Résumé L'objectif de cet article est d'estimer des taux de change d'équilibre des trois monnaies qui constituent le nouveau socle du SMI : l'euro, le dollar et le yen. Sur le plan théorique, notre analyse s'inscrit dans le cadre de l'approche dite de « l'équilibre macroéconomique » développée par le FMI et l'Institute for International Economics. Sur le plan empirique, les taux de change d'équilibre estimés résultent d'une approche de statique comparative qui repose sur les équations du bloc d'échanges mondiaux du modèle multinational Nigem. La nouveauté réside dans la présentation des sensibilités des taux de change d'équilibre aux écarts des balances courantes structurelles à leur cible.

Abstract.We analyze legislative voting in the 35th (1994–1997), 38th (2004–2005), and 39th (2006–2008) Canadian Parliaments. Using Poole's (2005) optimal classification algorithm, we locate MPs and their parties in a two-dimensional geometric model. The first dimension represents the division between governing and opposition parties that has been found in similar parliamentary systems. The second dimension captures the opposition between the Bloc Québécois and the rest of the legislature. We find a clear separation between the Reform party (and later the Conservative party) and the Bloc Québécois in the 35th and 38th Parliaments, with the Liberal and the New Democratic parties occupying the centre. However, in the 39th Parliament, the ordering changes with the Conservatives and the New Democrats near the centre, and Liberal and Bloc MPs occupying the extremes. We explain this change by the capacity of the governing party to control the legislative agenda and the recent minority governments in the House of Commons.Résumé.Nous analysons le vote législatif au trente-cinquième (1994–1997), au trente-huitième (2004–2005) et au trente-neuvième (2006–2008) Parlement canadien. En utilisant la méthode de classification optimale développée par Poole (2005), nous situons les députés de la Chambre des communes et leurs partis dans un modèle géométrique comprenant deux dimensions. La première dimension représente le conflit entre le gouvernement et les partis d'opposition que l'on retrouve également dans d'autres systèmes parlementaires, alors que la seconde dimension correspond à l'opposition régionale qui existe entre le Bloc Québécois et les partis fédéraux. Nous constatons une nette polarité entre le Parti réformiste (et plus tard le Parti conservateur) et le Bloc Québécois au trente-cinquième et au trente-huitième Parlement, alors que le Parti libéral et le Nouveau Parti démocratique se trouvent au centre. Cependant, au trente-neuvième Parlement, nous observons un changement dans la polarité régionale, puisque ce sont maintenant les Libéraux et les Bloquistes qui occupent les deux extrémités, alors que les Conservateurs et les Néodémocrates se situent au centre. Nous expliquons ces mouvements par la capacité du gouvernement de contrôler l'agenda législatif et par les récents gouvernements minoritaires à la Chambre des communes.

Cet article détaille l’évolution des méthodes de caractérisation géophysique du sous-sol marin en s’appuyant sur une série d’exemples d’acquisition de données EDF. En environnement structural complexe, là où les méthodes géophysiques classiques (Réfraction, MASW, …) ne suffisent pas, EDF utilise de plus en plus l’imagerie par sismique réflexion afin d’accéder au modèle géométrique du sous-sol. Dans un premier temps, les choix d’EDF se sont tournés vers la combinaison de l’imagerie d’un sondeur de sédiments et d’un dispositif sismique plus pénétrant mais également monotrace. Rapidement le constat a été fait que ces dispositifs ne permettaient pas d’obtenir un rapport signal sur bruit suffisant. EDF s’est alors orienté vers des acquisitions sismiques 2D multi-trace et enfin, depuis peu EDF s’intéresse à la réalisation de mini-bloc 3D de très haute résolution. L’apport de ce type de données est sans comparaison en offrant la possibilité de cartographier en 3D les potentiels aléas géologiques impactant les travaux souterrains en mer.

