Abstract:
In order to promote efficiency and the development of hospitals’ services, the Government of Indonesia has issued specific policy which require all of the government-owned hospitals to be managed based on the principals applied in public services agency (Badan Layanan Umum/Badan Layanan Umum Daerah (BLU/BLUD)). The policy of BLU/BLUD is to grant each hospital authorization in managing their funds and resources under the principles of public accounting. Unfortunately, not all government-owned hospitals were granted BLU/BLUD authorization, especially hospitals outside of Jakarta, because local government did not wish to lose one of their main income. The main focus of this research is to calculate the efficiency of the hospitals of which have been granted BLU/BLUD, since one of the main purposes of BLU/BLUD is to provide high quality and efficient health care to the public. The measurement of hospitals’ efficiency is not an easy thing to do, since there are so many inputs and outputs that were related to each other. Which is why, this research is measuring the efficiency level using the DEA (Data Envelopment Analysis) which is able to provide efficiency calculation with multiple inputs and outputs. With the total samples of 82 BLU/BLUD hospitals, this research concluded that the average of hospital’s efficiency score is still on the level of 78.9 % out of 100%.

Abstract:
The public demand for health service professionalism and transparent financial management made some Puskesmas in Semarang regency changed the status of public health center to BLUD. The implementation of Puskesmas BLUD and non-BLUD requires resources that it can work well in order to meet the expectations of the community. The aim of this study is to know the difference of work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD. Method of this research is a comparative descriptive with a quantitative approach. The object of this research are work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD Semarang regency. This Research showed that Sig value. (P-value) work motivation variable was 0.019 smaller than α value (0.05). It showed that there was a difference of work motivation of employees in Puskemas BLUD and non-BLUD. Sig value (P-value) variable of job satisfaction was 0.020 smaller than α value (0.05). It showed that there was a difference of job satisfaction of BLUD and non-BLUD. The average of non-BLUD employees motivation were 76.59 smaller than the average of BLUD employees were 78.25. The average of job satisfaction of BLUD employees were 129.20 bigger than the average of non-BLUD employee were 124.26. Job satisfaction of employees in Puskesmas BLUD was higher than non-BLUD employees.

Abstract:
Background and purpose: The adoption of an appropriate organizational culture model can be instrumental in ensuring the success of an institution. Currently, public health centres (PHCs) in Indonesia are being remodeled to function as independent units managed as regional public service agencies (BLUD). This study aims to determine whether there are differences in the organizational culture of BLUD PHCs with non BLUD PHCs.Methods: Survey was conducted with 142 staff from BLUD PHCs and with 109 staff from non BLUD PHCs, selected using stratified random sampling technique. Data were collected by completing the organizational culture assessment instrument (OCAI) according to the concept of Competing Values Framework (CVF) and analyzed descriptively to determine aspects of the organizational culture.Results: Staff at the BLUD PHCs presented with lower education levels, were older and with an average longer working period compared to staff at the non BLUD PHCs. A hierarchical organizational culture was found in three BLUD PHCs and in one BLUD PHCs, while the other two non BLUD PHCs indicated a tendency towards a clan culture. It is hoped that in the next two years all PHC will adhere to a clan organizational culture model.Conclusions: Significant differences in age, education and number of working years between BLUD PHCs and non BLUD PHCs determine the organizational culture model adopted. The current adopted organizational culture is hierarchical whereas a transition to clan culture is desired.

