Abstract:
El trabajo de tesis estudia la conformación de diferentes niveles de accesos sociales y comunicativos en el marco del proyecto de Sociedad d ella Información, haciendo hincapié en las políticas europeas y contrastándolas con indicadores socioeconómicos y con las directrices que, sobre el mismo proyecto, formulan países latinoamericanos.
La tesis doctoral elucida los procesos de concentración y convergencia de industrias de la comunicación y la información, como procesos críticos de un abordaje analítico enmarcado en los estudios de economía política de la comunicación.
La construcción de un modo de desarrollo en el que aparecen las tecnologías de información y comunicación como elementos centrales (centralidad que se verifica en la estructuración de las sociedades nombradas como "informacionales") es parte medular de la tesis doctoral, que también presenta el análisis de contenido de los principales documentos de la Comisión Europea y de la Organización para la Cooperación y el Desarrollo Económico (OCDE) en la última década del Siglo XX.
The thesis object is to study the different levels of social and communicative access with the Information Society as a framework. Thus, the thesis empathises the european policies of the Information Society project, and the thesis work contrasts this policies with socioeconomic indicators, as well as the main directives of Latin American countries in the same field.
The thesis focuses on the concentration and convergence processes localised at the information and communication industries, due to the critical impact of these two processes in the economic structure of contemporaneous societies.
The conceptual framework of the thesis is linked to the political economy of communications studies. The thesis also presents the content analysis of the main documents produced by the European Commission and the OECD.

Abstract:
Access to "public sector information" is a broadly discussed topic at the moment, as current publications like the "green book on public sector information in the information society" compiled by the European Union and a number of recent conferences dealing with this topic show. Legal information plays a special role within this field, as it is the prerequisite to obeying the law and to exercising one's rights and duties as a citizen. The paper deals with the Austrian legal information system "Rechtsinformationssystem" (RIS) as an example of public sector information and its commercial opponent "Rechtsdatenbank" (RDB). It uses data gathered by a literature review and interviews with experts. One member of a non-governmental organization, one representative of the federal agency providing the RIS, the head of a group representing the information industry's interests, a representative of the Austrian bar association and the managing director of the RDB, a Vienna-based company selling legal information, were consulted. The dissertation has sought arguments that support or vitiate the following hypotheses: 1. Non-restrictive access to legal information is necessary for legal and democratic/political reasons. 2. The existing Austrian legal information system "RIS" has to be complemented by legal advise supplied by qualified persons familiar with law and jurisdiction. 3. Free-of-charge basic information, provided by the government, and commercial added-value services can coexist – under certain circumstances. Supporting arguments for the hypotheses 1 and 2 could be found. The assessment of the third hypothesis depends on current market developments and cannot be undertaken yet.

Abstract:
In December 2005 the European Parliament passed a directive about Data Retention that obliges every member state to save all connection data for six to 24 months. By using telecommunication services connection data occur and it is normally used for billing and for offering value-added services. The aim of this thesis is to analyse this EU-guideline and compare it with the current legal position in Austria and in the European Union. The hypothesis is tested, that the directive will have competitive disadvantages for small and medium-sized businesses and that it will have a massive influence on the privacy of the users. A review of current literature on this topic is undertaken. Then four with experts on this subject gave guided interviews. The questionnaire for this interviews covers issues regarding details of the guideline, security aspects, the conversion to Austrian legislation and problems that could occur. It was found that the directive is formulated vague and important fields are not covered. The expenses arising at the provider for saving the connection data or for implementing security provisions can be covered by the member states, but they are not obliged to. Moreover some of the specifications of the EU-directive cannot be realised for technical purposes. The findings show that Data Retention is a very controversial subject, being advocated by privacy experts and providers of telephony and Internet and endorsed by law enforcement agencies. Furthermore problems will occur converting the EU-directive to national legislation because of the problems mentioned in the paper. Therefore the European Parliament will have to revise the directive and decide on a new adapted directive.

Abstract:
The Internet, together with information technology, has interfered in the public sector and civil society, becoming an object of speculation in the political field. With the potential of interactivity and network sharing, governments seek to provide individuals with different media to have access to government information in order to solve the deficit of political participation of individuals - an important initiative to consolidate the democratic process. Based on the central role of information technology in the political arena to achieve informational content and political participation in the network, this research investigated how the websites of the Members of the legislative Assembly of Bahia - ALBA affect political participation, using interactive channels for the achievement of public information network. As its main goal was to analyze the conditions for political participation in parliamentary sites, the secondary objectives of profiling activities corresponded to the websites of members registered at the corporate website of ALBA; identify potential instruments with these websites and interactive simulations aimed to describe the devices identified in these interactive sites for the achievement of public informational content. The section devoted to the theoretical framework, however, sought grants essential to answer the question of departure and the base mesh argumentative research, and methodological procedures in the section was outlined the scope of the search. The method of approach was the dialectical (historical materialism) of Marx and Engels, and the method of procedure was based on the monograph (case study). As descriptive research, the researcher sought to describe the characteristics of the websites of Members (population or phenomenon), including the methodological section the techniques and instruments for data collection (observation, interviews and search form). The subsequent sections gave the presentation and analysis of data collected for, on completion, provide the ultimate research considerations. The conclusion showed that the availability of device-oriented websites interactivity between government officials and citizens do not represent that the demands are answered and suggestions effect the political platform of Members. The research confirmed that these sites, and as a result, Members and Counseling, presented no evidence of structural and administrative offices to meet the demands or suggestions from citizens.

