Abstract:
The article is divided into the following main blocks: initiatives of bioethics` capacity building; practices and experiences in the bioethicist`s work. The article aims to investigate the structuring possibilities of bioethical education, and the model of integrative bioethics is seen in this context as a promising device/tool. The figure-scheme, created by the author, shows 2 bioethics' growth lines - educational, as a formal (institutional) line and societal, as informal (cultural) one. In describing the lines, the author has identified the main aspects of influence: the cultural aspect (a); the political aspect (c); the humanistic aspect / human capital (c). In the educational (formal) sphere the following areas of activity were described - school, education, interdisciplinary programs in bioethics. In societal (informal) - experience of participation of community organizations in the creation of projects and grant activities of bioethicists. Hereof the following blocks were discussed - Bioethicist as an activist; Role of bioethicist as a translator, agent of change. Education through bioethics and public discussion of bioethical issues is what can be called a «circle of integrity». Bioethics education prepares community members to deal with ethically challenging issues by providing them with the skills to address ethical challenges in the everyday routine of one community. Bioethics capacity building was reviewed through the creation of a professional network of bioethics experts and their educational programmes - the Integrative Platform of Bioethics (InPlatBio). A network of bioethicists and stakeholders provides a learning-friendly environment. Both - networks and the development of links with different informal organisations and associations are important for essential communicative skills. The use of online courses, webinars is a modern source of information on the development of bioethics in Ukraine as well as in European countries.

Abstract:
The paradoxical perspective of bioethics supposing its explication as deconstruction is analysed in the article. The evolution of the program of deconstruction and its unexpected convergence with bioethical discourse is traced. Moreover, this discourse as itself can be considered as deconstruction of ethical thought. Bioethics in this case comes out as radicalization of ethics. Such kind of radicalization is necessary versus logocentric pressure and imposed consideration of human from the standpoint of so-called life sciences. Radicalization of ethics reveals insolvency of the liberal form of bioethics, reducing human essence to the totality of biological and social needs. At the same time conservative bioethics demonstrates heuristic potential coming from unique human ability for transcendence. Further, the logic of the development of bioethics allows to introduce the idea of bioethos as rhizomic, horizontal structure capable to become the alternative to the logocentric directons.

This paper examines, and further reflects, on Segun Gbadegesin’s position on the question of African bioethics. In an attempt to situate bioethical discourse within the garb of cultural appropriateness, Gbadegesin gives an African perspective of bioethics by exploring the attitudes of the Yoruba people (an example of an African culture) towards bioethical issues. Through this, he calls for a transcultural bioethics, which will underscore the universality of bioethics without undermining the significance of cultural identities. This paper challenges as a “myth?, the assumptions and positions of Gbadegesin in his recent discourse on African bioethics. By raising and adducing reasons to fundamental questions (such as: How authentic is Gbadegesin’s reportage on the Yoruba attitude to bioethical issues? How plausible is the possibility of a universal/global bioethics that is anchored on the recognition of all cultures in bioethical discourse? Is there a distinctive African bioethics? If yes, what is the nature of such an inquiry? In this essay, I argue that the way American bioethics has traditionally conceived of the distinction between public and private has given rise to some ethically problematic blind spots in its analyses to date. Furthermore, I argue that bioethics's view of the public and private spheres has reinforced a shortsighted view of bioethics's analytical sphere of influence. In particular, it has led bioethics to conceptualize issues largely from the perspective of health professionals, eschewing analyses of the problems of health and health information that patients and their intimates face outside of professional relationships and traditional health-care settings. It has also led some bioethical analyses to reflect, and to some degree reinforce, relationships of power that they might instead challenge.

