Abstract:
The United Nations Educational Scientific and Cultural Organization has designated the Man and Biosphere Program to foster a better relationship between the environment and people. The topic of this study is to elucidate the role of local communities in the regional development of Biosphere Reserves with a focus on management roles (top-down or participatory) and the motivational drivers of the people involved (ecocentric or anthropocentric). Based on qualitative interviews taken from the two case studies of the Mount Hakusan Biosphere Reserve in Japan and the Katunskiy Biosphere Reserve in Russia, a comparative analysis was conducted to explore the differences between the engagement of locals in the management of their biosphere reserves. This analysis examined relationships between the government and the local communities, the attitudes of the locals towards the biosphere reserves, and the historical perception on nature protection for each community. The findings showed that Russian biosphere reserves are mainly managed by local people who live inside the protected area while Japanese biosphere reserves are governed by local authorities and administration offices. This allows the Russian communities to have greater access to management processes, and therefore play a larger role in regional development.

Abstract:
Biosphere reserves aim to reconciliate social and economic development with biodiversity conservation through complex spatial and governance arrangements. However, there is a generalized lack of information about how biosphere reserves are being managed and governed, and at what point their goals are being achieved, which limits a better understanding of the factors influencing biosphere reserve management effectiveness. Building on a systematic review of existing empirical studies, we developed a framework that identifies the main features related to biosphere reserve management effectiveness. We identified four main categories—context, inputs, process and outcomes—and 53 sub-categories, which interact at different scales and shape biosphere reserve effectiveness. We found that the capacity of biosphere reserves to achieve their goals is not only related to the way they are managed/governed, or to the inputs invested, but to many social and ecological contextual factors. We also identified benefits and impacts that were associated to biosphere reserves around the world. Comparing to other social–ecological system frameworks, ours provides a more inclusive approach, since it integrates the findings of studies with different research perspectives, considers a plurality of values attributed to natural resources, and the social–ecological system’s scales dynamics.

Abstract:
Research about biosphere reserves’ management effectiveness can contribute to better understanding of the existing gap between the biosphere reserve concept and its implementation. However, there is a limited understanding about where and how research about biosphere reserves’ management effectiveness has been conducted, what topics are investigated, and which are the main findings. This study addresses these gaps in the field, building on a systematic literature review of scientific papers. To this end, we investigated characteristics of publications, scope, status and location of biosphere reserves, research methods and management effectiveness. The results indicate that research is conceptually and methodologically diverse, but unevenly distributed. Three groups of papers associated with different goals of biosphere reserves were identified: capacity building, biodiversity conservation and sustainable development. In general, each group is associated with different methodological approaches and different regions of the world. The results indicate the importance of scale dynamics and trade-offs between goals, which are advanced as important leverage points for the success of biosphere reserves. Building on the gaps identified in the literature, a research agenda is proposed, focusing on the need to investigate mechanisms for holistic research, outcomes and trade-offs, transformations for social-ecological fit and institutions for integrated management across scales.

United Nations Educational Scientific and Cultural Organization (UNESCO) Biosphere Reserves strive for a harmonious interaction between humans and nature. As landscapes provide suitable units to mutually address matters of conservation and sustainable development, this study aims to explore the potential and realized contribution of biosphere reserves for landscape governance and management. We emphasize the role of stakeholder participation and cooperation as an overarching condition for integrated landscape approaches. The regional focus is on Africa, where multiple drivers of global and local change currently significantly impact the landscape. The study’s results are based on a literature review, which is complemented by four case studies from the biosphere reserves in Ghana, Malawi, South Africa, and Benin/Togo. Findings show that in biosphere reserves, stakeholder engagement is crucial to gain community acceptance, foster intersectoral cooperation, and provide management with more legitimacy. To strengthen stakeholders’ capacities to mutually achieve conservation and development outcomes, international partnerships and research and education efforts proved to be successful. The flexible biosphere reserve approach to governance, which allows for integration with other land-management approaches, offers a suitable governance model for a landscape. Moreover, the biosphere reserve zonation concept can provide orientation to manage the “multifunctionality” of a landscape and address the associated trade-offs between different stakeholders’ aspirations.