Abstract:
Without memory there is no transmission of knowledge and without this it would not be possible the permanence of the institutions of a society. In recent years modern states have become conscious of its role for action in cultural development and therefore have assumed the responsibility for cultural policy. The evolution of this thinking led to the establishment of a new legal category: the cultural heritage, which is inalienable, indefeasible, and imprescriptible. Our goal is to establish the legal framework of fundamental rights and processes of constitutionalisation and internationalization to realize the historical and legal scope in which documentary heritage becomes a fundamental and protected right. Documentary heritage, has its foundation in the consideration as a inseparable right from the nation that has been generated, indispensable to for it knowledge and his own identificatio, and in this respect the most recent reforms of the South American Constitutions have been included and given a significant role to the State in matters of defense of documentary heritage.

Abstract:
This research retakes the discussion on scientific and technological information policies (STI) in Brazil, focusing the academic libraries subsystem of federal universities. The 1980s were chosen, as time description, for presenting the confluence of political and institutional factors favorable to the elaboration of the Academic Libraries National Plan (ALNP) into the context of public policies of Science and Technology (S&T). The theoretical-conceptual background presents several definitions of STI policies, its interlacements to other policies and the difficulty to define what policy is due to the complexity of the subject’s nature of this policy: “information”. This research brings a frame which emphasizes the historicity of STI and academic libraries in Brazil, reviewing the political moments which were decisive to continue or not the government plans and programs. It was used the General Theory of Systems, what makes the policy be understood through the systemic point of view, that is, as a group of coordinated parts, forming a complex or unitary whole with common goals. This study’s goal was to analyze the STI micro-policies influence to the macro-policies formulation and the conditions in which it happens. For that, the analysis was accomplished in two stages: the survey of documents of S&T and STI plans and programs; and interviews with professionals who participated in the discussion and elaboration of such documents in the 1980s. It is concluded that the social, political and institutional conditions which provided the current situation of STI and academic libraries are results of human action. And only through the action of competent professionals, who are committed to proportionate necessary changes, it will be possible to change this situation, making possible the favorable conditions to the elaboration of a STI public policy.

Abstract:
This bibliographic research analyses the right to information in the context of social rights and the manner in which the right to information is capable of contributing to the acquisition of social rights in the era of capitalism. Information and knowledge are defined as a social phenomenon that is defined by, as well as defines, various social processes. The social value attributed to information and its effectiveness in the creation of opportunities for change determine the correlation between the right to information and social rights due to the potential of information to contribute the establishment of opportunities for autonomy and processes of participation among others. This research comprehends the right to information as a symbolic recourse that reproduces and represents the actualization of information as a facilitator and mediator of social relations that are of an informative nature. As such this research analyses the relationship between information and capitalism based on three interconnected thematically articulated topics: the genesis of the relationship between capitalism and information based upon the concept of the technological revolution as explained by Mandel (1985); the effects and impact of technological information and communication on social processes; and the emergence of the information based society as political strategy to maintain the hegemony of capitalistic interests. This relationship is characterized in terms of its capitalistic based appropriation of information and subsequent aggravation of social inequality. This research also perceives the social State as information based State that provides for individual or collective information based demands. Local authority is also analyzed as means of informational based governance and as a means of satisfying the informational and communication based needs of a society as a strategy to legitimize the right to and form of information presented to civil society. Social control is considered as a mechanism to: establish the effective management and socialization of local information based upon the right to information; establish channels of participation for civil society in a regime that is based upon and that promotes informational based governance.

This study present the generalities of the the most important topics about Science and Technology (S&T) of Mexico. Abstract:
The use of free (libre) and open source software (FLOSS) in the State is fundamental for several reasons: for security reasons, for the independence it provides from its suppliers, for its low costs and the development of local industry. But, fundamentally, because allows citizens to know the tools used by the State, and because it is the type of systems that at the programming level allows to comply with the principle of technological sovereignty. In our country, several bills have been presented to establish the migration of the National Public Administration to FLOSS systems, from the year 2000 to date, although none has had the political consensus necessary to become law. Nevertheless, local legislation on the subject has been adopted in several municipalities and provinces of Argentina. And the absence of legislation at the national level does not mean the absence of experiences in this area. This paper analyzes the use of FLOSS operating systems in the main headquarters of the National Ministries of Argentina, through a cross-sectional exploratory investigation of quantitative analysis. It was carried out through a survey, which was conducted mainly in the systems areas of each ministry and in which it was inquired about: what are the systems FLOSS operations used, the reasons why they were chosen, if there were problems at the time of their choice, what is the use that is given to them and who is in charge of their maintenance.

