Abstract:
Ahmadou Kourouma’s Francophone West African novel Allah n’est pas oblige (2000) may be reckoned as the earliest denouncement of child soldiering practice. The text came on French literary scene in 2000. Its English translation by Frank Wynne appeared in 2006 and the novel became known to the English world. Since its publication, the novel has garnered much attention from the literary scholars. Kourouma’s text describes the disastrous coming-of-age of Birahima who receives uneven development due to unhealthy African conditions. The present analysis of Kourouma’s text seeks to understand the stunted psychological, moral and social growth of Birahima in war conditions. His process of formation (actually deformation) can render the course of the development of the child soldiers in Africa. It can be said that Birahima’s character is affected by unfavourable familial, social and political conditions of West Africa. This leads him towards his moral aberration, and he has to become a child soldier. Being drug addicted, he kills many innocent people.

Abstract:
Purpose Asylum seekers, refugees and immigrants’ access to healthcare vary in South Africa and Cape Town due to unclear legal status. The purpose of this paper is to shed light on the source of this variation, the divergence between the 1996 South African Constitution, the immigration laws, and regulations and to describe its harmful consequences. Design/methodology/approach Based on legal and ethnographic research, this paper documents the disjuncture between South African statutes and regulations and the South African Constitution regarding refugees and migrants’ access to healthcare. Research involved examining South African jurisprudence, the African Charter, and United Nations’ materials regarding rights to health and health care access, and speaking with civil society organizations and healthcare providers. These sources inform the description of the immigrant access to healthcare in Cape Town, South Africa. Findings Asylum-seekers and refugees are entitled to health and emergency care; however, hospital administrators require documentation (up-to-date permits) before care can be administered. Many immigrants – especially the undocumented – are often unable to obtain care because of a lack of papers or because of “progressive realization,” the notion that the state cannot presently afford to provide treatment in accordance with constitutional rights. These explanations have put healthcare providers in an untenable position of not being able to treat patients, including some who face fatal conditions. Research limitations/implications The research is limited by the fact that South African courts have not adjudicated a direct challenge to being refused care at healthcare facility on the basis of legal status. This limits the ability to know how rights afforded to “everyone” within the South African Constitution will be interpreted with respect to immigrants seeking healthcare. The research is also limited by the non-circulation of healthcare admissions policies among leading facilities in the Cape Town region where the case study is based. Practical implications Articulation of the disjuncture between the South African Constitution and the immigration laws and regulations allows stakeholders and decision-makers to reframe provincial and municipal policies about healthcare access in terms of constitutional rights and the practical limitations accommodated through progressive realization. Social implications In South Africa, immigration statutes and regulations are inconsistent and deemed unconstitutional with respect to the treatment of undocumented migrants. Hospital administrators are narrowly interpreting the laws to instruct healthcare providers on how to treat patients and whom they can treat. These practices need to stop. Access to healthcare must be structured to comport with the constitutional right afforded to everyone, and with progressive realization pursued through a non – discriminatory policy regarding vulnerable immigrants. Originality/value This paper presents a unique case study that combines legal and social science methods to explore a common and acute question of health care access. The case is novel and instructive insofar as South Africa has not established refugee camps in response to rising numbers of refugees, asylum seekers and immigrants. South Africans thus confront a “first world” question of equitable access to healthcare within their African context and with limited resources in a climate of increasing xenophobia.

OBJECTIVES/GOALS: HelpBeatCOVID19.org, a novel self-reporting symptom tracking surveillance system, is based at the University of Alabama, Birmingham. Helpbeatcovid19.org captures social determinants of health (SDOH) data. This presentation will report research in progress to understand the utility of self-reported data with communicable disease outbreaks. METHODS/STUDY POPULATION: Individuals voluntarily completed an online questionnaire at HelpBeatCOVID19.org which captured SDOH data and other disease surveillance variables including zip code, gender, age group, race, ethnicity, symptoms, underlying conditions, type of home (e.g., single-family, mobile home, etc.), and household COVID-19 diagnosis status. The data are stored on HIPAA-compliant servers. De-identified self-reported data were culled from the HelpBeatCOVID19 database, cleaned, sorted, and analyzed by zip code. Using STATA/SE 16.1, we employed regression analysis to determine if there might be any statistically significant associations that could be made based on zip codes, especially where there are health disparities in historically African American neighborhoods in Jefferson County. RESULTS/ANTICIPATED RESULTS: To date, 102,308 people have reported their symptoms in HelpBeatCOVID19. Of those, 77,903 are from Alabama. More than half of the people who completed HelpBeatCOVID19.org reported zero symptoms. However, 19.3% of Alabamians reported having underlying health conditions. Midfield, AL, a predominantly African-American neighborhood (81.1%), has 74.1% of people reporting underlying conditions where the median household income is $38,750. By comparison, Vestavia Hills, AL, a more affluent neighborhood with an 88.8% White population and median household income being $109,485, had more people participating in HelpBeatCOVID19 (3,920), yet a smaller percentage (15.2%) with underlying health conditions. Final results will be reported during the ACTS Conference. DISCUSSION/SIGNIFICANCE: Our analysis of the data reveals that in Jefferson County, AL, a greater number of people in affluent communities participated in the study. Whereas state-wide, a greater percentage of individuals indicated that they had zero symptoms. Identifying self-reported underlying conditions that impact persons with COVID-19 symptoms will be significant.

Abstract:
Mental health is an integral part of health and it includes an individual’s emotional, psychological and social well-being. Mental illness remains underreported and underdiagnosed, particularly in low- and middle-income countries, including South Africa. South Africa carries a huge burden of mental illnesses with the most prevalent being anxiety disorders, substance abuse disorders, mood disorders and depression. People with mental health conditions often face neglect in the health system as well as stigma and discrimination. This has resulted in poor health outcomes, isolation and high suicide rates, including amongst adolescents. The South African National Mental Health Policy Framework and Strategic Plan (2013–2020) aims to integrate mental health into the health system to provide quality mental health services that are accessible, equitable and comprehensive, particularly for community-based mental health. This article provides an overview of mental health care in South Africa, highlighting its public health importance.