Abstract:
This article expands our understanding of biosphere reserve management by exploring the effect of green business-guidance training. Biosphere reserves promote conservation while enabling sustainable use by local communities, in keeping with the notion of local sustainability governance. In practice, however, many local communities regard biosphere reserves as an obstacle to their economic growth and prosperity, resulting in active resistance to them. Given this complexity, we ask whether green business-guidance training changes entrepreneurs’ attitudes towards and intended behaviors regarding local sustainability governance. To test this question empirically, we used action research and designed a before-and-after field experiment in the Mount Carmel Biosphere Reserve in Israel. Our findings suggest that green business-guidance training has a significant positive effect on entrepreneurs’ attitudes towards and intended behaviors regarding local sustainability governance and that biosphere reserve managements can improve local sustainability governance performance via training. We discuss our findings and suggest new paths for research in theory and practice.

UNESCO’s Man and the Biosphere Programme (MAB) and the International Geoscience and Geoparks Programme (IGGP) are two themes in UNESCO’s Natural Science Sector. Biosphere Reserves of the MAB Programme are more focused on building international, regional, sub-regional, and ecosystem-specific cooperation as “learning places’’ for sustainable development with a focus on biodiversity. The IGGP supports research and capacity development in Earth Sciences and comprises two sub-programmes: the International Geoscience Programme (IGCP) and the UNESCO Global Geoparks Programme (UGGP). UNESCO Global Geoparks (UGGps) use a bottom-up approach to engage local communities in capacity building, via tourism development, with the common goal of promoting and protecting the area’s geological and cultural heritage. Here, we present the results of comparing local involvement from two case studies from Japan, the Mount Hakusan Biosphere Reserve and the National Mount Hakusan Tedori-river Geopark, along with two case studies from Russia, the Altaisky Biosphere Reserve and the regional Geopark Altai. In this study, we found more involvement by local community members in the Geopark than in the Biosphere Reserve in Japan. The Russian case studies show a complete opposite result with more involvement of local communities in the BRs, and less participation in Geopark management. The purpose of this project was to provide information to improve local involvement in both Japanese and Russian Biosphere Reserves and Geoparks through changes in education and management styles.

Abstract:
The participation of local communities in the governance of protected areas in the Democratic Republic of Congo is challenged by several external and local factors. This article aims to understand the representation of local communities and factors that influence their participation in the governance of the Yangambi Biosphere Reserve. Three principal sources of information (archival records, focus group and semi-structured interviews) were used to collect data. The results indicate a top-down participatory approach. The cumulative failure of several projects in the context of local development has led to different perceptions by local communities of their role in the participative governance of Yangambi Biosphere Reserve. Initiatives in participatory management and local development only function during the lifetime of externally-funded projects when initiators are present in the intervention area. The results call into question formal claims made by both conservation projects and the Congolese government regarding the actual participation of local communities in the governance of Biosphere Reserves. Furthermore, although Biosphere Reserves in DRC are recognized as part of the national network of protected areas since 2002, their management is still not aligned to either the Seville Strategy or the statutory framework of the world network of Biosphere Reserves. To achieve this, local development initiatives need to focus on poverty alleviation (through the diversification of income sources, entrepreneurship, farmer training and the creation of employment opportunities) and a better understanding of local practices and cultures in the design of such projects.

Riparian communities activities threaten conservation in biosphere reserves in the Democratic Republic of Congo (DRC). The Yangambi Biosphere Reserve (YBR) is no exception to this degradation. Thus, the objective of the presents study was to elucidate the local factors underlying the high pressure on natural resources and analyze the complexity of biosphere reserve zoning management using an interdisciplinary approach combining document review, field surveys and semi-structured interviews.<br/> Our results revealed that the zoning applied to the YBR did not take into account social dynamics. With population growth, the riparian community is doomed to remain in restricted areas, leading to over-exploitation of the space and land degradation, forcing the population to travel long distances to reach fertile plots into the protected area. Also, the lack of employment and the absence of participatory zoning also exacerbate tensions between the manager and the riparian community. For an effective management of the YBR, political authorities should become more involved in the participatory zoning of conservation areas and village exploitations. In addition, they should improve farming techniques to mitigate soil degradation.