This research was conducted at the Liun Kendage Tahuna Hospital. This is a qualitative research with a case study approach. Data were obtained by in-depth interviews, documentation studies and observations. The results showed that the financial management of RSUD Liun Kendage Tahuna was in accordance with Permendagri Number 79 Year 2018. Upon implementing PPK-BLUD, management of RSUD Liun Kendage Tahuna has included: 1). Financial aspects, 2). Service Aspects, 3). Regulation. The obstacles which have hampered the management of Liun Kendage Tahuna Hospital (after the implementation of PPK-BLUD for performance evaluation) are: 1). human resource constraints, 2). infrastructure constraints, and 3). government policy constraints. Efforts have been implied to resolve the existing constraints in the management of Liun Kendage Tahuna Hospital. Those efforts are that 1) Management staff at the hospital need to follow the training and technical guidance on BLUD management, 2)The hospital needs to add management staff in the financial department who have an Accounting background, and 3) Increase the number of medical personnel, both medical doctors and nurses. Furthermore, other effort is to propose an increase in the existing budget at the hospital. In order to support financial management, the hospital should propose using the SIA BLUD application system. The hospital needs to communicate with the local government regarding the mechanism of PPK-BLUD management to achieve a common perception of BLUD management between two parties.Keywords: Performance Appraisal, RSUD, PPK-BLUDAbstrak. Penelitian ini bertujuan menganalisis kinerja RSUD Liun Kendage Tahuna setelah pelaksanaan pola pengelolaan keuangan BLUD, menganalisis kendala-kendala apa saja yang menghambat pengelolaan rumah sakit setelah pelaksanaan PPK-BLUD, serta menganalisis upaya untuk menyelesaikan kendala–kendala dalam pengelolaan rumah sakit setelah pelaksanaan PPK-BLUD. Penelitian ini dilakukan pada RSUD Liun Kendage Tahuna. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa pengelolaan keuangan RSUD Liun Kendage Tahuna sesuai dengan Permendagri Nomor 79 Tahun 2018. Upaya-upaya yang dilakukan untuk menyelesaian kendala-kendala yang ada dalam pengelolaan RSUD Liun Kendage Tahuna ialah staf pengelola yang ada pada rumah sakit perlu mengikuti Diklat dan Bimtek tentang pengelolaan BLUD. Pihak rumah sakit perlu menambah staf pengelola pada bagian keuangan yang mempunyai latar belakang pendidikan akuntansi, serta menambah jumlah tenaga medis baik dokter ahli maupun perawat. Selanjutnya mengusulkan penambahan anggaran yang ada pada rumah sakit dan untuk mendukung pengelolaan keuangan, pihak rumah sakit harus mengusulkan menggunaan sistem aplikasi SIA BLUD. Pihak rumah sakit mengupayakan komunikasi dengan pemerintah daerah terkait mekanisme pengelolaan PPK-BLUD sehingga akan ada persamaan persepsi pengelolaan BLUD yang tercipta antara kedua pihak.Kata Kunci: Penilaian Kinerja, RSUD, PPK-BLUD

<p><strong>Abstract:</strong> The government encourages Vocational High Schools to carry out organizational transformation to become Regional Public Service Bodies. Through BLUD, SMKs with superior products can manage finances and production processes more flexibly without violating regulations so that school effectiveness can be achieved. This study aims to analyze the factors that influence SMK-BLUD schools' effectiveness through school independence using partial least squares structural equation modeling (PLS-SEM) analysis. The data were obtained by distributing questionnaires to 231 respondents from students, teachers, school principals, and committees in 25 SMK-BLUDs in East Java and DKI Jakarta. It is known that the variables focus on customers, focus on processes, and continuous improvement have a positive and significant impact on school effectiveness. In addition, the independence of each school indirectly also has a positive and significant effect on school effectiveness. The results of this modeling show the value of Predictive Relevance (Q2) of 0.965, meaning that this model has a good Predictive Relevance.</p><strong>Abstrak: </strong>Pemerintah mendorong Sekolah Menengah Kejuruan (SMK) melakukan transformasi organisasi untuk menjadi SMK Badan Layanan Umum Daerah (SMK-BLUD). Melalui BLUD, SMK yang memiliki produk-produk unggulan dapat mengelola keuangan dan proses produksi secara lebih fleksibel tanpa melanggar peraturan sehingga efektivitas sekolah dapat tercapai. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi efektivitas sekolah SMK-BLUD melalui kemandirian sekolah menggunakan analisis PLS-SEM. Data diperoleh melalui penyebaran kuesioner kepada 231 responden dari siswa, guru, kepala sekolah, dan panitia di 25 SMK-BLUD di Jawa Timur dan DKI Jakarta. Diketahui bahwa variabel fokus pada pelanggan, fokus pada proses, dan perbaikan berkelanjutan memberikan pengaruh yang positif dan signifikan terhadap efektivitas sekolah. Selain itu, dengan adanya kemandirian setiap sekolah, secara tidak langsung juga memberikan pengaruh yang positif dan signifikan terhadap efektivitas sekolah. Hasil pemodelan ini menunjukkan nilai Predictive Relevance (Q<sup>2</sup>) sebesar 0.965, artinya model ini memiliki Predictive Relevance yang baik.

