Abstract:
The author reviews the activity of the International Federation of Library Associations (IFLA) in the area of bibliography and bibliographic studies since the second half of 20th century. IFLA bibliography-oriented divisions with the account to the recent structural changes are named. The changes are approved at 2021 World Library and Information Congress. The key projects in blbliography and cataloguing are discussed: Universal Bibliographic Control (UBC), UNISIST (United Nations International Scientific Information System); National Information Systems; International Standard Bibliographic Description (ISBD). The current technological projects, e. g. FRBR, FRAD, FRSAD, FRBRoo, PRESSoo, IFLA LRM, are to regulate and standardize requirements to bibliographic records to support multiaspect information retrieval. The author argues that IFLA has transformed its bibliographic activities from large-scale global projects intended to embrace various types of documents and to unify bibliographic records toward narrower technological projects oriented toward disclosing data on format and contents of documents and efficient utilization of bibliographic information. The author emphaszes that IFLA is now focusing on the UN’s Sustainable Development Goals agenda and 2030 Culture Coalition. The author based her article on the paper delivered at the Third World Bibliographic Congress (Novosibirsk, 27–29 April, 2021).

The Bulgarian National Bibliography has been based on a tradition related to the normative support of its creation, development and potential for international cooperation. The Bulgarian National Bibliography has been created by law, which is strictly observed by St. Cyril and Methodius National Library. The rules and standards of bibliographic records and authority control, reviewed in the report, have been applied to the Bulgarian National Bibliography bulletins according to the IFLA international requirements. They give a good opportunity to the Bulgarian National Bibliography to participate in the international exchange of bibliographic and authority data.

Abstract:
Information finding is changing in a world of digital information and associated search systems, with particular focus on methods of locating information that are distinct from, but complementary to, established practices of bibliographic description. A full understanding of these developments is essential in re-thinking bibliographic control in the new millennium, because they fundamentally change the roles and importance of bibliographic metadata in information discovery processes. There are three major approaches to finding information: through bibliographic surrogates, that represent an intellectual description of aspects and attributes of a work; through computational, content-based techniques that compare queries to parts of the actual works themselves; and through social processes that consider works in relationship to the user and his or her characteristics and history, to other works, and also to the behavior of other communities of users.

Abstract:
This paper deconstructs the "MARC format" and similar newer tools like DC, XML, and RDF, separating structural issues from content-driven issues. Against that it examines the pressures from new types of digital resources, the responses to these pressures in format and content terms, and the transformations that may take place. The conflicting desires coming from users and librarians, the plethora of solutions to problems that constantly appear (some of which just might work), and the traditional access expectations are considered. Footnotes There are a large number of terms being used in the broader information community that often mean approximately the same thing, but relate concepts to the different backgrounds of the players. For example librarians are sometimes confused that metadata is something new and a replacement for either cataloging or MARC. Metadata is cataloging and not MARC. In this article terms based on library specialist terminology are used, with occasional use of alternative terms indicated below, depending on context. No difference in meaning is intended by the use of alternative terminology . The descriptions of the terms are indicative, not strict. cataloging data or cataloging content = metadata - used broadly, in this context, for all data (descriptive, administrative, and structural) that relates to the resources being described. content rules - rules for formulation of the data including controlled lists and codes. data elements - the individual identifiable pieces of cataloging data (e.g., name, title, subtitle) and including elements that are often called attributes or qualifiers (since generally this paper does not need to isolate data elements in to subtypes). relationships - the semantics that relate data elements, e.g., name is author of title, title has subtitle. content rules - the rules for formulating data element content structure = syntax - the physical arrangement of parts of an entity record - the bundle of information that describes a resource format = DTD - a defined specification of structure and markup markup = tag set = content designation - a system of symbols used to identify in some way the following data. ANSI/NISO Z39.2, Record Interchange Format, and ISO 2709, Format for Data Interchange. The two standards are essentially identical in specification. ANSI/NISO has a few provisions where the ISO standard is not specific, but there is no conflict between the two standards. Functional Requirements for Bibliographic Records. Awarded by:University of New South Wales. School of Mechanical and Manufacturing Engineering, 2006. http://handle.unsw.edu.au/1959.4/29542.