Environmental monitoring initiatives are typically conceived as strictly scientific affairs designed to provide support for managerial decision-making; as a consequence most initiatives are centered on a formal mandate or an overarching mission statement that provides direction for monitoring activity. But official frameworks tend to marginalize lay perspectives as experts pursue disciplinary rigor at the expense of public input, a situation not in keeping with the spirit of the biosphere reserve concept. This thesis argues that an alternative design approach that reaches beyond scientists and resource managers is necessary. Environmental monitoring under an ecosystem approach is subject to scientific, social, and bureaucratic demands that defy easy disentanglement. A medley of factors influence how data are collected, interpreted, and used; neglect of these 'soft' dimensions runs the risk of failing to win the enduring support of stakeholders. There is a need to coordinate activity and to partially align multiple perspectives-this is the 'soft underbelly' of integrated monitoring that gets short shrift in most designs. While there is much monitoring being done in and around the Long Point World Biosphere Reserve, there is little coordination among monitoring groups and no obvious way to combine disparate data sets in a meaningful way. This thesis describes the elements of a locally-sensible framework for monitoring practice that is mainly concerned with trying to make sense of confusing and ambiguous situations; it strives to integrate the 'why', 'what', and 'how' of monitoring in as transparent a manner as possible by crafting 'boundary objects' that help to congeal understanding and provide centers of coordination. Using principles of participatory design in the soft-systems tradition, the overall intent is to primarily support sense-making, not decision-making; to generate searching questions, not final solutions; to facilitate learning, not control.

The loss of biodiversity is recognised as a tremendous threat to ecosystems, but its maintenance is challenging. One important issue is seen as decisive for its success: the integration of sustainable use and conservation of biodiversity that means to reconcile protective measures with different kinds of use. This study investigated management areas that explicitly emphasise this issue: UNESCO Man and Biosphere (MAB) Reserves that shall contribute to reconcile the conservation of biodiversity with its sustainable use and an initiative from the Swedish government called Regional Landscape Strategies that aims to find a balance between sustainable use and conservation on a landscape level. In three MAB Reserves in Germany and one Swedish county testing Regional Landscape Strategies semi-structured interviews were conducted. They aimed to detect the values and factors steering the decisions of biodiversity management and conservation as well as to identify obstacles for sustainable use, conservation and their integration in general. The interviews reveal that the connected terms and concepts can be interpreted in different ways and this exacerbates the work. Furthermore, the study detects some issues that can facilitate the integration of sustainable use and conservation of biodiversity in the respective areas and discussed their applicability on a larger scale. Examples are the establishment of a kind of forum involving local affected stakeholders and the creation of a connection point mediating the different sectors within the administration. These aspects could help to design the management of biodiversity more sustainable if they would be part of the mainstream management practises. Regarding the state of biodiversity that shall be achieved or maintained it can be mentioned that different factors and values steer the decisions; intrinsic values are underlying, but further issues seem crucial: practicability of the respective land use, aesthetic values, a high resilience of the system as well as the near-natural states.