With all the limitations of the current government budgeting system, not all government affairs and development to realize the welfare for the people can not may be all financed by APBD. East Java provincial government is currently pushing the Regional Technical Implementation Unit (UPTD) in SKPD environment began to use financial management system Regional Public Service Agency (BLUD). The policy is clearly stated in East Java Fiscal Policy Innovation Roadmap 2014-2019. The purpose of this study is to (1). To identify the condition of UPT-UPT in East Java Provincial Government (2). Identify the problems and challenges faced in developing the UPTD into BLUD and (3). To formulate development strategy that can be done by East Java Provincial Government in developing UPTD become BLUD. The research method used is mixed method that combines qualitative data analysis with quantitative data using SWOT matrix, then to determine the strategic position and direction of development is done through analysis of General Electrics (GE) matrix. Population in this research is all Technical Implementation Unit (UPT) in East Java Provincial Government, while the sampling is done pursuant to purposive sampling. The results showed (1). UPT such as UPT P2SKP Mayangan, UPT P2SKP Pondokdadap, UPT P2SKP Muncar, and UPT PSMB-LT ready if improved status becomes BLUD see the factor of financial ability, completeness of facilities and infrastructure and its potentials (2). Some UPTs such as UPT PB Palawija, UPT PB Holtikultura, and UPTIK Timber can be upgraded to BLUD, but need to be prepared in advance, especially supporting infrastructure, especially technology aspects of technology and supporting human resources, as well as capital and promotion to develop into wider market. (3). While the Training Unit (BLKI) of Singosari and Jember, due to the specific service characteristic and the special service segment so that the dependence on the APBD/APBN is still very high, it is still difficult in terms of its existence to be upgraded to PPK BLU/BLUD.

Perkembangan teknologi informasi memberikan peluang lembaga pelatihan berinovasi dalam program kegiatan pengembangan kompetensi Aparatur Sipil Negara berbasis digital. Kemampuan memanfaatkan setiap peluang dan optimalisasi pemanfaatan sumberdaya menjadi kunci agar mampu bersaing di era disrupsi. Salah satu permasalahan pengembangan kompetensi aparatur di lembaga pelatihan adalah terbatasnya anggaran. Penyebabnya adalah penerapan sistem pengelolaan keuangan yang kaku, tidak mandiri dan fleksibel. Akibatnya program dan kegiatan pelatihan bagi ASN tidak dapat alokasi dana yang cukup. Permendagri Nomor 79 Tahun 2018 tentang Badan Layanan Umum Daerah membuka peluang lembaga pelatihan melakukan perbaikan dalam system pengelolaan keuangan yang lebih mandiri dan fleksibel sebagai solusi terbatasnya sumber pembiayaan program dan kegiatan. Kajian kelayakan penerapan konsep BLUD di lembaga pelatihan perlu dilakukan. Kajian bertujuan menilai kelayakan penerapan BLUD di lembaga pelatihan dan memberikan rekomendasi pengambilan kebijakan pengembangan kelembagaan melalui BLUD. Kajian menggunakan pendekatan kualitatif dengan metode deskriptif. Instrumen penelitian melalui wawancara (in depth interview), studi literatur dan dokumentasi. Berdasarkan hasil kajian di peroleh gambaran pra kondisi lembaga pelatihan (BPSDMD Provinsi Kalimantan Selatan) dinilai sangat mendukung penerapan konsep BLUD. Kesiapan sumberdaya, kurikulum dan metode pelatihan, akreditasi, penjaminan mutu dan tersedianya sarana dan prasaran sangat baik dan lengkap. Dari perspektif persyaratan penerapan BLUD sebagaimana ketentuan yang mencakup persyaratan substantif, teknis dan