Abstract:
The article tackles the characteristics of social work in Italy, focusing on some specific features of this professional domain within the broader frame of the Italian welfare system. Indeed, given the historical roots of Italian welfare regime and the model of governance of policies, social assistance benefits and services are the less developed component of welfare provisions. This is one of the reasons for the late full acknowledgement and regulation of the social worker at the national level. In the first part of the article, we present the development of social work in Italy, with particular attention to the creation of academic courses and the formal regulation as a profession. Then we present the current situation of social work and social workers in Italy, taking into consideration the weakness of social assistance and the effects of the financial crisis. In fact, the crises had an impact on the dimensions and composition of vulnerable population, which is more and more large and fragmented, putting a growing pressure on social workers. At the same time, because fiscal austerity, resources for welfare benefits have been reduced in these years, changing the organizational settings and worsening the working conditions of social workers.

Abstract:
Purpose The purpose of this paper is to investigate whether social relations are associated with the health of workers. It uses two types of health status measures – self-reported and more objective health – and it considers two types of social relationships: individual social relations, measured through the frequency of meetings with friends; and contextual social relations, the average frequency with which people meet friends at the community level. Design/methodology/approach A probit model is estimated from the worker sample accounting for the possibility of selecting individuals in the labour market (selection equation). Then expanded probit models (including inverse Mills ratio) are used on both self-reported and more objective health measures using new data from an income and living conditions survey carried out in 2006 by the Italian Statistics Office. Robustness checks are employed to deal with possible problems when interpreting the results. Findings The study finds that social relations are correlated with health status of workers with differences among health outcomes. Social relations at the individual level are positively correlated with self-perceived health (SPH), negatively associated with chronic condition (CC) but not related to limitations in daily activities. Contextual social relations are negatively linked with CC and limitations in daily activities but not correlated with SPH. Research limitations/implications Although the results are consistent with the argument that individual and contextual social relations influence workers’ health, the author cannot prove causality. Social implications Improving the health of workers could reduce health inequalities and could increase work performance. The implication at a macro-economic level of an improvement in the health conditions of workers is relevant in Italy, where the level of labour productivity is low compared to the other developed countries (OECD, 2013). Policy makers should consider the benefits, both at social and economic level, of public policies designed to improve the social and physical infrastructure of social relations. Originality/value This paper is the first to relate individual and contextual social relations simultaneously to workers’ health. Moreover, it makes several other contributions to this area: it control for unobserved worker heterogeneity; it uses both subjective self-reported health as well as a more objective measure of health based on CC and limitations in activities of daily living; it adopts a multilevel approach to examine in the same framework the individual and contextual relationship of social relations with individual health status of workers, in so doing, filling a gap in the literature on social capital and public health.

Abstract:
Recent immigration to Italy features certain traits, one of which is the high rate of educational attainment by immigrants. According to various evaluations (ISPES, 1990), 59 percent of the immigrant population obtained a high school diploma, while 13.5 percent possessed a university degree. For approximately five years, the CE.R.FE. (Research and Documentation Center) has conducted research on the social, cultural and material conditions of immigrant university students, highlighting the ambiguity of their condition (in addition to their perceptions of themselves) oscillating continuously between the status of student and immigrant. In particular, sample research was conducted 2 on non-EC university students present in Milan, Perugia, Rome, and Bari. The study was able to compare data collected at different times to information in a first study conducted in 1986, 3 and a second completed in 1990. It is interesting to note that these different research periods coincided with intensive legislative action by the government promulgated two laws regulating non-EC immigration, Law No. 943/86 and Law No. 39/90. Increased interest on the part of the government as well as of the public and press toward the immigration problem influenced – even though marginally – the development of the students’ non-EC immigrant perceptions of themselves and their roles.

The ethnicity and work-related stress model (EWS; Capasso, Zurlo, & Smith, 2018, British Journal of Education, Society & Behavioural Science, 15, 1–20) integrated EWS dimensions in a multidimensional perspective combining demographic (sex, education) and individual characteristics (coping styles, Type A and Type D), cultural dimensions (acculturation strategies, perceived racial discrimination), work characteristics (work demands, work resources, rewards) and appraisals (job stress/satisfaction), in the prediction of psychophysical health conditions in migrant workers. The current research aimed to test the application of the EWS in a sample of Moroccan factory workers and hypothesised significant and specific profiles of associations between individual, ethnic and work characteristics, with psychophysical health outcomes. A questionnaire consisting of five sections measuring sociodemographics and individual differences (coping styles/personality), cultural dimensions (acculturation strategies), work characteristics, appraisals (job satisfaction/stress) and subjectives reports of health was administered to 250 Moroccan factory workers in Italy. Data were analysed using logistic regression to evaluate the independent and combined effects of all dimensions reported on the risk of suffering health problems. Data revealed specific and significant associations of individual characteristics, cultural dimensions and job characteristics with health outcomes. Findings will be useful in defining psychological interventions to promote well-being in specific workplaces supporting the dimensions suggested by the model applied.

