Jika melihat fenomena sampai saat ini masyarakat Papua sebagian masih berada di bawa garis kemiskinan terutama di Kecamatan Bomela Kabupaten Yahukimo seperti kurangnya prasana, tidak ada tranportasi darat, masih kurang sosialisasi tetang hidup layak, masyarakat masih mengandalkan alam untuk memenuhi kebutuhan hidupnya. Penelitian ini menggunakan deskriptif kualitatif. Hasil penelitian menunjukan bahwa, kerangka kebijakan pemberdayaan masyarakat sebagai program dan sebagai cakupan pembangunan memungkinkan mengalami pengembangan dan perluasan ke daerah terjauh hingga terisolir. Hal yang sama juga berlaku untuk program antar proyek yang efektivitas dan efisiensinya dapat diwujudkan. This study aims to review, analyze and interpret the implementation of poverty reduction policy in Bomela District, Yahukimo Regency carried out by the government in fulfilling the basic needs of the community. When looking at the phenomenon these days, most Papuans are still under the poverty line, especially in Bomela District, Yahukimo Regency, such as the lack of infrastructure, no land transportation, the lack of socialization about decent living, and people who still rely on nature to fulfill their living needs. The research used qualitative descriptive. The results show that the policy framework of community empowerment as a program and as a part of the development is expected to be extended to remote and isolated areas. It also applies for programs within the projects, which the effectiveness and the efficiency of the activities are expected to be implemented.

Abstract:
In this work, the production of renewable hydrocarbons was explored by the means of waste cottonseed oil (WCSO) micropyrolysis at 500 °C. Catalytic upgrading of the pyrolysis vapors was studied using α-Al2O3, γ-Al2O3, Mo-Co/γ-Al2O3, and Mo-Ni/γ-Al2O3 catalysts. The oxygen removal efficiency was much lower in non-catalytic pyrolysis (18.0%), whilst γ-Al2O3 yielded a very high oxygen removal efficiency (91.8%), similar to that obtained with Mo-Co/γ-Al2O3 (92.8%) and higher than that attained with Mo-Ni/γ-Al2O3 (82.0%). Higher conversion yields into total renewable hydrocarbons were obtained with Mo-Co/γ-Al2O3 (61.9 wt.%) in comparison to Mo-Ni/γ-Al2O3 (46.6%). GC/MS analyses showed a relative chemical composition of 31.3, 86.4, and 92.6% of total renewable hydrocarbons and 58.7, 7.2, and 4.2% of oxygenated compounds for non-catalytic bio-oil (BOWCSO), BOMoNi and BOMoCo, respectively. The renewable hydrocarbons that were derived from BOMoNi and BOMoCo were mainly composed by olefins (35.3 and 33.4%), aromatics (31.4 and 28.9%), and paraffins (13.8 and 25.7%). The results revealed the catalysts’ effectiveness in FFA decarbonylation and decarboxylation, as evidenced by significant changes in the van Krevelen space, with the lowest O/C ratio values for BOMoCo and BOMoNi (O/C = 0–0.10) in relation to the BOWCSO (O/C = 0.10–0.20), and by a decrease in the presence of oxygenated compounds in the catalytic bio-oils.

Sentiment analysis is the pre-eminent technology to extract the relevant information from the data domain. In this paper cross domain sentimental classification approach Cross_BOMEST is proposed. Proposed approach will extract <strong>†</strong>ve words using existing BOMEST technique, with the help of Ms Word Introp, Cross_BOMEST determines <strong>†</strong>ve words and replaces all its synonyms to escalate the polarity and blends two different domains and detects all the self-sufficient words. Proposed Algorithm is executed on Amazon datasets where two different domains are trained to analyze sentiments of the reviews of the other remaining domain. Proposed approach contributes propitious results in the cross domain analysis and accuracy of 92 % is obtained. Precision and Recall of BOMEST is improved by 16% and 7% respectively by the Cross_BOMEST.