Abstract:
This article explores migrant young people’s engagement, participation and involvement in socially meaningful activities, events and experiences. This type of social participation is approached in the social inclusion literature using the notions of social capital and active citizenship (Bourdieu, 1986; Coleman, 1988; Putnam, 1993; Putnam, 2000). A key objective, therefore, is to explore the attitudes, values and perceptions associated with social participation for young people. They include the meanings that social engagement has for migrant young people, along with drivers and inhibitions to active participation. The article focuses on both the motives for being actively engaged as well as perceived barriers to social engagement. It is based on a large study conducted among migrant young people of African, Arabic-speaking and Pacific Islander backgrounds in Melbourne and Brisbane, and presents both quantitative and qualitative (discursive) snapshots from the overall findings, based on interviews and focus groups. While many studies have centred on the management of migration and migrants, this article draws attention to the individuals’ active position in negotiating, interpreting and appropriating the conditions of social inclusion. Accounting for the multidimensional and multilayered nature of social inclusion, the paper highlights the heuristic role of social engagement in fostering the feelings of belonging and personal growth for migrant youth.

Young people are an important human resource and Botswana is no exception. The critical challenge facing this Southern African country is to raise the rate of economic growth to levels incorporating broad based improvement in the standards of living and well-being of youth. The country faces high levels of poverty, unemployment, and inequality which have seriously affected young people. Significant pockets of poverty remain, especially in rural areas. The living conditions of the vast majority of Batswana are deteriorating rapidly. Unemployment has remained persistent at nearly 20% and the HIV and AIDS epidemic has further exacerbated the situation (Statistics Botswana, 2014). The country has devised many poverty reduction policies since independence, most of which have had little success. Despite economic progress, poverty remains widespread. Based on documentary analysis and the author’s experiential knowledge, this paper examines challenges facing social policies, in particular, youth intervention programmes in Botswana with a view to address the challenges by proposing coherent and effective means that will lead to sustainable development.

The aim of this article is to explicate a terror management theory (TMT) analysis of the poor social and psychological well-being of African Americans by drawing upon a model of cultural trauma to explain the antecedents and effects of posttraumatic slave syndrome. Cultural trauma is defined as a state that occurs when a people’s cultural worldview has been destabilized to the point where it does not effectively meet its TMT function of providing a buffer against basic anxiety and uncertainty. The article outlines how the impact of slavery was a significant trauma to African American people, which was carried forward through successive generations; providing an explanation of their current anxiety-related conditions, poor health, and maladaptive behaviors. Findings from health and justice research and qualitative data from narratives of African Americans are presented to substantiate the adaptation of a model of cultural trauma for understanding the contemporary situation of African Americans.

Abstract:
Aims.There is convincing evidence that lower socioeconomic position is associated with increased risk of mental disorders. However, the mechanisms involved are not well understood. This study aims to elucidate the causal pathways between socioeconomic position and depression symptoms in South African adults. Two possible causal theories are examined: social causation, which suggests that poor socioeconomic conditions cause mental ill health; and social drift, which suggests that those with poor mental health are more likely to drift into poor socioeconomic circumstances.Methods.The study used longitudinal and cross-sectional observational data on 3904 adults, from a randomised trial carried out in 38 primary health care clinics between 2011 and 2012. Structural equation models and counterfactual mediation analyses were used to examine causal pathways in two directions. First, we examined social causation pathways, with language (a proxy for racial or ethnic category) being treated as an exposure, while education, unemployment, income and depression were treated as sequential mediators and outcomes. Second, social drift was explored with depression treated as a potential influence on health-related quality of life, job loss and, finally, income.Results.The results suggest that the effects of language on depression at baseline, and on changes in depression during follow-up, were mediated through education and income but not through unemployment. Adverse effects of unemployment and job loss on depression appeared to be mostly mediated through income. The effect of depression on decreasing income appeared to be mediated by job loss.Conclusions.These results suggest that both social causation and social selection processes operate concurrently. This raises the possibility that people could get trapped in a vicious cycle in which poor socioeconomic conditions lead to depression, which, in turn, can cause further damage to their economic prospects. This study also suggests that modifiable factors such as income, employment and treatable depression are suitable targets for intervention in the short to medium term, while in the longer term reducing inequalities in education will be necessary to address the deeply entrenched inequalities in South Africa.

Abstract:
The post-1994 era in the South African public imagination was envisaged to herald widespread and transformative efforts to reverse the gross injustices and human rights violations inflicted over many decades of apartheid and colonialism. One of the key measures initiated by the democratic government to drive this nation building project was the land reform programme. The ‘land question’, which is a popular tagline in South Africa when reference is made to land reform, has come to define the general discourse of socioeconomic disadvantage and change in the post-apartheid and post-colonial period – similarly to other former settler colonies in the African continent and the broader Global South. For South Africa though, this specific issue has been characterised by numerous challenges and failures largely at the level of the state, wherein a significant lack of public engagement, public participation and democratic redistribution was not being done according to ‘the will of the people’. On several occasions, the South African state has gone on a ‘solo crusade’ to implement the land reform programme under complex conditions that are largely unfavoured by ordinary people ‘on the ground’ – especially those who were the primary victims of land dispossession under colonialism and apartheid. As a result, over the past few years, indigenous black communities across the country especially in (semi)urban and township areas have voluntarily ‘occupied’ land at their own will and sometimes ‘illegally’, to take up settlement space and determine their lives on the land of their birth. Beyond the public discourse of ‘land invasions’ and ‘failed land reform projects’, this study was conducted to closely understand the extent to which public engagement and participation has been integral in the systematic mechanism(s) to transform the patterns of land ownership and control in the democratic South Africa. To do this, the site of KwaZakhele, Silvertown, in Port Elizabeth was selected to conduct the study. Methodologically, qualitative semi-structured interviews were utilised to conduct the study and the Marxist Concept of Citizenship was selected as a theoretical framework for the study by the researcher. The study has found that, amongst the general legislative and political shortfalls of public participation breakdown, there are other deep seated structural socioeconomic issues that are at the root of the problem – such as economic inequalities and very low prospects of social mobility – which collectively reproduce the persistent inadequacies of political instability and social unrest in the area. The study recommends an astute combination of ‘bottom-up’ active citizenship and major socioeconomic transformation in the area as a systematic and structural mechanism to empower the community of Silvertown to be the champion of its own liberation struggle for the freedom of its people to own land and democratically participate in their own governance, self-determination, and prosperity.