In this highly readable and thought-provoking work, Nick Dyer-Witheford assesses the relevance of Marxism in our time and demonstrates how the information age, far from transcending the historic conflict between capital and its laboring subjects, constitutes the latest battleground in their encounter. Dyer-Witheford maps the dynamics of modern capitalism, showing how capital depends for its operations not just on exploitation in the immediate workplace but on the continuous integration of a whole series of social sites and activities, from public health and maternity to natural resource allocation and the geographical reorganization of labor power. He also shows how these sites and activities may become focal points of subversion and insurgency, as new means of communication vital for the smooth flow of capital also permit otherwise isolated and dispersed points of resistance to connect and combine with one another. Abstract:
This study delineates the globalized context of the present time, where Information and Communications Technologies (ICTs) can be understood as opportunities of citizenship for excluded groups who find themselves at the margins of local and global human development in the era of information, such as the communities in the districts of São Gonçalo do Rio das Pedras and Milho Verde in the Vale do Jequitinhonha, Minas Gerais — one of the poorest regions in the country. As a major goal, this study intended to identify how information originating from the telecenters of the Rede Rural de Telecentros Comunitários, of the NGO Gemas da Terra, has contributed to the social inclusion of these communities; to analyze the project for installing a telecenter for the communities studied; to verify any actions aimed at the integration of those who attend the telecenters with the other people of the community, to prevent a possible concentration of opinions and alienation between the two groups; and to point out results of the actions undertaken by the communities and their consequent practical influence on the daily life of local society. The methodology includes a document analysis of the Guia Gemas da Terra de Telecentros Rurais, non-participant observation at the telecenters, and semi-structured interviews with the users, volunteers, and representatives of the community organizations of the regions studied, where the dissemination and the use of the ICTs have been regarded by the communities as important supporters for improving conditions of life of the population by increasing opportunities for information, work, income, education, and leisure. Among the conclusions reached by this study, it was noted that the greatest social contribution of the pilot project of the NGO Gemas da Terra was to show the communities involved in the project the potential that the Internet offers to these districts, especially to the common people. Nevertheless, from the results obtained by this study, it became evident that the long way to be covered by informational inclusion toward the effective contribution of social questions in marginalized and integrated groups in the information era, was not totally explicit in the area studied.

Abstract:
This doctoral thesis aims to propose a community engagement model which can be integrated into an efficient management within librarian institutions. The theoretical grounding of this model is based on citizenship participation, understood as a set of dynamics and techniques which enable citizens to take part in the decision-making processes related to public affairs and services. The research adopts the action research process as methodological approach, taking advantage of its practical elements in order to identify problems and its ongoing and cyclical nature to solve them. The model consists of three main stages. The first one is the identification of different and relevant social groups directly linked to the public library. Given the fact that it is not feasible to establish relationships with the whole community and based on the Stakeholders theory, the model provides the library’s staff with simple guidelines in order to undertake this task. Secondly, the model adopts the focus group as the interaction technique which involves meetings among seven to ten individuals who have some knowledge of or experience with the topic, led by a moderator who guides participants through a series of questions. Finally it is proposed a simple method for collecting and analyzing data. Each of these stages entails a series of tasks such as criteria for the selection of the groups, design of the topics and questions under discussion and standards to elaborate the final report. The model therefore pursues a threefold objective of 1) Collecting information in order to adopt strategic decisions, 2) Creating participatory dynamics with various groups within the community and 3) Strengthening and consolidating the relationship established with these groups. A pilot test was subsequently conducted in the Public Library of Salamanca for validating the applicability of the model. This experience determined the capability of the model to collect the views and opinions of the main social agents in the community and set strategic objectives of the library grounded on these points of view. It also proved to be an effective way to promote institutional change, transforming a library focused on the service offer into a “net library” in which its values and strategic goals are defined by the connection with the community.

Abstract:
South African science shows a decline in its global competitiveness in that its scholarly publication rate has not kept pace with that of other countries, both developed and developing. This, together with a decline in publication rate especially among junior South African scholars, suggests a structural problem in the South African national system of innovation. A declining publication rate indicates a problem of knowledge diffusion for South Africa, and hints at a possible knowledge generation problem. This thesis limits itself to the dynamics of knowledge diffusion with specific reference to Open Access scholarly communication. Open Access scholarly communication is an overt intervention regarding knowledge diffusion. The marginalisation of science in and of developing countries, leading to a state of knowledge imperialism and knowledge dependence, is addressed, and it is argued that knowledge diffusion and generation are at the heart of long-term economic growth. This thesis has been structured around two core sections, a theoretical framework based in the literature, and empirical study. The central concepts of scholarly communication and Open Access, national information policy (NIP), and national system of innovation (NSI) are elaborated upon in the theoretical framework (Chapters 2 and 3). The empirical part of this study (Chapters 4 and 5) in turn consist of two parts. Both parts used the survey method, however the first part made use of a questionnaire instrument, and the second part made use of a structured record review. Both empirical studies were used to assess levels of activity and extent of adoption of Open Access within a defined South African scholarly community, one discipline-based, the other institution-based. The aims of this study were two-fold: to assess levels of awareness of and investment in Open Access modes of scholarly communication within defined scholarly communities; and to create a benchmark document of South Africa’s involvement to date in various Open Access initiatives. The argument is made for the openness of scholarly systems, and furthermore that the disparate and uncoordinated nature of Open Access in South Africa needs a policy intervention. The policy intervention so identified would exist within an enabling policy environment and would be minimally disruptive to the South African science system. Said policy intervention would constitute a National Information Policy since it would address the storage, dissemination, and retrieval of scholarly research output. This thesis recommends the amendment of the current statutory reporting mechanism - used by scholars to report and obtain publication rate subsidies – which would require that scholars make their research available via an Open Access mode of scholarly communication, and moreover, would require scholars to report on having done so.

The thesis object is to study the different levels of social and communicative access with the Information Society as a framework. Thus, the thesis empathises the european policies of the Information Society project, and the thesis work contrasts this policies with socioeconomic indicators, as well as the main directives of Latin American countries in the same field. The thesis focuses on the concentration and convergence processes localised at the information and communication industries, due to the critical impact of these two processes in the economic structure of contemporaneous societies. The conceptual framework of the thesis is linked to the political economy of communications studies. The thesis also presents the content analysis of the main documents produced by the European Commission and the OECD.

Policy initiatives issued by the European Union provide useful insights into the ways in which improvements in Turkish libraries may be realized. Although some efforts have been made to enhance the status of libraries according to development plans as well as cultural and science policies, these initiatives still fall short of those enjoyed by many libraries in the European Union.