Abstract:
The scientific debate on social investment (SI) is moving from an ideological and normative approach towards a more realistic one. Scholars are paying closer attention to the actual developments in social policy and to the contextual conditions and impacts of SI policies. Considering this, two main issues arise. First, that SI policies are politically feasible and likely to have positive impacts only if specific contextual conditions are met. Second, SI policies were supposed to have a positive impact on both inequalities and economic growth: a strong theoretical assumption that needs to be carefully tested. The Italian case will be used here to illustrate this new perspective and the consequences of the lack of contextual pre-conditions. For this reason, the article is divided into three parts. The first part will present our theoretical argument in the context of the most recent analytical accounts of SI policy in Europe. In particular we will argue that, given the lack of crucial structural pre-conditions, SI policies may have ambiguous and even unexpected negative impacts on both economic growth and equal opportunities. In the second and third parts, we will present empirical evidence of this ambiguity considering childcare and apprenticeship reforms in Italy. More specifically, based on empirical research carried out in Italy, we want to answer two questions: (1) Why is the Italian welfare state so ‘unfriendly’ to SI policies? What are the main factors explaining the limited room for SI policies? (2) When an SI approach is promoted in specific policy areas in Italy, what is its social and economic impact? Do these interventions achieve the positive results to be expected according to the SI approach? Finally, the last part synthesises the main arguments and aims to open a critical discussion on the structural pre-conditions of SI policies and the need for further analysis of the political economy contexts in which SI policy develops.

Abstract:
This article analyses how governance and organisational dynamics produce different forms of health and social care integration. The ethnographic study, carried out in two different Italian organisations, highlighted two forms of integration, which the authors term mechanical and cultural. The first is characterised by the prevalence of codified and hierarchical forms of coordination and the substantial isolation of professional groups, with limited contact opportunities. Under these conditions, integration is mainly achieved in the final product through the independent and uncoordinated delivery of specific social and health services. In the second, codified tools occur alongside informal coordination activities, based on face-to-face interactions and the sharing of knowledge, values and goals. Integration takes place in daily formal and informal interactions and in the development of professional intimacy. The results of the study suggest that public policies need to be clear about the form of integration at which they aim. The mechanical form is appropriate for product integration, while cultural integration is the preferred form for process and professional integration. In the latter case, ICTs are undoubtedly useful but not sufficient. To stimulate informal coordination, mutual trust and professional reciprocity, analogic communicative patterns are needed to allow the symbolic dimension to be expressed.

The article discusses the economic, political and cultural factors which led to the transformation among the parties and in the Italian democracy. The sudden outbreak of the crisis in 1992 is described as a conjunction of external and internal crisis factors. International adjustment constraints, economical missmanagement, the inefficiency of the central govemments, social and political movements in Northern and Southern Italy, as well as the resolute action of judges and public prosecutors against the corrupt political elite, finally made the historical break with the traditional conditions in Italian politics possible. But only in Southem Italy the political caesura was accompanied by social transformations. Finally, this continuity of social conditions explains the rise of Berlusconi.

Abstract:
The village of Villagrande Strisaili, situated in central highlands of the island of Sardinia, Italy, is the subject of this ethnographic study of economic and cultural change. In Part I, a brief historical overview reveals that the pre-war society was largely subsistence based, with shepherding providing milk and cheese to sell on the market for cash. A strict division of labour and responsibilities by sex required mutual dependency of the male and female heads of a household, and supported local notions of gender equality. Part II examines the economic basis of and the restructuring of occupational opportunities in Villagrande today. Although shepherding and subsistence production continue to be important local activities, they are no longer the dominant forms of economic production and secure positions in government offices and institutions are now the preferred occupations. The profound cultural changes of recent decades is the focus of Part III. The notion of local culture, and of a distinctive local identity, is disappearing as cosmopolitan culture becomes localized through local acceptance. Contemporary villagers now create their sense of identity in terms of a wider reality, as defined by the powerful messages of the cosmopolitan system which are efficiently disseminated to villagers through the state educational system and the ubiquitous mass media. These cultural changes have unexpected consequences on the local culture and its reproduction to future generations.

Evidence on comparative quality of life and housing of Italians at origin, and emigrants in two destinations was gathered from field research, and from three surveys: one, of residents of the town of origin (n = 153), Larino, in the province of Campobasso, and the other two, of residents of major destinations of Larinesi emigrants--Montreal (n = 118), and Milano (n = 73). The main working hypothesis was tested that the best quality of life is found among emigrants living in Montreal. The research also explicated the historical connection between policies of migration and housing concerns in Canada and in Italy.
Quality of life was measured using a battery of structural, objective and subjective indicators that were calibrated for relative comparisons between the two cities of destination by the re-analysis of two large surveys (Milano n = 966; Montreal n = 461), and by the use of of official statistics.
Multivariate analysis results showed that in comparison to the town of origin, Montreal produced the best and most distinguishable socio-demographic context and Milano the best geographic context. The objective indicators based on the ratios of income to need and those based on income relative to each city, are most influential in Montreal. Subjective indicators such as attitudes and lifestyles are more consistently related to levels of education than to place of residence.
High rates of house ownership among the Larinesi in Montreal, and changes in their patterns of use of space which accompany permanent resettlement--especially those regarding the use of an extra kitchen--were found to be explainable in terms of the "housing culture" of the town of origin.

Abstract:
The aim of EU Regional Policy is to intervene effectively in regions that “lag behind” in economic terms and to finance development programmes through the allocation of Structural Funds which operate in accordance with the principles of subsidiarity, additionality and partnership. This policy should allow regions to converge with EU averages in terms of income and employment. Italy and Spain provide very good examples within the EU as a whole, of significant economic disparities between regions that still appear to be present. We argue and provide substantial evidence of the fact that the persistence of such disparities is mainly due to inefficient administrative and institutional capacity at the regional level. Although some regions have brought themselves towards the average, in Italy and Spain, there is evidence that certain administrative, institutional and implementation problems have tended to appear, hampering the opportunities of regions to converge in the required way. Because of this, regional economic convergence and thereby socio-economic cohesion are still beyond reach. Two decades after the 1988 Reform of the Structural Funds, EU Regional Policy has only partially succeeded in reducing regional economic divergence within Italy and Spain, where regional economic inequalities still exist. Although we demonstrate that some regions have been able to move forward in the requisite way, it is questionable whether all of the support for these regions can actually be eliminated completely in the near future with the challenges that the EU faces, particularly in relation to the latest round of Enlargement.