Abstract:
Flexible manufacturing systems (FMS) have received increasing attention from researchers and practitioners due to their potential advantages: quicker response to market changes, reduction in work-in-process (WIP), high inventory turnover and high levels of productivity. Two groups of problems in an FMS are of importance: (1) design problems and (2) operational problems. Operational problems can be effectively separated into 4 sub-problems: planning, grouping, machine loading problem (MLP) and scheduling. Problems from machine loading to scheduling and control of an FMS can be handled with neural networks approaches and simulation. The machine loading problem as a combinatorial optimization problem is actually a classic problem in operations research and is known to be NP-hard. MLP formulated as 0-1 integer programming problems has been solved by the methods of linearizing the nonlinear terms, branch and bound algorithm, and heuristic methods which have also been popularly applied. Hopfield Networks as a class of artificial neural networks have been adapted as an efficient method to solve the MLP, as these are able to find the solutions quickly through massive and parallel computation. Unfortunately, the quality of the solutions can occasionally be poor owing to the values of the weighting parameters in the energy function of the Hopfield Networks. One alternative approach used is to imbed mean field annealing into Hopfield Networks. The hybrid method of Hopfield Networks and mean field annealing can find near-optimal solutions as well as overcome the difficulties with decisions about the weighting of parameters in the energy function. The AGV scheduling problem can be regarded as the problem of selecting appropriate dispatch rules. Many dispatch rules have been introduced by a number of researchers. Even though vqarious formulations of the FMS scheduling problem can be presented, simulation methods are popular and often used. A solution methodology for MLP and AGV scheduling problems is proposed and specific models based on the literature are subjected to experimented through simulation. The proposed methodology can be also applied without difficulty to of breakdowns of machines and AGV. Results from simulation experiment s show that superior performance and capability of the proposed to existing methods are demonstrated by applying them to the test problems represented by simulation..

Abstract:
The scientific communication is suffering considerable alterations so much in its process as in its structure and philosophy. The open archives and open access initiatives are contributing significantly for the undoing of the traditional model of scientific communication and for the construction of a new disaggregated model and with interoperability, fairer and efficient to disseminate the research results and like this, the knowledge generated by the scientific communities. However, due to the progresses of the information and communication technologies, not only the structure and the flow of the scientific communication is suffering considerable alterations, as well as the own concept and support of the scientific documents. This has been generating the need of the development of tools to optimize the organization, description, exchange and information retrieval processes, besides the digital preservation, among others. Highlight that the MARC format it has been allowing per decades the description and the exchange of bibliographical and cataloging registrations to the institutions, favoring the access to the contents informacionais contained in several collections. However, with the exponential growth of information and of the documents generation (above all digital), this has been demanding larger flexibility and interoperability among the several information systems available. In this scenery, the XML markup language is presented as one of the current developments that has as purpose to facilitate and to optimize the administration, storage and transmission of contents through Internet, it being incorporate for several sections and areas of the knowledge for the handling easiness and operational flexibility. Front to that, an exploratory study of theoretical analysis was accomplished, identifying the adaptation of the MARCXML format in the construction in ways of descriptive representation for information resources in open archives, as a complex and flexible standard of metadata, that will make possible the interoperability among information systems heterogeneous, besides the access to the information. As result of this research, It's considered that MARCXML is an appropriate format for description of data in a complex structure. It’s ended that the measure that increases the complexity of the documents in the repositories and open archives, plus it’s justified a structure of metadata, as the MARCXML format, that support the description of the pecificities of the informational resources, once this initiative is not and nor it will be if restricting to scientific documents, but expanding the other types of informational resources more and more complex and specific, also demanding an appropriate description for the specificities of the bibliographical entities.