administratif, berdasarkan hasil analisis dapat dinilai relevan dan terpenuhi. Hasil kajian dapat menjadi rujukan penerapan konsep BLUD yang merupakan terobosan dalam sistem pengelolaan keuangan yang lebih mandiri dan fleksibel untuk mengatasi permasalahan terbatasnya anggaran program dan kegiatan. Kata Kunci : pengelolaan keuangan, BLUD, fleksibilitas, mandiri Abstract The development of information technology provides opportunities for training institutions to innovate in digital-based programs of competency development for the State Civil Aparatus. The ability to take advantage of every opportunity and optimize the use of resources are the keys to be able to compete in the era of disruption. One of the problems in developing the competence of personnel in training institutions is the limited budget. The cause is the application of a financial management system that is rigid, not independent and inflexible. As a result, sufficient fund for training program and activities for civil servan, cannot be allocated. Permendagri Number 79 of 2018 concerning Regional Public Service Bodies opens opportunities for training institutions to make improvements in a more independent and flexible financial management system as a solution to limited sources of funding for programs and activities. A study on the feasibility of implementing the BLUD concept in training institutions needs to be carried out. The objective of this study is to assess the feasibility of implementing BLUD in training institutions and to provide recommendations for institutional development policy making through the BLUD. The study a qualitative approach with descriptive methods. Research instruments through interviews (in-depth interviews), literature study and documentation. Based on the results of the study, a pre-condition description of the training institute (BPSDMD of South Kalimantan Province) which was considered to be very supportive of the implementation of the BLUD concept. The readiness of resources, curriculum and training methods, accreditation, quality assurance and the availability of facilities and infrastructure very good and complete. From the perspective of BLUD implementation requirements as well as provisions covering substantive, technical and administrative requirements, based on the analysis results can be considered relevant and fulfilled. The results of the study can serve as a reference for implementing the BLUD concept, which is a breakthrough in a more independent and flexible financial management system to overcome the problem of limited program and activity budgets. Abstract:
<p><em>Penelitian ini bertujuan untuk mengetahui perbedaan motivasi kerja perawat PNS, perawat BLUD dan perawat THL di RSUD Dr. Soedirman Kebumen berdasarkan teori dua faktor Herzberg. Penelitian ini menggunakan metode kuantitatif dengan jenis penelitian deskriptif komparatif. Metode pengumpulan data melalui kuesioner dengan alat ukur skala dan teknik pengambilan sampel proporsional. Sampel yang diambil adalah 57 perawat yang terdiri dari 34 perawat PNS, 4 perawat BLUD dan 19 perawat THL di RSUD Dr. Soedirman Kebumen. Alat analisis data menggunakan uji univariat dan uji Kruskal Wallis. Hasil penelitian ini menunjukkan nilai Asymp.Sig pada indikator prestasi sebesar 0.008, pada indikator tanggung jawab sebesar 0.039, pada indikator kesempatan untuk maju 0.031 dan pada indikator gaji sebesar 0,009 lebih kecil dari nilai 0.050 hal ini menunjukkan bahwa pada indikator tersebut ada perbedaan motivasi kerja antara perawat PNS, perawat BLUD dan perawat THL. Sedangkan nilai Asymp.Sig pada indikator pengakuan sebesar 0.008, pekerjaan sebesar 0.147, peraturan sebesar 0.734, promosi sebesar 0.434, supervisi sebesar 0.402, Hubungan interpersonal sebesar 0.443, kondisi kerja sebesar 0.138 dan keamanan kerja sebesar 0.960 lebih besar dari nilai 0.050 hal ini menunjukkan bahwa pada indikator tersebut tidak ada perbedaan motivasi kerja antara perawat PNS, perawat BLUD dan perawat THL. Rerata motivasi pegawai PNS sebesar 31.84, perawat BLUD sebesar 26.25 dan perawat THL sebesar 24.50 dimana motivasi kerja perawat PNS lebih tinggi dibandingkan perawat BLUD dan perawat THL.