This research proposes the necessary elements for construction of open access policies in Brazilian universities through a critical debate using Sandra Braman’s concept of Information Policy Regime also used by other theorists in order to analyse the Institutional Repositories (Irs) . From the concept of information policy,this research discusses open-access policies in higher education and research institutions in Brazil. The methodological procedure adopted was the literature review within the library economy’s and information science’s domains of scientific databases and repositories on the following themes: repositories, policies, and policy Regime Information. In addition, from the OpenDOAR and ROAR MAP’s records, it has been chosen the institutional repositories in Brazil that composed this study’s empirical corpus. This study examined the policies of these Irs on the basis of the four characteristics of information policy: transparency, networks such as organizational principles, shared responsibilities between public and private sectors and informational power as a dominant power. As a complementary methodology managers’ interviews were conducted aiming at understanding the building policies’ process, as well as the implementation of these universities’ repositories. It is concluded that the open access policy makers should follow four guidelines, namely: prioritization of informational transparency; recognition that an institutional policy is an outcome of a dialogue between the various sectors of the University; build a dialogue between the University and the private sector; show that informational power has governed institutional actions. The present research proposes further investigation on topics such as the national policy of open access, digital preservation policy and informational modes of a democratic science promotion. This research intended to contribute as theoretical and methodological basis to the proposition of open access policies, which aim at the implementation of Institutional Repositories in Brazilian universities.

The final goal is to have the indicators of measure in reference to the quantity of scientific articles produced by the personnel of the hospital in its period of study. Method, for the identification of the scientific production of the hospital, a bibliographical research was conducted in both databases, MEDLINE and WEB OF SCIENCE for the limited period of 1999-2007. Analizing 645 documents with institutional adcription , the thematic visibility of the Hospital was obtained. Records recovered were analized manually and using Microsoft Excel 2003 and BIBEXCEL 2001, identifying the production for units of attention, clinics, laboratories etc., author, year of publication, language, journals, and medical subject headings used in the articles. Besides, the benchmarking of the hospital was obtained opposite to other institutions in a national context. The results as far as the scientific production of the HGM refers, included 645 bibliographical references distributed in nine years included in this study, with visibility in MEDLINE and the WEB OF SCIENCE, obtaining this way, distribution by: year, language, type of document, source of publication, authorship, impact factor for the journals and subject headings. Thematic visibility of the Hospital, according to the MeSH in MEDLINE indicated that the production is mainly related to: Results of a Treatment, Following Studies, Double Blind Studies, Epidemiology in Mexico, etc. On the other hand, the Key Words of the WEB OF SCIENCE indicated that this production is related to Espondilitis Esquilosante, Disease, Proteins and Rheumatoid arthritis, DNA, Identification and Prevalence, principally. The benchmarking of the General Hospital of Mexico reported that within 30 of the most productive institutions in health sciences; was located in the position number eight, over some national institutes of research, medical school, etc. Discussion, results obtained from this study are stored in a database that pretends to be used as base of reference for physical recovery of the production as well as to be incorporated in the institutional repository named Production of the General Hospital of Mexico (PROHGEM). The dissertation focuses on financial education trends and innovations in the academic literature that can be translated in an investor education strategy shared by all national stakeholders. Policy makers would be interested in the following considerations that raise to strategic asset educational programs for retail investors. The instrument used for the survey was a detailed analysis of the doctrine and three structured interviews at CONSOB, Bank of Italy and Feduf. The first part focuses on the definition of financial education, as financial interdisciplinary branch that combines aspects of cognitive psychology and financial theories, and as complementary tool for soft law to the regulation and supervision. Then it seeks to understand the degree of financial miseducation over investment contracts and how we can generate a virtuous circle from this. Since the critical issues of the financial system are due in part to the type of rules on transparency between broker and client, it is key to investigate the cognitive techniques of individuals, reconciling the needs of investor protection with the development of the activity trade and provision of investment services. In this area we have to draw and implant investor education projects. In the dissertation there is a study on all the preliminary investigations that Governments, international organizations and private Authority should take to generate a systematic program. After those different educational approaches are enucleated and deepened (from the gamefication nudging, and different degrees of empowerment), always keeping in mind the financial education purpose: ensuring everyone comprehension to be an irrational agent with enough capacity/knowledge to make efficient economic decisions with the fewest number of mistakes. Through vivae voces of institutions and industry people, it finally understands how national strategies should define a global and cross-sectoral vision and to set realistic and logical overall targets with policy priorities.

