Background Diligent monitoring of inequalities in the coverage of essential reproductive, maternal, new-born and child health related (RMNCH) services becomes imperative to smoothen the journey towards Sustainable Development Goals (SDGs). In this study, we aim to measure the magnitude of inequalities in the coverage of RMNCH services. We also made an attempt to divulge the relationship between the various themes of governance and RMNCH indices. Methods We used National Family Health Survey dataset (2015–16) and Public Affairs Index (PAI), 2016 for the analysis. Two summative indices, namely Composite Coverage Index (CCI) and Co-Coverage (Co-Cov) indicator were constructed to measure the RMNCH coverage. Slope Index of Inequality (SII) and Relative Index of Inequality (RII) were employed to measure inequality in the distribution of coverage of RMNCH. In addition, we have used Spearman’s rank correlation matrix to glean the association between governance indicator and coverage indices. Results & conclusions Our study indicates an erratic distribution in the coverage of CCI and Co-Cov across wealth quintiles and state groups. We found that the distribution of RII values for Punjab, Tamil Nadu, and West Bengal hovered around 1. Whereas, RII values for Haryana was 2.01 indicating maximum inequality across wealth quintiles. Furthermore, the essential interventions like adequate antenatal care services (ANC4) and skilled birth attendants (SBA) were the most inequitable interventions, while tetanus toxoid and Bacilli Calmette- Guerin (BCG) were least inequitable. The Spearman’s rank correlation matrix demonstrated a strong and positive correlation between governance indicators and coverage indices.

Abstract:
In 1978, India launched the "Expanded Programme on Immunisation" (EPI) to minimise the prevalence of "Vaccine-Preventable Diseases" (VPDs). Despite years of health and medical progress, children in India continue to suffer from VPDs, and significant disparities in immunisation coverage may be seen among regions, states, socioeconomic groups, and other factors. Barak Valley's socioeconomic and environmental characteristics reveal an overall underdevelopment pattern. Furthermore, in the valley, healthcare services such as comprehensive immunisation institutional delivery are underutilised, resulting in poor immunisation coverage. Despite this evidence, there have been limited studies to identify the factors that influence child immunisation. In this context, this article is a modest attempt to identify and quantify the inequality in socio-economic factors in explaining inequality in Child immunisation in rural Barak Valley. A multistage stratified random sampling was used to collect information on immunisation and related variables by using a pre-tested questionnaire from the universe of children aged between 12-23 months of rural Barak Valley. And, binary logistic regression model has been used to analyse the data and draw inferences. The immunisation coverage is the Barak Valley region is very poor. The highest immunisation coverage has been observed for the BCG vaccine, around 90%. And with 64% coverage, vaccination against measles stands at the bottom of the list. The extent of full immunisation in the valley is not satisfactory at all. Around 54% of children aged 12-23 months have received all the WHO recommended vaccines, implying half of the eligible children are left out. The study identifies religion, a strong cultural affiliation that significantly influences the immunisation coverage of the child. Furthermore, the gender of the child, unequal access to ante-natal care, and birth order of the child are the prime factors associated with inequality in child immunisation in the region.

This study presents a two-step fault diagnosis scheme combined with statistical classification and random forests-based classification for rolling element bearings. Considering the inequality of features sensitivity in different diagnosis steps, the proposed method utilizes permutation entropy and variational mode decomposition to depict vibration signals under single scale and multiscale. In the first step, the permutation entropy features on the single scale of original signals are extracted and the statistical classification model based on Chebyshev’s inequality is constructed to detect the faults with a preliminary acquaintance of the bearing condition. In the second step, vibration signals with fault conditions are firstly decomposed into a collection of intrinsic mode functions by using variational mode decomposition and then multiscale permutation entropy features derived from each mono-component are extracted to identify the specific fault types. In order to improve the classification ability of the characteristic data, the out-of-bag estimation of random forests is firstly employed to reelect and refine the original multiscale permutation entropy features. Then the refined features are considered as the input data to train the random forests-based classification model. Finally, the condition data of bearings with different fault conditions are employed to evaluate the performance of the proposed method. The results indicate that the proposed method can effectively identify the working conditions and fault types of rolling element bearings.

AbstractThis article aims to show how changes in the model for financing basic sanitation affect social inequality and urban segregation, and to discuss alternatives that minimise the impact these changes have on low-income populations. The investigation focuses on mediations between sanitation policy and general urban policies in the more ample process of valorising capital, involving different scales of geography and forms of state action. Widespread privatisation and public–private partnerships have altered the role that rates charged to users play in financing sanitation systems. This, in turn, has an impact on low-income populations’ access to these systems. The study concludes that new models of financing tend to privilege spaces in the city that are attractive to private capital, and that investments in sanitation are supported by financial innovations that depend on the collective force of remunerating shareholders and maintaining investors’ expectations. Finally, the article approaches solutions that ensure low-income families’ access to public services, with special emphasis on subsidised rate systems based on the stratification of urban areas adopted in Colombia. The article concludes that this experiment presents both positive and negative aspects that may serve as starting points toward potential solutions for Brazil.

Abstract Medical tourism is a well-established sector in developing countries, and attracts a significant number of tourists from developed countries. Medical tourism is a strong driver of economic growth, but some argue that this kind of tourism promotes inequality in terms of access to healthcare facilities in both developing and developed countries. Whilst research has been conducted on medical tourists travelling to South Africa, no research has focused on the geography of South Africans travelling abroad for medical tourist activities. This study therefore sought to obtain first-hand information from Indian-South African citizens who have partaken in medical tourism in India. Data was gathered through personal, semi-structured interviews conducted with 54 individuals. It was ascertained that the majority of the individuals interviewed in this study travelled to India primarily for medical treatment, while tourist activities were a secondary objective. A smaller proportion of interviewees travelled to India for vacation, with medical care being a secondary motivation, or an impulse due to the low cost of treatment and convenience. Medical tourism by Indian-South Africans travelling to India highlights various shortfalls in South African medical care, including a lack of treatment availability, a poorer quality of service, medical expertise abroad, and the higher cost incurred locally.

In the present paper, we will explore how artificial intelligence (AI) and big data analytics (BDA) can help address clinical public and global health needs in the Global South, leveraging and capitalizing on our experience with the “Africa-Canada Artificial Intelligence and Data Innovation Consortium” (ACADIC) Project in the Global South, and focusing on the ethical and regulatory challenges we had to face. “Clinical public health” can be defined as an interdisciplinary field, at the intersection of clinical medicine and public health, whilst “clinical global health” is the practice of clinical public health with a special focus on health issue management in resource-limited settings and contexts, including the Global South. As such, clinical public and global health represent vital approaches, instrumental in (i) applying a community/population perspective to clinical practice as well as a clinical lens to community/population health, (ii) identifying health needs both at the individual and community/population levels, (iii) systematically addressing the determinants of health, including the social and structural ones, (iv) reaching the goals of population’s health and well-being, especially of socially vulnerable, underserved communities, (v) better coordinating and integrating the delivery of healthcare provisions, (vi) strengthening health promotion, health protection, and health equity, and (vii) closing gender inequality and other (ethnic and socio-economic) disparities and gaps. Clinical public and global health are called to respond to the more pressing healthcare needs and challenges of our contemporary society, for which AI and BDA can help unlock new options and perspectives. In the aftermath of the still ongoing COVID-19 pandemic, the future trend of AI and BDA in the healthcare field will be devoted to building a more healthy, resilient society, able to face several challenges arising from globally networked hyper-risks, including ageing, multimorbidity, chronic disease accumulation, and climate change.

Abstract Marine and ocean coasts traditionally act as natural growth poles for humankind. Recent studies conducted by scholars from both natural and social sciences suggest that coastal zones accumulate population, agglomerate industries, attract entrepreneurs, and pull investments. The coastalisation effect remains one of the defining factors of regional development around the globe and is projected to strengthen over the next quarter century. Deepening socio-economic inequality and polarisation between countries and regions despite efforts taken with convergence policies put the “marine factor” on the research agenda. The study contains a comparative evaluation of coastalisation processes across the regions of Europe using remote-sensing technology and statistical multivariate analysis for testing the correlation level of results. The research is based on a dataset for 413 regions of Europe featuring indicators for population density and Gross Regional Product (GRP) in Purchasing Power Parity (PPP) per sq. km. The regions are grouped into clusters depending on their socio-economic indicators and the intensity of nocturnal illumination. The results suggest that coastal and inland region types evenly distribute between clusters, with an average of 40% coastal. Observations of nocturnal illumination clearly indicate an extensive anthropogenic impact on European coasts, both northern and southern. However, their overall luminosity is inferior to inland territories. The study concludes with four patterns derived from a combined methodology of socio-economic indicators and remote-sensing of night-time lighting.

I am stunned by the failure of so many organizations to create the capability for generating streams of new products and services over time. Organizations capable of ongoing innovation can create more profits, more value, more employment, more growth, and more adaptability to transformations in technologies and markets (BCG study of investor returns). Generating streams of innovation is even more important now, especially for organizations in emerging economies, because industrial transformations and global grand challenges (Ferraro, Etzion, & Gehman, 2015) demand continuous innovations in products, programs, business processes, and strategies. For example, digitalization is transforming business models from vertical industrial silos such as consumer goods, materials, or financials to horizontal platforms that orchestrate networks, create technologies, and provide services (think Amazon, Alibaba). New markets and technologies emerge unpredictably but will produce major economic and social changes. Emerging economies more directly face grand challenge complexities of poverty, water scarcity, inequality, and climate changes. Innovations in emerging economy organizations are also very complex, since they often include innovations in sales, distribution, and business models along with rigorous product design and development processes.

Abstract The development of national innovative systems is intended to solve a number of issues: from decreasing socio-economic inequality in countries and regions to creating environments favourable to new high-tech production and diversification of industrial composition. Determination of the possibilities for expanding the set of innovative types of economic activity must be scientifically substantiated, since significant financial, material and human resources may be consumed in creating and supporting new economic sectors within the framework of state policy. This article contains an attempt to create a mechanism for revealing promising trends in the development of an innovative economic sphere, taking into account comparative advantages in the commodity composition of exports by determining technological proximity indicators. The article aims to substantiate the possibility of using the concept of technological proximity in developing national innovative systems. The study employs technological proximity indicators based on the revealed comparative advantages (RCA) of countries by commodity groups of export. A matrix of technological proximity in the industrial fields (at a six-unit level) for 28 countries of the European Union in 2007–18 was made. The results revealed comparative advantages by groups of high-tech products in EU countries in real time. The analysis of technological proximity in the industrial sector has shown the types of economic activity connected with the innovative sector, which was used to determine the countries’ degree of participation in the manufacture of high-tech products. The proposed mechanism can be used in the development and implementation of national and regional policy in the sphere of innovative systems, since it allows promising areas for creation and support of new high-tech productions to be determined.