In an increasingly complex, rapidly changing world, the capacity to cope with, adapt to, and shape change is vital. This thesis investigates how natural resource management can be organized and practiced to nurture this capacity, referred to as resilience, in social-ecological systems. Based on case studies and large-N data sets from UNESCO Biosphere Reserves (BRs) and the UN Millennium Ecosystem Assessment (MA), it analyzes actors and social processes involved in adaptive co-management on the ground. Papers I & II use Kristianstads Vattenrike BR to analyze the roles of local stewards and bridging organizations. Here, local stewards, e.g. farmers and bird watchers, provide on-site management, detailed, long-term monitoring, and local ecological knowledge, build public support for ecosystem management, and hold unique links to specialized networks. A bridging organization strengthens their initiatives. Building and drawing on multi-level networks, it gathers different types of ecological knowledge, builds moral, political, legal and financial support from institutions and organizations, and identifies windows of opportunity for projects. Paper III synthesizes the MA community-based assessments and points to the importance of bridging organizations, leadership and vision, knowledge networks, institutions nested across scales, enabling policies, and high motivation among actors for adaptive co-management. Paper IV explores learning processes catalyzed by bridging organizations in BRs. 79 of the 148 BRs analyzed bridge local and scientific knowledge in efforts to conserve biodiversity and foster sustainable development, provide learning platforms, support knowledge generation (research, monitoring and experimentation), and frame information and education to target groups. Paper V tests the effects of participation and adaptive co-management in BRs. Local participation is positively linked to local support, successful integration of conservation and development, and effectiveness in achieving developmental goals. Participation of scientists is linked to effectiveness in achieving ‘conventional’ conservation goals and policy-makers enhance the integration of conservation and development. Adaptive co-management, found in 46 BRs, is positively linked to self-evaluated effectiveness in achieving developmental goals, but not at the expense of conservation. The thesis concludes that adaptive collaboration and learning processes can nurture resilience in social-ecological systems. Such processes often need to be catalyzed, supported and protected to survive. Therefore, bridging organizations are crucial in adaptive co-management.

Aquest estudi busca proporcionar una reflexió teòrica inicial sobre la importància d’entendre el territori de l’Àrea de Biosfera Macizo del Cajas (ABMC) a sud de l’Equador i la seva gestió des de la complexitat, com a eina conceptual per generar processos integrals i pràctics per a la conservació dels ecosistemes i els serveis que aquests proporcionen com a mitjà principal de la qualitat de vida dels seus habitants. La incorpoción d’anàlisi transdisciplinaris des de l’observació de certs símptomes respecte a l’estat de coneixement i de conservació d’elements claus de biodiversitat, importants per les seves característiques bioindicadores, la seva sensibilitat i endemisme com les espècies de granotes altoandines (Atelopus nanay i A. exiguus) que amplien el seu rang de distribució i mostren francs processos d’imminent risc d’extinció, i que es complementen i relacionen, des d’altres visions, a l’escàs nivell d’interès i compromís dels múltiples actors en el territori de l’ABMC per gestionar aquest territori, els seus ecosistemes, recursos naturals i serveis ecosistèmics, associats amb la concepció de la sostenibilitat i l’aplicació de la proposta de la figura de Reserva de Biosfera promoguda per la UNESCO. Així mateix, una reflexió de la immensa potencialitat que tenen els ecosistemes continguts en aquest territori altoandino i la seva importància en la generació de serveis ecosistèmics bàsics i claus per al desenvolupament i supervivència de les seves poblacions així com estratègics per a tot el país i la seva relació amb aquesta necessitat d’entesa holístic amb eixos científics, socials, culturals, eductivos i de polítiques clares per al seu maneig.
Este estudio busca proporcionar una reflexión teórica inicial sobre la importancia de entender el territorio del Área de Biosfera Macizo Cajas (ABMC) al sur del Ecuador y su gestión desde la complejidad, como herramienta conceptual para generar procesos integrales y prácticos para la conservación de los ecosistemas y los servicios que estos proporcionan como medio principal de la calidad de vida de sus habitantes. La incorpoción de análisis transdisciplinarios desde la observación de ciertos síntomas respecto al estado de conocimiento y de conservación de elementos claves de biodiversidad, importantes por sus características bioindicadoras, su sensibilidad y endemismo como las especies de ranas altoandinas (Atelopus nanay y A. exiguus) que amplian su rango de distribución y muestran francos procesos de inminente riesgo de extinción, y que se complementan y relacionan , desde otras visiones, al escaso nivel de interés e involucramiento de los múltiples actores en el territorio del ABMC para gestionar este territorio, sus ecosistemas, recursos naturales y servicios ecosistémicos, asociados con la concepción de la sustentabilidad y la aplicación de la propuesta de la figura de Reserva de Biosfera promovida por UNESCO. This study seeks to provide an initial theoretical reflection on the importance of understanding the territory of the Cajas Massif Biosphere Area (ABMC) in southern Ecuador and its management from complexity, as a conceptual tool to generate comprehensive and practical processes for the conservation of ecosystems and the services they provide as the main means of the quality of life of its inhabitants. The incorporation of transdisciplinary analyzes from the observation of certain symptoms regarding the state of knowledge and conservation of key elements of biodiversity, important for their bio-indicative characteristics, their sensitivity and endemism as the species of High Andean frogs (Atelopus nanay and A. exiguus) that expand their range of distribution and show frank processes of imminent risk of extinction, and that complement and relate, from other visions, the low level of interest and involvement of the multiple actors in the ABMC territory to manage this territory, its ecosystems, natural resources and ecosystem services, associated with the conception of sustainability and the application of the proposal of the Biosphere Reserve figure promoted by UNESCO. Likewise, a reflection of the immense potential of the ecosystems contained in this high Andean territory and its importance in the generation of basic and key ecosystem services for the development and survival of its populations as well as strategic for the whole country and its relationship with this need for holistic understanding with scientific, social, cultural, educational and clear policy axes for its management.