This research has been treating strategic plan, performance programs and annual reports in the context of cause and effect. Strategic plans are the documents that the fundamental aims of institutions have been stated in a particular time. Performance programs are the application documents of the strategic plans annualy. It has seen that not much sufficient researchs that surveying how is the shape of services focusing information and records in the strategic plans and performance programs of municipalities up to date. Study is handling the subject of "in the which level municipalities as a local government agency, could achieve the services focusing information and records management that presented in strategic plans and performance programs." In this study, how the services focusing information and records has been shaped and achieving of the mentioned goals or not has been researched. These services are classified in three ways: providing the service intented to public that includes establishing libraries, resources of institutional information service shaped with consisting institution archive and electronic records management systems and the services scope of e-Government. In this research, strategic plan and performance programs of municipalities have been examined and realization of goals or not have been checked by annual reports and Web sites of municipalities. It has seen that hypothesis was valid for the %60 of district municipalities of Istanbul at least. In the area of information science, the discussion of Ethics covers studies on the ethics of Information directed to the discussions towards the library and the use of information and communication technologies. In Brazil, the theme "ethics" was widespread with ethical characteristics, aimed at the practice of the professional librarian. The aim of the thesis was to understand the appreciation of the members of the Committee of ethics in research with Human Beings of the higher education institutions of Alagoas in research protocols that have as a source of information the patient records, and its ethical implications. The theoretical context covers: ethics and research; Ethics in information science; Ethics and research with human beings; Bioethics and regulations, patient records, medical records and statistical service, SAME chart and ethic of the chart. The lookup is applied, qualitative, exploratory, and the method used was the case study. The instrument used for collecting data was the questionnaire, divided into three blocks, totaling 17 (seventeen), semiabertas and open issues. The questionnaire and consent form Free Savvy were distributed formally to the coordinators of the respective Ethics committees of institutions of higher education of Alagoas, getting the same responsible to implement the questionnaire and by signing in the appropriate consent form Free Clarified. Of the four committees that authorized the completion of the survey, a splice the blank questionnaires. The population of the research was from 28 members of these questionnaire replies were received from 23. The survey results show that 85% of the survey members of research ethics committees with Human Beings of the higher education institutions of Alagoas, accepted the justifications of the researchers of the decline consent form Free Clarified, when the use of patient records, to understand that these are secondary data and ethical issues that are related to the analysis to be done good research practices , namely, the preservation of the right of the participant to allow research access to their information contained in medical records. It is concluded that the members of the Committee of ethics in research with humans from Alagoas stopped printing in depth knowledge of "data" and "information source", but identifies itself through these same prints that they understand that the patient records is a "secondary" justified given the non-application of FICS to owners of patient records when conducting research with this source of information it is recommended the effective interaction between the library and the archival appraisal for settling the concepts of patient records and therefore your access to and use by researchers, interacting with the health sector.

This study examined administrative appeals under the U.S. Freedom of Information Act (FOIA) at two federal government agencies: the Department of the Army and the U.S. Forest Service. The study reviewed all provided case files for appeals received by the agencies in fiscal year 2012, which consisted of 105 appeals at the Army and 53 appeals at the Forest Service. The researcher coded each appeal with respect to the processing time of the initial request, whether a lawyer was involved in preparing the request or appeal, and the professional or situational identity of the requester (journalist, business, agency personnel, etc.). From initial request through initial decision, the median wait time was 31 calendar days at the Forest Service and 40 days at the Army. At both agencies, a person with legal expertise assisted with nearly one-third of appealed FOIA requests. Requests from agency personnel and their families constituted the largest group of the appeals filed at the Army, while at the Forest Service the largest group of appeals came from the "other" category of requesters, including members of the general public and unidentified requesters.

The paper focuses on a test the value of information in the design and implementation of educational policies of the primary sector in Uruguay. This component is analyzed considering the information as a strategic component of the Ideological State Apparatus-IEA from here, and therefore carries the dominant ideology. With this instrument of domination, states apply their ideology to ensure the replication of the existing socio-economic order, putting this way, including the working class to the system of capitalist exploitation. Emphasizing the place it should occupy the Librarian in the design of these policies, and therefore in the reproduction of such order, it demystifies the principle of "neutrality" of the information sought from andalusia stablishment menial sectors. The job calls for the political class and must assume the information professionals in this case Librarian, to contribute, from the legacies of Marx, Engels and their followers to build critical subjects, able to articulate new forms of social organization.

As Turkey do not have any information policy that would regulate the national information systems and services, information centers, libraries, archives and in general the nation have been negatively effected. The existence of a national information policy would not only contribute to the socioeconomic development of the Turkish Republic, it would also aid the Republic to carry out its vision of information society.

Abstract:
The aim of this research was to assess the scientific impact of open access journals (OAJs). For this purpose, the descriptive method was used and research data were collected on Directory of Open Access Journal (DOAJ), Journal Citation Reports (JCR) and websites of open access journals, and statistically analyzed. According to data between JCR 2000 and 2015, the number of OAJs increased from 249 (4%) to 1,320 (12%) in 16 years. In this period, while the share of OAJs published by commercial publishers and universities increased from 23% to 42% and 20% to 22%, and civil society organizations (CSOs) and other types of publishers decreased from 36% to 26% and from 20% to 10%, respectively. Commercial publishers, CSOs, universities and other publishers charged article processing fees for OAJs by 79%, 46%, 31% and 17%, respectively. There was a significant relationship between open access publisher types and whether or not to charge article processing fees. Furthermore, there was a positive correlation between the article processing fee and the metrics, albeit varied by disciplines and metrics, and the metrics of OAJs that charged article processing fees were higher than those who did not. The metrics of OAJs increased significantly after 5, 10 and 15 years. Metrics of toll access journals were higher than OAJs, again, albeit varied by disciplines and metrics. It may be useful to increase the number of OAJs and to prioritize the value of individual researches rather than journal-level metrics in research assessment systems.

This dissertation arises out of deep concerns over how Indigenous Intellectual Property and Traditional Knowledge should be ethically accessed and used and reviews existing mechanisms of protection. It focuses on how Indigenous Intellectual Property and Traditional Knowledge should best be ethically, legislatively and legally treated in the public domain and in other public usage - and what mechanisms are required to protect it - particularly regarding Indigenous cultural expression. The dissertation argues that existing regimes of protection - such as copyright, patent, trade secrets, trademark, commercial law, and international regulation and convents - do not provide adequate protection for certain forms of Indigenous Intellectual Property and Traditional Knowledge; and that, therefore, new systems of protection need to be considered, developed and implemented. The purposes of this dissertation are: 1) to outline and establish principles in the use of Indigenous Traditional Knowledge for commercial, industrial, and other public purposes, and in cultural practice, artworks and other tangible and intangible cultural expressions; 2) to establish theoretical frameworks on Indigenous peoples' transformation of Traditional Knowledge through their cultural practice; and 3) to develop useful models and concepts to regulate the use of Traditional Knowledge by third parties in the contemporary contexts. In order to achieve these purposes, this dissertation will review the history of Indigenous and European knowledge systems and the interface between the two systems. It will also examine the development of Indigenous, national and International regulatory mechanisms and how the current discourse is evolving at these levels.