Purpose: This paper aims to depict the recent initiation to evaluate the efficiency of a nation in converting wealth to well-being in terms of Sustainable Economic Development Assessment scores (SEDA) specially analyzed for the global powerhouse countries accommodating 78% of the world’ population and 87% of countries income.Design/Methodology/Approach: SEDA (Sustainable Economic Development Assessment) measures sustainable development with three broad dimensions: economic, sustainability, and environment. The analysis is carried out by plotting a four-quadrant matrix chart to compare some macro-economic fundamentals.Countries Considered: 36 Powerhouse countries of the world (78% of the world’s population and 87% of countries’ income).Variables Considered: GDP/Capita, Wealth to well-being coefficient, SEDA score, employment (Employment has unemployment and employment to population ratio 15 plus), education (school enrollment, tertiary, years of school primary to tertiary, teacher-pupil ratio primary and an average of math and science score), equality (Gini index, inequality in education and inequality in life expectancy) and finally environment (air quality, terrestrial and marine protected areas, carbon dioxide intensity and electricity production from renewable sources).Findings: The analysis depicts how good a country is in converting their wealth to well-being. The countries that have started well do not necessarily have depicted outstanding progress in Sustainable economic development assessment. Some countries are good in growth and increasing their developmental scores (keeping in mind BCG identified parameters of sustainable development). Further comparisons express a high positive correlation between GDP/Capita with education and equality. There is a very low degree of correlation between GDP/Capita and employment and a low correlation between GDP/Capita and environment. However, there is a negative correlation between Growth and development.Practical Application: Relation between GDP/Capita of countries and some important economic, investment, and sustainability dimensions to judge where a nation stands and what should be added as a prelim agenda to countries dashboard.

BackgroundTo reach global immunisation goals, national programmes need to balance routine immunisation at health facilities with vaccination campaigns and other outreach activities (eg, vaccination weeks), which boost coverage at particular times and help reduce geographical inequalities. However, where routine immunisation is weak, an over-reliance on vaccination campaigns may lead to heterogeneous coverage. Here, we assessed the impact of a health system strengthening (HSS) intervention on the relative contribution of routine immunisation and outreach activities to reach immunisation goals in rural Madagascar.MethodsWe obtained data from health centres in Ifanadiana district on the monthly number of recommended vaccines (BCG, measles, diphtheria, tetanus and pertussis (DTP) and polio) delivered to children, during 2014–2018. We also analysed data from a district-representative cohort carried out every 2 years in over 1500 households in 2014–2018. We compared changes inside and outside the HSS catchment in the delivery of recommended vaccines, population-level vaccination coverage, geographical and economic inequalities in coverage, and timeliness of vaccination. The impact of HSS was quantified via mixed-effects logistic regressions.ResultsThe HSS intervention was associated with a significant increase in immunisation rates (OR between 1.22 for measles and 1.49 for DTP), which diminished over time. Outreach activities were associated with a doubling in immunisation rates, but their effect was smaller in the HSS catchment. Analysis of cohort data revealed that HSS was associated with higher vaccination coverage (OR between 1.18 per year of HSS for measles and 1.43 for BCG), a reduction in economic inequality, and a higher proportion of timely vaccinations. Yet, the lower contribution of outreach activities in the HSS catchment was associated with persistent inequalities in geographical coverage, which prevented achieving international coverage targets.ConclusionInvestment in stronger primary care systems can improve vaccination coverage, reduce inequalities and improve the timeliness of vaccination via increases in routine immunisations.

Abstract. Leading an effective response to the accelerating crisis of anthropogenic climate change will require improved understanding of global carbon cycling. A critical source of uncertainty in Earth system models (ESMs) is the role of microbes in mediating both the formation and decomposition of soil organic matter, and hence in determining patterns of CO2 efflux. Traditionally, ESMs model carbon turnover as a first-order process impacted primarily by abiotic factors, whereas contemporary biogeochemical models often explicitly represent the microbial biomass and enzyme pools as the active agents of decomposition. However, the combination of non-linear microbial kinetics and ecological heterogeneity across space and time guarantees that upscaled dynamics will violate mean-field assumptions via Jensen's inequality. Violations of mean-field assumptions mean that parameter estimates from models fit to upscaled data (e.g., eddy covariance towers) are likely systematically biased. Likewise, predictions of CO2 efflux from models conditioned on mean-field values will also be biased. Here we present a generic mathematical analysis of upscaling Michaelis–Menten kinetics under heterogeneity and provide solutions in dimensionless form. We illustrate how our dimensionless form facilitates qualitative insight into the significance of this scale transition and argue that it will facilitate cross-site intercomparisons of flux data. We also identify the critical terms that need to be constrained in order to unbias parameter estimates.

We study theta-joins in general and join predicates with conjunctions and disjunctions of inequalities in particular, focusing on ranked enumeration where the answers are returned incrementally in an order dictated by a given ranking function. Our approach achieves strong time and space complexity properties: with n denoting the number of tuples in the database, we guarantee for acyclic full join queries with inequality conditions that for every value of k , the k top-ranked answers are returned in O ( n polylog n + k log k ) time. This is within a polylogarithmic factor of O ( n + k log k ), i.e., the best known complexity for equi-joins, and even of O ( n + k ), i.e., the time it takes to look at the input and return k answers in any order. Our guarantees extend to join queries with selections and many types of projections (namely those called "free-connex" queries and those that use bag semantics). Remarkably, they hold even when the number of join results is n ℓ for a join of ℓ relations. The key ingredient is a novel O ( n polylog n )-size factorized representation of the query output , which is constructed on-the-fly for a given query and database. In addition to providing the first nontrivial theoretical guarantees beyond equi-joins, we show in an experimental study that our ranked-enumeration approach is also memory-efficient and fast in practice, beating the running time of state-of-the-art database systems by orders of magnitude.

ObjectiveTo investigate the relationship between social risk factors and latent tuberculosis infection (LTBI) among individuals who are eligible for LTBI screening in the United Kingdom (UK).MethodsThis cross-sectional study used data collected in the UK Prognostic Evaluation of Diagnostic Interferon-Gamma Release Assays (IGRAs) Consortium Study which enrolled 9176 recent tuberculosis (TB) contacts and migrants at National Health Service (NHS) facilities and community settings in the UK. The study outcome was LTBI (positive IGRA test (QuantiFERON-TB Gold In-Tube or T-SPOT.TB)). The main exposures were history of smoking, history of substance misuse, homelessness, prison stay and socioeconomic deprivation.Results4914 (56.2%) individuals resided in the most deprived areas and 2536 (27.6%) had LTBI. In the multivariable analysis (adjusting for age, gender, place of birth, ethnicity, HIV status, BCG vaccination and recent TB contact) living in the least deprived areas compared with living in the most deprived areas was associated with reduced odds of LTBI (odds ratio (OR)=0.68, 95% CI: 0.51 to 0.90) while ever been homeless (OR=1.50, 95% CI: 1.02 to 2.21) was associated with increased odds of LTBI. Smoking, homelessness and substance misuse were not associated with LTBI.ConclusionSocial deprivation could be an important risk factor for LTBI, highlighting the social inequality in the burden of TB infection in the UK. I løbet af 1990’erne har social eksklusion som ”nyt” begreb imidlertid på mange måder overtaget opmærksomheden fra fattigdom. Artiklen rejser spørgsmålet om hvad det er social eksklusion kan bidrage med som begreb og på hvilken måde det adskiller sig fra andre centrale begreber som fattigdom og social kapital. Det overordnede formål med artiklen er, at bidrage med en bred oversigtsgennemgang af en række centrale videnskabelige definitioner. Herudover inddrages udvalgte kvantitative og kvalitative studier af social eksklusion for at problematisere manglen på empiriske studier af social eksklusion, hvor der anvendes direkte mål for social eksklusion. Det resulterer alt for ofte i, at der kan stilles spørgsmålstegn ved hvorvidt det er social eksklusion eller andre relaterede begreber der ”måles” i forskellige empiriske studier. This article analyses the potential contribution of this concept (social exclusion) and how it differs from other concepts such as poverty and social capital. The main purpose of this article is to analyze some of the main definitions of these concepts. In addition, it examines the lack of empirical studies that measure social exclusion and measurements problems in its analysis. The article indicates that there can be questions as to what is being measured in empirical studies, is it social exclusion or another term. Mental health studies are used in the discussion of social exclusion as a critical case to identify gaps in existing empirical studies and to nuance the discussion of knowledge from qualitative studies of the causal processes behind social exclusion. Abstract. We present a new algorithm for the estimation of the plant area density (PAD) profiles and plant area index (PAI) for forested areas based on data from airborne lidar. The new element in the algorithm is to scale and average returned lidar intensities for each lidar pulse, whereas other methods do not use the intensity information at all, use only average intensity values, or do not scale the intensity information, which can cause problems for heterogeneous vegetation. We compare the performance of the new algorithm to three previously published algorithms over two contrasting types of forest: a boreal coniferous forest with a relatively open structure and a dense beech forest. For the beech forest site, both summer (full-leaf) and winter (bare-tree) scans are analyzed, thereby testing the algorithm over a wide spectrum of PAIs. Whereas all tested algorithms give qualitatively similar results, absolute differences are large (up to 400 % for the average PAI at one site). A comparison with ground-based estimates shows that the new algorithm performs well for the tested sites. Specific weak points regarding the estimation of the PAD from airborne lidar data are addressed including the influence of ground reflections and the effect of small-scale heterogeneity, and we show how the effect of these points is reduced in the new algorithm, by combining benefits of earlier algorithms. We further show that low-resolution gridding of the PAD will lead to a negative bias in the resulting estimate according to Jensen's inequality for convex functions and that the severity of this bias is method dependent. As a result, the PAI magnitude as well as heterogeneity scales should be carefully considered when setting the resolution for the PAD gridding of airborne lidar scans.