Abstract:
The article highlights and analyzes the concept of “digital bioethics” as the use of digital methods for empirical research in bioethical discourse. The leader of bioethical research in Russia, Boris Grigoryevich Yudin, predicted an expan­sion of the range of social technologies that ensure effective public participation in the discussion and solution of problems in the field of science and technol­ogy. The spread of bioethical discourse in the digital space caused the formation of the concept of “digital bioethics”. The concept of “digital bioethics” has not been used so far in the Russian research literature, however, a number of topics discussed by Russian authors are close to the various aspects that digital bioethics draws attention to in its disciplinary formulation. Digital formats for understanding complex ethical issues in the public space, without canceling anal­ogous forms of bioethical discussions, give rise to a new reality of bioethical dis­course, which becomes the subject of digital bioethics using digital methods of empirical bioethical research. At the same time, there is no change in the un­derstanding of the subject of bioethics. Digital methods of data collection and analysis contribute to the development of empirical bioethics through attention to the subjective experience of an individual and social groups, reflected in pub­lic discussions in the digital space, and can also describe the digital landscape of the operation of bioethical principles.

Abstract:
The concept of integrated bioethics is popular in the different countries and it is united by the common idea about need of a discussion in the field of bioethics, in different sectors of society. The essential part of this concept is the vision of «bioethics» by Fritz Jar (1927) and his bioethical imperative. The article of this researcher, which was found only in 1997, extends a new format of the bioethical ideas, and also possibilities of understanding of bioethics as integrated entity. The review of scientific groups in Croatia and Germany has revealed a variety of approaches, views of bioethics, and also has brought us to a cooperative image of the solution of problems in education in a general sense and in the sphere of bioethical education. In a concept of bioethics «integrative» is attempt to establish a discourse of various points of view. Providing various positions, the integrated bioethics can give orientation for people who face an ethical/bioethical perspective. Therefore in integrative bioethics the idea of to accept various points of view, without any form of hierarchy is active, but also without falling into an ethical relativism. Important aspect is also the fact that discussion of these questions generates sensitivity of society to these questions.

Abstract:
The article analyses the foundations and principles of global bioethics in the European ethical, legal and philosophical contexts. An analysis of European bioethics shows that there are at least three modern models of European bioethics: bioethics as metaethics; bioethics as biolaw; bioethics as applied biomedical ethics. European bioethics originates in the global bioethics of V.R. Potter and F. Jahr, and encompasses not only moral issues of medicine and public health, but also global environmental and social problems. In this context, the convergence of the natural and the human is seen as a rehabilitation of practical philosophy, a further study and development of the principles of practical reason, understood by analogy with the objective laws of nature. The study of constitutions, legislative and legal regulations of European countries has revealed a variety of bioethical principles in the field of biomedicine. However, at the level of legislation in biomedicine, there is a certain influence of the American model of bioethics, biomedical ethics, which is manifested in the principlism methodology and the weak connection between medical and environmental issues. Global bioethics in the European context is characterized by an intensification of bioethical reflection, social relationships and legislative activity in biomedicine within pan-European structures, such as the European Council and the European Union. The defining feature of global bioethics as a phenomenon of European culture and ethos is that its principles can be “activated” only as a semantic and logical integrity. Bioethical principles serve as a kind of harmonising factor of European biopolitics.

Abstract:
This article presents a theoretical analysis of the history of the formation and existence of a relatively new branch of scientific knowledge - bioethics - at the present stage of its development. Different approaches to the definition of the causes and prerequisites for the emergence of bioethics are analyzed. The key events of the social, moral, ethical and scientific life of society that have influenced the emergence and identification of the direction of bioethics are indicated. The relevance and importance of bioethics in the modern world is demonstrated. The authors of the article have analyzed existing materials on this problem and identified a number of significant problems, the solution of which is currently being addressed by researchers of bioethical issues of our time. Moreover, the article presents a theoretical analysis of such important concepts of bioethics as bioethical consciousness, bioethical upbringing and education. The main and most important functions of bioethical consciousness are highlighted. It is shown that bioethical upbringing and education is becoming extremely important today for the training of highly qualified specialists of any profile.