Abstract:
In this study, I examine the existing literature and carry out a qualitative exploration in order to formulate a better understanding of the dynamics that influence the lives of 2nd generation Italian Muslims. Although monumental social and political challenges remain in confronting integration of the Muslim population and for achieving greater acceptance of Islam within the Italian public sphere, the evidence suggests that the process for integration has slowly begun. Additionally, this study examines the intellectual framework of the existing literature which addresses the issues impacting Muslim integration in Northern Italy. This issue has induced new debates within Italy on multiculturalism, national identity, human rights, while more importantly raising the question--"to what extent do we allow Muslim integration into Italian society and the further insertion of Islam into Italy's spiritual geography?" This study argues that the convergence of contemporary international affairs with religion calls for a new lens for interaction. In Italy the events following 9/11, combined with a resurgence of Islamophobia and the impact of the Global War on Terror, have drawn the issue of Muslim immigrants into a negative spotlight. Mainstream attitudes in Europe, following 9/11, have generated a rift in Muslim-West relations and have caused confusion and anxiety among Muslims and non-Muslims alike. The research hypothesis for this thesis suggests that there are multiple factors impeding the efforts for Muslims to achieve equal footing within the Italian religious landscape and inclusion within Italian society. Among these are divisions found within the Muslim community itself, a growing mistrust of Islam in mainstream Italian society, sponsored by negative media stereotyping and xenophobic political movements, and underlying everything else, the privileged position of the Catholic Church and its unwillingness to accommodate Islamic identity within the social framework. The chosen methodology employed in this study is qualitative, theoretical contextual analysis combined with interviews plus questionnaires used to construct a case study were applied. Beyond engaging in seven interviews with the 2nd generation Italian Muslims, this study was informed by the relevant academic literature from the fields of conflict resolution, history, sociology, cultural studies, Islamic studies and political science. Finally this study contextualized the dynamics generating this conflict and examined the discontinuities this situation has created in the lives of Muslims in Italy. The exclusion of the Muslim population, coupled with the complex relationship between this cultural group and state, has led to the exploration within Italy of different models for integration. The findings of this study indicate that inequalities exist for the Muslim population of Northern Italy in their relation with the host nation and society. This further hampers the process of integration and generates further exclusion. Only profound rethinking of the Italian approach to integration will serve to adequately meet the needs of this marginalized population and fully incorporate them within Italian society.

Abstract:
This study has the aim of exploring aspects of youth culture in Italy during the economic boom of the late 1950s and early 1960s. Its theoretical framework lies between the studies around Italian youth culture and those around the Italian Communist Party (PCI), investigating the relationship between young people and contemporary society and examining, for the first time, the relationship of the former with the PCI, its institutions and media organs. The arrival of an Anglo-American influenced pop culture (culture transmitted by the media and targeted at young people) and of its market, shaped the individualities of part of the pre-baby boomers that, finally, were able to create bespoke identities somewhat disconnected from the traditional party-related narrative while remaining on the left of the political spectrum. Pop symbols that blossomed in the late 1950s, such as the striped t-shirt, would characterise the style of young protesters who included them in their collective imagination from the early 1960s onwards. Simultaneously, a flourishing pop market gave space to other cultural experiences including Cantacronache, a group of young musicians based in Turin who vividly depicted Italy of the boom through their lyrics. Their efforts can be read as belonging to a pop market that finally starts to open up towards new musical stimuli. They aimed to make their music available beyond the circle of left-wing activism as well and they were produced by a label linked to the PCI that in those years was reshaping its approach towards society, getting rid of its radical fringes and opening to a dialogue with diverse strata of the public, including young people, women and non-members. The thesis investigates how the Communists and its Youth Federation (FGCI), reacted to the development of youth culture as an aspect of modernisation in general. Through an examination of the party’s approach to the youth revolts of the early 1960s and of its formal documents targeted at young people in general, we analyse how – and how successfully – the Communists tried to engage with young people while often, internal strands, the monolithic nature of the party and other elements, posed severe obstacles in meeting their demands, creating a fracture that would grow in the following years. The thesis also investigates how the party’s attempt to address young people was translated into the promotion of magazines in which serious political topics were discussed alongside other themes such as investigations into society and into the “questione giovanile.” In this respect, we will see how the FGCI journal Nuova generazione tried, in the late 1950s, to take account of youth inclinations paying attention to other important topics such as the emancipation of young women. The generation we look at is the first to claim the right to build its individual identities by drawing on pop culture and modernisation, developing codes and behaviours that pulled away from those set by the institutions.

Notre thèse analyse le rapport entre pratiques sociales d’intégration d’immigrés, modèles d’installation et processus de transformation de la morphologie urbaine dans deux études de cas qui se prêtent à une comparaison stimulante. D’un côté, nous avons le cas de l’émigration italienne interne vers un pole industriel de la banlieue métropolitaine milanaise (Sesto San Giovanni); de l’autre côté, celui de l’émigration italienne internationale dans une agglomération des bassins miniers wallons (La Louvière). Il s’agit de deux contextes d’insertion fort différents du point de vue de la morphologie sociale et de l’organisation territoriale, qui profilent des espaces hybrides entre rural et urbain en profonde et rapide transformation, à cause des flux massifs de la main d’œuvre immigrée. Ces différences nous permettent de mettre à l’épreuve de l’analyse comparée les conceptions sociologiques et les parcours historiques de l’intégration, du tissu sociale qui en est à la base, de la citoyenneté, de la construction d’identités collectives, afin de dépasser les dichotomies stéréotypées entre rural/urbain, tradition/modernité, intégration/conflit, migration interne/internationale.