Artiklen belyser årsagerne bag denne regularitet ved at undersøge klasseforskelle i unges forventninger til deres uddannelsesmæssige fremtid for to kohorter af danske unge, der står foran deres første uddannelsesvalg, i henholdsvis 1968 og 2011. Artiklen tester en hypotese om, at sociale skævheder i unges uddannelsesforventninger drives af én i familien rodfæstet præference for fastholdelse af sociale privilegier over generationer. Den empiriske analyse støtter hypotesen og viser samtidig, at de sociale skævheder i unges uddannelsesforventninger stort set er uforandrede over de godt 40 år, der adskiller de to kohorter. Yderligere analyser, der inddrager forældres forventninger til den unge samt bedsteforældrenes uddannelsesniveau, støtter endvidere hypotesen. Class inequalities in educational attainment therefore appear to have causes other than the unequal distribution of academic merits, merits that usually are taken to be the main vehicle of social mobility in Western democracies. This article investigates the potential mechanisms behind this unequal distribution by examining class differences in educational expectations among Danish adolescents in 1968 and 2011. The paper tests the hypothesis that class differences in educational expectations are caused by a preference for maintaining social privileges over generations, a preference rooted in bosom of the family. The empirical analysis supports the hypotheses. It shows that class differences in expectations among equally talented students have been remarkably stable over the four decades separating the two cohorts. Further analyses that include information on parents’ expectation for the adolescent and on the educational attainment of grandparents provide additional support for the hypothesis. The paper argues that future research in educational stratification would benefit from focusing on expectation processes located in the family, if it is to fully grasp why class differences in educational attainment appears so persistent even today. Abstract Background Although, WHO notes that there has been 'tremendous progress' towards controlling spread of Tuberculosis (TB) by 2015, situation in endemic countries like Pakistan need global attention. Pakistan currently ranks fifth among TB-high burden countries and it accounts for 61% of the TB burden in the WHO Eastern Mediterranean Region. We aim to explore the trends in relative and absolute socioeconomic inequalities in BCG vaccination coverage. Methods Data from Pakistan Demographic and Health Surveys (PDHS) 2006-7 (n = 9177 data used 8442), and 20012-13 (n = 13558, used n = 6982) were used. Information was collected from all mothers in reproductive age group, regarding BCG vaccination of their children aged < 5 years. Wealth index and education were used to assess socioeconomic position. Socioeconomic inequalities for BCG vaccination coverage were assessed by calculating Relative Index of Inequality (RII) and Absolute Index of Inequality (SII). Results Although reported frequency of not getting the child BCG vaccinated has decreased over the decade (25% in 2006, 18% in 2013). Nevertheless, socioeconomic inequalities in BCG vaccination have significantly widened over the last decade. Education related inequalities [2006-7 Urban: SII=-1.34 (-0.91, -1.76); 2012-13 Urban: SII=-1.88 (-1.43, -2.32)]; [2006-7 Rural: SII=-1.31 (-0.96, -1.65); 2012-13 Rural: SII=-1.54 (-1.13, -1.94)] have increased. Similarly, wealth related inequalities [2006-7 Urban: SII=-1.27 (-0.91, -1.62); 2012-13 Urban: SII=-1.75 (-1.37, -2.12)]; [2006-7 Rural: SII=-1.19 (-0.98, -1.39); 2012-13 Rural: SII=-1.72 (-1.43, -2.00)] have increased. Conclusions Widening absolute inequalities in BCG vaccination coverage among children over the last decade in a TB-high burden country gives rise to global concern, at a time when world aims for tuberculosis free future. The results warrant the essential public health efforts to avoid further widening in TB related socioeconomic inequalities in Pakistan. Key messages The results warrant the need to continue monitoring of TB control at population level. Study findings may help to improved TB management programs to initiate evidence-based guidelines for maternal and child health.

An optimal error estimate for the proposed methods is derived by using the temporal-spatial error splitting techniques, which split the error between the exact solution and the numerical solution into two parts, that is, the temporal error and the spatial error. Since the spatial error is not dependent on the time step, the boundedness of the numerical solution in L∞-norm follows an inverse inequality immediately without any restriction on the grid mesh.

Abstract Background Despite policy intention to reach disadvantaged populations, inequalities in health care resource use and health outcomes persist in Nepal. The current study aimed to investigate the trend of full vaccination coverage among infants and its equity gaps between Nepal Demographic and Health Surveys (NDHS) 2001 and 2016. Methods Using data from NDHS conducted in 2001, 2006, 2011 and 2016, we investigated the trend of coverage of six antigens: Bacille Calmette Guerin (BCG), Diptheria, Pertussis, Tetanus (DPT), Polio, and Measles during their infancy among children aged 12–23 months. We presented trends and correlates of full vaccination coverage by different socio-demographic factors. We measured inequalities in full vaccination coverage by wealth quintile and maternal education using absolute measure (slope index of inequality) and relative measures (Relative index of inequality, concentration index) of inequalities. Results Full vaccination coverage among infants steadily increased from 65.6% in 2001 to 87.0% in 2011; however, it decreased to 77.8% in 2016. Province 2 had a significantly lower full vaccination coverage compared to Province1.Although decreasing over time, there were significant inequalities by household wealth quintiles and maternal educational status. The slope index of inequality (SII) for wealth quintiles decreased from − 32.3 [− 45.5,-19.1] in 2001 to an SII of-8.4 [− 18.6,-1.7] in 2016. Similarly, the SII for education decreased from − 61.8 [− 73.5,-50.1] in 2001 to an SII of − 30.5 [− 40.7,-20.2] in 2016. Similarly, the relative index of inequality (RII) also showed an improvement over time, indicating the narrowing equity gap. Additionally, concentration index on full vaccination coverage by wealth quintiles dropped from 0.21 (0.12–0.28) in 2001 to 0.054 (− 0.01–0.12) in 2016. Absolute and relative inequalities were persistently larger by maternal educational status compared to household wealth quintiles throughout the study period. Conclusion Full vaccination coverage in Nepal increased from 2001 until 2011 but saw a significant decrement away from the national target after 2011. However, the equity gap by household wealth quintile and maternal education status has narrowed over time. National Immunization programs need to give higher emphasis to infants born to mothers with less education, those born in the poorer wealth quintile households, and those living in Province 2.

AbstractStudying luxury and conspicuous consumption in international settings presents unique challenges. Many aspects of luxury and conspicuous consumption cannot easily be put into words because they involve desires, aesthetics, and emotions, as well as taken-for-granted assumptions about social distinction and inequality. Drawing on Nicolai Eliseev’s artistic inquiry into luxury consumption in Russia, this article proposes arts-based inquiry as a suitable method for examining embodied and aesthetic knowing about luxury and conspicuous consumption, in particular in intercultural settings. The article illustrates these ideas through a series of sketches and a final artwork, by which Eliseev inquired into his experiences and tacit knowledge. The artwork incorporates a cut-up Louis Vuitton bag and references to luxury brands such as Cartier, Vertu, and Dom Perignon. The artistic form expresses the dividing effects and emotions of luxury consumption in Russian social and economic life. The article contributes to an understanding of aesthetic creation as both a method of inquiry and also a practice of resistance and innovation in relation to fashion discourses. Thus, it illustrates the potential of arts-based research methods in intercultural studies of luxury, and the social sciences more broadly.

Purpose This paper examines the role of government procurement as a social policy mechanism within a multilateral open trading system. Government regulations globally are being transformed to foster more responsible business conduct in multinational enterprises (MNEs). Yet, concern that sustainability may present a discriminatory barrier to trade has stalled the progress of sustainable public procurement (SPP) at the international level, raising questions regarding the role and scope of the World Trade Organisation’s (WTO) Government Procurement Agreement (GPA) to align taxpayer-funded contracts with the United Nations (UN) Sustainable Development Goals. Design/methodology/approach With a focus on social sustainability, this paper reviews the grey and academic literature to assess the changing landscape of public procurement policy and supply chain legislation in high-income countries. Findings Frontrunner nations are adopting a mandatory approach to sustainable public procurement and due diligence legislation is elevating supply chain risk from reputational damage to legal liability. While technological innovation and the clean, green production of manufactured goods dominates the sustainable public procurement literature, the social aspects of sustainability poverty, inequality and human rights remain underrepresented. Research limitations/implications The scope of this paper is limited to the examination of government procurement covered by the WTO-GPA (2012). Smaller value contracts, under the WTO-GPA thresholds and the category of defence are beyond the scope of the paper. Social implications The paper focusses on the underserved topic of social sustainability in business-to-government (B2G) – business to government – supply chains arguing that for responsible business conduct to become a competitive advantage, it must be more meaningfully rewarded on the demand-side of all taxpayer-funded contracts in organisation for economic co-operation and development countries. The paper introduces the idea of priceless procurement as a mechanism to build system capacity in the evaluation of non-financial sustainability objectives. Originality/value To build the capacity to stimulate competition based on social and environmental policy objectives, the paper introduces the concept of priceless procurement in B2G contracts.

Abstract Background Despite the pro-poor health policies in Ethiopia, the utilization of maternal, neonatal, and child health services remains a challenge for the country. Health equity became central in the post-2015 Sustainable Development Goals globally and is a priority for Ethiopia. The aim of this study was to assess equity in utilization of a range of maternal and child health services by applying absolute and relative equity indices. Methods Data on maternal and child health utilization emanated from a baseline survey conducted for a large project ‘Optimizing the Health Extension Program from December 2016 to February 2017 in four regions of Ethiopia. The utilization of four or more antenatal care visits; skilled birth attendance; postnatal care within 2 days after childbirth; immunization with BCG, polio 3, pentavalent 3, measles and full immunization of children aged 12–23 months; and vitamin A supplementation for 6–23 months old children were stratified by wealth quintiles. The socioeconomic status of the household was assessed by household assets and measured by constructing a wealth index using principal component analysis. Equity was assessed by applying two absolute inequity indices (Wealth index [quintile 5- quintile 1] and slope index of inequality) and two relative inequity indices (Wealth index [quintile5: quintile1] and concentration index). Results The maternal health services utilization was low and inequitably distributed favoring the better-off women. About 44, 71, and 18% of women from the better-off households had four or more antenatal visits, utilized skilled birth attendance and postnatal care within two days compared to 20, 29, and 8% of women from the poorest households, respectively. Skilled birth attendance was the most inequitably distributed maternal health service. All basic immunizations: BCG, polio 3, pentavalent 3, measles, and full immunization in children aged 12–23 months and vitamin A supplementation were equitably distributed. Conclusion Utilization of maternal health services was low, inequitable, and skewed against women from the poorest households. In contrast, preventive child health services were equitably distributed. Efforts to increase utilization and reinforcement of pro-poor and pro-rural strategies for maternal, newborn and immunization services in Ethiopia should be strengthened.

AbstractUniversal access to safe drinking water is essential to population health and well-being, as recognized in the Sustainable Development Goals (SDG). To develop targeted policies which improve urban access to improved water and ensure equity, there is the need to understand the spatial heterogeneity in drinking water sources and the factors underlying these patterns. Using the Shannon Entropy Index and the Index of Concentration at the Extremes at the enumeration area level, we analyzed census data to examine the spatial heterogeneity in drinking water sources and neighborhood income in the Greater Accra Metropolitan Area (GAMA), the largest urban agglomeration in Ghana. GAMA has been a laboratory for studying urban growth, economic security, and other concomitant socio-environmental and demographic issues in the recent past. The current study adds to this literature by telling a different story about the spatial heterogeneity of GAMA’s water landscape at the enumeration area level. The findings of the study reveal considerable geographical heterogeneity and inequality in drinking water sources not evidenced in previous studies. We conclude that heterogeneity is neither good nor bad in GAMA judging by the dominance of both piped water sources and sachet water (machine-sealed 500-ml plastic bag of drinking water). The lessons from this study can be used to inform the planning of appropriate localized solutions targeted at providing piped water sources in neighborhoods lacking these services and to monitor progress in achieving universal access to improved drinking water as recognized in the SDG 6 and improving population health and well-being.