______________________________________________________________________________ ABSTRACT
The research investigates the creation, in 1911, of the Bibliography and Documentation Service in the National Library from Brazil and what would have been the influence of the International Institute of Bibliography (IIB), founded in 1895 by Paul Otlet and Henri La Fontaine, in this initiative, topic not yet explored by researchers of Information Science. From that perspective, the objective of the research is to analyze the impact of the project Mundaneum in the dissemination of scientific information in National Library from Brazil. It also seeks to demonstrate that the creation of the Bibliography and Documentation Service can be considered part of the international cooperation project by Otlet and La Fontaine. The methodological procedures consisted of bibliographic and historical-documentary research in historical archives of the brazilian National Library and in the archives of Mundaneum based in Belgium, in addition to the archives of the Brazilian Historic and Geographic Institute and the Foreign Ministry. Among the search results are mapping the exchange in the field of information between the International Institute of Bibliography and the National Library aiming to create the Bibliography and Documentation Service. The main conclusion of this work is that the contacts between the Library and the Institute had, in fact, a key role in building a network of scientific cooperation in the country. In addition, the Bibliography and Documentation Service performed this role as keystone headed by its director Manoel Cícero Peregrino da Silva.

Bibliography is the key to open human knowledge. It not only plays a supporting role for library services but also strengthens the study in human behavior for document research. Bibliographic control is a comprehensive bibliographic record which preserves various types of information systematically in order to let users search for academic research easily. The purpose of bibliographic control is not just how to manage and transfer the data. The bottom line is it how to make user to obtain the required data source quickly and effectively through a variety of methods. Despite the wide range of codified bibliography, this thesis focus on the linguistics and literature subject bibliography, history subject bibliography, philosophy and Chinese classic subject bibliography since 1945 Taiwan Recovery Period. The author gives the description and review on each title, especially on its character and history. Special bibliography regarding literature, history and philosophy are classified and discussed in different catalogs in this thesis as follows, bibliography of bibliographies and series bibliography, rare books and general of the wire-bound bibliography, catalog of collections, bibliography of works of one person, Tunhuang bibliography and humanities books and periodical indexes. Recent twenty to thirty years, electronic bibliographic database is a growing trend; therefore, another chapter is included for analysis of Taiwan humanities bibliographic database. The author tries to demonstrate a whole picture of Taiwan humanities subject bibliography during past six decades. At conclusion, the author not only summarizes the different character and advantage/disadvantage among various stages of humanities bibliography on bibliographic control from Taiwan Recovery Period till now, but also has recommended directions for further research.

Abstract:
Conference is sponsored by the Library of Congress Cataloging Directorate.
The decade of the 1990s saw the development of a proliferation of metadata element sets for resource description. This paper looks at a subset of these metadata schemes in more detail: the TEI header, EAD, Dublin Core, and VRA Core. It looks at why they developed as they did, major points of difference from traditional (AACR2/MARC) library cataloging, and what advantages they offer to their user communities. It also discusses challenges to implementers of these schemes and possible future developments. It goes on to identify some commonalties among these cases, and to attempt to generalize from these some lessons for developers of metadata element sets. It concludes by suggesting we also look carefully at emerging schemes being developed by publishers in support of electronic commerce and rights management, and think seriously about the implications of commodity metadata upon our traditional bibliographic apparatus.

Abstract:
The authority control, though being a process which integrates the catalogue architecture – and which assures the indexes quality (author, title, descriptor) and supports the relational and syndetic structure of the catalogue, endorsing capabilities of fully retrieving the information it contains – for a long time has been disregarded in the context of the theoretic thought of the catalogue pertaining process. During the last years this trend was reversed: the authority control gained a first level role on the international bibliotheconomic scenario; at the present time in this area there are many operative plans and new applications, often managed in a co-operative and trans-national way, in some cases stimulating the authority control to extend its range of action outside libraries, in order to interoperate with heterogeneous systems like archives, e-commerce systems and museums. This work wants to define the role and the functions of the nominal and semantic authority control. The first part deals with the authority control under the theoretic point of view: all its elements are examined, while its origin and development in the cataloguing process and in relation with the organisation and relational structure of the catalogue is outlined. The second part treats the semantic indexes control; after a short theoretic-normative report, the situation of the authority control in Italy, which has today, like it never had, a particular evolution, is deeply examined. Referring to the Sistema Biliotecario Nazionale (SBN, National Library Service), the story of the evolution of the semantic authority control in Italy is sketched, along with the new development perspectives favoured by the Nuovo Soggettario project. At the end this work treats what should be considered the most important existing project, on a co-operative international basis, of subject authority control: the Subject Authority Cooperative Program (SACO).