</em></p><strong><em>Kata Kunci: </em></strong><em>Motivasi, Motivasi Kerja, PNS, BLUD, THL</em>

Abstract:
Pharmacy costs are one of the components that absorb the largest costs from the hospital's health budget. At present, there is still little information and data on the percentage of pharmaceutical costs to the costs of medical devices and non-medical devices. It is very useful in making financial planning. It can illustrate of pharmaceutical financing against other operational costs in hospitals, as financial planning, as scientific evidence for improving drug policy. This research was an analysis on the Indonesia Health Financing Survey data in the referral health care Facilities (FKRTL) in 2016. Data from 84 hospitals in 3 regions. The details were 9 class A hospitals, 37 class B hospitals, 38 class C hospitals. The analysis used a descriptive statistical approach. Pharmacy costs in 3 types of hospitals were 169.07 Billion, 23.66 Billion, 10.79 Billion. The percentage of the proportion of pharmaceutical costs to the cost of non-medical equipment in 3 types of hospitals is 1073.05%, 665.42%, 292.29%. The proportion of pharmaceutical costs to the cost of medical devices in 3 types of hospitals is 208.12%, 172.20%, 148.96%. In all types of hospitals the total pharmaceutical costs are greater than the costs of medical equipment and non-medical equipment costs. The proportion of pharmaceutical costs to the costs of non-medical devices and medical devices is high. This is due to the depreciation of the cost of medical devices and non-medical devices while the pharmaceutical costs always increase in price from the previous year. Abstrak Biaya farmasi merupakan salah satu komponen yang menyerap biaya terbesar dari anggaran kesehatan Rumah Sakit. Saat ini masih sedikit informasi dan data mengenai prosentase biaya farmasi terhadap biaya alat medis dan alat non-medis. Prosentase biaya di rumah sakit sangat bermanfaat dalam membuat perencanaan pembiayaan. Data penelitian sebagai gambaran pembiayaan farmasi terhadap biaya operasional lain di rumah sakit, sebagai perencanaan pembiayaan, sebagai bukti ilmiah untuk penyempurnaan kebijakan obat. Data riset merupakan analisis lanjut hasil Riset Pembiayaan Kesehatan Fasilitas Kesehatan Rawat Tingkat Lanjut (FKRTL) Tahun 2016. Data dari 84 rumah sakit yang di 3 regional. Dengan rincian adalah 9 rumah sakit kelas A, 37 rumah sakit kelas B, 38 rumah sakit kelas C. Data riset dimasukkan dalam dumy tabel untuk analisa lanjut. Analisis menggunakan pendekatan kuantitatif statistik diskriptif. Biaya farmasi pada 3 tipe RS masing-masing sebesar 169,07 Milyard, 23,66 Milyard, 10,79 Milyard. Prosentase proporsi biaya farmasi terhadap biaya alat non medis pada 3 tipe RS adalah 1073,05%, 665,42%, 292,29%. Prosentase proporsi biaya farmasi terhadap biaya alat medis pada 3 tipe RS adalah 208,12%, 172,20%, 148,96%. Di semua tipe RS total biaya farmasi lebih besar dibanding biaya alat medis dan biaya alat non medis. Prosentase proporsi biaya farmasi terhadap biaya alat non medis dan alat medis menjadi tinggi. Hal ini disebabkan terjadi penyusutan terhadap biaya alat medis dan alat non medis sedangkan biaya farmasi selalu terjadi peningkatan harga dari tahun sebelumnya.