La thèse développe une analyse parallèle des deux études de cas en suivant un fil argumentatif unitaire, qui s’ouvre avec une enquête sur les flux migratoires et les contextes d’accueil des migrations. Dans les deux premiers chapitres nous avons analysé le contexte économique, social et territorial dans lequel s’inscrivent les processus migratoires. Pour le cas belge, nous avons analysé le cycle de l’industrie charbonnière, le processus de dépopulation de la Wallonie et les mécanismes qui règlent les flux, c'est-à-dire une migration contractée par les deux gouvernements. En ce qui concerne le cas milanais, nous avons tracé les contours de la très rapide urbanisation, qui a conduit toute une série de communes limitrophes à Milan à entrer dans l’orbite métropolitaine et à se qualifier comme des pôles périphériques.

Après avoir tracé les contours du cadre général, nous avons fait face, dans la deuxième partie, à la question plus spécifique du logement et des formes d’installations. Pour le cas louviérois, nous avons reconstruit les conditions de logement et la très difficile confrontation des premiers immigrés avec le monde du travail charbonnier, l’absence d’une initiative publique dans le secteur du logement jusqu’en 1954, faiblement compensé par l’initiative patronale, et la phase suivante des années 1950, qui a mené à la stabilisation des immigrés dans la région. De Sesto San Giovanni nous avons reconstruit la transition complexe vers la périphérie métropolitaine, à partir des installations rurales jusqu’aux politiques publiques locales et nationales de construction de grands ensembles, en soulignant comment cette intervention urbanistique était au centre d’un débat très vif sur l’aménagement du territoire, qui a débouché sur la création d’institutions administratives régionales. Dans la dernière partie de la recherche nous avons plutôt approfondi les aspects sociaux et culturels des parcours d’installation et d’intégration dans les deux tissus urbains. C’est en cette partie que nous avons utilisé davantage les sources orales, afin d’analyser les perceptions de soi, les mécanismes de construction de l’identité sociale et donc tous les changements que la migration, le rencontre avec la ville et l’industrie ont entraîné dans les organisations familiales, dans les perspectives de vie, les aspirations et les projets des migrants. À partir de l’analyse de ces parcours, dans le chapitre conclusif nous avons interrogé quelques catégories historiques et sociologiques classiques des études migratoires: d’abord le sens d’appartenance à la communauté d’origine et le développement d’un sens d’identité nationale, ensuite le processus de formation d’une solidarité de classe, qui dans les deux contextes a pris des formes sensiblement distinctes surtout par rapport aux différences dans la mémoire de l’expérience migratoire.

Né en 1727 à Briançon, Jean-Antoine Morand a 14 ans lorsqu’il se lance, suite à la mort de son père, dans une carrière artistique. C’est à Lyon qu’il s’installe et fonde, en 1748, un atelier de peinture. Il reçoit des commandes officielles et privées, travaille régulièrement pour la Comédie, se spécialise dans la peinture en trompe-l’œil et la scénographie, y compris les machines de théâtre. À la fin des années 1750, encouragé par Soufflot, il se tourne vers l’architecture et l’embellissement, ainsi que l’y disposent différents aspects de sa première carrière.Architecte autodidacte, Morand souffre d’un déficit de légitimité et tente d’y remédier en recherchant la reconnaissance publique. Mais ses succès, en particulier la construction à titre privé d’un pont sur le Rhône, n’y suffisent pas. La carrière de Morand est tiraillée entre fierté entrepreneuriale et appétence institutionnelle. Son image pâtit de l’opposition entre spéculation foncière et promotion du bien public. Cela concerne en particulier son grand œuvre, un projet d’agrandissement de Lyon sur la rive gauche du Rhône, compris dans un plan général donnant à la ville la forme circulaire.Morand a peu construit et il ne subsiste presque rien de son œuvre pictural. Born in 1727, Jean-Antoine Morand is 14 years old when he embraces an artistic career, following his father’s death. Having settled down in Lyon, he establishes his own painter’s workshop in 1748. Receiving public and private commissions and working for the theatre on a regular basis, he specializes in trompe l’œil painting and stage-setting, including machinery. In the late 1750s, spurred on by Soufflot, he turns to architecture and city-planning, as various aspects of his previous career could have prompted him to.As an autodidactic architect, Morand suffers from a lack of legitimacy against which he pursues public recognition. But his successes, which include the building of a privately-owned bridge across the Rhône, aren’t enough. Morand’s career is torn between entrepreneurial pride and his longing for tenure. His public image is marred by the alleged opposition between land speculation and the defense of public good. This concerns mostly his great work, a project for the extension of Lyon on the left bank of the Rhône, included in a circular general city plan.Morand hasn’t built much and very little remains of his pictorial work. This thesis is based on an extensive private archive that allows us to explore this otherwise unsung architect’s intentions, relations and psychology

AbstractThe agri-food system across Europe relies heavily on migrant labour. Border lockdowns during the Covid-19 pandemic immobilised thousands of foreign farmworkers, giving rise to fears of labour shortages and food production losses in EU countries. Farmers’ organisations sought institutional interventions to address this labour demand. Although migrant workers have become a fundamental component of core sectors in recent decades, it is only in the current health emergency that they were recognised as ‘essential’ workers. The chapter analyses the working conditions of migrant farmworkers alongside national debates and institutional interventions in Italy and Spain during the pandemic. It provides a critical comparative analysis of legal and policy interventions to address migrants’ situations of vulnerability. Both countries depend on important contingents of EU and non-EU migrant farmworkers, especially in fruit and vegetable production; moreover, they present common aspects in supply chain dynamics and labour market policies, but also specific differences in labour, migration and social policies. Both adopted measures to face the condition of irregularity of migrant workers in order to respond to labour demand in the agri-food sector and to provide these workers with safe working and living conditions during the pandemic. However, these interventions reveal shortcomings that significantly limit their impact and outcomes, calling into question to what extent migrant workers are really considered as ‘essential’ in a long-term perspective and, therefore, to what extent the current pandemic constitutes an opportunity for a new push to enforce labour and migrant rights.