Along with the popularity of computer networks, theinformation resources are proliferated. There are lots of directories available as tools for the accessibility to these information, such as Archie, Hytelnet, Gohper, WAIS, World-Wideb, and others, like TopNode project, OCLC''s Assessingn on the Internet. The Rutgers and Pricetonnter for Electronic Texts in Humanities (CETH)all based on the traditional library searching approaches. The Internet Engineering Task Forces provide two kinds of avenues to identify these networked information resources, Uniform Resource Names (URN) and Uniform Resource Locators(URL). Other endeavours, papers as well as proposals presented within the library communities, are mostly projected to review the Chapter 9 of the AACR II and to modify the USMARCo adjust these new resources. The main purpose of this thesis is to examine the above mentioned efforts, and try to find the way suitable for processing these new kind of information resources. Results are found that the modification of its Chapter 9 of the AACR II and the USMARC will be satisfied to manage the networked information effectively. The final part of this thesis is to investigate the management of Chinese materials in the Taiwan Academic NETwork (TANET). To cope with these new materials, some modifications of the China Cataloging Rules and the Chinese MARC are also recommended.

Abstract:
The role of bibliographic control in Vietnamese libraries is analyzed from various perspectives such as the function, objectives, and direction of standardization in cataloging. In Vietnam, the unified description cataloging and bibliographic control in libraries still faces many difficulties due to the inconsistent application of the MARC21, AACR2, DDC, ISBD, and other emerging cataloging standards in the Vietnamese library system. This chapter analyzes the limitations of applying standards through the Cataloguing in Publication (CIP) tool and offers suggestions for improving the situation for better bibliographic control and better information for users.

Abstract:
The complexity of chip formation in machining processes stems from the confluence of several physical phenomena — mechanical, thermal, and chemical — occurring at very high strain rate. The prediction of chip morphology depends on a fundamental understanding of these phenomena and is of industrial importance for cutting force prediction and surface integrity control. Our paper focuses on characterizing the chip morphology of serrated-chip (saw-tooth shape chip) and discusses the physical phenomena accompanying the serrated-chip formation according to finite element modeling (FEM) simulations. The paper presents a bibliographic review and an experimental study of chip formation. The experimental study, based on metallographic analysis of chip morphology and hardness measurements, focuses on machining of American Iron and Steel Institute (AISI) 4340 steel alloy. Two finite element software packages were used to simulate chip formation under orthogonal cutting conditions. The FEM results are compared with the hardness measurements, and the chip morphology characterization method used to support the simulations is discussed.

Abstract:
Background: Multiple Sclerole (MS) is a progressive neurodegenerative disease that, in its most common form, evolves in outbreaks and compromises the patient’s quality of life and functionality. In a long time, a way of attenuating symptoms and preventing the progression of this pathology has been studied, however, drug therapies, until now, have not shown good accuracy. In this context, the exogenous use of helminths as non-drug therapy for MS has been considered, therefore, this study aims to demonstrate the recent results of studies on such therapies and verify whether there is scientific evidence of a good clinical, immunological and exam response. image of patients with MS. Methods: Bibliographic review in the PUBMED database Results: The four large studies carried out on the topic demonstrated evidence that the immune response induced by helminths decreases the activity of the immunological factors that contribute to the progression of MS, however the small control groups and unfavorable environments impaired the conclusions of the studies . Conclusions: Although the studies have no yet to demonstrate reliable clinical evidence about exogenous helminth therapy, it is undeniable that the good immune response induced by the parasites is a great hope that motivates the continuation of studies in the area.