Although bovine herpesvirus-4 (BHV-4), a gammaherpesvirus lacking a clear disease association, has been demonstrated in many tissues during persistent BHV-4 infection, a likely site of virus persistence is in cells of the monocyte/macrophage lineage. To establish an in vitro model of persistent infection potentially useful for examining the molecular mechanisms of BHV-4 persistence/latency, we infected the bovine macrophage cell line BOMAC. Following extensive cell death, surviving cells were found to be persistently infected, maintaining the viral genome over many passages and producing low levels of infectious virus. Although selection was unnecessary for the maintenance of the viral genome, cells persistently infected with recombinant BHV-4 containing a neomycin-resistance gene could be selected with geneticin, thus confirming that persistent BHV-4 infection was compatible with cell survival and replication. Furthermore, persistent BHV-4 infection caused no decrease in the growth rate of BOMAC cells. Sodium butyrate, which reactivates latent gammaherpesviruses in vitro, or dexamethasone, which reactivates latent BHV-4 in vivo, increased viral DNA by 10- to 15-fold in persistently infected BOMAC cells. This suggests that reactivation of latent BHV-4 by dexamethasone in vivo might involve direct action of dexamethasone on latently infected cells.

The National government Constituency development fund to counties has made a great impact, with numerous projects coming up throughout the country. The initiation of the development projects at grassroots level have led to significant rise in wellbeing of citizens in the constituency and county at large. The general objective of this study was to assess change management practices and how it relates to performance of national government CDF funded projects in Bomet County in Kenya. The specific objectives of the study were; to determine the influence of leadership on performance of the national development funded projects in Bomet County, to establish how stakeholder’s involvement influences the performance of the national development funded projects in Bomet County, to assess the influence of resources allocation on performance of the national development funded projects in County and to find out the extent to which monitoring and evaluation influences the performance of the national development funded projects in Bomet County. The study was anchored on Kotter’s 8 step model and the theory of planned change. The study adopted a Census research design targeting all CDFC members and officials managing CDF projects in each of the five wards in Bomet County. The study utilized primary data. Primary data was collected using semi structured questionnaires. Data was analyzed using SPSS. Descriptive and inferential statistics were employed in the study. Analyzed data was presented in percentages, frequencies, mean and standard deviation. From the findings, the researcher can conclude that, change management practices through leadership, stakeholders’ involvement, resources, and monitoring and evaluation has a significant and positive composite effect on performance of NG-CDF in County. Leadership aspects that contribute to this performance includes leaders’ role model and championship capacity towards change management, ability to develop strategy, create mission, motivate people to achieve objectives, employees’ empowerment, and organizational culture change. Ordered mesoporous carbons (BOMC) were prepared by doping boric acid using a hard-templating method, while a CMK-3 carbon (OMC) was also prepared for comparison. The capacitive performance of these two carbons was investigated in ionic liquid of EMImBF4 and EMImTSFI. As demonstrated by the structure analysis, BOMC possesses almost same surface area and pore size as OMC, while the former carbon possesses higher content of oxygen-containing groups. In ionic liquid electrolyte, the carbons mainly show typical electric double layer capacitance, and the capacitance retention ratio and ion diffusion of electrolyte is determined to the surface chemical property. BOMC present visible pseudo-capacitance due to the oxygenated groups in hydrophilic EMImBF4, while no visible pseudo-capacitive behavior was observed in hydrophobic EMImTSFI.

Abstract A new Bruker IFS 125HR Fourier transform spectrometer has been installed at the Polar Environment Atmospheric Research Laboratory at Eureka, Nunavut, Canada (80.05°N, 86.42°W). This instrument will become the Network for the Detection of Atmospheric Composition Change’s (NDACC’s) primary instrument at Eureka, replacing the existing Bomem DA8 Fourier transform spectrometer, and will operate throughout the sunlit parts of the year. This paper introduces the new instrument and describes the retrieval procedure, including a comprehensive error analysis. Total columns of O3, HCl, HF, HNO3, N2O, CH4, and CO are presented for the first full year of measurements (2007). Perturbations in the total column resulting from the presence of the Arctic polar vortex over Eureka and the chemical processes within it are visible, as are annual cycles driven by photochemistry and dynamics. Enhancements in the CO total column resulting from specific biomass burning smoke events can also be seen. An intercomparison between the existing Bomem DA8 and the new Bruker IFS 125HR was carried out in July 2007 and is presented here. The total columns derived from the two instruments are shown to be in excellent agreement, with mean differences for all gases of less than 2.3%.