AbstractThis chapter presents and characterises the way in which, in the twenty-first century, after years of feminist struggles inside and outside of institutions, gender relations are organised in the different countries of the INCASI project (on the European side, Spain, Italy, Finland, France and the United Kingdom, on the side of the South American Southern Cone, Argentina, Brazil, Chile and Uruguay). It pays special attention to the implementation of feminist issues on political agendas, and in particular the assignment of women to unpaid care work—an aspect of the power continuum that we look to relate to other aspects. Gradually and for almost a century all countries in both continents have granted women the status of subjects, citizens and employees. However, the conditions, challenges and timelines of this process differ considerably from one continent to another, so they need to be addressed separately. The neoliberal era did not have the same impact in Europe as it did in South America (nor was it exactly the same between particular European countries or among South American ones).

AbstractThree building case studies were chosen with the purpose of demonstrating the BIM4EEB BIM-based toolkit. The selected buildings are both social houses and residential apartments respecting the needs of vulnerable inhabitants. To increase the representativeness of the test case the buildings are located in three different locations with different climatic conditions, specifically Italy, Poland, Finland. For all the case studies analysed, BIM models were created with different levels of detail (LOD), which, thanks to the interaction with the BIMMS, make it possible to create a common environment for the representation and use of the data collected and subsequently shared between the different tools. Among the three demonstration sites, the Italian site is undergoing building envelope renovation interventions such as the realization of the thermal insulation with ETICS technologies and the replacement of external windows. In order to test the different tools, a demonstration procedure has been defined for them, constituted mainly by workshop activities and quantitative and qualitative evaluations. To assess the level of accomplishment with respect to stated objectives and project success a validation methodology based on Key Performance Indicators (KPIs) was delineated. Precisely, two categories of KPIs have been identified: “mandatory” and “secondary” addressing project objectives and in connection with the literature review and project use cases and tools. To calculate the KPIs standard baselines were estimated, such as are currently in an ongoing process to assess the traditional process that can be compared with the actual value associated with the BIM-based process. The chapter will present the methods and the first intermediate results of a demonstration process that is currently not yet completed and will later see a further application of the tools in dedicated demo sites. Environmental monitoring sensors were installed in selected apartments in Polish and Italian demo site, while were installed in common spaces for the Finnish building. Specific sensors set up have been analysed and chosen to fulfil the different needs related to the specific project outcomes. Inhabitants’ availability, technical condition and flat exposition were criteria followed for the choice of apartments. Sensors allowed to improve the occupancy monitoring and to have a historical record of environmental values such as temperature, humidity and light strictly connected to users’ preferences. The mobile application about renovation activities performed and residents’ indoor home conditions—BIM4Occupants—has been installed by the users and specific workshops with inhabitants were carried out for registration purposes. The BIM Management System is currently collecting sensors’ data stream and data stream between tools such as BIM4Occupants and BIMPlanner. Project monitoring and better communication among users were tested in a different workshop by applying the BIMPlanner tool in the plans and progress site operations. The functionalities of the refurbishment scenario simulation tool—BIMeaser—were tested in qualitative and quantitative design workshops respectively with the construction professionals using the two pilot sites in Italy and in Finland and with the aim of assessing the achieved time savings of using this tool compared to the manual data input process of the scenario simulation.

We focus on the educational and professional dimensions, putting them in relation within the LLL policy young adults accessed with their aspirations, self-representations, the living conditions they face in the local context and the welfare (Esping-Andersen, The three worlds of welfare capitalism. Princeton, NJ: Princeton University Press, 1990) and transition (Walther, YOUNG, 14(2), 119–139, 2006) regimes characterizing their countries. Relying on the Capability Approach (Sen, Development as freedom. Oxford: Oxford University Press, 1999; Nussbaum, Women and human development. Cambridge: Cambridge University Press, 2000), we explore how young people’s capacity to cope with challenges and their ability to actively navigate obstacles are influenced by the wider discursive and institutional opportunity structures in which they unfold their life paths. The analysis reveals how youths make their choices according to their “capacity to aspire” (Appadurai 2004) and the social, cultural and economic factors at play in exercising their navigational capacities; being able (or unable) to define life plans potentially constitutes a “new” factor of inequality. The possibilities of better capturing the complex relationship between structural limits, possibilities and subjective aspirations in shaping individuals’ choices and actions within specific opportunity structures are discussed.

Chapter 4 individuates the 1992 monetary crisis (devaluation of the Lira) as a turning point in the Italian economic development, starting the long period of sluggish growth, decreasing value of real wages, increasing both inequality and poverty. The 1990s were also the period when child poverty started to increase, and the conditions of the young to deteriorate, becoming, together with the North-/South divide, structural features of Italian poverty. During the same years, Italy started to become an immigration country, with migrants from developing countries mostly occupying the lowest rungs of the occupational stratification, thus being exposed to high risk of poverty. These characteristics were further heightened by the economic crisis and its long duration, which highlighted the weakness both of the Italian economy and of the Italian system of social protection. The increasing number of working poor, particularly in households with children, well exemplify this weakness.