O alcance de altas produtividades em milho (Zea mays L.) depende do desenvolvimento de híbridos, o principal produto explorado nos programas de melhoramento. O sucesso na obtenção deste tipo de cultivar é conseguido com extensivo cruzamento de linhagens, seguido de avaliações para identificação das combinações de maior potencial. Geralmente, o melhorista tem à sua disponibilidade grande número de linhagens, possibilitando a realização de centenas a milhares de cruzamentos distintos, dos quais apenas uma pequena quantidade pode ser avaliada experimentalmente devido a limitação de tempo e recursos. Com o advento da Seleção Genômica (GS) tornou-se possível predizer o comportamento destes indivíduos não avaliados com base em seu genoma. No decorrer do processo de consolidação da GS várias metodologias foram propostas. A aptidão destas em predizer desempenhos fenotípicos é dependente da sua capacidade de acomodar a arquitetura genética das características e lidar com a multicolinearidade das matrizes genômicas. Neste sentido, métodos baseados em modelos mistos podem apresentar menor eficiência na predição de características oligogênicas devido à não capacidade de representar a distribuição real do efeito dos QTL. Além disso, a regularização das predições na presença de multicolinearidade é realizada por meio de um parâmetro de penalização (λ), o qual pode ser estimado de várias formas e consequentemente modificar a acurácia dos modelos. Além do aprimoramento dos métodos, outro aspecto importante é o procedimento de correção dos dados fenotípicos previamente à GS, o qual não é consenso na comunidade científica. Diante do exposto, este trabalho objetivou: verificar o efeito das formas de obtenção do λ (via REML na GS e pela herdabilidade da característica) e da correção do fenótipo (valor genotípico e média ajustada) na GS e avaliar a eficiência da modelagem diferencial de QTL de maior efeito na capacidade preditiva da metodologia G-BLUP, comparando-a ao LASSO Bayesiano, BayesB e G-BLUP convencional. Para isso foram utilizadas informações de híbridos simples de milho tropical avaliados em cinco locais para produtividade de grãos, altura de planta e espiga no ano de 2015. Os dados genômicos foram obtidos com a plataforma Affymetrix® Axiom® Maize Genotyping Array de 616.201 SNPs. Foram estudados diferentes cenários de GS considerando os fatores supracitados, sendo estes comparados entre si por suas capacidades preditivas e seletivas. Os resultados obtidos indicam que a correção do fenótipo e a forma de estimação de λ afetam a capacidade preditiva. O uso de valores genotípicos como correção dos fenótipos e estimação de λ via REML apresentaram os melhores resultados. Foi também observado que a modelagem de SNPs de maior efeito como fator fixo aumenta discretamente a capacidade preditiva da metodologia G-BLUP para as características oligogênicas avaliadas (altura de planta e espiga), sendo indicado o uso do G-BLUP convencional. Complementarmente, observou-se que a GS apresentou modesta eficiência na seleção de híbridos superiores sob intensidades moderadas. Entretanto, a sua alta capacidade de selecionar sob baixa intensidade pode ser amplamente explorada nos programas de melhoramento de milho visando a seleção precoce direta.
