Abstract:
Hak politik berkaitan dengan proses pengambilan keputusan yang diwujudkan dalam bentuk partisipasi dengan memberikan hak pilih. Sebagai negara yang menganut sistem demokrasi, Indonesia sudah semestinya membuka ruang seluas-luasnya bagi masyarakat termasuk penyandang disabilitas untuk ikut berpartisipasi dalam ranah politik termasuk ikut serta dalam pemilihan umum. Skripsi ini berjudul peran Komisi Pemilihan Umum (KPU) Bengkulu Tengah dalam pemenuhan hak politik penyadang disabilitas pada pilkada Gubernur dan Wakil Gubernur Provinsi Bengkulu Tahun 2020. Penelitian ini bertujuan untuk mengetahui bagaimana peran yang dilakukan KPU Bengkulu Tengah dalam pemenuhan hak politik penyandang disabilitas. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif untuk memberikan gambaran terhadap masalah penelitian. Aspek penelitian ini diadopsi dari tugas dan fungsi KPU dalam melindungi dan memfasilitasi hak pilih penyandang disabilitas sesuai dengan amanat Undang-Undang berdasarkan tahapan pemilu yaitu : identifikasi pendataan pemilihan disabilitas, perencanaan dan pengadaan sarana prasarana, pelaksanakan sosialisasi, dan pendidikan politik. Hasil penelitian ini menunjukan bahwa KPU Bengkulu Tengah melakukan identifikasi pendataan pemilihan disabilitas dengan cara pencocokan dan penelitian, lalu dalam aspek perencanaan dan pengadaan sarana prasarana dilakukan pendamping khusus hanya ada pendamping tuna netra, kemudian dalam aspek pelaksanaan sosialisasi KPU Bengkulu Tengah melakukan sosialisasi tatap muka 1 kecamatan 1 pemilih disabilitas dan dalam aspek pendidikan politik ditemukan tidak ada lembaga yang menaungi penyandang disabilitas. Peneliti menyimpulkan bahwa Peran Komisi Pemilihan Umum Bengkulu Tengah masih belum optimal dalam upaya pemenuhan hak politik penyandang disabilitas dalam beberapa tahapan pemilihan umum.

Abstract:
Tulisan ini bertujuan untuk melacak jejak-jejak perjuangan Indera Tjaja dalam mempertahankan kemerdekaan Indonesia tahun 1945-1949. Metode yang digunakan adalah metode penelitian sejarah melalui empat tahapan yaitu heuristik, kritik, interpretasi dan historiografi. Hasil dari penelitian ini mengungkapkan bahwa kiprah Indera Tjaja dimulai sebagai residen pertama Bengkulu pada tahun 1945–1946. Selanjutnya Indera Tjaja diperbantukan pada gubernur Sumatera di Pematang Siantar dalam jabatan wakil gubernur Sumatera. Jatuhnya Pematang Siantar pada agresi militer Belanda I tahun 1947 Indera Tjaja mengungsi ke Medan, langsung membentuk organisasi yang bernama front national untuk menghadapi penjajahan Belanda waktu itu. Dalam perundingan Renville Indera Tjaja sebagai anggota delegasi Indonesia. Pada agresi militer Belanda II masa Pemerintahan Darurat Republik Indonesia dipercaya menjadi Menteri Perhubungan dan Kemakmuran serta bersama-sama pasukan TKR/TNI bergerilya dalam mempertahankan kemerdekaan.

The governor is an essential position in the Indonesian constitution. Governors also play an important role in political stability in Indonesia. In Law No. 23 of 2014 concerning Regional Government it is stated in Article 1 paragraph 3 that the Governor / Regional Government is the Head of the Region as an element of regional government administration that leads the implementation of government affairs which are the authority of the autonomous region, it is emphasized again in Article 4 paragraph 1 that the Region Apart from having the status of a Region, the Province is also an Administrative Region which is the working area for the governor as the representative of the central government and the working area for the governor in carrying out general government affairs in the Province Region. As a representative of the central government in the region, the governor is considered a position that is less effective, plus the APBN funds spent to finance his performance are said to be quite large as a representative of the central government. So that this becomes a discourse in the community about the effectiveness of the governorship.