The chapter develops a framework to study trade unions’ preferences toward social investment policies and their likely impact on social investment policymaking. The framework suggests that unions’ preferences for and impact on social investment policies depend on a set of micro-level features (i.e., the composition of union membership), meso-level characteristics (i.e., unions’ organizational characteristics), and macro-level relationships between unions and governments. Combining these three analytical levels, the chapter proposes four ideal-typical “contexts” characterized by different expected preferences for and impact on social investment policy. Case studies of Austria, Germany, Italy, and the United Kingdom are employed to illustrate the framework. Altogether the chapter shows that where unions are centralized and encompassing and enjoy institutionalized involvement in policymaking, they are protagonists in the development of social investment policies. Where, on the other hand, these conditions are partly or entirely missing, unions tend to take a more skeptical—or even antagonistic—position.

Solidarity Purchasing Groups (SPGs) are emblematic of social innovation in agriculture. Scholars coined the term to refer to groups of individuals who organize themselves to collectively buy primary goods, avoiding mass retailers’ intermediation and putting in question the actual economic relations behind the system of food distribution. Their main declared aim is to foster the economic and social conditions of the producers they collaborate with. A closer look at their inner functioning, however, gives a more nuanced panorama, in which the altruistic dimensions of SPG activities do not exclude paternalistic practices. Drawing from forty interviews conducted in Italy in 2015, the chapter highlights how and to what extent their socially innovative practices have reduced the economic marginalization of producers.

In Sweden, the mental hospitals were closed by the end of the 1990s. Basaglia influenced the Swedish reality not through his and his colleagues’ words, but through their practical transformation of these words into reality. Sweden is a pragmatic and social ‘engineering’ country. In Italy, Swedish mental health workers and administrators found a clear organization of the services and a social orientation that appealed to their cultural background. This resulted in a compromise underpinning the normalization of the users’ living conditions and civil rights. Services around daily life were transferred from psychiatric care to the municipalities’ social services. Thus was psychiatry offered the possibility to be considered as a medical specialization, as others. Today, the work of Basaglia and his colleagues provides tools to analyse new contradictions between (1) mental health and normality; (2) evidence-based interventions and deinstitutionalization; and (3) the new institutional landscape and control.

The ways of formation and improvement of state support of incomes of the population during a crisis situation all over the world are considered. Funding has been introduced for various measures, methods and ways to improve livelihoods and prevent the closure of Micro-Enterprises, SMEs of all types, self-employed and workers, in order to prevent unemployment caused by the global situation. I never thought that a virus could disturb the lives of people everywhere, almost to the point of paralysis. Even after the appearance of the first signs given by this killer virus, at the end of 2019 and the beginning of 2020, in China, we did not suspect what harm it can cause to humanity. People began to see the reality when China, the country with the largest population in the world, said it was facing great difficulties with the killer virus. Alarming information then began to appear in Spain, Italy and other countries not only in Europe but also on other continents of the world. Spain has been brought to its knees by the virus, as has Italy, with thousands of people dying every day. The economic and social life of these countries, and not only, had begun to be paralyzed. One by one, schools were closed, the educational process started to be carried out online. For Spaniards, Italians, French, Germans, etc., there were no problems with teleworking, as they had everything they needed to continue high-performance, online education. I was thinking then what we Romanians will do if the virus brings us to our knees, because only with some exceptions we had what we needed for telework, and the hygiene and personal protection materials ,,were sublime, but they were completely missing". I was shocked when it was announced on television that in Romania the first case of infection with Covid-19 was registered. Then the number of those infected increased daily, many Romanians in the diaspora contributing to this performance, who, against the recommendations of the national authorities not to return to Romania during that period, did not take them into account and we were faced with the result: the number of people infected and hospitalized multiplied with each passing day. In those difficult conditions, the online education started to be carried out in Romania as well. As a professor in a military higher education institution, I had to comply with this situation, but the beginning was difficult for me. I would like to talk further about the difficulties I have encountered in conducting online education, as well as how I have managed to overcome them, with the hope that in the future such phenomena will no longer represent an issue for some of the teaching staff.

The quality of the environment is closely related to the control and the availability of natural lighting and possible views. In the field of yachting, however, the design solution of the hulls and the environments often makes this relations especially critical the availability of natural light and views inside the boat. Anyway, the demands of representation and sociality required, needs the introduction of new systems of windows, terraces and new layouts, to relate the interior of the boats with the deck, attributing new meanings within the social idea of “going into the sea". This is how the small portholes, with the original function of air environments, aspire to become large openings for dialogue with the sky and sea. However, the unstable horizon of the boat, and the dynamic changing nature of views and natural lighting, generate very difficult conditions about the control of the factors which can help to determine the good size of the domestic interiors and their relationship with the environment. The paper presents the results of a research on the topic of visual pleasantness in yachting, conducted at the Department of Architecture, University "G. D'Annunzio "of Chieti-Pescara (Italy). The research has developed a system of guidelines for the aware-design of the openings to the outside in the nautical living spaces, taking into account the constraints imposed by the marine environment, activities and postures of users, as well as natural lighting and views, according with the knowledge that the control of these factors contribute to the overall quality of the project.