The achievement of high yield in maize (Zea mays L.) relies on the development of hybrids, which is the main product of breeding programs. The success in obtaining this kind of cultivar is achieved through extensive crossing of inbred lines followed by field trials to identify the combinations with greatest potential. Generally, breeders have a large number of inbred lines on their hands, being able to perform hundreds to thousands of different crosses, of which only a small portion can be experimentally evaluated due to time and resource limitations. Genomic Selection (GS) has made it possible to predict phenotypes of unevaluated individuals based on their genome. Throughout the establishment process of GS many approaches have been proposed. The ability of these approaches at predicting phenotypic performance depends on their capacity of accommodating the genetic architecture of the traits and dealing with the multicollinearity of the genomic matrices. Hence, methods based on mixed model equations may present lower prediction efficiency for oligogenic traits due to their inability of depicting the real distribution of the QTL effects. Moreover, the prediction regularization in the presence of multicollinearity is done by a shrinkage factor (λ), which can be estimated in a number of ways and may affect the accuracy of the models. In addition to the improvement of the models, the correction of the phenotype utilized in the predictions is also important, which is not a consensus among researchers. Based on these facts, this study aimed to assess the effect of estimation of λ (by REML in the GS model and by the heritability of the traits) and the correction of the phenotype (genotypic value and adjusted mean) on the GS. It also targeted to evaluate the effect of differential modeling of major makers on the prediction accuracy of G-BLUP, comparing it to Bayesian LASSO, BayesB and ordinary G-BLUP. To those ends, tropical maize single-crosses evaluated at five sites for grain yield, plant and ear height in 2015 were utilized. The genomic data was obtained with the Affymetrix® Axiom® Maize Genotyping Array of 616,201 SNPs. Distinct GS scenarios were studied considering the aforementioned factors which were compared by their prediction and selection accuracy. The results suggest that the correction of the phenotype and the way of estimation of λ do affect prediction accuracies. The use of genotypic values as the correction of phenotypes and the estimation of λ by REML showed best results. It was also observed that modeling major SNPs as fixed effect factors had little improvement on the prediction accuracy of G-BLUP for the oligogenic traits evaluated (plant and ear height). Thereby, ordinary G-BLUP should be the method of choice to predict these traits. Additionally, it was observed that GS presented modest efficiency for selecting superior hybrids under moderate intensities. However, its high effectiveness at selecting under low intensities might be exploited on maize breeding programs for early direct selection.

Consideramos a predição ótima de valores latentes com base em dados sujeitos a erros de medida endógenos e exógenos, obtidos a partir de uma amostra aleatória de uma população finita. Consideramos o modelo misto para populações finitas (MMPF) com erros de medida exógenos e endógenos usando o enfoque proposto por Stanek et al. (2004) e Stanek & Singer (2004), e calculamos o melhor preditor linear não enviesado (BLUP) do valor latente da i-ésima unidade selecionada na amostra. Quando as variâncias endógenas são heterocedásticas, o preditor obtido sob o MMPF é diferente do preditor obtido sob o modelo misto usual, pois a constante de encolhimento depende da média das variâncias individuais. Utilizamos simulação para comparar o preditor obtido sob o modelo misto usual (utilizado conforme a interpretação usual) com o preditor obtido sob o MMPF, mostrando que apesar do primeiro ser enviesado, ele geralmente apresenta erro quadrático médio (EQM) menor (ou ligeiramente maior) do que aquele obtido sob o MMPF. Adicionalmente, mostramos como utilizar dois pacotes de \\emph estatístico (Proc MIXED do SAS e lme(nlme) do R), construídos sob o modelo misto usual, para ajustar corretamente modelos em situações com erros exógenos e endógenos, heterocedásticos ou homocedásticos.
We consider optimal estimation and prediction of latent values based on data subject to endogenous and exogenous measurement errors, obtained via simple random sample from a finite population. We consider a finite population mixed model (FPMM) with endogenous and exogenous measurement errors proposed by Stanek III et al. (2004) and Stanek III & Singer (2004) and obtained the best linear unbiased predictor (BLUP) of the latent value of the i-th unit selected in the sample. When the endogenous variances are heteroscedastic, the predictor obtained under the FPMM is different than the predictor obtained with the usual mixed model, because the shrinkage constant depends on the average of the individual variances. We consider simulation studies to compare the predictor obtained under the usual mixed model (used according to the usual interpretation) with the predictor obtained under the FPMM, and show that the former is biased, but usually presents smaller (or slightly larger) mean squared error (MSE) than the predictor obtained under the FPMM. Additionally, we indicate how two commonly used statistical software packages (SAS\'s Proc MIXED and R\'s lme(nlme) ) may be employed to fit mixed models in situations with heteroscedastic or homoscedastic exogenous and endogenous errors.