Environmental conservation is a pressing issue for modern humans. Health care systems and the consumption of medical goods should therefore be assessed in light of environmental sustainability. While the primary focus of environmental bioethics has been hospitals and health care facilities, ethicists must also address the offerings of the medical industry going forward. My dissertation proposes four principles to assess the environmental sustainability of current and future medical developments, techniques, and procedures. The four principles of green bioethics are: 1. General allocation of resources should precede special interest access: distributive justice 2. Current human needs over current human wants: environmental conservation 3. Simplicity before complexity: reducing dependence on medical intervention 4. The common good should drive health care instead of financial profit: ethical economics. The four principles of green bioethics will move environmental bioethics into the 21st century in a responsible and sustainable manner

This dissertation examines the problems that religious and moral diversity raise in public bioethics, both in the historical development of the field and in our contemporary situation, and is an attempt to develop the foundations of a bioethical methodology that is able to adequately address the issues of pluralism without losing sight of the fact that bioethics emerged out of the need for shared moral guidelines and rigorous ethical analysis of novel medical technologies. It has been my intention to contribute new insights into the processes of bioethical inquiry, deliberation and policy formation through the development of a dialogical method of public ethics that is able to quest for consensus while simultaneously maintaining a respect for, and making possible the accommodation of, incommensurable moral and ontological differences amongst religious traditions and philosophical systems. The aim is to implement modes of deliberation that can adequately cope with the reality of pluralism and to help produce bioethical policies suited for our multicultural and religiously diverse society.
Cette thèse examine les problèmes que la diversité religieuse et morale soulèvent dans la bioéthique publique, à la fois dans le développement historique de la discipline et dans la situation contemporaine; de plus, elle constitue une tentative pour développer les fondements d'une méthodologie bioéthique qui est en mesure d'aborder les enjeux du pluralisme sans perdre de vue le fait que la bioéthique a émergé du besoin de lignes directrices morales partagées et d'une analyse éthique rigoureuse des nouvelles technologies médicales. Abstract:
Personal autonomy is often lauded as a key value in contemporary bioethics. In this thesis, I aim to provide a rationalist account of personal autonomy that avoids the philosophical flaws present in theories of autonomy that are often invoked in bioethics, and that can be usefully applied to contemporary bioethical issues. I claim that we can understand the concept of autonomy to incorporate two dimensions, which I term the 'reflective' and 'practical' dimensions of autonomy. I suggest that the reflective dimension pertains to the critical reflection that agents must carry out on their motivating desires, in order to be autonomous with respect to them. I begin by rejecting prominent desire-based and historical accounts of this dimension of autonomy, before going on to defend an account based upon a Parfitian analysis of rational desires. Following this analysis of the reflective dimension of autonomy, I argue that autonomy can also be understood to incorporate a practical dimension, pertaining to the agent's ability to act effectively in pursuit of their ends. I claim that recognising this dimension of autonomy more comprehensively reflects the way in which we use the concept of autonomy in bioethics, and makes salient the fact that agents carry out their rational deliberations in the light of their beliefs about what they are able to do. I go on to argue that this latter point means that my account of autonomy can offer a deeper explanation of why coercion undermines autonomy than other prominent accounts. Having considered the prudential value of autonomy in the light of this theoretical analysis, in the latter half of the thesis I apply my rationalist account of autonomy to a number of contemporary bioethical issues, including the use of human enhancement technologies, the nature of informed consent, and the doctor-patient relationship.