Abstract:
Children’s rights and needs are at the center of the United Nations 2030 Agenda for Sustainable Development, where education is viewed as crucial for providing the opportunities for sustainable, peaceful and equitable coexistence in a changing world. Alternative care settings are educational contexts (Tibollo, 2015) that deal with children in vulnerable conditions (UN General Assembly, 2010). For this reason, they can be considered as a sort of “field test” or “magnifying glass” on how the progress in striving to the implementation of the goals is proceeding – no one must be left behind. The 2020 global pandemic provoked an external shock to current socio-economic dimensions of sustainability. Education has been one of the most struck systems – let’s think of the 1,6 billion learners that have been affected by school closures (UNESCO, 2020). With this global framework in mind, the contribution aims at offering a pedagogical reflection on the impact the Covid-19 pandemic is having on children living in residential care centers (RCC). Worldwide, many RCCs, following the ongoing global pandemic, have been closed with the consequent return of children to their families of origin (CRIN, 2020). This process of deinstitutionalization, however, has not been overseen by rigorous monitoring, leading to increased risks of violence for children. This urges authorities to take carefully planned measures with respect to deinstitutionalisation in light of the COVID-19 pandemic (Goldman, et al., 2020). But Covid-19 is not only a health risk for children in RCCs. Because of the complex impact that the pandemic has had on the lives of children, on one side care responses are required, and on the other psycho-social and educational ones are also crucial (SOS Villaggi dei Bambini Onlus Italy; Save The Children, 2020). In Italy, for example, special guidelines have been drawn up to mitigate the spread of the virus within residential structures, that sometimes are overcrowded (Istituto superiore di sanità; SOS Villaggi dei Bambini Onlus Italia, 2020). In addition, tools have been provided to support the mental health of the children and adolescents that are deprived of opportunities for socialization given the closure of schools. In some cases they are isolated within the services themselves to mitigate the risk of the spread, causing a limitation in the possibility of seeing people outside the institution as their parents. Covid-19 underlines the urgency of promoting family-based alternative care for children. In particular, this paper aims to read through a pedagogical lens, the European scenario of residential services for children, to explore the impact of Covid-19 in these services; and to promote a family-based approach in alternative care preventing the risk of institutionalization in children welcomed.

Abstract:
"During lockdown and the severe restrictions aimed to combat the COVID-19 pandemic, in Italy great consideration has been given to “smart working” (SW). This term refers to a form of work characterized by the absence of time or space restrictions and an organization by phases, cycles, and objectives. The requirements for SW are: work must be carried out electronically; the tools must be adequate; performance must be measurable and focused on objectives; employees must have a suitable place to get their work done. These requirements ensure that the essential objectives of SW are attained: replacing the logic of performing tasks with that of achieving objectives; allowing everyone to manage work actively and autonomously; stimulating more decisive accountability in work, and better performance. Since the COVID-19 outbreak, action-research interventions have been conducted by private and public organizations. The private sector has endeavored to meet the requirements described above. This has not always been the case in the public sector, where largely widespread and indiscriminate use of SW has been made, not always complying with the protocols. However, even within the “emergency” limits of these experiences, SW has generally been accepted. The main advantages reported by employees are time and money saved on travel and food, in addition to improved family life. However, some problems have also emerged. These include the perception of social isolation; difficulty in disconnecting from technology; inadequacy of the tools; inadequate communication with managers. We also found that the health conditions of some “smart workers” have worsened in terms of anxiety, sleep disorders, and emotional symptoms. The data clearly show the complexity of analyses and interventions in relation to the SW phenomenon. The protection of employees’ health, especially in terms of recovery and work-family balance, appears to be particularly complex. In this context, the authors’ experience shows that online psychology has become more significant because it allows to support employees at any time. The literature highlights the growing use of online psychological support also through smartphone apps that provide effective interventions anywhere. Therefore, if, on the one hand, the requirements, objectives, and good practices of SW are to be pursued to limit the critical issues that have arisen, on the other, organizations should provide psychological support to employees even at a distance and by using appropriate technologies."

Abstract:
The Apennine Peninsula is one of the most densely-populated and most seismically active regions of Europe, possessing a wealth of cultural heritage. Historical cities and buildings are a part of this heritage. The earthquake damage prevention programme implemented in Italy does not cover existing buildings, and reconstruction plans for damaged cities, because of the threat's specificity, are always prepared after a disaster. In the case of heritage buildings, particularly those of super-local significance, decisions involving a complete reconstruction of their original form are typically made, erasing all traces of the tragedy. Reconstruction can take years, during which society is left without cultural facilities that are key to good morale. Opportunities provided by the phase between a disaster and restoring the buildings are too often underappreciated, while the time spent making the decision what and how to rebuild should be spent on action. Strategies involving temporary buildings allow to prevent the disappearance of public functions during the period preceding the reconstruction of major cultural facilities. These buildings should be designed as resilient, assuming a capacity to adapt to changing conditions and upholding or rapidly returning to a functional state after a disaster. They can enable the time between the disaster and making the decision about reconstruction to be used to identify and test new relations in the surroundings created through the loss of a section of substance. They provoke a debate about what must be rebuilt and at what cost, they facilitate understanding of the goals of a planned reconstruction. But most importantly, they sustain the genius loci, in order to affect the city's reconstruction process in its social, psychological and economic aspects. By analysing temporary cultural facilities built in Italian cities damaged by earthquakes, the study discusses methods of building temporary public buildings and features an attempt at assessing interventions that precede reconstruction. Based on the experiences of the city of L'Aquila severely damaged in 2009 and drawing conclusions from mistakes made during the implementation of pre-reconstruction strategies in the town, the author developed a proposal of a temporary intervention for the Basilica of St. Benedict of Nursia, which collapsed on the 30th of October 2016 as an effect of the Amatrice-Visso-Norcia seismic sequence. The proposal stresses the preservation of the previous function of the complex at its original site. This is meant to maintain the occupancy of Norcia's centre by the Benedictine monks, whose tradition is strongly linked with the city and makes it a major pilgrimage destination that is important to Christians.