Abstract. A technique for the tracking of individual clouds in a Large Eddy Simulation (LES) is presented. We use this technique on a LES of a shallow cumulus cloud field based upon the Barbados Oceanographic and Meteorological Experiment (BOMEX) to calculate statistics of cloud height, lifetime, and other physical properties for individual clouds in the model. We also examine the question of nature versus nurture in shallow cumulus clouds: do properties at cloud base determine the upper-level properties of the clouds (nature), or are cloud properties determined by the environmental conditions they encounter (nurture). We find that clouds which ascend through an environment that has been pre-moistened by previous cloud activity are no more likely to reach the inversion than clouds that ascend through a drier environment. Cloud base thermodynamic properties are uncorrelated with upper-level cloud properties, while mean fractional entrainment and detrainment rate displays moderate correlations with cloud properties up to the inversion. Conversely, cloud base area correlates well with upper-level cloud area and maximum cloud height. We conclude that cloud thermodynamic properties are primarily influenced by entrainment and detrainment processes, cloud area and height are primarily influenced by cloud base area, and thus nature and nurture both play roles in the dynamics of BOMEX shallow cumulus clouds.

Changes in thoracic electrical bioimpedance during the cardiac cycle are utilised by the BoMed NCCOM3 monitor to measure cardiac output (COTEB). The technique provides a continuous noninvasive measurement but it has not been widely accepted. To determine the accuracy of the monitor, we compared its measurement with cardiac output measured by dye dilution (COdd) during induced hypotension and recovery in 23 dogs. After calibration of the NCCOM3 monitor during a resting state in each dog [mean blood pressure 112 ± 17 (SD), mean CODD 3.22 ± 0.99 l/min], the mean difference (COTEB-CODD) between paired measurements at the nadir of hypotension (bloodpressure 55 ± 24 mmHg) was 0.29 ± 0.47 l/min whose limits of agreement (mean difference ± 2 SD) were + 111.8% and -59.1% of the mean hypotensive COdd (110 ± 0.66 l/min). Upon recovery from hypotension (mean blood pressue 102 ± 20 mmHg), the mean difference between paired measurements was -0.28 ± 0.66 l/min, whose limits of agreement were +44.1% and -67.8% of the mean CODD (2.36 ± 1.01 l/min). The mean difference between the two techniques is too variable and excessive to permit substitution of one technique for the other. These results do not support the accuracy and reliability of the BoMed NCCOM3 cardiac output monitor.

We also examine the question of nature versus nurture in shallow cumulus clouds: do properties at cloud base determine the upper-level properties of the clouds (nature), or are cloud properties determined by the environmental conditions they encounter (nurture). We find that clouds which ascend through an environment that has been pre-moistened by previous cloud activity are no more likely to reach the inversion than clouds that ascend through a drier environment. Cloud base thermodynamic properties are uncorrelated with upper-level cloud properties, while mean fractional entrainment and detrainment rates display moderate correlations with cloud properties up to the inversion. Conversely, cloud base area correlates well with upper-level cloud area and maximum cloud height. We conclude that cloud thermodynamic properties are primarily influenced by entrainment and detrainment processes, cloud area and height are primarily influenced by cloud base area, and thus nature and nurture both play roles in the dynamics of BOMEX shallow cumulus clouds.