Based on a multi-analytical approach, this research aimed to characterize and compare the glass-making processes and provenance of the Roman blu glass collection, dated from the 1st century to Late Antiquity, found in the Helagabalus baths in the North East Palatine archaeological site. The samples were analysed by Optical Microscopy and SEM-EDS to identify homogeneity, glass morphological features like bubbles, inclusions and corrosion. EMPA was applied to determine the elemental composition of major and minor elements, whereas LA-ICP-MS allowed us to define trace elements. Major and minor elements, analysis, performed by EMPA, gave particular information regarding the ingredients (network former, flux, colurants and decoulourants) used in the glass batch. SEM-EDS and LA-ICP-MS in combination with EMPA allowed usto group the collection for provenance and technology information. Comparison of the data with the literature allowed to identify the raw materials provenance. This study highlighted changes in glass-making technology and provenance from the 1st to 5th of the Roman blue glass, collection. The particular study of this collection can give further information about the glass making techniques of that time.

Abstract:
Context. The cryptographically secure pseudo-random number generator Blum Blum Shub (BBS) is a simple algorithm with a strong security proof, however it requires very large numbers to be secure, which makes it computationally heavy. The Graphics Processing Unit (GPU) is a common vector processor originally dedicated to computer-game graphics, but has since been adapted to perform general-purpose computing. The GPU has a large potential for fast general-purpose parallel computing but due to its architecture it is difficult to adapt certain algorithms to utilise the full computational power of the GPU. Objectives. The objective of this thesis was to investigate if an implementation of the BBS pseudo-random number generator algorithm on the GPU would be faster than a CPU implementation. Methods. In this thesis, we modelled the performance of a multi-precision number system with different data types; to decide which data type should be used for a multi-precision number system implementation on the GPU. The multi-precision number system design was based on a positional number system. Because multi-precision numbers were used, conventional methods for arithmetic were not efficient or practical. Therefore, addition was performed by using Lazy Addition that allows larger carry values in order to limit the amount of carry propagation required to perform addition. Carry propagation was done by using a technique derived from a Kogge-Stone carry look-ahead adder. Single-precision multiplication was done using Dekker splits and multi-precision modular multiplication used Montgomery multiplication. Results. Our results showed that using the floating-point data type would yield greater performance for a multi-precision number system on the GPU compared to using the integer data type. The performance results from our GPU bound BBS implementation was about 4 times slower than a CPU version implemented with the GNU Multiple Precision Arithmetic Library (GMP). Conclusions. The conclusion made from this thesis, is that our GPU bound BBS implementation, is not a suitable alternative or replacement for the CPU bound implementation.

ABSTRACT Background: The availability of resources is important in running a program. The implementation of the Non-Specialist Referral Policy has experienced many obstacles due to the lack of resource availability. This study aims to determine the availability of resources for the implementation of the Non-Specialist Outpatient Referral Policy in the National Health Insurance Era at the Public health center in Ngawi Regency, East Java. Subjects and Method: This study was a descriptive qualitative study conducted at Public Health Center in 2017, A total of 31 sources was selected by mapping and purposive sampling. The data were collected by means of triangulation of sources and in-depth interviews, observation, secondary document study. The data were analyzed by reduction, presentation and verification. Result: Obstacles stems from the absence of a recruitment decree from the regent and no funding from Public health center to recruit under the BLUD scheme. Health equipment available is only 43% to 60% of the need. The main obstacle is the regent approves the high price of equipment and not all budget estimates. Good medicine, if certain conditions are less spent than capitation funds. Finance is sufficient because the sources of funds vary, from capitation, DAK, DAU, BK, BOK, etc. Conclusion: The availability of medicine and finance is sufficient, but human resources and equipment are still lacking. It requires commitment and policies from Ngawi District Government, public health center policies and public health center commitments to realize the BLUD scheme to overcome resource shortages.