Abstract:
Background: Since Space Tourism is closer to reality, a review of the most prevalent neurological pathologies in microgravity is needed. Objective: Review major neurological afflictions in astronauts. Methods: Research into bibliographic reviews at PubMed, using the descriptors “astronauts” and “neurological disorders” Results: Several neurological alterations, such as ataxy, intracranial hypertension (ICH), neuromuscular disorders, ocular disturbances and changes in cognitive functions were assigned to a microgravity environment. Astronauts returning from space presented ICH; being the main pathophysiology hypothesis referred to a change in the liquor dynamics as a result of venous drainage obstruction and hematoencephalic barrier. Also, gravity doesn’t act on the neurovestibular system during space flights. This phenomenon can lead to Space Motion Sickness, situation in which astronauts report balance, coordination and sight disturbances, as well as movement illusions. A subset of this syndrome, called Space Movement Disorder, may occur; which includes symptoms, such as flushing, anorexia, nausea, vomiting, dizziness and malaise. Based on electromagnetic resonance, the occurrence of problems with movement time, balance, spatial working memory and motor coordination after the return of the space crew suggests alterations in cerebellum’s function and structure, which is responsible for the coordination and the fine motor control. Conclusion: Most studies presented disruptions of the neurofunctional homeostasis, for instance, changes in functional connectivity while in rest and alterations of the white and grey matter in sensor motor, somatosensory and cognitive regions of the brain.

Abstract:
The main research studies, involving the apparel manufacturing industry, are more focused on the study and development of new fabrics (technological and intelligent); new fibers and their combinations; updated anthropometric tables; functional textile finishing; among others; not being valued the productivity nor the welfare of the worker. The new demands for the clothing manufacturing industry, in the context of Industry 4.0, reinforce the need for new studies, involving the planning, organization, and control of production, focusing on the worker, analyzing his well-being and the quality of work. The main objective of this paper is to expand the discussion about the contributions of ergonomics and well-being to the sustainability of the worker, in the clothing manufacturing industry, via a bibliographic and descriptive review of the literature. The PRISMA method was used, with the research divided in four phases: identification, screening, eligibility, and inclusion. National and international papers were screened in Scopus, Web of Science, Google Scholar, and databases of Portuguese and Brazilian universities, published between 2015 and 2022. Among the 78 articles found, all were reviewed according to the scope of the research, in which 7 were included for detailed analysis. The keywords that were used for this research were: sustainability, apparel industry, industry 4.0, well-being, ergonomics, productivity, and mental health. From the conducted research, it was possible to identify two key ideas within industry 4.0: mental health and well-being of the worker.