12114 Background: Cognitive decline related to cancer and its treatments is a common concern among patients receiving treatment for cancer. Routine cognitive screening in oncology practice has been limited by the absence of a reliable, cancer-specific cognitive test. The Blessed Orientation Memory Concentration Test (BOMC) [1], has been incorporated in cancer-specific geriatric assessments, but there is no established cutpoint for cancer-related cognitive impairment. Recent research suggests that BOMC scores ≥ 5 may represent cognitive impairment in older patients with cancer. The purpose of this study was to identify cognitive impairment and associated characteristics in chemotherapy-naïve patients with breast cancer. Methods: Women with stage I-III breast cancer were recruited between 2009 and 2018. The BOMC (range 0-28, higher is worse function) was administered prior to chemotherapy. Associations between cognitive dysfunction (BOMC ≥ 5) and functional, psychosocial, medical variable were assessed using log binomial regression analysis. Results: In a sample of 331 women with breast cancer, the mean age was 65.2 years and 68.6% were 65 and older. Twenty-seven percent demonstrated cognitive impairment prior to treatment. Patients with Time Up and Go Test (TUG) ≥ 14 had increased risk of cognitive impairment compared to those with TUG < 14 (44% vs. 23%, p = 0.0002). After controlling for demographic factors, the estimated increase in risk was 66% (RR: 1.66, 95% CI (1.20, 2.31), p = 0.002). For Medical Outcomes Survey (MOS) Physical Function, after controlling for demographic factors, each 1 point increase in physical function (range 0-20, higher is better function) was associated with a 5% decrease in risk of cognitive impairment (p = 0.0004). Conclusions: Using a newly proposed BOMC cutpoint of ≥ 5, our study identified cognitive impairment in over 25% of older, chemotherapy naïve women with breast cancer. This is similar to what has been reported using rigorous neuropsychological testing in comparable populations. Additionally, we found that this degree of cognitive dysfunction was associated with both patient-reported and clinician-assessed impairment in physical function, further supporting the clinical relevance of this new cutpoint. A quantitative indirect enzyme-linked immunosorbent assay (ELISA) employing Sirococcusstrobilinus specific monoclonal antibodies has been developed for use in screening spruce (Picea spp.) seed extracts for this seed-bome fungal pathogen. The ELISA, which is one of the first applications of monoclonal antibodies in immunodetection of conifer fungi, offers several advantages over the currently used "detection by plating" technique for seed-bome pathogens. It is sensitive, detecting less than 25 ng of fungal protein, specific, and is not subject to interference from saprobes. The ELISA is also rapid, giving results within 24 h, and is relatively easy to perform, allowing simultaneous screening of up to 96 seed lots in a single microassay plate.