Abstract:
The Río Pláttano Biosphere Reserve, a tropical rainforest reserve in the northeastern corner of Honduras, is home to several subsistence-based indigenous groups, including the Miskito, Pech and Garifuna, as well as the non-indigenous Ladinos. Communities within the reserve depend on forest resources, swidden agriculture, marine resources and/or small-scale ranching as the foundations for local economies. Regulations placed on these subsistence practices, after establishment of the biosphere reserve in 1980, have created unique and new pressures and resulted in a blend of traditional and innovative resource use. A notable result is the promotion of ecotourism as a solution for meeting the economic needs of local populations while conserving local resources. This thesis documents current resource use in the Miskito and Ladino communities of Banaka, Brans, and Fuente de Jacob, in the Río Pláttano Biosphere Reserve and the potential of ecotourism to maintain both local economies and consumption of tropical rainforest resources in these communities. Analysis suggests that a community-based approach to ecotourism can result in economic benefits and maintain local culture. This thesis documents current resource use (agricultural crops and trees, gathered and cultivated plants, tree-use, and hunting), resident perspectives on ecotourism development and industry, and provides the foundation for long-term monitoring and analysis on the effects of ecotomism on forest resource and land-use in the greater Banaka region.

Significance StatementReconciling nature conservation and cultural ecosystem services (CES) has become fundamental to manage mountain protected areas. The timely monitoring of CES opportunities at large scales is therefore a pressing need. We combined social media data and Earth observations (EO) into a multi model inference framework to assess CES opportunities in two contrasting mountain Biosphere Reserves in Southern Europe: Peneda-Gerês (Portugal) and Sierra Nevada (Spain). EO indicators expressing people’s accessibility to leisure elements and landscape visual-sensory characteristics appear to be effective candidates for the monitoring of attributes underlying CES. Our findings recognise EO as complementary tools to socio-cultural approaches for the evaluation of CES, aiding stakeholders in their management decisions focused on the resilience and sustainability of mountain protected areas.

En este sentido se buscan puntos en común para la gestión y desarrollo territorial de Reservas de Biosfera y Paisajes Culturales. La conservación del bosque La Primavera requiere un cambio de paradigma en donde bosque y ciudad se visualicen como componentes opuestos pero al mismo tiempo complementarios. Se trata de una investigación aplicada surgida de la universidad ITESO y se estructura bajo el modelo de Think Tank que involucra sociedad, gobierno y academia. The current article intends to high light the need to implement a buffer zone for La Primavera Forest, Biosphere reserve MaB UNESCO in Guadalajara, Jalisco. The criteria to develop this transition zone is based on understanding this territory as a Cultural Landscape. Seeking common ground betwen Biosphere Reserves and Cultural Landscapes criteria to organize the management and development of the buffer zone. To understand the oponents of city development and forest preservation as complementary elements, a paradigm shift is needed. This is an applied research from the ITESO, and it is structured as a Think Tank that involves society, goberment and academy.