Abstract:
The article aims to reveal the rationality behind the customers’ choices of Islamic banks in Bengkulu province. For this purpose through exploring the possibility of unification between instrumental rationality and Islamic rationality, it will be identified empirically the essence of the customers’ choices of Islamic banks in Bengkulu, Indonesia. The analysis deployed a grounded theory approach. The data obtained was qualitative by involving at least 15 (fifteen) participants who volunteered and spread across several Islamic banks in Bengkulu Province. Therefore, an in-depth interview was conducted as a strategy to collect data related to the rationality behind customers’ choices for the product of Islamic banks in Bengkulu province. The main findings of this study is: “hybrid rationality was successfully identified behind the customers’ choices of Islamic banks in Bengkulu province. This rationality is a unification between instrumental rationality and Islamic rationality based on religiosity values—Sharī‘ah compliance. It is an evidence for categorizing the consumers’ choices of Islamic banks in Bengkulu as “the hybrid rationality.”

The Sumatran striped rabbit Nesolagus netscheri (Schlegel, 1880) is a rare, endemic mammal found only in mainland Sumatra, Indonesia. In late September 2021, the Nature Conservation Agency of Bengkulu province received two young N. netscheri individuals caught from a village in Bengkulu province, Sumatra, Indonesia. After four months in captivity, in early February 2022, the Nature Conservation Agency of Bengkulu Province decided to release the rabbits in the general area where they had been collected. This is the first known instance of a release of N. netscheri into the wild after a period of captivity.

Wawancara dilakukan terhadap asisten Ombudsman Republik Indonesia. Jenis penelitian ini adalah yuridis empiris dengan penelitian bersifat deskriptif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi. Berdasarkan hasil Penelitian bahwa bentuk pencegahan Maladministrasi yang dilakukan oleh Ombudsman Republik Indonesia Perwakilan Provinsi Bengkulu yaitu melakukan pengawasan dengan mengawasi pelayanan publik di Kota Bengkulu yang memiliki dua bentuk yaitu melakukan Investigasi berdasarkan laporan masyarakat dan melakukan inisiatif investigasi Ombudsman itu sendiri. Faktor yang memicu pelanggaran Maladministrasi sering terjadi diprovinsi Bengkulu adanya pegawai yang memiliki produktivitas kerja yang rendah serta rendahnya kesadaran diri pegawai dalam meningkatkan kualitas pelayanan.Kata kunci: maladministrasi; pelayanan publik; ombudsmanABSTRACTThis study aims to determine the role of the Ombudsman of the Republic of Indonesia Representative of Bengkulu Province in preventing the occurrence of maladministration of public services and also to find out what factors triggered the occurrence of maladministration violations in Bengkulu Province. Interviews were conducted with the Indonesian Ombudsman assistant. This type of research is empirical juridical with descriptive research with observation, interview and documentation data collection techniques. Based on the results of the study that the form of prevention of maldministration carried out by the Ombudsman of the Republic of Indonesia Representative of Bengkulu Province was to supervise by supervising public services in Bengkulu City which had two forms, namely investigating based on community reports and conducting investigative initiatives of the Ombudsman itself. Factors that trigger violations of Maladministration often occur in the province of Bengkulu, there are employees who have low work productivity and low self-awareness of employees in improving service quality.Keywords: maladministration; public service; ombudsman