Abstract Quantitative and qualitative evidence supported the self-regulation strategies of Selection, Optimization and Compensation (SR-SOC), used by people aging with single and multiple chronic conditions (MCCs) to adapt to chronic disabling symptoms and live well. This study investigated the SR-SOC Strategies in the self-management of community-dwelling people aging with arthritis and MCCs. 140 individuals aged > 50 completed the demographic questionnaire, Functional Comorbidity Index (FCI), Brief Health Literacy Screening, Lubben Social Network Scale, Patient-Healthcare Provider Communication Scale, Health Insurance Check-list, PROMIS Adult Self-Reported Health Measures, SOC Questionnaire, Arthritis Self-Efficacy Scale, Healthcare Service Utilization Questionnaire, and a visual analogue QOL scale. With the theoretical framework, multivariate hierarchical stepwise regression was used to predict SR-SOC Strategies, arthritis self-efficacy, healthcare utilizations and QOL. Majority of the sample were female (70%), with < Bachelor’s degree (56%), White (34%) or African American (33%), with personal annual income < $25,000 (52%). Thirty-seven percent reported fairly and 26% poorly adequate income. Number of FCI count ranged from 2 to 14 (Mean =3.8). The top four comorbidities were obesity, diabetes, visual impairment and degenerative disc disease. QOL ranged from 0.5 to 10.0 (Mean=7.2, SD=2.2). Age, physical symptom cluster (pain, fatigue and cognitive abilities) and healthcare provider communication quality significantly predicted SR-SOC strategies. Income adequacy, physical symptom cluster and SR-SOC strategies significantly predicted arthritis self-efficacy. FCI significantly predicted healthcare utilization total, inpatient healthcare utilization, clinician visit and hospitalization. With income adequacy, FCI significantly predicted home health visit and emergency room visit. Being African American and FCI significantly predicted prescriptions filled.

ENGLISH ABSTRACT: An alternative measure of progress to GDP was evaluated in the Bakgatla-Ba-Kgafela tribe (in total N = 119) using subjective wellbeing or happiness. The major dimensions of happiness were assumed to be physical, mental, social, spiritual, educational, environmental, occupational, and financial wellbeing or income and governance. Amongst the Bakgatla, correlation testing identified two clusters or core sub-sets of relationships, based on the strength of relationships, which appear to work in parallel to one another, with divergent outcomes of either increased happiness or income. The first cluster is related to traditional economic rationality and consists of Education Level, Income and Employment Security. The second cluster, more closely related to principles of sustainable development, consists of Social Wellbeing, Environmental Wellbeing and Happiness. An insignificant correlation between Income and Happiness exists. A multiple regression analysis was conducted with Happiness as the dependent variable and the major wellbeing dimensions as the independent variables (R² = .286). Statistically significant Standardized Beta’s calculated in the regression analysis are Social wellbeing (0.464), Educational level (-0.226), Governance (0.205) and Physical wellbeing (0.194). Although a cause-and-effect relationship can’t be assumed, the supposition is that ceteris paribus: • Happy people tend to have higher levels of social wellbeing or social capital; • The more educated people are, the less happy they are; • The more trust people have in public institutions and the state, the happier they are; and • Happy people tend to be healthier. Therefore, holding all other explanatory variables constant, it can be assumed that income has no bearing on subjective wellbeing. Therefore we reject the Null Hypothesis that the Bakgatla’s progress is purely determined by their annual per capita income. The relationship between income and subjective wellbeing for the Bakgatla follows global patterns - an initial increase in happiness as income increases is pronounced but ‘flattens’ somewhat as a higher level of income is reached and diminishes as very high levels of income are achieved. The critical turning point where income has a diminishing rate of return on satisfaction is around R20 000 per annum per person. This corroborates the human needs theories which proposes that a hierarchy of needs for human beings exist and until the basic needs are met, higher needs cannot be met. The present findings have implications for the Bakgatla: in order to increase happiness and promote development, the Bakgatla should focus on four key aspects: meeting basic needs; increasing social capital; increasing trust in the Tribal Authorities; and improving physical health. In addition, education and environmental wellbeing should also be focal points but changes need to be made to the education curriculum so that there is a strong focus on sustainable development. An important policy implication that the Bakgatla need to consider, is balancing the needs of the current generation with the needs of future generations. Economic growth or income may bring a certain amount of happiness; environmental destruction, crime and human health implications may outweigh these benefits and happiness in both the current and future generations.
AFRIKAANSE OPSOMMING: In hierdie studie is subjektiewe welstand of geluk as alternatief vir bruto binnelandse produk (BBP) as vooruitgangsmaatstaf by die Bakgatla-Ba-Kgafela-stam (altesaam N = 119) ondersoek. Die veronderstelde hoofaspekte van geluk wat in die studie getoets is, is fisiese welstand, geesteswelstand, maatskaplike welstand, spirituele welstand, opvoedkundige welstand, omgewingswelstand, beroepswelstand, finansiële welstand of inkomste, en bestuur. Korrelasietoetse onder die Bakgatla het twee beduidende groepe of kernsubstelle verwantskappe uitgewys, welke groepe oënskynlik gelyklopend funksioneer, met uiteenlopende dog nieverwante uitkomste van hetsy verhoogde geluk of verhoogde inkomste. Die eerste groep hou verband met tradisionele ekonomiese rasionaliteit, en bestaan uit onderrigvlak, inkomste en werksekerheid. Die tweede groep, wat eerder met beginsels van volhoubare ontwikkeling saamhang, bestaan uit maatskaplike welstand, omgewingswelstand en geluk. Voorts behoort opvoedkundige en omgewingswelstand ook fokuspunte te wees, maar moet die onderrigkurrikulum aangepas word om sterker klem op volhoubare ontwikkeling te plaas. Belangrike beleidsimplikasie wat die Bakgatla moet oorweeg, is om ewewig te vind tussen die behoeftes van die huidige geslag en die behoeftes van toekomstige geslagte. Ekonomiese groei of inkomste kan inderdaad sekere hoeveelheid geluk skep. Tog kan omgewingsvernietiging, misdaad en swak menslike gesondheid hierdie voordele en geluk in sowel die huidige as toekomstige geslagte oorskadu. Bykomende navorsing word vir die toekoms aanbeveel.