Abstract:
The issue of Biblioclasm is clearly ethical, because involves professional responsibility in the management of information. And, as a philosophical issue requires thinking in any categories of situational analysis. The elimination of texts at different levels could respond to the identity between the subjects and the information that they produce (or possibly require), hiding the desire of destroy both present and future possibilities that the knowledge open them. Through violent acts occurring in a real dimension, by substitution, is projected the symbolic destruction of a rival. Elucidation of the mechanisms operating in the relationship between subjectivity and information, illuminate the denied places of diverse speeches that are in conflict. Thus, it is proposed to analyze the phenomenon of biblioclasm through language as their main socio-analytic mediation, suggesting the addition of other disciplines (eg, anthropology, psychology, sociology) that contribute to the understanding of how some ancestral mechanisms are operate and subconscious, in the silencing of subjects.

Abstract:
Research question: This study sought to investigate the community information needs of, and information provision available to, the residents of the Broomhall neighbourhood of Sheffield (UK), as perceived by them. Objectives: The research objectives were: 1) To identify the community information needs of the residents of the Broomhall neighbourhood; 2) To establish to what extent information providers satisfy the community information needs of the residents of the Broomhall neighbourhood; 3) To explore the effectiveness of the community profiling tool to analyse community information needs and provision; and 4) To understand the possible implications of this study for policy makers. Research design: The theoretical framework was based around the following concepts: a) the materialist conception of history, b) the social class struggles concept, and c) the concept of configuration as an open structure of theory. The methodologies used were qualitative research and interpretivism. Data were generated using snowball or chain sampling within a purposeful sampling approach and through triangulation of a) semi-structured interviews (individual and group-focused); b) non-participant observation and c) document analysis methods, themselves entailing the triangulation of literal, and interpretative data analysis. Findings: The major findings relating to community information needs were related to the following issues: 1) territoriality and uses of the land (e.g. housing for poor and working classes; expansion of Sheffield and Hallam universities in the form of university student villages); 2) poverty, social and economical inequalities (e.g. unemployment, debt, and crime); 3) health (e.g. drug addiction, lack of: green public open space, playgrounds, and sports and leisure facilities); 4) politics (e.g. inadequate allocation of funding for community projects); 5) culture (e.g. multicultural, ethnic, religious, and national issues; tribalism of BMEs); 6) communication (e.g. people socially excluded due to lack of English classes). The findings also related to the following features: 7) transport (e.g. transport for the elderly); and 8) education (e.g. nurseries, and socially inclusive primary schools. Territoriality related to all the other 7 issues and features in negative ways. Conclusions and recommendations: For Broomhall residents it was recommended that they should change their neighbourhood name to Holberry Gardens and create a strategic alliance to save their neighbourhood from being taken over by developers; they also need to distance themselves from Broomhall and The Park, and to resist anti-working class policies from the European Union, central, regional, and local government and private/voluntary sectors. For the LIS community a community profiling tool has been found to be effective as long as it is used within the contexts of qualitative research and territoriality. Policy makers should abandon their privatisation policies relating to the provision of social services (e.g. information, help and advice) which have worsened the quality of life of the poor classes, and have fostered poverty and crime. The need for the creation of a new and free-of-charge health and sports facility that includes a library was also recommended.

Abstract:
South African science shows a decline in its global competitiveness in that its scholarly publication rate has not kept pace with that of other countries, both developed and developing. This, together with a decline in publication rate especially among junior South African scholars, suggests a structural problem in the South African national system of innovation. A declining publication rate indicates a problem of knowledge diffusion for South Africa, and hints at a possible knowledge generation problem. This thesis limits itself to the dynamics of knowledge diffusion with specific reference to Open Access scholarly communication. Open Access scholarly communication is an overt intervention regarding knowledge diffusion. The marginalisation of science in and of developing countries, leading to a state of knowledge imperialism and knowledge dependence, is addressed, and it is argued that knowledge diffusion and generation are at the heart of long-term economic growth. This thesis has been structured around two core sections, a theoretical framework based in the literature, and empirical study. The central concepts of scholarly communication and Open Access, national information policy (NIP), and national system of innovation (NSI) are elaborated upon in the theoretical framework (Chapters 2 and 3). The empirical part of this study (Chapters 4 and 5) in turn consist of two parts. Both parts used the survey method, however the first part made use of a questionnaire instrument, and the second part made use of a structured record review. Both empirical studies were used to assess levels of activity and extent of adoption of Open Access within a defined South African scholarly community, one discipline-based, the other institution-based. The aims of this study were two-fold: to assess levels of awareness of and investment in Open Access modes of scholarly communication within defined scholarly communities; and to create a benchmark document of South Africa’s involvement to date in various Open Access initiatives. The argument is made for the openness of scholarly systems, and furthermore that the disparate and uncoordinated nature of Open Access in South Africa needs a policy intervention. The policy intervention so identified would exist within an enabling policy environment and would be minimally disruptive to the South African science system. Said policy intervention would constitute a National Information Policy since it would address the storage, dissemination, and retrieval of scholarly research output. This thesis recommends the amendment of the current statutory reporting mechanism - used by scholars to report and obtain publication rate subsidies – which would require that scholars make their research available via an Open Access mode of scholarly communication, and moreover, would require scholars to report on having done so.