Abstract:
The aim of the study – to assess the current land use and sustainable farming possibilities in the area of the Žuvintas Biosphere Reserve. Mathematical statistical analysis, graphing, interviews, induction and other methods were used during the research. Agricultural censuses, agricultural land and crop declaration (that had been carried out between the years 2012 and 2014) and some other data were analyzed. Intensive farming was established in the group of agrarian areas landscape management zones: conventional industrial farming in the landscape management zone. In the analyzed Simnas, Krosna and Igliauka subdistricts land is used quite extensively, therefore restructuring, in order to improve the ecological conditions, is possible not reducing the volume of production, but in accordance with the guidelines. In the territory of the Žuvintas Biosphere Reserve the declared crop area increased by 0.4 per cent from 2012 to 2014, perennial grass area increased by 4.01 per cent. Sustainable farming was set in the Amalvas polder and peat soils as well as in areas sensitive to surface and groundwater pollution. In the major part of the polder extensive agriculture is developed, it is mainly natural grasslands and pastures as well as cultivated grasslands. SWOT analysis was performed.

El medio rural en el interior de Galicia presenta un rico patrimonio cultural y económico basado en la pervivencia de las formas construidas (tanto de caserío como de sus territorios colonizados), y en la presencia de unos suelos fértiles con condiciones propicias para agriculturas de alta calidad. El estudio plantea definir cuáles son los elementos estructurantes de los sistemas agrícolas tradicionales, las características de las formas construidas asociadas a ellas y sus paisajes, para que a partir de su reconocimiento se puedan establecer herramientas de planeamiento y gestión. La investigación delimita su ámbito de estudio en la provincia de Ourense, aportando el análisis de dos parroquias alaricanas, incluidas en la reserva de biosfera Área de Allariz, de las que se analizan las estructuras fijas en la evolución, el parcelario y las coberturas introduciendo, cuestiones relativas a la fragmentación de las unidades de cultivo, al sistema agrario y a ciertas prácticas tradicionales ecológicas. Galicia´s rural interior presents a rich cultural heritage an economic based on the survival of built forms (both village and its colonized territories) and in the presence of fertil soils with conditions for high quality agriculture. The study proposes to define which the structural elements of traditional agricultural systems are, the characteristics of the built forms associated with them and the landscapes in order to stablish planning and management tools from their recognition. The research defines its scope of study in the province of Ourense, providing an analysis on two Allariz´ parishes included in the biosphere reserve Área de Allariz, of wich fixed structures, parcel and coverage are discussed, introducing issues of plots fragmentation, agricultural system and certain traditional practices.

For the management of integrаted territoriаl investments. Bаsicаlly, ITIs аre sub-рrogrаms thаt include integrаted multi-dimensionаl meаsures. The key to imрlementing ITI is the integrаted аррroаch. The integrаted territoriаl аррroаch аlso involves overcoming аdministrаtive limits аnd requires greater disposition of different levels of government to cooрerаte аnd coordinаte аctions to аchieve common goаls. ITIs аre not oрerаtions or рriorities in аn oрerаtionаl рrogrаm, but аllow funding for the imрlementаtion of integrated territorial strategies across multiple axe of priority from a various number of operational programs. The uniqueness of The Dаnube Deltа Biosphere Reserve provides very specific functions: uncommon and sporadic population, the vulnerability of the economics and job specializations, unsаtisfаctory аccess to various services, etc. The World Bаnk, helped by the аuthorities supported the develoрment and implementation of the integrаted strаtegy within this аreа. The projects of the total operational programs are funded by The ITI Dаnube Deltа Finаnciаl Instrument, allowing investments from the CF, ERDF, ESF, EАFRD аnd EMFF.