Abstract:
Background An estimated 292 million people are living with chronic hepatitis B virus (HBV) infection globally, including 223,000 people in Australia. HBV diagnosis and linkage of people living with HBV to clinical care is suboptimal in Australia, with 27% of people living with HBV undiagnosed and 77% not receiving regular HBV clinical care. This systematic review aimed to characterize population-level interventions implemented to enhance all components of HBV care cascade and analyse the effectiveness of interventions. Review questions Question 1: What population-level interventions, programs or policy approaches have been shown to be effective in reducing the incidence of hepatitis B; and that may not yet be fully rolled out or evaluated in Australia demonstrate early effectiveness, or promise, in reducing the incidence of hepatitis B? Question 2: What population-level interventions and/or programs are effective at reducing disease burden for people in the community with hepatitis B? Methods Four bibliographic databases and 21 grey literature sources were searched. Studies were eligible for inclusion if the study population included people with or at risk of chronic HBV, and the study conducted a population-level interventions to decrease HBV incidence or disease burden or to enhance any components of HBV care cascade (i.e., diagnosis, linkage to care, treatment initiation, adherence to clinical care), or HBV vaccination coverage. Studies published in the past 10 years (since January 2012), with or without comparison groups were eligible for inclusion. Studies conducting an HBV screening intervention were eligible if they reported proportion of people participating in screening, proportion of newly diagnosed HBV (participant was unaware of their HBV status), proportion of people received HBV vaccination following screening, or proportion of participants diagnosed with chronic HBV infection who were linked to HBV clinical care. Studies were excluded if study population was less than 20 participants, intervention included a pharmaceutical intervention or a hospital-based intervention, or study was implemented in limited clinical services. The records were initially screened by title and abstract. The full texts of potentially eligible records were reviewed, and eligible studies were selected for inclusion. For each study included in analysis, the study outcome and corresponding 95% confidence intervals (95%CIs) were calculated. For studies including a comparison group, odds ratio (OR) and corresponding 95%CIs were calculated. Random effect meta-analysis models were used to calculate the pooled study outcome estimates. Stratified analyses were conducted by study setting, study population, and intervention-specific characteristics. Key findings A total of 61 studies were included in the analysis. A large majority of studies (study n=48, 79%) included single-arm studies with no concurrent control, with seven (12%) randomised controlled trials, and six (10%) non-randomised controlled studies. A total of 109 interventions were evaluated in 61 included studies. On-site or outreach HBV screening and linkage to HBV clinical care coordination were the most frequent interventions, conducted in 27 and 26 studies, respectively. Question 1 We found no studies reporting HBV incidence as the study outcome. One study conducted in remote area demonstrated that an intervention including education of pregnant women and training village health volunteers enhanced coverage of HBV birth dose vaccination (93% post-intervention, vs. 81% pre-intervention), but no data of HBV incidence among infants were reported. Question 2 Study outcomes most relevant to the HBV burden for people in the community with HBV included, HBV diagnosis, linkage to HBV care, and HBV vaccination coverage. Among randomised controlled trials aimed at enhancing HBV screening, a meta-analysis was conducted including three studies which implemented an intervention including community face-to-face education focused on HBV and/or liver cancer among migrants from high HBV prevalence areas. This analysis demonstrated a significantly higher HBV testing uptake in intervention groups with the likelihood of HBV testing 3.6 times higher among those participating in education programs compared to the control groups (OR: 3.62, 95% CI 2.72, 4.88). In another analysis, including 25 studies evaluating an intervention to enhance HBV screening, a pooled estimate of 66% of participants received HBV testing following the study intervention (95%CI: 58-75%), with high heterogeneity across studies (range: 17-98%; I-square: 99.9%). A stratified analysis by HBV screening strategy demonstrated that in the studies providing participants with on-site HBV testing, the proportion receiving HBV testing (80%, 95%CI: 72-87%) was significantly higher compared to the studies referring participants to an external site for HBV testing (54%, 95%CI: 37-71%). In the studies implementing an intervention to enhance linkage of people diagnosed with HBV infection to clinical care, the interventions included different components and varied across studies. The most common component was post-test counselling followed by assistance with scheduling clinical appointments, conducted in 52% and 38% of the studies, respectively. In meta-analysis, a pooled estimate of 73% of people with HBV infection were linked to HBV clinical care (95%CI: 64-81%), with high heterogeneity across studies (range: 28-100%; I-square: 99.2%). A stratified analysis by study population demonstrated that in the studies among general population in high prevalence countries, 94% of people (95%CI: 88-100%) who received the study intervention were linked to care, significantly higher than 72% (95%CI: 61-83%) in studies among migrants from high prevalence area living in a country with low prevalence. In 19 studies, HBV vaccination uptake was assessed after an intervention, among which one study assessed birth dose vaccination among infants, one study assessed vaccination in elementary school children and 17 studies assessed vaccination in adults. Among studies assessing adult vaccination, a pooled estimate of 38% (95%CI: 21-56%) of people initiated vaccination, with high heterogeneity across studies (range: 0.5-93%; I square: 99.9%). A stratified analysis by HBV vaccination strategy demonstrated that in the studies providing on-site vaccination, the uptake was 78% (95%CI: 62-94%), significantly higher compared to 27% (95%CI: 13-42%) in studies referring participants to an external site for vaccination. Conclusion This systematic review identified a wide variety of interventions, mostly multi-component interventions, to enhance HBV screening, linkage to HBV clinical care, and HBV vaccination coverage. High heterogeneity was observed in effectiveness of interventions in all three domains of screening, linkage to care, and vaccination. Strategies identified to boost the effectiveness of interventions included providing on-site HBV testing and vaccination (versus referral for testing and vaccination) and including community education focussed on HBV or liver cancer in an HBV screening program. Further studies are needed to evaluate the effectiveness of more novel interventions (e.g., point of care testing) and interventions specifically including Indigenous populations, people who inject drugs, men who have sex with men, and people incarcerated.