The socio-economic conditions which affect development in general, and group ranching in particular, among the Maasai of Narok District, Kenya are analyzed. Systems of relationships between Maasai social units are examined to demonstrate how different individuals and groups within Maasai society, each with a diversity of vested interests, react to the opportunities and disadvantages offered them by imposed development programs and altered ecological conditions.
A single group ranch, Rotian OlMakongo, is the focus of intensive study. Maasai on this ranch, which is located in a semi-high potential wheat-growing area of Narok District, have largely been resistant to planned change.
The reaction of group ranch members to development are analyzed showing how lineage and clan affiliation, age set relations, stock friendships and other systems of relations affect individual and group decision-making.
On the one hand the analysis demonstrates how the structure of the group ranch itself is not conducive to the consensual decision-making which ranch planning officials anticipated would occur regarding such important issues as stock limitation. On the other hand traditional Maasai social units are seen at different times both to promote and inhibit new organizational forms to deal with a changing set of economic, ecological and political conditions.
A general trend toward impoverishment, disenfranchisement and supplementary economic pursuits is outlined. However, traditional pastoralism is not seen as being totally subsumed by a more dominant, essentially capitalistic mode of production. Rather, traditional pastoralism is seen to define the transformation of internal forms through a structure which incorporates the modern sector. The tension between the traditional and modern sectors is not their disassociation, but rather, their integration into the dynamic process of change within the structure.

This research set out to investigate the role that community radio can potentially play as a space in which young people engage with their own role as citizens and, in so doing, participate in discussions that seek to address social problems in a community divided by class, income, gender and race. The study examines how a local community radio station - Radio Grahamstown - developed a youth programme Y4Yin which the producers of the show and its audience came together to negotiate the meaning of citizenship. The study examines whether this interactive programme was able to function as something like a public sphere where in young people were able to develop a greater sense of agency, at least in the realm of citizenship. Using evidence gathered through focus group discussions with a group of young school-going leamers, interviews conducted with the producers of the show Y4Y, and drawing on Dahlgren's elaboration of a functional public sphere, the research concludes that the show provided a useful platform for Grahamstown high school students to develop their own notions of citizenship and to, at least partially and tentatively, build some 'bridges' across the vectors of socio-economic division in the town. However, the research also concludes that the Y4Y producers often failed to use a mode of address contemporary to the youth and often did not use production techniques congruent with young people's cultural tastes. This limited the programme's appeal and its potential as an enabler of discussion about notions of citizenship and as a platform for social bridging. In addition, because of the producers' control over the choice of topics put up for discussion, open interaction was more limited than could have been expected. In addition, the study also concludes that various limitations to the leamers' freedom of expression (including their fear that teachers might be listening in to the shows) inhibited the programme's role as a deliberative public sphere where issues could be aired, common ground found, and solutions discussed.

ENGLISH ABSTRACT: This study is a pastoral care strategy for the affirmation of the dignity of the poor Black older persons. In this study there is a discussion of how the poor Black older persons suffered the defacement of their dignity under Apartheid and how to a large extent their dignity is still being defaced under the new democratic dispensation in South Africa. These poor Black older persons are victims of various forms of older person abuse. They experience the prejudice of ageism intensely as it is exacerbated by racism; and with no appropriate medical and health strategies in place to provide quality health care; and with inappropriate housing, social services, and residential care services, their dignity is denied. Due to past discriminatory laws and policies these vulnerable older persons suffer the consequences of low levels of formal education within an environment of engineered poverty and racial discrimination which made it impossible for them to enter into quality employment which would enable them to provide adequately for old age. The deprivation thus experienced made it difficult for them to flourish economically and otherwise. At present they are still marginalised and they experience intense forms of loneliness. These poor Black older persons continue to suffer humiliation and indignity in spite of legislation and policies purporting to ensure their well-being. Within a society embracing a neo-liberalist philosophy they are considered unimportant as they do not contribute productively to the economic well-being of the community and are therefore relegated to the lowest ranks of society. With the effacement of their dignity through socially constructed systems their human development is seriously hampered, resulting in a disintegration of human wholeness. The inequality that the poor Black older persons suffer is an indictment against humanity as these older persons have the right to feel at home on the planet. Due to the fact that they are not recognised as having been created in the image and likeness of God, their uniqueness and distinctness as human beings are denied, their identities distorted, and they are not considered worthy citizens. In order to affirm the dignity of the poor Black older persons a practical theological methodology as proposed by Osmer (2008) and consisting of four tasks, has been employed. The notion of a moral economy for the affirmation of the dignity of these poor Black older persons has been utilised. With the moral economy orientation linked with a Liberation Theology methodology the dignity of the poor Black older persons is affirmed as a personal attribute based on the older persons being a category of people being carried into old age by God, enjoying privileged positions of honour and respect, and being eschatological signs and symbols of God’s goodwill towards restored communities in Christ. Within a moral economy the values of reciprocity, responsibility, and interdependence are used to affirm the dignity of these older persons intergenerationally and contextually.
AFRIKAANSE OPSOMMING: Hierdie studie is ʼn pastorale sorg strategie vir die bevestiging van die menswaardigheid van die arm Swart ouer persone. In hierdie studie word daar aangedui hoe die arm Swart ouer persone se menswaardigheid onder Apartheid en in ‘n groot mate in die nuwe demokratiese dispensasie geskend is. Die arm Swart ouer persone het die slagoffers geword van verskeie vorms van misbruik. Die diskriminasie teen ouderdom word intensief deur hulle ervaar soos dit vererger word deur rassisme; en met geen behoorlike mediese en gesondheidstrategieë in plek om in die behoefte van hierdie kwesbare ouer persone te voorsien nie; en met gebrekkige behuising, sosiale dienste en onvoldoende plekke van sorg vir ouer mense, is die menswaardigheid van hierdie ouer mense erg misken. Weens historiese diskriminerende wette en regeringbeleid ly hierdie kwesbare ouer persone die gevolge van lae vlakke van formele opvoeding binne ‘n omgewing waar armoede kunsmatig geskep is en waar rassediskriminasie geheers het. Hierdie omstandighede het dit vir hulle onmoontlik gemaak om kwaliteit werk te kry wat hulle in staat sou stel om toepaslik vir die ouderdom voor te berei. Die ontberinge wat gevolglik gely word, maak hulle ekonomiese en andersydse ontwikkeling onmoontlik. Hulle is gemarginaliseerd en ly aan intense eensaamheid. Hierdie arm Swart ouer persone gaan voort om vernedering en onmenswaardighede te ly ongeag van wetgewing en beleidstukke bedoel vir hul welsyn. Binne die gemeenskap wat ‘n neoliberalisties filosofie aanvaar, word hierdie ouer mense misken omdat hulle nie produktief tot die ekonomiese welvaart van die gemeenskap bydra nie, en daarom word hulle beskou as sonder enige sosiale kapitaal wat hulle dan sosio-ekonomies op die laagste vlak van die gemeenskap sonder enige erkenning van hulle menswaarde en menswaardigheid plaas. The dissertation aims to provide an understanding of the relation between political-economic power and the attribution of social value in twentieth-century Sefwi (Ghana). The existing literature on relations of dominance amongst the Akan has flaws: works examine single relations of dominance in isolation; studies focus mostly on discontinuity and change; peripheral areas are neglected. In the dissertation these issues are addressed. Hierarchy is used as an analytical tool which enables one to link diverse expressions of dominance; the persistence of certain hierarchical patterns throughout the twentieth century is analysed alongside transformations; and the focus is on Sefwi, a marginal region of the Akan world. The dissertation is divided into five sections. The introduction presents the methodological and theoretical approach adopted in the work. Part one is concerned with change in hierarchical patterns: twentieth-century dynamics are analysed to determine the extent of change with reference to chiefly power, capitalist.relations and gender issues. Part two shows that unequal relations inform three hierarchical domains -ancestry, gender and seniority. Part three addresses the issue of the coherence and unity of hierarchy by examining modes of organization of experience that cut across the three domains of inequality: reference is made to the use of kinship terms; concepts of ownership, caretakership and help; recourse to the supernatural; food and drink transactions. In the conclusion, Sefwi hierarchy is examined in a wider comparative and theoretical perspective with reference to the notions of 'encompassing of the contrary' (Dumont) and 'fetishization' (Marx).