Introduction Fashion has long been associated with resistance movements across Asia and Australia, from the hand-spun cotton Khadi of Mahatma Gandhi’s freedom struggle to the traditional ankle length robe worn by Tibetans in the ‘White Wednesday Movement’ (Singh et al.; Yangzom). There are many reasons why fashion and activism have been interlinked. Fashion can serve as a form of nonverbal communication (Crane), which can convey activists’ grievances and concerns while symbolising solidarity (Doerr). It can provide an avenue to enact individual agency against repressive, authoritarian regimes (Yangzom; Doerr et al.). Fashion can codify a degree of uniformity within groups and thereby signal social identity (Craik), while also providing a means of building community (Barry and Drak). Fashion, therefore, offers activists the opportunity to develop the three characteristics which unite a social or environmental movement: a shared concern about an issue, a sense of social identity, and connections between individuals and groups. But while these fashion functions map onto movement characteristics, it remains unclear whether activists across the world deliberately include fashion into their protest action repertoires. This uncertainty exists partly because of a research and media focus on large scale, mass protests (Lester and Hutchins), where fashion characteristics are immediately visible and amenable to retrospective interpretation. This focus helps explain the rich volume of research examining the manifestation of fashion in past protests, such as the black, red, and yellow colours worn during the 1988 Aboriginal Long March of Freedom, Justice, and Hope (Maynard Dress; Coghlan), and the pink anti-Trump ‘pussyhats’ (Thompson). However, the protest events used to identify these fashion characteristics are a relatively small proportion of actions used by environmental activists (Dalton et al.; Gulliver et al.), which include not only rallies and marches, but also information evenings, letter writing sessions, and eco-activities such as tree plantings. This article aims to respond to Barnard’s (Looking) call for more empirical work on what contemporary cultural groups visually do with what they wear (see also Gerbaudo and Treré) via a content analysis of 36,676 events promoted on Facebook by 728 Australian environmental groups between 2010 and 2019. The article firstly reports findings from an analysis of this dataset to identify how fashion manifests in environmental activism, building on research demonstrating the role of protest-related nonverbal communications, such as protest signage (Bloomfield and Doolin), images (Kim), and icons, slogans, and logos (Goodnow). The article then considers what activists may seek to achieve through incorporating fashion into their action repertoire, and whether this suggests solidarity with activists seeking to effect environmental change across the wider Asian region. Fashion Activism Fashion is created through a particular assemblage of clothes, accessories, and hairstyles (Barry and Drak), which in turn forms a prevailing custom or style of dress (Craik). It is a cultural practice, providing ‘real estate’ (Benda 7) for an individual to express their social roles (Craik) and political identity (Behnke). Some scholars argue that fashion became overtly political during the 1960s and 70s, as social movements politicised appearance (Edwards). This has only increased in relevance with the rise of far right, populist, and authoritarian regimes, whose sub-cultures enact politicised identities through their distinct fashion characteristics (Gaugele and Titton; Gaugele). Fashion can therefore play an important role in protest movements, as “political subjectivities, political authority, political power and discipline are rendered visible, and thereby real, by the way fashion co-establishes them” (Behnke 3). Across the literature scholars have identified two primary avenues by which fashion and activism are connected. The first of these relates to activism targeting the fashion industry. This type of activism is found in both Asia and Australia, and promotes sustainable consumption choices such as buying used goods and transforming existing items (Chung and Yim), as well as highlighting garment worker exploitation within the fashion industry (Khan and Richards). The second avenue is called ‘fashion activism’: the use of fashion to intentionally signal a message seeking to evoke social and/or political change (Thompson). In this conceptualisation, clothing is used to signify a particular message (Crane). An example of this type of fashion activism is the ‘SlutWalk’, a protest where participants deliberately wore outfits described as slutty or revealing as a response to victim-blaming of women who had experienced sexual assault (Thompson). A key element of fashion activism thus appears to be its message intentionality. Clothes are specifically utilised to convey a message, such as a grievance about victim-blaming, which can then be incorporated into design features displayed on t-shirts, pins, and signs both on the runway and in protest events (Titton). However, while this ‘sender/receiver’ model of fashion communication (Barnard, Fashion as) can be compelling for activists, it is complex in practice. A message receiver can never have full knowledge of what message the sender seeks to signify through a particular clothing item, nor can the message sender predict how a receiver will interpret that message. Particular arrangements of clothing only hold communicative power when they are easily interpreted and related to the movement and its message, usually only intelligible to a specific culture or subculture (Goodnow). Even within that subculture it remains problematic to infer a message from a particular style of dress, as demonstrated in examples where dress is used to imply sexual consent; for example, in rape and assault cases (Lennon et al.). Given the challenges of interpreting fashion, do activists appear to use the ‘real estate’ (Benda 7) afforded by it as a protest tool? To investigate this question a pre-existing dataset of 36,676 events was analysed to ascertain if, and how, environmental activism engages with fashion (a detailed methodology is available on the OSF). Across this dataset, event categories, titles, and descriptions were reviewed to collate events connecting environmental activism to fashion. Three categories of events were found and are discussed in the next section: street theatre, sustainable fashion practices, and disruptive protest. Street Theatre Street theatre is a form of entertainment which uses public performance to raise awareness of injustices and build support for collective action (Houston and Pulido). It uses costumes as a vehicle for conveying messages about political issues and for making demands visible, and has been utilised by protesters across Australia and Asia (Roces). Many examples of street theatre were found in the dataset. For example, Extinction Rebellion (XR) consistently promoted street theatre events via sub-groups such as the ‘Red Rebels’ – a dedicated team of volunteers specialising in costumed street theatre – as well as by inviting supporters to participate in open street theatre events, such as in the ‘Halloween Dead Things Disco’. Dressed as spooky skeletons (doot, doot) and ghosts, we'll slide and shimmy down Sydney's streets in a supernatural style, as we bring attention to all the species claimed by the Sixth Mass Extinction. These street theatre events appeared to prioritise spectacle rather than disruption as a means to attract attention to their message. The Cairns and Far North Environment Centre ‘Climate Action Float’, for example, requested that attendees: Wear blue and gold or dress as your favourite reef animal, solar panel, maybe even the sun itself!? Reef & Solar // Blue & Gold is the guiding theme but we want your creativity take it from there. Most groups used street theatre as one of a range of different actions organised across a period of time. However, Climacts, a performance collective which uses ‘spectacle and satire to communicate the urgency of the climate and biodiversity crisis’ (Climacts), utilised this tactic exclusively. Their Climate Guardians collective used distinctive angel costumes to perform at the Climate Conference of Parties 26, and in various places around Australia (see images on their Website). Sustainable Fashion Practices The second most common type of event which connected fashion with activism were those promoting sustainable fashion practices. While much research has highlighted the role of activism in raising awareness of problems related to the fashion industry (e.g. Hirscher), groups in the dataset were primarily focussed on organising activities where supporters communally created their own fashion items. The most common of these was the ‘crafternoon’, with over 260 separate crafternoon events identified in the dataset. These events brought activists together to create protest-related kit such as banners, signs, and costumes from recycled or repurposed materials, as demonstrated by Hume Climate Action Now’s ‘Crafternoon for Climate’ event: Come along on Sunday arvo for a relaxed arvo making posters and banners for upcoming Hume Climate Action Now events… Bring: Paints, textas, cardboard, fabric – whatever you’ve got lying around. Don’t have anything? That’s cool, just bring yourself. Events highlighting fashion industry problems were less frequent and tended to prioritise sharing of information about the fashion industry rather than promoting protests. For example, Transition Town Vincent held a ‘Slowing Down Fast Fashion – Transition Town Vincent Movie Night’ while the Green Embassy promoted the ‘Eco Fashion Week’. This event, held in 2017, was described as Australia’s only eco-fashion week, and included runway shows, music, and public talks. Other events also focussed on public talks, such as a Conservation Council of ACT event called ‘Green Drinks Canberra October 2017: Summer Edwards on the fashion industry’ and a panel discussion organised by a group called SEE-Change entitled ‘The Sustainable Wardrobe’. Disruptive Protest and T-Shirts Few events in the dataset mentioned elements of fashion outside of street theatre or sustainable fashion practices, with only one organisation explicitly connecting fashion with activism in its event details. This group – Australian Youth Climate Coalition – organised an event called ‘Activism in Fashion: Tote Bags, T-shirts and Poster Painting!’, which asked: How can we consistently be involved in campaigning while life can be so busy? Can we still be loud and get a message across without saying a word? The iconic 21st century activist "t-shirt and tote-bag" combination is hard to miss these days! Unlike street theatre and sustainable fashion practices, fashion appeared to be a consideration for only a small number of disruptive protests promoted by environmental groups in Australia. XR Brisbane sought to organise a fashion parade during the 2019 Rebellion Week, while XR protesters in Melbourne stripped down to underwear for a march through Melbourne city arcades (see also Turbet). Few common fashion elements appeared consistently on individual activists participating in events, and these were limited to accessories, such as ‘Stop Adani’ earrings, or t-shirts sold for fundraising and promotional purposes. Indeed, t-shirts appeared to be the most promoted clothing item in the dataset, continuing a long tradition of their use in protests (e.g. Maynard, Blankets). Easy to create, suitable for displaying both text and imagery, t-shirts sharing anti-coal messages featured predominantly in the Stop Adani campaign, while yellow t-shirts were a common item in Knitting Nanna’s anti-coal seam gas mining protests. The Role of Fashion in Environmental Activism As these findings demonstrate, fashion appears to be deliberately utilised in environmental activism primarily through street theatre and the promotion of sustainable fashion practices. While fewer examples of fashion in disruptive protest were found and no consistent fashion assemblage was identified, accessories and t-shirts were utilised by many groups. What may activists be seeking to achieve through incorporating fashion via street theatre and sustainable fashion practices? Some scholars have argued that incorporating fashion into protest allows activists to signal political dissent against authoritarian control. For example, Yanzoom noted that by utilising fashion as a means of communication, Tibetan activists were able to embody their political goals despite repression of speech and movement by political powerholders. However, a consistent fashion repertoire across protests in this Australian dataset was not found. The opportunities afforded by protected protest rights in Australia and absence of violent police repression of disruptive protests may be one explanation why distinctive dress such as the masks and black attire of Hong Kong pro-democracy protesters did not manifest in the dataset. Other scholars have observed that fashion sub-cultures also developed partly to express anti-establishment politics, such as the punk movement in the 1970s. Radical clothing accessorised by symbols, bright hair colours, body piercings, and heavy-duty books signalled opposition to the dominant political ideology (Craik). However, none of these purposes appeared to play a role in Australian environmental activism either. Instead, it appears that Maynard’s contention that Australian protest fashion barely deviates from everyday dress remains true today. Fashion within the events promoted in this large empirical dataset retained the ‘prevalence of everyday clothing’ (Maynard, Dress 111). The lack of a clearly discernible single protest fashion style within the dataset may be related to the shortcomings of the sender/receiver model of fashion communication. As Barnard (Fashion Statements) argued, fashion is not always used as a vehicle for conveying messages, but also as a platform for constructing and reproducing identity. Indeed, a multiplicity of