The purpose of this Master’s Dissertation is to study virtual libraries from a historical and descriptive standpoint, with emphasis on a recurrent conceptual setting within the context of cyberculture, taken as a time category corresponding to the contemporary phase of mediatic civilization. The empirical factors and aspects of the object of research have been delimited since at least 1994. Based on a research methodology founded upon a review of the literature, this work involves a study of traditional, real time and hybrid libraries. The subject of this research, marked by theoretical and practical aspects, encompasses general and specific implications concerning the emergence of virtual libraries, involving, simultaneously, the hypotheses that the emergence of virtual libraries may not show a correlation with traditional libraries and that the development of the former is due to the development of the latter or even to a process motivated by the typicity of the post-modern culture. The attainment of the objectives of this research presupposes an understanding of the social, historical and cultural statute of libraries in general and of the sociotechnological aspects of cyberculture and cyberspace; a study of the influence of post-modern culture on the development or the obliteration, oblivion or pulverization of traditional libraries; identification of the modus operandi of the process of acculturation in cyberspace; and an understanding of the change in the esthetics of information in the cybercultural environment. Similarly, this study aims to analyze the various models of organization of information, focusing on its access, within the ambit of in loco, real time and hybrid libraries, which, in this context, implies a critical survey of the technologies destined for the development of bibliotheconomic services. Based on this demarcation of theoretical and methodological principles, the development and consolidation of the horizons of this Dissertation encompass, fundamentally, its entire belongingness to the area of Communications.

Abstract:
The terms disinformation and fake news are relatively contemporary. BRAPCI is a base with productions focused on Information Science. Excerpts from academic productions, comprised in the period of records in the database from 2000 to 2019, show that the authors have been addressing at least one of the terms. Therefore, there would already be something consolidated: definition, mediation, contingency, etc. On the other hand, these relationships can influence the career of the future Information Manager graduated from UFPE. However, the aim is to: identify the documents (productions) in the database, through a direct search expression using the terms: (disinformation) and (fake news); identify the productions in BRAPCI; find definitions of terms; check the frequency of use of terms; and, present them with quotations, tables, charts and graphs. Therefore, the methodology consisted of exploratory bibliographical research supported by bibliometric inferences. Therefore, promote academic and professional debate on the eventual use of such terms. Some conclusions were reached: 1. the term fake news was recovered from the year 2017; 2. the terms take extraordinary forms and dimensions, conditioned to the actions: production, communication and social flow of information. ‘Use’ is the only less technological part, as it largely stems from human cognition. Finally, it is understood that the Information Manager must interact with the appropriate Information Competence.

In this work it is presented a study about the practices, perceptions and values possessed by researchers at the Facultad de Filosofía y Humanidades (FFyH) of the Universidad Nacional de Córdoba (UNC) in relation to the mode of scientific publishing in open access (OA). This new paradigm of communication, which was supported by the international scientific community, was born with the technological advances that allow editing and electronic distribution of their articles using the Internet and also due to the major economic barriers imposed by the corporation publishers to access this type of specialized information. In order to develop this work four research centers were selected: Centro de Investigaciones y Estudios sobre Cultura y Sociedad (CIECS), Instituto de Antropología de Córdoba (IDACOR) Instituto de Humanidades (IDH) and Centro de Investigaciones de la Facultad de Filosofía y Humanidades (CIFFyH). All of these belong to the FFyH. Through an exploratory study and using the survey online, it was investigated dissemination practices, perception and values that these scientists give to OA publications. It was also studied the factors, difficulties and concerns about the choice of journals where they prefer to publish the result of their investigations. The use of OA journals, institutional repositories and journals portal at UNC as source of information was researched and also the reasons and motives that influence on the choice of model of publications. The use, the reasons and the choice were studied in order to determine the predispositions or resistance the FFyH researchers regarding the publication in OA. The results were analyzed and compared with other national and international studies on the subject of OA. It can be said that this work reached to similar conclusions.

Since the identification of a change in the acting in Institute of Information and Science and Technology (IBICT), given the broadening of interaction means with the users, this study aims towards understanding the socio-informational context in changes bearing in sight the theoretical framework of information actions in the ambit of “intermediary information institutions.” The theoretical trajectory suggested that, in the social plan, it would be possible to comprehend the current dynamics around information actions, especially from the technological modifications provided with new hardware, software and, above all, the World Wide Web, which influences the manner and behavior of the processes of search, retrieval, access and use of information by the user. Highlighting the user in this new scenario, this concept was analyzed as a means or a tool to learn two theoretical-informational models. The “systemic model” is characterized in function of the emphasis directed towards the professional and information system. In this model, the flow of information presents a foreseeable chain direction counting on the pretense of knowledge of the target public and of how the system works. In this sense, the “emerging model” spots problems in the previous model as it considers interactive possibilities, interconnectivities and hypertexts provided by the WWW. Given this panorama, it was possible to outline the following assumption: the contemporary socio-informational context and the theoretical construction of the “emerging socio-technical informational model” have been influencing information actions in “information institutions and intermediary systems” in S&T. Under this perspective, the trajectory of the research went through three moments. In the opening moment, a theoretical framework was spotted based on the categories “conceptual focus attributed to the user and to the information” and “nature and focus of the researches”, which helped in the process of visualization of certain analytical aspects aligned with “systemic” or “emerging” models. The identified theoretical framework brought systematizations around the phenomena of search, use, behavior, practice and action of information. In the moment of outlining, the action of information approach was put in context, bringing nearer the concept of the meaning of validation of information, especially to point out research possibilities regarding the use of information. In the last moment, called calculus, the results obtained were articulated so as to allow an interpretation guided by the concept of action of information in S&T. For such, the Brazilian scenario of Information in S&T was put in context oriented by the actions developed in IBICT. This institution was taken as a reference for being responsible for a representational fragment of actions of information in S&T in the country in the ambit of intermediary institutions and systems of information. IBICT operates meta-information aiming towards the access, retrieval and use of information, creating and providing the subsidies for the creation of meta-informational maps, targeting the monitoring and control of information in S&T, as well as performing actions considering criteria of excellence in information and S&T. From the theoretical path and the analysis of the actions from IBICT, the complexity and interdependency of different instances and actions in the ambit of institutions and intermediary systems of information in S&T were identified and criticized, under the orientation from criteria of excellence particular from the phenomena related with information in S&T and, also, under the theoretical influence of the “emerging socio-technical informational model.”