Mgaga, an informal settlement in KwaZulu, south of Durban, on Cele-Zulu polity land, had an indigenous, albeit urban, system of Zulu land tenure in 1980. Mgaga's transformation, from an area with scattered homesteads in 1959 to an informal settlement, was linked to local and external factors. The external factors were, regional industrialisation, urbanisation and apartheid policies which involved, the division of South Africa into ethnically based 'homelands'; controlled Black access to 'White' cities; an urban management system for 'homeland' townships, like Umlazi township which abutted Mgaga. Umlazi's development and urban management system involved, the resettlement of members of the polity; the removal of their office bearers from their posts; and the phased building of the township; which caused cumulative effects in Mgaga. I link these external factors to the behaviour of Mgaga's residents, who transformed the area's land tenure system, by using Comaroff's dialectical model (1982), where the internal dialectic interacts with external factors to shape behaviour at the local level. I analyze the Zulu ethnography to show that the internal dialectic in Zulu social organisation, and in Mgaga, is centred around fission and integration; and that the integrating hierarchy associated with Zulu social organisation and the Zulu land tenure system is composed of groups with opposed interests in the same land. Within this hierarchy entrepreneurship and coalition formation influence the transfer of land rights. Also, rather than rules determining the transfer of land in the land tenure system, processes associated with the interaction of external factors with the internal dialectic, within terms of the cultural repertoire associated with the system, shape local behaviour; and the system's rules are manipulated within this cultural repertoire by individuals striving for gain. This results in different manifestations of the internal dialectic in the Zulu land tenure system, i.e. a range of variations in the Zulu land tenure system, including different local level kinship groups; a variety of terminology and rights held by office bearers; and communal and individualised land rights. The external factor of urbanisation interacted with the internal dialectic in Mgaga, manifested in terms of an ongoing izigodi (wards) dispute -including its boundaries, to shape residents' behaviour, so that some introduced an informal settlement and others resisted its geographical spread. This informal settlement development, where eventually purely residential land rights were transferred for cash to strangers by strangers, with no role for polity officials, was an urban variation of the Zulu land tenure system, because of the continued existence of the internal dialectic in Zulu social organisation in the local system, with the integration side being expressed by the community overrights. Characteristics found in Mgaga, such as kinship diminution; the individualisation and sale of land rights; and the ongoing influence of polities; are found elsewhere in Africa where informal settlements have developed on indigenous land tenure systems. Therefore the transformation of Mgaga's land tenure system to urban forms is not an isolated phenomenon, and my dialectical ransactional approach may have an applicability beyond the context of the Zulu land tenure system.

Abstract:
The primary objective of this thesis is to account for the fertility decline among Abagusii women in South-western Kenya. The motivation behind the study was based on the fact that the fertility trends associated with this group of people had not been studied before. This is surprising because the Abagusii recorded one of the world's highest total fertility rates of 10.4 in 1979 (Omosa 1994; Osiemo 1986; Oucho 1990), but has also experienced significant fertility decline. The total fertility rate in 2004 stood at 4.7, (Anyara 2009). The analytical framework that is adopted is Stover's (1998) adaptation of the Bongaarts et. al. (1984) Proximate Determinants Model. These determinants such as contraceptive use, post-partum insusceptibility, sexual activity, abortion and sterility represent behavioural and biological variables that affect fertility directly. The manner in which they are employed involves using the index which indicates the extent to which each proximate determinant reduces the fertility of the group in question.

AbstractIn Africa, dryland ecosystem is the largest biome complex, covering 60% of the continent and home to ~525 million people. Coupled with adverse climatic conditions and anthropogenic pressures make dryland highly vulnerable to environmental degradation. In this chapter, we elucidate an overview of dryland socio-ecological systems (DSES) in Africa. We examine dryland biodiversity as a basis for ecosystem services in Africa. Therefore, we investigate the research and technology gaps in African drylands. Finally, we conclude and highlight the future perspectives for sustainable DSES management. Sustainable development requires an understanding of and adherence to the proper functioning of DSES. We recommend to promote sustainable agricultural best practices and innovations as a tool to enhance community resilience and cope with climate change impacts on food security, use modern observational data and develop idealistic models to better understand the climate-drylands-food security nexus approaches, and strengthen dryland research and management effectiveness through emerging and affordable technologies.

AbstractThe discovery of the physical phenomenon of heat island dates back to 1833 when Luke Howard undertakes on the air temperature in London and its surroundings. His research showed how, already at that time, winds get stopped and pulled up by the intensive urbanization, reducing the quality of the outdoor environment while turning cold into warmer areas within the urban settlements (Mills 2008). The last centuries confirmed how intense urbanization can make the temperature rise to several degrees, activating a vicious circle where car and energy use become more necessary, and co-cause for further temperature arise. No doubt, cities are—literally—heat islands if compared to their surroundings. The crescent environmental stress is the main challenge while targeting quality of life in today’s urbanization, in order to enable the public space to welcome citizens and encourage their outdoor activities. It requires a consistent commitment to the built environment and the awareness of the main role of public space as an interactive platform for a sustainable and human-centered smart city. As matter of fact, it is the public space where social life shapes and grows. The public space was often defined as the smart city's interface. So, smart cities need to generate and maintain a welcoming, healthy, livable, vibrant public space to have a reason to be. The scope of smart cities is to create a space first, the infrastructure to strengthen the connections among people and between people to the place. (Petrucci 2022) Cities worldwide must respond to a growing and diverse population, ever-shifting economic conditions, new technologies, and a changing climate. The task becomes especially challenging in extreme climate environments, such as in the Far East, in the African continent, or in the GCCs, which are also the countries where the most extensive urbanizations are taking place. Both intense urbanization growth and extreme weather conditions make here mandatory, more than everywhere else, an integrated strategy to achieve livable and sustainable cities through the fight against the urban heat island.