Abstract:
In recent years much has been written and exhibited regarding Lina Bo Bardi, the Italian/Brazilian architect (1914-1992). This paper aims to look at the phenomenon of cultural displacement and the dissemination of her design thinking as a major female figure in a male dominated profession. This investigation is distinguished from others in that it addresses the importance of regional and cultural influences that formed Lina’s design philosophy in her early years in Italy. Cultural displacement has long played a significant role in the creative process for artists. Often major innovators in literature are immigrants as elements of strangeness, distance, and alienation all contribute to their creativity. The premise is that critical distance is paramount for reflection as a change of context unfolds unforeseen possibilities. Displacement was a consistent element throughout the trajectory of Lina’s architectural career as she moved from Rome to Milan, from Milan to Sao Paolo from Sao Paolo to Bahia and back to Sao Paolo. Viewing this form of detachment and dislocation permits insight into her career and body of work as displacement mediates the paradoxical relationship between time and space. The paper will examine three distinct periods in her career. The first period is set in Rome, where she assimilated the city, showed artistic aptitude and spent her university years studying under Piacentiniand Giovannoni. The second period is set in Milan, where she developed impressive editorial and layout skills in publications work with Gio Ponti and BrunoZevi. and was influenced by Antonio Gramsci’s writings. The third is set in Brazil, where she builds and evolves as an architect via what she absorbed in Rome, wrote in Milan, and finally realized in Brazil. After Italy’s collapse in WWII Lina writes, draws, edits, critiques the plight of the Italians in need of better housing and circumstances. She leaves Milan with her new husband, PM Bardi (a prominent journalist, art critic) for Brazil. In Sao Paolo she absorbs the optimism and positive direction of Brazil. Her early design work in Brazil echoes European modernism, but when she travels to Bahia and becomes aware of the social conditions, she draws from her Italian experiences of and ideas of transforming lives through craft. Her architectural projects become directly responsive to the culture of Bahia and the politics of poverty. Lina’s design thinking evolves and parallels George Kubler’s study, The Shape of Time, and the history of man-made objects by bridging the divide between art and material culture.

Mamaia Street No.124 Email: traianvrasmas@yahoo.com ABSTRACT The context The paper describes a European project focusing on using eLearning media, in order to establish is quite an actual trend establish a European network for professionals. It is a new and strong trend in education, particularly in inclusive education. Inclusive education is one of the highest challenges in the field of education, for all European countries. Each country had its own history, experiences, cultural conditions, its own approaches, opportunities and challenges but common work and values are needed. Short description A group of professionals from national associations in England, France, Island, Italy and Romania has decided, after the European Conference of Social inclusion (2008, Clairmond Ferrand, France) to act for the implementation of the conclusions from this conference. They have planned and started to build a network for inclusive education among those five national organizations. They planned and implemented a Leonardo project called “Partnership of professionals for inclusive education.” They implemented all the project working together, in order to share experiences and debate on which are the most relevant barriers in the European and each national context and find solutions to advance in inclusive education. Aside of the direct meetings, in each country, most of the project preparation and implementation was made via eLearning (email communication, site development, power point preparation and presentation, reporting on a European data base etc). The main objectives of the project were: - To built a web site of the project; - To work together for finding common barriers and solutions for inclusive education. The project has reached these objectives by using eLearning media. During the process and as a result of eLearning we have produced important outcomes: - A web site (http://inclusiveeducation-leonardo-professionals.blogs.apf.asso.fr,Utilisat eur: leo-nardoprofessionals, Mot de passe : leonardoprofessionals; - A list of barriers and facilitators of inclusive education; Additional outcomes were: - A Guide for professionals on inclusive education; - A lot of power point presentations, on international documents and policies on national educational policies and inclusive education history in each country, study cases and ex-periences, lessons learned in different visits. The project website was designed for all the partners and for all institutions dealing with educa-tion. It contains a glossary of inclusion, with the main concepts, in all five languages (English, French, Italian, Romanian and Icelandic). It describes the partners involved, some elements facili-tating the understanding of the European and international perspective on inclusive education, based on the experiences collected in the project, on the results and documents obtained. The list of barriers and facilitators of inclusive education is a synthesis of the professionals work and a result of several debates. After listing barriers and the facilitating factors, the elements which can be barriers and facilitators as well, the list contains the synthesis of the discussion from each country, on the topic of identification of particular aspects: defining inclusion, the major actors, the resources needed - just a few of the analyze points. The Guide for professionals has been developed by the project professionals, as a working tool, issued from the discussions during the school visits in the 5 countries, from the synthesis of analysis and of conclusions (from international sources) regarding inclusive educa-tion. It defines inclusion, suggests a set o principles, identifies solutions for the barriers, and offers concrete examples from each country, regarding policies, practices, cultures and values. It is an open and positive point of view. During the project more than 80 different power points presentation were produced, focusesd on in-ternational and national legislation, scientific arguments on inclusive education, each country policy and experiences. One of them is the Final slide show (album) 2009-2011. It contains photos which are presenting the countries that had participated (places, traditions, touristic attractions, art objects and towns architecture), as well as the "authors" involved in the project. The photos are proving the good collaboration during seminars, visits, during the attractive free time opportunities in each of the five countries. All these are posted on the website of the project, in order to become tools for inclusive education dissemination as eLearning instruments. Conclusions The process of eLearning using different media was vital during and for the success of this pro-ject. At the end it offered to all professionals participant the possibility to better understand the inclusion importance and issues and to promote a new perspective in education, via ongoing collaboration between professionals, cultures and experiences. Working in common for defining inclusive education in five national contexts and describing the barriers and solutions was very challenging. It was also necessary and rewording, in this moment of the European efforts for defending our common values.