Abstract:
L’agriculture conventionnelle caractérisée par une forte utilisation de pesticides et d’engrais chimiques entraine de nombreuses répercussions délétères sur la santé humaine et sur l’environnement notamment la dégradation de la fertilité des sols. Pour atténuer ces effets, l’agriculture biologique basée sur l’utilisation des champignons mycorhiziens arbusculaires pourrait être un modèle alternatif. L’effet de l’inoculation mycorhizienne avec Glomus aggregatum et Rhizophagus irregularis sur la productivité du sésame a été étudié. Les résultats de l’inoculation du sésame avec ces deux souches ont été comparés au témoin non inoculé et au traitement fertilisé au compost dans un dispositif en bloc de Fisher. Les résultats ont montré que l’intensité de mycorhization des plantes de sésame est très faible tout au long du cycle végétatif (de 8,65% à 22,72%). L’inoculation du sésame avec Glomus aggregatum a également eu un effet significatif sur le nombre de capsules (plus de 54 capsules/plante), la biomasse totale et le rendement graine (362,27 Kg ha-1) comparativement au témoin (315,51 Kg ha-1). L’effet de Rhizophagus irregularis en provenance du Sénégal n’a pas été significatif sur tous les paramètres morphologiques du sésame contrairement au témoin naturellement mycorhizé. Les champignons mycorhiziens arbusculaires indigènes présents dans les agroécosystèmes du Burkina Faso induisent donc plus d’effet sur le sésame que la souche de Rhizophagus irregularis provenant du Sénégal.

Alors qu’il relève traditionnellement des prérogatives des États nationaux, le domaine fiscal ne fut pas épargné par la mondialisation. Les processus décisionnels et les choix des instruments techniques en matière de fiscalité sont perméables aux influences d’acteurs internationaux, en particulier de certaines organisations internationales. Dans cet article, nous nous intéressons au cas de la taxe sur la valeur ajoutée (TVA) et au rôle du Fonds monétaire international (FMI) dans la diffusion planétaire de cet instrument fiscal apparu pour la première fois dans la France d’après-guerre. Nous avançons que cette institution participa à la création d’un modèle standardisé de la TVA pour la rendre plus facilement exportable et transposable à d’autres contextes. Plus précisément, nous détaillons les trois mécanismes – certification, décontextualisation et cadrage – propres au processus de standardisation. Nous montrons d’abord que le FMI s’imposa comme un acteur légitime en matière de réforme fiscale. Nous mettons ensuite en évidence la façon dont cette organisation fit de la TVA un élément incontournable tantôt des réformes d’ajustements structurels proposées aux pays du Sud, tantôt des programmes d’accompagnement vers l’économie de marché suggérés aux pays de l’ancien bloc communiste. En définitive, loin de révéler des tensions entre un FMI potentiellement trop interventionniste et des décideurs nationaux possiblement réticents à toute ingérence supranationale en matière fiscale, notre recherche met au contraire en lumière la collaboration continue entre ces deux niveaux d’acteurs politiques.

L’article résume la façon dont on se représentait jusqu’à il y a peu l’interculturalité spécifique des pays tchèques et de Prague (comme coexistence de Tchèques, ­d’Allemands et de Juifs) et dont on comprenait couramment, en partie à cause de cette représentation, la littérature allemande de Prague et des Sudètes, conçue comme un bloc. Dans cette représentation, issue de la deuxième conférence de Liblice („ Weltfreunde. Konferenz über die Prager deutsche Literatur “, 1965), tous les auteurs de langue allemande de Prague faisaient figure d’humanistes, tandis que tous les auteurs sudètes étaient réputés nationalistes, chauvins et quasiment préfascistes. Mais ces étiquettes ne correspondaient en fin de compte qu’à l’orientation idéologique des marxistes réunis à Liblice qui pensaient que c’était pour eux le seul moyen d’avoir la possibilité de travailler sur « la littérature allemande de Prague ». Leur modèle a ensuite été adopté par l’ensemble de la germanistique, sans jamais être révisé, même après 1989. L’article corrige ici cette image de la « littérature allemande de Prague » et celle de la littérature allemande des pays tchèques tout entière : en s’appuyant sur les résultats apportés par la recherche et des synthèses récentes, il plaide en faveur de délimitations moins marquées et d’une perception plus nuancée, parce que fondée sur les détails d’une réalité complexe. De là résulte, sur le plan culturel comme régional, une relocalisation de la littérature en langue allemande des pays tchèques à l’intérieur du champ des interactions et des tensions propres aux littératures et aux cultures allemandes, juives, tchèques et habsbourgeoises.

Anomaly detection is nowadays increasingly used in industrial applications and processes. One of the main fields of the appliance is the visual inspection for surface anomaly detection, which aims to spot regions that deviate from regularity and consequently identify abnormal products. Defect localization is a key task that is usually achieved using a basic comparison between generated image and the original one, implementing some blob analysis or image-editing algorithms in the postprocessing step, which is very biased towards the source dataset, and they are unable to generalize. Furthermore, in industrial applications, the totality of the image is not always interesting but could be one or some regions of interest (ROIs), where only in those areas there are relevant anomalies to be spotted. For these reasons, we propose a new architecture composed by two blocks. The first block is a generative adversarial network (GAN), based on a residual autoencoder (ResAE), to perform reconstruction and denoising processes, while the second block produces image segmentation, spotting defects. This method learns from a dataset composed of good products and generated synthetic defects. The discriminative network is trained using a ROI for each image contained in the training dataset. The network will learn in which area anomalies are relevant. This approach guarantees the reduction of using preprocessing algorithms, formerly developed with blob analysis and image-editing procedures. To test our model, we used challenging MVTec anomaly detection datasets and an industrial large dataset of pharmaceutical BFS strips of vials. This set constitutes a more realistic use case of the aforementioned network.