The development of the world economy in modern conditions is being transformed under the influence of a number of factors that are not only man-made but also due to the imperfection of the system of economic relations that have developed as a result of the absolutized denial of state regulation and attempts to replace it with supranational rules. The basic determinants were the recommendations of the Washington Consensus (1992), which were aimed at an attempt to ensure an accelerated transition to the market rails of the states of the transformational economy after the collapse of the USSR, and they extended to all developing economies. This led to the formation of the world capitalist economic system in the form of a pyramid. The economic globalization of the world economy is based on the internationalization of reproduction value chains. The main drivers of world globalization have become TNCs or MNEs, which have launched active activities in developing countries, de facto ignoring national legal norms, and pursuing solely the goal of making a profit. As a result, the world economy has received by now the highest degree of disproportionality in the incomes of the population in both developed and developing countries; population aging in developed economies, deindustrialization of developed economies, lack of social mobility for young people, climate change in African countries and the weakening of internal incentives for the development of national economies, as well as local wars, have led to an influx of nonregulated migration from Africa, which, for the most part, does not want to accept the rules of public life in the developed countries. The pandemic that disrupted the GVC contributed in no small part to the factor contributing to the transformation of the global economy, and the introduction of unilateral and large-scale sanctions, including secondary ones—to an acceleration of the transition to polycentrism. Polycentrism is based on ensuring the full-fledged sovereignty of the state, the fulfillment of its international obligations, noninterference in the internal affairs of foreign states, and the formation of more equal conditions for international cooperation. The marginal prices for Russian oil or natural gas trade was an indicator of an attempt to introduce a command-administrative model into world trade under capitalism, thereby undermining its basic foundation—competition. Capitalism in the twenty-first century should also be based on private property and the inviolability of its legal basis, the inviolability of private property, the development of fair competition, including at the interstate level, on the basis of reaching a consensus of interests, on the need to promote the alignment of development levels in the world community, stimulating and supporting entrepreneurship in developing countries, including helping to implement the principles of responsible business conduct, but not imposing their social-mental or spiritual values on them as the basis of the socioeconomic formation of social development. Abstract In Africa, nomadic pastoralism is in decline. For a variety of interacting political, social, economic, and environmental reasons, nomadic populations in the savanna lands of East Africa, numerous a century ago, have become increasingly sedentarized or settled. Former nomads now live on commercial ranches, in farming communities, on irrigation schemes, and as wage employees in towns and cities. Under these conditions, the nomadic cultural patterns and lifestyle are dramatically transformed, and pastoral traditions are either lost or become subordinated to other kinds of subsistence. These transformations in subsistence and behavior contribute to changes in health and well-being which, although not fully understood, include changes in nutrition, reproduction, growth of children, disease, work and activity patterns, social integration, and psychological status of the people.

This chapter looks closely at some of the more fine-grained processes of clinical care in order to suggest how cancer, as an emergent issue in African public health, forces longstanding questions of palliation to the foreground and highlights the intensely social nature of pain. It explores the conditions that facilitate the marginalization of pain and palliation in African clinical practice and in global health more widely, and examines the contemporary clinical dynamics that engender this marginalization in the specific context of oncology, where many patients suffer severe and intractable pain, as a result either of their illness or the effects of biomedical therapies. In other words, the chapter explores how and why biomedicine proceeds in Africa with so little palliation and so much compliance. The context for this ethnography is Botswana's lone cancer ward, where the author has been researching conditions of care since 2006.

Abstract The wholeness claim emphasizes that for some persons of mixed continental descent, social affirmation of their mixed-raceness would remove a psychological obstacle to a complete racial self. This seems to imply a tight natural relation between alleged racial being and the facts of continental descent. Monoracial guidelines such as the one-drop rule tell a different story: the components of any person’s mixed continental ancestry are only a necessary and not also a sufficient condition for racial identification. This section argues that an ethical defense of multiracialism would refuse special pleading for persons whose visible African ancestry might be light enough for them to gain white affirmation as nonblack. Advocates often mention the darker, “more African” physical features of other people who have mixed continental ancestry—which in effect sets up a lighter-skinned contrast class against which to explicate multiracial identity.

Swahili society developed at the intersection of Africa and the Indian Ocean on a basis of trade, migration, intermarriage, and conquest, creating a cosmopolitan society and a rich culture and language over the course of two millennia. Zanzibar and its Stone Town were a 19th century manifestation of this process. Zanzibar has perhaps had more than its share of history, which has burdened Zanzibar with social disharmony and political disunity that culminated in violent revolution and has left new scars of its own. Among those scars are the neglect and deterioration of Zanzibar’s shared heritage, as represented by Zanzibar’s Stone Town and the House of Wonders, an emblematic building on Zanzibar’s historic seafront that started life as an ambitious building project of the last of Zanzibar’s independent sultans and an exemplification of precolonial modernization and was then used as a centre of colonial rule. It was consequently neglected after the revolution of 1964, until change in the political environment in 1991 led to its being dedicated as part of the Zanzibar museums and placed on the World Heritage list. It suffered a first partial collapse in 2012, the damage from which was being restored when it suffered a second and even more devastating collapse in 2020. This degradation and the need to rebuild appropriately have become emblematic of the wider challenges facing Zanzibari society and the current search for solutions. This paper presents the history of the House of Wonders and some reflections on the culture that produced it and the context that has led to its current distressing condition, as well as on potential paths forward.