Introduction: Use of alloHCT is increasing in older patients, but the best means of determining alloHCT candidacy is uncertain. Geriatric assessment (GA), including validated geriatric metrics such as Instrumental Activities of Daily Living (IADL), offers promise to improve prognostication and decision making. We identified a multicenter retrospective cohort of older patients (pts) with pre-alloHCT GA data and examined the impact of GA impairments on post-alloHCT outcomes as reported to the Center for International Blood and Marrow Transplant (CIBMTR) registry. Methods: Pts across 6 participating centers were included in the cohort who met the following inclusion criteria: first alloHCT performed in the U.S. from 2011-2017; age ≥50 years; consented to CIBMTR registry study; and GA incorporating an IADL score collected within 3 months prior to transplant. Additional pre-alloHCT geriatric metrics were collected where available and included: Medical Outcomes Study Physical Health score (MOS-PH), Timed Up and Go (TUG), and Blessed Orientation Memory Concentration (BOMC). Univariate regression analyses examined the effect of demographic, clinical, and geriatric covariates on overall survival (OS), progression-free survival (PFS) and non-relapse mortality (NRM). Variables significant at p<0.1 were included in multivariate models. Results: Among 330 pts meeting inclusion criteria, median age was 63 (range 50-77), 60% were male, and 89% were Caucasian. AML and MDS accounted for 79% of transplant indications (46% and 33% respectively). Conditioning was myeloablative in 32%. Karnofsky performance status (KPS) was ≤ 80 in 27%, and 51% of patients had Hematopoietic Cell Transplant Comorbidity Index (HCTCI) ≥3. Median follow up was 24 months (range 3-61). GA metrics available for analysis included IADL in 100% of pts, MOS-PH in 70%, TUG in 83%, and BOMC in 71%. GA impairments, using published cutoffs, were frequent: of evaluable pts, 36% had IADL impairment (score <14), 57% had MOS-PH ≤ the cohort median of 80, 14% had TUG ≥ 13.5 seconds and 17% had cognitive impairment (BOMC score ≥7). In multivariate analysis (MVA), only BOMC ≥7 was significantly associated with inferior 1-year OS (hazard ratio [HR] 1.94, 95% confidence interval [CI] 1.14-3.31, p=0.01). IADL impairment was of marginal significance (HR 1.41, 95% CI 0.96-2.08, p=0.08). Similar findings were seen for 2-year OS (BOMC ≥7 HR 1.60, 95% CI 0.99-2.56, p=0.05; and IADL HR 1.33, 95% CI 0.96-1.86, p=0.09). With respect to PFS, high/very high Disease Risk Index score (HR 1.62, 95% CI 1.17-2.24, p=0.004) and BOMC ≥7 (HR 1.79, 95% CI 1.14-2.81, p=0.01) both were associated with inferior 2-year PFS. With respect to NRM, HCTCI ≥3 and BOMC ≥7 were the only significant predictors of increased NRM at both 1 and 2 years (subdistribution HR [SHR] 1.82, 95% CI 1.07-3.09, p=0.03 and SHR 2.41, 95% CI 1.29-4.53, p=0.006 respectively for 2-year NRM). Figure 1A and 1B show unadjusted OS and NRM according to the presence of cognitive impairment by BOMC ≥7. No GA metrics were predictive of relapse risk, and age was not associated with any post-alloHCT outcomes. In a pre-planned subgroup analysis of GA metrics in 224 patients aged ≥60 years, impaired cognition by BOMC ≥7 was the sole geriatric metric predictive of 2-year NRM (SHR 2.72, 95% CI 1.32-5.63, p=0.007). Conclusion: In this multicenter study of patients ≥50 years undergoing alloHCT, pre-alloHCT cognitive impairment was significantly associated with inferior OS due to increased NRM. In contrast to prior single center studies, IADL impairment was not significantly associated with outcomes. GA validation studies, integrating more refined cognitive testing, should be pursued both to determine candidacy for alloHCT and to identify those likely to benefit from strategies to reduce NRM. BackgroundIn children, HIV can be acquired from the mother during pregnancy, delivery and through breast milk. The WHO recommends exclusive breast feeding or exclusive replacement feeding for the first 6 months after birth for HIV-exposed infants. Barriers such as HIV-related stigma, inadequate resources, lack of access to safe water and negative cultural beliefs have been shown to influence infant feeding among HIV-exposed infants in some settings. In Kenya, there is limited literature on the barriers. The purpose of this study was to identify barriers to optimal feeding among HIV-exposed infants 0–5 months of age attending a mission hospital in Bomet County, Kenya.MethodsA cross-sectional qualitative study was conducted at a referral mission hospital in Bomet County, Southwest Kenya. Four focused group discussions were conducted among mothers/caregivers of HIV-exposed infants aged 0–5 months in accordance with their infant feeding practices, while two key informant interviews were also held with healthcare workers. All sessions were audio recorded and later transcribed verbatim. Content analysis was performed, and conclusions were made based on identified themes.ResultsFactors influencing the infant feeding choices were: financial constraints, cultural beliefs and practices, HIV-related stigma and conflicting knowledge among mothers/caregivers and healthcare workers on the recommendations for feeding HIV-exposed infants 0–5 months of age.ConclusionsHealth worker retraining in and reinforcement of WHO guidance on feeding HIV exposed/infected infants will clarify misconceptions around feeding HIV exposed/infected infants, though there remain social and economic barriers to full implementation.