Abstract The paper is a brief critical evaluation of the treatment of the "supply of labour" in the CANDIDE model. The authors note that the "supply of labour block" does not occur to have retained much of the effort of the CANDIDE developing team. With regards to the specification of the equation of supply of labour, no attempts have been made to integrate new developments in labour economics (a better treatment of the secondary workers supply of labour, a Fisherian utility maximising approach). We note certain econometric difficulties which have not been overcome: The limited dependant variable problem, the lag structure problem… Finally, though it is encouraging to see attempts in macro-economic models to integrate explicitly a labour demand and supply block with a certain disagregation, important economic problems in the labour market can be dealt only with much more flexible and disagregated models than CANDIDE.

A machine vision system based on Artificial Neural Network (ANN) for inspection of IC Engine block was developed to identify the misalignment and improper diminishing of holes in the IC Engine block. The developed machine vision and ANN module is compared with the commercial MATLAB® software and found results were satisfactory. This work is broadly divided into four stages, namely Intelligent inspection module, Machine Vision module, ANN module and Expert system module. A system with a camera was used to capture the various segments of head of the IC Engine block. The captured bitmap format image of IC Engine block has to be filtered to remove the noises present while capturing and the size is also altered using SPIHT method to an acceptable size and will be given as input to ANN. Generalized ANN with Back-propagation algorithm was used to inspect the IC Engine block. ANN has to be trained to provide the inspected report.

This article discusses the implementation of the Radio Unit functional block based on the System-on-Chip. The primary focus was on integrating Radio Unit blocks such as modulation and Fast Fourier Transform on Field-Programmable Gate Array. Technical aspects of design, module testing, and Radio Unit block performance optimization are thoroughly examined. The results demonstrate that when separating the functionality of the 7.3 technology Fifth Generation (5G) radio block, the modulation module uses the minimum Field-Programmable Gate Array resources compared to other blocks. The Fast Fourier Transform block can meet delay requirements at the maximum Field-Programmable Gate Array size and clock frequency of 250 MHz. This article serves as a resource for engineers and researchers interested in optimizing the development and integration process of high-performance functional blocks in modern radio systems.

The article presents an in-depth study of literature related to modern digital technologies and methods that are used within the framework of the author’s innovative methodology „Module Makey“ — part of the CDL Model. The sequence of the methodology, which is intended for implementation through projectbased work in the Bulgarian language and literature classes in the fourth grade, is described in detail. Makey Makey technology, Scratch visual-block programming language, Easi-Speak Microphone digital microphones, Edublogs web-based platform, Flipped classroom method are used. An author’s web-based platform „Teacher’s Blog“ has been developed, the purpose of which is to support the learning process. Its content includes both information about the studied content and guidelines for the students’ work. The experimental work of the Makey Module in practice is not the subject of the current article, but its results show that it increases both students’motivation to learn and their basic digital, linguistic, and contextual competences.