researchers have noted how fashion acts as a signal of what social groups individuals belong to (see Roach-Higgins and Eicher). Activist groups have a variety of goals, which not only include promoting environmental change but also mobilising more people to join their cause (Gulliver et al., Understanding). Stereotyping can hinder achievement of these goals. It has been demonstrated, for example, that individuals who hold negative stereotypes of ‘typical’ activists are less likely to want to associate with them, and less likely to adopt their behaviours (Bashir et al.). Accordingly, some activist groups have been shown to actively promote dress associated with other identity groups, specifically to challenge cultural constructions of environmental activist stereotypes (see also Roces). For example, Bloomfield and Doolins’s study of the NZ anti-GE group MAdGE (Mothers against Genetic Engineering in Food and the Environment) demonstrated how visual protest artifacts conveyed the protesters’ social identity as mothers and customers rather than environmental activists, claiming an alternative cultural mandate for challenging the authority of science (see also Einwohner et al.). The data suggest that Australian activists are seeking to avoid this stereotype as well. The absence of a consistent fashion promoted within the dataset may reflect awareness of problematic stereotypes that activists may be then deliberately seeking to avoid. Maynard (Dress), for example, has noted how the everyday dress of Australian protesters serves to deflect stereotypical labelling of participants. This strategy is also mirrored by the changing nature of groups within the Australian environmental movement. The event database demonstrates that an increasing number of environmental groups are emerging with names highlighting non-stereotypical environmental identities: groups such as ‘Engineers Declare’ and ‘Bushfire Survivors for Climate Action’. Beyond these identity processes, the frequent use of costumed street theatre protest suggests that activists recognise the value of using fashion as a vehicle for communicating messages, despite the challenges of interpretation described above. Much of the language used to promote street theatre in the Facebook event listings suggests that these costumes were deliberately designed to signify a particular meaning, with individuals encouraged to dress up to be ‘a vehicle for myth and symbol’ (Lavender 11). It may be that costumes are also utilised in protest due to their suitability as an image event, convenient for dissemination by mass media seeking colourful and engaging imagery (Delicath and Deluca; Doerr). Furthermore, costumes, as with text or colours presented on t-shirts, may offer activists an avenue to clearly convey a visual message which is more resistant to stereotyping. This is especially relevant given that fashion can be re-interpreted and misinterpreted by audiences, as well as reframed and reinterpreted by the media (Maynard, Dress). While the prevalence of costumed performance and infrequent mentions of fashion in the dataset may be explained by stereotype avoidance and messaging clarity, sustainable fashion practices were more straightforward in intent. Groups used multiple approaches to educate audiences about sustainable fashion, whether through fostering sustainable fashion practices or raising awareness of fashion industry problems. In this regard, fashion in protest in Australia closely resembles Asian sustainable fashion activism (see e.g. Chon et al. regarding the Singaporean context). In particular, the large number of ‘crafternoons’ suggests their importance as sites of activism and community building. Craftivism – acts such as quilting banners, yarn bombing, and cross stitching feminist slogans – are used by many groups to draw attention to social, political and environmental issues (McGovern and Barnes). This type of ‘creative activism’ (Filippello) has been used to challenge aesthetic and political norms across a variety of contested socio-political landscapes. These activities not only develop activism skills, but also foster community (Barry and Drak). For environmental groups, these community building events can play a critical role in sustaining and supporting ongoing environmental activism (Gulliver et al., Understanding) as well as demonstrating solidarity with workers across Asia experiencing labour injustices linked to the fashion industry (Chung and Yim). Conclusion Studies examining protest fashion demonstrate that clothing provides a canvas for sharing protest messages and identities in both Asia and Australia (Benda; Yangzom; Craik). However, despite the fashion’s utility as communication tool for social and environmental movements, empirical studies of how fashion is used by activists in these contexts remain rare. This analysis demonstrates that Australian environmental activists use fashion in their action repertoire primarily through costumed street theatre performances and promoting sustainable fashion practices. By doing so they may be seeking to use fashion as a means of conveying messages, while avoiding stereotypes that can demobilise supporters and reduce support for their cause. Furthermore, sustainable fashion activism offers opportunities for activists to achieve multiple goals: to subvert the fast fashion industry, to provide participation avenues for new activists, to help build activist communities, and to express solidarity with those experiencing fast fashion-related labour injustices. These findings suggest that the use of fashion in protest actions can move beyond identity messaging to also enact sustainable practices while co-opting and resisting hegemonic ideas of consumerism. By integrating fashion into the vibrant and diverse actions promoted by environmental movements across Australia and Asia, activists can construct and perform identities while fostering the community bonds and networks from which movements demanding environmental change derive their strength. Abstract:
At its core the quality of being fungible is the quality of being interchangeable, more specifically interchangeable with its likeness. Our currencies, ergo our financial systems, ergo our ways of life have been underpinned by the stability that a $5 note is worth the same as every other $5 note. This is perhaps why the word fungible has never really spilled over into everyday usage: it has traditionally been a word for legal documents and economics texts. However, in the last couple of years the word fungible has made its way out of the lecture theatres of law classes and into the headlines of mainstream news services. On the back of a crypto currency boom it seemed only logical that markets that utilised this new form of wealth would emerge, the most prominent of these being the, at times lucrative, NFT (non-fungible token) market. Defining an NFT is problematic, because it is more about what it isn’t than what it is. People who have searched online looking for a definition will probably find an article or video that starts off with a semantic definition, e.g. it is a digital token with a unique signature making it unlike other tokens that are similar, which is then followed up by a spuriously comprehensible but ultimately ephemeral analogy. These definitions perhaps suffer by their ulterior motive of making NFTs sound more ground-breaking and more revolutionary than they are. If you were to say NFTs are like digital snowflakes, in that no two are the same, that might help, but it doesn’t add anything to their significance because whilst we may notionally find the idea interesting that no two snowflakes are the same, we ultimately don’t really care, and this doesn’t make any snowflake more important or valuable than any other. However, imagine a scenario in late capitalism where a certain configuration of snowflake has an exchange value greater than other configurations, or a scenario where a snowflake is worth more because Elon Musk once owned it. In practice, NFTs are comparable to digital receipts that give the owner exclusive access to a piece of data. This data maybe a small digital image, it might be a gif, it might be a high resolution digital artwork, it might be anything that can be stored digitally. The allure or uniqueness of these pieces of data lies in their non-fungibility. They are acquired through a crypto currency exchange (more often than not Ethereum, but not necessarily so) and as such are verified and secure, though it is worth noting that in 2021 crypto currency theft totalled A$4.5b and money lost to crypto scams totalled A$11b (Lane). There is an irony that emerges here in that the digital culture that has allowed the proliferation of fungible content has given rise to its own non-fungible counter-culture. It is as if the digital annihilation of Benjamin’s aura has been replaced by an 8-bit digital aura. Every $5 note may still have exactly the same value as another $5 note, and the actual Mona Lisa may be less beguiling now you can own it on a tote bag, but not every Bored Ape (an avatar comprised of a cartoon ape, generated by an algorithm) has the same value as another Bored Ape (see Bored Ape Yacht Club statistics). For example, less than 0.5% of generated Bored Apes have gold fur, making them more desirable, and all of a sudden it begins to feel like a familiar market with familiar characteristics of supply and demand. 2020 was a turbulent year, so it’s understandable that the seeds of some culturally significant trends were overlooked. Amongst these was the boom in the trading card market. This saw trading cards – those things kids buy in packs with their pocket money – become an investor industry. Sale prices skyrocketed during global pandemic lockdowns: for example, a LeBron James 2003-4 Upper Deck Exquisite Rookie Patch Autograph card (numbered 14/23) sold at Golden Auctions for US$1.84m; another version of the same card sold in April of 2021 for US$5.2m. This boom in the trading card market rolled over into the early adoption of NFT technology within the sports trading card market, a development that has been generally glossed over. Well before Beeple’s sale of Everydays: The First 5,000 Days (a collage of 5,000 digital artworks sold as an NFT) at Christie’s for slightly under US$70m (see Guardian), NFTs were breaking new ground in the sports card market in the form of NBA Top Shots (an official NBA product produced by Dapper Labs). When a person opens a digital pack of Top Shots they reveal “moments”, uniquely serial numbered highlight videos lasting a few seconds. Sales of NBA Top Shots totalled US$230m in 2020 (Young). There is perhaps little surprise in this early adoption of the investor/trading aspects of NFTs, given the crossover between pandemic-era sports card collectors and crypto currency speculators (Yahoo! Finance). Beyond these developments in NFT hobby collectibles, there has also been the development and gamification of NFT gambling in the form of horse-racing platforms like Zed Run. Zed Run allows users to race NFT horses in their virtual stable at the cost of a fee (payable in crypto currency), which is ostensibly a wager. Users can breed NFT horses with other NFT horses to create new NFT horses with unique characteristics, and then race them against other horses with comparable attributes. This platform, and ones like it, are playing a role in creating an unregulated gambling platform that operates on a global scale, at a time where many states in the USA are only years into a relaxed sports betting environment (in 2018 a Supreme Court ruling opened the door for all states to legalise sports betting; until that point sports betting was only legal in 4 states). It remains to be seen if the continued gamification of gambling will entrench itself further through means such as Zed Run, or if the practice will remain niche without the existence of a widely populated metasphere. It is clear that we are currently in the midst of a wave, potentially a flood, of NFT content, and a majority of this content exists as a variation of the theme “how to make money through NFTs”. NFTs are currently considered more for their potential profitability rather than their utility. The residue of this is that non-fungible markets seem to be replicating the traditional markets that they are notionally trying to subvert, and the practical uses of NFTs, e.g. as a solution to issues of digital ownership, are being overlooked. Perhaps this is the new manifestation of the neoliberal ideology, or perhaps it is the case in point that future generations will look back upon. Of course, there is an as yet generally unstated and significant point here, that what is being discussed is fungibility in terms of its non-ness. The mention of the term fungibility in a popular culture context immediately gives way to the consideration of the non-fungible, and the non-fungible is seemingly resolving itself, or at least can be understood, in the context of traditional wealth, with all of its fungible interchangeability. This issue of M/C Journal presents a range of insights and perspectives on this word that is increasingly flowing through discourses and practices. NFTs have a range of implications and a spectrum of potential uses depending on their context. But additionally, the usefulness of fungibility as a concept also comes into play here, as terminology traditionally shackled to other disciplines but increasingly pliable in the arts and humanities. This issue’s feature by Russell, “NFTs and Value”, meets some of the above issues head-on by immediately addressing the dichotomy of NFTs as the start of a new art format or NFTs as Western society’s most recent bubble market. Irrespective of these two positions there is an undeniable reality that these digital artefacts can potentially have real world wealth. Russell explores the potential underlying factors of this wealth and in turn what creates artistic wealth. Here a combination of factors such as the discourse around the work itself, or the place that work has in the context of Western art history are all considered as potential drivers of this new