Abstract:
Bioethics has been central to living donor liver transplantation (LDLT), which mandates a high recipient benefit and an acceptably low donor risk. The double equipoise imposes the contextual features of this already technically complex treatment. This research aimed at looking into key bioethical issues of LDLT in the light of the contemporary practice standards. In adult LDLT, in order to provide a partial graft of adequate size, donor right hepatectomy is often required. This procedure pioneered by The University of Hong Kong is now being performed at many centers and by many surgeons. Through close guidance and gradual granting of surgical privilege, newer surgeons can now perform this operation safely with low blood loss (400 mL) and low complication rates ( 30%). Analysis of our series also showed that right liver donors with a smaller remnant left liver had higher peak bilirubin level and longer peak prothrombin time after the operation. Severe complications were associated with hyperbilirubinemia (p=0.031) while prolonged hospital stay was associated with prolonged prothrombin time (p=0.011) and smaller remnant left liver (p=0.036). Facts need to be known to potential right liver donors before operation. Donor left hepatectomy, which carries a lower donor risk, is more feasible for donors with a larger left liver and recipients with a smaller body size. Lowering the graft size requirement also allows more LDLTs being done using left livers. The percentages of left liver LDLTs feasible with a graft to standard liver volume (G/SLV) ≥ 40%, ≥ 35%, ≥ 30%, and ≥ 25% were 5.8%, 12.5%, 29.1%, and 62.3% respectively. For every 5% decrease in G/SLV ratio, twice as many left liver LDLTs could be performed. The 5-year survival rate was 85.7% for liver transplantation recipients with hepatocellular carcinoma (HCC) within the Up-to-7 criteria, unaffected by the presence of microvascular invasion (88.2% vs. 85.1%, p=0.652). This is comparable with that of liver resection patients with HCC without microvascular invasion (81.2%, p=0.227) but far superior to that of liver resection patients with lesions with microvascular invasion (50.0%, p<0.0001). Primary liver transplantation for HCC with microvascular invasion and within the Up-to-7 criteria in fact doubled the chance of cure as compared with liver resection. LDLT has been criticized of fast-tracking patients with more aggressive HCC for transplant. Waiting does select out patients with better survival to undergo transplantation. With careful selection though without waiting, LDLT nevertheless does not confer poorer survival. Progressive liver failure following a major hepatectomy for HCC is a known and uncommon cause of mortality. Proceeding to LDLT is an ethical challenge because of the possibility of coercion. Tumor status as confirmed by histopathological examination of resected specimens can demonstrate features of more aggressive cancer, which warns against a rescue transplantation for the increase in chance of tumor recurrence. In order to overcome ABO blood group incompatibility, paired donor interchange (between two pairs: A to B and B to A) has been practiced for the liver. The extension to matching with one pair of universal donor (O) and universal recipient (AB) was also performed at our center. The obvious biological advantage of this treatment modality has to be weighed against the potential increase in risks to patients involved. Media coverage of advances and successes in liver transplantation stimulates deceased donor organ donation (DDOD). The relation between widely reported key events and DDOD can be recognized as celebrity hero influence, medical success, or emotional response. An accountable liver transplant service answerable to the public is vital to a region where the DDOD rate is low. Selective disclosure of patient information to the media for public interest in promoting organ donation can be justified. LDLT now has a two-decade history of clinical practice. Basic and clinical research has provided a clearer picture of the efficacy and fallibility of LDLT. We can now be more accurate in defining and interpreting the applicability of LDLT for a wider spectrum of disease indications.

Interrelations between bioethics and human rights have been debated ever since this applied ethics has developed over the last 50 years. Persistent controversies regarding the Universal Declaration of Human Rights, the disciplinary status of bioethics, and their interaction as presented by the Universal Declaration on Bioethics and Human Rights, all require renewed reflection. Theoretical debates have had to face the reality of global social issues with their tendency to maintain, even naturalize, social, regional and transnational inequalities, in the weakened moral climate of late modernity’s individualism, the dominance of neoliberalism, and reduced social protection that neglects the common weal. The present article reinforces the need for reflexive bioethical discourse as a crucial element in social practices that tend to be legalized.
La interrelación entre la bioética y los derechos humanos ha sido debatida desde que esta ética aplicada se desarrolla a lo largo de casi cinco decenios. Persistentes controversias sobre la Declaración Universal de Derecho Humanos, el carácter disciplinario de la bioética, y la interacción de ambas propuesta por la Declaración Universal de Bioética y Derechos Humanos, requieren nuevas reflexiones. Los debates teóricos enfrentan la realidad social global que mantiene, e incluso naturaliza, desigualdades sociales regionales y trasnacionales, en un clima moral resentido por el individualismo y la generalización del pensamiento neoliberal, que reduce la protección social y desatiende el bien común. El robustecimiento del discurso bioético reflexivo es planteado en este artículo como elemento primordial en prácticas sociales que tienden a la juridicidad.

