Abstract:
This article explores adoption rates of B Corps certification and Benefit Corporation incorporation in order to discuss what benefits exist for organizations to adopt sustainable business forms. The analysis of the data identifies states with low and high adoption rates. The study is based on historical analysis of 4686 incorporated Benefit Corporations from 2007 to 2016 and 837 certified B Corps during the same time period. Patterns of adoption are identified and states with high and low adoption rates are categorized, analyzed, and discussed. The patterns reveal which states are most likely to support lasting or short lived legal, peer, and stakeholder benefits for sustainable business.

Abstract:
Abstract The American administrative state has become a cost-benefit state, at least in the sense that prevailing executive orders require agencies to proceed only if the benefits justify the costs. Some people celebrate this development; others abhor it. For defenders of the cost-benefit state, the antonym of their ideal is, alternately, regulation based on dogmas, intuitions, pure expressivism, political preferences, or interest-group power. Seen most sympathetically, the focus on costs and benefits is a neo-Benthamite effort to attend to the real-world consequences of regulations, and it casts a pragmatic, skeptical light on modern objections to the administrative state, invoking public-choice theory and the supposedly self-serving decisions of unelected bureaucrats. The focus on costs and benefits is also a valuable effort to go beyond coarse arguments, from both the right and the left, that tend to ask this unhelpful question: “Which side are you on?” In the future, however, there will be much better ways, which we might consider neo-Millian, to identify those consequences: 1) by relying less on speculative ex ante projections and more on actual evaluations; 2) by focusing directly on welfare and not relying on imperfect proxies; and 3) by attending closely to distributional considerations–on who is helped and who is hurt.

Lewis, Edwin C. "Cost Benefit Analysis of Virginia EFNEP: Calculating Indirect Benefits and Sensitivity Analysis." Thesis, Virginia Tech, 1998. http://hdl.handle.net/10919/36867.

Full text
Abstract:
The Cooperative Extension System has focused on nutrition education for low-income families for approximately 29 years via the Expanded Food and Nutrition Education Program (EFNEP). In response to the need for a comprehensive economic evaluation of EFNEP, Virginia Cooperative Extension (VCE) was awarded a grant from the Cooperative State Research, Education and Extension Services, United States Department of Agriculture (CSREES, USDA) to conduct a cost benefit analysis (CBA) of nutrition education programs, with emphasis on EFNEP. Virginia EFNEP served as the pilot program to test the evaluation procedure. This study is a part of the CBA of Virginia EFNEP. The purpose is to calculate the indirect tangible benefits derived from participation in EFNEP. The indirect tangible benefits are classified as 1) delaying productivity loss due to mortality and 2) avoiding productivity loss due to morbidity. This study also uses sensitivity analysis to evaluate the effects of two critical assumptions pertaining to retention of dietary behaviors and to incidence rate of diseases in the low-income population. Finally, the discount rate is analyzed via sensitivity calculations. There were two major conclusions drawn from this study. First, the indirect benefits accounted for more than $1 million of the total benefit generate by EFNEP. Second, the sensitivity analyses support the positive outcome (i. e., positive return on every dollar invested) derived from the CBA of Virginia EFNEP.

Ho, William (William Hy). "Community Benefits Agreements : an evolution in public benefits negotiation processes." Thesis, Massachusetts Institute of Technology, 2007. http://hdl.handle.net/1721.1/42009.

Full text
Abstract:
Thesis (M.C.P. and S.M.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2007.
This electronic version was submitted by the student author. The certified thesis is available in the Institute Archives and Special Collections.
Includes bibliographical references (p. 84-86).
Urban redevelopment projects involve three parties: (1) the public sector (e.g. public officials), (2) the private sector (e.g. developers), and (3) the community (e.g. residents and community groups). Traditionally, decision-making power in urban redevelopment projects resided between the public and private sectors, with little authority given to communities. The development of Community Benefits Agreements (CBAs) were a reaction to this imbalance and have helped communities gain influence in the redevelopment process. These agreements are "legally" binding contracts between a developer and community group(s) - to ensure that development projects benefit local community residents. Their creation is rooted in several decades of failed urban policies and the public learning that has taken place since Urban Renewal. CBAs first appeared in Los Angeles in 2001 and have since taken root across the country in such geographically diverse places as Denver, Milwaukee, and New York City. These agreements represent a significant evolution in collective bargaining, the ability of varied entities to come together and take a common position on a topic, and the ability of communities to secure benefits from developers. This thesis examines why these agreements came into existence, the process by which they are implemented, and how they have been employed. It will look at how these agreements have created greater overall value for all three sectors involved in publicly subsidized redevelopment projects and how to improve upon the community benefits negotiation process.