wave/bubble. Mason takes up the financial gains associated with some NFTs by examining the commodification of memes through the NFT format. In particular Mason considers the broader implications of this phenomenon outside of NFTs themselves by discussing the potential cultural and racial legacies at play. Mason’s work also notes the dominance of non-Black memes in the non-fungible market and the subsequent development of non-Black wealth that follows. Through this case study Mason touches upon an as of yet widely overlooked cultural implication of the non-fungible market, that of racial inequality and exploitation. In a different wing of the art world, Binns focusses on film, noting, after highlighting the significant ecological price and damage that comes with making transactions on prominent block chains, that the implications of NFTs on the film industry are still emerging. Despite the presence of some emerging marketplaces and vendors, the full utility of NFTs within the film industry remains untapped and unclear. Perhaps NFTs will supplement crowdfunding by offering exclusive memberships or perks (similar to the Bored Apes Yacht Club), or perhaps the fad will fade into the background without ever leaving an impression. In contrast, Robinson embraces the notion of fungibility as fungibility, stepping away from the contemporary discussion of “fungible” as being inherently “non-fungible” and looking at the interchangeability of identity and experience in online spaces. Through interviews Robinson considers how traditional notions of national and political identity are rendered fungible by digital spaces and how this aspect of fungibility manifests itself in invisibility, efficacy, and antagonism. This work is an important reminder of the suitability of fungible as a term in academic scholarship: Robinson’s notion of fungible citizenship opens up new perspectives in who we are, who we see ourselves to be, and to what we might aspire. Lyubchenko’s work is concerned with the place that NFT art has within a broader sense of art history. For Lyubchenko, crypto art can be considered as the culmination of the Dada movement, influenced by its various iterations such as Neo-Dadaism and Pop-Art. The result here is not so much a digital embodiment of the anti-art movement, arriving to land the final blow, but rather the newest form of anti-art, whose existence seems to only breathe life into that which it intends to kill. For Lyubchenko, crypto art it not so much a threat to traditional art forms, but rather a call to arms, a catalyst to regroup and reassert art’s timeless values. The place of the NFT in music is then the focus of Rogers et al., who seek to explore where music sits in the newly framed context of Web3. Whilst this position is not entirely constituted by the integration of NFT technology in music, it is at present a considerable factor and one that Rogers et al. explore through examination of functionality and discourse analysis. They note a degree of cynicism in the discourses surrounding popular music’s flirtation with NFTs, emerging largely from environmental impacts of blockchain ledgers and potential grey areas surrounding the industry’s legitimacy as a whole when it comes to claims of authenticity, security, and capacity. Interestingly they also note similarities in many of the cases they discuss with discourses surrounding previously emergent forms of music. Even seemingly banal music technologies in the past, such as the jukebox and the player piano, were subjected to comparable scrutiny. In the end time will give us a greater sense of whether the first few years of music within Web3 represent a cultural touchstone or a commercially driven false start. Finally, this collection progresses the discussion on how NFTs themselves present new opportunities for art practitioners. As Wilson notes, there is an inevitability that artists will begin to embrace the production of NFTs as part of the artistic process, as opposed to simply porting over existing artworks to the NFT format. Wilson considers his own work and Damien Hirst’s 2021 NFT works as examples of how considered and practical adoption of this new format challenges the neo-liberal economic conception of what NFTs are and what they are for. Abstract:
This consideration of British poet, novelist, and critic Iain Sinclair’s ‘bad’ writing begins at the summit of Beckton Alp, a pile of waste in London’s east that has been reconstituted as recreational space. For Sinclair, Beckton Alp functions as a totem signifying the pervasive regulatory influence of Panopticism in contemporary urban culture. It shares the Panopticon’s ‘see/being seen dyad’, which is delineated thus by Michel Foucault in Discipline and Punish: In the peripheric ring [which in this case acts as an analogue for London] one is seen, without ever seeing; in the central tower [for our purposes, Beckton Alp], one sees everything without being seen. (201) In his most recent novel, Dining on Stones (or, The Middle Ground), the prospect from Beckton Alp offers Sinclair the following image of London: Leaning on a creosoted railing London makes sense. There is a pattern, a working design. And there’s a word for it too: Obscenery. Blight. Stuttering movement. The distant river. The time membrane dissolves, in such a way that the viewer becomes the thing he is looking at. (190) The city, following Michel de Certeau, can be read as a text from Beckton Alp, one that appears intelligible, one that ‘makes sense’ (92). But what “sense” is the reader to make of Sinclair’s vision of London, a London characterised by this intriguing (and typically Sinclairean) neologism, obscenery? Obscenery’s etymological origins in the word ‘obscene’ suggest that it is indecent, unruly, offensive. It would seem to encompass everything that hegemonic culture would prefer to keep off-stage and unseen, everything that it considers ‘bad.’ Yet as Sinclair makes clear, it is hardly hidden—it can be seen from the Alp. By all accounts, obscenery proves to be the completely visible manifestation of what is normally segregated, managed and disposed of by disciplinary apparatuses, such as the Panoptic schema, which organise and supervise urban space. In summary, obscenery contends the regulatory power of Panopticism by being visible, obscenely so. Sinclair is careful to avoid a dialectic positing obscenery as the disordered antinomy to the pattern of hegemonic order. Instead, obscenery problematises the differentiations demarcating ‘good’ and ‘bad’ culture. Sinclair’s poiesis also blurs the boundaries between divergent spheres of culture as it oscillates between small press publishing and the mass market. His mimeographed chapbooks and limited edition hardcovers have for the major part of his career been conceived, produced, and disseminated outside the parameters of mainstream culture. An affiliation with the avant-garde British Poetry Revival indicates Sinclair’s dedication to alternative publishing, as does the existence of his own imprints: the punningly named horz commerz, and the Albion Village Press. But his mainstream publications (including Dining on Stones, which was released by multinational publishing house Penguin) complicate this position because although he is published and circulated within the sights of hegemonic literary culture, and therefore subject to the gaze of the Panopticon, Sinclair rejects hegemonic expectations about what comprises literature. He exploits written language, a tool licensed by the Panopticon, for unlicensed praxis. Identifying Sinclair’s cultural production as a type of textual obscenery, or ‘bad’ writing proposes an alternative model of cultural production, one that enables the creative practitioner to loosen the panoptic bonds with which Foucault pinions the individual and productively negotiate the archetypal struggle faced in a capitalist political economy: the conflict between artistic integrity and commercial imperative. In a sense, Sinclair and his circle of collaborators constitute a modern day la bohème—a league of artistic and literary putschists conspiring against the established order of cultural production, distribution, and consumption. As Sinclair commented in an interview: There’s no anxiety. Most of the stuff I have done didn’t have to win anybody’s approval. For me, there wasn’t that question of ‘How do I get published?’ that seems to preoccupy writers now. I used to publish myself. (Jeffries) For Sinclair, hegemonic culture is marching acquiescently, mindlessly to the ‘military/industrial two-step. That old standard… YES was the word.’ (Sinclair, London Orbital 4) If ‘yes’ is the mantra of this type of (false) consciousness, then Sinclair’s contrary creations are asserting a politics of ‘no.’ Sinclair’s refusal to accede to hegemonic attitudes regarding what is ‘good’ writing points to a deliberate decision to preserve what Herbert Marcuse terms ‘artistic alienation’ (Sinclair 63). According to Marcuse, artistic alienation, as distinct from traditional Marxist notions of alienation, should be encouraged in order to preserve the integrity of the work of art as something that has the power to rupture reality. In late era capitalism, reality is the totality of commodity culture, thus art must remain antagonistic to the ubiquity of the commodity form. Or, in Marcuse’s words, ‘art has …magic power only as the power of negation. It can speak its own language only as long as the images are alive which refuse and refute the established order’ (65). Within the panoptic schema, the disciplinary apparatus of capitalism, refusal, or refuse, is equivalent to obscenery. Like raw sewage washing up on the beach, or a split garbage bag lying uncollected in the street, Sinclair’s writing is matter out-of-place. If Panopticism, as Foucault theorises, is to efficiently and effectively implement discipline via real and imagined networks of surveillance that shift constantly between operations extrinsic and intrinsic to the subject, it does not necessarily prevent heterogeneous, transgressive, or subversive practice from emerging. However, it will, by means of this surveillance, draw attention to these practices, classify and segregate them, apply pejorative labels such as ‘bad’, ‘useless’, ‘harmful’, and relegate them to a social or spatial sphere outside the realm of the normative tastes and standards. In this process lies the Panopticon’s vast potential to devise, standardise, and regulate patterns of production and consumption. Practices and production that do not conform to hegemonic conventions are deemed aberrant, and rendered invisible. In a capitalist political economy, where governing institutions and operations function as extensions of systems predicated upon the fetishism of commodities, regulating patterns of consumption—by deciding what can and can’t be seen—imposes control. According to the logic of scopophilic culture, to be ‘unseen,’ by choice or otherwise, necessarily restricts consumption. In this manner, the Panopticon reinforces its role as arbiter of public taste. Obscenery’s visibility, however, rejects panoptic classification. It resists the panoptic systems that police cultural production, not by remaining hidden, or Other, but by declaring its presence. Unlike the commodity, which in its conformity is seamlessly assimilated into consumer culture, obscenery draws attention. Beckton Alp, a sanitised pile of waste rendered useful, palatable, is, in contrast, an example of obscenery averted (see endnote). As Marx explains, for a product to exist fully it must be consumed (91). A book becomes a product only when it is read. Writing that is designed to refuse the act of reading is perverse according to any schema of cultural logic, but particularly according to the logic of an economy driven by consumption. This refusal resonates with particular force within a capitalist schema of cultural production because it is fundamentally contrary to the process of commodification. Sinclair’s texts deny easy, uncritical consumption and subsequently cause a blockage in the process of commodification. In this manner, Sinclair contends the logos of capitalist alchemy. A book that resists being easily read, but is still visible to mainstream culture, constitutes a type of obscenery. Situating Sinclair’s poiesis within the domain of obscenery enables an understanding of why his texts have been judged by some critics and readers as ‘bad,’ difficult, inaccessible, impenetrable, even ‘unreadable’. Practitioners of counter-cultural and sub-cultural art and literature traditionally protect their minoritarian status and restrict access to their work by consciously constructing texts which might be considered ‘shit’; in other words, creating something that is deemed excremental, or ‘bad’ according to hegemonic tastes and standards. They create something that inhibits smooth digestion, something that causes a malfunction in the order of consumption. Stylistically, Sinclair employs a number of linguistic and formal devices to repulse the reader. Unrelenting verbiage and extreme parataxis are two such contrivances, as this exemplary excerpt from Dining on Stones illustrates: HEALTHY BOWELS? No problem in that department. Quite the reverse. Eyes: like looking out of week-old milk bottles. Ears clogged and sticky nose broken. But bowels ticked like a German motor: Stephen X, age unknown: writer. Marine exile. His walk, the colonnade. Wet suits for scuba divers. Yellowed wedding dresses. Black god franchises. Fast food. NO CASH KEPT ON PREMISES. The shops, beneath the hulk of the Ocean Queen flats, dealt in negatives, prohibitions – fear. They kept no stock beyond instantly forgotten memorabilia, concrete floors. Stephen releases a clutch of bad wind. (Sinclair 308) Sinclair’s writing constructs linguistic heterotopias that ‘desiccate speech, stop words in their tracks, contest the very possibility of grammar’ (Foucault, Archaeology xix). His language is clipped, elliptical, arrhythmic. In fact, Sinclair’s prose often doesn’t resemble prose; formally and syntactically, it is more aligned with poetry. It is peppered with paradoxical