Since its inception, bioethics has gone through different phases and one of the best known is clinical bioethics. However, its original scope is much broader and is being resumed, which allows it to approach more diversified areas. In the present article, we try to highlight themes and dimensions of Computer Science that lack bioethical reflections and the reader is invited to the dialogue about the possibility of insertion of Bioethics in the curriculum of the superior courses of computation. Resumo: Desde o seu surgimento, a bioética passou por diferentes fases e uma das mais conhecidas é a bioética clínica. Contudo, seu escopo original é bem mais amplo e está sendo retomado, o que permite sua aproximação comáreas bastante diversificadas. No presente artigo, busca-se evidenciar temas e dimensões da Ciência da Computação que carecem de reflexões bioéticas e convida-se o leitor para o diálogo sobre a possibilidade de inserção da Bioética no currículo dos cursos superiores de computação.

Abstract:
Contemporary legal science is facing the challenges of the modern age. In an attempt to answer the current very complex questions, which, beside from the questions from the field of law, are closely related to questions from the fields of medicine, philosophy, psychology and sociology, bioethical and moral dilemmas are opened. Their correct understanding are required certain theological knowledge, since that questions of life and death are basic religious topics. Contemporary bioethical issues such as in vitro fertilization, surrogacy, organ donation and euthanasia are some of the most topical and controversial. Faced with various personal biomedical dilemmas, people often turn to representatives of the Church, who give their answer from the aspect of church bioethics, which is different from secular bioethics. The author will try to answer the question whether the position of the Church should (and may) be ignored when determining the legal framework concerning the aforementioned issues, or whether the cooperation of the state and the Church is more necessary than ever before. What consequences can we face if constructive dialogue is absent?

The purpose of the work is to determine the specifics of the worldview foundations of bioethics, their structure, nature and essence of man in the context of the “new experience” in the field of biotechnology. Research methods - philosophical and general logical.”New experience” in the field of biotechnology, as a stimulating discussion of anthropological, axiological and social problems, must be guided by the strategy of personal preservation and the methodology of human integrity and have value-worldview attitudes as real prerequisites. In the new ethics, the fundamental principles of two historically established systems - individualism and conciliarism (collectivism) are considered in the form of complement, not contradictory. We are only talking about their ratio and the degree of demand. At the same time, the state and society, and not “personal law”, are of decisive importance.

A holistic solution to the problem of formation of ecological competence of the future engineer requires the definition of its content, structure, place in the system of professional competences, levels of forming and criteria of measurement the rationale for the select on and development of a technique of use of information, communication and learning technologies that promote formation of ecological competence. The study is of interest to environmental competence of future mining engineer as personal education, characterized by acquired in the process of professional preparation professionally oriented environmental knowledge (cognitive criterion), learned the ways of securing environmentally safe mining works (praxiological criterion) in the interests of sustainable development (axiological criterion) and is formed by the qualities of socially responsible environmental behavior (social-behavioral criterion) and consists of the following components: understanding and perception of ethical norms of behaviour towards other people and towards nature (the principles of bioethics); ecological literacy; possession of basic information on the ecology necessary for usage in professional activity the ability to use scientific laws and methods in evaluating the environment to participate in environmental works to cany out ecological analysis of activities in the area industrial activities to develop action plans for the reduction of the anthropogenic impact on the environment; ability to ensure environmentally balanced activities, possession of methods of rational and integrated development georesource potential of the subsoil.