Digital information and economic activity: gaps and progress in Spain during the period 2007-2010 In this dissertation we evaluate some of the progresses and gaps that can be observed in the supply and delivery of digital information for economic activity in Spain during the period 2007-2010 from four different viewpoints. These four study areas are: - the Spanish e-Administration as an energizing factor of all national economic sectors, and the digital information market in particular; - the contribution made by the Spanish Chambers of Commerce in digital information for economic activity; - changes, gaps and progresses made in the provision of digital information to the agricultural sector; - the presence of subjects related to the information on economic activity in the curricula aimed to train information professionals at the Spanish universities. To put in context the research work, we have also analyzed the development and current status of each of the four study areas. The dissertation highlights the importance the Spanish Public Administration has had in the past, and still has, in the development of the electronic information industry in Spain. Contributions made by private initiatives are also discussed. Furthermore, in the four study areas we observe dynamics which take place at very different speeds. This depends on the contribution of the actor or group of actors involved in each case. Particularly notable was the low presence of information on economic activity in the curricula aimed to train information professionals in Spanish universities.

Background: This master’s degree dissertation has as its central theme policies on archival appraisal in practice in regional administration of the Autonomous Region of Madeira (RAM). An exploratory and comparative analysis to the concepts, models and theoretical and methodological influences, processes and procedures for archival appraisal is carried out, based on a theoretical scientific corpus and its international, national and regional legal-normative framework. Also, an analysis of procedures for the appraisal of archival information in the autonomous regional administration of Madeira (RAM) is made. This analysis is based on a corpus of records management ordinances published in the Jornal Oficial da Região Autónoma da Madeira, through which we identify semantic patterns around the objectives and strategic guidelines that the producers have adopted for the management and control of their informational resources. Objectives: The aim of the present study is to analyze the policies of archival appraisal from a scientific, legal and regulatory corpora, within the framework of the madeiran regional archival system, particularly around legal and normative dispositions (portarias de gestão de documentos) recommended by the regional law, as Decreto Legislativo Regional no. 26/99/M, de 27 de agosto and Decreto Legislativo Regional no. 5/2004/M, de 14 de julho. Design research and method: This master dissertation has a qualitative approach to the theoretical framework of organizational phronesis, through a review of literature and content analysis of textual corpora of the “portarias de gestão de documentos”. To support our content analysis, the specific software CADQAS was used. Results and conclusions: Regarding to the literature review around the scientific and legal corpora and the regulatory framework about records appraisal, we observe a methodological diversity practiced through different archival appraisal traditions, in particular the schellenberguian tradition, whose theoretical and methodological assumptions were incorporated by various national archival systems. The madeiran regional archival system, as extension of the national public administration, encodes the archival appraisal in records management ordinances. The results of content analysis show that the portarias de gestão de documentos are key instruments for public archival appraisal in regional public administration, for the purposes of reduction of information/documentation and for the constitution of the Archival Heritage. However, the majority of the ordinances for records appraisal focuses on idiosyncrasies of producer organization and the perspective of the archival appraisal processes and procedures only consist of a vertical relationship between the producer body and the management body of the regional system of archives. To cope with the obsolescence of the archival appraisal instrumenta and the subsequent problems of control of archival goods of the madeiran public government, we propose an increase of functions and attributions of the main managing body of the regional archival system and the regional archival network’s implementation to strengthen the existing architecture of the regional archival system.

Public procurement in Spain accounts for about 20% of the country's Gross Domestic Product. The large amounts of money that are moving in this area and the growing social concern about knowing what the public money is invested forces administrations to adopt measures on transparency and openness of public data. It is in this profile, in which this work is framed, on the one hand, does the public know how transparent the public administration is, and on the other hand, the administration knows what the optimal characteristics for each contract? The obstacles to comparing this type of information are based on the lack of details of the contracting portals, the different categorizations, the normative plurality and, in short, the difficulty of access to information. The information of the tenders is mostly published in the different portals of contracting of the Autonomous Communities, in addition to the national portal of public sector contracts. Even so, there remains a great difficulty of access and understanding. These evidences demonstrate that the development of this project will be relevant for the target audience. In a bid for the transparency of public administrations, the re-use of bidding data and public sector contracts and the improvement of access to information by citizens, proposes the creation of a technological tool capable of making comparisons between contracts and find the existing relationships. An advance of this project was presented to "Challenges Contribute 2017: The value of the data for the Administration" being selected as one of the ten finalists in Phase I of the 45 projects presented. Phase II of the Challenge will be held in the month of October of this same year.

Abstract:
The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.