conceits—‘forgotten memorabilia’—which negate meaning and amplify the inscrutability of his words. His imagery is unexpected, discordant, frequently unsettling, as is his unpredictable register which veers from colloquialisms (‘No problem in that department’; Sinclair 308) to more formal, literary modes of expression (‘Stephen X, age unknown: writer’; Sinclair 308). Sinclair also alienates the reader through the use of digressive narrative, which in its Blakean insistence on cyclical shapes resists the linear structure associated with the shape of rational imagination. In terms of the economy of a teleological narrative, Sinclair’s storytelling in novels like Dining on Stones is wasteful in its diversions. His fictions and non-fictions contain characters and events that are incidental to what only occasionally resembles a plot. The apotheosis of the urge to contend linear forms of narrative is chronicled in Sinclair’s 2002 book London Orbital, a navigation of the M25 that as a circuitous journey has neither defined point of origin nor a locatable terminus. Sinclair’s novels, criticism, poetry, films constitute a hermeneutic circle, insisting that you have a working knowledge of the other texts in order to decipher the single text, and the body of work gives meaning to each discrete text. Acquiring Sinclair’s recondite code—which those who are cognisant with his style are well aware—is not a task for the uncommitted. The reader must assume the role of detective tracking down his poetry in second-hand bookshops. Obscure references that saturate the page must be researched. To read and understand Sinclair requires what sociologist Pierre Bourdieu has called ‘cultural competence’ (2). Bourdieu’s ideas on taste and consumption provide a framework for understanding Sinclair’s textual allegiances, his affinity for other types of textual obscenery—unsanctioned graffiti, small magazine poetry—which are also derided as ‘shit’, as ‘bad’ writing by those who have not acquired the cultural competence necessary to understand their coded information. There is a self-reflexive joke contained in the title Dining on Stones. After all, it is a novel that constantly urges the reader to swallow indigestible text and unsavoury subject matter. Sinclair’s writing continually forces our attentions back to the purlieus of urban culture, to everything that the centrifugal forces of Panopticism have driven to the periphery: social inequality, marginal spatial practice, refuse, shit. Sinclair’s textual obscenery is perceived as ‘bad’, as excremental because it denies mainstream literary audiences the satisfaction of uncomplicated, uncritical consumption. According to the restrictive logic of late era capitalism, Sinclair’s slippery, complex, inaccessible narratives are perverse. But they are also the source of perverse pleasure for those who refuse the inhibitions of conformity. Endnote Visual technology in the service of surveillance has been steadily integrated into the everyday, and, by virtue of its ubiquity, has become ‘unseen.’ Similar to the panoptic technologies described by Foucault, Beckton Alp, ‘a considerable event that nobody notices,’ (Sinclair, Dining on Stones, 179) is also assimilated into the urban landscape. Abstract:
Introduction Figure 1 The counter-Terrorism advertising campaign of London’s Metropolitan Police commodifies some everyday items such as mobile phones, computers, passports and credit cards as having the potential to sustain terrorist activities. The process of ascribing cultural values and symbolic meanings to some everyday technical gadgets objectifies and situates Terrorism into the everyday life. The police, in urging people to look out for ‘the unusual’ in their normal day-to-day lives, juxtapose the everyday with the unusual, where day-to-day consumption, routines and flows of human activity can seemingly house insidious and atavistic elements. This again is reiterated in the Met police press release: Terrorists live within our communities making their plans whilst doing everything they can to blend in, and trying not to raise suspicions about their activities. (MPA Website) The commodification of Terrorism through uncommon and everyday objects situates Terrorism as a phenomenon which occupies a liminal space within the everyday. It resides, breathes and co-exists within the taken-for-granted routines and objects of ‘the everyday’ where it has the potential to explode and disrupt without warning. Since 9/11 and the 7/7 bombings Terrorism has been narrated through the disruption of mobility, whether in mid-air or in the deep recesses of the Underground. The resonant thread of disruption to human mobility evokes a powerful meta-narrative where acts of Terrorism can halt human agency amidst the backdrop of the metropolis, which is often a metaphor for speed and accelerated activities. If globalisation and the interconnected nature of the world are understood through discourses of risk, Terrorism bears the same footprint in urban spaces of modernity, narrating the vulnerability of the human condition in an inter-linked world where ideological struggles and resistance are manifested through inexplicable violence and destruction of lives, where the everyday is suspended to embrace the unexpected. As a consequence ambient fear “saturates the social spaces of everyday life” (Hubbard 2). The commodification of Terrorism through everyday items of consumption inevitably creates an intertextuality with real and media events, which constantly corrode the security of the metropolis. Paddy Scannell alludes to a doubling of place in our mediated world where “public events now occur simultaneously in two different places; the place of the event itself and that in which it is watched and heard. The media then vacillates between the two sites and creates experiences of simultaneity, liveness and immediacy” (qtd. in Moores 22). The doubling of place through media constructs a pervasive environment of risk and fear. Mark Danner (qtd. in Bauman 106) points out that the most powerful weapon of the 9/11 terrorists was that innocuous and “most American of technological creations: the television set” which provided a global platform to constantly replay and remember the dreadful scenes of the day, enabling the terrorist to appear invincible and to narrate fear as ubiquitous and omnipresent. Philip Abrams argues that ‘big events’ (such as 9/11 and 7/7) do make a difference in the social world for such events function as a transformative device between the past and future, forcing society to alter or transform its perspectives. David Altheide points out that since September 11 and the ensuing war on terror, a new discourse of Terrorism has emerged as a way of expressing how the world has changed and defining a state of constant alert through a media logic and format that shapes the nature of discourse itself. Consequently, the intensity and centralisation of surveillance in Western countries increased dramatically, placing the emphasis on expanding the forms of the already existing range of surveillance processes and practices that circumscribe and help shape our social existence (Lyon, Terrorism 2). Normalisation of Surveillance The role of technologies, particularly information and communication technologies (ICTs), and other infrastructures to unevenly distribute access to the goods and services necessary for modern life, while facilitating data collection on and control of the public, are significant characteristics of modernity (Reiman; Graham and Marvin; Monahan). The embedding of technological surveillance into spaces and infrastructures not only augment social control but also redefine data as a form of capital which can be shared between public and private sectors (Gandy, Data Mining; O’Harrow; Monahan). The scale, complexity and limitations of omnipresent and omnipotent surveillance, nevertheless, offer room for both subversion as well as new forms of domination and oppression (Marx). In surveillance studies, Foucault’s analysis is often heavily employed to explain lines of continuity and change between earlier forms of surveillance and data assemblage and contemporary forms in the shape of closed-circuit television (CCTV) and other surveillance modes (Dee). It establishes the need to discern patterns of power and normalisation and the subliminal or obvious cultural codes and categories that emerge through these arrangements (Fopp; Lyon, Electronic; Norris and Armstrong). In their study of CCTV surveillance, Norris and Armstrong (cf. in Dee) point out that when added to the daily minutiae of surveillance, CCTV cameras in public spaces, along with other camera surveillance in work places, capture human beings on a database constantly. The normalisation of surveillance, particularly with reference to CCTV, the popularisation of surveillance through television formats such as ‘Big Brother’ (Dee), and the expansion of online platforms to publish private images, has created a contradictory, complex and contested nature of spatial and power relationships in society. The UK, for example, has the most developed system of both urban and public space cameras in the world and this growth of camera surveillance and, as Lyon (Surveillance) points out, this has been achieved with very little, if any, public debate as to their benefits or otherwise. There may now be as many as 4.2 million CCTV cameras in Britain (cf. Lyon, Surveillance). That is one for every fourteen people and a person can be captured on over 300 cameras every day. An estimated £500m of public money has been invested in CCTV infrastructure over the last decade but, according to a Home Office study, CCTV schemes that have been assessed had little overall effect on crime levels (Wood and Ball). In spatial terms, these statistics reiterate Foucault’s emphasis on the power economy of the unseen gaze. Michel Foucault in analysing the links between power, information and surveillance inspired by Bentham’s idea of the Panopticon, indicated that it is possible to sanction or reward an individual through the act of surveillance without their knowledge (155). It is this unseen and unknown gaze of surveillance that is fundamental to the exercise of power. The design and arrangement of buildings can be engineered so that the “surveillance is permanent in its effects, even if it is discontinuous in its action” (Foucault 201). Lyon (Terrorism), in tracing the trajectory of surveillance studies, points out that much of surveillance literature has focused on understanding it as a centralised bureaucratic relationship between the powerful and the governed. Invisible forms of surveillance have also been viewed as a class weapon in some societies. With the advancements in and proliferation of surveillance technologies as well as convergence with other technologies, Lyon argues that it is no longer feasible to view surveillance as a linear or centralised process. In our contemporary globalised world, there is a need to reconcile the dialectical strands that mediate surveillance as a process. In acknowledging this, Giles Deleuze and Felix Guattari have constructed surveillance as a rhizome that defies linearity to appropriate a more convoluted and malleable form where the coding of bodies and data can be enmeshed to produce intricate power relationships and hierarchies within societies. Latour draws on the notion of assemblage by propounding that data is amalgamated from scattered centres of calculation where these can range from state and commercial institutions to scientific laboratories which scrutinise data to conceive governance and control strategies. Both the Latourian and Deleuzian ideas of surveillance highlight the disparate arrays of people, technologies and organisations that become connected to make “surveillance assemblages” in contrast to the static, unidirectional Panopticon metaphor (Ball, “Organization” 93). In a similar vein, Gandy (Panoptic) infers that it is misleading to assume that surveillance in practice is as complete and totalising as the Panoptic ideal type would have us believe. Co-optation of Millions The Metropolitan Police’s counter-Terrorism strategy seeks to co-opt millions where the corporeal body can complement the landscape of technological surveillance that already co-exists within modernity. In its press release, the role of civilian bodies in ensuring security of the city is stressed; Keeping Londoners safe from Terrorism is not a job solely for governments, security services or police. If we are to make London the safest major city in the world, we must mobilise against Terrorism not only the resources of the state, but also the active support of the millions of people who live and work in the capita. (MPA Website). Surveillance is increasingly simulated through the millions of corporeal entities where seeing in advance is the goal even before technology records and codes these images (William). Bodies understand and code risk and images through the cultural narratives which circulate in society. Compared to CCTV technology images, which require cultural and political interpretations and interventions, bodies as surveillance organisms implicitly code other bodies and activities. The travel bag in the Metropolitan Police poster reinforces the images of the 7/7 bombers and the renewed attempts to bomb the London Underground on the 21st of July. It reiterates the CCTV footage revealing images of the bombers wearing rucksacks. The image of the rucksack both embodies the everyday as well as the potential for evil in everyday objects. It also inevitably reproduces the cultural biases and prejudices where the rucksack is subliminally associated with a specific type of body. The rucksack in these terms is a laden image which symbolically captures the context and culture of risk discourses in society. The co-optation of the population as a surveillance entity also recasts new forms of social responsibility within the democratic polity, where privacy is increasingly mediated by the greater need to monitor, trace and record the activities of one another. Nikolas Rose, in discussing the increasing ‘responsibilisation’ of individuals in modern societies, describes the process in which the individual accepts responsibility for personal actions across a wide range of fields of social and economic activity as in the choice of diet, savings and pension arrangements, health care decisions and choices, home security measures and personal investment choices (qtd. in Dee). While surveillance in individualistic terms is often viewed as a threat to privacy, Rose argues that the state of ‘advanced liberalism’ within modernity and post-modernity requires considerable degrees of self-governance, regulation and surveillance whereby the individual is constructed both as a ‘new citizen’ and a key site of self management. By co-opting and recasting the role of the citizen in the age of Terrorism, the citizen to a degree accepts responsibility for both surveillance and security. In our sociological imagination the body is constructed both as lived as well as a social object. Erving Goffman uses the word ‘umwelt’ to stress that human embodiment is central to the constitution of the social world. Goffman defines ‘umwelt’ as “the region around an individual from which signs of alarm can come” and employs it to capture how people as social actors perceive and manage their settings when interacting in public places (252). Goffman’s ‘umwelt’ can be traced to Immanuel Kant’s idea that it is the a priori categories of space and time that make it possible for a subject to perceive a world (Umiker-Sebeok; qtd. in Ball, “Organization”). Anthony Giddens adapted the term Umwelt to refer to “a phenomenal world with which the individual is routinely ‘in touch’ in respect of potential dangers and alarms which then formed a core of (accomplished) normalcy with which individuals and groups surround themselves” (244). Benjamin Smith, in considering the body as an integral component of the link between our consciousness and our material world, observes that the body is continuously inscribed by culture. These inscriptions, he argues, encompass a wide range of cultural practices and will imply knowledge of a variety of social constructs. The inscribing of the body will produce cultural meanings as well as create forms of subjectivity while locating and situating the body within a cultural matrix (Smith). Drawing on Derrida’s work, Pugliese employs the term ‘Somatechnics’ to conceptualise the body as a culturally intelligible construct and to address the techniques in and through which the body is formed and transformed (qtd. in Osuri). These techniques can encompass signification systems such as race and gender and equally technologies which mediate our sense of reality. These technologies of thinking, seeing, hearing, signifying, visualising and positioning produce the very conditions for the cultural intelligibility of the body (Osuri). The body is then continuously inscribed and interpreted through mediated signifying systems. Similarly, Hayles, while not intending to impose a Cartesian dichotomy between the physical body and its cognitive presence, contends that the use and interactions with technology incorporate the body as a material entity but it also equally inscribes it by marking, recording and tracing its actions in various terrains. According to Gayatri Spivak (qtd. in Ball, “Organization”) new habits and experiences are embedded into the corporeal entity which then mediates its reactions and responses to the social world. This means one’s body is not completely one’s own and the presence of ideological forces or influences then inscribe the body with meanings, codes and cultural values. In our modern condition, the body and data are intimately and intricately bound. Outside the home, it is difficult for the body to avoid entering into relationships that produce electronic personal data (Stalder). According to Felix Stalder our physical bodies are shadowed by a ‘data body’ which follows the physical body of the consuming citizen and sometimes precedes it by constructing the individual through data (12). Before we arrive somewhere, we have already been measured and classified. Thus, upon arrival, the citizen will be treated according to the criteria ‘connected with the profile that represents us’ (Gandy, Panoptic; William). Following September 11, Lyon (Terrorism) reveals that surveillance data from a myriad of sources, such as supermarkets, motels, traffic control points, credit card transactions records and so on, was used to trace the activities of terrorists in the days and hours before their attacks, confirming that the body leaves data traces and trails. Surveillance works by abstracting bodies from places and splitting them into flows to be reassembled as virtual data-doubles, and in the process can replicate hierarchies and centralise power (Lyon, Terrorism). Mike Dee points out that the nature of surveillance taking place in modern societies is complex and far-reaching and in many ways insidious as surveillance needs to be situated within the broadest context of everyday human acts whether it is shopping with loyalty cards or paying utility bills. Physical vulnerability of the body becomes more complex in the time-space distanciated surveillance systems to which the body has become increasingly exposed. As such, each transaction – whether it be a phone call, credit card transaction, or Internet search – leaves a ‘data trail’ linkable to an individual person or place. Haggerty and Ericson, drawing from Deleuze and Guattari’s concept of the assemblage, describe the convergence and spread of data-gathering systems between different social domains and multiple levels (qtd. in Hier). They argue that the target of the generic ‘surveillance assemblage’ is the human body, which is broken into a series of data flows on which surveillance process is based. The thrust of the focus is the data individuals can yield and the categories to which they can contribute. These are then reapplied to the body. In this sense, surveillance is rhizomatic for it is diverse and connected to an underlying, invisible infrastructure which concerns interconnected technologies in multiple contexts (Ball, “Elements”). The co-opted body in the schema of counter-Terrorism enters a power arrangement where it constitutes both the unseen gaze as well as the data that will be implicated and captured in this arrangement. It is capable of producing surveillance data for those in power while creating new data through its transactions and movements in its everyday life. The body is unequivocally constructed through this data and is also entrapped by it in terms of representation and categorisation. The corporeal body is therefore part of the machinery of surveillance while being vulnerable to its discriminatory powers of categorisation and victimisation. As Hannah Arendt (qtd. in Bauman 91) had warned, “we terrestrial creatures bidding for cosmic significance will shortly be unable to comprehend and articulate the things we are capable of doing” Arendt’s caution conveys the complexity, vulnerability as well as the complicity of the human condition in the surveillance society. Equally it exemplifies how the corporeal body can be co-opted as a surveillance entity sustaining a new ‘banality’ (Arendt) in the machinery of surveillance. Social Consequences of Surveillance Lyon (Terrorism) observed that the events of 9/11 and 7/7 in the UK have inevitably become a prism through which aspects of social structure and processes may be viewed. This prism helps to illuminate the already existing vast range of surveillance practices and processes that touch everyday life in so-called information societies. As Lyon (Terrorism) points out surveillance is always ambiguous and can encompass genuine benefits and plausible rationales as well as palpable disadvantages. There are elements of representation to consider in terms of how surveillance technologies can re-present data that are collected at source or gathered from another technological medium, and these representations bring different meanings and enable different interpretations of life and surveillance (Ball, “Elements”). As such surveillance needs to be viewed in a number of ways: practice, knowledge and protection from threat. As data can be manipulated and interpreted according to cultural values and norms it reflects the inevitability of power relations to forge its identity in a surveillance society. In this sense, Ball (“Elements”) concludes surveillance practices capture and create different versions of life as lived by surveilled subjects. She refers to actors within the surveilled domain as ‘intermediaries’, where meaning is inscribed, where technologies re-present information, where power/resistance operates, and where networks are bound together to sometimes distort as well as reiterate patterns of hegemony (“Elements” 93). While surveillance is often connected with technology, it does not however determine nor decide how we code or employ our data. New technologies rarely enter passive environments of total inequality for they become enmeshed in complex pre-existing power and value systems (Marx). With surveillance there is an emphasis on the classificatory powers in our contemporary world “as persons and groups are often risk-profiled in the commercial sphere which rates their social contributions and sorts them into systems” (Lyon, Terrorism 2). Lyon (Terrorism) contends that the surveillance society is one that is organised and structured using surveillance-based techniques recorded by technologies, on behalf of the organisations and governments that structure our society. This information is then sorted, sifted and categorised and used as a basis for decisions which affect our life chances (Wood and Ball). The emergence of pervasive, automated and discriminatory mechanisms for risk profiling and social categorising constitute a significant mechanism for reproducing and reinforcing social, economic and cultural divisions in information societies. Such automated categorisation, Lyon (Terrorism) warns, has consequences for everyone especially in face of the new anti-terror measures enacted after September 11. In tandem with this, Bauman points out that a few suicidal murderers on the loose will be quite enough to recycle thousands of innocents into the “usual suspects”. In no time, a few iniquitous individual choices will be reprocessed into the attributes of a “category”; a category easily recognisable by, for instance, a suspiciously dark skin or a suspiciously bulky rucksack* *the kind of object which CCTV cameras are designed to note and passers-by are told to be vigilant about. And passers-by are keen to oblige. Since the terrorist atrocities on the London Underground, the volume of incidents classified as “racist attacks” rose sharply around the country. (122; emphasis added) Bauman, drawing on Lyon, asserts that the understandable desire for security combined with the pressure to adopt different kind of systems “will create a culture of control that will colonise more areas of life with or without the consent of the citizen” (123). This means that the inhabitants of the urban space whether a citizen, worker or consumer who has no terrorist ambitions whatsoever will discover that their opportunities are more circumscribed by the subject positions or categories which are imposed on them. Bauman cautions that for some these categories may be extremely prejudicial, restricting them from consumer choices because of credit ratings, or more insidiously, relegating them to second-class status because of their colour or ethnic background (124). Joseph Pugliese, in linking visual regimes of racial profiling and the shooting of Jean Charles de Menezes in the aftermath of 7/7 bombings in London, suggests that the discursive relations of power and visuality are inextricably bound. Pugliese argues that racial profiling creates a regime of visuality which fundamentally inscribes our physiology of perceptions with stereotypical images. He applies this analogy to Menzes running down the platform in which the retina transforms him into the “hallucinogenic figure of an Asian Terrorist” (Pugliese 8). With globalisation and the proliferation of ICTs, borders and boundaries are no longer sacrosanct and as such risks are managed by enacting ‘smart borders’ through new technologies, with huge databases behind the scenes processing information about individuals and their journeys through the profiling of body parts with, for example, iris scans (Wood and Ball 31). Such body profiling technologies are used to create watch lists of dangerous passengers or identity groups who might be of greater ‘risk’. The body in a surveillance society can be dissected into parts and profiled and coded through technology. These disparate codings of body parts can be assembled (or selectively omitted) to construct and represent whole bodies in our information society to ascertain risk. The selection and circulation of knowledge will also determine who gets slotted into the various categories that a surveillance society creates. Conclusion When the corporeal body is subsumed into a web of surveillance it often raises questions about the deterministic nature of technology. The question is a long-standing one in our modern consciousness. We are apprehensive about according technology too much power and yet it is implicated in the contemporary power relationships where it is suspended amidst human motive, agency and anxiety. The emergence of surveillance societies, the co-optation of bodies in surveillance schemas, as well as the construction of the body through data in everyday transactions, conveys both the vulnerabilities of the human condition as well as its complicity in maintaining the power arrangements in society. Bauman, in citing Jacques Ellul and Hannah Arendt, points out that we suffer a ‘moral lag’ in so far as technology and society are concerned, for often we ruminate on the consequences of our actions and motives only as afterthoughts without realising at this point of existence that the “actions we take are most commonly prompted by the resources (including technology) at our disposal” (91).