Cardiovascular diseases (CVDs) tend to occur in younger sub-Saharan African (SSA) populations, about 20 years earlier as compared to high income countries (HIC). Weak health systems and infrastructure, scarce cardiac professionals, skewed budget away from non-communicable diseases (NCD), high treatment costs and reduced access to health care. On top of that, hypertension diagnosis, treatment and control are low, less than 40%, less than 35% and 10-20% respectively. SSA has 23% of the worlds rheumatic disease, while 80% of CVD deaths occur in low to middle income countries. Poverty is not poverty. The rural–urban divide is one reality that has to be acknowledged among others, particularly in Africa. Being poor, while owning land and having the possibility to grow crops and rear livestock, goats and chickens, is different from being an unemployed young man or young woman, renting one room, in a crowded township with dilapidated infrastructure, intermittent or untreated water and surrounded by leaking sewers. Understanding the dynamics in different contexts is important for us to identify and address the different challenges affecting health in general, and heart health of people in these contexts in particular. For example, the detection, treatment and control rates of hypertension are higher in semi-urban as compared to rural areas. Detection rates for both men and women are suboptimal particularly in rural areas. Diet, sedentary life, loneliness and stress, insecure environments rather and unsafe places to walk are issues more common in urban settings. The conditions in which people are born, live, grow and work affect their health. The rural conditions are very different from the urban ones. The quality of air, access and types of food, stress levels, isolation, loneliness and fear not to mention violence, vary. All these factors affect heart health in one way or the other. Addressing heart health issues therefore ought to be context specific. The burdens might be treble or more for some -economically, environmentally (climate change, political instability), socially and historically-apartheid and colonialism.

Information and communications technologies (ICTs) are playing an increasingly vital role in the daily lives of all communities by revolutionizing their working procedures and rules of governance. ICTs offer a unique opportunity for governing elite to overcome the crisis of representative democracy, as ICT and the Internet empower civil society to play its role more effectively and facilitate the performance of governments’ main function-serving the people who elect them (Misnikov, 2003). In the realm of government, ICT applications are promising to enhance the delivery of public goods and services to common people not only by improving the process and management of government, but also by redefining the age-old traditional concepts. Community networking groups and local government authorities are well placed to campaign for greater inclusion for all members of the community in the information society. Possible areas to target include the provision of technology at low or no cost to groups through community technology centres or out of hours school access. There are many possibilities and local government must take a significant role in these activities (Young, 2000). Information society is based on the effective use and easy access of information and knowledge, while ICT for development (or ICTD) is not restricted to technology itself but focusing on manifold development and diverse manifestations for the people to improve their well-being. ICTD has deep roots in governance, is part of governance and has effects on governance patters and practices at both central and local level. By recognizing these facts, UNDP focuses on technologies to end poverty at WSIS Cyber Summit 2003, and emphasizes on ways that new technologies can help lift more than one billion people out of extreme poverty (UNDP, 2003). Apart from the four Asian IT giants (Korea, Rep., Hong Kong, China, Taiwan, China, and Japan), most of the Asian countries have fallen under the “low access” category of the Digital Access Index. This has also been referred in the WSIS Cyber Summit 2003, until now, limited infrastructure has often been regarded as the main barrier to bridging the digital divide (ITU, 2003). Among the countries with ICT spending as share of their GDP, Sweden, UK, The Netherlands, Denmark, and France (8.63, 7.97, 7.39, 7.19, and 6.57% respectively during 1992-2001) remain at the top (Daveri, 2002, p. 9), while countries like Bangladesh, Greece, Mexico, Niger, and many more remain at the bottom (EC, 2001; ITU, 2003b; Miller, 2001; Piatkowski, 2002). In a similar research it has been found that in terms of average share of ICT spending GDP, New Zealand, Sweden, Australia, USA, and UK (9.3, 8.4, 8.1, 8.1, and 7.8% respectively during 1992-1999) were among the highest (Pohjola, 2002, p. 7), though most of the countries in the Asian and African regions remain below the average of 5%. The disadvantaged communities in the countries staying below average in ICT spending seem to be lagging in forming appropriate information-based economy and eventually fall behind in achieving proper e-government system. The e-government system in those countries need to enhance access to and delivery of government services to benefit people, help strengthen government’s drive toward effective governance and increased transparency, and better management of the country’s social and economic resources for development. The key to e-government is the establishment of a long-term dynamic strategy to fulfill the citizen needs by transforming internal operations. E-government should result in the efficiency and swift delivery and services to citizens, business, government employees and agencies. For citizens and businesses, e-government seems the simplification of procedures and streamlining of different approval processes, while for government employees and agencies, it means the facilitation of cross-agency coordination and collaboration to ensure appropriate and timely decision-making. Thus, e-government demands transformation of government procedures and redefining the process of working with people and activities relating to people. The outcome would be a societal, organizational, and technological change for the government and to its people, with IT as an enabling factor. E-government should concentrate on more efficient delivery of public services, better management of financial, human and public resources and goods at all levels of government, in particular at local level, under conditions of sustainability, participation, interoperability, increased effectiveness and transparency (EU, 2002). ICT brings pertinent sides more closely by prioritizing partnerships between the state, business and civil society. A few East European countries have became economically liberal with the high level of foreign direct investment per capita and at the same time became ICT-advanced regional leaders in terms of economic reform. These countries also present the region’s most vivid examples of partnerships and collaboration. They have clearly manifested the importance of the public-private partnerships, transparent bottom-up strategies, involvement of all stakeholders, total governmental support, capturing economic opportunities, and enabling electronic mediated businesses, responding to the challenges of globalization.