Abstract:
Bengkulu is one of the provinces in Indonesia, which has many potentials in terms of natural and cultural diversity. Looking at the numbers of potentials for cultural tourism around the province, Bengkulu Province was expected to increase the number of tourists for its unique characteristic and good image adhering in the minds of prospective tourists as a cultural destination. Problems occurred in Bengkulu Province is a fluctuating level of tourist visits to the province, and the growth level tends to be low. This is due to the image of Bengkulu Province as a tourist destination that is not good enough in the minds of prospective tourists. Hence, Anjungan Bengkulu, which is located in Indonesian Miniature Park, Jakarta was having the effort to overcome this problem. Therefore, the researcher chose Cultural Event as the solution that can be implemented to improve the Destination Image of the province. On this study, the independent variable (X) was Cultural Event, consisting of Spectacularisation, Theme, Participation and Immersion. The dependent variable (Y) was Destination Image. The type of the research used was a descriptive explanatory survey, and supported by the cross-sectional method. The samples in this study were 108 respondents consisting of individual visitors at the Anjungan Bengkulu Cultural Event, the sampling technique used was purposive sampling. Data analysis technique employed was multiple regressions. The result showed that the implementation of Cultural Event at Anjungan Bengkulu was assessed in the high category, with a dimension of "Spectacularisation" received highest score, and the lowest one was the "theme". Subsequently, visitors’ response regarding Destination Image at Anjungan Bengkulu was also categorized in a very high level, with a dimension of cognitive image received highest score and dimension of affective image became the lowest one. Results showed that there is a significant influence between Culture Event and Destination Image.

Bengkulu Province is one of the provinces in Indonesia. Based on the results of the Population Census (SP) in September 2020, carried out by BPS, there were 2,010,670 inhabitants in Bengkulu Province. The area of ​​Bengkulu Province is 19,813 km2, consisting of 10 regencies/cities. The large area and population encourage an effort to anticipate the transmission of COVID-19 that is soaring high in Bengkulu Province. One is by grouping regencies/cities in Bengkulu Province based on several variables that characterize objects using the Clustering method. This study aimed to group districts/cities in Bengkulu Province based on several variables that characterize objects related to the spread of COVID-19 in Bengkulu Province. The method used was the clustering method. The data used in this study was secondary data about the variable of the spread of COVID-19 in Bengkulu Province from January 1, 2021, to May 31, 2021. It is accessed through the official website of the Bengkulu Province government to convey information to the public regarding the increase of COVID-19 Cases in Bengkulu Province. The grouping using the Hierarchical Clustering method obtained the best model as complete linkage, with the number of clusters K = 2 and the K-Means method with K = 2. The results obtained are good because it has relatively tiny variability within the cluster, and the value of variability in both clusters is relatively large.

Abstract Mungkus fish (Sicyopterus sp) is one of the freshwater fish that is caught by many people in Bengkulu Province. The mungkus fish are amphidromous and live in rocky rivers and fast-flowing rivers. This fish has a ventral sucker for sticking to rocks. The aim of this research was to determine the types of mungkus fish that can be found in Bengkulu Province waters based on morphometric characters. The research was conducted on 8 major rivers in 5 districts in Bengkulu Province including Argamakmur, Muko-Muko, Seluma, Manna, and Kaur. Based on the results, showed that the mungkus fish were characterized based on morphometric, there were 3 types of fish including Sicyopterus squamosissimus, Sicyopterus cynocephalus, and Sicyopterus lagocephalus. Mungkus fish found in the northern Bengkulu region tend to be smaller in size, have almost the same color pattern and darker body color than the fish found in the South Bengkulu region. The most common species found in Bengkulu is Sicyopterus squamosissimus. The Sicyopterus lagocephalus species can also only be found in rivers in the South Bengkulu region. The fish morphometric characteristics shows that differences in fish habitat will affect the growth of fish and the existence of living species in nature.

Bengkulu Province, Indonesia, which lies in two active faults, Semangko fault and Mentawai fault, is an area that has high seismic activity. As earthquake-prone area, the characteristic of each earthquake in Bengkulu Province needs to be studied. This paper presents the earthquake epicenter clustering in Bengkulu Province. Tectonic earthquake data at Bengkulu Province and surrounding areas from January 1970 to December 2015 are used. The data is taken from single-station Agency Meteorology, Climatology and Geophysics (BMKG) Kepahiang Bengkulu. K-Means clustering using Euclidean distance method is used in this analysis. The variables are latitude, longitude and magnitude. The optimum number of cluster is determined using Krzanowski and Lai (KL) index which is 7. The analysis for each clustering experiment with variation number of cluster is presented.