Penggunaan CCTV secara terus menerus berdampak pada pemborosan daya listrik dan usia penggunaan perangkat lebih singkat. Maka diperlukan penelitian CCTV hemat energy dan hidup hanya pada waktu yang diperlukan untuk penggunaan perangkat CCTV yang lebih lama. Tujuan penelitian ini adalah membangun Closed Circuit Television (CCTV) yang hemat energi dan masa penggunaan perangkat yang lama. Terdiri dari dua blok uatama yaitu CCTV Sistem dan blok controller. Blok CCTV berfungsi menangkap gambar dan menampilkan pada layar LCD 14 Inchi. Blok controller dengan pemroses Utama NodeMCU ESP32 sebagai pengatur waktu CCTV mendapat tegangan listrik untuk hidup. CCTV Cerdas ini akan bekerja pada rentan waktu jam 21.00 malam sampai 06.00 pagi dengan mengimplementasikan modul Real Time Clock (RTC) untuk masukkan waktu. CCTV Cerdas mendapat tegangan supply jika sensor PIR Motion mendeteksi panas tubuh manusia pada radius 3 Meter. Berdasarkan hasil pengujian alat dapat disimpulkan bahwa CCTV Cerdas berbasis NodeMCU ESP-32 dapat bekerja dengan baik yaitu setiap kali sensor PIR mendeteksi panas tubuh maka akan menyalakan unit CCTV.Closed circuit television abbreviated (CCTV) has been widely used by companies and households for monitoring. CCTV users generally turn it on continuously. Continuous use of CCTV has an impact on wasting electrical power and shortening the device's lifespan. research was carried out on energy-saving CCTV and a longer CCTV usage period. The aim of this research is to build a Closed Circuit Television (CCTV) that is energy efficient and has a longer device usage period. Smart CCTV Consists of a CCTV System block and a controller block. The CCTV block functions to capture images and display them on a 14 inch LCD screen. The controller block with the NodeMCU ESP32 main processor as the CCTV timer gets electrical voltage to turn on. This Smart CCTV will work between 21.00 pm to 06.00 am by implementing a Real Time Clock (RTC) module to enter the time. The CCTV block gets a supply voltage if the PIR Motion sensor detects human body heat in a radius of 3 meters. The test results show that the NodeMCU ESP-32 based Smart CCTV can work well. The CCTV block will always turn on whenever the PIR sensor detects human body heat.

Message Authentication Codes (MACs) are widely used in order to authenticate data packets, which are transmitted thought networks. Image recognition with occlusion is one of the popular problems in pattern recognition. This paper partitions the images into some modules in two layers and the sparsity difference is used to evaluate the occluded modules. The final identification is processed on the unoccluded modules by sparse representation. Firstly, we partition the images into four blocks and sparse representation is performed on each block, so the sparsity of each block can be obtained; secondly, each block is partitioned again into two modules. Sparsity of each small module is calculated as the first step. Finally, the sparsity difference of small module with the corresponding block is used to detect the occluded modules; in this paper, the small modules with negative sparsity differences are considered as occluded modules. The identification is performed on the selected unoccluded modules by sparse representation. Experiments on the AR and Yale B database verify the robustness and effectiveness of the proposed method.

For test operations according to the liquid dielectric breakdown voltage measurement method we use high voltage machines that consist of high-voltage step-up transformer, voltage rise block, test cell with electrodes and so on. Described dielectric oil's test machine UIM – 90 with electromechanical voltage rise block. Cause of hard requirements in specification documents about voltage sine wave form on cell's electrodes, we performed field tests for UIM – 90 that help to evaluate the mains voltage impact on the test voltage distortion and measurement accuracy. Was discovered that during usage of electromechanical voltage rise block voltage steps disrupt sine wave’s form proportionally to step-up transformer’s transformation coefficient. Performed analysis of this block’s construction and established that usage of ЛАТР and mechanical voltage controller could lead to additional sine’s wave disruption. Decided to develop electronic voltage rise block which will allow to get rid of mains influence on test data. Created the algorithm of wave shaping from microcontroller, which generates voltage ramp to the amplifier representing pulse width modulator, then to the step-up transformers cascade. Proposed to use additional transformer for level matching of amplifier’s output voltage and main high voltage transformer’s input voltage. Presented flow sheet for UIM – 90 with electronic voltage step-up block and cascading start ofstep-up transformers. Provided voltage oscillograph trace and it spectrograph on the main transformer’s primary side, received due to the implementation of developed electronic voltage step-up block, prove that voltage sine wave form doesn’t rely on mains quality. After upgraded UIM – 90 and it world analogues technical parameters analysis we could make a conclusion about it competitive capability on global level.

Electronic chip detection is widely used in electronic industries. However, most existing detection methods cannot handle chip images with multiple classes of chips or complex backgrounds, which are common in real applications. To address these problems, a novel chip detection method that combines attentional feature fusion (AFF) and cosine nonlocal attention (CNLA), is proposed, and it consists of three parts: a feature extraction module, a region proposal module, and a detection module. The feature extraction module combines an AFF-embedded CNLA module and a pyramid feature module to extract features from chip images. The detection module enhances feature maps with a region intermediate feature map by spatial attentional block, fuses multiple feature maps with a multiscale region of the fusion block of interest, and classifies and regresses objects in images with two branches of fully connected layers. Experimental results on a medium-scale dataset comprising 367 images show that our proposed method achieved mAP0.5=0.98745 and outperformed the benchmark method.