English is one of the most spoken languages in the world. A global language communication is inherent in him. This language is also distinguished by a significant diversity of dialects and speech. It appeared in the early Middle Ages as the spoken language of the Anglo-Saxons. The formation of the British Empire and its expansion led to the widespread English language in Asia, Africa, North America and Australia. As a result, the Metropolitan language became the main communication language in the English colonies, and after independence it became State (USA, Canada, Australia, New Zealand) and official (India, Nigeria, Singapore). Being one of the 6 Official Languages of the UN, it is studied as a foreign language in educational institutions of many countries in the modern time [1, 2, s. 12-14]. Despite the dozens of varieties of English, the American (American English) version, which appeared on the territory of the United States, is one of the most widespread. More than 80 per cent of the population in this country knows the American version of the British language as its native language. Although the American version of the British language is not defined as the official language in the US Federal Constitution, it acts with features and standards reinforced in the lexical sphere, the media and the education system. The growing political and economic power of the United States after World War II also had a significant impact on the expansion of the American version of the British language [3]. Currently, this language version has become one of the main topics of scientific research in the field of linguistics, philology and other similar spheres. It should also be emphasized that the American version of the British language paved the way for the creation of thousands of words and expressions, took its place in the general language of English and the world lexicon. “Okay”, “teenager”, “hitchhike”, “landslide” and other words can be shown in this row. The impact of differences in the life and life of colonists in the United States and Great Britain on this language was not significant either. The role of Nature, Climate, Environment and lifestyle should also be appreciated here. There is no officially confirmed language accent in the United States. However, most speakers of national media and, first of all, the CNN channel use the dialect “general American accent”. Here, the main accent of “mid Pppemestern” has been guided. It should also be noted that this accent is inherent in a very small part of the U.S. population, especially in Nebraska, Iowa, and Illinois. But now all Americans easily understand and speak about it. As for the current state of the American version of the British language, we can say that there are some hypotheses in this area. A number of researchers perceive it as an independent language, others-as an English variant. The founder of American spelling, American and British lexicographer, linguist Noah Pondebster treats him as an independent language. He also tried to justify this in his work “the American Dictionary of English” written in 1828 [4]. This position was expressed by a Scottish-born English philologist, one of the authors of the “American English Dictionary”Sir Alexander Craigie, American linguist Raven ioor McDavid Jr. and others also confirm [5]. The second is the American linguist Leonard Bloomfield, one of the creators of the descriptive direction of structural linguistics, and other American linguists Edward Sapir and Charles Francis Hockett. There is also another group of “third parties” that accept American English as a regional dialect [5, 6]. A number of researchers [2] have shown that the accent or dialect in the US on the person contains significantly less data in itself than in the UK. In Great Britain, a dialect speaker is viewed as a person with a low social environment or a low education. It is difficult to perceive this reality in the US environment. That is, a person's speech in the American version of the British language makes it difficult to express his social background. On the other hand, the American version of the British language is distinguished by its faster pace [7, 8]. One of the main characteristic features of the American language array is associated with the emphasis on a number of letters and, in particular, the pronunciation of the letter “R”. Thus, in British English words like “port”, “more”, “dinner” the letter “R” is not pronounced at all. Another trend is related to the clear pronunciation of individual syllables in American English. Unlike them, the Britons “absorb”such syllables in a number of similar words [8]. Despite all these differences, an analysis of facts and theoretical knowledge shows that the emergence and formation of the American version of the British language was not an accidental and chaotic process. The reality is that the life of the colonialists had a huge impact on American English. These processes were further deepened by the growing migration trends at the later historical stage. Thus, the language of the English-speaking migrants in America has been developed due to historical conditions, adapted to the existing living environment and new life realities. On the other hand, the formation of this independent language was also reflected in the purposeful policy of the newly formed US state. Thus, the original British words were modified and acquired a fundamentally new meaning. Another point here was that the British acharism, which had long been out of use, gained a new breath and actively entered the speech circulation in the United States. Thus, the analysis shows that the American version of the British language has specific features. It was formed and developed as a result of colonization and expansion. This development is still ongoing and is one of the languages of millions of US states and people, as well as audiences of millions of people. Thus far in reporting the findings of our project “Fifty Years After: Black Employment in the United States Under the Equal Employment Opportunity Commission,” our analysis of what has happened to African American employment over the past half century has documented the importance of manufacturing employment to the upward socioeconomic mobility of Blacks in the 1960s and 1970s and the devastating impact of rationalization—the permanent elimination of blue-collar employment—on their socioeconomic mobility in the 1980s and beyond. The upward mobility of Blacks in the earlier decades was based on the Old Economy business model (OEBM) with its characteristic “career-with-one-company” (CWOC) employment relations. At its launching in 1965, the policy approach of the Equal Employment Opportunity Commission assumed the existence of CWOC, providing corporate employees, Blacks included, with a potential path for upward socioeconomic mobility over the course of their working lives by gaining access to productive opportunities and higher pay through stable employment within companies. It was through these internal employment structures that Blacks could potentially overcome barriers to the long legacy of job and pay discrimination. In the 1960s and 1970s, the generally growing availability of unionized semiskilled jobs gave working people, including Blacks, the large measure of employment stability as well as rising wages and benefits characteristic of the lower levels of the middle class. The next stage in this process of upward socioeconomic mobility should have been—and in a nation as prosperous as the United States could have been—the entry of the offspring of the new Black blue-collar middle class into white-collar occupations requiring higher educations. Despite progress in the attainment of college degrees, however, Blacks have had very limited access to the best employment opportunities as professional, technical, and administrative personnel at U.S. technology companies. Since the 1980s, the barriers to African American upward socioeconomic mobility have occurred within the context of the marketization (the end of CWOC) and globalization (accessibility to transnational labor supplies) of high-tech employment relations in the United States. These new employment relations, which stress interfirm labor mobility instead of intrafirm employment structures in the building of careers, are characteristic of the rise of the New Economy business model (NEBM), as scrutinized in William Lazonick’s 2009 book, Sustainable Prosperity in the New Economy? Business Organization and High-Tech Employment in the United States (Upjohn Institute). In this paper, we analyze the exclusion of Blacks from STEM (science, technology, engineering, math) occupations, using EEO-1 employment data made public, voluntarily and exceptionally, for various years between 2014 and 2020 by major tech companies, including Alphabet (Google), Amazon, Apple, Cisco, Facebook (now Meta), Hewlett Packard Enterprise, HP Inc., Intel, Microsoft, PayPal, Salesforce, and Uber. These data document the vast over-representation of Asian Americans and vast under-representation of African Americans at these tech companies in recent years. The data also shine a light on the racial, ethnic, and gender composition of large masses of lower-paid labor in the United States at leading U.S. tech companies, including tens of thousands of sales workers at Apple and hundreds of thousands of laborers & helpers at Amazon. In the cases of Hewlett-Packard, IBM, and Intel, we have access to EEO-1 data from earlier decades that permit in-depth accounts of the employment transitions that characterized the demise of OEBM and the rise of NEBM. Given our findings from the EEO-1 data analysis, our paper then seeks to explain the enormous presence of Asian Americans and the glaring absence of African Americans in well-paid employment under NEBM. A cogent answer to this question requires an understanding of the institutional conditions that have determined the availability of qualified Asians and Blacks to fill these employment opportunities as well as the access of qualified people by race, ethnicity, and gender to the employment opportunities that are available. Our analysis of the racial/ethnic determinants of STEM employment focuses on a) stark differences among racial and ethnic groups in educational attainment and performance relevant to accessing STEM occupations, b) the decline in the implementation of affirmative-action legislation from the early 1980s, c) changes in U.S. immigration policy that favored the entry of well-educated Asians, especially with the passage of the Immigration Act of 1990, and d) consequent social barriers that qualified Blacks have faced relative to Asians and whites in accessing tech employment as a result of a combination of statistical discrimination against African Americans and their exclusion from effective social networks.
