectations with respect to the inflation target. Beginning in 2010, the BDBR established the long-term 3.0% annual inflation target, which remains in effect today. Lower inflation has contributed to making the macroeconomic environment more stable, and this has favored sustained economic growth, financial stability, capital market development, and the functioning of payment systems. As a result, reductions in the inflationary risk premia and lower TES and credit interest rates were achieved. At the same time, the duration of public domestic debt increased significantly going from 2.27 years in December 2002 to 5.86 years in December 2022, and financial deepening, measured as the level of the portfolio as a percentage of GDP, went from around 20% in the mid-1990s to values above 45% in recent years in a healthy context for credit institutions.Having been granted autonomy by the Constitution to fulfill the mandate of preserving the purchasing power of the currency, the tangible achievements made by Banco de la República in managing inflation together with the significant benefits derived from the process of bringing inflation to its long-term target, make the BDBR’s current challenge to return inflation to the 3.0% target even more demanding and pressing. As is well known, starting in 2021, and especially in 2022, inflation in Colombia once again became a serious economic problem with high welfare costs. The inflationary phenomenon has not been exclusive to Colombia and many other developed and emerging countries have seen their inflation rates move away from the targets proposed by their central banks.5 The reasons for this phenomenon have been analyzed in recent Reports to Congress, and this new edition delves deeper into the subject with updated information. The solid institutional and technical base that supports the inflation targeting approach under which the monetary policy strategy operates gives the BDBR the necessary elements to face this difficult challenge with confidence. In this regard, the BDBR reiterated its commitment to the 3.0% inflation target in its November 25 communiqué and expects it to be reached by the end of 2024.6 Monetary policy will continue to focus on meeting this objective while ensuring the sustainability of economic activity, as mandated by the Constitution. Analyst surveys done in March showed a significant increase (from 32.3% in January to 48.5% in March) in the percentage of responses placing inflation expectations two years or more ahead in a range between 3.0% and 4.0%. This is a clear indication of the recovery of credibility in the medium-term inflation target and is consistent with the BDBR’s announcement made in November 2022. The moderation of the upward trend in inflation seen in January, and especially in February, will help to reinforce this revision of inflation expectations and will help to meet the proposed targets. After reaching 5.6% at the end of 2021, inflation maintained an upward trend throughout 2022 due to inflationary pressures from both external sources, associated with the aftermath of the pandemic and the consequences of the war in Ukraine, and domestic sources, resulting from: strengthening of local demand; price indexation processes stimulated by the increase in inflation expectations; the impact on food production caused by the mid-2021 strike; and the pass-through of depreciation to prices. The 10% increase in the minimum wage in 2021 and the 16% increase in 2022, both of which exceeded the actual inflation and the increase in productivity, accentuated the indexation processes by establishing a high nominal adjustment benchmark. Thus, total inflation went to 13.1% by the end of 2022. The annual change in food prices, which went from 17.2% to 27.8% between those two years, was the most influential factor in the surge in the Consumer Price Index (CPI). Another segment that contributed significantly to price increases was regulated products, which saw the annual change go from 7.1% in December 2021 to 11.8% by the end of 2022. The measure of core inflation excluding food and regulated items, in turn, went from 2.5% to 9.5% between the end of 2021 and the end of 2022. The substantial increase in core inflation shows that inflationary pressure has spread to most of the items in the household basket, which is characteristic of inflationary processes with generalized price indexation as is the case in Colombia. Monetary policy began to react early to this inflationary pressure. Thus, starting with its September 2021 session, the BDBR began a progressive change in the monetary policy stance moving away from the historical low of a 1.75% policy rate that had intended to stimulate the recovery of the economy. This adjustment process continued without interruption throughout 2022 and into the beginning of 2023 when the monetary policy rate reached 12.75% last January, thus accumulating an increase of 11 percentage points (pp). The public and the markets have been surprised that inflation continued to rise despite significant interest rate increases. However, as the BDBR has explained in its various communiqués, monetary policy works with a lag. Just as in 2022 economic activity recovered to a level above the pre-pandemic level, driven, along with other factors, by the monetary stimulus granted during the pandemic period and subsequent months, so too the effects of the current restrictive monetary policy will gradually take effect. This will allow us to expect the inflation rate to converge to 3.0% by the end of 2024 as is the BDBR’s purpose.Inflation results for January and February of this year showed declining marginal increases (13 bp and 3 bp respectively) compared to the change seen in December (59 bp). This suggests that a turning point in the inflation trend is approaching. In other Latin American countries such as Chile, Brazil, Perú, and Mexico, inflation has peaked and has begun to decline slowly, albeit with some ups and downs. It is to be expected that a similar process will take place in Colombia in the coming months. The expected decline in inflation in 2023 will be due, along with other factors, to lower cost pressure from abroad as a result of the gradual normalization of supply chains, the overcoming of supply shocks caused by the weather, and road blockades in previous years. This will be reflected in lower adjustments in food prices, as has already been seen in the first two months of the year and, of course, the lagged effect of monetary policy. The process of inflation convergence to the target will be gradual and will extend beyond 2023. This process will be facilitated if devaluation pressure is reversed. To this end, it is essential to continue consolidating fiscal sustainability and avoid messages on different public policy fronts that generate uncertainty and distrust. 1 This Report to Congress includes Box 1, which summarizes the trajectory of Banco de la República over the past 100 years. Abstract:
In January 2016, the book Gas no convencional: shale gas. Aspectos estratégicos, técnicos, medioambientales y regulatorios was published. As we pointed out in the prologue of the book, the study of unconventional gas is within the lines of knowledge of the Energy Chair of Orkestra of the University of Deusto. In fact, three main lines of study are currently covered. Namely Energy markets, Energy Industry and Technology, and Energy Policy. The approach to the shale gas study that the reader has in his hands, in our view, covers a wide scope of topics, including the strategic aspects, the technical topics related to the exploration, drilling and hydraulic fracturing, as well as the environmental aspects and the regulation processes for exploration. One of the characteristics of the research of the Energy Chair is to try to work with a network of institutions, universities and professionals with experience and knowledge in the specific topics that we analyze. In this case, from the very beginning, it was though that the creation and implementation of a group of experts would be particularly valuable, so an Advisory Group and a Reviewers Group were put in place. The relevant professionals and institutions that we have the honor to count on are reflected in this study. Given the participation of the members of the Advisory Group and the Reviewers Group, the first draft of the study was written in English. At the beginning of the project, Nerea Álvarez, mining engineer, produced a first draft. The English version was translated into Spanish and later, when Claudia Suárez joined the Energy Chair of Orkestra, she was fully involved to revise, extend and improve the study. In the process, we decided to focus our improvements in the Spanish version and to publish a book in Spanish. This study does not cover exactly all aspects and details dealt with in the book. Therefore, the document cannot be considered, in strict sense, a full and complete translation of the book, although many improvements of the Spanish book have been incorporated to the first draft in English.