The background of this research is to produce and develop an e-module product of cube and block material centered on the approach. The teaching materials used printed books containing material and questions without any complex mathematical concepts so there is a lack of contextual learning in learning. That affects the lack of understanding of students' contextual knowledge during the geometry material pandemic. This study aims to develop an inquiry-based cube and block e-module for fifth-grade elementary students. Development research methods with 4D models include Definition, Design, Development, and Deployment. This research uses quantitative and qualitative data analysis techniques through media and material expert validators and teacher and student response questionnaires. The results showed that the inquiry-based cube and beam e-module was declared feasible or valid with an average score of 89.05%. Furthermore, e-modules through teacher and student response questionnaires obtained an average of 91.5%, which is very practical. Therefore, it influences students' cognition in understanding cube and block material with an average value of 84.1. Therefore, the inquiry-based cube and block e-module can help students improve their contextual abilities.

An 820-Watt clamshell module was fabricated and tested in order to assess the feasibility of cooling future high heat flux avionic hardware via subcooled phase change. One half of the module was constructed from aluminum 7075-T6 and populated with 16 heat sources simulating microelectronic chips. The other half was substituted with a transparent plastic cover to facilitate optical access to the boiling taking place in the module cavity. A dielectric coolant, Fluorinert FC-72, was supplied to, and rejected from the module via sleeveless quick connection couplers. Tests were performed with an inlet coolant pressure of 1.52 bar (22 psia) and inlet temperatures ranging from 27 to 47°C. These tests yielded power dissipation exceeding 410 W per half module for coolant flow rates and pressure drops as small as 0.023 kg/s (0.221 gpm) and 0.149 bar (2.16 psia), respectively, and the device and rib guide temperatures were maintained below 80 and 60°C, respectively. The pressure drop remained constant with increasing module power proving, as was confirmed visually, it is possible to condensate all the vapor within the module cavity, allowing only liquid to exit the module. Thus, coolant conditioning external to the module can be greatly simplified by employing a simple single-phase liquid flow loop.

Due to the little variation in defect points, tile block defect detection typically detects subtle defects in large-format images, allowing defective characteristics to be displayed regionally. Traditional convolutional neural network architectures that extract regional features take into account the connection between regional features simply, resulting in the presence of region-specific bias, which makes tile block defect detection still a challenging task. To address this challenge, this paper divides feature information into patches that can represent different regional features. Additionally, the relationship between different patches and tile block defects is studied; as a result, this paper proposes a new attention mechanism called the Cross Patch Attention Module (CPAM). Since the regional performance of patches is consistent with the tile block defect characteristics, CPAM can distinguish various regional features by patches. Then, in order to create reliable one-dimensional patch information, CPAM provides a method to connect patches linearly in two spatial directions. This takes into account the correlation of adjacent patches in various spatial directions. Finally, by extracting the regional characteristics of patches, CPAM can successfully assist the model in distinguishing the importance of different patches. The experimental results demonstrate that CPAM has excellent performance for tile block defect detection, and plugging CPAM into different end-to-end models can have a good gain effect, which can effectively and stably help the model to complete the task of tile block defect detection.

Depth has been shown beneficial to neural network models. In this paper, we make an attempt to make the encoder-decoder model deeper for sequence generation. We propose a module that can be plugged into the middle between the encoder and decoder to increase the depth of the whole model. The proposed module follows a nested structure, which is divided into blocks with each block containing several recurrent transition steps. To reduce the training difficulty and preserve the necessary information for the decoder during transitions, inter-block connections and intra-block connections are constructed in our model. The inter-block connections provide the thought vectors from the current block to all the subsequent blocks. The intra-block connections connect all the hidden states entering the current block to the current transition step. The advantages of our model are illustrated on the image captioning and code captioning tasks.

In order to solve the problems of information sharing, tampering and leaking in mechanical operation data acquisition, an abnormal data acquisition system for mechanical operation based on block chain technology was designed. The system takes Beihang Chain as the prototype and designs the overall architecture of the system. Data acquisition module uses data acquisition card, CPU, programmable logic device, A/D conversion chip and other equipment to collect and process abnormal data in mechanical operation. The alarm module divides the abnormal data collected by the data acquisition module into five levels: P1-P5. After the implementation of the alarm module, the abnormal information and alarm information in the process of mechanical operation are transmitted to the abnormal data management module for storage. The system adopts the method of mechanical operation anomaly data acquisition based on sparse sampling, and adopts hierarchical clustering method to establish the data acquisition tree of mechanical operation anomaly. The block chain technology is used to design the process of storing and monitoring abnormal data of mechanical operation. The experimental results show that the system has high accuracy of fitting curve for abnormal data acquisition, low real-time energy consumption, and the minimum energy consumption is only 0.01/10-3 J.
