The author reviews the activity of the International Federation of Library Associations (IFLA) in the area of bibliography and bibliographic studies since the second half of 20th century. IFLA bibliography-oriented divisions with the account to the recent structural changes are named. The changes are approved at 2021 World Library and Information Congress. The key projects in blbliography and cataloguing are discussed: Universal Bibliographic Control (UBC), UNISIST (United Nations International Scientific Information System); National Information Systems; International Standard Bibliographic Description (ISBD). The current technological projects, e. g. FRBR, FRAD, FRSAD, FRBRoo, PRESSoo, IFLA LRM, are to regulate and standardize requirements to bibliographic records to support multiaspect information retrieval. The author argues that IFLA has transformed its bibliographic activities from large-scale global projects intended to embrace various types of documents and to unify bibliographic records toward narrower technological projects oriented toward disclosing data on format and contents of documents and efficient utilization of bibliographic information. The author emphaszes that IFLA is now focusing on the UN’s Sustainable Development Goals agenda and 2030 Culture Coalition.The author based her article on the paper delivered at the Third World Bibliographic Congress (Novosibirsk, 27–29 April, 2021).

The Bulgarian National Bibliography has been based on a tradition related to the normative support of its creation, development and potential for international cooperation. The Bulgarian National Bibliography has been created by law, which is strictly observed by St. Cyril and Methodius National Library. The rules and standards of bibliographic records and authority control, reviewed in the report, have been applied to the Bulgarian National Bibliography bulletins according to the IFLA international requirements. They give a good opportunity to the Bulgarian National Bibliography to participate in the international exchange of bibliographic and authority data.

Abstract:
This article analyses the special publications from 1999 to 2021, focusing on the scope and effect of digital humanities relevance research. The bibliometric analysis offers information on article publishing patterns, notable authors, cited references, institutions, nations, etc. Additionally, this paper covers the structure of knowledge of Digital humanities, including famous themes, co-citations, and bibliographic networks. Scopus database was used to obtain bibliographic data on September 25th, 2021, from papers published between 1999 and 2021. The bibliographic data for 1,249 publications using open-source analytic tools like the biblioshiny package in RStudio and the VOSviewer software shows it already. It employed the bibliometric package. These programmes visualized bibliography data based on their co-occurrence, co-citation, and coupling. The journal's publishing output and status in the area continue to rise, with 3,270 research papers indexed by Scopus to date. Additionally, the examination provides a thorough grasp of preceding patterns and forecasts a journal's future propensity.

Abstract:
Purpose This study aims to identify and analyse the challenges faced in the bibliographic control of theses and dissertations in Kenya. Design/methodology/approach The study used descriptive survey method and targeted four universities in Kenya and two initiatives whose objective is compilation of a database of theses and dissertations. The total number of respondents was 17 out of a target of 21. Findings The study found delays in the libraries getting their designated copies; ineffective coordination between the different university departments in the deposition process; deposition of soft copies is still a grey area in the universities surveyed; libraries have embedded records of theses and dissertations in their Online Public Access Catalogues (OPACs); delays in capturing theses and dissertations in the libraries’ OPACs; and lack of consistency and uniformity in the bibliographic records. Research limitations/implications Many universities have joined the electronic theses and dissertations (ETDs) movement and now require graduating students to deposit an electronic copy of their research thesis or dissertation. Currently, universities in Kenya either already have institutional repositories (IRs) or they are at an advanced stage of implementation. There is need for further research on the status adoption of ETDs; the status of IRs; treatment of theses and dissertations (TDs) in Kenya; challenges and prospects of subject analysis of TDs; cost-effective metadata creation for TDs; issues in metadata creation and standardization for TDs; and automated metadata creation. Practical implications Without a comprehensive source of all TDs submitted in universities in Kenya, TDs will be inaccessible and therefore underutilised. There will also be the risk of duplication of research and plagiarism because it will be difficult to ascertain the authenticity and integrity of TDs submitted in the various universities. Originality/value This is the only research in Kenya that has analysed the status of bibliographic control of theses and dissertations. The study will enable university administrators to put in place appropriate policies for improved bibliographic control of theses and dissertations. The study may be used to inform policy frameworks as universities begin to build their institutional repositories. The findings shed light on the treatment of TDs and challenges of cataloguing them.

Abstract:
It is well-known that many species of owl have the unique ability to fly silently, which can be attributed to their distinctive and special feather adaptations. Inspired by the owls, researchers attempted to reduce the aerodynamic noise of aircraft and other structures by learning their noise reduction features from different viewpoints and then using the gained knowledge to develop a number of innovative noise reduction solutions. Although fruitful results have been achieved in the bio-inspired aerodynamic noise control, as far as the authors know, comparatively little work has been done to summarize the main findings and progresses in this area. In this bibliographic survey, we systematically review the progresses and trends of the bio-inspired aerodynamic noise control, including the macroscopic and microscopic morphological characteristics of the owl wing feathers, the noise measurements on both flying birds in the field and prepared wings in the wind tunnel, as well as theoretical, numerical and experimental studies that explored the feasibility, parameter influence, aerodynamic effects and underlying mechanisms of the four main bio-inspired noise reduction techniques, i.e., leading edge serrations, trailing edge serrations, fringe-type trailing edge extensions and porous material inspired noise reduction. Finally, we also give some suggestions for future work.

Abstract:
This article presents a detailed example for the design of all aspects of a prototype unmanned aerial vehicle, also dealing with the use of multi-segmented flight control surfaces of these UAV’s wings. Adding multiple segments to the UAV wings creates smaller control surfaces. By introducing smaller control surfaces, a wing can make refined adjustments to UAV’s performance while airborne. This unique technique brings several benefits, as follows: applying localized correcting forces to the UAV reduces structural deformation, minimizes the drag action due to the control surface actuation, suppresses and controls the structural resonance due to lift forces and vibrational modes, reduces the weight of the structure, and improves the endurance of flight by using the solar cell. This study is a part of a more comprehensive work for my Ph.D. thesis which proposes the construction of a UAV prototype equipped with a solar propulsion system. This system meets the requirements of missions specific to the Ministry of Internal Affairs: both the autonomy capabilities and the performance of the communication systems on and off the ground.

Bibliographic control is one of the few internationally highly standardized activities. The generally accepted IFLA Library Reference Model (IFLA LRM) has influenced the modification of numerous other standards in the field of bibliographic control. In this context, also on UNIMARC and ISBD. Moreover, at the IFLA WLIC 2022 Congress, the working group for the revision of international cataloguing principles announced that it was analyzing the introduction of the term “work with entities”. In the COBISS system, developments in the field of bibliographic control and standards related to it are closely monitored. The transition to the new millennium shed a new light on the organization of bibliographic information, placing in the focus of interest authority data as the basic building block of a new approach to managing the sources of the bibliographic universe. Therefore, first of all, the state of authority data in the COBISS.net network should be analyzed, which can serve as a starting point for development and cooperation between the member countries of the COBISS.net network also on this field.
